Full textENGLISH ABSTRACT: The role of the traditional purchasing department has evolved significantly over the last decade into a competitive value adding procurement function within an organisation’s lean supply chain model. It has become a necessity to work with the suppliers to provide flexible, accurate, effective and cost effective goods and/or services (Barla, 2003; Ellram, 2002). In addition organisations are developing and utilising new business models geared towards improving both the balance sheet and the income statement to respond to external forces and new market opportunities. The change in business model places additional emphasis on leveraging increased innovation from suppliers, thus having a vast impact on supply management to such an extent that organisations are creating strategic relationships (Carter et al., 2007). In this paper, the supplier relationship management model will be studied under lean philosophy as to address the focal point – sustainable procurement. The paper will consist of three main areas: Supplier relationship management – Literature study Supplier relationship management – Case study Supplier relationship management – Operational tool Supplier relationship management – Literature study will address the theoretical methodologies, best practices, benefits and advantages, etc. Supplier relationship management – Case study will showcase a South African multi-national FMCG1 manufacturer’s methodology as well as the benefits of utilising a supplier relationship management approach to procurement. Supplier relationship management – Operational tool will be a practical tool developed for evaluating and facilitating supplier relationship management in an African context. The end result of the paper should be a feasible solution to prolonging the impact of procurement, thus increasing sustainability in the maturity stage of procurement’s life span in the typical product life cycle model (Canny Buyer, 2007). 1 Fast Moving Consumer Goods (“FMCG”) are products that have a quick turnover and relatively low cost (Wikipedia, 2007a).
AFRIKAANSE OPSOMMING: Die tradisionele rol van die aankope department binne ‘n organisasie het oor die laaste dekade merkwaardig verander en word nou bedryf as ‘n kompeterende waardetoevoegende skakel binne die organisasie se voorsieningsketting. Terselfdetyd het dit noodsaaklik vir leweransiers en organisasies geword om op ’n geïntegreerde wyse te werk te gaan om meer akkurate en koste-effektiewe goedere en/of dienste te lewer (Barla, 2003; Ellram, 2002). Organsisasies is ook genoodsaak om nuwe innoverende besigheidsmodelle te ontwikkel om ten beste eksterne besigheidsfaktore en nuwe markgeleenthede aan te spreek ten einde beide die balanstaat sowel as die inkomste staat positief te impakteer. Hierdie kardinale veranderinge in die besigheidsmodel van organisasies lei daar toe dat addisionele druk op leweransiers geplaas word om met innovasie navore te kom. Op sy beurt plaas dit verdere druk op die voorsieningsketting, selfs tot so ’n mate dat dit die organisasie noop om na die moontlikhede van strategiese vennootskappe te ondersoek (Carter et al., 2007). Die skryfstuk gaan leweransiers verhoudingsbestuurmodelle evalueer en bestudeer binne ‘n voorsieningsketting om sodoende die vraag na volhoubare verkryging te beantwoord. Die skryfstuk sal uit drie fokusareas bestaan, naamlik: Leweransiers Verhoudingsbestuur – Literatuurstudie Leweransiers Verhoudingsbestuur – Gevallestudie Leweransiers Verhoudingsbestuur – Bedrysmodel Leweransiers Verhoudingsbestuur – Literatuurstudie sal die teoretiese metodologie, die vooren nadele van leweransiers verhoudingsbestuur aanspreek. Leweransiers Verhoudingsbestuur – Gevallestudie sal ‘n studie loots binne die verhoudingswerkinge binne ‘n Suid-Afrikaanse multi-nationale maatskapy wat in die vinnige verbruikersgoederemark betrokke is. Leweransiers Verhoudingsbestuur – Bedrysmodel sal ’n praktiese voorstel vorendag bring om ’n leweransiersverhouding meer doeltreffende te bestuur in Afrika. Die eindresultaat van die skryfstuk sal dus ’n lewens vatbare oplossing wees om die volhoubare impak van verkrying te verleng in die volwasse stadium van ‘n produk se lewensiklus (Canny Buyer, 2007).

Full textTwo of the most important internal functions within a company, which have gained increased importance, are purchasing and logistics. Purchasing and logistics both contribute to the competitiveness of an organisation by conducting different value adding activities separately. There is also a huge potential for increased benefits if a high degree of integration exists between the two functions. Although there is evidence that purchasing and logistics have been working closely together historically, the operational focus of logistics and the commercial focus of purchasing have created a tension between the two functions. It has been shown that some
purchasing managers mostly have been committed to reducing the price. The logistics function has as a cause of this sometimes been forced to deal with late deliveries and inferior quality from
suppliers. To manage the interface activities between the functions is crucial in order to able to achieve integration. Purchasing and logistics functions are of major importance within wholesaling companies because they are considered as core internal functions. This study has been conducted at the wholesaling companies The Body Shop, Hälsokostcentralen (HKC), Mekonomen, Elgiganten and ICA.
Research questions:
§ What activities exist within the purchasing and logistics function at the specific wholesaling companies and which of these activities are integrated?
§ What are the factors that influence the integration between the purchasing and logistics functions and how do these factors hinder or enable the integration?
Purpose: Initially this thesis aims to identify what activities that exist and which of them that are integrated between the purchasing and logistics functions within the wholesaling companies The
Body Shop, HKC, Mekonomen, Elgiganten and ICA. Furthermore the purpose is to identify what factors that influence the integration between the purchasing and logistics function in these
companies and also explain how these factors hinder and enable the integration.

Full textThis study focused on the impact of implementation of Supply Chain Management Policy (SCM) in Limpopo Department of Local Government and Housing (The Department of Local Government and Housing is officially known as the Department of Co-operative Governance, Human Settlements and Traditional affairs as from the 16 August 2011).The study analyzed the impact of implementation of SCM policy including the implications of non-compliance with this policy. The study also provides an analysis of the perceptions of officials of the Department of Local Government and Housing with regard to the impact of implementation of Supply Chain Management policy. The study also looked at Supply Chain Management in a public sector context including mechanisms that can be employed in order to improve implementation of Supply Chain Management policy. Qualitative research methods were used in this study. This means that primary data was collected using interviews and questionnaires. The findings from the study indicated that the Department experienced challenges in implementing the SCM policy and that there was a significant change in the behavioural patterns of the certain employees after the SCM policy was implemented. The study also revealed that the implementation of SCM policy had both positive and negative effects on the employees of the Department, service providers as well as the public. Furthermore, the research revealed that violation of SCM policy has a negative impact on service delivery. The study has provided answers to both the main research question and sub-questions. From the findings made, the study concluded that the implementation of Supply Chain Management policy has both the negative and positive impact on the Department.

Full textENGLISH ABSTRACT: This study was conducted to assess transparency in Supply Chain Management (SCM) at local government. The case study of eThekwini Municipality as an institution at the local sphere of government was used to explore the objectives of the study. Fundamentally, institutions such as municipalities and municipal entities, by virtue of being the closest to the people, play an important role of rendering basic services that are aimed at improving living standards of local communities. Therefore, purchasing of goods and/ or services through SCM should strictly comply with specific legislation, policies and regulations which are implemented to achieve standard norms and principles in execution of these duties. One of these requirements is achieved by adhering to transparency in procurement processes. Ultimately, adherence to the principle of transparency in SCM results to openness in decision-making and integrity of the entire process. In this study, these considerations were explored at eThekwini Municipality’s SCM and qualitative analysis of secondary data against SCM legislation, policies and regulations were extensively investigated to establish the extent to which the SCM processes had adhered to transparency. The findings of the analysis as primarily guided by the Auditor-General’s (AG’s) audit outcomes since the launch of “Operation Clean Audit” established that the municipality had not received a clean audit during the period of review from the 2009/2010 to 2011/2012 financial years. The findings pointed to a number of issues regarding SCM irregularities, exceptionally high irregular expenditure (with a net regression of 12% in the financial year 2010/2011), abuse of contract deviations, failure of the accounting officer to give reasons in writing for irregular expenditure and non-compliance with applicable laws and regulations. This state of affairs had led to the municipality making a prognosis of the internal issues which placed them at risk. These issues informed the development of a strategy to implement austerity systemic and financial management measures to mitigate the identified risks. The findings of the study concluded that the importance of adherence to transparency results in sound decision-making, promotes access to information to the public and other stakeholders, increases integrity of processes, and prevents opportunities of fraud and maladministration.
AFRIKAANSE OPSOMMING: Hierdie studie is uitgevoer om deursigtigheid te evalueer in Voorsieningskettingbestuur op plaaslike regering. Die gevallestudie van eThekwini Munisipaliteit as 'n instelling op die plaaslike vlak van regering is gebruik om die doelwitte van die studie te verken. Fundamenteel speel instansies soos munisipaliteite en munisipale entiteite ‘n belangrike rol in die lewering van basiese dienste wat gemik is op die verbetering van lewensstandaarde van plaaslike gemeenskappe, omdat hulle die naaste aan die mense is. Daarom moet die aankoop van goedere en / of dienste deur Voorsieningskettingbestuur streng voldoen aan spesifieke wetgewing, beleid en regulasies wat geïmplementeer is om standaard norme en beginsels in die uitvoering van hierdie pligte te bereik. Een van die vereistes kan aan voldoen word deur deursigtigheid in die verkryging prosesse. Uiteindelik sal die nakoming van die beginsel van deursigtigheid in Voorsieningskettingbestuurdie openheid in besluitneming en integriteit van die hele proses tot gevolg hê. In hierdie studie, was die oorwegings ondersoek by die eThekwini Munisipaliteit se Voorsieningskettingbestuur en ‘n kwalitatiewe analise van sekondêre data teen Voorsieningskettingbestuur wetgewing, beleid en regulasies was intens ondersoek om die mate waarin die Voorsieningskettingbestuur prosesse voldoen het aan deursigtigheid, te bepaal. Die bevindinge van die analise was hoofsaaklik gelei deur die Ouditeur-Generaal se oudituitkomste sedert die bekendstelling van "Operasie Skoon Oudit ", en dit het gewys dat die munisipaliteit nie 'n skoon oudit gehad het gedurende die tydperk van die hersiening van die 2009/2010 tot 2011/2012 finansiële jaar nie. Die bevindinge het gewys op 'n aantal kwessies rakende Voorsieningskettingbestuur ongerymdhede, buitengewoon hoë onreëlmatige uitgawes (met 'n netto agteruitgang van 12 % in die finansiële jaar 2010/2011), die misbruik van kontrak afwykings, nalating van die rekenpligtige beampte om redes te gee vir die afskryf van onreëlmatige uitgawes en nie- nakoming van die toepaslike wette en regulasies. Hierdie toedrag van sake het daartoe gelei dat die munisipaliteit 'n prognose gemaak het van die interne kwessies wat vir hulle ‘n risiko was. Hierdie kwessies het gelei tot die ontwikkeling van 'n strategie om sistemiese en finansiële bestuur maatreëls in te stel om die geïdentifiseerde risiko's te verminder. Die bevindings van die studie dui daarop dat die nakoming van deursigtigheid lei tot gesonde besluitneming, bevordering van toegang tot inligting aan die publiek en ander belanghebbendes, en dat dit die integriteit van prosesse verhoog, en geleenthede vir bedrog en wanadministrasie voorkom.

Full textENGLISH ABSTRACT: Supply chain management (SCM) in the public sector in general, as well as the municipal sphere in particular, has received increasing prominence over past few years. Although the focus is mainly due to the impact of fraud and corruption in public sector procurement, this author is of the opinion that SCM can also create value and aid in the attainment of strategic objectives. The study revealed that supply chain management is described as a process in literature, whilst it is described as a system by government. Of significance to this, is that both literature and government view SCM as a means to add value. The study also revealed that in order for SCM to add value and to contribute to the attainment of strategic objectives, it is important that SCM forms part of the performance management (PM) system of an organisation. Performance measurement tools, such as the balanced scorecard, benchmarking, improvement and other measurement tools, were introduced as tried and trusted methods for measuring SCM performance. The study was embarked upon because the author was of the opinion that municipalities in South Africa only implement SCM because it is required by legislation. Thus, this theory was tested at Hessequa Municipality and it was found that the current emphasis was on compliance at Hessequa Municipality. This was done by means of studying documentary evidence and through interviews conducted with various internal and external stakeholders either directly or indirectly affected by the SCM processes of Hessequa Municipality. The study tested Hessequa Municipality’s readiness to progress towards performance management and measurement by using the financial capability model for SCM as utilised by the Western Cape Government to ascertain the level of SCM implementation at municipalities. It was found that Hessequa Municipality meets almost all the compliance and control requirements, with only two areas that require slight attention before full compliance is achieved. Through the interviews conducted, the study also tested Hessequa Municipality’s willingness to progress to the next level and found that there was indeed a willingness to progress towards managing and measuring SCM activities. In conclusion, the study recommended that Hessequa Municipality uses a phased-in approach when it sets processes in place to progress towards performance managing SCM. That when developing performance indicators for SCM, it be aligned to the performance management system and targets of the municipality. It also recommended that a combination of the tried and trusted methods be used to measure SCM performance. Finally, it recommended that the municipality eradicates the silo approach to doing business and adopts a more integrated approach by firstly integrating its internal processes before embarking upon integrating the actions of all the agents within the supply chain.
AFRIKAANSE OPSOMMING: Voorsieningskanaalbestuur (VKB) in die openbare sektor oor die algemeen sowel as in die munisipale omgewing in besonder, het gedurende die afgelope jare al hoe meer na die voorgrond getree. Alhoewel die fokus hoofsaaklik toegeskryf word aan die impak van bedrog en korrupsie op verkryging in die openbare sektor, is die skrywer van mening dat VKB ook waarde kan toevoeg en tot die die behaling van strategiese doelwitte kan bydra. Die studie het aan die lig gebring dat VKB in literatuur as ’n proses beskryf word, maar deur die regering as ’n stelsel beskryf word. Wat egter van belang is, is dat beide die literatuur en regering VKB as ’n middel beskou om waarde toe te voeg. Die studie het ook openbaar dat, ten einde vir VKB om waarde toe te voeg en tot die behaling van strategiese doelwitte by te dra, dit belangrik is dat VKB ’n deel vorm van die prestasiebestuurstelsel van ’n organisasie. Prestasiemetingsinstrumente soos die gebalanseerde telkaart, doelwitstelling, verbetering en ander metingsinstrumente is ingestel as bewese metodes om VKB-prestasie te meet. Die studie is onderneem omdat die skrywer van mening was dat munisipaliteite in Suid- Afrika slegs VKB implementeer omdat wetgewing dit vereis. Hierdie teorie is by Hessequa Munisipaliteit getoets en daar is gevind dat die huidige klem op voldoening aan wetsvereistes is. Die toets is gedoen deur dokumentêre bewyse te bestudeer, asook deur onderhoude te voer met verskeie interne en eksterne rolspelers wat óf direk óf indirek deur die VKB-prosesse van Hessequa Munisipaliteit geraak word. Die studie het Hessequa Munisipaliteit se gereedheid om na prestasiebestuur en -meting te vorder, getoets deur van die finansiële vermoë-model gebruik te maak wat deur die Wes-Kaapse Regering gebruik word. Hierdie model word gebruik om die vlak van VKB-implementering by munisipaliteite te bepaal. Daar is gevind dat Hessequa Munisipaliteit aan feitlik alle vereistes vir nakoming en beheer voldoen, buiten twee gebiede wat geringe aandag verg alvorens volle nakoming behaal word. Deur onderhoude te voer, het die studie ook Hessequa Munisipaliteit se bereidwilligheid getoets om na die volgende vlak te vorder. Daar is gevind dat daar inderdaad ’n begeerte was om na die bestuurs- en metingsaktiwiteite van VKB te beweeg. Laastens het die studie aanbeveel dat Hessequa Munisipaliteit ’n infaseringsbenadering gebruik wanneer prosesse in plek gestel word om na VKB-prestasiebestuur te vorder. Wanneer prestasie-aanwysers vir VKB ontwikkel word, moet dit met die prestasiebestuurstelsel en -doelwitte van die munisipaliteit belyn word. Dit word ook aanbeveel dat ’n kombinasie van die beproefde en getoetste metodes gebruik word om VKB-prestasie te meet. Die laaste aanbeveling is dat die munisipaliteit die silo-benadering van sake doen uitwis en ’n meer geïntegreerde benadering aanneem. Die interne prosesse moet eers geïntegreer word, waarna die handelinge van al die rolspelers in VKB geïntegreer word.

Full textSustainability is today a well-known subject and has influenced industries while it has been fundamental for logistical structures. The purpose of this paper is to study how the purchasing division, within the furniture industry, can contribute to the increasing development of sustainability in the community. This study encompasses four Swedish companies, where the authors of this essay examine the present situation. Furthermore, the authors examine which short-term achievements and long-term goals respective company has, in the aim of accomplishing sustainable purchasing. Based on this study’s literature, sustainable purchasing benefits several parties within the supply chain and in the society. This essay’s scientific research also points at the issues of sustainable work in progress that is identified at the suppliers. A big scale of this study's company’s suppliers is located in highrisk countries, which means that those countries does not address the same working conditions as in other countries. The earlier scientific research of this study also implies that companies needs to take an environmental and economical responsibility. In those cases, companies need to integrate with their supply chain in regard to CSR work, beyond their internal work efforts. A fundamental concept in the work for sustainability is CSR, which contains an economic, environmental and social responsibility. The relation between these CSR-factors and the work it entails, manage companies to accomplish sustainable purchasing. The authors of this paper have analyzed the difficulties with sustainable work, and from that manage to point out possible improvements. The theoretical frame of reference highlights theories that can be used as strategies for the development work towards sustainable purchasing. The purpose of the empirical material is to examine how the companies purchasing strategies are outlined and contributes to the economic, environmental and social work. The practical work at these companies of this study reflects the theories. Some of them has the potential to work with the theories in a larger extension. The result of this study is that the companies experience the same difficulty, which is to integrate suppliers and sub-suppliers in the work of CSR, to accomplish sustainable purchasing. Since there are contrasts between countries, culturally and legally, the companies collaborate with external parties to create policys. These policys are aimed to apply as a common interest for all involved parties in the supply chain. In addition to these policys, the urge to integrate the supply chain, comes from the companies internal interests. By interacting the suppliers and make them understand which effect they can have on the climate, they can develop closer cooperation to achieve a sustainable purchase.

The Public Finance Management Act, 1999(Act 1 of 1999) was promulgated to regulate financial management. The object of Public Finance Management Act is to secure transparency, accountability and sound management of revenue, expenditure, assets and liabilities of the public sector. The aim of the Public Finance Management Act is to enable public sector managers to manage and be more accountable with the purpose of eliminating waste and corruption in the use of public resources. A Supply Chain Management system was introduced by the South African government in 2003 to ensure effective procurement and improve financial management in the public sector. The introduction of Supply Chain Management led to procurement reforms which resulted in government decentralising and delegating authority for procurement to public institutions. Supply Chain Management forms an integral part of financial management. The process integrates general financial practices with budgeting, procurement and asset management. Supply Chain Management is currently not correctly implemented by some public institutions and this lead to irregular, fruitless and wasteful expenditure. Accounting officers should recognise the importance of Supply Chain Management in order to ensure effective procurement, sound financial management and improve service delivery. The study highlights the important of implementing Supply Chain Management in an institution. The implementation of adequate Supply Chain Management practices will promote efficiency, effectiveness, transparency, openness, accountability and fairness in procurement and improve ethical conduct of officials.

Full textThe purpose of this study was to determine the effectiveness of administrative intervention in Supply Chain Management in the Department of Education in Limpopo. This was done with the aim of looking into the strategies that were put in place during the intervention process and to examine whether the strategies have yielded the desired results of stabilising the department’s finances and averting the possible collapse of essential services. Qualitative data were collected, primarily in the form of semi-structured interviews using an interview schedule consisting of both closed and open-ended questions with the Chief Financial Officer, General Manager (SCM), Senior Manager (SCM), Manager Demand and Acquisition, six Supply Chain Management Practitioners, and two members of the Intervention Task Team. All these officials provided sufficient information related to the effect of the administrative intervention in the SCM of the Limpopo Department of Education. The study found that there were a number of strategies that were put in place by the members of the Intervention Task Team during the intervention process, such as : • Catering not exceeding R50.00 per person has to be provided only for meetings with external stakeholders and this provision only applied to meetings that take longer than five hours; • Promotional items such as t-shirts, caps, bags, etc., were not to be purchased by the department; • Engagement of consultants was also reduced to the minimal and it was only allowed where the department does not have the requisite skills or resources in its full time employ to perform the assignment in question; and • Trips by vehicles were to be optimised to reduce costs. However, the strategies that were put in place by the Intervention Task Team in the Supply chain management did not yield the desired results of stabilising the department’s finances and averting the possible collapse of essential services. Limpopo Department of Education continued to get an undesirable disclaimer audit iii opinion for the fourth consecutive year and the findings depicted poor administration and inability to comply with the treasury regulations.

Full textThe main aim or purpose of this study was to examine the impact of the supply chain management on service delivery on the Limpopo Department of Economic, Development, Environment and Tourism (LEDET). The field survey was conducted in LEDET in the supply chain management directorate after gaining permission from the Head of Department of LEDET. The study was qualitative in design. Semi-structured interviews and questionnaires were used. The questionnaire has both open ended and closed ended questionnaires. The supply chain management directorate plays an important role in all the departments in South Africa as a whole. Supply chain management in South Africa was created to improve the lives of the communities such as historically disadvantaged individuals, disabled and women, but it is no longer serving its purpose because nowadays it is serving the few politicians, public officials and the friends and relatives of the public officials. One of the findings of this study is that the supply chain management directorate cannot function properly if the public officials who are appointed does not have relevant qualifications, training and experience towards supply chain management. There should always have uniformity of supply chain management in the three spheres of government to prevent corruption. Supply chain management must be centralised. This means that all the tender contract of the three spheres of government must be done in one centralised unit. Linking of the databases in the three spheres of government can also help the supply chain management not to appoint the same service providers in the tender contract. Appointment of service providers must be done electronically to minimize all forms of corruption. To improve service delivery the public officials must know how to interpret the acts, rules, regulations and policies governing supply chain management. They must also monitor and evaluate the entire contract from the start to the end of the contract The public officials working in the supply chain management must be paid competitive salaries, because they are compelled by the low salaries to corruption such as bribery, fraud, nepotism, extortion, embezzlement and conflict of interest become common in place. It is further recommended that the officials working in the supply chain management, who are getting lower salaries must also be evaluated and upgraded to the higher salary, depending on their qualification, experience and training.

Full textThe world over, countries are burdened with existing and emerging diseases and while that affected all nations, sub-Saharan Africa carried the heaviest portion. This filtered to Zimbabwe where a myriad of health challenges are faced. Unavailability of medicines coupled with poor inventory management of these medicines has been prevalent. Insufficient financial resources and increasing cost of healthcare costs is one of the pressing matters. It is also important to note that these challenges are occurring at a time when government is realising the crucial role of procurement in addressing health challenges. Due to the extent, depth, breadth and nature of the health challenges and their criticality in establishing sustainable and affordable health system in Zimbabwe, a case study approach has been adopted where data from questionnaires, interviews, documents and observations were corroborated and triangulated in an effort to bring to the surface deep-seated procurement matters and how they are related to the challenges provided. Thus, in terms of the research findings, it was first revealed that the procurement legislative frameworks and processes are fragmented and not in one place resulting in multiple accountabilities. It was further shown that the framework is inappropriate in a healthcare set-up where issues of speed and flexibility in addressing requirements are paramount. It was also shown that procurement planning being a critical aspect is regrettably and detrimentally missing in procurements. In addition, the selection criteria as set out in the regulations and practiced by individual state health facilities indicated over-reliance on price and that being the case, key aspects such as quality and supply-lead time are missed and yet are very necessary in terms of evaluation among other factors. In the findings, the peripheral role of procurement staff with clinicians being also at the epicentre of purchasing decisions was presented. Perhaps related to that was the inadequacy of procurement skills and competences from the procurement personnel. Last on the findings, financing and the frequency of disbursement was unmatched with hospital requirements and thus resulting in unavailability of adequate medicines and equipment.
