Abstract:
Many economists are interested in the current situation of households. Such data are published every month since January 2004 but previous data were published every quarter. If we aggregate monthly to quarterly values, we lose monthly information. The desagregation of quarterly to monthly data solves the question. The article presents using filtration theory to desagregate economic series of a low frequency as well as monthly-quarterly versions of popular frequency change methods. The presented methods use information included in desagregated series only. The estimation criteria take into consideration the fact that only a part of the sample needs desagregation.

Abstract:
Balances of fixed capital are ordinary part of annual national accounts statistics in most developed countries. Although quarterly data are useful for many applications and its existence would be consistent with other quarterly indicators, quarterly fixed capital stock are not officially published. Even though there is no official rule for estimation of quarterly fixed capital stocks, several methods are currently available to estimate quarterly stocks of fixed capital. The objective of this paper is to estimate the quarterly net fixed capital stock in the Czech Republic at constant prices in industry classification (CZ-NACE rev. 2) compatible with official quarterly statistics of the indicators on national economy. For this estimation we distinguish three basic flows of fixed capital. Firstly, gross fixed capital formation is estimated on the basis of official quarterly statistics which is published only in structure by types of assets. Flow of other changes is mainly uniformly distributed. Only in case of catastrophes it was possible to allocate these changes into appropriate quarter. Secondly, net fixed capital stock and consumption of fixed capital are estimated simultaneously on the basis of the assumption of relation between the value of the stock and its depreciation.

In 1987, The Milbank Quarterly published two special supplements on the health status of blacks in the United States. Dr. Vicente Navarro wrote a letter concerning the issues raised in these publications to the editor of The Milbank Quarterly, but the decision was made not to print it. Because of the importance of the subject involved, the letter is published here, with the hope of opening a debate on the issues discussed in The Milbank Quarterly's supplements and in Navarro's letter. Professor Miller, a major contributor to the supplements, will reply to Navarro's comments in an upcoming issue of this journal.

For a quarter of a century, Management Communication Quarterly ( MCQ) has published research about communication in the context of work. This article charts the intellectual history of MCQ to trace its epistemic, theoretical, and identity changes. The authors consider how the journal’s published research has changed, why it has changed, and what its future direction should be. The article also considers MCQ as a place for a community of scholars and the journal’s identity as a member of that community. In providing this empirical study of MCQ’s history, it is hoped that organizational communication scholars can consider further questions about their research, their journals, and their communities within the research tradition.

The article presents published by the Central Statistical Office (since 2013), quick estimates of quarterly GDP prepared on the basis of a limited set of information available within a short time after the end of the test period (which complements the still published standard preliminary quarterly estimates of GDP and its components). The projects undertaken by the Polish public statistics both organizational and methodological aim raising the standards of quality flash estimates of quarterly GDP and discusses research on methods for calculating them. There has also been a flash estimate of international comparison of quarterly GDP on the example of the Netherlands, Germany, the United States, Great Britain and Italy.

Abstract:
Introduction. The short-term (quarterly) forecast of GDP is based on factor variables of the financial and non-financial sectors of the economy, indicators of foreign economic activity, indicators of economic activity, etc. Although the statistics of these indicators are available on a monthly basis, but its disclosure comes with a certain lag, and values over time can be reviewed and clarified. These data can be used to estimate the quarterly value of GDP before the official information about its empirical volume is published. Purpose. The article aims to forecast the quarterly real GDP of Ukraine by means of a dynamic factor model on the basis of the quarterly and monthly values of the main social and economic macro indicators of Ukraine. The method (methodology). To achieve the task, we have used the econometric methods of macroeconomic modelling, namely the dynamic factor model, the Kalman filter, the method of the main components, etc. Results. The forecast of GDP of Ukraine for the first two quarters of 2018 has been obtained with the help of a dynamic factor model. On the basis of comparison of the obtained forecast with the empirical values of Ukraine's GDP for the similar period, which is published by the Ministry of Finance of Ukraine, it has been proven the adequacy of the model and the high quality of the results has been concluded.

Lane, Edward William. Few works about the Middle East have exerted such wide and long-lasting influence as Edward William Lane's An Account of the Manners and Customs of the Modern Egyptians. First published in 1836, this classic book has never gone out of print, continuously providing material and inspiration for generations of scholars, writers, and travelers, who have praised its comprehensiveness, detail, and perception. Yet the editions in print during most of the twentieth century would not have met Lane's approval. Lacking parts of Lane's text and many of his original illustrations (while adding many that were not his), they were based on what should have been ephemeral editions, published long after the author's death. Meanwhile, the definitive fifth edition of 1860, the result of a quarter century of Lane's corrections, reconsiderations, and additions, long ago disappeared from bookstore shelves. Now the 1860 edition of Manners and Customs of the Modern Egyptians is available in paperback, with a useful general introduction by Jason Thompson. Augustus De Morgan might be seen as a man of a single institution: the London University, renamed University College London (UCL) in 1836. But he had experience of several others: the Society for the Diffusion of Useful Knowledge (SDUK), the Royal Astronomical Society and the London Mathematical Society, among others. Most significantly, perhaps, he went to London after graduating from the University of Cambridge, which was throughout the nineteenth century the dominant site of mathematical work in the United Kingdom. During his long career in London, De Morgan kept a watching brief on the teaching of mathematics in Cambridge and elsewhere, publishing several articles on the subject. Some of his articles appeared in the Quarterly Journal of Education, edited throughout its life (1830-5) by De Morgan’s UCL colleague George Long. The Journal, to which he contributed over 30 articles, was published by the SDUK, of which De Morgan was an active member. This chapter discusses De Morgan’s often critical accounts of the curricula and teaching, especially of mathematics, in the universities of Cambridge and Oxford and elsewhere.

The chapter provides a case study of the popular, controversial, and ephemeral items printed and published in Norwich during the century after the establishment of printing there. For three quarters of this period Norwich was either the largest or second largest provincial city in England and enjoyed considerable prosperity. The chapter considers the types and subject matter of street literature and controversial items produced and the individuals and businesses that printed and sold them. It considers such items as controversial sermons and religious works, popular chapbooks, execution broadsides, pamphlets associated with the coming of Methodism, poll books, and literature associated with elections. During the 1790s there was also a growth in popular literature calling for political reform.

The increasing prominence of the Scottish-printed chapbook is contextualized within the broader theme of the spread of printing and slowly rising literacy rates within Scotland. More importantly for current research trends, some issues relating to the applicability of the concepts of popular culture and mentalité are raised, and the provisional answers appear less straightforward and more subtle than they might immediately appear to be. The major difficulties in estimating the output of Scottish-printed chapbooks are identified: some relate to the very definition of ‘chapbook’, while others relate to the existence and quality of catalogues and lists. Nevertheless, a tentative estimate of at least 1,200 chapbook editions published between 1780 and 1800 is proffered. The chapter shows that there remains a considerable amount to be learned from a close examination of religious chapbooks and their relationships with chapbooks on other themes. Concluding remarks comment on the antipathy towards chapbooks that had gained ground in some quarters by the early nineteenth century.

Abstract:
Born Liu Wuxiong in Miaoli of Taiwan, Qideng Sheng is an important modernist writer in Taiwan. Graduating from Taipei Normal College, he published his debut work in 1962 in the United Daily (Lianhe bao) literary supplement. In 1966, he co-launched the magazine Literary Quarterly (Wenxue jikan). From 1964 to 1972, he published several experimental works in Modern Literature. He attracted great attention with his short story ‘I Love Black Eyes’ (Wo ai heiyanzhu, 1967). Qideng Sheng eventually left Literary Quarterly. He returned to his hometown in 1970, publishing extensively before turning to photography in 1981. He has published sporadically since the 1990s and when Complete Works of Qideng Sheng was published in 2003 he announced that he would not write more.

“INFORMATION BULLETIN” OF THE SOLDIERS OF THE 27TH VOLHYNIAN INFANTRY DIVISION OF THE HOME ARMY (WDPAK) AS A TESTIMONY TO THE MEMORIES OF STRUGGLES AND COMMEMORATION THE FATE OF GENOCIDE VICTIMS – ANALYSIS OF THE CONTENT AND STRUCTURE OF THE QUARTERLY The “Information Bulletin” of the 27th WDPAK, which had been published for 29 years, played a significant role for the milieu of former soldiers of the Volhynia Division and their families. The analysis of its content reveals a very interesting research material. The author of the study made a comparison of approx. 9,000 pages of source material, published in the years 1984-2012. The publication provides answers to the questions of what the “Bulletin” was, who created it, what its purpose was and what roles it played. The work discusses particular columns and changing structure of the quarterly. The author notices links between published articles and the political situation during the publication of subsequent issues of the magazine. Polish-Ukrainian relations, which changed over the years, were also of particular importance. The disagreements between these two nations, genocide and the difficult road to truth were among the main themes presented in the “Bulletin”. The author analyses and compares articles on particular topics that appeared in the quarterly over the years and discusses these issues in the literature on the subject.

I should note concerning this title that there is nothing really pseudonymous about the monody called ‘pseudo-monody’. The label arose because ‘monody’ was thought to be a new genre of solo music brought about by a revolution in taste at approximately the time that recitative was invented. Caccini’s airs and madrigals were considered to be monody, as was recitative.

Abstract The Cold War competition between the two superpowers opened up space not only for the Third World as a political project but also for such cultural formations as the Afro-Asian Writers Association and its quarterly literary magazine, eventually called Lotus, published from 1967 to 1991. This chapter presents excerpts from the transcripts of the 1969 and 1970 Lotus editorial board meetings in Moscow and Cairo, respectively. These conversations show the magazine slipping from Soviet cultural bureaucrats’ grasp, as Cairo-based editors Yusuf al-Sibai and colleagues protect their local priorities and a wide range of African and Asian writers vigorously debate the identity and purpose of this Soviet-funded magazine published in English, French, and Arabic, but never Russian.

From vol. 3, published by the Archaeological Survey of India under the editorship of the chief epigraphist (formerly government epigraphist for India) biennially in eight parts issued quarterly (but no issues for 1904 and 1943-46). An Index to vols. 1-34 by A. N. Lahiri was published as Appendix to vols. 34-36. Vols. 1-34 were issued in reprint editions by the ASI, New Delhi (vol. 2 by Motilal Banarsidass, Delhi), 1960-87. Actual publication dates of the newer volumes have lagged behind the ostensible dates; vol. 42 (1977-78) was issued in 1989. Inscriptions are published in Devanāgarī or Roman transliteration with detailed introduction on historical, paleographic, and linguistic matters, with or without translation (generally without in recent volumes). EI is traditionally the principal organ for the publication of inscriptions in lndo-Aryan as well as Dravidian and other languages. In recent volumes, the proportion of Dravidian language inscriptions has increased.

The paper examines what effect the KiberPajzs initiative has on fraud detected in electronic payments in Hungary for the 2023-2024 period. First the current electronic payment fraud landscape of Hungary is described through cybercrime tendencies, the impact of digitalization on banking, and the regulatory background of electronic payments. Then the KiberPajzs initiative is introduced together with its related communicational, regulatory and law enforcement projects. Finally, the recent quarterly payment fraud data published by the Central Bank of Hungary is examined and the effects of KiberPajzs are evaluated. The author argues that the decrease in the number and value of fraudulent electronic transactions and the increase in identified failed fraud attempts coincide with the activities of the KiberPajzs initiative.

Following a 1986 decision by Montgomery County in Maryland to construct a municipal waste resource recovery facility near the town of Dickerson, the local community expressed concern regarding the potential human health effects from air emissions of dioxins and trace metals released through the stack of the proposed facility. To address this concern, the County conducted health risk studies and ambient monitoring programs before and after the facility became operational. The purpose of the health risk studies was to determine potential cancer and non-cancer risks to the nearby residents from the operations of the facility. The purpose of the ambient monitoring programs was to determine if any changes would occur in the ambient levels of certain target chemicals in the environmental media, and if such changes can be attributed to the operations of the facility. Accordingly, the County conducted a multiple pathway health risk assessment in 1989 prior to the construction of the facility. The pre-operational health risk assessment was based on estimated stack engineering parameters and available stack emissions data from municipal waste resource recovery facilities that were operating in the United States, Canada and Europe during the 1980’s. The health risk assessment used established procedures that were accepted by the U.S. Environmental Protection Agency (U.S. EPA) and many state agencies at that time. The Montgomery County Resource Recovery Facility (RRF) became operational in the spring of 1995. The facility is equipped with the state-of-the-art air pollution control (APC) equipment including a dry scrubber-fabric filter baghouse system to control organics and trace metals, ammonia injection system to control nitrogen oxides, and activated carbon injection system to control mercury. In 2003, the County retained ENSR International to update the 1989 health risk assessment study. In the 2003 operational-phase update, as-built engineering data and measured stack emissions data from a total of eighteen quarterly stack emissions tests were used. The study was conducted in accordance with the U.S. EPA’s Human Health Risk Assessment Protocol for Hazardous Waste Combustion Facilities published in 1998 [1], and an Errata, published in 1999 [2]. Both the 1989 study and the 2003 study demonstrated that there is a very low chance (less than one chance in a million) for occurrence of cancer and no adverse non-cancer health effects to the nearby community as a result of exposure to facility-related emissions. The multi-media ambient monitoring programs were conducted in abiotic and biotic environmental media. These programs included an air-monitoring component and a non-air monitoring component. The pre-operational phase of the air media and non-air media monitoring was conducted in 1994–1995. The pre-operational program was designed to produce baseline data for target chemicals in both air and non-air media. The operational-phase air media monitoring was conducted in 1997 and 2003. The operational-phase non-air media monitoring was conducted in 1997 and 2001. Target chemicals monitored in both air and non-air media included polychlorinated dioxins and furans (PCDDs/PCDFs) and selected toxic metals (arsenic, beryllium, cadmium, chromium, lead, mercury, and nickel). The non-air media included crops, farm pond surface water and fish tissue, and cow’s milk. The ambient levels of target chemicals monitored in the operational phase of the facility (1997, 2001 and 2003) demonstrated no measurable difference from the ambient levels of these chemicals monitored in the pre-operational phase (1994–95) of the facility, in both the air media and non-air media. The results of the health risk studies and ambient monitoring programs demonstrate that municipal waste combustion facilities that are equipped with the state-of-the-art air pollution control equipment pose no significant health risk to the population.

Common quarter-turn (QT) mechanisms used in nuclear plant air-operated valves (AOVs) include scotch yoke, lever, and link-and-lever mechanisms coupled to diaphragms and pistons. QT mechanism efficiency varies as a function of valve position and is a critical design input used to determine AOV margin. Because of the lack of publicly available data of a quality commensurate with “nuclear QA [quality assurance],” Kalsi Engineering, Inc. (KEI), initiated an independent QT-mechanism efficiency test program that includes a number of commonly used actuator manufacturers, models, and sizes based on a survey of U.S. nuclear power plants. The first test specimen was a diaphragm actuator with a lever QT mechanism. The diaphragm rod of the test specimen was instrumented with strain gauges so that a direct measurement of the net actuator force transmitted to the QT mechanism could be measured. In addition to the net thrust, the output torque, diaphragm pressure, and actuator position were measured. Measuring the net thrust, diaphragm pressure, and position allowed the spring rate, spring preload, and effective diaphragm area to be quantified. This test specimen was tested using two different types of bearings at the actuator shaft-to-lever connection. Needle bearings were used to provide torque results for a nearly frictionless QT mechanism, and bronze bearings were used to simulate a more realistic QT-mechanism configuration. Predictions made using the first-principles efficiency model are compared to efficiencies extracted from test. The predicted efficiency using a realistic range for the friction coefficient of the bronze bearings is in good agreement with the extracted efficiencies. Paper published with permission.

An analytical study that evaluates the response characteristics of a two-degree-of freedom quarter-car model using passive and semi-active dampers is provided as an extension to the results published by Chalasani for active suspensions. The behavior of a semi-actively suspended vehicle is evaluated using the hybrid control policy, and compared to the behavior of a passively suspended vehicle. The relationship between vibration isolation, suspension deflection, and road-holding is studied for the quarter-car model. Three performance indices are used as a measure of vibration isolation (which can be seen as a comfort index), suspension travel requirements, and road-holding quality. These indices are based on the mean square responses to a white noise velocity input for three motion variables: the vertical acceleration of the sprung mass, the deflection of the suspension, and the deflection of the tire, respectively. The results of this study indicate that the hybrid control policy yields better comfort than a passive suspension, without reducing the road-holding quality or increasing the suspension displacement for typical passenger cars.

The academic study of the philanthropic sector and civil society has grown rapidly in the last quarter of a century. What was once a sparsely populated and disconnected field now boasts university departments, peer-reviewed journals, and scholarly associations. ARNOVA, ERNOP, ISTR, and others showcase and spur on a good deal of research on the sector. Articles and monographs abound in the domains of social science, psychology, public policy, managerial science, etc. Yet the field has seen a decline in publications from several key areas. Ethics, philosophy, literature, religious studies, and even history are among the disciplines whose research is infrequently published in the field. Certainly, this narrowing of intellectual inquiry is not unique to philanthropic studies. As many universities adjust to declining enrollments, public skepticism, and reduced budgets pressure exists to shift curricula more toward vocational preparation. In addition, the ethos of empiricism creates doubt about the utility of research that is neither “objective” nor easily quantifiable. Our literature review shows the contours of this problem in philanthropic studies. Journals in this field publish few articles from humanistic disciplines. This trend also holds true in a broader search for scholarly literature using major academic search engines. In addition, the high-quality research that does exist at the intersection of philanthropy and the humanities is mostly disconnected and thus not in conversation. As such, we are on the cusp of publishing a new journal, Philanthropia, that creates space for scholars to engage in the humanistic study of philanthropy and civil society.

The article is the first to publish in full the finds of C Snp I (“Delacau”) amphorae from the excavations of the ancient settlement Belinskoe in 1996–2022. Their collection consists of 306 specimens. It comprises 6 whole amphorae, 10 necks and large fragments of necks, 202 fragments of rims, 49 fragments of handles and 39 fragments of amphorae feet. The authors publish a catalogue of the finds and analyse the circumstances of their discovery. The work distinguishes 6 variants of amphorae, which are compared with the classifications of A.V. Sazanov and O.V. Sharov. The collection contains two types of amphorae by A.V. Sazanov (C Snp I-1 and C Snp I-2), corresponding to two morphological classes (MK-I and MK-II) by O.V. Sharov. Both types of amphorae are found on the “Belinskoe” site in the first quarter of the 4th century A.D. C Snp I-1 type predominates at the beginning of the period. C Snp I-2 type dominates at the end of the period. The presence of a large amphorae consignment at the site is related to the supply of the military contingent present there. The sudden disappearance of C Snp I (“Delacau”) amphorae is related to the long period of abandonment of the settlement, which occurred immediately after its demise at the end of the first quarter of the 4th century AD.

What is happening now? The onset of the COVID-19 crisis highlighted the importance of having timely data on the economy to help policymakers make more informed decisions. However, the most comprehensive measure of activity, GDP, is published with a long lag, thereby limiting its value to policymakers as a measure of the current state of the economy. To overcome this information deficiency, we develop a monthly activity indicator (MAI) for Australia. The MAI aims to provide policymakers with a more immediate snapshot of prevailing economic conditions. We achieve this by using a dynamic factor model to summarise the information content from a curated list of 30 monthly predictors selected for their ability to explain movements in quarterly real GDP growth. We undertake a pseudo out-of-sample nowcasting exercise using the MAI in an unrestricted MIDAS model and find that nowcasts based on the MAI significantly outperform standard benchmarks. Crucially, outperformance is largest during the COVID-19 crisis, emphasising the benefit from considering monthly data. Our results demonstrate that the MAI is a useful tool for policymakers to gain a better understanding of current economic conditions in Australia.

This Quarterly Digest highlights findings from a new, major World Bank Research Program which has sought to fill this important gap. The papers published from the Program include eight detailed country investigations and three multi-country studies covering 17 countries, and feature innovative methodological approaches, combining different sources of data to test hypotheses. The Digest presents the results over four main areas of research (poverty, livelihood, intimate partner violence, and gender norms), and concludes with a series of recommendations to improve the collection of data to investigate the intersectionality of gender and displacement. The Program’s findings lend support to a number of expected patterns, like the disadvantages faced by displaced women in economic opportunities, but also reveal some counter-intuitive results in particular settings, underscoring the importance of country-specific analysis.

We develop a model that permits the estimation of a term structure of both expectations and forecast uncertainty for application to professional forecasts such as the Survey of Professional Forecasters (SPF). Our approach exactly replicates a given data set of predictions from the SPF (or a similar forecast source) without measurement error. Our model captures fixed horizon and fixed-event forecasts, and can accommodate changes in the maximal forecast horizon available from the SPF. The model casts a decomposition of multi-period forecast errors into a sequence of forecast updates that may be partially unobserved, resulting in a multivariate unobserved components model. In our empirical analysis, we provide quarterly term structures of expectations and uncertainty bands. Our preferred specification features stochastic volatility in forecast updates, which improves forecast performance and yields model estimates of forecast uncertainty that vary over time. We conclude by constructing SPF-based fan charts for calendar-year forecasts like those published by the Federal Reserve. After posting double digit gains in 2010-2011, Latin America's export growth declined to just 1.5% in 2012 for a total value of slightly more than $1 trillion, according to figures just released by the Integration and Trade Sector of the Inter-American Development Bank (IDB). These results reflected uneven economic conditions in Latin America's major trade partners. In Europe, economic setbacks resulted in a 5% drop in demand for Latin American exports, while lower growth in the People's Republic of China and the Republic of Korea sharply slowed the region's export growth to Asia as a whole, from 25% in 2011 to only 1% this year. In one bright spot, incipient recovery in the United States fueled growth in Latin American exports to that country by an estimated 3%. The 2012 trade estimates, published in the IDB's Latin American Trade Trend Estimates 2012, are based on partial monthly and quarterly data of 16 Latin American countries from official national and international sources, as well as the Bank's INTrade Information System.

Overview This is the third quarterly progress report for an ongoing living systematic review on cannabis and other plant-based treatments for chronic pain. The first progress report was published in January 2021 and the second in March 2021. The draft systematic review was available for public comment from May 19 through June 15, 2021, on the Agency for Healthcare Research and Quality (AHRQ) Effective Health Care website. The systematic review synthesizes evidence on the benefits and harms of plant-based compounds (PBCs), such as cannabinoids and kratom, used to treat chronic pain, addressing concerns about severe adverse effects, abuse, misuse, dependence, and addiction. The purpose of this progress report is to describe the cumulative literature identified thus far. This report will be periodically updated with new studies as they are published and identified, culminating in an annual systematic review that provides a synthesis of the accumulated evidence. Main Points In patients with chronic (mainly neuropathic) pain with short-term treatment (4 weeks to <6 months): • Studies of cannabis-related products were grouped based on their tetrahydrocannabinol (THC) to cannabidiol (CBD) ratio using the following categories: high THC to CBD, comparable THC to CBD, and low THC to CBD. • Comparable THC to CBD ratio oral spray is probably associated with small improvements in pain severity and may be associated with small improvements in function. There was no effect in pain interference or serious adverse events. There may be a large increased risk of dizziness and sedation, and a moderate increased risk of nausea. • Synthetic THC (high THC to CBD) may be associated with moderate improvement in pain severity and increased risk of sedation, and large increased risk of nausea. Synthetic THC is probably associated with a large increased risk of dizziness. • Extracted whole-plant high THC to CBD ratio products may be associated with large increases in risk of withdrawal due to adverse events and dizziness. • Evidence on whole-plant cannabis, low THC to CBD ratio products (topical CBD), other cannabinoids (cannabidivarin), and comparisons with other active interventions was insufficient to draw conclusions. • Other key adverse event outcomes (psychosis, cannabis use disorder, cognitive deficits) and outcomes on the impact on opioid use were not reported. • No evidence on other plant-based compounds, such as kratom, met criteria for this review.

With the recent adoption by the California Air Resources Board of California’s Low Carbon Fuel Standard, and USEPA’s Energy Independence and Security Act, greenhouse gas releases from indirect land use change triggered by crop-based biofuels have taken center stage in the debate over the role of biofuels in climate policy and energy security. This paper presents an analysis of these releases for US maize ethanol. Our analysis highlights the key role of market-mediated responses to biofuels mandates. Factoring these into our analysis reduces cropland conversion by 72%. As a consequence the associated GHG release estimated in our framework is just 800 g CO2 MJ -1y (27 g MJ-1 for 30 years of ethanol production). This figure is a quarter of the one previously published value. However, it is still large enough to eliminate the global warming mitigation benefits of most corn ethanol. Latin American Trade Trend Estimates is an annual study published by the Integration and Trade Sector of the Inter-American Development Bank that analyses the region's trade performance based on available national and international data for selected countries. For 2013, the study reports that Latin American exports stagnated, posting a second straight year of sluggish growth. Export increases were barely over 0%, for a total value of slightly more than $1 trillion. It is also noted that the region's exports actually declined in the first months of the year, continuing a negative trend that began in late 2012. However, in the third quarter, exports began to grow again, and current estimates point to a small positive overall growth rate for the year. Results varied considerably among countries. Brazil, Colombia, Peru, and Venezuela all posted declines in exports, while Argentina, Bolivia, Chile, Ecuador, Mexico, Paraguay and Uruguay posted increases. Results in Central America were mixed, with exports barely growing in Costa Rica and Guatemala, declining in Honduras and Nicaragua, but expanding in El Salvador, and Panama.

Banco de la República provides a comprehensive overview of Colombia’s finan¬cial infrastructure in its Payment Systems Report, which is an important product of the work it does to oversee that infrastructure. The figures published in this edition of the report are for the year 2020, a pandemic period in which the con¬tainment measures designed and adopted to alleviate the strain on the health system led to a sharp reduction in economic activity and consumption in Colom¬bia, as was the case in most countries. At the start of the pandemic, the Board of Directors of Banco de la República adopted decisions that were necessary to supply the market with ample liquid¬ity in pesos and US dollars to guarantee market stability, protect the payment system and preserve the supply of credit. The pronounced growth in mone¬tary aggregates reflected an increased preference for liquidity, which Banco de la República addressed at the right time. These decisions were implemented through operations that were cleared and settled via the financial infrastructure. The second section of this report, following the introduction, offers an analysis of how the various financial infrastructures in Colombia have evolved and per¬formed. One of the highlights is the large-value payment system (CUD), which registered more momentum in 2020 than during the previous year, mainly be¬cause of an increase in average daily remunerated deposits made with Banco de la República by the General Directorate of Public Credit and the National Treasury (DGCPTN), as well as more activity in the sell/buy-back market with sovereign debt. Consequently, with more activity in the CUD, the Central Securi¬ties Depository (DCV) experienced an added impetus sparked by an increase in the money market for bonds and securities placed on the primary market by the national government. The value of operations cleared and settled through the Colombian Central Counterparty (CRCC) continues to grow, propelled largely by peso/dollar non-deliverable forward (NDF) contracts. With respect to the CRCC, it is important to note this clearing house has been in charge of managing risks and clearing and settling operations in the peso/dollar spot market since the end of last year, following its merger with the Foreign Exchange Clearing House of Colombia (CCDC). Since the final quarter of 2020, the CRCC has also been re¬sponsible for clearing and settlement in the equities market, which was former¬ly done by the Colombian Stock Exchange (BVC). The third section of this report provides an all-inclusive view of payments in the market for goods and services; namely, transactions carried out by members of the public and non-financial institutions. During the pandemic, inter- and intra-bank electronic funds transfers, which originate mostly with companies, increased in both the number and value of transactions with respect to 2019. However, debit and credit card payments, which are made largely by private citizens, declined compared to 2019. The incidence of payment by check contin¬ue to drop, exhibiting quite a pronounced downward trend during the past last year. To supplement to the information on electronic funds transfers, section three includes a segment (Box 4) characterizing the population with savings and checking accounts, based on data from a survey by Banco de la República con-cerning the perception of the use of payment instruments in 2019. There also is segment (Box 2) on the growth in transactions with a mobile wallet provided by a company specialized in electronic deposits and payments (Sedpe). It shows the number of users and the value of their transactions have increased since the wallet was introduced in late 2017, particularly during the pandemic. In addition, there is a diagnosis of the effects of the pandemic on the payment patterns of the population, based on data related to the use of cash in circu¬lation, payments with electronic instruments, and consumption and consumer confidence. The conclusion is that the collapse in the consumer confidence in¬dex and the drop in private consumption led to changes in the public’s pay¬ment patterns. Credit and debit card purchases were down, while payments for goods and services through electronic funds transfers increased. These findings, coupled with the considerable increase in cash in circulation, might indicate a possible precautionary cash hoarding by individuals and more use of cash as a payment instrument. There is also a segment (in Focus 3) on the major changes introduced in regulations on the retail-value payment system in Colombia, as provided for in Decree 1692 of December 2020. The fourth section of this report refers to the important innovations and tech¬nological changes that have occurred in the retail-value payment system. Four themes are highlighted in this respect. The first is a key point in building the financial infrastructure for instant payments. It involves of the design and im¬plementation of overlay schemes, a technological development that allows the various participants in the payment chain to communicate openly. The result is a high degree of interoperability among the different payment service providers. The second topic explores developments in the international debate on central bank digital currency (CBDC). The purpose is to understand how it could impact the retail-value payment system and the use of cash if it were to be issued. The third topic is related to new forms of payment initiation, such as QR codes, bio¬metrics or near field communication (NFC) technology. These seemingly small changes can have a major impact on the user’s experience with the retail-value payment system. The fourth theme is the growth in payments via mobile tele¬phone and the internet. The report ends in section five with a review of two papers on applied research done at Banco de la República in 2020. The first analyzes the extent of the CRCC’s capital, acknowledging the relevant role this infrastructure has acquired in pro¬viding clearing and settlement services for various financial markets in Colom¬bia. The capital requirements defined for central counterparties in some jurisdic¬tions are explored, and the risks to be hedged are identified from the standpoint of the service these type of institutions offer to the market and those associated with their corporate activity. The CRCC’s capital levels are analyzed in light of what has been observed in the European Union’s regulations, and the conclusion is that the CRCC has a scheme of security rings very similar to those applied internationally and the extent of its capital exceeds what is stipulated in Colombian regulations, being sufficient to hedge other risks. The second study presents an algorithm used to identify and quantify the liquidity sources that CUD’s participants use under normal conditions to meet their daily obligations in the local financial market.
