Sustainability has become a central corporate concern and can determine a company’s success. The purchasing function is crucial to a firm’s sustainability policy. It drives a company’s sourcing activities and connects its internal functions to external suppliers and providers. Sustainable purchasing plays a key role in effecting a global strategy, requiring high-performance tools. Information systems can provide support services and stimulate and disseminate sustainable purchasing policies. This article combines a literature review with a qualitative study to illustrate how information systems contribute to corporate sustainable purchasing policies. Using an exploratory approach and constructivist positioning, a business-forecasting method is implemented to suggest a possible sustainable purchasing management path and a new role for information systems. A scenario is co-constructed from the responses of 12 purchasing function experts to questions about their practices and experiences, the effects of the rising wave of environmentalism, and the problems in implementing and optimizing information systems.

The concept of E-procurement has been widely spread with the growing use of informational technology in every field. Organizations are adopting methods of procurements that are more reliable, less time consuming and relatively stronger than the traditional methods. This quantitative study investigates factors influencing e-procurement practice in Karachi, Pakistan. A sample of 319 respondents was taken to observe the influence of internal organizational support, integration with suppliers’ electronic systems, supplier willingness, perceived improvements to purchasing tasks and supplier pressure on e-procurement intention. The results information indicates that internal organizational support, supplier willingness and perceived improvements to purchasing tasks significantly influences e-procurement intentions. However, the factors integration with suppliers’ electronic systems and supplier pressure does not have any significant impact on e-procurement intention. The result recommends the use of e-procurement system for organizations to facilitate the current practices of procurement.

AbstractGreen Public Procurement is currently a voluntary instrument to promote Sustainable Consumption and Production and Sustainable Industrial Policy. Surveys in this field help to understand how individual States, Public Authorities and Organizations, are approaching this voluntary instrument and thus how far they support Eco-Innovations and Sustainable Economy. Our survey focuses on mapping of units of local self-governments in the Slovak Republic that carried out Green Public Procurement in the category of paper products through the Electronic Contracting System (ECS) in 2017. We consider local self-government units to be major consumers of paper products, especially because of their extensive administration, what makes them a target group to promote the use of Green Public Procurement in a given category in practice. The total number of contracts awarded through the ECS in 2017 was 471. As the results show, the share of Green Public Procurements in the total number of Public Procurements in the Slovak Republic in 2017 was not satisfactory. In order to improve the situation, it is necessary to further deepen the targeted dissemination of examples of good practice in Green Public Procurement.

One form and effort of the government in tackling crime corruption in the case of goods and services procurement is by preparing and improve the governance of procurement of goods / services based on government electronic (E-Procurement) through the implementation of a direct purchasing system goods / services based on an electronic catalog (E-Purchasing). Deep problems This research is whether the form of applying a purchase through a catalog system e-Purchasing can prevent corruption and whether inhibiting factors for the application of E-Purchasing. Problem approach which is used is a normative juridical approach and empirical juridical approach.Primary data obtained through interviews with several sources while secondary data were obtained through literature study. Based on the results the research and discussion concluded that, the application of purchasing through Electronic catalog system (E-Purchasing) influences prevention efforts corruption in the procurement of goods / services. But in practice there is several inhibiting factors in the application of purchasing goods and services through electronic catalog system (E-Purchasing) including: law enforcement factors and factors of facilities / infrastructure or facilities that support law enforcement.Suggestions in this study are expected to be a strategy in response to actions criminal corruption in the procurement of goods / services if it will be done consistently with a preventive approach in the form of prevention by using the tools at outside of criminal law (non-penal), it is necessary to increase cooperation between Government Goods / Services Procurement Policy Agency (LKPP), provider, distributor of goods / services, and procurement manager.

The state's purchasing policy is one of the new institutions of the Public Procurement Law. Influenced by the changes in the package of directives coordinating public procurement procedures in 2014, our national legislator has taken steps to use public procurement for purposes other than strictly purchasing. Therefore, the authors' considerations strive to define the concept of "purchasing policy of the state", outlining the role and scope thereof in the functioning of the modern state. Furthermore, the authors try to point out problems related to its implementation by the public authorities, stating finally that purchasing policy will only be effectively implemented if all participants of the public procurement market are aware of the policy objectives.

Procurement systems in democratic governments across the globe face competing demands, conflated values and goals, and are being called upon to address societies "wicked" problems under the rubric of government "reform." As a result, government purchasing professionals are being challenged to develop new flexible structures and processes that devolve purchasing responsibility, yet maintain accountability and control; limit the opportunity for fraud/mismanagement while reducing operational constraints; increase economic efficiency while satisfying political demands for minority/local/small and women owned business participation; increase open and transparent competition while achieving best value; and applying best practices while confronting legal limitations. Essentially these dilemmas have placed public procurement at the forefront of government reform efforts. The current study delineates the nature of five dilemmas that purchasing practitioners face, and the implications of these dilemmas for purchasing in the public sphere are explored. Given the complexity of these dilemmas, procurement professionals will be continually called upon to balance these inherent tensions with little guidance from policymakers or elected officials.

Purpose The purpose of this paper is to analyze e-procurement in small and medium-sized enterprises (SMEs) and its relationship with top management support, IT obstacles and strategic purchasing and the effect of e-procurement on performance (procurement performance and business performance). Design/methodology/approach The hypotheses were tested using a sample of 199 managers from SMEs in manufacturing. Findings The results indicated a significant relationship between e-procurement in SMEs and top management support, IT obstacles and strategic purchasing. Similarly, the authors found a positive relationship between e-procurement and procurement process performance and business performance. Practical implications The findings stress to SME managers, the need to pay attention to top management support, IT obstacles and strategic purchasing when implementing e-procurement. Similarly, it provides evidence of the benefits of e-procurement on procurement process performance and business performance. Originality/value This study fills a gap in the literature regarding e-procurement in SMEs and its impact on performance. SMEs constitute a significant part of today’s economies and e-procurement can significantly impact the performance of these organizations.

Drug services in Public Healthcare are an important component whose availability influences the success of health efforts. District / City Health Office is a regional government work unit in the health sector, one of the tasks and authorities of which is to provide and manage public medicines for the district/city area. Effective pharmaceutical management in health service facilities is very important for patient welfare so risks must be identified and controlled. One of the efforts made by the City Health Office is to procure drugs using other methods that are legal according to government procurement of goods/services besides e-purchasing, which is called non-e-purchasing of drugs. Risks in the pharmaceutical supply chain are related to product discontinuity, product shortages, poor performance, patient safety, expense errors, and technological errors, all of which can result in system disruption. This study aims to determine the suitability of the plan with the realization of e- purchasing of drugs, identify problems that hamper the implementation of e-purchasing of drugs, determine the impact of obstacles on procurement, cost efficiency of drug procurement and determine the potential savings of drug procurement by e-purchasing for the period 2015 to 2019 by using the FMEA method, the e-purchasing data was collected at the Wonokromo Public Health Center in Surabaya. Study Failure Mode Effect (FMEA) in the procurement of drugs and UHC health supplies in Surabaya Wonokromo Health Center for the period of 2015-2019, it can be concluded that the absorption of capitation funds is more considered using the availability variable compared to the uptake of funds based on the rupiah value because the availability of more guarantees the need for treatment in the sustainable health centre. In this case, the perception of procurement actors in the analysis of UHC procurement process obstacles there are 41 obstacles, the role of E-purchasing is a very helpful system even though the implementation has not been perfect.

Crude oil is the main raw material for the petrochemical industry and a major component of total production costs. It is also an indispensable resource for petrochemical enterprises. The implementation of crude oil e-commerce procurement by petrochemical enterprises can not only reduce the procurement cost of crude oil but also create good economic benefits in the field. It can also establish strategic partnerships with oil field enterprises to lay the foundation for the scientific development of enterprises. Based on the production of Company A and the “10 Million Tons Refining” project, this paper introduces the concept of e-commerce procurement for the problems in all aspects of crude oil procurement management. This paper deeply studies the e-commerce procurement theory, constructs the e-commerce procurement management implementation framework, and proposes that the scientific evaluation of crude oil suppliers is the key idea for petrochemical enterprises to implement enterprise e-commerce procurement management. At the same time, it also conducted an in-depth analysis of the internal and external environment of a company’s crude oil e-commerce procurement, conducted a comprehensive evaluation of existing crude oil suppliers and potential suppliers, and formulated corresponding procurement strategies. Results of the study show the success of the proposed study, and on the basis of the proposed study, researchers can devise new solutions in the field.

Public procurement, the government’s purchase of goods and services, is an important tool to advance sustainability objectives. Since government is the largest consumer in the economy, it can have a sizable impact on the market by purchasing sustainably. However, its sustainability impact (both environmental and social) is undermined because the public procurement’s size is underestimated. Previous estimates of public procurement only consider contract-based purchases or non-defense purchases. In other instances, data are too limited to estimate government purchases appropriately. These factors lead to underestimations of the extent to which government purchasing can be leveraged to advance sustainability objectives. To understand the true impact of government purchases, we estimated the size of public procurement by considering all aspects of public procurement. We used this estimation to assess whether current measurement processes misrepresent the size of public procurement and identify key elements that may be missing from the current public procurement measures. We applied our estimate to four OECD countries, the U.S., the U.K., Italy, and the Netherlands for two years (2017 and 2018). Our results showed that that across all levels of government, public procurement as a percentage of GDP in the U.S., the U.K., Italy, and the Netherlands ranged between 19–24%, 13–56%, 3–10%, and 12–38%, respectively. Our findings revealed that governments have substantially greater market power than previously estimated, which can be leveraged to pursue sustainability goals. Our findings also illustrate systemic data challenges to how public procurement data are collected and analyzed.

The purpose of the article is to determine the specifics of purchasing management in conditions of total digitalization. Based on the synthesis of concepts and research trends, activities in the management of pro-curement of material resources are identified, which contribute to the effective activities of business entities, digitalization priorities and effects in the procurement process. The article summarizes the advantages, ad-vantages and disadvantages of centralized, decentralized and mixed models of the organization of the pro-curement management system, taking into account the timing, identity of contracts, delegation of procurement functions, accuracy of order satisfaction, reduction of risks of bureaucratization and corruption. Vector zones of digital transformation of conditions and scope of procurement, intensity of climate change in the company, integration of intellectual, technological and efficient procurement process for the business as a whole are defined. It is emphasized that the system of digital procurement through machine training significantly trans-forms the procurement process, contributing to the prompt selection of the right type of competition, the iden-tification, definition and recognition of proven (law-abiding), customer-oriented suppliers, the identification of criteria for the optimal market price and the formation of conditions for effective purchase.

Abstract The paper explores factors influencing services procurement decision-making of manufacturing companies, and compares it to factors influencing products procurement decision-making. Data were gathered by survey among manufacturing companies and analysed by using exploratory factor analysis. The comparison between factors influencing services procurement and factors influencing products procurement is made by content analysis. Results prove that six distinct factors influence manufacturing companies when making services procurement decisions: interdepartmental communication, trust in service provider, service provider flexibility, buyer’s price sensitivity, top management support, and service provider competence. When compared to products procurement situation, it can be observed that some of the factors are influential in both purchasing situations, whereas other factors are not similarly important in both purchasing situations. The paper offers an insight to factors influencing buying decisions of manufacturing companies, that can help selling companies to better understand the differences in procurement processes of manufacturing companies in two buying situations: products procurement vs. services procurement.

The literature on economic statecraft has long focused on the effectiveness of foreign aid and trade as tools of inducement. However, existing scholarship largely neglects the role played by government procurement. By choosing to purchase goods or hire labor in foreign states, governments can provide economic benefits for strategic ends. The United States in particular leverages its defense procurement as a foreign policy tool. We introduce a new data set of US government procurement using information on all contracts executed overseas from 2000 to 2015. We develop a typology of how states use procurement to achieve foreign policy goals—power projection, counterinsurgency, and development—and provide descriptive statistics to explore variation in spending across countries and over time. We illustrate the power of the contract data by using it to code US military access in Africa, assess the relationship between spending and economic growth, and test whether economic inducements can buy influence.

Abstract:
Purchasing is part of the accounting department whose job is as a buyer as well as procurement of goods in the form of services and materials and providers of hotel needs that are ordered to vendors. The problem that often occurs in the procurement of goods is that there is often no availability of goods to vendors when there is a request from the hotel. The research method used is qualitative descriptive and data collection techniques used are observation, interviews, documentation, and literature study. The results of this study are in the form of constraints that often occur in crystal lotus Yogyakarta hotels, namely late delivery of goods, goods that do not match the type and quantity ordered, lack of quality and quantity safeguards and frequent increases in the price of goods, these constraints adversely affect operations hotels, such as guest complaints and hotel cost overruns. The solution to deal with the obstacles experienced by purchasing is that the purchasing party is strived to find a replacement for a vendor that is better and can be consistent with the contract system that has been established and has been agreed by both parties. Purpose The purpose of this research is to develop an understanding of how purchasing can become meaningfully involved in complex business-to-business service purchases. Design/methodology/approach A single in-depth case study method of an exemplar organization was applied to better understand the purchasing function’s role in adding to the value proposition in complex, non-traditional business-to-business service purchases. Findings Powerful allies or advocates can mediate purchasing involvement in service procurement. However, once the involvement is initiated, purchasing must make a positive contribution with respect to the specific needs and expectations of the budget owner to retain its influence. Research limitations/implications This research extends institutional theory to show how powerful allies or advocates can mediate purchasing involvement in the complex services spend. Practical implications This study describes the potential impact of purchasing’s involvement in complex services spend and highlights the opportunities for purchasing managers to improve supplier management and drive out additional costs. Originality/value For the business practitioner, this research provides evidence regarding how individual functions can gain influence in the organization. A conceptual model describes the meaningful involvement of purchasing in complex business-to-business service purchases.

Due to EU legislation, public procurement through competitive tendering has been applied in most European countries. One purpose of such procurement is to lower the costs of the procured service and another is for the political level to gain better control over what it is purchasing. However, monitoring problems exist when conducting public procurements; recent studies indicate that actions related to public servant corruption are most common in public procurement processes. Citing cases from Sweden, this article argue that, in the case of public procurement, private firms have assumed a monitoring role towards the public sector similar to that of whistleblowers, and that the public system in fact depends on private firms to detect procurement bypasses committed by civil servants. This article provides an understanding of this monitoring role and discusses its theoretical and practical implications for the public system. I conclude that upholding the public system is not the primary objective of the private whistleblower but a positive side effect. The monitoring role is analyzed in the framework of principal–agent theory and should be seen as complementary to the existing monitoring functions available to public principals.

Purpose Despite the important role of distrust in predicting the intention to use, existing literature has not studied the impact of distrust on the buyer’s integration with suppliers and their e-procurement usage in the B2B context, creating major gaps in the e-procurement theory. The purpose of this paper is to fill the gaps in the literature by examining the role and impact of distrust in the e-procurement context. Design/methodology/approach Data were collected through a web-based survey of purchasing professionals in the USA. ANOVA was used to compare the level of distrust among companies. In addition, the measurement model and hypotheses were tested using the structural equation modeling method. Findings Empirical findings indicate if buyers have uncertainty or negative expectation on the reliability and capability of the supplier in e-procurement systems, they would tend to hesitate to use e-procurement for purchasing. Furthermore, distrust also inhibits buyers from strengthening the supplier integration through sharing operational and logistics information and collaborating in new product development and purchasing process. Research limitations/implications This paper discovers the vital role of distrust in the e-procurement context. Distrust has a significant impact on a company’s cooperation and commitment with business partners. Additionally, to improve the supplier integration, it is important not only to use e-procurement applications but also to have a mechanism to lower the buyers’ distrust level in e-procurement systems. Practical implications Realizing the important role of distrust, e-procurement vendors could improve the supplier selection process by allowing buyers to review the supplier’s reliability and capability, and to interact with the supplier before making any online purchase. Vendors could also build a better supplier verification system and collaborative mechanism to reduce buyers’ distrust issues. Purpose – This paper aims to highlight the evolving and articulated role of purchasing as a “mediator” between the company’s customers and suppliers, thus showing the opportunities connected to the evolution of purchasing from a business function to a strategic business for companies. Design/methodology/approach – The paper reports on an in-depth analysis to investigate the case of IBM, which turned to the offering of services to transform itself from a pure product manufacturer into an outstanding service provider. Findings – The paper shows that as the company’s business strategy becomes focused on client value, its success is strongly dependent on the development of a customer-driven procurement. The evolution of the role of procurement is accompanied by the growing integration between the company’s procurement and sales functions, as well as by the growing interconnection and interaction between the procurement function and the company’s clients. Originality/value – The paper applies the conceptual approach and theoretical tools connected to servitization and procurement development processes to an innovative case study. The results make possible original suggestions both for literatures and management practices.

Purpose The purpose of this paper is to study the reform of public purchasing directives initiated by the European Union (EU) and discuss them in light of the criticism against existing public purchasing directives. Design/methodology/approach A literature review of empirical articles is critical to existing public purchasing directives to summarize the main directions and categories of their criticism, and a thorough reading of the proposed reform of the public purchasing directives is carried out to see if the changes will answer some or all of the criticism directed toward the public purchasing directives. Findings The reforms seem to be a step in the right direction, particularly with respect to public organizations possibility to support innovation and new product and service development, but little change in the possibilities for development of strategic, long-term relationships. Research limitations/implications The reform has just been introduced, and so the analysis of the possible effects of the reform is not based on empirical data (since such data do not exist yet), but mostly on the authors experience in the field and through a comparison with selected literature. Originality/value An early assessment of the possible effects of the reform regarding public procurement directives in the EU area is introduced.

Purpose In the data-driven era, the quality of the data exchanged between suppliers and buyer can enhance the buyer’s ability to appropriately cope with the risks and uncertainties associated with raw material purchasing. This paper aims to address the issue of supplier selection and purchasing planning considering the quality of data by benefiting from suppliers’ synergistic effects. Design/methodology/approach An approach is proposed to measure data visibility’s total value using a multi-stage algorithm. A multi-objective mathematical optimization model is then developed to determine the optimal integrated purchasing plan in a multi-product setting under risk. The model contemplates three essential objective functions, i.e. maximizing total data quality and quantity level, minimizing purchasing risks and minimizing total costs. Findings With emerging competitive areas, in the presence of industry 4.0, internet of things and big data, high data quality can improve the process of supply chain decision-making. This paper supports the managers for the procurement planning of modern organizations under risk and thus provides an in-depth understanding for the enterprises having the readiness for industry 4.0 transformation. Originality/value Various data quality attributes are comprehensively subjected to deeper analysis. An applicable procedure is proposed to determine the total value of data quality and quantity required for supplier selection. Besides, a novel multi-objective optimization model is developed to determine the purchasing plan under risk.

Open innovation and the use of suppliers and start-ups as external idea sources have become increasingly important in the automotive industry. Since the purchasing function in a company has correspondingly become more strategic, scholars have taken the role of procurement in innovation more intensely into account. This study examines procurement’s role in the innovation process of the automotive industry and investigates which and how open innovation instruments are used in order to benefit from the innovation capability of suppliers and start-ups. The empirical evidence is based on an in-depth case study of the automotive manufacturer AUDI AG. Several arguments are elaborated which justify a key role for procurement in the innovation process (e.g., interface role, economic activities). Furthermore, we identified nine pull and push instruments enabling procurement to contribute to Audi’s innovation performance. Since the instruments are designed to meet different internal requirements (e.g., in relation to a vehicle project or not), interesting insights for scholars and practitioners are provided.

Introduction. In the civilized world, the principles of public procurement are based on austerity criteria; fairness and impartiality of contract award decisions; publicity of the procurement process; efficiency of the procurement process; the importance of accountability. The purpose of the research is to analyze the transfer of the procurement system in electronic format as an effective tool for the goods acquisition, works and services in order to financially support the functioning of state structures to serve public needs, which are maintained mainly at the expense of the state and local budgets. Results. The article deals with the concept essence of «electronic procurement» – that is the newest way of procurement, because it is the passing and controlling in the electronic environment of all stages of the procurement cycle, including marketing research, determining the range of economic agents, procedures for purchasing, placing orders, delivering and paying for them, budgeting and planning for purchases by government agencies. An efficient e-procurement system is highlighted, the key to which is the electronicization of the procurement process, which helps to reduce the operating costs of customers and suppliers; speeding up the procurement process and saving time; a wide range of suppliers; simple and convenient management of the procurement process; clear and transparent access to purchasing information. Conclusions. The electronic public procurement system makes it easier for participants to get started with the state, find the right procurement, submit a bid and win bidding, since all the procurement information is available on the procurement page, and in the change case in the tender documentation, all previous revisions of documents remain in the system, which can be downloaded and viewed. Such transparency of the procedure makes it possible to prevent corruption risks and is a way to develop democratic and open processes in society. Compliance management for procurement internal auditing has been a major challenge for public sectors due to its tedious period of manual audit history and large-scale paper-based repositories. Many practical issues and potential risks arise during the manual audit process, including a low level of efficiency, accuracy, accountability, high expense and its laborious and time consuming nature. To alleviate these problems, this paper proposes a continuous compliance awareness framework (CoCAF). It is defined as an AI-based automated approach to conduct procurement compliance auditing. CoCAF is used to automatically and timely audit an organisation’s purchases by intelligently understanding compliance policies and extracting the required information from purchasing evidence using text extraction technologies, automatic processing methods and a report rating system. Based on the auditing results, the CoCAF can provide a continuously updated report demonstrating the compliance level of the procurement with statistics and diagrams. The CoCAF is evaluated on a real-life procurement data set, and results show that it can process 500 purchasing pieces of evidence within five minutes and provide 95.6% auditing accuracy, demonstrating its high efficiency, quality and assurance level in procurement internal audit.

There are many potential risk factors in the procurement process of tobacco material, it is important to how to identify risk factors and prevent it effectively. In this paper, based on the theory of procurement management, we analyzed the current situation of procurement management of tobacco material in Guizhou province and identified the problems. And then, we constructed the risk warning system of tobacco materials procurement in Guizhou province and analyzed the structure of system, and we worked out the risk warning system of tobacco material procurement from the three aspects of external environment risk, supplier credit risk and risk internal staff. Finally, we use the method of fuzzy comprehensive evaluation to make an empirical study, and we put forward the corresponding countermeasures according to the evaluation results and hoping to provide a theoretical basis and reference for the tobacco companies to reduce procurement costs and control the risk of procurement. Also, we designed the risk warming system of tobacco materials based on date mining, including the system environment, function module and the system structure.

Purpose Little is known about actual price savings generated by cooperative purchasing and nonmonetary advantages, disadvantages and impediments for the cooperative purchasing of complex or high-risk purchases. This paper aims to explore these topics by studying joint purchasing of pacemakers in The Netherlands. Design/methodology/approach To evaluate the magnitude of price savings, data on individual and collective prices for 18 hospitals was analyzed. In addition, 16 interviews were carried out with representatives of hospitals that participated and did not participate in the joint purchase. Findings Based on quantitative and qualitative data, the authors found large differences in price savings which can be attributed to scale, but mostly to knowledge of the group and renewing a contract in a technology-driven and developing market. Limited product choice – because of an organization joining a cooperative – constrained the attractiveness of cooperative purchasing, as end users may have specific product preferences. The consideration of preferences of end users is important toward successful joint purchasing of complex items. Social implications The authors argue that price savings because of scale are about 7% for smaller organizations and 4% for larger organizations. For smaller organizations with low specific knowledge and capacity for buying complex products, economies of process and knowledge are more important reasons for joining a purchasing group than scale. For large organizations with high specific knowledge and capacity, scale is the most important reason. Originality/value This study combined qualitative and quantitative perspectives, using actual spend data, to investigate cooperative purchasing of high-risk or complex purchases. On the one hand, more insight into the magnitude and reasons for price savings is provided than in earlier literature. On the other hand, more insight is given in qualitative reasons for joining a group and challenges for cooperative purchasing of complex items.

Illegal activities in the field of procurement of goods, works and services pose a threat not only to economic, but also to national security. The solution to this situation is possible only with an integrated approach, consisting not only in improving the efficiency of the regulatory authorities, but also in optimizing the current legislation. Article 107 of the Federal Law dated 05.04.2013 “On the contract system in the field of procurement of goods, work, services for the provision of state and municipal needs” provides the criminal liability of persons guilty of violating the laws of the Russian Federation and other regulatory legal acts on contract system in the field of procurement. However, until recently, the onset of criminal liability remained only “on paper”. The turning point in the criminal law regulation of relations in the field of public procurement was the year 2018, when federal laws were adopted that introduced amendments to the Criminal Code of the Russian Federation by criminalizing illegal acts in this sphere of public relations. One of the controversial articles by the structure of the criminal law elements is Article 200.6 of the Criminal Code of the Russian Federation, which established criminal liability for giving a knowingly false expert opinion in the field of procurement of goods, works and services.

Purpose Because of the renewed interest in public purchasing and the strategic use of public funds under the requirements of sustainable development, the question arose once again as to how to curb the fall of institutional quality once criteria other than price are inserted into the decision-making in public purchasing. E-procurement has been repeatedly named as one of the most efficient tools to that effect and the present paper sets out to discover whether the implementation of e-procurement in a particular country per se entails also higher institutional quality, allowing for a wider implementation of green and sustainable procurement at the national, regional and municipal level without the fear of worsening the country’s institutional quality. By analyzing the implementation of e-procurement in Denmark, the Netherlands and in Portugal, this paper aims to verify the hypothesis that the implementation of e-procurement implies better institutions in terms of public purchasing. As such, the conclusions will be used in further research on the prerequisites for a successful implementation of green public procurement across the European Union. Design/methodology/approach Gathering data on institutional quality of three early e-procurement adopters (Denmark, the Netherlands and Portugal) allows for comparison of institutional quality pre- and post-e-procurement implementation. By using difference-in-differences comparison the paper seeks to answer the question how doesmandatory e-procurement influence institutional quality on the national level. Findings The paper finds that the reform is generally associated with a relatively stronger control of corruption in the Netherlands and Denmark, while a similar reform in Portugal failed to translate into a stronger control of corruption. Furthermore, while using the quality of regulation as a dependent variable, a positive and robust effect on the quality of regulation in Denmark was shown, while the quality of reputation in the Netherlands and Portugal declined in the post-reform period, with the drop in the quality of regulation in Portugal being considerably greater, a two-fold higher amount than the estimated drop in the Netherlands. The paper suggests that in spite of the same aims, the reform yielded substantially different or even opposing effects compared to Denmark. Research limitations/implications By examining three examples of early adopters, further research with broader impact is needed to deduce general implications for e-procurement implementation. Furthermore, implementation of e-procurement at the regional or local level can also yield distinct results. Social implications Understanding the actual impact of e-procurement on institutional quality is indispensable for further study on the matter. The present study argues that e-procurement needs to be accompanied by additional measures or variables to yield a positive impact on institutional quality in public procurement. Originality/value As to originality, the present paper uses a law and economics approach, originating or better said drawing motivation from green public procurement concerns, trying to provide an insight in terms of tools that can be used to eliminate concerns regarding institutional quality when implementing green public procurement practices.

Abstract:
Purpose: The study sought to establish the effects of procurement outsourcing on performance of firms in the airline industry in Kenya with a focus on Kenya Airways Limited. The study specifically looked at the effect of purchasing functions outsourcing, transport and logistics services outsourcing, warehousing services outsourcing and procurement information systems management outsourcing on performance of firms in the airline industry with a focus on Kenya Airways Company Limited.Methodology: The study was guided by Transaction Cost Theory, SCOR Model, the Principal Agency Theory and Resource Dependency Theory. A case study was adopted in the study as a research design and targeted 75 employees in procurement and logistics departments at Kenya Airways Company departments. The study adopted a census technique with respect to the unit of analysis which was Kenya Airways Company Limited. The study used both descriptive as well as inferential statistics for analysis. Descriptive statistics of frequency distributions, percentages and frequency tables were used while inferential statistics of correlation and regression analysis were employed using SPSS version 24.0 to establish the relationship between procurement outsourcing practices and performance of firms in the airline industry.Results: The findings of the study revealed that purchasing functions outsourcing, transport and logistics services outsourcing, warehousing services outsourcing and procurement information system management outsourcing positively and significantly affect performance of firms in the airline industry.Contributions to policy and practice: The study recommends that Kenya Airways Limited should focus on outsourcing purchasing functions since the practice positively and significantly affects performance of the firm. The study also recommends that Kenya Airways Limited should enhance transport and logistics outsourcing since the practice positively and significantly affects performance of the firm. The study further recommends that Kenya Airways Limited should promote outsourcing of warehousing services since the practice positively and significantly affects performance of the firm. The study finally recommends that Kenya Airways Limited should enhance outsourcing of procurement information system management since the practice positively and significantly affects performance of the firm.
