The document which is published here comes from the Michaelides Collection, formerly belonging to G. A. Michaelides and now in the possession of Cambridge University Library. In addition to a substantial number of Arabic papyri this collection also contains Arabic paper documents. The paper documents are very varying in date, ranging from the Fāṭimid to the Ottoman periods. The present document is a petition from the Fāṭimid period. Some Fāṭimid documents of this type have already been published. Several unpublishedFāṭimid petitions have come to my attention. Most of these are from the Cairo Genizah and will be published as part of a corpus of Arabic Genizah documents. I am publishing the present document from the Michaelides collection separately.

Abstract:
Document sets where the content is evolving frequently occur often in organizations. It is common for oranizations to update the policy documents periodically and for a news story to evolve over a period of time. When a document set evolves, some of the old content may remain unchanged while some other new content may be added. Depending on the amount of changes, users may need to read and/or analyze the new content once again. Evolving content may make it hard for users to track the changes and understand the global view of the change. In this paper, we consider document sets consisting of documents published at two different points of time and develop a measure to capture the change in content between the documents published at two different time points. We divide a document set into two subsets – a subset of documents containing documents published at an earlier date and another subset containing documents published at a later date. We use Latent Dirichlet Allocation to extract a topic and word distributions for each of the two subsets of the document set. We then compute similarity of the set of topics computed for each subset to measure the amount of change in the content. We study the effectiveness of the method on two data sets – a set of privacy policy documents and a set of Reuters news articles extracted from the TDT-Pilot Corpus and present the experimental results.

Abstract:
According to the data collected from the genealogical contract documents from the Qing Dynasty to 1949, the genealogical contract documents were first published in the Shunzhi period of the Qing Dynasty, and the contract documents clearly stated that the genealogical contract documents should be published in the Qianlong period. However, the surviving amount of genealogical deed documents is less than one thousandth of the existing genealogy. It is estimated that the surviving amount of genealogical deed documents is less than 5000. As for the type of genealogical contract document, it is roughly the same as the type of scattered contract document, mainly land sale contract document, and genealogical contract document is related to the interests of the clan. The main purpose of the contract in the genealogy is to protect the interests of the family property from loss, so as to maintain the permanent existence of the family property.

Abstract:
Abstract. The study aims to review the scientific evidence related to football for amputees. For the reference search, the following keywords were used as descriptors: “Football” and “Amputee”. The terms were entered in English in the following computerized databases: SPORTDiscus, PUBMED, Web of Science and SCOPUS, considering all the documents published up to September 2020. To limit the search, four inclusion criteria were introduced: 1) Select documents available in full text or with abstract, 2) Have enough relevant information about soccer for amputees (Minimum 50 words), 3) Provide information related to the physical condition, training, injuries and / or social aspects of the players of soccer for people with amputations, and 4) Be written in Spanish, English or Portuguese. The exploratory systematic review featured ten football related documents for amputees. The existing documents related to the subject are scarce as a consequence of the lack of evolution of this modality. These manuscripts, for the most part, deal with aspects such as strength and endurance. Furthermore, only one document talks about the use of inertial devices in their measurements. Therefore, there is a need for further research in the field of football for amputees.

Abstract:
ObjectivesTo conduct a document and content analysis of exertional heat illness (EHI)-related documents published by sports organisations in Victoria, Australia, in order to determine their scope and evidence base against current international best practice recommendations.MethodsA qualitative document and content analysis. Official documents relating to EHI were identified through a search of 22 Victorian sport organisation websites, supplemented by a general internet search. The content of these documents was evaluated against recommendations presented in three current international position statements on prevention and management of EHI.ResultsA range of document types addressing EHI were identified (n=25), including specific heat policies, match day guides, rules and regulations. Recommendations about prevention measures were the most common information presented, but these were largely focused on event modification/cancellation guidelines only (n=22; 88%). Most documents provided information on hydration as a preventive measure (n=20; 80%), but the emphasis on the importance of cooling strategies (n=7; 28%) and heat acclimatisation (n=5; 20%) was inadequate. Details on EHI, including its definition, symptoms/signs to look out for, and common risk factors (beyond humidity/high temperatures) were lacking in most documents.ConclusionThere is considerable variation in formal documents with regard to their content and quality of information. Continued efforts to bridge the evidence to practice gap in sports safety are therefore important. This study highlights the challenge for community sport, which relies on high-level policy and governance, across settings and populations that can differ substantially in their needs.

Abstract:
Abstract Online journalism is increasing every day. There are many news agencies, newspapers, and magazines using digital publication in the global network. Documents published online are available to users, who use search engines to find them. In order to deliver documents that are relevant to the search, they must be indexed and classified. Due to the vast number of documents published online every day, a lot of research has been carried out to find ways to facilitate automatic document classification. The objective of the present study is to describe an experimental approach for the automatic classification of journalistic documents published on the Internet using the Vector Space Model for document representation. The model was tested based on a real journalism database, using algorithms that have been widely reported in the literature. This article also describes the metrics used to assess the performance of these algorithms and their required configurations. The results obtained show the efficiency of the method used and justify further research to find ways to facilitate the automatic classification of documents.

Abstract:
Mobile ad-hoc networks (MANET) is a set of nodes, communicating meaning wireless channel without any centralized control. The main characteristic of MANET is the frequent mobility of its nodes leading to some dynamic changes of topology. Nodes mobility in such networks introduces possible disconnections between adjacent nodes, and more generally quality of service (QoS) degradation issues that do not fit well with QoS requirements of QoS sensitive applications. Publish/subscribe communicating system has been proposed at the middleware layer in order to communicate mobile entities in MANET. Such system is a decoupled interaction between publishers (or producers) and receivers (or consumers). Our goal in this thesis is to provide a QoS management for publish/subscribe systems when deployed on MANET while assuming a best effort flux at the routing layer. This thesis proposes an analytical model for latency aware publish/subscribe systems on mobile ad-hoc networks. The proposed approach combines both proactive and reactive statistical analysis. On the one hand, the reactive analysis, suitable for multimedia applications, detects failures by approximating latency series with Gumbel distribution. On the other hand, the proactive analysis, suitable for crisis management applications, forecasts failures occurrence relying on Auto Regression or Auto Regressive Integrated Moving Average Formulas. Finally, a hybrid analysis was proposed by dynamically switching from reactive to predictive forms of analysis whenever quality of service violations are noticed. In order to extract failure cause, we refer to the correlation method once failure was detected or predicted. Simulations done, using Jist/Swans simulator, under different scenariosproved the efficiency and accuracy of the proposed scheme

Abstract:
RDF has become a relevant data model for describing and modeling information on the Web but providing scalable solutions to store and retrieve RDF data in a responsive manner is still challenging. Within the context of this thesis we propose a middleware devoted to storing, retrieving synchronously but also disseminating selectively and asynchronously RDF data in a fully distributed environment. Its purposes is to allow to leverage historical information and filter data near real-time. To this aims we have built our system atop a slightly modified version of a 4-dimensional Content Addressable Network (CAN) overlay network reflecting the structure of an RDF tuple. Unlike many existing solutions we made the choice to avoid hashing for indexing data, thus allowing efficient range queries resolution. Near realtime filtering is enabled by expressing information preferences in advance through content-based subscriptions handled by a publish/subscribe layer designed atop the CAN architecture. We have proposed two algorithms to check RDF data or events satisfaction with subscriptions but also to forward solutions to interested parties. Both algorithms have been experimentally tested for throughput and scalability. Although one performs better than the other, they remain complementary to ensure correctness. Along with information retrieval and dissemination, we have proposed a solution to enhance RDF data distribution on our revised CAN network since RDF information suffers from skewness. Finally, to improve maintainability and reusability some efforts were also dedicated to provide a modular middleware reducing the coupling between its underlying software artifacts

Alkhouli, Abdulhafiz. Thesis, Cergy-Pontoise, 2017. http://www.theses.fr/2017CERG0895/document.

Abstract:
Information streams provide today a prevalent way of publishing and consuming content on the Web, especially due to the great success of social networks. In the social networks context, users may subscribe to several information sources of interest and continuously receive new published content. But, this new publishing/consumption mode may lead to huge amounts of received information, overwhelming for human processing. Thus, there is a vital need to develop effective filtering and ranking techniques which allow users to efficiently be updated with the most interesting content. Top-k queries over the streams of interest allow limiting results to the most relevant content. To provide a relevant content, the ranking model should consider various context factors including traditional IR factors and social network. In the social network, maintaining top-k sets may be more difficult because many events could produce changes in the top-k sets such as new message, new action, new user, profile changes, etc. For a large social network with millions of users and billionsof messages, the continuous processing of the top-k queries is the most effective approach. However, current systems fail in combining continuous top-k processing with rich scoring models including social network criteria. Moreover, such systems do not consider the diversity of published content. In this thesis, we focus on filtering information streams based on the computation of top-k messages for each user in the social network. We aim to develop a scalable system that be able to efficiently evaluate the continuous top-k queries using the continuous approach with a ranking function including social network criteria. We propose the SANTA algorithm, able to handle scoring functions including content similarity but also social network criteria and events in a continuous processing of top-k queries. We propose a variant (SANTA+) that accelerates the processing of interaction events in social networks. To provide both diverse and relevant messages in top-k sets, we propose the DA-SANTA algorithm which extends the SANTA algorithm to integrate the diversity into the continuous top-k model while maintaining the efficiency of the system. Our experiments are conducted over a real data-set extracted from Twitter, illustrating the properties of our algorithms and demonstrating their efficiency

Abstract:
Jean Amrouche, a Christian and a berberian, died wrecked by his desperate attempt to be at once both French and Algerian, in the name of values that have been taught to him by France. As a poet, he soon became a literary critic (L'Arche) then an interviewer on the French radio. During his period of integration to occident, the lower parts of his being took over the higher inspirations of his noble soul, but deep inside he kept remorse and nostalgia over that "dead shadow of himself". Together with his profession of writer, he had to go through the spiritual drama of the colonized people. He kept proclaiming that the Algerian problem was in fact a French one. The France of "the rights of man gospel and equality of chances", the "mythical" France is by vacation for liberty of the nations. According to him, the Algerian struggle for dignity and independence was not a struggle against France. Consequently, he involved himself in it by words, writings and secret negotiations. Through them, he recollected his people's soul the one of his eponym hero "Jugurtha", and simultaneously, his poetic inspiration. His route can be lighted trough his diary (1928-1962), his correspondence (820 recovered letters), annotations, rough copies, radio series, all unpublished documents

Abstract:
Since the beginning of their artistic recognition in the 1990s, Japanese photographers Homma Takashi (born in 1962), Kawauchi Rinko (1972-), Sanai Masafumi (1968-) and Yamamoto Masao (1957-) have published numerous photobooks. By favouring the book over the exhibition to display their works, they turned it into a space where Western reflections and traditional Japanese models intersect, especially aesthetic and literary ones. The four photographers all take their inspiration from their own environment, but similarities can also be observed in the photographic subjects, production processes and page settings. In an expanded study of the history of photobooks in Japan, the exemplary approaches of these four artists will enable to develop and to analyse how photography publishing practices have fed – and are still feeding – the renewal of Japanese contemporary photography. Using the book (an object that can be easily carried, handled and mechanically reproduced) makes it necessary to wonder about the circulation and the critical reception of the artists’ work, both in Japan and abroad. Indeed, the book has to be considered as an artistic medium that materialises the relationships between the Far East and the West

Abstract:

Full text
Abstract:
The context of this work is at the intersection of grid computing, the new Web technologies and the Clouds and services on demand contexts. Desktop Grid have been proposed as an alternative to supercomputers by the federation of thousands of desktops. The details of the implementation of such an architecture, in terms of resource sharing mechanisms, remain very hard. Meanwhile, the Web has completely changed the way we access information. The equipment, in turn, have evolved from desktops or laptops to tablets, smartphones or NetPCs. Our approach is to rethink Desktop Grids from a reflexion and a formal framework to develop them rigorously and better control future technological developments. We have reconsidered the interactions between the traditional components of a Desktop Grid based on the Web technology, and given birth to RedisDG, a new Desktop Grid middelware capable to operate on small devices, ie smartphones, tablets like the more traditional devicves (PCs). Our system is entirely based on the publish-subscribe paradigm. RedisDG is developped with Python and uses Redis as advanced key-value cache and store

Abstract:
Intertwining biographical method and autobiography. Massimo Quaini had shown much interest in the ‘egogeography’ genre, practiced by different French geographers. The work traces back, on the basis of published and unpublished writings, some significant aspect of the intellectual personality of the Italian geographer. In particular, passages are presented in which he recalls his scientific and professional training and some letters that account for the highly critical positioning towards academic power, against the management of competitions based on personal relationships rather than on scientific merits (to the detriment of the discipline itself). Some original documents testify the interest in history and philosophy and the acceptance of historical materialism that has shaped his youth work and, more generally, founded his interpretation of geographical reality.

In 2011, the ESC published its first Guidelines on the Diagnosis and Management of Peripheral Arterial Diseases. This publication filled an important gap within the ESC guidelines documents compendium. Meanwhile, the ESVS released on a regular basis several guidelines documents on the management of specific localizations of arterial diseases. Both societies emphasized the need for a multidisciplinary management of these patients. When the decision was made to update these guidelines, it appeared obvious that the combination of efforts from both societies would provide the most comprehensive single document, providing updated guidelines on peripheral arterial diseases (PADs) for clinicians.

Abstract:
This article introduces Doclass, a free and open-source software for the Web that aims to assist in labeling and classifying large sets of documents. The research involved a design science research methodology, guided by the real demands of a legal text processing company. The architecture, several design decisions and the current development stage of the software are presented. Preliminary user experiments for evaluating interactive document labeling are described. As a result, the first version of a system with an architecture composed of a mobile frontend that communicates with a backend through a REST API was published, with satisfactory performance evaluation by the applicant. Other results involve the use of active learning techniques to reduce human effort when performing the classification of documents, as well as the Uncertainty strategy to choose the document to be labeled. The effectiveness of the stop criterion for the active learning technique based on confidence level was tested and proved unsatisfactory, remaining as a future work.

Abstract:
This paper documents computational simulations of the flow over a modern, highly-loaded turbine vane, including boundary-layer transition. Accurate prediction of transition has traditionally been difficult for commonly available RANS-based turbulence models. The present simulations used an advanced version of a three-equation eddy viscosity model recently developed and documented by the current authors. The new model is an elliptic single-point method, developed based on considerations of the universal character of pre-transitional boundary layers that have recently been published in the open literature. Simulations were performed at an engine-realistic chord Reynolds number (2.3×105) and with varying freestream turbulence intensities of 0.6, 10, and 19.5%. Detailed comparisons are made within the developing boundary layer, on both the suction and pressure surfaces, between the simulations and high-fidelity experimental measurements that have been previously documented in the open literature. Comparison of both mean velocity and Reynolds stress profiles indicates that the new model shows potential for predicting boundary layer development, including development of pre-transitional fluctuations and subsequent breakdown to turbulence.

Abstract:
The systematization of the information underlying the electronic invoice, published in the Decree-Law no. 28/2019 of 15 February in Portugal, brought legislative changes leading to the introduction of a QR-Code on the invoice creating the conditions for the document's dematerialization. This article´s purpose is to present the results of a set of surveys applied to the various stakeholders in the process, in order to validate the advantages and constraints of an aggregating Approach, designed to systematize such stakeholders in a process of this nature. The methodology adopted was Design Science Research and proved to be adequate for the design of the artefact. The elaborated approach and the results of the surveys are also presented. In 2021, invoices and other tax documents must contain a two-dimensional bar code, containing all information related to the invoice, allowing the consumer to digitally send this information to his electronic invoice without his Fiscal ID introduction.

Full text
Abstract:
Research has led to an update of the various existing fatigue rules to account for aggravating effects, chief among them being the effect of PWR and BWR primary system environments on fatigue life. Among the many documents and evaluation rules published around the globe, NUREG/CR-6909 [1] has established itself, since its issue in 2007, as a reference document on the international scene. It is also the technical basis document of NRC Regulatory Guide 1.207. Regulatory Guide 1.207 requires application of NURREG/CR-6909 to new US plants and plants seeking a renewed license. After the issue of this first version of NUREG/CR-6909, international experts in fatigue pointed out some potential areas of improvement of the document and compiled the recommendations into a unified EPRI roadmap documents [2,3]. These documents identified areas where knowledge gaps exist and has been used to guide recent experimental efforts led by EPRI [4]. Additional international testing campaigns [5,6] have contributed also to industry’s understanding of the physical phenomena of fatigue and the interaction between various aggravating effects and these efforts are continuing today. [7] These new results, ongoing research, and industry concerns related to the requirements of NUREG/CR-6909 have led to the issue of Revision 1 of NUREG/CR-6909 as well as alternative rules to account for EAF in crack initiation phase [7] and crack growth phase [8]. Nevertheless, these requirements are built along the same philosophy as previous ones, namely the idea of adding conservatism on top of conservatism, thus not recognizing the accurate probabilistic margin that exists. Operating plan experience has been overall very positive and demonstrates the high degree of conservatism afforded by the existing requirements. With the extension of reactor lives beyond 40 years or even 60 years being considered, margins are growing thinner. An assessment of how well the new requirements predict fatigue failure when compared to a real component’s operational history provides invaluable insight in support of the safe operation of nuclear power plants. Such a comparison makes up the process of checks and balances that any new requirement should be judged against and modified accordingly where necessary. Testing on small scale fatigue specimens enters in the same logic of studying one or an interaction of limited number of effects to support requirements covering only the specific effect(s) studied. Such an approach masks margin evaluation and does not reveal the inconsistency between fatigue failure prediction and operating plant experience. To fulfill the objective of assessing the margins in these test methods and their associated results, a solution is to carry out a full scale component test under prototypical test conditions. This paper proposes views on what such a test, including preparation for such a test, should be provided in a proposal of conditions to be tested and ideas for test geometries.

Abstract:
<p>An extensive work was done by COST TU1406 working groups (WG) 1,2 and 3 for preparing a guidance document for Quality Control Plan (QCP) of road bridges. WG 1, 2 and 3 reports named 'Performance Indicators for Roadway Bridges', 'Performance Goals for Roadway Bridges' and 'Establishment of a quality control plan' are already published. Based on these documents and the work done to-date, a new procedure for implementing the developed guidelines for the preparation of QCP for roadway bridges was developed by WG4 members in order to unify the method used and to validate the outcomes of the developed QCP. At the first stage, a set of common highway bridge prototypes were identified including girder, frame, arch and truss bridges. A database was created where each participating country has identified local bridges for developing of the case studies. Nine out of sixty bridges where selected for the first stage of preparing an example of QCP and the case study reports were compared with an objective to validate the outcomes. A guideline document was prepared with unified instruction on how to develop the national case study per country. The typical case study includes few stages which are defined based on the work done by WG1, 2 and</p><p>3. The stages includes data collection, element identification and grouping, defining vulnerable zones, damage processes and failure modes, selecting and evaluating performance indicators (PIs) and calculating key performance indicators (KPIs), establishing demands, creating QCP scenarios and comparing them by spider diagrams. First outcomes of the prototypes case study reports are now being updated to reflect the final version of WG3 report and together with the guidelines document will be distributed among participating countries to enable the benchmarking process for the full set of bridges representing Europe common highway bridge topologies.</p>

<p>IFSTTAR, in collaboration with the CEREMA, decided to publish in 2015 an interactive guide on the investigations (or auscultation) of bridges which has two main parts. A first part presents more than one hundred auscultation methods for "materials" and "structures" that are sufficiently valid, giving for each method its principle, its field of application, the limits and conditions of use, the specific constraints, the precision of the measurements, as well as elements on the availability and the cost. A second part presents the diagnostic methodologies combining various auscultation methods according to an optimal scheduling in order to know the condition of the structures. The guide is on internet and uses hypertext links to connect all the documents. This guide, which aims to be a simple document to read, pedagogical and didactic, is continuously improved. Abstract:
By analyzing a novel dataset on publications by the Inter-American Development Bank (IDB), we shed light on the extent to which the knowledge production of a multilateral development bank can reach its beneficiaries. We find that IDB publications are downloaded mostly in the American continent, with Colombia, Peru, Mexico and the United States leading the ranking. Moreover, during the COVID-19 pandemic downloads of IDB publications increased, both in the world and in Latin America and the Caribbean. Some characteristics of publications are significantly associated with higher numbers of downloads, such as the language of publications: documents in at least two languages or in Spanish only are downloaded more often than documents in English only, suggesting that it is important to disseminate research in the language of the targeted audience. As for the online discussion on the IDB, we find that mentions of the IDB touch different sectors important for development (especially modernization of the state, health, labor markets and financial markets), they increase when a document is published, and also when a loan is approved.

As discussed in those documents, specific sectors and use cases may require more specific guidance than what is included in NISTIR 8259A’s core baseline for IoT devices. NIST conducted the virtual workshop “Building the Federal Profile for IoT Device Cybersecurity” to discuss and gather community input on the creation of a federal profile of the core baseline for use by federal agencies. This publication provides a summary of the workshop. The baseline will be published in NISTIR 8259D, Profile of the IoT Core Baseline for the Federal Government.

Nelson, Gena. A Systematic Review of the Quality of Reporting in Mathematics Meta-Analyses for Students with or at Risk of Disabilities Coding Protocol. Boise State University, July 2021. http://dx.doi.org/10.18122/sped138.boisestate.

Abstract:
The purpose of this document is to provide readers with the coding protocol that authors used to code 22 meta-analyses focused on mathematics interventions for students with or at-risk of disabilities. The purpose of the systematic review was to evaluate reporting quality in meta-analyses focused on mathematics interventions for students with or at risk of disabilities. To identify meta-analyses for inclusion, we considered peer-reviewed literature published between 2000 and 2020; we searched five education-focused electronic databases, scanned the table of contents of six special education journals, reviewed the curriculum vitae of researchers who frequently publish meta-analyses in mathematics and special education, and scanned the reference lists of meta-analyses that met inclusion criteria. To be included in this systematic review, meta-analyses must have reported on the effectiveness of mathematics-focused interventions, provided a summary effect for a mathematics outcome variable, and included school-aged participants with or at risk of having a disability. We identified 22 meta-analyses for inclusion. We coded each meta-analysis for 53 quality indicators (QIs) across eight categories based on recommendations from Talbott et al. (2018). Overall, the meta-analyses met 61% of QIs and results indicated that meta-analyses most frequently met QIs related to providing a clear purpose (95%) and data analysis plan (77%), whereas meta-analyses typically met fewer QIs related to describing participants (39%) and explaining the abstract screening process (48%). We discuss the variation in QI scores within and across the quality categories and provide recommendations for future researchers so that reporting in meta-analyses may be enhanced. Limitations of the current study are that grey literature was not considered for inclusion and that only meta-analyses were included; this limits the generalizability of the results to other research syntheses (e.g., narrative reviews, systematic reviews) and publication types (e.g., dissertations).

Abstract:
This document presents the deliverable D8.1 – the Data Management Plan (DMP) of work package 8 of the prodPhD project. It aims to present the plan for the management, generation, collection, security, preservation and sharing of data generated through the prodPhD project. The DMP is a key element for organizing the project’s data. It provides an analysis of the data, which will be collected, processed and published by the prodPhD consortium. The project embraces the initiatives of the European Commission to promote the open access to research data, aiming to improve and maximize access to and reuse of research data generated by Horizon 2020 projects. In this sense prodPhD will adhere to the Open Research Data Pilot (ORD Pilot) fostered by the European Commission, and this DMP will be developed following the standards of data storage, access and management. This plan will detail what data will be generated through the project, whether and how it will be made accessible for the verification and reuse and how it will be curated and preserved. In this context, the term data applies to the information generated during the different experimental campaigns carried out in the project, and specifically to the data, including associated metadata, to be used to validate the computational models and the technical solutions to be developed in the project. This document is the first version of the DMP and may be updated throughout the project, if significant changes (new data, changes in consortium policies, changes in consortium composition, etc.) arise.

Bagley, Margo. Genome Editing in Latin America: CRISPR Patent and Licensing Policy. Inter-American Development Bank, July 2021. http://dx.doi.org/10.18235/0003409.

Abstract:
The power and promise of genome editing, CRISPR specifically, was first realized with the discovery of CRISPR loci in the 1980s.i Since that time, CRISPR-Cas systems have been further developed enabling genome editing in virtually all organisms across the tree of life.i In the last few years, we have seen the development of a diverse set of CRISPR-based technologies that has revolutionized genome manipulation.ii Enabling a more diverse set of actors than has been seen with other emerging technologies to redefine research and development for biotechnology products encompassing food, agriculture, and medicine.ii Currently, the CRISPR community encompasses over 40,000 authors at 20,000 institutions that have documented their research in over 20,000 published and peer-reviewed studies.iii These CRISPR-based genome editing tools have promised tremendous opportunities in agriculture for the breeding of crops and livestock across the food supply chain. Potentially addressing issues associated with a growing global population, sustainability concerns, and possibly help address the effects of climate change.i These promises however, come along-side concerns of environmental and socio-economic risks associated with CRISPR-based genome editing, and concerns that governance systems are not keeping pace with the technological development and are ill-equipped, or not well suited, to evaluate these risks. The Inter-American Development Bank (IDB) launched an initiative in 2020 to understand the complexities of these new tools, their potential impacts on the LAC region, and how IDB may best invest in its potential adoption and governance strategies. This first series of discussion documents: “Genome Editing in Latin America: Regulatory Overview,” and “CRISPR Patent and Licensing Policy” are part of this larger initiative to examine the regulatory and institutional frameworks surrounding gene editing via CRISPR-based technologies in the Latin America and Caribbean (LAC) regions. Focusing on Argentina, Bolivia, Brazil, Colombia, Honduras, Mexico, Paraguay, Peru, and Uruguay, they set the stage for a deeper analysis of the issues they present which will be studied over the course of the next year through expert solicitations in the region, the development of a series of crop-specific case studies, and a final comprehensive regional analysis of the issues discovered.

Peterson, Eric, Wenbin Wei, and Lydon George. A Model for Integrating Rail Services with other Transportation Modalities: Identifying the Best Practices and the Gaps for California’s Next State Rail Plan. Mineta Transportation Institute, July 2021. http://dx.doi.org/10.31979/mti.2021.1949.

Abstract:
The California State Rail Plan (CSRP) is among the best rail plan documents published by any jurisdiction in the United States to date. As such, the CSRP is used in this paper as the basis of comparison to other state rail service plans. These plans will have been submitted to the Federal Railroad Administration (FRA) on record as of June 2020—as required under Section 303 of the Passenger Rail Investment and Improvement Act (PRIIA) of 2008. The purpose of this paper is to identify the best practices and gaps that may inform California and other states in their future rail service plan development. This paper is grounded in the realization that, while the general outline of FRA requirements is uniform for all states, the actual content and inclusion of these requirements in the myriad state plans varies greatly. For example, California was granted an exception to help update FRA Rail Plan Guidance for its 2018 Rail Plan, other states have complained that FRA guidance and requirements on rail service planning have put state rail agencies in the position of constantly writing plans with little or no time to implement them. Throughout this research, the authors identify all the elements of FRA guidelines as reflected in the CSRP and rail plans of other states. This report also identifies the best features and planning strategies that may inform and improve the state rail planning process going forward, steps that will positively contribute to the public benefit of enhanced rail systems.
