Sustainability has become a central corporate concern and can determine a company’s success. The purchasing function is crucial to a firm’s sustainability policy. It drives a company’s sourcing activities and connects its internal functions to external suppliers and providers. Sustainable purchasing plays a key role in effecting a global strategy, requiring high-performance tools. Information systems can provide support services and stimulate and disseminate sustainable purchasing policies. This article combines a literature review with a qualitative study to illustrate how information systems contribute to corporate sustainable purchasing policies. Using an exploratory approach and constructivist positioning, a business-forecasting method is implemented to suggest a possible sustainable purchasing management path and a new role for information systems. A scenario is co-constructed from the responses of 12 purchasing function experts to questions about their practices and experiences, the effects of the rising wave of environmentalism, and the problems in implementing and optimizing information systems.

The concept of E-procurement has been widely spread with the growing use of informational technology in every field. Organizations are adopting methods of procurements that are more reliable, less time consuming and relatively stronger than the traditional methods. This quantitative study investigates factors influencing e-procurement practice in Karachi, Pakistan. A sample of 319 respondents was taken to observe the influence of internal organizational support, integration with suppliers’ electronic systems, supplier willingness, perceived improvements to purchasing tasks and supplier pressure on e-procurement intention. The results information indicates that internal organizational support, supplier willingness and perceived improvements to purchasing tasks significantly influences e-procurement intentions. However, the factors integration with suppliers’ electronic systems and supplier pressure does not have any significant impact on e-procurement intention. The result recommends the use of e-procurement system for organizations to facilitate the current practices of procurement.

AbstractGreen Public Procurement is currently a voluntary instrument to promote Sustainable Consumption and Production and Sustainable Industrial Policy. Surveys in this field help to understand how individual States, Public Authorities and Organizations, are approaching this voluntary instrument and thus how far they support Eco-Innovations and Sustainable Economy. Our survey focuses on mapping of units of local self-governments in the Slovak Republic that carried out Green Public Procurement in the category of paper products through the Electronic Contracting System (ECS) in 2017. We consider local self-government units to be major consumers of paper products, especially because of their extensive administration, what makes them a target group to promote the use of Green Public Procurement in a given category in practice. The total number of contracts awarded through the ECS in 2017 was 471. As the results show, the share of Green Public Procurements in the total number of Public Procurements in the Slovak Republic in 2017 was not satisfactory. In order to improve the situation, it is necessary to further deepen the targeted dissemination of examples of good practice in Green Public Procurement.

One form and effort of the government in tackling crime corruption in the case of goods and services procurement is by preparing and improve the governance of procurement of goods / services based on government electronic (E-Procurement) through the implementation of a direct purchasing system goods / services based on an electronic catalog (E-Purchasing). Deep problems This research is whether the form of applying a purchase through a catalog system e-Purchasing can prevent corruption and whether inhibiting factors for the application of E-Purchasing. Problem approach which is used is a normative juridical approach and empirical juridical approach.Primary data obtained through interviews with several sources while secondary data were obtained through literature study. Based on the results the research and discussion concluded that, the application of purchasing through Electronic catalog system (E-Purchasing) influences prevention efforts corruption in the procurement of goods / services. But in practice there is several inhibiting factors in the application of purchasing goods and services through electronic catalog system (E-Purchasing) including: law enforcement factors and factors of facilities / infrastructure or facilities that support law enforcement.Suggestions in this study are expected to be a strategy in response to actions criminal corruption in the procurement of goods / services if it will be done consistently with a preventive approach in the form of prevention by using the tools at outside of criminal law (non-penal), it is necessary to increase cooperation between Government Goods / Services Procurement Policy Agency (LKPP), provider, distributor of goods / services, and procurement manager.

The state's purchasing policy is one of the new institutions of the Public Procurement Law. Influenced by the changes in the package of directives coordinating public procurement procedures in 2014, our national legislator has taken steps to use public procurement for purposes other than strictly purchasing. Therefore, the authors' considerations strive to define the concept of "purchasing policy of the state", outlining the role and scope thereof in the functioning of the modern state. Furthermore, the authors try to point out problems related to its implementation by the public authorities, stating finally that purchasing policy will only be effectively implemented if all participants of the public procurement market are aware of the policy objectives.

Problem:The importance of purchasing is often neglected, and the possibilities for continuous improvements in order to reap advantages, such as cost reductions, are often overlooked. Furthermore, the subject of purchasing has not been explored to a large extent in academic research. Therefore, we found the subject to be of great interest and possibly containing opportunities for companies, including Saab Avitronics, to seize.

Purpose:The purpose of the thesis is to present recommendations after evaluating the purchasing organization and strategies regarding the strategic purchases within Saab Avitronics, Sweden.

Methodology:To receive a deeper understanding of the purchasing department, we found it necessary to use a qualitative method approach. Through a target-oriented selection we choose to do our empirical case study at Saab Avitronics. The empirical study consists of interviews with the selected respondents as well as written documents.

Analysis:The analysis is structured according to the theoretical framework; purchasing, purchasing objectives, purchasing organization, purchasing process and purchasing strategies.

Conclusions:The conclusions are the recommendations we have been able to suggest to Saab Avitronics in order to improve its purchasing function and increase the purchasing power. We find it appropriate for the business unit to rationalize and diversify its supply-base. Another recommendation is to remove the monetary range each purchaser can authorize purchases of.

Abstract:
This exposition summarises research published in several academic articles, in order to meet the requirements of PhD by publication. The focus of the work is on the role of electronic procurement in management of the purchasing function. From the late 1990s a number of independent e-procurement mechanisms were launched which offered potential benefits such as increased order accuracy, transaction efficiency and greater integration between trading partners. At the outset of this programme of research, e-procurement was therefore an emerging phenomenon with little academic research and presented an opportunity to investigate a largely unexplored area. Edmondson and McManus (2007) suggest that for nascent, as opposed to mature areas of research, where few formal constructs or measures exist, an exploratory, qualitative approach is required. This research followed such an approach through the use of case studies, involving observation, participation and interviews with key organisational actors. Each paper makes use of several cases in order to compare and contrast results from different organisations and to draw conclusions from multi-case analysis. The published articles focus on the impact of core applications within e-procurement, including online reverse auctions, electronic marketplaces, online catalogue sites, and buying systems covering the ‘requisition to pay’ cycle. The findings from the papers address a number of core themes in purchasing management. In considering buyer-supplier relationships, it was observed that such dyads are driven by traditional buyer negotiation factors such as segmentation, power and price and that use of eprocurement applications tended to enforce such traditional behaviours. In relation to the potential for integration, the study found that integration between firms was barely affected, as the concept of integration was neither an objective nor a business case driver for e-procurement adoption. This situation reflects the finding that procurement managers pursue functional targets rather than supply chain-level objectives. However, other significant effects from e-procurement adoption were noted such as the tendency by buyers to reduce supplier numbers and a move to re-engineer the procurement function in buying firms, through automating transactional processes. The research finds that e-procurement does not have a deterministic impact on purchasing management, and that it acts as an enabler to more effective management of the function though the way its different mechanisms are deployed. The exposition establishes that e-procurement is used in relation to supply conditions which are characterised by both ‘markets’ and ‘hierarchies’, but that it is the predefined purchasing strategy of the firm, rather than available technology solutions, which determines when markets and hierarchies are used. Additionally, an original model is introduced, focusing on developing an e-procurement policy which can support strategic purchasing goals. This model extrapolates findings from stages in the research, and marries together elements from various papers and frameworks therein, to produce some guidelines for adoption of this technology.

Leveraging purchasing power through collaborative purchasing arrangements is widely used to deliver efficiency savings in public procurement. The success of such arrangements requires the purchasing behaviours of individual members of the collaborative organisation to change in order to realise the benefits of lower prices. However the actual purchasing behaviours of organisations within a collaborative purchasing arrangement have not been widely researched. The research uses a stationary stochastic model of buyer behaviour, the NBDDirichlet, to describe and predict the purchasing behaviours of buyers of coronary and ureteral stents in a collaborative purchasing organisation in the English National Health Service. The three year analysis period is a period of major change for each category, the result of supplier promotional activity in the ureteral stent case and purchasing management activity in the case of the coronary stents. Deviations between the observed patterns of behaviour and the model predictions point to violations of the basic Dirichlet requirements of stationary markets and lack of partitioning. In both the ureteral and coronary stent cases the research identifies a segment of frequent purchasers whose behaviour differs from the rest of the population. The impact of framework agreements in restricting the purchasing repertoire of buyers is also identified as a deviation from typical purchasing patterns. Both interventions result in changes to established loyalty patterns, whereby the initial high observed levels of loyalty towards particular suppliers are replaced by a greater willingness to purchase from alternative suppliers. The data analysis also provides preliminary evidence for purchase deceleration as buyers defer purchases during a negotiation period in anticipation of improved pricing.

Applying advanced strategies for procurement can save hospitals substantial amounts of money. Many different strategies exist which fulfil different aims. Group purchasing organizations, the use of a consignment stock and supplier performance management are especially suited to improve the hospitals’ procurement. Based on focus interviews with procurement managers of Portuguese hospitals it became clear that there is enormous room to improve the general way how procurement is done but also the application of the three strategies mentioned. Given the overall importance of hospital logistics, the hospitals’ performance could make substantial progress when improving the hospitals’ procurement processes.

Abstract:
Abstract The paper wants to improve the procurement processes for custom-made machineries and components. Indeed, the current methods and software platforms adopted by industries for purchasing machineries do not consider value generated through the entire lifecycle. Furthermore, the purchasing process of custom-made components from external suppliers is often and still characterized by several negotiation activities. This paper wants to improve this context by proposing two approaches to fostering the procurement processes. The first objective is to define an approach for standardizing the method for configuring machineries to be supplied from suppliers and to establish an approach for estimating their costs. The most important benefits of such an approach consist of (i) machinery selection based on the Total Value of Ownership (TVO), and (ii) optimized suppliers’ selection by strengthening relationships between customers and suppliers. The second objective is to define a method and a software platform for managing the procurement phase of custom-made components. The most important benefits of this approach consist of (i) the standardization of procurement policies for custom and standard components, and (ii) the faster budgeting process. Future work consists of defining a reference model for gathering primary data required for TVO computation and defining standard agreements between suppliers and customers.

Aim/Purpose: [This Proceedings paper was revised and published in Informing Science: the International Journal of an Emerging Transdiscipline (InfoSci)] To develop and introduce a questionnaire that investigates the informing needs, information-seeking behavior, and supplier selection of procurement officers in Israel. The questionnaire’s internal consistency reliability is given. Additionally, we describe the demographic description of the procurement officers in Israel. Background: Procurement science is an important field that affects firms’ profits in the private sector and is significant to growth, innovation, sustainability, and welfare in the public sector. There is little research about the informing needs of procurement officers in general and particularly in Israel. Methodology: A quantitative questionnaire that is sent to all the procurement officers in Israel’s purchasing and logistics managers association. Contribution: The questionnaire that is developed in this paper may be used by other researchers and practitioners to evaluate the informing needs of procurement officers. Findings: The typical procurement officer is male, with a bachelor degree and is digitally proficient. Recommendations for Practitioners: The procuring side can use the questionnaire to develop better tools for obtaining information efficiently. The supplying side can use this knowledge to improve its exposure to potential customers and address its customer’s needs better. Recommendation for Researchers: The questionnaire can address theoretical questions such as how digital literacy affects the procurement process and provide empirical findings about active research areas such as supplier selection and information-seeking behavior. Future Research: Future research will examine the relationship between the various variables and demographic features to understand why specific informing needs and information-seeking behaviors arise.

Belgoprocess is momentarily in the process of purchasing its fifth NDA-system. Measurement systems are, although based on general designs, not from the shelf items but tailormade sophisticated and highly automated devices. It is obvious that such a project cannot be carried out by solely a NDA team, but needs a multifunctional team. This team combines NDA expertise with experts in civil works, electrical and mechanical engineering, procurement, IT, safety and legal administration. From less positive experiences in the past, Belgoprocess learned a lot and has now a systematic in place. This systematic structures the project from definition of requirements to operation, a two to three year process. This paper defines the phases of a NDA project and gives for each phase some do’s and don’ts. A second subject is the writing and handling of the vast but needed and required documentation. It gives a brief overview of the over thirty documents and files needed. The described, integrated and formal approach reduces the risk of failing projects, systems not meeting the expectations or denied qualification. It puts clear agreements in place, smoothening the relationship between company, supplier and authorities.

Abstract:
The experience of Western countries with a developed market infrastructure shows that the public procurement system naturally became an integral part of the sphere of internal commodity exchange of certain types of products and services and one of the mechanisms for maintaining competition and a liberal way of doing business. The objective basis for the existence and progressive development of the public procurement system in the national economy of many countries is the fact that in the process of fulfilling their target functions, individual government departments and organizational structures of any of them are forced to face the problem of material and technical support both for the implementation of state and local programs, and for the implementation of their current activities. As a rule, it is solved by purchasing the necessary material and intangible resources, goods, works and services through purchases, called state, in the process of specially organized competitive bidding. The purpose of this article is to show the experience of developed countries in the implementation of public procurement.
