The Bacteriological Code deals with the nomenclature of prokaryotes. This may include existing names (the Approved Lists of Bacterial Names) as well as new names and new combinations. In this sense the Code is also dealing indirectly with taxonomic opinions. However, as with most codes of nomenclature there are no mechanisms for formally recording taxonomic opinions that do not involve the creation of new names or new combinations. In particular, it would be desirable for taxonomic opinions resulting from the creation of synonyms or emended descriptions to be made widely available to the public. In 2004, the Editorial Board of the International Journal of Systematic and Evolutionary Microbiology (IJSEM) agreed unanimously that it was desirable to cover such changes in taxonomic opinions (i.e. the creation of synonyms or the emendation of circumscriptions) previously published outside the IJSEM, and to introduce a List of Changes in Taxonomic Opinion [Notification of changes in taxonomic opinion previously published outside the IJSEM; Euzéby et al. (2004). Int J Syst Evol Microbiol 54, 1429-1430]. Scientists wishing to have changes in taxonomic opinion included in future lists should send one copy of the pertinent reprint or a photocopy or a PDF file thereof to the IJSEM Editorial Office or to the Lists Editor. The grounds of authority for the Catalan language have shifted from authenticity to anonymity, as Catalan becomes redefined as a public language. The “model of language” of the Catalan press reflects this shift, with an emphasis on neutral, transparent Catalan. This article examines original and published letters to the editor in a Catalan-medium newspaper in Barcelona. I argue that standardization of language, page design and signatures in the letters to the editor erases the social indexicality that attaches the original letters to their socially positioned authors. This process of standardization in linguistic and other semiotic modes allows the published letters to index a unified Catalan national “public” rather than their distinct authors.

While authorship assignment has been studied extensively in the US Supreme Court, relatively little is known about such decisions in the intermediate federal courts. Moreover, what we know about circuit courts relates only to published opinions (those which constitute precedent under the doctrine of stare decisis and, thus, influence policy). Little is known about authorship of less influential unpublished opinions. Distinguishing between the costs, benefits, and risks inherent in authoring published versus unpublished opinions, we develop and test theoretical expectations about how demographic characteristics of opinion assignors and assignees influence authorship across opinion type. We conduct empirical tests using an exhaustive original dataset containing all authored dispositive circuit panel opinions issued in 2012. The results reveal that White and male judges are more likely to assign White and male judges to write published opinions and less likely to assign them to write unpublished opinions. The substantive sizes of the discrepancies are somewhat modest, but our results indicate that judges from historically disadvantaged groups have fewer opportunities to shape policy and they shoulder a disproportionately larger share of the routine chore of resolving individual cases.

Abstract:
Fine-grained opinion analysis methods often make use of linguistic features but typically do not take the interaction between opinions into account. This article describes a set of experiments that demonstrate that relational features, mainly derived from dependency-syntactic and semantic role structures, can significantly improve the performance of automatic systems for a number of fine-grained opinion analysis tasks: marking up opinion expressions, finding opinion holders, and determining the polarities of opinion expressions. These features make it possible to model the way opinions expressed in natural-language discourse interact in a sentence over arbitrary distances. The use of relations requires us to consider multiple opinions simultaneously, which makes the search for the optimal analysis intractable. However, a reranker can be used as a sufficiently accurate and efficient approximation. A number of feature sets and machine learning approaches for the rerankers are evaluated. For the task of opinion expression extraction, the best model shows a 10-point absolute improvement in soft recall on the MPQA corpus over a conventional sequence labeler based on local contextual features, while precision decreases only slightly. Significant improvements are also seen for the extended tasks where holders and polarities are considered: 10 and 7 points in recall, respectively. In addition, the systems outperform previously published results for unlabeled (6 F-measure points) and polarity-labeled (10–15 points) opinion expression extraction. Finally, as an extrinsic evaluation, the extracted MPQA-style opinion expressions are used in practical opinion mining tasks. In all scenarios considered, the machine learning features derived from the opinion expressions lead to statistically significant improvements.

The article analyzes the famous Tatar scholar, teacher, enlightener, and public figure Riza Fakhreddin’s opinion on Muslim national and religious schools. Fakh-reddin’s publications published in the Tatar periodical in 1913–1914 served as a source for writing the work. In 1913, Mufti M.Sultanov received an official letter from the Department for Foreign Confessions of the Ministry of Internal Affairs of Russia. The letter requested Muslims’ opinions about the situation of religious schools from the Islamic perspective. In his works, Fakhreddin gives the questionnaire answers and covers the Muslim community's opinion about this document.

As a recently emerged information service on the Chinese Internet, online public opinion analysis (网络舆情分析) is a type of service to monitor, assess, and synthesize online public communication through automated software and trained individuals. This article provides an industry overview of the rise of online public opinion in China and examines the political economy of the People’s Public Opinion Office. Second, this article looks at the marketing of the profession in news coverage, training materials, as well as published interviews with People’s Public Opinion Office’s managers and experts. Through a close reading of People’s Public Opinion Office’s published annual reports from 2007 to 2016 focusing on the issue of online rumor, this article delineates how the identification and prognostics of online rumor evolves with the State’s anti-rumor campaign that aims to forestall or pacify collective action. In sum, this article sets to examine the professionalization and industrialization of online public opinion analysis as a part of the co-evolutionary dynamics between the state and civil society in China. Using the government’s anti-rumor campaign as an example, this article critically investigates the mediating role online public opinion analysis plays in the “sausage factory” of public opinion gauging and monitoring, which sets the basis upon which policymaking process is guided and justified.

When the last opinion polls were published one year ago, Prime Minister Junichiro Koizumi was enjoying a high approval rate despite Japan's poor economic performance. The poll conducted in June 2003 showed that 48.2% of the public supported the Koizumi administration, which is an exceptionally high number in comparison with the approval rates of historical LDP prime ministers and their cabinets. Only 29.5% of those polled expressed dissatisfaction with the administration. Today, however, public support for Koizumi is on a sudden decline. Just as Koizumi's managed to sustain public support throughout 2003, his loss of support in 2004 manifests a peculiar quality; he is now losing popularity despite Japan's significant economic improvement.

Background COVID-19 has challenged global public health because it is highly contagious and can be lethal. Numerous ongoing and recently published studies about the disease have emerged. However, the research regarding COVID-19 is largely ongoing and inconclusive. Objective A potential way to accelerate COVID-19 research is to use existing information gleaned from research into other viruses that belong to the coronavirus family. Our objective is to develop a natural language processing method for answering factoid questions related to COVID-19 using published articles as knowledge sources. Methods Given a question, first, a BM25-based context retriever model is implemented to select the most relevant passages from previously published articles. Second, for each selected context passage, an answer is obtained using a pretrained bidirectional encoder representations from transformers (BERT) question-answering model. Third, an opinion aggregator, which is a combination of a biterm topic model and k-means clustering, is applied to the task of aggregating all answers into several opinions. Results We applied the proposed pipeline to extract answers, opinions, and the most frequent words related to six questions from the COVID-19 Open Research Dataset Challenge. By showing the longitudinal distributions of the opinions, we uncovered the trends of opinions and popular words in the articles published in the five time periods assessed: before 1990, 1990-1999, 2000-2009, 2010-2018, and since 2019. The changes in opinions and popular words agree with several distinct characteristics and challenges of COVID-19, including a higher risk for senior people and people with pre-existing medical conditions; high contagion and rapid transmission; and a more urgent need for screening and testing. The opinions and popular words also provide additional insights for the COVID-19–related questions. Conclusions Compared with other methods of literature retrieval and answer generation, opinion aggregation using our method leads to more interpretable, robust, and comprehensive question-specific literature reviews. The results demonstrate the usefulness of the proposed method in answering COVID-19–related questions with main opinions and capturing the trends of research about COVID-19 and other relevant strains of coronavirus in recent years.

Local Government Accounting and Financial Reporting in Spain has been recently reformed by the new Accounting Instructions published in 2103 and in force since the 1st of January 2015. Once the financial reports corresponding to 2016 fiscal year have been published, the main purpose of this paper is to empirically evaluate, the perceptions and opinions that local governmental accountants have about the recent reform. Our analysis has found a clear gap between the aims of the reform and the opinion of local governmental accountants, who consider the system too complex and clearly biased towards financial accounting information.

This research investigates the effect of audit client size and its financial performance on audit opinion in the Egyptian audit market. A few studies have investigated the association between these factors in the audit context, especially in African developing countries. Data are manually collected from the annual financial reports of firms registered in the Egyptian Stock Market, focusing on a sample of EGX 70 from 2012 to 2016, and binary logistic regression is used in data analysis. We found that the company size is insignificantly, positively, related to a qualified, rather than an unqualified, type of audit opinion. In contrast, the client's financial performance has a significant but negative relationship with the qualified type of audit opinion. This study provides insights for managers and investors in developing countries to understand and perceive audit opinions in these contexts.

Stimson and published in 2002, depicts the dynamics of public opinion and electoral politics in the United States at the macro level; the analysis is based on micro-level foundations of micro-level political behavior. This essay presents the book's main arguments, in some instances extending the analysis beyond its original 1956–1996 time frame to incorporate data from the George W. Bush administration. The central thesis is that there is more rationality and predictability to American politics when viewed in the aggregate than one might infer from considering only the limited political awareness of the average citizen.

With the transformation of Spain into an immigration country, society has become a major change by setting up a social space characterized, increasingly, by cultural, ethnic and religious diversity. In this new frame is interesting to investigate the overall value of diversity into the Spanish society. The two aims for of this paper are, on one hand, to process feedback on Spanish opinion on immigration between 1996 and 2007, and, on the other hand, to find out the role of the media in the construction of that opinion. For the first aim, an index of anti-foreigner sentiments was constructed using data provided by the national survey on opinions and attitudes on immigration, published annually by ASEP. For the second, an analysis, using the Agenda-Setting Theory, of articles published on immigration that appeared in the newspapers, «El País» and «El Mundo». The results show that a negative sentiment towards the outgroup has increased over time. The main variables explaining these trends are a sense of threat, to the population and to identity, and competition for resources and political decisions in integration – legalisation. The media analysis has six dimensions, the main ones refer to the illegality of the phenomenon, linking immigration to crime, and the social integration policies, highlighting the role of the media in creating public opinion. Con la transformación de España desde hace unas décadas en país de inmigración, la sociedad ha experimentado un importante cambio configurando un espacio social caracterizado, cada vez más, por la diversidad cultural, étnica y religiosa. En este escenario novedoso es de gran interés indagar sobre la valoración que de dicha diversidad tiene la sociedad española. El objetivo de este artículo es doble, por un lado, conocer la opinión que tienen los españoles sobre la inmigración entre 1996 y 2007. Por otro, comprobar el papel que juegan los medios de comunicación en la configuración de ese sentir. Para el primer objetivo se ha construido el índice de sentimiento anti-inmigrante, a partir de los datos ofrecidos por la encuesta nacional sobre opiniones y actitudes ante la inmigración, administrada, anualmente, por ASEP. Para el segundo, se analizan, utilizando la teoría de la «Agenda Setting», las noticias publicadas por los periódicos «El País» y «El Mundo» sobre inmigración. Los resultados muestran que el sentimiento negativo hacia el exogrupo se va incrementado con el paso del tiempo. Las principales variables que explican esa tendencia son: el sentimiento de amenaza –poblacional e identitaria–, competencia por los recursos y decisiones políticas en el proceso de integración –regularización–. Del análisis de los medios resultan seis encuadres, los principales hacen referencia a la irregularidad del fenómeno, a la vinculación inmigración y delincuencia y a las políticas de integración social. Por tanto, se pone de manifiesto el papel que juegan los medios de comunicación a la hora de crear opinión.

The aim of the project was to identify and analyse problems related to surrogacy in Czech legislation. The key result does not take into account many aspects of surrogacy. Along with it, various public opinions and rumors flood the cyberspace. As a mainstream social media information publishing platform, microblog has become the main way for netizens to obtain, disseminate and publish information. Because microblog can freely make speeches, and has a fast transmission speed and a wide range, it is easy for public opinion information to be widely disseminated in a short time. In particular, information such as rumors in public opinion can affect the network environment and social stability. Therefore, it is necessary to analyze and predict public opinion changes and to provide early warning. The literature uses the classic BP-NN (BP-NN) as the base prediction model, and uses the information published on the Sina microblog platform as a sample to analyze and predict the public opinion of influenza diseases. Due to the BP-NN’ slow convergence speed, this paper introduces an improved genetic algorithm to select the optimal parameters in the BP-NN (IGA-BP-NN), shorten the calculation time, and improve the analysis and prediction efficiency. The experiments verify that the work in this paper can provide more accurate early-warning information for the public opinion management of related departments.

The author of “The Catalog of Zodiac signs and stars” published in De Revolutionibus, was Ptolemy. Copernicus used this catalog and all available observations of the Sun, Moon and planets, for improvement of the theory and tables of their motions. E. P. Fedorov wants to support with the authoritative opinion of Copernicus the idea of replacing the main optic reference frame to radio system JCRF. Having mastered the experience of previous generations Copernicus knew that the principles of establishing coordinate systems do not change along with opinions on the structure of the universe. Had the places of stars in catalogs not been dependent on the location of the Sun, Copernicus would have had no opportunity to prepare the time and coordinate systems required for solution of his problem. In his manuscript he preserved the idea the principles of compiling star catalogs, which were not included in the published edition along with excerpts from the originally conceived chapters. The words irrefutably prove that the idea of establishing the main reference system from VLBJ observations without the place of vernal equinox could not be supported by reference to Copernicus`s opinion.

In 2006, NCTM published Curriculum Focal Points for Prekindergarten through Grade 8 Mathematics: A Quest for Coherence to suggest important areas of emphasis for instruction. Many states produced new standards that were informed by the book. However, Charles (2008/2009) argues that we must address not only the mile-wide issue, by reducing the number of skill-focused standards, but also the inch-deep issue, by making essential understanding more explicit. Charles suggests that many useful resources are available to deal with the latter.

With the rapid development of “We media” technology, netizens can freely express their opinions regarding enterprise products on a network platform. Consequently, online public opinion about enterprises has become a prominent issue. Negative comments posted by some netizens may trigger negative public opinion, which can have a significant impact on an enterprise’s image. From the perspective of helping enterprises deal with negative public opinion, this paper combines user portrait technology and a random forest algorithm to help enterprises identify high-risk users who have posted negative comments and thus may trigger negative public opinion. In this way, enterprises can monitor the public opinion of high-risk users to prevent negative public opinion events. Firstly, we crawled the information of users participating in discussions of product experience, and we constructed a portrait of enterprise public opinion users. Then, the characteristics of the portraits were quantified into indicators such as the user’s activity, the user’s influence, and the user’s emotional tendency, and the indicators were sorted. According to the order of the indicators, the users were divided into high-risk, moderate-risk, and low-risk categories. Next, a supervised high-risk user identification model for this classification was established, based on a random forest algorithm. In turn, the trained random forest identifier can be used to predict whether the authors of newly published public opinion information are high-risk users. Finally, a back propagation neural network algorithm was used to identify users and compared with the results of model recognition in this paper. The results showed that the average recognition accuracy of the back propagation neural network is only 72.33%, while the average recognition accuracy of the model constructed in this paper is as high as 98.49%, which verifies the feasibility and accuracy of the proposed random forest recognition method.

Conventional election-related public opinion polls have utilized the automated response system (ARS) method. The ARS public opinion polls are predicated on the convenience of use and require random telephonic responses. However, the actual response rate is less than 5%. As a result, discrepancies between recent public opinion polls and the actual election results have become an issue. In this study, we propose a system that quantifies the preferences by region, age, and gender by quantifying emotions based on the behaviors and facial expressions of the citizens passing by at the campaign site and utilizes them as basic statistics. Furthermore, a previously published facial recognition artificial intelligence (AI) was used to obtain age, gender, and various facial recognition data, along with citizens’ emotions. The published facial recognition AI produced stability of over 99% recognition rate. The data structure followed a weighted reverse tree structure, and facial expressions, gender, and age were analyzed using the published facial recognition algorithm. Moreover, the expressions as well as the behaviors showing emotions were merged to gather and analyze data with weights.

The article deals with the image of the Eastern Partnership in the Polish opinion-forming press in the years 2009–2019. The aim of the Partnership was to strengthen the stability of the states to the east of the borders of the European Union, and thus to reduce the threats appearing in this region, which was equivalent to increasing the security of the EU itself. The article presents the results of a qualitative analysis of research material in the form of press texts published in two national daily newspapers (Gazeta Wyborcza and Rzeczpospolita) and two opinion weeklies (Newsweek Polska and Polityka). The main criterion for constructing the image of the Eastern Partnership in the opinion-forming press were the most important players participating in the Partnership’s programme, i.e. the European Union and Ukraine. The third separate entity was Russia, as an opponent of the European initiative. Another criterion of analysis was to indicate the assumptions of the programme, their implementation and results in the context of each of the parties mentioned. The analysed articles often presented opinions and assessments of representatives of non-governmental organisations, experts from analytical centres and politicians connected with the Partnership. The assumptions and activities of the European Union were generally positively evaluated in the articles, while the opinions were definitely negative concerning Russia’s activities. Concerning the opinions on the activities of state entities invited to the Eastern Partnership programme, these were partly positive, depending on the country and the period evaluated. Particularly much attention was paid to Ukraine in the articles. It should be stressed that, most often, the opinion-forming press wrote about the Eastern Partnership on the occasion of successive summit meetings of representatives of European Union institutions, Member States and the Eastern Partnership.

In this paper, we study the problems of opinion expression extraction and expression-level polarity and intensity classification. Traditional fine-grained opinion analysis systems address these problems in isolation and thus cannot capture interactions among the textual spans of opinion expressions and their opinion-related properties. We present two types of joint approaches that can account for such interactions during 1) both learning and inference or 2) only during inference. Extensive experiments on a standard dataset demonstrate that our approaches provide substantial improvements over previously published results. By analyzing the results, we gain some insight into the advantages of different joint models.

Every newspaper publishes an editorial every day to state their official opinion on the most important of issues. Among public and official policymakers, editorials are taken seriously. This study undertook Pakistan’s two leading newspapers’ editorials – Dawn and The Nation - on the peace talks between the Pakistan government and the Tehreek-i-Taliban Pakistan (TTP). The editorials published between January 2014 and July 2014 on the dialogues were studied. Using agenda-setting approach, this study found that Dawn published 67 and The Nation 61 editorials discussing stakeholders’ stance on the dialogue, dialogues bodies, and disruption of dialogues to terrorism and TTP terms. The study measured the editorials to answer research questions.

By way of expert solicitation and interactive peer review, this paper explores the influence of the ideas in peer-reviewed articles based on input from our community of atmospheric scientists. We explore how these papers have shaped the development of the field of atmospheric chemistry and identify the major landmarks in the field of atmospheric chemistry through the lens of those papers' impact on science, legislation and environmental events. We also explore the ways in which one can identify the papers that have most impacted the field and discuss the advantages and disadvantages of the various approaches. Our work highlights the difficulty of creating a simple list, and we explore the reasons for this difficulty. The paper also provides a history of the development of our understanding of tropospheric chemistry and points some ways for the future.
