Abstract:
The purpose of this study was to determine the suitability of using interactive videodisc for developing community based simulations for students with moderate disabilities. A multiple baseline design across students was used to assess the effects of the training package, that made use of an interactive videodisc-based simulation, on the students' skills to locate and purchase an item in simulated and natural convenience store settings. Three adolescents with moderate disabilities were taught how to access the equipment, discriminate items, and shop for snack items in a convenience store. During baseline and intervention phases, purchasing skills were assessed daily in simulated settings and weekly in natural settings. Measures included the number of extra actions to locate an item, percentage of assistance from the teacher, and number of purchasing steps completed correctly. All students learned how to access the equipment, to discriminate visuals of shopping items, and to interact in the simulated store setting. In addition for the simulated settings, students demonstrated a decrease in the number of extra actions needed to locate an item and an increase in the number of purchasing steps performed correctly.

The Indian Government has issued an advisory for postponing non-essential or elective surgeries. Surgeons, especially those working in rural areas, have more time at hand to learn new skills. Unfortunately, due to the lockdown, purchasing new equipment has been difficult. We describe how Fellowship of Laparoscopic Surgery course skills for Gas Insufflation Less Laparoscopic Surgeries could be practised at home with easily available materials to make use of the time and build surgical skill capacity.

Abstract:
The purpose of implementing community service is the Export Product Development Program (EPDP) to increase the quantity and quality of rattan production, and increase the sale of rattan products. Small and Medium Enterprises (SMEs) involved as many as 2 (two) SMEs in Trangsan village, namely the Three Colors Rattan UKM, and the Wayan Rotan UKM with the problem of scarcity of raw materials and purchasing methods not optimal, equipment that is not feasible to use, layout not optimal, designs that change frequently. The solutions offered are training, including training in raw material purchasing methods, tool management training, and product design training, as well as upgrading equipment. The output of community service activities is that rattan production increased by more than 10% for three-color UKM, Rattan and 29% increase in UMKM production, Wayan Rotan.

Abstract The article presents the description of the current systems of training military aircraft pilots. Particular attention has been paid to the trends of change aimed at reducing the cost of purchasing school aircraft and the burden on the entire training and aircraft operation system. Over the past 3 years, the annual Pilot Training Conference in London has dominated the issue of increasing the effectiveness of training pilots of combat aircraft and unmanned aerial vehicle operators. The results of training experiments were presented on this conference, which presented the abandonment of intermediate airplanes training process of military pilots. The results of different researches allowed to state, that on a well-designed school airplane, such as the Pilatus PC-21, one can train both basic and advanced trainings and then train pilots directly to the combat aircraft. Of course, all this training process should be intensively supported by the modern mission simulator of the 5th generation. This allows the thesis to be a future, innovative training system that significantly reduces the training costs of a combat aircraft pilot without affecting the quality of the training.

This study evaluated the effects of a videotape instructional package (i.e., viewing videotapes, on-site prompting, and reinforcement) on the acquisition and generalization of children's grocery-purchasing skills in community settings. A multiple-baseline design across settings and within three children with autism was implemented to evaluate the training program. Acquisition of the skills taught was rapid and transferred to other settings. After training in two stores, all students increased their level of performance in the third store. Results show that the use of a videotape instructional package is an effective training tool to teach community survival skills.

PurposeResearch on purchasing managers and their skills requirements supports the training and education of purchasing professionals. This paper offers an in-depth analytical review of the purchasing skills reported in the supply chain management (SCM) literature. The purpose of this paper is to highlight the most important skills and factors that influence these skills.Design/methodology/approachThis paper employs a systematic literature review methodology. Two databases, Scopus and Web of Science, are searched for relevant articles. The selected journal articles are used as sources to obtain a view not only on the relevant purchasing and supply management (P/SM) skills, but also on factors that emphasize certain P/SM skills. This paper also summarizes the ten skills ranked as most important (often described as the “top ten”) among the sample articles.FindingsThe paper highlights the essential skills for purchasing professionals, verified both by their frequent appearances in rankings and by citation frequency in the literature. Generic managerial skills, such as communication, cost analysis, teamwork, problem-solving, negotiation, influencing, and persuasion, as well as information technology skills, received the most attention in the literature and rankings of the “top ten” P/SM skills. This paper provides a refined categorization of purchasing skills, which have merged recently with other discussed skills, such as political and entrepreneurial ones, into this categorization. This paper identifies factors that affect purchasing managers’ skills requirements.Originality/valueThis paper presents a structured overview of 57 peer-reviewed articles from high-quality journals about purchasing skills. The review contributes to the purchasing skills literature by showing the most relevant skills and the factors that influence skills requirements. These factors also provide arenas for further research related to purchasing skills.

Abstract:
The study explores the skills set development and its job market relevance of the HND (Higher National Diploma) purchasing and supply programme in Ghana, using a grounded theory methodology. Semi-structured interviews, focus group discussions, observation and documentary analysis were used in the data collection, whereas thematic analysis was applied in the data analyses process. The research findings supported the widely held public perception that skills mismatch exist on the Ghanaian labour market. Besides, the HND Purchasing and Supply practitioners were found to lack managerial skills, confidence (psyche), analytical skills, critical thinking skills, specification development skills, computer skills in terms of data entry, word processing, excel and power point capabilities. Unfortunately, the study did not establish the existence of any practical on the job training in industry to resolve the identified skills deficiency. Although the research revealed that the Public Procurement Authority ( PPA) has been organizing some internships for HND Purchasing and Supply graduates, they still lack hands-on/ practical experience. Nonetheless, the study has confirmed the relevance to practice of the skills set imparted through HND Purchasing and Supply programme. A sustentabilidade ambiental vem ganhando cada vez mais espaço na área de Administração. Discussões recentes apoiam que uma boa gestão ambiental pode proporcionar fonte de vantagens competitivas significativas e duradouras. Assim, inúmeros estudiosos da área de gestão tem se dedicado ao tema e em meados da década de 1990 duas novas linhas de pesquisas surgiram: Green Human Resource Management (GHRM) e Green Supply Chain Management (GSCM). Pesquisas nestas áreas evidenciam que a gestão ambiental para ser efetiva precisa de práticas de Gestão de Recursos Humanos (treinamento, avaliação de desempenho, sistemas de recompensas, recrutamento e seleção), bem como de práticas que vão além dos \"muros da organização\", como compras verdes, eco-design, logística reversa e cooperação com os clientes. Apesar da importância que a literatura tem atribuído a esses dois construtos poucas pesquisas têm retratado, empiricamente, este relacionamento, principalmente, quando se visualiza a realidade brasileira e ainda mais quando se considerada a cadeia de suprimento das organizações. Assim, o objetivo desta pesquisa é verificar se há um relacionamento positivo entre práticas de treinamento ambiental e práticas externas de Green Supply Chain Management - compras verdes e cooperação com os clientes. Para tanto, realizou-se uma fundamentação conceitual sobre os temas mencionados e, com base nesta, construiu-se o questionário utilizado durante a fase empírica da pesquisa, um esurvey autoadministrado com 95 empresas possuidoras de certificação ISO 14001 localizadas no Brasil. Os resultados permitiram constatar que, de fato, o treinamento ambiental influencia positivamente práticas de compras verdes e cooperação com os clientes, com destaque para a primeira. Além disso, verificou-se que o porte das empresas não é tão significante ao controlar práticas de GSCM. Até o presente momento, acredita-se que esta seja a primeira pesquisa que apresenta um survey para testar o relacionamento entre treinamento ambiental e práticas externas de GSCM para empresas com certificação ISO 14001 no Brasil.
Environmental sustainability is achieving more attention in the Management field of knowledge. Recent discussions affirm that a better environmental management can be linked with a better competitive advantage. Thus, many scholars in the field of management have been devoted to the subject and in the mid-1990s two new lines of research have emerged: Green Human Resource Management (GHRM) showing that environmental management needs to be effective in terms of HRM practices (training, performance appraisal, reward systems, recruitment and selection); and Green Supply Chain Management (GSCM) showing that green practices should go beyond the \"walls of the organization\", as green purchasing, eco-design, reverse logistics and cooperation with customers. Despite the relevance of these topics, so far, little research have empirically verified if GHRM is related to GSCM, especially considering Brazilian context. The objective of this research is to verify if there is a positive relationship between environmental training as part of GHRM and green purchasing and cooperation with customers as part of GSCM. To this end, we carried out a literature review on the topics mentioned and, based on this; we constructed a questionnaire used during the empirical phase of the research. An e-survey with selfadministered 95 companies possessing ISO 14001 located in Brazil. The results demonstrated that, in fact, environmental training positively influences green purchasing practices and cooperation with customers, especially the first. Furthermore, it was found that the size of the companies is not a so significant variable when controlling GSCM practices. To the date, it is believed that this is the first study that presents a survey testing the relationship between environmental training and external GSCM practices for companies with ISO 14001 in Brazil.

Abstract:

This study addresses the degree of satisfaction of participants who have completed purchasing training courses within a Certification System and the extent that the objectives of these courses align with participants' work needs. This research is relevant by contributing to two organisations. It also provides future application to the specific industry in which the research is situated as purchasing processes are similar across private sector, public sector and non profit sector.

The development of the research strategy for this study was an iterative process as research questions were developed and refined as part of routine work practices. The choice of methodology was driven by the researcher's desire to meet managers' and business researchers' expectations that problem solving efforts should relate in clear statements of research questions and research objectives. This was important as this research is focused on an investigation where the outcomes provide information concerning a specific training intervention for those in the workforce with purchasing responsibilities.

The results from the research provided evidence that people who have completed the courses have recognised that there is both a learning and a career pathway for those with purchasing responsibilities. This recognition is desirable if purchasing, as a function in organisations is to be more strategic in its focus. The training courses of the Certification System meet the needs of purchasing staff and the training has begun to impact on the culture in the public sector.

A tangible outcome of this research has been the development of a questionnaire to collect data about courses and the System. This questionnaire has been used in the field and is now available for future use to conduct further studies that can add to the sample selection and further articulate the level of sophistication of the role of purchasing as a strategic function in organisations.

The trans disciplinary perspective of this research has offered the prospect of generating relevant knowledge and skills and new ways of solving problems for the purchasing field (CQU 2002). The application of the findings and use of the questionnaire developed as part of the research begin to link the worlds of business, work and education. Whilst the findings from this research are specific to the actual context, they may be used to inform considerations of potential stakeholders.

Abstract In recent years, sports have become popular, sports and fitness, sculptural posture, and health and wellness issues have gradually been valued by the Chinese people. The related diets developed in combination with health concepts such as healthy eating, health catering and fitness catering are becoming more and more popular. Therefore, this study wants to further explore the behavior of people in Kaohsiung City for the purchase of fitness and catering for the purchase intention of fitness and catering, in order to provide the pre-investment of the market. This study was conducted by Kaohsiung City. The research questionnaire was sent out via the Internet and a total of 347 valid questionnaires were collected. After obtaining the research data, the research hypothesis was verified by SPSS24 analysis. The research results show that the recommendation and media recommendation in the reference group have a positive impact on the herd behavior; the normative and informative in the herd behavior is significant for the purchase of fitness catering. The impact of the training cost in the exercise cost is also positive for the purchase intention; and the reference group has the conclusion that the fitness catering purchase intention has some mediating effect of the herd behavior. According to the analysis of this article, Kaohsiung City people pay more in fitness time than the Yijing people recommend and information affects the desire to purchase fitness and catering, so the provider can find the target group from this direction, let the expectation of slimming, weight management and fitness people have More exclusive and brand new fitness catering options. To perform socializing policy, the government encourages public career departments to implement to mobilize capital by contributing shares, contributed capital from worker in the departments, mobilizing other cooperated capital resources via cooperation, association with enterprises, economic organization, financial organization, domestic and abroad individuals to invest in building material facilities. HCM City College of Transportation is a state school; it has a driving-training center and a driving-test center to teach driving and serving the test to issue driving license. Because the requirement of learning driving will continue to increase therefore the college has advocated to mobilize capitals to purchase driving-school cars in order to increase driving-training flow. Hence, the capital mobilization project for the driving test center is very important. The research aimed at seeking out solutions for optimal capital mobilization project for purchasing new vehicles in order to conduct the driving training operation at the Driving Test Centers– Ho Chi Minh City College of Transportation. The In-depth interview was conducted with interviewees are academic experts and experts in transportation, education, finance. They are now the senior managers; experts have a lot of experiences in the domain of learning and work to find out effectively capital mobilization project. Their responses were analyzed to get the answers for the research questions.

This chapter views online reverse auctions from the purchasing agent’s perspective. I found that purchasing agents with a high level of buying experience will perceive that online reverse auctions have a negative impact on the trust and cooperation in supplier relationships. Purchasing agents did not see a negative impact of online reverse auctions on long term viability of suppliers. The chapter discusses the evolution of the buyer-supplier relationship, emphasizing the critical success factors in supplier selection. Industrial firms increasingly concentrate on their core competences and outsource non-core activities, affecting the personal (soft) skills requirements of purchasing and supply chain management (PSM) personnel in their boundary-spanning roles. In parallel, machines take over processes but cannot replicate humans' soft skills such as creativity and strategic thinking. The literature shows that learning objectives in PSM courses in higher education are evaluated for not covering soft skills. Moreover, there is evidence that soft skills development is challenging. It is questionable which soft skills can be developed and which didactics are applicable. This study presents an educational soft skills experiment with IEM graduates, and it provides evidence that soft skills learning can effectively be introduced in existing courses. The graduates self-rated their competence levels of 36 soft skills before and after the course that provided soft skills workshops and a case study. In the first survey, “strategic thinking” ranked low and could be improved the most in the second survey.

The present paper shows research results regarding Artificial Neural Network simulation on macroeconomics indices and their influences over purchasing power parities. The objective was the successful build, train, and testing of different types of Artificial Neural Network to determine the best structure for applications. In modeling and simulation, authors used, not only the classical indices but also, the new ones such as online companies and houses with internet connections. The method used Artificial Neural Networks in the form of feedforward and different functions and algorithms for simulating the influence between several indices over the purchasing power parities. The results showed that’s the best Artificial Neural Network hidden neurons function is tanh and the best solver four weights optimization was Adam algorithm. Applying them, the research results in absolute error smaller than 0.002 and a mean squared error smaller than 2*10-6 . These results proved that the chosen Artificial Neural Networks can be applied to the problem modeled and can be used further for a greater amount of data. The small error demonstrates the efficiency of training and the possibility of using the proposed type and features of an Artificial Neural Network.

Under the background of government purchasing public services (GPPS), the development of NGOs faces new opportunities and challenges. To promote the development of NGOs and optimize the quality of public services. This paper analyzes the internal problems of NGOs undertaking GPPS, such as structural mismatch, low employee autonomy, high mobility and lack of professionalism, and government departments in the GPPS management loopholes, unclear regulatory responsibilities, inadequate supervision and other external factors. With the help of 7S model, this paper puts forward that the government provides a good cooperation environment for NGOs to undertake public service projects by changing management mode, strengthening system construction and training employees. NGOs define their own positioning by formulating strategic planning, matching the demand structure of public services, improving working methods, and updating service concepts. The government and NGOs work together to achieve the win-win goal of optimizing public service quality and promoting the development of NGOs.

Abstract In this paper, we will discuss how to incorporate several of the QS-9000 quality system requirements into an existing ISO 9000 quality system. This expansion of the existing quality system will be cost effective and ensure that the continuous improvement program will meet its goals. The QS-9000 quality system was developed in 1994 by the "Big Three" automotive and truck producers in Detroit, Michigan. This document, originated in the United States, is based upon the International Standard: ISO 9001-94. It is mandatory that any supplier of goods and/or services to either Chrysler, Ford or General Motors must have their quality system registered to the QS-9000 standard. We believe that there can be benefits to non-automotive organizations if they will incorporate some of the QS-9000 clauses into their current ISO 9000 quality systems. We will discuss actual cases in the following areas: purchasing, safety, process control, training, business management and continuous improvement. We will show how these examples of quality system enhancement are both effective and efficient ways of driving cost reduction and process improvement programs. Cost of quality initiatives can be better managed.

The limited production capacity of fried onion SMEs is due to the fact that SMEs do not yet have adequate frying equipment and the quality inconsistency of fried onions is caused by an imperfect drying process. The purpose of this study is to analyze the internal and external conditions of Fried Onion SMEs in Nganjuk Regency. The method used in this research is SWOT analysis. Fried onion SMEs in Nganjuk Regency with their fried onion products have strengths including Strategic Business Locations, Regional Food Products, Product Prices According to Market, and Affordable Prices. This Fried Onion UKM has the opportunity to increase its competitiveness by optimizing opportunities such as Production Capacity Capable of Meeting the Market, Sufficient Manpower Available, Public Purchasing Power for Relatively High Products, Aid Programs from the Government, and Training Provided by the Local Government in collaboration. Meanwhile, the threats from SMEs are Fluctuating Raw Material Prices, Quite A Number of Competitors for Similar Products, and Differences in Pricing with Competitors.

Measurement uncertainty plays an important role in conformity assessment. In conformity assessment, a measurement result is used to decide if an item of interest conforms to a specified requirement. For laboratories or end users in society, in order to make sure that services or supplies comply with specified requirements, conformity assessment usually has to be made after purchasing supplies or after periodic calibration of instrument. Based on ISO/IEC 17025 5.10.4.2, the uncertainty of measurement shall be taken into account when making statements of compliance. The accuracy and precision of instruments which have been used during testing or calibration process, would directly affect the measurement results. It is crucial that users shall attach importance to measurement uncertainty when making conformity assessment so that the measurement accuracy and quality could be maintained. In Taiwan, now there are approximately 1900 accredited laboratories including testing, medical, and calibration fields. The testing and calibration reports, which have been issued by TAF accredited laboratories, have been used domestically and worldwide by end users in different areas. It would cause huge impact on the society if incorrect data result has been delivered via testing or calibration reports. In this paper, we will share more detail about how TAF (Taiwan Accreditation Foundation) help and train our accredited laboratories and end users to learn about the significance of measurement uncertainty when making conformity assessment. In addition, some training courses and seminars about conformity assessment were held for assessors not only for laboratory accreditation area, but also for assessors for certification accreditation. We aimed to: (1) promote the importance of calibration and measurement uncertainty, and conformity assessment (2) provide training courses and seminars for laboratories, assessors, and end users (3) clarify ambiguous concept among measurement error, measurement uncertainty, and systematic bias (systematic error) (4) raise the quality and reliability of testing and calibration reports In this paper, we will share why, how, and what we did as well as the results about the impact on our accredited laboratories and society.

The main questions which will be addressed in this paper are; which ballast water treatment system (BWTS) should be fitted to a fleet of small general cargo ships that are trading in Northern Europe, including the Baltic Sea, and how will the implementation of the Ballast Water Management Convention (BWMC, herewith “the Convention”) will affect the engine room crew? There is a large capital cost in the purchasing and fitting of such a system, and as the vessels in question have some special requirements, such as operating in very cold weather and having small engine rooms, the correct system must be chosen. As the small engine room crew, consisting of a chief engineer and an oiler, must be able to operate, maintain and repair the system, the chosen system will impact on their working life while onboard these vessels. To answer the research questions, all the chief engineers employed by the Company and a number of shore superintendents from other shipping companies, involved in the management of small general cargo ships were surveyed using questionnaires. Their responses were then analysed and conclusions drawn from this analysis. The criteria required to choose a ballast water treatment system was narrowed down during the research, and then used to find the most suitable system for the company vessels. A small number of systems currently in production from well-known manufacturers were evaluated during this process. Following evaluation of the systems using the responses from the respondents, the most suitable system for the company vessels was identified and chosen. The need for training was also identified to successfully operate and maintain the system, and to reduce any additional stress that may be experienced by the crew due to the BWMC. The research also contains a review of the BWMC, and a comparison with measures brought in by the United States Coast Guard (USCG), which include the transfer of harmful aquatic organisms and pathogens, (HAOP) by merchant vessels from area to area by other methods that are ignored by the BWMC. It also considers the long-term health effects on the crew and marine ecosystem from treated ballast water using some types of treatment systems. The report of the survey provides scope for a more informed decision making process when choosing a BWTS for a small general cargo vessel. However, in addition, the process can be applied to any type of vessel as many of the issues encountered will be the same regardless of size and trading pattern.

In spite of current success, engineering and manufacturing functions are continuously challenged by the changing demands and business environment. Specifically, opening of world markets and industrial globalization require that manufacturing functions are not only flawless and efficient, but also be compatible with the global business environment. The goal of this panel is to showcase past contributions to the field of manufacturing and build a case for continued support of future manufacturing research and education. Research and Development may not be any different. In your opinion, are the days for “lone researchers/developers” over? If yes, how do you envision future R&D activities to function? If no, how to incorporate individual R&D efforts? 5. Commercial success of technical breakthroughs depends on the workforce that can implement the new technology and consumers who can utilize it. Often the term “technology overload” is used when either of these groups fails to comprehend the new technology.
