ENGLISH ABSTRACT: The role of the traditional purchasing department has evolved significantly over the last decade into a competitive value adding procurement function within an organisation’s lean supply chain model. It has become a necessity to work with the suppliers to provide flexible, accurate, effective and cost effective goods and/or services (Barla, 2003; Ellram, 2002). In addition organisations are developing and utilising new business models geared towards improving both the balance sheet and the income statement to respond to external forces and new market opportunities. The change in business model places additional emphasis on leveraging increased innovation from suppliers, thus having a vast impact on supply management to such an extent that organisations are creating strategic relationships (Carter et al., 2007). In this paper, the supplier relationship management model will be studied under lean philosophy as to address the focal point – sustainable procurement. The paper will consist of three main areas: Supplier relationship management – Literature study Supplier relationship management – Case study Supplier relationship management – Operational tool Supplier relationship management – Literature study will address the theoretical methodologies, best practices, benefits and advantages, etc. Supplier relationship management – Case study will showcase a South African multi-national FMCG1 manufacturer’s methodology as well as the benefits of utilising a supplier relationship management approach to procurement. Supplier relationship management – Operational tool will be a practical tool developed for evaluating and facilitating supplier relationship management in an African context. The end result of the paper should be a feasible solution to prolonging the impact of procurement, thus increasing sustainability in the maturity stage of procurement’s life span in the typical product life cycle model (Canny Buyer, 2007). 1 Fast Moving Consumer Goods (“FMCG”) are products that have a quick turnover and relatively low cost (Wikipedia, 2007a).
AFRIKAANSE OPSOMMING: Die tradisionele rol van die aankope department binne ‘n organisasie het oor die laaste dekade merkwaardig verander en word nou bedryf as ‘n kompeterende waardetoevoegende skakel binne die organisasie se voorsieningsketting. Terselfdetyd het dit noodsaaklik vir leweransiers en organisasies geword om op ’n geïntegreerde wyse te werk te gaan om meer akkurate en koste-effektiewe goedere en/of dienste te lewer (Barla, 2003; Ellram, 2002). Organsisasies is ook genoodsaak om nuwe innoverende besigheidsmodelle te ontwikkel om ten beste eksterne besigheidsfaktore en nuwe markgeleenthede aan te spreek ten einde beide die balanstaat sowel as die inkomste staat positief te impakteer. Hierdie kardinale veranderinge in die besigheidsmodel van organisasies lei daar toe dat addisionele druk op leweransiers geplaas word om met innovasie navore te kom. Op sy beurt plaas dit verdere druk op die voorsieningsketting, selfs tot so ’n mate dat dit die organisasie noop om na die moontlikhede van strategiese vennootskappe te ondersoek (Carter et al., 2007). Die skryfstuk gaan leweransiers verhoudingsbestuurmodelle evalueer en bestudeer binne ‘n voorsieningsketting om sodoende die vraag na volhoubare verkryging te beantwoord. Die skryfstuk sal uit drie fokusareas bestaan, naamlik: Leweransiers Verhoudingsbestuur – Literatuurstudie Leweransiers Verhoudingsbestuur – Gevallestudie Leweransiers Verhoudingsbestuur – Bedrysmodel Leweransiers Verhoudingsbestuur – Literatuurstudie sal die teoretiese metodologie, die vooren nadele van leweransiers verhoudingsbestuur aanspreek. Leweransiers Verhoudingsbestuur – Gevallestudie sal ‘n studie loots binne die verhoudingswerkinge binne ‘n Suid-Afrikaanse multi-nationale maatskapy wat in die vinnige verbruikersgoederemark betrokke is. Leweransiers Verhoudingsbestuur – Bedrysmodel sal ’n praktiese voorstel vorendag bring om ’n leweransiersverhouding meer doeltreffende te bestuur in Afrika. Die eindresultaat van die skryfstuk sal dus ’n lewens vatbare oplossing wees om die volhoubare impak van verkrying te verleng in die volwasse stadium van ‘n produk se lewensiklus (Canny Buyer, 2007).

Abstract:
The main research problem addressed in this study was to determine the key factors required by purchasing and supply departments in the automotive manufacturing industry to be efficient and effective. To achieve this objective, it was necessary to identify five sub-objectives which were, firstly, to determine the extent to which the purchasing and supply departments in the automotive industry believe that certain key factors in pricing, quality and supplier management are required to achieve excellence. Secondly, to identify if the purchasing and supply departments in the automotive industry actually implement the key factors on pricing, quality and supplier management in practice. Thirdly, to determine if there are any additional factors other than these key factors that business firms regard as key factors to be classified as worldclass purchasing and supply departments. Fourthly, to analyse why purchasing and supply departments in the automotive manufacturing industry do not always implement these key factors. Lastly, to identify any other factors that could have a significant negative impact on the performance of purchasing and supply departments. The study commenced with an analysis and review of relevant literature from various text books, journals, publications and internet sources. The literature study covered issues such as price determination, cost management, basic negotiation strategies, managing supplier quality and the supplier base, as well as a general overview of the latest developments in purchasing and supply management in business. The purpose of the literature analysis was to establish a theoretical basis for the design of the questionnaire which was used as a research instrument in this study. A survey was conducted among selected automotive assemblers and their first and second tier manufacturing suppliers in the automotive industry. The main areas of focus in the questionnaire were pricing, quality, and supplier management. As the questions in the questionnaire related to the purchasing and supply department of a business firm, a qualified and experienced buyer in the purchasing and supply department was identified in each firm to complete the questionnaire. The empirical results from the study conducted indicated that the respondents were in strong agreement with the proposed importance of the factors of pricing, quality, and supplier management required to achieve xcellence. However, the respondents also indicated that there were various obstacles which prevented the firms from implementing these key factors. Some of the obstacles mentioned were long lead times, late deliveries from suppliers, too few competitors in the market place, supplier capacity constraints and the sustainability of suppliers. Additional obstacles that the study identified were the high workload of buyers in general, incompetent staff and insufficient manpower that affected the performance of a purchasing and supply department. The buyers were not only performing buying activities, but were also involved in logistics related activities, which increased their workload and negatively affected their performance. Lack of specialised purchasing and supply chain knowledge was identified as another obstacle to achieving excellence. The empirical study highlighted some recommendations to assist purchasing and supply departments in the automotive industry to achieve excellence and become world-class departments. Examples of these recommendations are that suppliers need to be educated on how to understand their costing models and to check their own sustainability; local purchasing and supply departments require training in the purchasing skills such as incoterms, delivery times, minimum and maximum order quantity; as well as the payment terms. Buyers should be trained to become experts in their products and packaging, as well as the manufacturing process of the product they are purchasing The business firm should only employ qualified buyers who have financial and administrative skills, as well as the ability to adapt to change and work in teams. Buyers also need to master the in-house systems and work procedures involved in purchasing a product. The empirical study also identified that the majority of buyers in the automotive manufacturing industry are senior buyers, male in gender and between the ages of 40-49. The implementation of the recommendations based on the study’s empirical findings will assist in improved pricing, quality and supply management in the automotive manufacturing industry.

Abstract:
The just-in-time purchasing literature resoundingly endorses long-term, cooperative buyer-supplier relationships. Significant anecdotal and descriptive evidence indicates that such relationships are rare in practice, raising questions as to the performance consequences of this gulf between theory and practice. Using an accepted theoretical model of the buyer-supplier relationship, transaction cost economics, this study examined the purchasing performance implications of the nature of the buyer-supplier relationship under just-in-time exchange. The focal purpose of the study was to examine the performance consequences of crafting long-term, cooperative relationships. The research design employed was a cross-sectional field study, involving a static-group comparison, implemented through the use of a mail survey. A dual-stage cluster sample of eight hundred purchasing managers and professionals employed in the two digit Standard Industrial Classification (SIC) Code 36, Electronic and Other Electrical Equipment and Components, was provided by the National Association of Purchasing Management (NAPM). The questionnaire was pretested and the substantive validity of the measurement scales assessed. Scales were purified via correlational and reliability analyses. Criterion-related and construct validity were established via correlational, exploratory factor, and confirmatory factor analyses. The three hypotheses of the study, involving extant tests of the association between the nature of the buyer-supplier relationship and purchasing performance (i.e., as reflected by transaction costs), were tested via analysis of covariance (ANCOVA) models. All three hypotheses were supported by the data to varying degrees. The confirmation of the theoretical model of the study provides empirical evidence to researchers and practitioners as to the superiority, in exchange efficiency terms, of cooperative relationships under conditions of just-in-time exchange. It may not be presumed, however, that cooperative exchange will enhance efficiency in all exchange environments.

Two of the most important internal functions within a company, which have gained increased importance, are purchasing and logistics. Purchasing and logistics both contribute to the competitiveness of an organisation by conducting different value adding activities separately. There is also a huge potential for increased benefits if a high degree of integration exists between the two functions. Although there is evidence that purchasing and logistics have been working closely together historically, the operational focus of logistics and the commercial focus of purchasing have created a tension between the two functions. It has been shown that some

purchasing managers mostly have been committed to reducing the price. The logistics function has as a cause of this sometimes been forced to deal with late deliveries and inferior quality from

suppliers. To manage the interface activities between the functions is crucial in order to able to achieve integration. Purchasing and logistics functions are of major importance within wholesaling companies because they are considered as core internal functions. This study has been conducted at the wholesaling companies The Body Shop, Hälsokostcentralen (HKC), Mekonomen, Elgiganten and ICA.

Research questions:

§ What activities exist within the purchasing and logistics function at the specific wholesaling companies and which of these activities are integrated?

§ What are the factors that influence the integration between the purchasing and logistics functions and how do these factors hinder or enable the integration?

Raw material of high quality and in sufficient quantities is of great importance to manufacturing companies. However, the availability of such raw material is often uncertain. One such important raw material is cereals because the consumption of food products containing cereals is very common. The company in this case study is a manufacturing company in the food industry that purchases cereals from external suppliers. The suppliers are required to deliver cereals that meet posed quality standards and also to deliver cereals in sufficient quantities at the right time in order not to affect the product quality during the manufacturing phase and in order not to cause unnecessary production delays. However, under the current purchasing strategy, the company encounters difficulties in meeting production demand due to shortages of the supplied cereals. Therefore, it is of interest to investigate and map the reasons for such shortcoming of the current purchasing strategy. Furthermore, since suppliers are essential for the success of an organisation, the need to develop and apply a serious vendor rating strategy, particularly with respect to the ability to deliver cereals of the right quality and quantity, has arisen. The objectives of the master thesis are to investigate why the cereal supplies do not meet the production demand under the current purchasing strategies and also to achieve mitigation of the effects that cereal supply variations have on the production process. Thus, to meet these objectives, the following two research questions are examined in this master thesis: “Why do not the cereal supplies meet production demand under the current purchasing strategies?” “Which vendor rating strategies can companies use to mitigate the effects of cereal supply variations?” The master thesis is delimited to the cereals buckwheat flour, corn flour, rice flour, sorghum flour and teff flour. Furthermore, the master thesis includes the stage vendor rating and follow up in the purchasing process of cereals. A literature review, an examination of historical data, interviews, and a focus group with employees included in the purchasing process of cereal are conducted. The purchasing process of cereals at the case study company includes the stages specification, supplier selection, contract agreement, ordering, delivery expediting, arrival control, monitoring of best before date, vendor rating, and follow up. The found reasons why the cereal supplies could not meet production demand under the current purchasing strategies are: Variations in supply and demand. The production demand fluctuates and can therefore be difficult to meet depending on the available cereal supplies.  The available choice of suppliers. The case study company face difficulties in finding suppliers that can meet the requirements.  Supplier problems. The supplier problems include late deliveries, and also that received orders do not meet the specification. The flow of information. The suppliers do not inform the company about problems with orders, making it more difficult for the company to prevent supply disruptions. The accuracy of the forecasts sent to the suppliers is low, making it difficult for the suppliers to prepare sufficient quantities of cereals.  Transportation issues. The transportation companies deliver orders too late, which cause production delays.  The vendor rating strategies that companies can use to mitigate the effects of cereal supply variations are based on a three-stage model for vendor rating, including the design, implementation and use of the vendor rating system. Companies need to adjust the vendor rating system to suit their specific business. The recommendations to the case study company consist of the additional activities that the case study company should conduct in order to follow the three-stage model for vendor rating.

When the African National Congress (ANC) took office in 1994 it introduced various policies that would govern budgetary and financial reforms in South Africa. The main objective was to modernize the management of the public sector. Even though government Departments have started implementing the Supply Chain Management strategies, there are still some challenges and deficiencies that hinder appropriate implementation. The key research objectives of the study is to investigate and evaluate the implementation of Supply Chain Management in service delivery with specific focus in procurement processes of goods and services in the Eastern Cape Department of Local Government and Traditional Affairs This study has demonstrated perceptions in the implementation of Supply Chain Management (SCM) within the Department of Local Government and Traditional Affairs in the Eastern Cape Province, South Africa. The overwhelming majority of participants have shown dissatisfaction with the implementation of SCM. Service providers argue that there is no opportunity for them to develop as Small, Micro and Medium Enterprises (SMMEs) and only those service providers who are fully developed benefit from SCM. The study intends to establish and highlight the challenges that the Eastern Cape Department of Local Government and Traditional Affairs is presently faced with in regard to implementation procurement processes among staff members, managers and service providers This study is mainly qualitative but also exposes the reader to the quantitative research method

This study focused on the impact of implementation of Supply Chain Management Policy (SCM) in Limpopo Department of Local Government and Housing (The Department of Local Government and Housing is officially known as the Department of Co-operative Governance, Human Settlements and Traditional affairs as from the 16 August 2011).The study analyzed the impact of implementation of SCM policy including the implications of non-compliance with this policy. The study also provides an analysis of the perceptions of officials of the Department of Local Government and Housing with regard to the impact of implementation of Supply Chain Management policy. The study also looked at Supply Chain Management in a public sector context including mechanisms that can be employed in order to improve implementation of Supply Chain Management policy. Qualitative research methods were used in this study. This means that primary data was collected using interviews and questionnaires. The findings from the study indicated that the Department experienced challenges in implementing the SCM policy and that there was a significant change in the behavioural patterns of the certain employees after the SCM policy was implemented. The study also revealed that the implementation of SCM policy had both positive and negative effects on the employees of the Department, service providers as well as the public. Furthermore, the research revealed that violation of SCM policy has a negative impact on service delivery. The study has provided answers to both the main research question and sub-questions. From the findings made, the study concluded that the implementation of Supply Chain Management policy has both the negative and positive impact on the Department.

In an attempt to have medicines available in patient-ready packs (PRPs) prior to the dispensing process, the provincial medicine depots in South Africa have, for many years, been repackaging bulk medicines into PRPs. Notwithstanding the fact that bulk medicine packages may have been the only packages available from the manufacturers to service the Primary Health Care (PHC) sector, the main aim of this process was to ensure that medicines were available in PRPs for dispensing to patients, thus, minimising the time spent on each prescription by the pharmacist, pharmacist’s assistant or Nurse. Currently, some medicines are being procured in PRPs from the manufacturers, whereas others are still procured in bulk packs which must be repackaged into PRPs. After a thorough literature search, it was established that, up until this point in time, no studies have been performed to compare costs of repackaged medicines from bulk packs with costs of medicines procured from manufacturers in PRPs. There was very scanty literature comparing the use of medicines procured either in PRPs or bulk packs. However, literature on cost comparison between repackaging and purchasing of commercially available manufacturer-prepared PRPs was not identified.

Managing a sustainable service business rests on two critical customer perceptions: Firstly, the perceived sufficiency of the value of the service, and secondly the level of value differentiation between the current service provider other service providers in the market. (DeSarbo, Ebbs, Fong & Snow, 2010; Parasuraman & Grewal, 2000) The direction for this study was prompted by the limited research available around service quality for Supply Logistics within the global automotive industry. The study identified the key factors that logistics service providers need to focus on when aligning their perceptions of service quality to that of their customers. The service gaps between customer and service provider perceptions are uncovered. Particular focus was given to: The definition gaps in service quality, The perceived level of service quality, and The size of service quality differentiation between service providers. The key finding of the study is that service differentiation is influenced by the ability of the Logistics Service Provider (LSP) to deliver a quality of service in line with the level of importance the various elements hold to the customer. The causal relationships offered a step wise understanding of improving the perceptions of customers. This perception forming process is outlined as follows: Firstly, create a common understanding of the definition of service quality and establish the comparative importance of the various elements. Having an understanding of how customers’ value service quality is a critical first step in delivering superior service. A proposed Service Quality Framework for multi-national Supply Logistics providers in the South African automotive industry Secondly, align efforts to achieve in accordance to the level of importance of the service elements. If this is achieved, LSP’s will retain positive differentiation to its competitors irrespective of the actions of those competitors. Lastly, LSP’s need to regularly review if their own perception of the service level (per element) is in line with that of the customer. The study created a service quality framework of 22 different service elements grouped in four service factors. The relative importance of these elements were uncovered. This offered insight for organizing the business around key service elements. Within Supply Logistics the operational-management-tools, engineering-skills, processes-stability and management-structure are typical elements around which customers form their perceptions. The quality of the direct staff holds the key to sustained customer satisfaction, much more so than the commercial arrangements, industry innovations and the prestige of the brand behind the service. This study laid a foundation from which future research can deeper explore the unique slant that geographical, organisational designation or customer brand lines hold on the service quality perception.

Abstract:
In this thesis we analyze the procurement process of buyers and supply decisions of manufacturers. Companies are looking for ways to decrease their procurement costs, which account for a large percentage of the supply chain costs. We study the effects of demand aggregation and collaborative procurement on buyers' profitability. First, we make a high-level analysis and consider a market with multiple buyers and suppliers where multi-unit transactions for multiple items take place. The procurement costs are effected by economies of scale in the suppliers' production costs and by economies of scope in transportation. We design buyer strategies that model different collaboration levels and assess the role of collaboration under varying market conditions. Next, we analyze the procurement process at a lower level and identify benefits of inter-firm collaboration among buyers who are potential competitors in the end market. We adopt a game-theoretic approach to explore the economics of the basic mechanism underlying collaborative procurement, and determine the conditions that makes it beneficial for the participants. Besides low procurement costs, important considerations in supplier selection are responsiveness and the reliability of the suppliers in meeting demand. Hence, manufacturers face the pressure for quoting short and reliable lead times. We cover several aspects of the manufacturer's problem, such as quoting reliable due-dates based on current workload in the system, maximizing profit considering the lateness cost incurred due to late deliveries, and deciding on the level of inventory to increase responsiveness. We employ a model where demand arrival and manufacturing processes are stochastic, and obtain insights on the optimal due-date quotation policy and on the optimal inventory level.

ENGLISH ABSTRACT: This study was conducted to assess transparency in Supply Chain Management (SCM) at local government. The case study of eThekwini Municipality as an institution at the local sphere of government was used to explore the objectives of the study. Fundamentally, institutions such as municipalities and municipal entities, by virtue of being the closest to the people, play an important role of rendering basic services that are aimed at improving living standards of local communities. Therefore, purchasing of goods and/ or services through SCM should strictly comply with specific legislation, policies and regulations which are implemented to achieve standard norms and principles in execution of these duties. One of these requirements is achieved by adhering to transparency in procurement processes. Ultimately, adherence to the principle of transparency in SCM results to openness in decision-making and integrity of the entire process. In this study, these considerations were explored at eThekwini Municipality’s SCM and qualitative analysis of secondary data against SCM legislation, policies and regulations were extensively investigated to establish the extent to which the SCM processes had adhered to transparency. The findings of the analysis as primarily guided by the Auditor-General’s (AG’s) audit outcomes since the launch of “Operation Clean Audit” established that the municipality had not received a clean audit during the period of review from the 2009/2010 to 2011/2012 financial years. The findings pointed to a number of issues regarding SCM irregularities, exceptionally high irregular expenditure (with a net regression of 12% in the financial year 2010/2011), abuse of contract deviations, failure of the accounting officer to give reasons in writing for irregular expenditure and non-compliance with applicable laws and regulations. This state of affairs had led to the municipality making a prognosis of the internal issues which placed them at risk. These issues informed the development of a strategy to implement austerity systemic and financial management measures to mitigate the identified risks. The findings of the study concluded that the importance of adherence to transparency results in sound decision-making, promotes access to information to the public and other stakeholders, increases integrity of processes, and prevents opportunities of fraud and maladministration.
AFRIKAANSE OPSOMMING: Hierdie studie is uitgevoer om deursigtigheid te evalueer in Voorsieningskettingbestuur op plaaslike regering. Die gevallestudie van eThekwini Munisipaliteit as 'n instelling op die plaaslike vlak van regering is gebruik om die doelwitte van die studie te verken. Fundamenteel speel instansies soos munisipaliteite en munisipale entiteite ‘n belangrike rol in die lewering van basiese dienste wat gemik is op die verbetering van lewensstandaarde van plaaslike gemeenskappe, omdat hulle die naaste aan die mense is. Daarom moet die aankoop van goedere en / of dienste deur Voorsieningskettingbestuur streng voldoen aan spesifieke wetgewing, beleid en regulasies wat geïmplementeer is om standaard norme en beginsels in die uitvoering van hierdie pligte te bereik. Die bevindinge van die analise was hoofsaaklik gelei deur die Ouditeur-Generaal se oudituitkomste sedert die bekendstelling van "Operasie Skoon Oudit ", en dit het gewys dat die munisipaliteit nie 'n skoon oudit gehad het gedurende die tydperk van die hersiening van die 2009/2010 tot 2011/2012 finansiële jaar nie. Procurement 4.0 is the integration of Industry 4.0 related technologies into the procurement process, making tasks automated, information gathering and communication more effective, while establishing interconnected networks. After noticing a lack of studies done on the implementation of Procurement 4.0, the purpose of this article became to close the theoretical gap and extend the understanding of the implementation of Procurement 4.0. The study is done as a systematic content analysis, with the basis in a systematic literature review. Two areas of interest were studied and evaluated, identified effects on the procurement process by implementing Procurement 4.0, and identified Industry 4.0 implementation factors. Altogether, 14 studies were analyzed and evaluated and later put against each other to conclude Procurement 4.0 implementation factors. This study identified the need for managerial support and interaction with the employees, as an important part of the implementation phase. There are also a few factors that are not affected, regardless of if the implementation is concerning Industry 4.0 or Procurement 4.0.

ENGLISH ABSTRACT: Supply chain management (SCM) in the public sector in general, as well as the municipal sphere in particular, has received increasing prominence over past few years. Although the focus is mainly due to the impact of fraud and corruption in public sector procurement, this author is of the opinion that SCM can also create value and aid in the attainment of strategic objectives. The study revealed that supply chain management is described as a process in literature, whilst it is described as a system by government. Of significance to this, is that both literature and government view SCM as a means to add value. The study also revealed that in order for SCM to add value and to contribute to the attainment of strategic objectives, it is important that SCM forms part of the performance management (PM) system of an organisation. Performance measurement tools, such as the balanced scorecard, benchmarking, improvement and other measurement tools, were introduced as tried and trusted methods for measuring SCM performance. The study was embarked upon because the author was of the opinion that municipalities in South Africa only implement SCM because it is required by legislation. Thus, this theory was tested at Hessequa Municipality and it was found that the current emphasis was on compliance at Hessequa Municipality. This was done by means of studying documentary evidence and through interviews conducted with various internal and external stakeholders either directly or indirectly affected by the SCM processes of Hessequa Municipality. The study tested Hessequa Municipality’s readiness to progress towards performance management and measurement by using the financial capability model for SCM as utilised by the Western Cape Government to ascertain the level of SCM implementation at municipalities. It was found that Hessequa Municipality meets almost all the compliance and control requirements, with only two areas that require slight attention before full compliance is achieved. Through the interviews conducted, the study also tested Hessequa Municipality’s willingness to progress to the next level and found that there was indeed a willingness to progress towards managing and measuring SCM activities. In conclusion, the study recommended that Hessequa Municipality uses a phased-in approach when it sets processes in place to progress towards performance managing SCM. That when developing performance indicators for SCM, it be aligned to the performance management system and targets of the municipality. It also recommended that a combination of the tried and trusted methods be used to measure SCM performance. Finally, it recommended that the municipality eradicates the silo approach to doing business and adopts a more integrated approach by firstly integrating its internal processes before embarking upon integrating the actions of all the agents within the supply chain.
AFRIKAANSE OPSOMMING: Voorsieningskanaalbestuur (VKB) in die openbare sektor oor die algemeen sowel as in die munisipale omgewing in besonder, het gedurende die afgelope jare al hoe meer na die voorgrond getree. Alhoewel die fokus hoofsaaklik toegeskryf word aan die impak van bedrog en korrupsie op verkryging in die openbare sektor, is die skrywer van mening dat VKB ook waarde kan toevoeg en tot die die behaling van strategiese doelwitte kan bydra. Die studie het aan die lig gebring dat VKB in literatuur as ’n proses beskryf word, maar deur die regering as ’n stelsel beskryf word. Wat egter van belang is, is dat beide die literatuur en regering VKB as ’n middel beskou om waarde toe te voeg. Die studie het ook openbaar dat, ten einde vir VKB om waarde toe te voeg en tot die behaling van strategiese doelwitte by te dra, dit belangrik is dat VKB ’n deel vorm van die prestasiebestuurstelsel van ’n organisasie. Prestasiemetingsinstrumente soos die gebalanseerde telkaart, doelwitstelling, verbetering en ander metingsinstrumente is ingestel as bewese metodes om VKB-prestasie te meet. Die studie is onderneem omdat die skrywer van mening was dat munisipaliteite in Suid- Afrika slegs VKB implementeer omdat wetgewing dit vereis. Hierdie teorie is by Hessequa Munisipaliteit getoets en daar is gevind dat die huidige klem op voldoening aan wetsvereistes is. Die toets is gedoen deur dokumentêre bewyse te bestudeer, asook deur onderhoude te voer met verskeie interne en eksterne rolspelers wat óf direk óf indirek deur die VKB-prosesse van Hessequa Munisipaliteit geraak word. Die studie het Hessequa Munisipaliteit se gereedheid om na prestasiebestuur en -meting te vorder, getoets deur van die finansiële vermoë-model gebruik te maak wat deur die Wes-Kaapse Regering gebruik word. Hierdie model word gebruik om die vlak van VKB-implementering by munisipaliteite te bepaal. Daar is gevind dat Hessequa Munisipaliteit aan feitlik alle vereistes vir nakoming en beheer voldoen, buiten twee gebiede wat geringe aandag verg alvorens volle nakoming behaal word. Deur onderhoude te voer, het die studie ook Hessequa Munisipaliteit se bereidwilligheid getoets om na die volgende vlak te vorder. Daar is gevind dat daar inderdaad ’n begeerte was om na die bestuurs- en metingsaktiwiteite van VKB te beweeg. Laastens het die studie aanbeveel dat Hessequa Munisipaliteit ’n infaseringsbenadering gebruik wanneer prosesse in plek gestel word om na VKB-prestasiebestuur te vorder. Wanneer prestasie-aanwysers vir VKB ontwikkel word, moet dit met die prestasiebestuurstelsel en -doelwitte van die munisipaliteit belyn word. Dit word ook aanbeveel dat ’n kombinasie van die beproefde en getoetste metodes gebruik word om VKB-prestasie te meet. Die laaste aanbeveling is dat die munisipaliteit die silo-benadering van sake doen uitwis en ’n meer geïntegreerde benadering aanneem. Hållbarhet är idag ett aktuellt ämne som har influerat många industrier och logistikstrukturer. Syftet med denna rapport är att studera hur inköpsfunktionen inom möbelbranschen kan bidra till att öka den hållbara utvecklingen inom företag och därmed påverka den hållbara utvecklingen i samhället. Författarna för denna studie har studerat hur hållbarhetsarbetet ser ut hos fyra svenska möbelföretag samt hur deras kortsiktiga- och långsiktiga mål ser ut. Arbetet med hållbart inköp gynnar flera parter i en försörjningskedja och i samhället. Litteraturen som har använts visar på att det hållbara arbetet oftast brister hos leverantörerna på fabrikerna. Många fabriker finns i länder som är klassificerade som högriskländer, vilket innebär att de inte förhåller sig till exempelvis rättvisa arbetsvillkor eller löner. I de fallen behöver företag interagera leverantörerna i sitt CSR-arbete, utöver sitt interna hållbarhetsarbete, vilket innefattar ett ekonomiskt, miljömässigt och socialt ansvarstagande. Genom att arbeta med CSR-aspekterna kopplat till inköpsarbetet, kan företag uppnå ett hållbart inköp. Författarna för denna studie har analyserat vilka svårigheter som finns i hållbarhetsarbetet och har på så sätt kunnat redogöra för eventuella förbättringsåtgärder. Den teoretiska referensramen lyfter fram teorier som har kunnat användas som riktlinjer för utvecklingsarbetet för hållbart inköp. Det empiriska materialet sammanställer hur företagens inköpsstrategier ser ut för det ekonomiska, miljömässiga och det sociala arbetet idag. Många av de studerade företagen förhåller sig till teorin, även om de har potential att arbeta med teorierna i större utsträckning. Resultatet av denna studie är att det föreligger en gemensam svårighet för de studerade företagen, vilket är att integrera leverantörer och underleverantörer i CSR-arbetet för att uppnå ett hållbart inköp. Eftersom det exempelvis förekommer kulturella skillnader och lagstiftningar, kan det vara svårt att påverka leverantörerna. Därför ingår en del av företagen i samarbete med externa parter som granskar att leverantörerna förhåller sig till företagens krav och till de globala riktlinjerna. Genom att utöva inflytande på leverantörernas arbete och få dem att förstå hur kedjan tillsamman kan bidra till ett hållbart klimat, kan de skapa ett närmare samarbete för att företaget ska uppnå ett hållbart inköp.
Sustainability is today a well-known subject and has influenced industries while it has been fundamental for logistical structures. The purpose of this paper is to study how the purchasing division, within the furniture industry, can contribute to the increasing development of sustainability in the community. This study encompasses four Swedish companies, where the authors of this essay examine the present situation. Furthermore, the authors examine which short-term achievements and long-term goals respective company has, in the aim of accomplishing sustainable purchasing. Based on this study’s literature, sustainable purchasing benefits several parties within the supply chain and in the society. This essay’s scientific research also points at the issues of sustainable work in progress that is identified at the suppliers. A big scale of this study's company’s suppliers is located in highrisk countries, which means that those countries does not address the same working conditions as in other countries. The earlier scientific research of this study also implies that companies needs to take an environmental and economical responsibility. In those cases, companies need to integrate with their supply chain in regard to CSR work, beyond their internal work efforts. A fundamental concept in the work for sustainability is CSR, which contains an economic, environmental and social responsibility. The relation between these CSR-factors and the work it entails, manage companies to accomplish sustainable purchasing. The authors of this paper have analyzed the difficulties with sustainable work, and from that manage to point out possible improvements. The theoretical frame of reference highlights theories that can be used as strategies for the development work towards sustainable purchasing. The purpose of the empirical material is to examine how the companies purchasing strategies are outlined and contributes to the economic, environmental and social work. The practical work at these companies of this study reflects the theories. Some of them has the potential to work with the theories in a larger extension. The result of this study is that the companies experience the same difficulty, which is to integrate suppliers and sub-suppliers in the work of CSR, to accomplish sustainable purchasing. Since there are contrasts between countries, culturally and legally, the companies collaborate with external parties to create policys. These policys are aimed to apply as a common interest for all involved parties in the supply chain. In addition to these policys, the urge to integrate the supply chain, comes from the companies internal interests. By interacting the suppliers and make them understand which effect they can have on the climate, they can develop closer cooperation to achieve a sustainable purchase.

The logistics industry causes various harms to the environment. The literature assigns the main responsibility for alleviating such harms to two supply chain actors: shippers (logistics buyers) and logistics service providers (LSPs), which motivated studying them in this thesis. Specifically, this thesis explores and identifies how green logistics practices can be facilitated through aligning both actors throughout the different phases of their relationships. Two studies are compiled. The first study is based on five distinct cases -- three shippers and five LSPs, providing the basis for two papers: (i) one that analyses the institutional pressures (regulatory, market, competitive) on shippers to purchase green logistics services, and on LSPs to provide these services, and (ii) one that investigates the two actors’ stances on environmental concerns in the four key logistics purchasing phases (request for proposal, negotiations, contracting, execution), while proposing ways to align their efforts along such phases. The second study covers a single case of a dyadic relationship between a shipper and its LSP, handling enhancing logistics performance (cost efficiency, on-time delivery) in the early stages of their relationship. The findings indicate a general lack of regulatory pressure in driving shippers and LSPs to engage in green logistics, contrasted by a long-term influence of competitive pressure and a prevalent influence of market pressure. It was also found that both actors must put substantial efforts in the beginning of their relationships to reach a mutual business understanding, allowing performance and green enhancements. In the execution, it was found that both partners should regularly communicate performance metrics while modifying working standards, which would also support their green practices. For practitioners, insights are offered to align shippers’ and LSPs’ efforts within their relationships to attain positive performance and green outcomes.

The public sector is faced with increased demands for public goods and services from communities. Public institutions have limited resources which should be managed effectively for effective and efficient service delivery. The South African government initiated and implemented financial management reforms since 1994 with the aim of improving public service delivery. The Public Finance Management Act, 1999(Act 1 of 1999) was promulgated to regulate financial management. The object of Public Finance Management Act is to secure transparency, accountability and sound management of revenue, expenditure, assets and liabilities of the public sector. The aim of the Public Finance Management Act is to enable public sector managers to manage and be more accountable with the purpose of eliminating waste and corruption in the use of public resources. A Supply Chain Management system was introduced by the South African government in 2003 to ensure effective procurement and improve financial management in the public sector. The introduction of Supply Chain Management led to procurement reforms which resulted in government decentralising and delegating authority for procurement to public institutions. Supply Chain Management forms an integral part of financial management. The process integrates general financial practices with budgeting, procurement and asset management. Supply Chain Management is currently not correctly implemented by some public institutions and this lead to irregular, fruitless and wasteful expenditure. Accounting officers should recognise the importance of Supply Chain Management in order to ensure effective procurement, sound financial management and improve service delivery. The study highlights the important of implementing Supply Chain Management in an institution. The implementation of adequate Supply Chain Management practices will promote efficiency, effectiveness, transparency, openness, accountability and fairness in procurement and improve ethical conduct of officials.

The purpose of this study was to determine the effectiveness of administrative intervention in Supply Chain Management in the Department of Education in Limpopo. This was done with the aim of looking into the strategies that were put in place during the intervention process and to examine whether the strategies have yielded the desired results of stabilising the department’s finances and averting the possible collapse of essential services. Qualitative data were collected, primarily in the form of semi-structured interviews using an interview schedule consisting of both closed and open-ended questions with the Chief Financial Officer, General Manager (SCM), Senior Manager (SCM), Manager Demand and Acquisition, six Supply Chain Management Practitioners, and two members of the Intervention Task Team. All these officials provided sufficient information related to the effect of the administrative intervention in the SCM of the Limpopo Department of Education. The study found that there were a number of strategies that were put in place by the members of the Intervention Task Team during the intervention process, such as : • Catering not exceeding R50.00 per person has to be provided only for meetings with external stakeholders and this provision only applied to meetings that take longer than five hours; • Promotional items such as t-shirts, caps, bags, etc., were not to be purchased by the department; • Engagement of consultants was also reduced to the minimal and it was only allowed where the department does not have the requisite skills or resources in its full time employ to perform the assignment in question; and • Trips by vehicles were to be optimised to reduce costs. However, the strategies that were put in place by the Intervention Task Team in the Supply chain management did not yield the desired results of stabilising the department’s finances and averting the possible collapse of essential services. Limpopo Department of Education continued to get an undesirable disclaimer audit iii opinion for the fourth consecutive year and the findings depicted poor administration and inability to comply with the treasury regulations.

The main aim or purpose of this study was to examine the impact of the supply chain management on service delivery on the Limpopo Department of Economic, Development, Environment and Tourism (LEDET). The field survey was conducted in LEDET in the supply chain management directorate after gaining permission from the Head of Department of LEDET. The study was qualitative in design. Semi-structured interviews and questionnaires were used. The questionnaire has both open ended and closed ended questionnaires. The supply chain management directorate plays an important role in all the departments in South Africa as a whole. Supply chain management in South Africa was created to improve the lives of the communities such as historically disadvantaged individuals, disabled and women, but it is no longer serving its purpose because nowadays it is serving the few politicians, public officials and the friends and relatives of the public officials. One of the findings of this study is that the supply chain management directorate cannot function properly if the public officials who are appointed does not have relevant qualifications, training and experience towards supply chain management. There should always have uniformity of supply chain management in the three spheres of government to prevent corruption. Supply chain management must be centralised. This means that all the tender contract of the three spheres of government must be done in one centralised unit. Linking of the databases in the three spheres of government can also help the supply chain management not to appoint the same service providers in the tender contract. Appointment of service providers must be done electronically to minimize all forms of corruption. To improve service delivery the public officials must know how to interpret the acts, rules, regulations and policies governing supply chain management. They must also monitor and evaluate the entire contract from the start to the end of the contract The public officials working in the supply chain management must be paid competitive salaries, because they are compelled by the low salaries to corruption such as bribery, fraud, nepotism, extortion, embezzlement and conflict of interest become common in place. It is further recommended that the officials working in the supply chain management, who are getting lower salaries must also be evaluated and upgraded to the higher salary, depending on their qualification, experience and training.

Most contemporary South African businesses are facing tough times. This is the result of emerging trends such as intense global competition which requires businesses to be quick, agile and flexible; new technology available to any business willing to adopt it; more advanced customer expectations and the implementation of new strategic, proactive management approaches. In fact, many of them (including wholesalers) will succeed only if they can successfully integrate strategy, processes, business arrangement, resources, systems and empowered workforces to render their core business effectively. Choosing suppliers and purchasing products are critical wholesaling activities and often determine the success of wholesalers. Wholesaling institutions, however, vary considerably in size, activity, style of business, types of products provided and services rendered. These variables imply that the complexity of wholesaling activities differs. It therefore stands to reason that the level of sophistication with which these wholesalers manage their purchasing, sourcing and supply activities may differ. The level of sophistication with which wholesalers manage their purchasing, sourcing and supply function may vary from traditional management approaches to advanced integrated management approaches. The use of the new management approaches by businesses is a vital instrument in facilitating change. This leads to the development of more focused, specialised and high-performance organisations. Manufacturers are not geared to deal directly with the thousands of small retailers and therefore use wholesalers for this function. Wholesalers provide a vital link between manufacturers and retailers, and play a pivotal role in efficiency of the whole supply chain. Adapting to the supply chain management approach may thus mean the difference between success, failure and the continued existence of the wholesaler in supply chains. This research study was undertaken to determine to what extent wholesalers in South Africa have adapted to new demands and developments in their purchasing, sourcing and supply functions. Secondary to this objective was the need to (1) investigate the scope of wholesaling, with reference to the global and South African context; (2) investigate the concepts of and the evolution of purchasing to strategic sourcing as part of the broader supply chain management approach; (3) analyse the scope and concept of supply chain management; and (4) determine the purchasing, sourcing and supply management approaches used by the wholesale sector in South Africa. The study was conducted in several phases. Firstly, a literature research was conducted to gather and integrate secondary data in order to (1) expound the definitions, importance, types, activities and trends of wholesalers; and (2) investigate the development of purchasing to strategic sourcing and evolution of supply chain management, and to give an overview of purchasing, strategic sourcing and supply chain management. Secondly, a questionnaire was compiled containing all the relevant issues identified in the literature research to enable the researcher to establish how far South African wholesalers have advanced in adopting new approaches to managing the purchasing, sourcing and supply function. This questionnaire was pretested on two respondents to verify its validity, before proceeding to the next step. Thirdly, a letter and the refined and tested questionnaire were mailed to all the wholesalers identified to be involved in the survey, informing them of the research study and soliciting their cooperation. The letter requested the participants to return the questionnaire via facsimile. Fourthly, to improve the response rate, after the date for returning the questionnaire had lapsed, additional questionnaires were faxed to all the respondents who had not completed the initial questionnaire. The literature research established that the new demands and developments facing wholesalers in managing their purchasing, sourcing and supply function are a reality. Wholesalers are confronted with a variety of challenges concerning these demands and developments which is jeopardising their vital role in the supply chain, and they need to adopt a more sophisticated method of managing these activities, not only to ensure their own survival, but also to lower the costs of the wholesale operation, and ultimately allow an increase in shareholders' wealth. The empirical study, however, clearly indicated that South African wholesalers are still significantly focused on the tactical aspects of purchasing, incorporating only a few aspects of strategic sourcing and supply chain management. The position of South African wholesalers regarding the level of sophistication in their management approach to the purchasing, sourcing and supply chain management approach can be regarded as a mechanical approach, with proactive tendencies. It is therefore clear that South African wholesalers have not adapted to the strategic sourcing and supply chain management approaches, and need to prepare themselves for this change - or risk failure.

This research examines the impact of purchasing constraints and demand variability on working capital balances. The working capital accounts considered are creditors, debtors and raw material inventories. Purchasing constraints and demand uncertainty are defined. The supply chain of the South African cable industry, and one manufacturer in particular, and the challenges faced in the cable manufacturing process are discussed. To quantify the influences, a comparison between working capital accounts in the case of economic order quantity and actual purchasing practices is performed. A simulation model is developed to reproduce a larger sample of demand data, matching the cumulative probability density function of each cable type contained in the annual sales budget. The results show, that the working capital accounts react differently to changes in purchasing conditions and variations in demand, the most sensitive being raw material inventories. The study quantifies the influence of purchasing constraints on each working capital value.

Despite reform processes in the employment of Supply Chain Management (SCM) as a strategic tool in the South African public sector, there are predicaments in SCM practices, especially in municipalities. This notwithstanding, research that demystifies the SCM implementation practices in local municipalities within the West Rand District, SA is lacking. This study explores supply chain management practices implemented at the West Rand District municipalities. An exploratory and descriptive study was conducted based on a semi-structured questionnaire. The collected data was analysed descriptively using SPSS, inferentially using Fisher Exact test, as well as by content analysis using Atlas.ti. The findings of the study revealed that overall the West Rand District municipalities have adopted and implemented the SCM practices. However, SCM practices are sometimes not always aligned with government policies. The most implemented SCM practice was demand management, followed by acquisition management. The least implemented practices were logistics, disposal, risk and performance management. No significant differences were observed among the municipalities, except for municipality C (within its own supply chain practitioners). The municipalities face serious SCM challenges in implementing their SCM practices. These challenges stem from: a lack of training for SCM staff, lack of proper capacity, poor planning, and ineffective black economic empowerment in the West Rand District. Based on the results, there is a need of training for SCM staff, capacity building, better planning interventions, and more effective black economic empowerment. It should be reiterated that the lack of proper SCM processes and procedures are the root cause of problems in service delivery in South Africa. The study concludes by recommending that SCM practitioners should regularly update their SCM policies, ensure proper compliance with the elements of SCM, as well as to source competencies, skills, and knowledge from higher education institutions and private accredited service providers.

The world over, countries are burdened with existing and emerging diseases and while that affected all nations, sub-Saharan Africa carried the heaviest portion. This filtered to Zimbabwe where a myriad of health challenges are faced. Unavailability of medicines coupled with poor inventory management of these medicines has been prevalent. Insufficient financial resources and increasing cost of healthcare costs is one of the pressing matters. It is also important to note that these challenges are occurring at a time when government is realising the crucial role of procurement in addressing health challenges. Due to the extent, depth, breadth and nature of the health challenges and their criticality in establishing sustainable and affordable health system in Zimbabwe, a case study approach has been adopted where data from questionnaires, interviews, documents and observations were corroborated and triangulated in an effort to bring to the surface deep-seated procurement matters and how they are related to the challenges provided. Thus, in terms of the research findings, it was first revealed that the procurement legislative frameworks and processes are fragmented and not in one place resulting in multiple accountabilities. It was further shown that the framework is inappropriate in a healthcare set-up where issues of speed and flexibility in addressing requirements are paramount. It was also shown that procurement planning being a critical aspect is regrettably and detrimentally missing in procurements. In addition, the selection criteria as set out in the regulations and practiced by individual state health facilities indicated over-reliance on price and that being the case, key aspects such as quality and supply-lead time are missed and yet are very necessary in terms of evaluation among other factors. In the findings, the peripheral role of procurement staff with clinicians being also at the epicentre of purchasing decisions was presented. Perhaps related to that was the inadequacy of procurement skills and competences from the procurement personnel. Last on the findings, financing and the frequency of disbursement was unmatched with hospital requirements and thus resulting in unavailability of adequate medicines and equipment.

The purpose of this study is to explore procurement practices employed within the commuter bus industry in Gauteng. The contemporary procurement practices employed within the commuter bus industry in Gauteng have propagated a number of challenges for this industry, including a deficit in the allocated funds and a lack of coordinated relationship between the relevant stakeholders. This study is both descriptive and exploratory in nature and employed a mixed-method research approach to collect the research data. The data was collected from a sample of 18 respondents who are key stakeholders directly involved in the procurement of subsidised commuter bus services in Gauteng by means of a face-to-face interview using a semi-structured questionnaire. The findings of the study revealed that there are three types of procurement practices employed within the commuter bus industry, namely, interim, negotiated and tender contracts. However, all these contracts are now outdated, due to the complex implementation of the policies guiding procurement. The study also revealed that there are minimal contributions towards the socio-economic objectives within the commuter bus industry. This has led to uncoordinated relations between the government officials and the subsidised commuter bus operators. Furthermore, there are challenges hindering effective procurement in the commuter bus industry, such as under-funding, fronting activities, frequent reshuffling of transport personnel and inconstant allocation of funds. The study also noted differences in the application of procurement practices between the government officials and the subsidised commuter bus operators, in terms of the industry’s contribution towards socio-economic objectives, policies and regulations, relationship and the challenges faced within the industry. Efficient procurement practices can contribute significantly to the commuter bus industry, especially towards job creation and economic growth. The study concludes with a recommended framework for enhancing the procurement practices of the commuter bus services in Gauteng.

This study explores the flawed procurement and delivery of Learner Teacher Support Materials (LTSM) in East London district at public secondary schools in the Eastern Cape province. Poor management of the procurement of LTSM has the result that some schools in the country have limited access to LTSM because of late delivery, non-delivery, incorrect and, or delivery shortages. These problems have contributed to under-achievement in the affected schools and in turn undermine the learners’ constitutional rights and educational aims and goals. Like many other provinces, the Eastern Cape also encountered difficulties with the procurement and delivery of textbooks to various public schools. To investigate the problem, a qualitative and exploratory study was carried out. The data were collected from a sample of 19 participants involved in the three levels of the procurement process; that is, district officials, school principals and the provincial head office officials. The researcher conducted face-to-face interviews using open-ended questions. The research results showed that although the procurement process of LTSM is centralised at the head office level, the other two levels, namely the district office and the school levels, play a significant part. While these levels play an important role in determining and collating the textbook needs, they require additional communication processes and systems to be in place to avoid prolonged timeframes and follow ups that bring about delays of the overall procurement process. Between communication of the relevant guidelines, and collating and submitting book needs information, delays happen along the way at one or more levels and these ultimately lead to either late procurement, late or non-delivery of books to the relevant schools. The study showed that although there are rules, regulations and various policies that serve as guidelines in the procurement process, the actual implementation and monitoring is flawed. The lack of coherence promotes mistrust and conflict between the relevant stakeholders, which in turn brings about minimal consultation on changes relating to effective management processes during procurement and distribution of LTSM. The study recommends changes that are needed to achieve effective management to alleviate problems encountered during the procurement and distribution of LTSM in the East London district public secondary schools
