AbstractBoth in the fourth book of Cicero’s De signis (Verr. 2,4) and in the fourteenth book of Silius Italicus’ Punica, there are descriptions of the city of Syracuse at important points of the texts. In this paper, both descriptions are combined and for the first time thoroughly related. I discuss form and content of the accounts, show their functions in their oratorical and epic contexts and consider their similarities. The most important facets, where the descriptions coincide in, seem to be their link to Marcellus’ conquest in the Second Punic War, the resulting precarious beauty of the city and the specifically Roman perspective on which these ekphraseis are based.

ABSTRACTThis article examines Rome’s diplomatic relations with Carthage and Numidia in the period between the Second and Third Punic Wars. Polybius’ suggestion that Rome consistently decided against Carthage in territorial disputes with Numidia in the aftermath of the Second Punic War (Polyb. 31.21.5-6) has often been taken up in explanations of the origins of the Third Punic War. Many ancient and modern accounts accept the implication of a policy of hostility against Carthage, assuming that Rome permitted and even encouraged Masinissa to infringe upon and seize Carthaginian territory. This paper, however, argues that the results of Roman arbitration between Carthage and Numidia do not show a consistent policy intended to undermine Carthage. Rather, Rome sought to maintain the territorial division which was imposed at the end of the Second Punic War throughout the inter-war period; several of its decisions were actually in favour of Carthage. The Third Punic War should not be seen as a culmination of a half-century of Roman hostility towards Carthage.

AbstractIn Silius Italicus' Punica the Second Punic War is cast as a conflict fought over and between heads, and the decapitations in the epic thereby become ways of measuring the different trajectories and ultimate outcomes for each side in the war: the symbolic decapitation of Rome on the occasion of Paulus' death at Cannae in book 10 marks the low-ebb in the city's fortunes while the many decapitations perpetrated by Romans after Cannae reflect Carthage's own slide toward final defeat, an event that entails her symbolic decapitation too. Read in relation to this epic-wide program, Hannibal's abiding enmity toward Jupiter, the god of Rome's head, the Capitolium, gains greater clarity and purpose, as do his identification with Lucan's Pompey and Carthage's with Virgil's Priam toward the end of the epic. This concluding development is also succinctly recapitulated in the epic's final two lines, where an allusion to the final two lines of Bellum Civile 8 invites us to contrast Rome and Jupiter with Lucan's decapitated Pompey and to compare Carthage and Hannibal with him.

En l’article s’ha comparat exhaustivament el català amb sis manuscrits italians i l’original llatí. Les divergències entre original i traducció s’han ordenat en tres categories: addicions, eliminacions i modificacions. La metodologia d’Alegre oscil·la des d’una traducció literal a una traducció del sentit de l’original. Els resultats seran comparats posteriorment amb els mètodes d’Alegre a les Transformacions d’Ovidi amb l’objectiu de definir Francesc Alegre com a traductor. Paraukes clau: Leonardo Bruni, Francesc Alegre, Història de la traducció, Primera guerra púnica, Crítica textual Abstract: In 1472 Francesc Alegre translated the Italian version of the Commentarii tres de primo bello punico of Leonardo Bruni. In this article we have compared thoroughly the Catalan with six Italian manuscripts and the original text in Latin. The divergences between original and translation have been ordered in three categories: additions, eliminations and modifications. Alegre’s methodology oscillates from a literal translation to a translation of original’s meaning. The results of this article will be compared later with Alegre’s methodology translating the Transformacions of Ovid. The ultimate objective is to define Francesc Alegre as a translator. Abstract:
In this paper I sought to determine whether or not Hannibal Barca had a grand strategy to deal with the Romans during the Second Punic War. If Hannibal did have a strategy, I would try to determine what his strategy was and if it was actually feasible. I approached this question by looking into the background leading up to the Second Punic War, the primary sources explanation of Hannibal’s strategy during the Second Punic War, the logistical feasibility of the plan, and Hannibal’s movements throughout Italy during the war. In conclusion I decided that Hannibal did have a Grand strategy and that it was to alienate the Italian allied city-states from Rome in order to gain the logistical supplies and manpower to bring down Rome. In the end the reason that Hannibal lost the second Punic War is because he misunderstood the relationship that existed between the allied Italian states and Rome. This question is important because it sheds new light on the relations between Rome and its allied states. It also brings new questions to the foreground to try and explain what exactly was the relationship between Rome and its allies during this period.

Abstract:
The ancient city of Morgantina in Sicily was an important city during the Hellenistic age and probably member of a koinon (a union) under the leadership of Syracuse. Much research has been done on the city of Morgantina, but as far as I know, no study has had the aim to show what role Morgantina played in the Second Punic War. Therefore, this essay focuses on Morgantina during and after the Second Punic War (218–201 BCE). The main questions presented in this essay are what happened to the city after the war and what was the aftermath of the war? What happened to the people in the town and why were some houses abandoned and others not? To answer these questions archaeological evidence (numismatic material and buildings) as well as ancient historians’ narrations have been used (the historians used are Diodorus Siculus, Livy, Cicero and Strabo). The study argues that Morgantina might have been the last important free Greek town in Sicily (and possibly the very last) and that the city probably did not fight actively for either side, but might have provided Rome with grain and therefore taken Rome’s side.

Abstract:
Climate change is a problem that all human beings have to face together. Since 1997, the Kyoto Protocol introduced the three flexibility mechanisms to cope with this environmental issue, one of which is emissions trading, using a market measure as a solution for an eco-problem. It is a new trend in the field of environmental protection. However, the core of emissions trading contains risks, which is a concern for most countries especially under the present global situation. Thus, emissions trading has not been widely accepted by a lot of states as an environment policy.In 2008, the EU amended its emissions trading scheme directive and the aviation industry was covered by the new directive. In other words, every international flight departing from or landing at any airport of EU countries will be forced to cut down its GHG emissions by joining the EU emissions trading scheme. The amended directive entered into force on February 2nd 2009. The directive directly impacts the global aviation industry. The EU action has been criticized for violating the integrity of the International Civil Aviation Organization. It also triggered an issue with international law, regarding the conflict between international organizations. At last, both international organizations have legitimacy to deal with the GHG emissions trading for aviation. Focusing on a particular region, Asia, now an area more and more important to the whole world, economically and politically, especially booming China. However, in the environmental field, most Asian countries are followers, especially as their current priority is the economy not the environment. Climate change is not the main focus either. Even though the new directive of the EU will cover flights coming from Asia. Taking Taiwan, China and Japan for instance, each one stands for a character to examine the emissions trading policies within their legal systems. Taiwan is a non-contracting party, China is a non Annex 1 party and Japan is an Annex 1 party of the United Nations Framework Convention of Climate Change. What kind of measures can they adopt to fulfill the EU directive and to face the climate change issue in the cost-efficient way. Although, the GHG emissions trading scheme is not perfect, to establish an Asian style GHG emissions trading scheme is a highly doable measure. A GHG emissions trading market can catalyze the renovation of high emission industries to reduce GHG emissions and improve the efficient use of energy. Especially for developing countries in the Far East this is the key to opening a new era.
Aujourd'hui le problème du changement climatique lié à l'utilisation de combustibles fossiles est complexe et décisif pour tout le genre humain. En 1997, trois mécanismes de flexibilité ont été introduits par le Protocol de Kyoto. Parmis eux, le commerce des émissions a effet de serre est le plus proche des lois du marché, c'est pourquoi la tendance dominante est de supporter ce mécanisme pour résoudre les problèmes environementaux liés au changement climatique. Cependant de nombreux pays se questionnent sur les risques que pourraient provoquer ces transactions financières. Ils n'ont donc toujours pas inclus ce mecanisme dans leurs politiques environementales.En 2008, une directive a été modifiée par l'UE (Union Europeenne) ainsi a partir de 2012 les compagnies aéronautiques doivent obtenir des permis d'émissions de gas à effet de serre dans le cadre du MEPE (Marché européen des permis d'émissions). Cette loi est également entrée en vigueur le 2 Février 2009 et elle touchera directement le marché mondial de l'aéronautique. En outre, cette nouvelle directive de l'UE pourrait aussi avoir un impact sur l'OACI (Orgaisation de l'aviation civile internationale). Plusieurs questions derivées du droit international apparaissent également. Bien sur, les conflits de jurisdictions internationales et les disputes entre les organisations internationales qui appliquent le droit international moderne sont plus compliqués et aussi plus vastes.L'Asie est une zone hétérogêne en termes géographiques, politiques, environementaux et économiques. La région de l'Asie ne joue généralement pas le rôle de leader en politique internationale, cependant, apres l'éclatement de la bulle économique japonnaise au début des années 90 et surtout au cours des dernières années avec la naissance de la Chine moderne; le centre de gravité mondiale penche de plus en plus vers l'Asie. Jusqu'a present les pays asiatiques se sont surtout concentrés sur leur dévèloppement économique et ont pris une attitude passive dans la lutte pour la réduction des gaz à effets de serre. Ils devront pourtant s'ajuster à la directive puisque les vols en direction de l'Europe peu importe le pays dans lequel ils décollent serront soumis aux rêglements prescrits par la directive. La Chine, le Japon et Taiwan et leurs compagnies d'aviation respectives devront tous s'adapter aux nouvelles impositions de la directive. Les réactions de ces trois pays serront sans doute différentes considérant le fait que leurs situations geopolitiques respectives sont différentes: la Chine est un pays classé en voie de dévèloppement, le Japon est un pays industrialisé et c'est au Japon que le Protocol de Kyoto a été ratifié, Taiwan est un pays qui n'est pas un pays reconnu par la majorité des pays membres de l'ONU. Quels serront leurs points de vue et leurs réponses a cette nouvelle directive? Comment ferront'ils face au changement climatique?Bien que le mécanisme d'échange de gaz à effets de serre ait encore des lacunes à combler, cet article propose d'agrandir le spectre de la directive et de créer une zone asiatique à l'interieur de laquelle les gaz à effet de serre pourraient être échangés et vendus. En effet, cette startégie permet de stimuler la structure industrielle de ces pays et aussi d'ameliorer l'efficacité énergétique. Pour atteindre cet objectif il faudra une coopération soutenue entre ces pays basée sur le respect mutuel.

Abstract:
The resurgence of the polio virus in Nigeria following vaccine rejections poses a severe threat to the total worldwide eradication of polio. Vaccine refusals are a huge problem in Nigeria, especially in the North, which accounts for about 60 percent of polio cases in 2013. These refusals were informed by claims that polio vaccines contained anti-fertility properties that were designed by the ‘West’ to reduce the Muslim population. These claims and subsequent vaccine rejections culminated in the killing of health workers during an immunisation exercise in February 2013. This study is an analysis of the coverage of the polio eradication controversy by two newspapers- Punch and Daily Trust, following the killings of the health workers. Daily Trust is situated in Northern Nigeria, while Punch is situated in the South. The choice of these newspapers is based on the argument by Ayodele (1988) and Omenugha (2004) that the Nigerian press has been accused of escalating tension in the country because they view many aspects of the Nigerian reality from the lenses of religious, political and cultural prejudices. Because it is a text-based study, the chosen research method is Fairclough’s (1995) model of Critical Discourse Analysis (CDA), following a preliminary thematic content analysis. In addition to Fairclough’s model, the study employs textual analytic tools such as narrative analysis and rhetoric/argumentative analysis. The selected texts, which comprise editorials and news stories are analysed based on the themes identified during the thematic content analysis. The study concludes that while the two newspapers differ in their locations and stylistic approach to news, they are similar in their coverage of the polio eradication crisis. They both side with the Federal Government and help perpetuate the South versus North animosity thereby ignoring the intricacies involved in the polio eradication controversy.

Abstract:
It has generally been thought that Hannibal was a hostile individual and despised in Roman society because of his non-Roman status and his apparent tendency to be deceptive, cruel and savage. Yet, our understanding of Hannibal as a character is limited. This thesis attempts to address his characterisation through an examination of his night-time military exploits, and argue that our knowledge of Hannibal can be expanded upon by examining how Livy characterised Hannibal in his account of the Second Punic War. Furthermore, this thesis takes a fresh approach to Hannibal’s characterisation, considering Livy’s use of ‘the night’ in association with military activity, and revealing that Hannibal displayed traits that the Romans themselves valued. Thus, Hannibal’s character is developed through a nocturnal military setting, and he becomes comparable to Rome’s finest generals, including Fabius Maximus, Marcellus and Scipio Africanus. Similarly, it is also shown that he exhibited Roman military virtus in place of the traits traditionally thought to be synonymous with the non-Roman. By analysing the character of Hannibal in this manner, we reveal that in Roman thought he was an ambiguous character, whilst simultaneously highlighting how the Romans both perceived and used the night within the context of the army.

Abstract:
Automotive industries are very much interested in implementing warm forming technology for fabrication of light weight auto-body panels using aluminum alloys without localized thinning or splitting. A non-heat treatable and low formable AA5754-H22 aluminum alloy sheet was selected in the present work, and a laboratory scale warm deep drawing test set-up and process sequences were designed to improve material flow through independent heating of punch and dies. Significant enhancement in cup depth was observed when the temperature of punch and dies were set to 30°C and 200°C respectively. Thermo-mechanical finite element model of the non-isothermal deep drawing test was developed successfully to study the improvement in material flow incorporating Barlat-89 yield theory using temperature dependent anisotropy coefficients and Cowper-Symonds hardening model of AA5754-H22 material. It was found that a non-isothermal temperature gradient of approximately 93°C was established within the blank from the center to flange at the start of deformation, and subsequent evolution of temperature gradient helped in improving material flow into the die cavity. The effect of temperature gradient on forming behavior in terms of cup height, ear profile and thinning development across flange, cup wall, and blank center were predicted and validated with experimental results.

Abstract:
The extreme surface expansion and pressures observed during the backward extrusion process can have adverse effects on the surface of the workpiece and the life of the punches used in the process. After the forming process is complete, the ejection of the punch can further damage the part surface and reduce tool life because the pressures on the land of the punch remain quite high. The research presented in this investigation aims to reduce or eliminate the galling and surface damage for the backward extrusion process by creating a new class of punch which can create the opportunity for lubrication transport to the area underneath the punch and lessen the damaging conditions during punch ejection. The proposed tooling divides the traditional punch into two pieces, a hollow punch body and an insert with micro channels for lubrication transport. The tooling was developed and used in a series of tests to determine the benefits of the new punch. Preliminary data shows that the extrusion loads for proposed punch are similar to the conventional punch, but the surface finish is significantly enhanced using the modified punch design and the galling is minimized. Furthermore, there is a marked reduction in the ejection load required to remove the punch from the part after forming.

Abstract:
Aims: To assess the feasibility and efficacy of Keyes punch biopsy instrument (KP) in diagnosing cervical lesions and compare it with cervical punch biopsy forceps (CP). Methods: 75 women having adequate colposcopy with abnormal transformation zone were included and paired colposcopic directed biopsies were taken using KP followed by CP from the same target area. The outcome parameters were compared using paired t-test, Wilcoxon signed rank test and McNemar test. Results: It was feasible in all cases to take cervical biopsy with KP and CP. Volume of gross specimen obtained by KP was less than CP (0.076±0.097 vs 0.101±0.156 cm3, p=0.061), however on microscopic examination, mean length and depth of tissue in KP was greater than CP by 0.06 mm (p=0.810) and 0.14 mm (p=0.634) respectively. There was an exact agreement with final surgical specimen in 42% of cases in both forceps. Agreement within 1 degree was found in 25% of cases with KP and in 17% of cases with CP. Both the forceps equally missed microinvasive lesions but KP was inferior to CP for invasive cancer. Conclusion: KP is almost at par with CP for diagnosing preinvasive cervical lesions and is a useful adjunct to the existing armamentarium of biopsy forceps.

Evidence of prosthetic use can be dated back to the second Punic War [1]. However, state-of-the-art devices have advanced very little, especially for individuals who need forearm and hand functionality, and have little financial support for high-end, custom robotic devices. This is particularly the case for military veterans. The prosthetics prescribed are thermally hot, heavy in weight, fit poorly, restrict mobility and are unattractive. This paper will review how the aforementioned design challenge was addressed through 3D body scanning and rapid prototyping technologies, for an undergraduate product design student’s capstone project.

Abstract:
In the present investigation, tip test based on backward extrusion was utilized to characterize the effect of surface roughness of the billet and forming tools and type of lubricants on friction. For the test, cylindrical specimens made of aluminum alloys of 6061-O and 2024-O with four lubricants such as VG32, VG100, corn oil, and grease were used. Single punch and two die sets with different surface topologies were manufactured in order to investigate the effect of surface conditions on friction and flow behavior. The load levels and tip distances were measured for both materials and compared with each other to determine shear friction factors at the punch and counter punch interfaces separately depending on the variation of surface topologies using the finite element simulations. As a result, a linear relationship among the dimensionless load, tip distance, and shear friction factors at punch and counter punch interfaces was derived for the experimental conditions investigated. The slope change of this linear relationship from negative to positive clearly depends on the variation of the surface conditions at the billet/punch and billet/counter punch interfaces. Also, it was clearly demonstrated that the dimensionless tip distance for the frictionless case can be extrapolated from the experimental data based on the simulation results. The value for the frictionless case can be used for characterizing the relative effect due to surface topologies at punch and counter punch and lubrication qualities of lubricants under various processing conditions.

Abstract:
The Small Punch test is a miniaturized non-intrusive methodology that allows performing creep tests using very small specimens. It can be used for the residual lifetime assessment of in service components. In the last years, numerous applications of Small Punch Testing as well as related pre-normative work and Round Robin exercises have led to new insights which motivate a revision of the current Code of Practice for Small Punch Testing (CWA 15627, Dec. 2007) and/or its transfer in an EN norm. In this paper we present the state-of-art of the small punch technique: its performances, usefulness and critical aspects have been discussed and some examples have been reported. Some measurements carried out during the round-robin exercises have been reported: several testing laboratories are cooperating in a round-robin on a virgin P92 material. The tests are still in progress, so only preliminary data will be shown in this paper. A series of measurements performed during the pre-normative time will also be shown: a serviced (116,000 hours) ASME A213 T91 tube, installed in a petrochemical plant has been investigated. Small punch tests were performed and the residual life was then estimated by Omega Method. A microstructure characterization has been also reported. The results obtained encourage new efforts for material testing by SPT; sampling, however, was found as a critical step if the analyzed material may suffer from localized damage.

Abstract Forming nano-/micro-scale surface patterns on metal surfaces by direct compression molding is an important means for achieving small scale surface features with potential usage in wide ranging technological applications. Geometric fidelity of molded features and the corresponding molding response are of critical importance in determining the usefulness of the molding replication technique. In this paper, two series of microscale punches made of tool steels were fabricated using Ga+ focused ion beam (FIB). In one series, the punch consists of a single protruding rectangular strip of different width, w (dubbed the “single punch”). In the other series, the punch consists of two rectangular strips of identical dimensions separated by a spacing in between, s (dubbed the “double punch”). These so-fabricated punches were used to mold elemental single crystal Al. The mechanical response during compression molding was measured and analyzed. For the double-punch experiments, measured characteristic molding pressure exhibited a significant dependence on the spacing to punch width ratio, λ = s/w, as well as a significant dependence on s when λ was fixed. The molded features were examined and the phenomenon of incomplete filling was observed to occur at λ < 0.5.

Abstract The need for finishing chrome steel punch has drastically increased in order to obtain products with high quality and productivity. Chrome steel finds its application in manufacturing of punch and dies because of its higher hardness as varies up to 62 HRC. The paper is focused on improving the productivity of chrome steel punch through improving the surface finish using magnetorheological finishing process with a solid rotating tool core. The traditional method used for finishing of the chrome steel punch involves diamond lapping where machining marks and surface micro cracks are observed. In punching operation, the punch undergoes adhesive wear which can be controlled if the surface finish of the punch is improved. The surface finish obtained after diamond lapping process is up to 408 nm range. In present work, the further finishing of the tapered cavity of chrome steel punch is carried out. The chrome steel punch workpiece is rotated in a direction opposite to the rotation of the tapered tool tip surface in order to efficiently perform the finishing operation. The final surface roughness value of the flat surface of circular tapered punch is obtained as 26 nm from 420nm while the roughness value of the tapered surface is obtained as 22 nm from 408 nm in 90 minutes of finishing.

Small punch testing technology is used for quantifying the mechanical properties of bulk materials with greatly reduced volume. However, as the volume decrease, the ductile to brittle transition region of the specimen will move to lower temperature. That means a small punch specimen and a bulk specimen may fracture under different regime. For this case, it’s difficult to obtain fracture toughness of bulk materials from the small punch tests. In this paper, a new approach, which is based on Beremin local approach, to evaluate the Weibull parameters of bulk materials in the ductile to brittle transition region by small punch tests has been proposed. This paper focuses on the choice of specimen types of small punch test based on Beremin model. Four different types of specimens were tested at ductile to brittle transition region. i.e. ( a ) two kinds of linear notched small punch test specimen (LNSP), (b) two kinds of center holed small punch test specimen (CHSP). All notches of the specimens were machined by electric discharge method, and both sides of the specimens were grinded and polished. The results showed that 0.5mm CHSP (center holed small punch test specimen) is the best choice for small punch test based on Beremin model according to experimental curves, SEM (scanning electron microscope) analysis, and result of finite element simulation. Furthermore, the cumulative failure probability in ductile-to-brittle transition region by small punch tests was obtained and the method of calculating Weibull parameters (m,σu) is analyzed.
