The findings suggest that natural resources rent leads to more external debts, but control of corruption and government effectiveness reduce it. While public debt can support growth through productive public investment, excessive debt may crowd out private investment, raise borrowing costs, and undermine financial stability, ultimately threatening economic sustainability. In this context, the quality of institutions plays a pivotal moderating role by fostering responsible debt management and ensuring that debt-financed investments contribute to sustainable development. One way of doing this within software development is by applying the technical debt metaphor and using it as a basis when estimating the quality level. Abstract:
Technical Debt (TD) is a consequence of decision-making in the development process that can negatively impact Software Quality Attributes (SQA) in the long term. Technical Debt Management (TDM) is a complex task to minimize TD that relies on a decision process based on multiple and heterogeneous data that are not straightforward to synthesize. Recent studies show that Intelligent Techniques can be a promising opportunity to support TDM activities since they explore data for knowledge discovery, reasoning, learning, or supporting decision-making. Although these techniques can improve TDM activi

The “data supply chains” (DSCs), which are connecting the point where physical information is digitized to the point where the data is consumed, are getting longer and more convoluted. Although plenty of frameworks have emerged in the recent past, none of them, in the authors’ opinion, have so far provided a robust set of formalised “how to”, that would connect a “well built” DSC to a higher likelihood to achieve the expected value. This paper aims at demonstrating: (i) a generalized model of the DSC in its constituent parts (source, target, process, controls), and (ii) a quantification method

Abstract:
Governments can issue public debt for both good and bad reasons. The former include intertemporal tax smoothing, fiscal stimulus, and asset management. In contrast, the bad reasons, which generate higher indebtedness, are mainly associated with political cycles, rent capture, intergenerational transfers, and common pool problems. Fiscal rules aim to eliminate the problem of time inconsistency of public finances and minimize debt accumulation by setting debt limits. Despite the theoretical relevance of fiscal rules and institutions to the proper management of fiscal processes in different count

Abstract:
This paper studies the effect of fiscal rules on debt affordability in a large set of developed and emerging market economies, using a panel data model which allows the inclusion of weakly exogenous regressors, and which deals appropriately with cross-sectional dependence. The results show a positive and significant effect of fiscal rule implementation on public debt affordability which is robust to various model specifications. The effect is stronger for emerging market economies which benefit from the implementation of any fiscal rule. In contrast, developed countries benefit only from high-

Abstract:
This paper explores the reasons why sovereign borrowers post collateral. Such behavior is paradoxical because conventional interpretations of collateral stress repossession of the assets pledged as the key to securing lenders against information asymmetries and moral hazard. However, repossession is generally difficult in the case of sovereign debt and in some cases impossible. Nevertheless, such sovereign “hypothecations” have a long history and are again becoming very popular today in developing countries. To explain sovereign collateralization, we emphasize an informational channel. Posting

Abstract:
This paper aims to provide evidence on the effects of fiscal rules on public investment, fiscal results and growth in Costa Rica and Panama. First, we find that the budget formulation process and the political economy behind the adoption and compliance of fiscal rules explain that Panama has a bias to create and sequentially pile up rules, while Costa Rica has a tendency not to comply with them. Second, a retrospective analysis of the 2018 fiscal rules in both nations finds asymmetric effects on the fiscal results. In Panama it is difficult to separate the effect of fiscal rule designs on publ
