Abstract:
O processo de comunicação sempre teve um papel de grande relevância no desenvolvimento da humanidade, indo desde as pinturas rupestres na pré-história, passando pelo surgimento da fala, da escrita, do rádio, da televisão, evoluindo até os dias atuais, em que as novas tecnologias de informação e comunicação evidenciam-se por sua inegável capacidade de otimizar os processos comunicativos. A dinamicidade contemporânea das pessoas e das organizações exige cada vez mais atenção com a comunicação a fim de garantir a agilidade e qualidade desse processo, porém, diante da inerente complexidade das organizações modernas, nem sempre é possível oferecer essas duas características simultaneamente. Sendo assim, o objetivo desse trabalho é avaliar a qualidade da comunicação no campus avançado de Varginha da Universidade Federal de Alfenas, procurando, através de questionários aplicados a alunos de graduação, técnicos administrativos, funcionários terceirizados e professores, identificar características e possíveis falhas que possam ser exploradas a fim de propor aperfeiçoamentos no processo comunicativo visando tornar a instituição mais eficaz nesse aspecto. Os dados obtidos foram analisados de maneira globalizada e segmentada a fim de procurar por melhores formas de se entender o comportamento dos grupos que compõem a comunidade acadêmica do campus em estudo. Os resultados demonstram que de forma globalizada, a comunicação é vista de uma forma que varia predominantemente entre regular e boa. Quando a análise foi realizada por segmentos, não se encontrou distinções capazes de justificar intervenções pontuais por grupos. O questionário também trouxe uma série de relato de falhas de comunicação ocorridas no campus que foram utilizadas na formulação de propostas de intervenções capazes de proporcionar um avanço na condição do processo comunicativo do campus.
The communication process has always played a major role in the development of humanity, ranging from rock paintings in prehistory, through the emergence of speech, writing, radio, television, evolving to the present day, where New information and communication technologies stand out for their undeniable ability to optimize communicative processes. The contemporary dynamism of people and organizations demands more and more attention with communication in order to guarantee the agility and quality of this process, but, faced with the inherent complexity of modern organizations, it is not always possible to offer these two characteristics simultaneously. Therefore, the objective of this work is to evaluate the quality of communication in the advanced campus of Varginha of the Federal University of Alfenas, searching, through questionnaires applied to undergraduate students, administrative technicians, outsourced employees and teachers, identifying characteristics and possible flaws that can be explored in order to propose improvements in the communicative process in order to make the institution more effective in this regard. The obtained data were analyzed in a globalized and segmented way in order to look for better ways to understand the behavior of the groups that compose the academic community of the campus under study. The results demonstrated that in a globalized way, the communication is seen in a way that varies predominantly between regular and good. When the analysis was performed by segments, no distinctions were found capable of justifying specific interventions by groups. The questionnaire also brought a series of reports of communication failures occurring on campus that were used in the formulation of proposals for interventions capable of providing an advance in the condition of the campus communicative process.

Abstract:
O tratamento diferenciado a ser concedido às micro e pequenas empresas (MPEs) por parte dos órgãos públicos tem previsão constitucional. Foi regulamentado pela Lei Complementar nº 123/2006 que instituiu o Estatuto da Micro e Pequena Empresa e reforçado pela Lei Complementar nº 147/2014 que tornou obrigatória a adoção de critérios que beneficiam os pequenos negócios nas licitações públicas. Esse estudo descritivo e exploratório tem como objetivo analisar os pregões eletrônicos da Universidade Federal de Lavras (UFLA) entre os anos de 2012 a 2015. a fim de descrever como ocorreu na prática a aplicação do tratamento diferenciado às MPEs, conforme disposto pela Lei Complementar nº 123/2006. Foi realizada entrevista com os servidores da Diretoria de Gestão de Materiais, visando a colher informações sobre a percepção dos mesmos a respeito dessa política pública para a UFLA. No Portal de Compras do Governo Federal - COMPRASNET, foram obtidos dados referentes aos processos licitatórios da universidade no período de 2012 a 2015. A partir de uma análise qualitativa das entrevistas e quantitativa dos resultados constantes nas atas dos pregões evidenciou-se a falta de adaptação dos sistemas de informação para operacionalização das mudanças e uma preocupação em não conseguir alcançar o objetivo de efetivar a aquisição de bens ou adquiri-los por valores elevados. Por outro lado, identificou-se que os pregoeiros reconhecem na Lei a importância do fomento aos pequenos negócios e foi demonstrado que, não necessariamente, houve aumento de valores pagos pela administração a partir de sua aplicação. Os resultados apontaram, porém, que o atendimento aos critérios da Lei, implica em disposição da administração para privilegiar o incentivo às MPEs em detrimento de possíveis efeitos que sua aplicação possa desencadear. Trabalhar com valores de referência que sejam mais apropriados aos processos em que haja a exclusividade para as MPEs é um desses possíveis efeitos. Foi elaborada uma proposta de intervenção com sugestão de alteração no fluxo do processo do pregão eletrônico a fim de atender às exigências apresentadas pela legislação e, ao mesmo tempo, resguardar a efetividade do processo quanto à aquisição dos materiais.
The differentiated treatment to be given to micro and small enterprises (MSEs) by public agencies has a constitutional provision. It was regulated by Complementary Law No.123/2006 that establishes the Statute for MSEs and strengthened by Complementary Law No.147/2014, which became mandatory an adoption of criteria that benefit small businesses in public bids. This descriptive study aimed to analyze the bidding processes of the Universidade Federal de Lavras (UFLA) among the years 2012 to 2015 in order to describe how occurred, in practice, the application of differential treatment to MSEs, as provided by Complementary Law No.123/2006. An interview was conducted with the officers of the Materials Management Board, aiming get information about their perception of this public policy for UFLA. In the Federal Government Purchasing Portal - COMPRASNET were obtained data regarding to bidding processes of the university in the period from 2012 to 2015. Based on an analysis qualitative for interviews and quantitative from the constant results of the trading sessions records, was evidenced a lack of adaptation of the information systems for operationalization of changes. Furthermore, there is also a concern in not reaching the objective to carry out products acquisition or acquire them by expensive values. On the other hand, it was identified that the criers recognize in the Law the importance to fund small businesses and it was demonstrated that there was not necessarily an increase in the amounts paid by the administration from its application. However, the results pointed out that compliance to Law criteria implies in a disposition of the administration inadding the incentive to MSEs to other effects that their application can trigger. Working with reference values that are more appropriate to the processes that has exclusivity to MSEs is one of the possible effects. A intervention proposal was elaborated with a suggestion of change in the flow of the electronic trading session process in order to attend the requirements presented by the legislation and at the same time protect the effectiveness of the process regarding the materials acquisition.

Abstract:
O município é uma peça estrutural do sistema federativo brasileiro, pois tem como propósito ser o espaço de expressão dos anseios e do atendimento dos interesses locais. O objetivo desta dissertação é examinar o papel dos municípios no federalismo brasileiro e como as instituições, como regras que estruturam a vida social, política e econômica, podem modelar o comportamento dos atores políticos e do poder local no Brasil. Neste contexto, o advento da Lei de Responsabilidade Fiscal, como mudança institucional, impactou o município de forma decisiva no desempenho de seu papel no federalismo. A metodologia empregada na análise é a abordagem neoinstitucionalista, tendo as variáveis “instituições” proeminência tanto como modelos mentais para tomada de decisões estratégicas como trazendo estímulos, restrições e constrangimentos para formular e perseguir objetivos que nem sempre são um simples reflexo das demandas ou de interesses de grupos ou classes sociais. Além disso, foram feitas pesquisas bibliográficas sobre a literatura e a legislação pertinente. No segundo capítulo, elucida-se a teoria neoinstitucionalista, nas vertentes que iluminarão o exame dos municípios brasileiros e de como as instituições provocam arranjos marginais e nem sempre esperados por aqueles que fazem as regras. No terceiro capítulo, a partir da distinção entre Estado unitário, federação e confederação, promove-se uma comparação entre a federação estadunidense e a federação brasileira à luz do marco teórico adotado, com identificação das influências e arranjos marginais que provocaram tão diferentes resultados em relação àquela federação que serviu de paradigma para o caso brasileiro. Ainda no terceiro capítulo, a atenção é direcionada para a path dependence (dependência da trajetória) dos municípios nas constituições e como o Estado precedeu a nação como artefato sociológico implantado no território brasileiro. No quarto capítulo, o exame é direcionado à importância das mudanças institucionais e aos impactos da Lei de Responsabilidade Fiscal sobre os municípios brasileiros, como ilustração. Nas considerações finais, apresenta-se a conclusão de que as instituições reproduzem as forças que as engendram e de que os estímulos, as restrições e os constrangimentos decorrentes do desenho institucional interferem no cumprimento das atribuições municipais e no comportamento dos atores políticos. Portanto, as escolhas iniciais, ao criar o ambiente institucional, devem encontrar legitimidade somente na construção dialógica e participativa de âmbito local e, por esse processo, serão criadas redes, interações, espaços que tornarão altos os custos da transação política para qualquer retrocesso no âmbito do governo local, fortalecendo a infiltração democrática na base do Estado.
The municipality is a structural par of the Brazilian federal system, given its purpose of being the space of expression of local interests. This work examines the role of municipalities in the Brazilian federalism and how the institutions and rules that structure the social, political and economic life can model the behavior of political actors and local authorities in Brazil. In this context, the advent of the Fiscal Responsibility Act as an institutional change impacted decisively its role in the federalism. The methodology used in the analysis is the neo-institutionalist approach, giving prominence to the variable "institutions" both as a mental model for strategic decision making and as bringing stimuli, restrictions and constraints to formulate and pursue goals that are not always a simple reflection of the demands of interests groups or social classes. In addition, a review of the scientific literature and relevant legislation is made. The second chapter sheds light on neo-institutionalist theory, specially in the areas that will illuminate the examination of how municipalities and its institutions cause marginal arrangements not always expected by those who make the rules. In the third chapter, starting from the distinction between unitary state, federation and confederation, it makes a comparison between the US federation and the Brazilian federation based on the theoretical framework adopted, the identification of influences and marginal arrangements that provoked such different results in those federations. In the third chapter, attention is directed to the concept of path dependence of the municipalities in the constitutions and how the state preceded the nation as a sociological artifact in Brazil. In the fourth chapter the examination is directed to the importance of institutional change and the impacts of the Fiscal Responsibility Act on municipalities, as an illustration. The closing remarks present the conclusion that institutions reproduce the forces which generated them and that the incentives, restrictions and constraints arising from institutional design interfere with the fulfillment of municipal functions and the behavior of political actors. Therefore, the initial choices, creating the institutional environment, must find legitimacy only in the dialogic and participatory construction of local level and, through this process creative networks, interactions, spaces that make high costs of political transaction for any regression under local government, strengthening democratic infiltration in the foundations of the state.

O orçamento da União, estabelecido na Constituição Federal do Brasil, é identificado como um instrumento de gestão e de transparência das contas públicas, onde é possível conhecer os objetivos, as metas e as dotações incluídas nos programas de governo. A importância deste estudo se deve principalmente por analisar recursos destinados à educação superior, um dos pontos fundamentais para o desenvolvimento social e econômico de qualquer nação. Dentre os problemas para a interação entre o Estado e a sociedade, no que se refere à transparência dos gastos públicos, estão a compreensão e o acompanhamento da configuração desses gastos, assim, o objetivo desta dissertação consistiu em analisar, com base na classificação orçamentária da despesa, a composição, a destinação e o comportamento dos recursos orçamentários despendidos na subfunção Ensino Superior, pela Universidade Federal de Santa Catarina, nos exercícios financeiros de 2005 a 2009. Sendo assim, realizou-se uma pesquisa documental, prática e descritiva, com coleta de dados primários e secundários e informações de natureza qualitativa-quantitativa. Quanto à lógica foi adotado o método de reflexão indutivo e em relação aos resultados considerou-se como pesquisa aplicada. Foram feitas análises por identificador de resultado primário, por programa, por ação, por grupo de natureza de despesa e por fonte de recursos. A pesquisa revelou (i) tendência para o crescimento da participação das despesas primárias discricionárias na composição da despesa autorizada, a qual partiu de 16,3% em 2005 para 27,6% em 2009, por outro lado houve redução dos índices de execução, passando de 83,1% em 2005 para 53,4% em 2008 e 2009; (ii) preferência pela alocação dos recursos nos cursos de graduação a cursos de pós-graduação; (iii) incompatibilidade entre informações apresentadas nos Relatórios de Gestão e os registros contábeis; (iv) tendência de crescimento da participação do grupo 4 Investimentos na composição do orçamento autorizado, entretanto com execução média em torno de 27,6%; (v) projetos e atividades que surgem e desaparecem de um ano para o outro, o que prejudica a comparabilidade e alimenta a condição de assimetria informacional. Concluiu-se, quanto às despesas primárias discricionárias, que há tendência para o inchaço do orçamento autorizado e possibilidades mínimas de execução significativa no exercício de competência.
The budget of the Union, established in the Constitution of Brazil, is identified as a management tool and transparency of public accounts, where you can meet the goals, targets and allocations included in government programs. The importance of this study is mainly for reviewing resources for higher education, a fundamental factor for social and economic development of any nation. Among the problems for the interaction between state and society, as regards the transparency of public expenditures, are understanding and monitoring the configuration of these expenditures, so the objective of this dissertation was to examine, based on the classification of budget expenditure, composition, the allocation of budgetary resources and behavior subfunction spent on Higher Education, Federal University of Santa Catarina, in fiscal years 2005 to 2009. Thus, there was a documentary research, practical and descriptive, with data collection from primary and secondary information and qualitative and quantitative. As to the logical was adopted the method of reflection inductive and about the results was considered as applied research. Analysis were made per primary result identifier, program, action. group of type of spending and source of resources. The survey revealed (i) upward trend in the share of primary spending discretionary in the composition of the expenditure authorized, which went from 16.3% in 2005 to 27.6% in 2009, on the other hand decreased rates of implementation, from 83.1% in 2005 to 53.4% in 2008 and 2009; (ii) preference for the allocation of resources in undergraduate courses to graduate, (iii) incompatibility between the information presented in Management Reports and accounting records; (iv) trend of increasing share of group 4 Investments in the composition of the budget approved, but with performance averaging around 27.6%; (v) projects and activities that appear and disappear from one year to another, which hinders the comparability and feeds the condition of information asymmetry. It was concluded, concerning to primary discretionary expenditure, there is a tendency for bloating the budget approved and minimal chances of meaningful implementation in the exercise of jurisdiction.

O presente trabalho foi realizado com o objetivo principal de analisar o Programa de Qualidade de Vida no Trabalho (PQVT) da UNIFAL-MG – campus sede, no quadro de seus servidores. Por meio da pesquisa, foi possível entender que a QVT envolve um conjunto de ações que estimulam um ambiente de trabalho saudável, contribuindo para a elaboração de indicadores de QVT que se tornem um instrumento que proporcione estratégias, ações e debates, contribuindo na prevenção de adoecimentos e na elaboração de políticas de gestão de pessoas, reduzindo desta forma os índices de absenteísmo. Nesta investigação, através de um estudo de caso procurou-se: 1) Avaliar a percepção e satisfação dos servidores docentes e técnicos administrativos em educação da UNIFAL-MG que participam e que não participam do PQVT na IFE; 2) Avaliar a percepção da gestão sobre o PQVT na UNIFAL-MG; 3) Verificar o motivo da não participação de servidores no PQVT; 4) Analisar o total global de faltas ao trabalho dos servidores devido a problemas médicos que podem ser reduzidos com os projetos/ações do PQVT (estes dados já estão inseridos em um software interno do Subsistema Integrado de Atenção à Saúde do Servidor (Sistema SIAPE Saúde / SIASS); 5) Identificar as causas do absenteísmo e 6) Identificar e propor oportunidades de melhorias no PQVT, no âmbito da UNIFAL-MG.
The present study was carried out with the main objective of analyzing the Work Quality of Life Program ((QWL) programs) of UNIFAL-MG – headquarters campus, within the framework of its servers. Through the research, it was possible to understand that QWL involves a set of actions that stimulate a healthy work environment, contributing to the development of QWL indicators that become an instrument that provides strategies, actions and debates, contributing to the prevention of diseases and in the elaboration of personnel management policies, thus reducing absenteeism rates. In this investigation, a case study was sought: 1) Evaluate the perception and satisfaction of the faculty and administrative staff in education of UNIFAL-MG that participate in the (QWL) programs in the FIEH; 2) Evaluate the perception of management over of servers in the (QWL) programs; 3) Check the reason for the non-participation of servers in the (QWL) programs; 4) To analyze the overall total of server absences due to medical problems (data inserted in an internal software of the Integrated Subsystem of Attention to the Health of the Server (System SIAPE Health / SIASS); 5) Identify the causes of absenteeism, and; 6) Identify and propose opportunities for improvement in the (QWL) programs, within UNIFAL-MG.

Umso erfreulicher ist es, wenn – wie jüngst mit dem Beitrag von Tom Graber, Christoph Mackert und Martina Schattkowsky in der letzten Ausgabe von BIS geschehen – von Forschungsergebnissen berichtet werden kann, die unser Bild von der deutschen Bibliothekslandschaft in Spätmittelalter und Früher Neuzeit erhellen (Tom Graber, Christoph Mackert, Martina Schattkowsky: Die Klosterbibliothek von Altzelle, in: BIS 2 (2009) 2, S. 124 – 126). Die Autoren hatten am Beispiel der Bibliothek des Klosters Altzelle die Auswirkungen des Humanismus auf das Büchereiwesen um 1500 im mitteldeutschen Raum dargelegt. Sie berichteten, wie Abt Martin von Lochau, offenbar vom humanistischen Bildungsideal geleitet, die Gründung einer der gelehrten Welt zugänglichen, als „bibliotheca publica“ bezeichneten Büchersammlung forcierte.

A Lei nº 13.146 - Lei Brasileira de Inclusão da Pessoa com Deficiência (Estatuto da Pessoa com Deficiência) – que passou a vigorar a partir de janeiro de 2016 reforça a obrigatoriedade de acessibilidade nos websites mantidos pelo governo, estabelecida há mais de dez anos através do Decreto nº 5296/2004. Através do e-Gov, o governo tem empreendido várias ações no sentido de impulsionar o desenvolvimento de websites que atendam os mais diversos cidadãos, permitindo assim, o acesso às informações e serviços públicos com igualdade e sem discriminação. Dentre essas ações destacam-se as recomendações do Modelo de Acessibilidade em Governo Eletrônico (e-MAG) e o projeto Padrões Web em Governo Eletrônico (e-PWG). Neste contexto, os portais web das Universidade Federais têm grande responsabilidade de tornar acessível o seu conteúdo e informações a toda a comunidade. Este trabalho apresenta os resultados da avaliação da acessibilidade das páginas iniciais das 63 Universidades Federais Brasileiras. Como o uso de Sistemas de Gerenciamento de Conteúdo (CMS, do inglês Content Management System) para a construção de websites governamentais é uma recomendação destacada pelo e-PWG, esta pesquisa buscou ainda investigar se estas Universidades estão adotando esta tecnologia. Diante desses resultados, o objetivo foi identificar se o uso de CMS pode contribuir ou não com a criação de páginas mais acessíveis, destacando os principais problemas de acessibilidade encontrados por essas páginas.
The Law nº. 13,146 - Brazilian Law of Inclusion of People with Disabilities (Person Statute with Disabilities) - which came into effect from January 2016 reinforces the requirement of accessibility on websites maintained by the government, established for over ten years through the Decree No. 5296/2004. Through the e-GOV, the government has undertaken several actions to boost the development of websites that attend the most diverse citizens, thus allowing access to information and public services equally and without discrimination. Among these actions highlight the Accessibility Model recommendations on Electronic Government (e-MAG) and the Web Standards in Electronic Government project (e-PWG). In this context, the web portals of the Federal University have a great responsibility to make available the content and information to the entire community. This study presents the results of the evaluation of the accessibility of homepages of the 63 Brazilian Federal Universities. As the use of Content Management Systems (CMS) for the construction of government websites is a recommendation highlighted by e-PWG, this research has also sought to investigate whether these universities are adopting this technology. Given these results, the goal was to identify the use of CMS can contribute or not to create more accessible pages, highlighting the major accessibility problems encountered by these pages.

O presente trabalho se insere no processo cotidiano de equipes de saúde dos Capsi - Centro de Atenção Psicossocial para crianças e adolescentes e, mais especificamente, no exercício dos profissionais de saúde de construir uma prática que contemple as necessidades tanto do público alvo, quanto da própria equipe e do contexto institucional no qual estão inseridos. Nosso interesse maior foi o de investigar como estas equipes percebem os desafios presentes nas suas práticas diante das demandas das políticas públicas para a infância e juventude. Através de entrevista com roteiro semi-estruturado foram entrevistados 12 profissionais de dois Capsi, um de Santa Catarina e outro do Rio Grande do Sul. As entrevistas foram gravadas e transcritas. A análise de conteúdo dos dados resultou na sistematização de sete categorias e suas respectivas sub-categorias, que descreveram diferentes perspectivas e regularidades de aspectos considerados pelos profissionais como limites, possibilidades e desafios da atenção psicossocial. A partir deste estudo, podemos afirmar que encontramos profissionais comprometidos com os pressupostos da atenção integral à saúde e com os princípios da reforma psiquiátrica, cientes de seus limites e possibilidades e extremamente necessitados da atenção por parte dos gestores, para a garantia da integralidade nas ações de saúde a que se propõem os Capsi. The present work is inserted in an everyday health team process of Capsi - Psychosocial Attention Center for children and adolescents, and more specifically to exercise health professionals in building up the practice that gazes the needs as for the target public as for the team itself and the institutional context in which they are inserted. The greatest interest was to investigate how these teams realize the challenges present in their practices in the public political demands for the childhood and youth. Through interviews with semi-structured schedules were interviewed 12 professionals of two Capsi, one in Santa Catarina and the other in Rio Grande do Sul. The interviews were recorded and transcribed. The data content analyses resulted in a systematization of seven categories and their respective sub-categories that described different perspectives and regularities of aspects considered by the professionals as limits, possibilities and challenges of psychosocial attention. From this study can be assured that it was found professionals committed with integral attention presuppositions and extremely in need of attention from the managers for guaranteeing the health action integrity which Capsi are proposed.

Federal University of São Carlos – UFSCar, started in 2007 a decentralization process that initially led to the implementation of the Sorocaba Campus, such as the implementation and significant enlargement of the undergraduate courses in all campuses, as well as, recently, the implementation of a new campus – Lagoa do Sino Campus. Thus, the administration of UFSCar has been adapting to this new reality. This paper presents a proposal for advancement in the process of consolidation of the budget and financial execution of UFSCar. The decentralization of these activities effectively began in 2013, with the implementation of the commitment emission process in several campuses. For the development of this study, we carried out an extensive bibliographic survey, among other subjects, on centralization and organizational decentralization, budgetary and financial execution in the public sector, budgetary and financial decentralization in the public sector, in order to identify the main elements that could contribute to the objective of the work. Regarding the research methodology, it has a qualitative approach, such as a case study, which relied on the process of data collection through the application of questionnaires to those responsible for the related activities. In addition, we seek to consider specific aspects of UFSCar, such as: lean staff, the expansion that the institution has undergone, etc. The proposal presented at its core considers the creation of a control unit for UFSCar as a whole, as well as the creation of responsible and executive management units for all campuses. The expectation is that, with the implementation of this proposal, the UFSCar community as a whole will gain, among other benefits, speed in the respective processes and better monitoring and disclosure of the budget and financial execution of UFSCar.
A Universidade Federal de São Carlos – UFSCar, iniciou em 2007 um processo de descentralização que propiciou inicialmente a implantação do Campus de Sorocaba, bem como a implantação e a ampliação expressiva dos cursos de graduação em todos os campi, além do que, recentemente, a implantação do novo Campus Lagoa do Sino. Assim, a administração da UFSCar vem se adaptando a essa nova realidade. Este trabalho apresenta uma proposta de avanço no processo de consolidação da descentralização da execução orçamentária e financeira da UFSCar. A descentralização dessas atividades teve início efetivo em 2013, com a implantação do processo de emissão de empenho em vários campi. Para o desenvolvimento deste estudo, realizamos um levantamento bibliográfico extenso, entre outros assuntos, sobre centralização e descentralização organizacional, execução orçamentária e financeira no setor público, descentralização orçamentária e financeira no setor público, a fim de identificar os principais elementos que pudessem contribuir com o objetivo do trabalho. Com relação à metodologia de pesquisa, a mesma possui uma abordagem qualitativa, do tipo estudo de caso, o qual contou com o processo de coleta de dados por meio da aplicação de questionários junto aos responsáveis pelas atividades afins. Procuramos considerar adicionalmente, aspectos específicos da UFSCar, como: quadro enxuto de pessoal, a própria expansão que a instituição passou etc. A proposta apresentada, em seu cerne, considera a criação de uma unidade gestora de controle para a UFSCar como um todo, bem como a criação unidades gestoras executoras e responsáveis, para todos os campi. A expectativa é que, com a implantação desta proposta, a comunidade da UFSCar como um todo ganhe, entre outros benefícios, celeridade nos processos respectivos e melhor acompanhamento e divulgação da execução orçamentária e financeira da UFSCar.
