Abstract:

Problem:The importance of purchasing is often neglected, and the possibilities for continuous improvements in order to reap advantages, such as cost reductions, are often overlooked. Furthermore, the subject of purchasing has not been explored to a large extent in academic research. Therefore, we found the subject to be of great interest and possibly containing opportunities for companies, including Saab Avitronics, to seize.

Purpose:The purpose of the thesis is to present recommendations after evaluating the purchasing organization and strategies regarding the strategic purchases within Saab Avitronics, Sweden.

Methodology:To receive a deeper understanding of the purchasing department, we found it necessary to use a qualitative method approach. Through a target-oriented selection we choose to do our empirical case study at Saab Avitronics. The empirical study consists of interviews with the selected respondents as well as written documents.

Analysis:The analysis is structured according to the theoretical framework; purchasing, purchasing objectives, purchasing organization, purchasing process and purchasing strategies.

Conclusions:The conclusions are the recommendations we have been able to suggest to Saab Avitronics in order to improve its purchasing function and increase the purchasing power. We find it appropriate for the business unit to rationalize and diversify its supply-base. Another recommendation is to remove the monetary range each purchaser can authorize purchases of.

Abstract:
This exposition summarises research published in several academic articles, in order to meet the requirements of PhD by publication. The focus of the work is on the role of electronic procurement in management of the purchasing function. From the late 1990s a number of independent e-procurement mechanisms were launched which offered potential benefits such as increased order accuracy, transaction efficiency and greater integration between trading partners. At the outset of this programme of research, e-procurement was therefore an emerging phenomenon with little academic research and presented an opportunity to investigate a largely unexplored area. Edmondson and McManus (2007) suggest that for nascent, as opposed to mature areas of research, where few formal constructs or measures exist, an exploratory, qualitative approach is required. This research followed such an approach through the use of case studies, involving observation, participation and interviews with key organisational actors. Each paper makes use of several cases in order to compare and contrast results from different organisations and to draw conclusions from multi-case analysis. The published articles focus on the impact of core applications within e-procurement, including online reverse auctions, electronic marketplaces, online catalogue sites, and buying systems covering the ‘requisition to pay’ cycle. The findings from the papers address a number of core themes in purchasing management. In considering buyer-supplier relationships, it was observed that such dyads are driven by traditional buyer negotiation factors such as segmentation, power and price and that use of eprocurement applications tended to enforce such traditional behaviours. In relation to the potential for integration, the study found that integration between firms was barely affected, as the concept of integration was neither an objective nor a business case driver for e-procurement adoption. This situation reflects the finding that procurement managers pursue functional targets rather than supply chain-level objectives. However, other significant effects from e-procurement adoption were noted such as the tendency by buyers to reduce supplier numbers and a move to re-engineer the procurement function in buying firms, through automating transactional processes. The research finds that e-procurement does not have a deterministic impact on purchasing management, and that it acts as an enabler to more effective management of the function though the way its different mechanisms are deployed. The exposition establishes that e-procurement is used in relation to supply conditions which are characterised by both ‘markets’ and ‘hierarchies’, but that it is the predefined purchasing strategy of the firm, rather than available technology solutions, which determines when markets and hierarchies are used. Additionally, an original model is introduced, focusing on developing an e-procurement policy which can support strategic purchasing goals. This model extrapolates findings from stages in the research, and marries together elements from various papers and frameworks therein, to produce some guidelines for adoption of this technology.

Abstract:
Leveraging purchasing power through collaborative purchasing arrangements is widely used to deliver efficiency savings in public procurement. The success of such arrangements requires the purchasing behaviours of individual members of the collaborative organisation to change in order to realise the benefits of lower prices. However the actual purchasing behaviours of organisations within a collaborative purchasing arrangement have not been widely researched. The research uses a stationary stochastic model of buyer behaviour, the NBDDirichlet, to describe and predict the purchasing behaviours of buyers of coronary and ureteral stents in a collaborative purchasing organisation in the English National Health Service. The three year analysis period is a period of major change for each category, the result of supplier promotional activity in the ureteral stent case and purchasing management activity in the case of the coronary stents. Deviations between the observed patterns of behaviour and the model predictions point to violations of the basic Dirichlet requirements of stationary markets and lack of partitioning. In both the ureteral and coronary stent cases the research identifies a segment of frequent purchasers whose behaviour differs from the rest of the population. The impact of framework agreements in restricting the purchasing repertoire of buyers is also identified as a deviation from typical purchasing patterns. Both interventions result in changes to established loyalty patterns, whereby the initial high observed levels of loyalty towards particular suppliers are replaced by a greater willingness to purchase from alternative suppliers. The data analysis also provides preliminary evidence for purchase deceleration as buyers defer purchases during a negotiation period in anticipation of improved pricing.

Applying advanced strategies for procurement can save hospitals substantial amounts of money. Many different strategies exist which fulfil different aims. Group purchasing organizations, the use of a consignment stock and supplier performance management are especially suited to improve the hospitals’ procurement. Based on focus interviews with procurement managers of Portuguese hospitals it became clear that there is enormous room to improve the general way how procurement is done but also the application of the three strategies mentioned. Given the overall importance of hospital logistics, the hospitals’ performance could make substantial progress when improving the hospitals’ procurement processes.

Abstract:
Purpose - The purpose of this thesis is to explore what performance indicators that exist within public procurement in defence sector context and how such performance indicators can be categorized.   Methodology - For the purpose of this thesis, an abductive approach was applied. This thesis is characterized as an exploratory multimethod qualitative research, which emphasize a single case study and a comprehensive research literature review. The empirical data was collected using semi-structured interviews, observations and documentary. The empirical data was analyzed using a data display and analysis, whereas a descriptive and content analysis was used for the research literature review.     Findings - Initially, a comparison between the conducted research literature review and the empirical study resulted in 117 performance indicators were abled to be identified. Furthermore, with support from the research literature review, the empirical study and the frame of reference, categorizations of performance indicators were possible. Through research literature review, the author were able to identify eight dimensions cost, quality, time, flexibility, sustainability, innovation, risk and compliance, all of which can be aligned to public procurement. Through the empirical study, seven elements were identified as categories. These elements include business strategy and development, operations management, category management, supplier management, customer management, procurement and expert and system support, all of which with aligned performance indicators.  Through the frame of reference, three decision-levels were used as categorization of performance indicators. The decision-levels could either be strategic, tactical or operational. Finally, a merger of decision-making levels and elements resulted in a conceptual model, visualizing how elements with aligning performance indicators within public procurement could be organized and structured.    Research limitations - At first, this thesis uses only one database for the research literature review, limiting the search result of publications concerning the research topic of this thesis. Secondly, single cases study within the defece sector, which limits the amount of information and may prevent transferability possibilities for other public procurement organizations.   Future research - From the result of this thesis, several potential research opportunities has been discovered. First, following-up and measure PIs in public procurement in order to justify the “real” compliance to rules and regulation. Another one is possible challenges with implementing PIs in public procurement organizations. Lastly, measuring process maturity in public organization would allow benchmarking possibilities among public organizations and defece sector procurement.

Background and research problem: In more recent years, the purchasing function has been given more attention as it has come to play a bigger role in improving and maintaining company performance. One of the underlying reasons for this could be the trend of increased outsourcing which implies that costs that used to be internal in form of wages and production costs are now external in the form of purchased items. This development therefore enhances the strategic importance of purchasing and the need for managing the relations with external sources. Currently available research in the area of purchasing management is mostly based on large companies and puts forward general guidelines for increasing purchasing effectiveness. From my observations of previous research I have concluded that there is a need for gaining a better understanding of how purchasing performance can be advanced in medium sized companies in particular. Currently available theory also show that the techniques and tools that provide for operational effectiveness and efficiency in purchasing also differs dependent on the industry and the relative position of the company in the value chain. Through studying purchasing for companies of this specific size segment with a similar position in the value chain the objective to be able to generate solutions for improving the purchasing function that are better fitted to this company segment.

Research purpose: The purpose of this paper is to investigate what measures can be taken to improve the purchasing function in medium sized manufacturing companies.

Method: The study is based on a qualitative research design and has been conducted by the use of semi-structured interviews. Five medium sized manufacturing companies participated in the study.

Theoretical perspective: Literature relating to competitive strategy, the construct and process of the purchasing function and theories concerning improvements of the same is overviewed.

Conclusions: The main obstacles to improving purchasing performance in medium sized companies are cooperation, information and costs. By improving organizational coordination and knowledge about internal processes, medium sized manufacturing companies could also have a better ability to identify separate issues specific to their company that is causing ineffectiveness in the purchasing function.  Information about costs and complete cost calculations are also of essence for being able to correctly evaluated alternatives and to make well informed choices.

Abstract:
The study explored lack of improvement of public procurement management practices in the public sector. The main themes which the study focused on are the following; causes of non-compliance of public procurement and contracts management procedures, factors influencing the selection of appropriate procurement management processes and the main factors for poor implementation of procurement management processes in the public sector. The study aimed to identify the causes of non-compliance; determine factors influencing selection of appropriate procurement management processes, and lastly examine, the main factors leading to poor implementation of monitoring and evaluation in the public sector. The study employed a qualitative design to investigate the problem using the exploratory method. The purposive sampling method was used to select interviewees from three departments, namely, Department of Local government and Traditional Affairs, Public Works and Office of the Premier with 15 participants as a selective sample of the study. The key findings of this study indicate three main problems which are: that lack of properly understood processes of public procurement leads to poor implementation of the system together with alternative strategies of implementing the system. Shortages of skills and lack of training amongst those who get hired within the supply chain management sections or in the procurement management sections of the departments who have little understanding of holistic public procurement management in general affect selection processes. Findings also indicate lack of adequate monitoring and evaluation on procurement management. The study recommends that people who get hired in the procurement management section of these departments should have proper procurement qualifications. Regulations and rules should be made clear to all those who work in the procurement management sections in the public sector, to enable the improvement of best management practices and also to improve public procurement management practices in the public sector.

ENGLISH ABSTRACT: The role of the traditional purchasing department has evolved significantly over the last decade into a competitive value adding procurement function within an organisation’s lean supply chain model. It has become a necessity to work with the suppliers to provide flexible, accurate, effective and cost effective goods and/or services (Barla, 2003; Ellram, 2002). In addition organisations are developing and utilising new business models geared towards improving both the balance sheet and the income statement to respond to external forces and new market opportunities. The change in business model places additional emphasis on leveraging increased innovation from suppliers, thus having a vast impact on supply management to such an extent that organisations are creating strategic relationships (Carter et al., 2007). In this paper, the supplier relationship management model will be studied under lean philosophy as to address the focal point – sustainable procurement. The paper will consist of three main areas: Supplier relationship management – Literature study Supplier relationship management – Case study Supplier relationship management – Operational tool Supplier relationship management – Literature study will address the theoretical methodologies, best practices, benefits and advantages, etc. Supplier relationship management – Case study will showcase a South African multi-national FMCG1 manufacturer’s methodology as well as the benefits of utilising a supplier relationship management approach to procurement. Supplier relationship management – Operational tool will be a practical tool developed for evaluating and facilitating supplier relationship management in an African context. The end result of the paper should be a feasible solution to prolonging the impact of procurement, thus increasing sustainability in the maturity stage of procurement’s life span in the typical product life cycle model (Canny Buyer, 2007). 1 Fast Moving Consumer Goods (“FMCG”) are products that have a quick turnover and relatively low cost (Wikipedia, 2007a).
AFRIKAANSE OPSOMMING: Die tradisionele rol van die aankope department binne ‘n organisasie het oor die laaste dekade merkwaardig verander en word nou bedryf as ‘n kompeterende waardetoevoegende skakel binne die organisasie se voorsieningsketting. Terselfdetyd het dit noodsaaklik vir leweransiers en organisasies geword om op ’n geïntegreerde wyse te werk te gaan om meer akkurate en koste-effektiewe goedere en/of dienste te lewer (Barla, 2003; Ellram, 2002). Organsisasies is ook genoodsaak om nuwe innoverende besigheidsmodelle te ontwikkel om ten beste eksterne besigheidsfaktore en nuwe markgeleenthede aan te spreek ten einde beide die balanstaat sowel as die inkomste staat positief te impakteer. Hierdie kardinale veranderinge in die besigheidsmodel van organisasies lei daar toe dat addisionele druk op leweransiers geplaas word om met innovasie navore te kom. Op sy beurt plaas dit verdere druk op die voorsieningsketting, selfs tot so ’n mate dat dit die organisasie noop om na die moontlikhede van strategiese vennootskappe te ondersoek (Carter et al., 2007). Abstract:
The study investigated the implementation of procurement procedures in the King William’s Town Education District. In spite of the provisions of the Constitution of the Republic of South Africa, Act 108 of 1996 and Public Finance Management Act No 1 of 1999(PFMA), in respect of the provision of services, procurement in the King William’s Town Education District is flawed. The study explored the legislative framework governing procurement procedures in the District, the extent of compliance and non compliance with procurement procedures, and the causes of flawed procurement procedures. A descriptive case study was used to describe, analyse and interpret a particular phenomenon, in this case the procurement procedures in the King William’s Town Education District. Purposive sampling was chosen for this study to create an understanding of the research problem, and to complement the case study method in eliminating any potential bias in the data. Respondents included mainly the managers in the District, who are instrumental in the implementation of procurement processes in the District. Self administered interviewing schedules were used for respondents to answer without the assistance of the researcher. The study found out that the District was lagging behind in respect of compliance to procurement procedures, monitoring and evaluation, and accountability. Based on the above findings, the study recommended the following: (a) strengthening accountability in all managers and public servants, (b) professional training and education of personnel and managers in order to be able to implement procurement processes, (c) establishment of compliance office, (d) introduction of complaints mechanisms, and (e) effecting monitoring and control mechanisms.

Abstract:
This study focuses on developing and implementing a web-based public procurement system. As one innovative way of enhancing public procurement, an attempt to develop and implement electronic tendering system is to be made. In designing the system, not only technological aspects but also issues related to public procurement process improvement are considered. As an analysis and design approach, object oriented methodology was chosen and UML was used. Java as a development language was preferred because the resulting system is expected to be portable. This study also puts forward propositions as to how the government should perform direct purchases to ensure that both public and private sector benefit from e-Procurement to achieve full value.

Abstract:
Study question: How can the process for article classification and procurement be improved in a new implementable inventory policy with the objective to reduce inventory costs. Purpose: The purpose of this degree project is to design a procurement policy which helps to minimize the annual capital tied up in inventory. Method: The procurement policy is created by a mixed method with a focus on the quantity inputs of secondary data and minor involvements of qualitative from primary data. Inventory management formulas from the theoretical framework constitute the conducted model. With the ground work from theory and inputs from interviews, the research approach has been deductive and followed the guidelines of Ali and Birley (1999). ABB Capacitors is the case study of this degree project which the model has been tested and verified upon. Conclusion: The degree project resulted in procurement policy which includes a calculation model and inventory analysis which has shown success from the theoretical comparisons, and it indicates that the procurement policy is functioning as intended. Mathematical formulas are mere tools in a procurement policy, experience and know-how are two pieces which importance should not be neglected.Weaknesses of this policy concern inventory capacity because the calculations’ purpose is to minimize inventory cost by procuring to an economic optimum. There is a chance that physical structure allows fewer quantities than what is financially best. The policy is recommended for manufacturing industries.
Frågeställning: Hur ska artiklar till lagret köpas in och klassificeras i en ny inköpsstrategi med målet att minska lagerkostnaderna och minimera lagernivåerna till givna förutsättningar. Syfte: Syftet är att ta fram en inköpspolicy som ska minimera årliga kapitalbindningen i lagret. Metod: Inköpspolicyn är utvecklad med hjälp av en blandad metod med fokus på den kvantitativa sekundärdatan med små delar av den kvalitativa primärdatan. Beräkningsmodellen består av de lagerstyrningsformler som presenteras i teorin. Med grunden från teorin och inläggen från intervjuer har forskningsmetoden varit deduktiv och följt riktlinjerna från Ali och Birley (1999). ABB Capacitors är fallstudien för detta examensarbete som modellen har blivit testat och verifierad hos. Slutsats: Examensarbetet resulterade i inköpspolicy som består av en beräkningsmodell och en artikelanalys som har visat sig framgångsrik från de teoretiska jämförelserna och det visar på att inköpsstrategin fungerar som tänkt. Matematiska modeller är bara verktyg i en inköpsstrategi, erfarenhet och kunnande är två komponenter vars betydelse inte ska förminskas. Svagheter i modellen rör kapaciteten i lagret eftersom modellens syfte är att minimera årliga lagerkostnaden genom att köpa in ur en ekonomisk synvinkel. Det finns en risk att den fysiska lagerytan tillåter mindre kvantiteter än vad som är optimalt. Modellen rekommenderas för tillverkande industrier.

Abstract:
Collectively, US public transportation systems operated 137,047 vehicles per peak period in 2008 (American Public Transportation Association 2010). Buses accounted for the largest segment among these vehicles, and the passenger van segment was second. Together, they accounted for 78% of the vehicles operated per peak period (American Public Transportation Association 2010). Due to their pervasive use in the public transportation industry, buses and vans have been the focus in various academic research studies. However, very few studies have focused on vehicle procurement. Further, none have focused on the specific vehicle procurement function of supplier evaluation and selection. The over-arching objective of this research is to gain a deeper understanding of the relative importance of vehicle supplier attributes in reference to the Federal Transit Administration's (FTA) “best-value” procurement initiative and the influence of these attributes on the evaluation and selction of bus and van suppliers. This research studies vehicle procurement decision-makers at public transportation agencies to determine which supplier attributes they perceive to be the most important when evaluating vehicle suppliers. Results indicate that the top five supplier attributes were quality, reliability, after-sales support, warranties and claims, and integrity. The order of these top five attributes changed according to the type of supplier being evaluated, i.e., conventional fuel vehicle supplier versus alternative fuel vehicle supplier. The reason for this change was explained as being due to the increased engineering and technological expertise required of alternative fuel vehicle suppliers. Utilizing Analysis of Covariance (ANCOVA), the research showed that the variation in the perception of the importance of particular supplier attributes was not generally influenced by an agency's urban classification, its vehicle fleet size, its capital expenditure level, its decision-makers' education level, or their years of experience. However, FTA region was determined to have an influence on two attributes. Utilizing a conditional logit discrete choice model, the research also found that in practice price and not quality had the highest parameter estimate and was therefore deemed most important. It was followed by quality, after-sales support, technical capability, and delivery. Further, to garner a deeper understanding of attributes' relative importance, participants in the research identified 41 attribute components and provided metrics by which to measure these components and, by extension, the attributes. This research contributes in four areas. These are government procurement initiatives, agency “best-value” procurement practice, vehicle supplier marketing, and academic research in supplier evaluation and selection in the public transportation industry.

Code of conduct är företagets formulering av strategiska risker som ska undvikas. Strategiska risker är beroende av företagets affärsstrategi och intressenter.  Företag måste övervaka att code of conduct följs av leverantörer, annars utsätts företag för risken att deras rykte och värdeskapande förmåga försämras. Inköpsprocessens olika steg är sammankopplade och beroende av beslut som tagits i tidigare steg.   Syfte: Vårt syfte var att utvärdera hur Andritz hanterar strategiska risker i deras inköpsprocess gentemot deras leverantörer samt ge förslag på hur Andritz kan förbättra hanteringen av strategiska risker i inköpsprocessen.   Metod: Vår forskningsansats var en fallstudie med utvärderingsdesign. Insamling av material har samlats in genom företagsdokument och intervjuer utifrån målstyrt urval.   Resultat/Slutsats: Andritz hanterar de ekonomiska riskerna; kvalitet och pris. Det finns förbättringar som Andritz kan göra med sociala och miljörisker. Andritz har tillskillnad från kvalitet och pris, inte specificerat vad de vill få ut av leverantören med arbetsmiljö, arbetssäkerhet, avfall och utsläpp. Andritz behöver tydligt specificera vad de vill få ut av leverantörer samt skapa rutiner för hur kontroller ska genomföras.
Background / problem: Companies have experienced an increased pressure from stakeholders to act more sustainable in their purchasing and therefor costumer demands of supplier compliance of code of conduct have increased. Code of conduct is a way for companies to manage strategic risks, which depends on the business strategy and stakeholders. Companies must monitor supplier’s compliance of code of conduct; otherwise the company will be exposed to the risk of reputational damage and decreased value creation. The different steps in the purchasing process are connected and dependent on decisions that have been made in the previously steps Purpose: Our purpose was to evaluate how Andritz manage strategic risks in purchasing process in relationship to their suppliers, in order to bring suggestions of improvements that Andritz can make to improve the strategic risk management in the purchasing process. Method: Our research approach is an evaluation case study. Collection of data has been collected through business documents and interviews based on target-oriented selection. Results / Conclusion: Our conclusion is that Andritz manage their economic risks as quality and low cost, but improvement can be made when it comes to social and environment risks. Andritz have not specified what they want from the suppliers when it comes to work safety, waste and emission and working environment, and because of the lack of clear social and environmental terms, Andritz have to create specifications of what they want of the supplier’s and also create routines of how controls will be carried out.

The just-in-time purchasing literature resoundingly endorses long-term, cooperative buyer-supplier relationships. Significant anecdotal and descriptive evidence indicates that such relationships are rare in practice, raising questions as to the performance consequences of this gulf between theory and practice. Using an accepted theoretical model of the buyer-supplier relationship, transaction cost economics, this study examined the purchasing performance implications of the nature of the buyer-supplier relationship under just-in-time exchange. The focal purpose of the study was to examine the performance consequences of crafting long-term, cooperative relationships. The research design employed was a cross-sectional field study, involving a static-group comparison, implemented through the use of a mail survey. A dual-stage cluster sample of eight hundred purchasing managers and professionals employed in the two digit Standard Industrial Classification (SIC) Code 36, Electronic and Other Electrical Equipment and Components, was provided by the National Association of Purchasing Management (NAPM). The questionnaire was pretested and the substantive validity of the measurement scales assessed. Scales were purified via correlational and reliability analyses. Criterion-related and construct validity were established via correlational, exploratory factor, and confirmatory factor analyses. The three hypotheses of the study, involving extant tests of the association between the nature of the buyer-supplier relationship and purchasing performance (i.e., as reflected by transaction costs), were tested via analysis of covariance (ANCOVA) models. All three hypotheses were supported by the data to varying degrees. The confirmation of the theoretical model of the study provides empirical evidence to researchers and practitioners as to the superiority, in exchange efficiency terms, of cooperative relationships under conditions of just-in-time exchange. It may not be presumed, however, that cooperative exchange will enhance efficiency in all exchange environments.

This study focused on the impact of implementation of Supply Chain Management Policy (SCM) in Limpopo Department of Local Government and Housing (The Department of Local Government and Housing is officially known as the Department of Co-operative Governance, Human Settlements and Traditional affairs as from the 16 August 2011).The study analyzed the impact of implementation of SCM policy including the implications of non-compliance with this policy. The study also provides an analysis of the perceptions of officials of the Department of Local Government and Housing with regard to the impact of implementation of Supply Chain Management policy. The study also looked at Supply Chain Management in a public sector context including mechanisms that can be employed in order to improve implementation of Supply Chain Management policy. Qualitative research methods were used in this study. This means that primary data was collected using interviews and questionnaires. The findings from the study indicated that the Department experienced challenges in implementing the SCM policy and that there was a significant change in the behavioural patterns of the certain employees after the SCM policy was implemented. The study also revealed that the implementation of SCM policy had both positive and negative effects on the employees of the Department, service providers as well as the public. Furthermore, the research revealed that violation of SCM policy has a negative impact on service delivery. The study has provided answers to both the main research question and sub-questions. From the findings made, the study concluded that the implementation of Supply Chain Management policy has both the negative and positive impact on the Department.

This thesis analyzes the effects on the price impacts of the Commodity Procurement Program when canned peaches are purchased. The main objective is to assess the effects of canned peaches purchases on the farm-level price of canning peaches. Interviews of the industries that participate in the Commodity Procurement Program are used to understand how the industry interacts with commodity procurements and to evaluate if the industry feels that commodity procurements have a significant effect on procured fruitsâ and vegetablesâ prices to help better judge the overall effectiveness of the commodity procurement program. A theoretical model of the Commodity Procurement Programâ s effects on the vertically related markets is constructed. Data are collected for the processor-level and farm-level peach markets. The results provide evidence that the quantity demanded of commodity procurements for canned peaches has a statistically significant negative effect on both the partial and final processor-level price. Also the results indicate that the quantity demanded of commodity procurements for canned peaches does not have a statistically significant effect on the final farm-level price. The results from the Breusch-Pagan tests for the processor-level partial reduced form price equation, the processor-level final reduced form price equation and the farm-level final reduced form price equation indicate that there is no significant evidence that the quantity demanded of commodity procurements stabilizes or destabilizes the farm-level or processor-level price.

The main research problem addressed in this study was to determine the key factors required by purchasing and supply departments in the automotive manufacturing industry to be efficient and effective. To achieve this objective, it was necessary to identify five sub-objectives which were, firstly, to determine the extent to which the purchasing and supply departments in the automotive industry believe that certain key factors in pricing, quality and supplier management are required to achieve excellence. Secondly, to identify if the purchasing and supply departments in the automotive industry actually implement the key factors on pricing, quality and supplier management in practice. Thirdly, to determine if there are any additional factors other than these key factors that business firms regard as key factors to be classified as worldclass purchasing and supply departments. Fourthly, to analyse why purchasing and supply departments in the automotive manufacturing industry do not always implement these key factors. Lastly, to identify any other factors that could have a significant negative impact on the performance of purchasing and supply departments. The study commenced with an analysis and review of relevant literature from various text books, journals, publications and internet sources. The literature study covered issues such as price determination, cost management, basic negotiation strategies, managing supplier quality and the supplier base, as well as a general overview of the latest developments in purchasing and supply management in business. The purpose of the literature analysis was to establish a theoretical basis for the design of the questionnaire which was used as a research instrument in this study. A survey was conducted among selected automotive assemblers and their first and second tier manufacturing suppliers in the automotive industry. The main areas of focus in the questionnaire were pricing, quality, and supplier management. As the questions in the questionnaire related to the purchasing and supply department of a business firm, a qualified and experienced buyer in the purchasing and supply department was identified in each firm to complete the questionnaire. The empirical results from the study conducted indicated that the respondents were in strong agreement with the proposed importance of the factors of pricing, quality, and supplier management required to achieve xcellence. However, the respondents also indicated that there were various obstacles which prevented the firms from implementing these key factors. Some of the obstacles mentioned were long lead times, late deliveries from suppliers, too few competitors in the market place, supplier capacity constraints and the sustainability of suppliers. Additional obstacles that the study identified were the high workload of buyers in general, incompetent staff and insufficient manpower that affected the performance of a purchasing and supply department. The buyers were not only performing buying activities, but were also involved in logistics related activities, which increased their workload and negatively affected their performance. Lack of specialised purchasing and supply chain knowledge was identified as another obstacle to achieving excellence. The empirical study highlighted some recommendations to assist purchasing and supply departments in the automotive industry to achieve excellence and become world-class departments. Examples of these recommendations are that suppliers need to be educated on how to understand their costing models and to check their own sustainability; local purchasing and supply departments require training in the purchasing skills such as incoterms, delivery times, minimum and maximum order quantity; as well as the payment terms. Buyers should be trained to become experts in their products and packaging, as well as the manufacturing process of the product they are purchasing The business firm should only employ qualified buyers who have financial and administrative skills, as well as the ability to adapt to change and work in teams. Buyers also need to master the in-house systems and work procedures involved in purchasing a product. The empirical study also identified that the majority of buyers in the automotive manufacturing industry are senior buyers, male in gender and between the ages of 40-49. The implementation of the recommendations based on the study’s empirical findings will assist in improved pricing, quality and supply management in the automotive manufacturing industry.

Background – Increase in global competition, technological changes and demanding customers have resulted in more knowledge-intensive, unstable, complicated and an uncertain environment. In order to overcome these demand uncertainties and tough circumstances, manufacturers are required to investigate methods to increase flexibility. To achieve the flexibility improvements, each component of supply chain such as suppliers, manufacturing plants, warehouses, and distributors must possess the potential to be flexible. Theory implies that the main link between company’s upstream supply chain namely suppliers and its own business unit are the sourcing strategy. Usually sourcing practitioners distinguish between sourcing strategies using portfolio models. They normally categorize purchased items based on the strategic importance of the item and characteristics of its supply market. It is a critical issue to explore how different sourcing strategies, for different categories of procured items, can influence sourcing flexibility. Purpose– The purpose has been diagnosed as to study how the prerequisites of Bombardier’s procurement procedures along with its associated strategies, can affect the flexibility that can be provided through sourcing namely sourcing flexibility. This study desires to investigate the concept of sourcing flexibility with considerations on category level. It can be beneficial to investigate how different strategies, related to different categories of procured component, can influence the level of sourcing flexibility specified to that category. This would lead us to two key questions: How can sourcing flexibility be defined in Bombardier and why is it required? How can sourcing strategies influence sourcing flexibility considering different categories of components? Methodology– To provide appropriate definitions for sourcing flexibility and strategic procurement, this study went through a comprehensive review on the relevant literatures. By a deep analysis, accompanied with several unstructured interviews on one of the undergoing projects in the company, the drivers for the sourcing flexibility have been diagnosed. The procured components have been categorized into four categories of strategic, bottleneck, leverage, and noncritical through 4 different structured quantitative questionnaires. 33 diverse individuals with purchasing and/or engineering background answered those questionnaires. The categorization criteria have been extracted out from two models suggested by Kraljic (1983) and Olsen & Ellram (1997). Four independent components, one from each category, were selected for further observations. Finally, the links between sourcing strategies and sourcing flexibilities were expansively analyzed through 9 semi structured interviews with company’s strategic purchasers and suppliers’ representatives. Conclusion– Sourcing flexibility can be defined from two perspectives. First one refers to the capability of the focal firm to change the structure of its upstream supply chain. Second aspect refers to the ability of company’s suppliers to provide it with flexibility in three dimensions of delivery, volume and product. Both two aspects along with related dimensions can be measured in three different conditions of required, actual and potential by using range, mobility and uniformity as measuring elements. The results showed that the first perspective has a direct relationship to the sourcing strategies that focal firm may apply for different categories of procured component. Furthermore, the availability of second perspective is highly dependent on the relationship between the focal company and its suppliers, where strategic procurement plays an indispensable role. Based on the results the required level of sourcing flexibility, related to each category, differs significantly with other categories. The findings also suggested that the levels of delivery, volume and product flexibility have a close connection to the diverse strategies and attributes of the four different categories. Additionally they are well dependent on the internal operational capabilities of the suppliers along with the established relationship between buyer and supplier. Originality/Value– Main portions of previous studies have explored the concepts of sourcing flexibility and strategic procurement separately. Although, there exists some narrow numbers that have analyzed the relationship between sourcing strategies and sourcing flexibility to some limited extent. This study tries to contribute to the existing literature by empirically exploring the principal reasons for companies necessitating to increase sourcing flexibility. It investigates how sourcing flexibility can be improved through strategic procurement. The main contribution is to consider sourcing flexibility from the category perspective. Latter is a subject that has been neglected in the previous literatures. It is extremely hard to find literature which has analyzed sourcing flexibility at the category level. This report analyses the level of sourcing flexibility specified to different categories of strategic, bottleneck, leverage, and noncritical components. It suggests some factors that may influence the selection of a specific sourcing flexibility strategy regarding different component categories. Finally, it may introduce some extra elements that can be influential on the level of sourcing flexibility dimensions. Some examples of those influential elements are bargaining power and establishment of a close relationship.

A administração pública brasileira, em seu estágio atual, vive um intenso processo de aprimoramento do ordenamento jurídico e das práticas relacionadas às compras governamentais, tendo como base a Lei número 8.666 1993. Nesse contexto, são identificados instrumentos legais que viabilizam a prática da centralização de compras pelos órgãos públicos, com destaque para o Decreto número 8.250 2014, o qual atualizou o Sistema de Registro de Preços, bem como o Decreto número 8.189 2014, que prevê a criação da Central de Compras e Contratações no âmbito do Ministério do Planejamento, Orçamento e Gestão. Situada no âmbito da administração pública federal encontra-se a Marinha do Brasil (MB), subordinada ao Ministério da Defesa. Se por um lado a Força dispõe de uma estrutura de centralização de compras já consolidada, voltada para aquisição de materiais, identifica-se um interessante potencial a ser explorado no tocante às contratações de serviços. Nesse contexto, o presente trabalho tem por objetivo propor um modelo de contratações centralizadas de serviços comuns para a MB, no qual estarão definidos o padrão de centralização a ser adotado, o escopo geográfico da centralização e as responsabilidades institucionais das organizações envolvidas. Adicionalmente, será proposto um rol inicial de serviços comuns a serem incluídos no modelo, bem como estimadas as economias de processo, em termos financeiros e de tempo, e de escala esperadas a partir da sua implementação. Os resultados obtidos são instigantes, na medida em que as inferências realizadas apontaram para economias da ordem de milhões de reais.
The brazilian public administration, in its current stage, undergoes an intense process of improvement of the legal basis and practices related to the governamental procurement, which are based in the law Number 8.666 1993. In this context, legal instruments that enable the practice of purchasing centralization by public entities are identified, especially the Decret Number 8.250 2014, which updated the Registration Sistem Pricing, as well as the Decret Number 8.189 2014, which previse the creation of The Central of Procurement under the Ministry of Planning, Budget and Management. Situated within the pulic administration is the Brazilian Navy, under the Ministry of Defense. On the one hand, the Navy has an already consolidated structure of centralized purchasing of materials. On the other hand, we identify an interesting potential to be explored in relation to services’ purchasing. In this context, the present study aims to propose a model of cetralized purchasing of common services for the Brazilian Navy, in which will be defined the satandard of centralization to be adopted, the geographic scope of centralization and the institutional responsibilities of the organizations involved. Additionally, will be proposed an initial list of common services to be included in the model, as well as, will be estimated the economies of process, in terms of money and time, and scale expected from the implementation of the model. The results obtained are instigating, since the inferences made pointed to savings of millions of Reais.

Background: This study describes the incentives and barriers of public procurement ofcellulose-based and locally produced textiles in the Swedish healthcaresector governed by the county councils and regions. The size of the publicprocurement market is substantial which makes it imperative to analyse theprocurement decisions taken by this large customer from asustainability perspective. To understand these decisions better the publicprocurement is also analysed from an organisational perspective discussingpressures from global, regional and local stakeholders and governingauthorities.Methods: Empirical and primary data was collected from three semi-structuredinterviews with procurement officers, strategic buyers and heads ofprocurement departments in three county councils and regions in Sweden.The qualitative data was supplemented with quantitative data from a surveytargeting the additional 18 county councils and regions in Sweden. All 21county councils and regions in Sweden participated in or responded to theinterview and survey study. Six (33 %) complete responses were submitted,while five (28 %) surveys were partially responded to. Seven (39 %) countycouncils and regions did not participate in the study. The quantitative surveydata was analysed through the Fisher’s exact test and a thematic analysis wasapplied jointly on the interview and survey data due to the identicalinterview and survey questions.Results: The four themes found in the empirical data were concluded to be thedecision-making in these procurement processes being affected by manystakeholders, a high trust on suppliers for information updates andsustainable responsibility, an existing knowledge gap on cellulose-based andlocally produced textiles and the challenges and opportunities surroundingthe regulation of sustainability in the contract terms in the publicprocurement of textiles. The procurement officials being in a leading or nonleadingposition did not show any statistically significant effect on theperception of the clarity in the relevant political directives and how thisinfluences the possibility to take sustainable action in the procurementprocess, nor on whether the short-term (lowest) price has a higher prioritythan the long-term (e.g. long-term societal and environmental costs) in theprocurement of textiles.Conclusion: The sustainable public procurement of textiles within the Swedish healthcaresector governed by the county councils and regions is characterized by ahigh level of organisational complexity including many global, regional andlocal stakeholders. The governing authorities as well as the procuringorganizations and suppliers show interest in implementing sustainableprocurement processes which is however aggravated by static contract terms,limited knowledge on novel textile materials and the perceived costs relatedto the procurement.

Abstract:
In this thesis we analyze the procurement process of buyers and supply decisions of manufacturers. Companies are looking for ways to decrease their procurement costs, which account for a large percentage of the supply chain costs. We study the effects of demand aggregation and collaborative procurement on buyers' profitability. First, we make a high-level analysis and consider a market with multiple buyers and suppliers where multi-unit transactions for multiple items take place. The procurement costs are effected by economies of scale in the suppliers' production costs and by economies of scope in transportation. We design buyer strategies that model different collaboration levels and assess the role of collaboration under varying market conditions. Next, we analyze the procurement process at a lower level and identify benefits of inter-firm collaboration among buyers who are potential competitors in the end market. We adopt a game-theoretic approach to explore the economics of the basic mechanism underlying collaborative procurement, and determine the conditions that makes it beneficial for the participants. Besides low procurement costs, important considerations in supplier selection are responsiveness and the reliability of the suppliers in meeting demand. Hence, manufacturers face the pressure for quoting short and reliable lead times. We cover several aspects of the manufacturer's problem, such as quoting reliable due-dates based on current workload in the system, maximizing profit considering the lateness cost incurred due to late deliveries, and deciding on the level of inventory to increase responsiveness. We employ a model where demand arrival and manufacturing processes are stochastic, and obtain insights on the optimal due-date quotation policy and on the optimal inventory level.

In markets where suppliers experience learning by doing over time or, more generally, economies of scale in production, buyers are auctioning off longer-term contracts with an eroding price policy. Under an eroding price contract, the buyer initially competitively awards production to the lowest-bid supplier via an auction. Before the auction takes place, the buyer makes it clear to the suppliers that, if chosen, a sequence of price reductions will be mandatory in subsequent periods. In this thesis, we mainly study the design of the optimal eroding price contract in a two period setting under three different model settings : (1) Every supplier faces a new cost in each period (NLI model), (2) The supplier who wins the auction in the first period locks-in his cost for the future, and the buyer makes the future payment based on the winning supplier's current bid (LI1), and (3) The supplier who wins the auction in the first period locks-in his cost for the future, and the buyer makes the future payment based on the winning supplier's actual cost (LI1). Under NLI setting, the magnitude of the cost reduction due to learning by doing is common knowledge, while the magnitude is uncertain under LI1 and LI2 settings. We also study the optimal reserve prices in sequential independent auctions under NLI setting. We go on to compare the performance of the eroding price policy against sequential independent auctions (without or with the optimal reserve prices) under the above model settings. Via analytical and numerical comparisons, we find that even in the presence of learning by doing/economies of scale in production, a buyer is often better off running sequential auctions with a reserve price, rather than limiting competition and contracting with a single supplier in the hopes of extracting a better future price.
