Full textIntegrated Quality Management System (IQMS) is an appraisal system of the KwaZulu-Natal Department of Education. The appraisal system intended to develop educators on an on-going basis. The primary aim of this investigation was to establish the effect that IQMS has on educator efficacy. As an introduction to the study, the requirements for educator efficacy were reviewed. In so doing, the various characteristics for effective teaching-learning situation and of an “ideal” educator were highlighted. The didactical behaviour of successful educators was also in focus. The requirements for educator efficacy and the effects of IQMS on educator efficacy were investigated using a literature and empirical study. The study revealed that IQMS has a positive effect on educator performances. For the purposes of the empirical investigation, a structured questionnaire was used. Four hundred and six (406) questionnaires were completed by educators from the primary and secondary schools from the Pinetown District in the Ethekwini Region of KZN and these questionnaires were analysed. The data was processed and interpreted using descriptive and inferential statistics.

Siekdamos kokybės vadybos sistemos brandos organizacijos privalo sukuti tam tinkamas sąlygas: identifikuoti brandos veiksnius ir rūpintis jų tinkama įtaka. Informaciniai veiksniai yra priskiriami veiksnių, lemiančių kokybės vadybos sistemos brandą, kategorijai. Tačiau iki šiol, informacinių veiksnių visuma, įtakojanti kokybės vadybos sistemų brandą, nėra identifikuota remiantis informacijos mokslų teorine baze. Nepakankamai apibrėžtos ir veiksnių charakteristikos, užtikrinančios tinkamą įtaką kokybės vadybos sistemoms. Per didelė entropija šiais klausimais lemia tai, kad organizacijos nesugeba sudaryti tinkamų sąlygų savo kokybės vadybos sistemų brandai. Įvardintos problemos skatina formuluoti tokį mokslinio tyrimo tikslą – identifikuoti kokybės vadybos sistemos brandos informacinių veiksnių visumą, išaiškinant jų įtaką sistemos brandai.

Full textENGLISH SUMMARY: Total quality management (TQM) can be defined as a systemic approach on a global level, based on process management of continuous quality improvement by all human resources within the business or company environment, with the specific intent to satisfy the implicit expectations of all stakeholders in the specific business environment. Various factors play a role in the active drive towards a quality-driven learning environment. These factors include increasingly changing market forces, changes in customer requirements and the very way in which quality is perceived by the employees within a company. The above statement raises some important questions, such as • What is the quantifiable value of quality, and • Why is it very easily ignored by various companies? The reason for such questions is the significant shift needed in the thought patterns of management, difficulty in abandoning misconceptions about TQM and difficulty in learning from own mistakes and those of others. It seems that the biggest barrier to the implementation of a total quality system is the misconception that quality will immediately be perfect and is a quick solution which is self-sustaining. TQM is, in fact, not a model that is built in concrete, but a journey consisting of sequential steps. As with any staircase, it can only be sustainable if it is solidly founded on factors such as managerial commitment, drive, fairness, motivation and mobilisation of human resources.
AFRIKAANSE OPSOMMING: Totale gehaltebestuur word gedefinieer as ‘n sistemiese metode op ‘n globale vlak, gebaseer op die bestuur van deurlopende gehalteverbetering deur al die menslike hulpbronne binne 'n onderneming, dit wil sê die sake- of maatskappy-omgewing, met die spesifieke oogmerk om aan die implisiete verwagtinge van die aandeelhouers in die onderneming (besigheidsomgewing) te voldoen. Daar is verskeie faktore wat 'n rol speel in die aktiewe strewe na ‘n kwaliteitsgedrewe leeromgewing. Hierdie faktore behels onder meer die voortdurend veranderende markkragte, veranderinge in die verwagtings van kliënte, en die kwaliteitsbeskouing van die werkers binne ‘n maatskappy. Bogenoemde ontlok belangrike vrae, soos • Hoe word die meetbare waarde van kwaliteit bepaal, en • waarom word dit so maklik deur ondernemings geïgnoreer? Full textMany top performing businesses, which achieve superior levels of success and sustainability, have a sound, implemented, and well maintained, Quality Management System (QMS). The correlation between business success and an implemented management system has been shown in numerous papers. This research, which culminates in a quantitative measure of QMS performance, was conducted at Eskom’s Koeberg Nuclear Power Station (KNPS). The power station is the operating leg of the Koeberg Operating Unit (KOU). The researcher is a QMS lead auditor in the KNPS Quality Assurance Department. A program of audits is planned based on the KOU quality and safety manual and the national regulatory licencing requirements. The audit monitoring program is then implemented over a three year period and considers all the management system processes which impact on nuclear safety and business performance. The individual audits each consider ISO 9001 criteria in context of the business area audited. Each major business area (e.g. design, maintenance, etc.) within the power station adheres to all generic ISO 9001 QMS clauses and considerations, such as documentation management, records management, etc. Each process or business area audit is thus effectively a QMS audit. The audit results, when combined are therefore a representative measure of the overall organisational QMS performance. The potential value to be gained from the audit results and data accrued over the monitoring period has not been optimised to maximise the return on investment to Eskom. The research problem statement thus proposes that the performance measurement capability of the quality management system at Eskom's Koeberg Power Station is insufficient. This diminishes management's ability to identify business risk resulting from management system deficiencies, which impacts negatively on business performance. The research question seeks to determine how the performance measurement capability of the QMS can be improved to assist management in identifying business risk resulting from quality management system deficiencies in order to improve business performance. The research objectives are supported by the literature study, which identifies the quality management methods currently used in order to measure and subsequently improve business performance. It also shows how QMS performance measurement, when deconstructed and analysed can provide the required insight for supporting management decision making. The research approach is considered inductive in that a theory is developed based on the collection and the analysis of that data. Applied research, will thus serve as the basis of the research methodology as it is considered the most appropriate research approach, based on the need to answer practical questions around the measurement of QMS performance philosophy. The research shows that by introducing additional theming and severity data into the secondary audit findings data, it is possible over time to extract high level strategic direction information when analysing the additional metadata. The dimensions and value of the QMS Performance measuring instrument are: Ø A cause and effect theming philosophy of audit findings providing an additional context to business improvement advice to management. Ø The provision of a QMS process deficiency locator / identifier which targets management action areas for improvement. Ø The provision of a quantitative measure of the management system performance, providing a reference from which to improve. By providing a quantifiable measure of an organisations QMS performance, a reference point is provided to gauge QMS performance and also render a definitive measure to enable performance improvement of the business.

Full textENGLISH ABSTRACT: The processes of monitoring, modelling and managing the water quality of a catchmerit system including all its unique complexities and interrelationships requires an innovative tool or set of tools to help water managers with their decision making. Numerous methods and tools have been developed to analyse and model the real world. However, many of these tools require a fair degree of technical expertise and training to operate correctly and their output may have to be translated or converted to meaningful information for decision-making using a further set of analytical and graphical display tools. A more appropriate technique for management would be to combine all these functions into a single system. The objective of this research was to develop one such tool, an integrated water quality information system (WQIS). A review of the literature revealed that there has been extensive research and development of tools for the management of individual aspects of water resource distribution, augmentation and quality. However, these tools have rarely been integrated into a comprehensive information system offering decision support to a wide variety of river users and managers. Many of the literature sources also noted that a process of interactive development and integration (i.e. including the intended users in the decision of which components to include, the interface design and the graphical display and output) was vital to ensuring the information system becomes an integral part of the users routine work and decision-making. The WQIS was developed using the recommendations from numerous knowledgeable persons in response to questionnaires, interviews and a prototype demonstration. It includes the results of hydrodynamic river and reservoir simulations and the ability to perform operational river scenario testing. However, the development process is continual and always evolving based on the current or local requirements of water managers. These further developments and research needs are discussed in more detail in the conclusion.
AFRIKAANSE OPSOMMING: Die proses om die waterkwaliteit van 'n opvanggebied, met al die unieke kompleksiteite en onderlinge verhoudings van so 'n stelsel te monitor, modelleer en bestuur, vereis 'n innoverende instrument om waterbestuurders te ondersteun in hul besluitnemings. Talle instrumente en metodes vir die ontleding en modellering van die werklikheid is reeds ontwikkel. Die gebruik van hierdie instrumente vereis gewoonlik 'n redelike mate van tegniese kundigheid en opleiding. Dit mag verder nodig wees om die uitvoer van sulke instrumente te vertaal en/of om te skakel na betekenisvolle inligting vir besluitneming deur die gebruik van bykomende analitiese en grafiese vertoon instrumente. 'n Meer toepaslike bestuurstegniek sou wees om al die funksies in 'n enkele stelsel te kombineer. Die doel van hierdie navorsing was om een so 'n instrument, naamlik 'n geïntegreerde waterkwaliteit inligtingstelsel (WQIS), te ontwikkel. 'n Hersiening van bestaande literatuur het getoon dat daar omvattende navorsing en ontwikkeling van instrumente gedoen is vir die bestuur van individuele aspekte van waterbronverspreiding, waterbronaanvulling en waterkwaliteit. Integrasie van hierdie instrumente, in 'n uitgebreide stelsel wat besluitnemingsondersteuning aan 'n verskeidenheid riviergebruikers en bestuurders bied, kom egter selde voor. Verskeie literatuurbronne het ook aangedui dat 'n proses van interaktiewe ontwikkeling en integrasie (m.a.w. in agname van die voorgenome gebruikers se behoeftes in die kense van komponente, die gebruiker raakvlak ontwerp en grafiese vertoon instrumente en uitvoer) noodsaaklik is om te verseker dat die inigtingstelsel 'n integrale deel word van die gebruiker se daaglikse roetine en besluitnemingsproses. Die WQIS is ontwikkel deur gebruikmaking van die insette en aanbevelings van verskeie kenners in reaksie op vraelyste, onderhoude en 'n demonstrasie van 'n prototype. Full textThe diffusion of a Quality Management System (QMS) to improve business performance depends upon the quality management strategy used. The aim of Eskom’s QMS strategy was to create a sustainable quality drive throughout the company to improve customer and stakeholder satisfaction. This research project’s objective is to determine how the diffusion of a QMS can improve the electricity supply industry in the Western Cape division of the electricity sector in South Africa. The key research objectives within the research study are: to assess what effect a QMS has on a sustainable long-term solution for energy supply; to assess how a QMS contributes to the establishment of world class processes and practices; to determine how a QMS affects quality culture; to determine what factors of a QMS play a role in a continual improvement process, and to determine what barriers affect a sustainable QMS implementation. The research question is: “how can the diffusion of a QMS bring improvement to the electricity supply industry?” A quantitative research methodology was employed in the study. The responses to a survey questionnaire were analysed and conclusions were drawn. The research finding is that diffusion of a QMS improves the electricity industry by positively affecting attitudes towards the challenge of securing a sustainable long-term energy supply, improving processes and practices, engendering a quality culture and contributing towards continual improvement. At the same time, certain barriers to the implementation of a sustainable QMS were identified.

Full textThis dissertation proposes an integration process and the implementation of quality management systems, environmental and safety policies, and occupational health. These systems are presently operating separately in the company. The company´s core business is the production of industrial gases and its internal policies establish that the integration process should take into consideration the culture of the organization and also the efforts already taken to move in this direction. The methodology applied for the systems integration management is under knowledge domain and it is being used by organizations and by the academy. It was selected and adopted by a skilled team assigned for this purpose, and it was defined that, instead of restructuring, adjustments would be made to existing systems. There are also comments about weak points identified in the program of implementation of isolated systems that should be considered for the integration process, as well as the needs that drive the integration and expectations related to responsiveness, scope of work, collected results and also the outcome in terms of cultural change. The strategy is considered relevant when deciding for systems integration and for the methodology Six Sigma, which is the tool that allows costs measurement and the implementation of the philosophy of continuous improvement to exceed customer´s expectations.

Full textIn today’s society we are surrounded by large amounts of information, quick decisions and high expectations to perform successfully in everything we do. As a statistical agency, Statistics Sweden is responsible for producing some of the information that is used for decision-making in society and is therefore under constant internal and external pressure to perform well. The responsibility to produce high-quality statistics to all customers and users is not simple. What is the quality of the statistics produced? How do we assure and control the quality of the statistics? Do we use our resources efficiently? These are important questions, which need to be addressed.
One way of addressing these and other issues is to work with quality in a systematic fashion. Thus there is a need for a Quality Management System, i.e., a systematic way to handle quality issues of all kinds in all parts of the organization, and to continue the journey towards the vision of being a “world class statistical agency”.
This Masters thesis is a description and discussion of the efforts to find a suitable Quality Management System. The thesis starts with a discussion about the vague quality concept, continues with a description of numerous frameworks, methods and systems related to quality management as well as their pros and cons and ends with a recommendation for Statistics Sweden. The recommendation is to use the EFQM Excellence Model as a quality framework, Six Sigma as a tool-box for improvement projects and modern internal auditing methods for evaluation and follow-up. Finally, issues related to the implementation of the system are discussed.

Full textActive Pharmaceutical Ingredient (API) repackagers play a niche, yet critical role in the expansive pharmaceuticals industry. Many repackagers have sub-optimally implemented quality management systems (QMS) leading to sub-optimal performance and elevated risks. This study sets out to demonstrate a strategy to strengthen the case for quality for this industry sector. Dr. Deming's Plan-Do-Study-Act cycle serves as the study's framework, while Phil Crosby's Quality Is Free philosophy forms the theoretical basis. An archival measure of FDA Warning Letters concerning APIs has been performed to bring a considerable failure cost factor to the forefront. A statistical analysis has been performed on data available from the study's pilot firm to demonstrate relationships between quality-related and revenue performance indicators in order to present a bottom-line approach preferred by management. Results from the study indicate a linkage between QMS factors and business outcomes and call for improved understanding, increased support, and a push towards QMS maturation.

Neste contexto, as organizações apostam cada vez mais na gestão da qualidade, encarando-o como uma ferramenta eficaz para fazer face à competitividade nacional e internacional. Não menosprezam toda a atividade relacionada com a inovação, mas consideram que é fundamental uma base com qualidade, permitindo assim atingir patamares superiores. O presente relatório visa abordar a metodologia e o processo de implementação das normas internacionais a nível geral. O conhecimento adquirido ao longo do percurso profissional no desenvolvimento de um software, bem como em outras competências intrínsecas, permitiram idealizar o desenvolvimento de uma plataforma capaz de gerir e implementar um sistema de gestão de qualidade. com o intuito de que este seja capaz de evoluir e de ser mantido de forma organizada. Com a implementação da ISO 27001, neste contexto, e após a análise de soluções existentes no mercado e da estrutura de implementação e certificação das normas internacionais, surgiu a necessidade de apresentar uma solução que vise facilitar este mesmo processo e que também ajude na manutenção de um sistema de gestão. Para este desenvolvimento foi necessário efetuar um levantamento de alguns sistemas que já existiam nesta área, sendo que as soluções encontradas no mercado não satisfaziam a necessidade de um sistema de gestão de qualidade. Apesar destas permitirem gerir este tipo de sistemas de qualidade, não estão focadas no processo de implementação e certificação das ISO. Deste modo, o QMS4.0 tem como objetivo minimizar esta lacuna identificada e facilitar o processo interno das empresas.
Technological developments in industry and in the methodologies used make it imperative for organizations to adopt new mechanisms and new technologies and to reflect on greater efficiency. In this context, organizations are increasingly focusing on quality management, seeing it as an effective tool to address national and international competitiveness. They do not underestimate all innovation-related activity, but considering that, a quality base is fundamental, thus allowing to reach higher levels. This report aims to address the methodology and process of implementation of international standards at the general level. The knowledge acquired along the professional career in software development as well as in other intrinsic skills allowed us to idealize the development of a platform capable of managing and implementing a quality management system in order to be able to evolve and to develop. be kept in an organized manner. With the implementation of ISO 27001 in this context, and after the analysis of existing solutions in the market and the structure of implementation and certification of international standards emerged the need to present a solution that aims to facilitate this same process and that also helps in maintaining a system management. For this development, it was necessary to make a survey of some systems that already existed in this area, and the solutions found in the market did not satisfy the need for a quality management system. Although these allow the management of such quality systems, they aren’t focused on the ISO implementation and certification process. This QMS4.0 aims to minimize this identified gap and facilitate this internal process of companies.

As to improve the quality of domestic public constructions, the Public Construction Commission of Executive Yuan enacted the “Quality Management System of Public Constructions” in October, 1993. With trying to carry out the system, Government promised the improvement of domestic public constructions. The system is based on the three-grade quality management system, which is composed of the construction quality assessment held by superintendent organizations, the construction quality assurance system enforced by sponsoring agencies, and the construction quality control system held by contractors. With the most effective control measures, we were able to perform effective surveillances on materials, equipments, and construction assignments during the process of the construction, then achieve the purpose of improving the quality of public constructions. Due to the fact that the intermediate and small-scaled “People’s livelihood Constructions” are closely related to people’s lives, the quality of constructions would be the indication of how people are able to personally experience the quality of constructions and the policy enforcement efficiency of the government. Therefore, by what means the local district government enforcing the quality control system and improving the quality of people’s livelihood constructions, is the task that should not be ignored. This paper is based on the experience of Taipei County Government’s enforcement on the quality management system of people’s livelihood constructions, and it provides reference to other county governments on the establishment of the quality management system of people’s livelihood constructions. By means of forming the specialized department of quality management which drafts the quality management system and enforcing strategies, and with the well use of Turnkey and project management on bidding invitation systems, we are able to redeem the insufficient manpower of construction sponsoring agencies. Through the propaganda of quality management, we establish general senses of quality with companies. Also with conducting trainings of quality education, we will improve the professional abilities of construction sponsoring agencies. Also, in order to encourage the fine companies of taking responsibility of Taipei County’s constructions, we will hold a fine company election to discuss and elect excellent construction companies and excellent companies of technical services. We expect that by using the methods shown above would carry out the quality management system and improving the quality of people’s livelihood constructions. Eventually, we discuss the people’s surveillance system of public constructions in which we enlarge people’s participation and concern about people’s livelihood constructions, and assure the quality of people’s livelihood constructions.

People attached gradually importance to quality management since the 1980s. Some organizations realized their quality management but couldn’t improve quality management performance. Some studies advocated to create quality culture was important for effective quality management but few quantitative studies verified it. The purposes of this study include: 1.explore the effective factors of quality management system and quality culture; 2.explore the cause-effect relations among quality manage- ment system, quality culture and quality management per- formance; 3.explore the effects of quality management system, quality culture, and their interactive effects on quality management performance. For achieving these purposes, three questionnaires were developed, and surveyed the top five hundred manufacturers in Taiwan area. Data is analyzed with SPSS discriminant analysis to discriminant the organizational variables by quality management system, and canonical correlation analysis to analyze the relationship between environmental variables and quality management system; to discriminant the organizational variables by quality culture, and to analyze the relationship between environ- mental variables and quality culture. Using LISREL path analysis to analyze paths among quality management system, quality culture, and quality management performance and the fitness of models, and SPSS hierar- chical regression analysis to analyze the main and interactive effects of quality management system and quality culture on quality management performance. The results of this study revealed that the companies with middle number of employees attach importance to ‘humanity assumptions’; the companies with the most number of employees attach importance to ‘quality concepts’ and ‘behavior criteria’. The companies are not good at both quality management system and quality culture when their competitive environment is mild, customer’s requirement are easy to quality, and the government’s decrees are free. The fitness of model is good when quality culture as the intermediary variable. ‘quality planning’ and ‘improve- ment action’ influence significant ‘humanity assumptions’, ‘quality concepts’, and ‘behavior criteria’; ‘humanity assumptions’ and ‘quality concepts’ influence significant ‘people performance’; ‘behavior criteria’ influence signi- ficant ‘result performance’ and ‘total quality performance’. The most important influence factor of quality management performance is quality management system, the second is quality culture and the last is the interaction between quality management system and quality culture. To achieve good quality management performance must have good quality management system and go through the quality culture. The results of this study could be help- ful to the quality management practices and the constru- ction of quality management model in disciplinary study.

From 1987, the standard of ISO9001 continues pursuing the improvements in order to keep up to the trends, fusing with other management systems to make quality management systems better so that the standard can conform to the needs of users. Developed till now, this standard can not only provides a completely quality management system but also testify whether the products and services meet the customers’ needs. The purpose of compiling and publishing ISO9004: 2009 Standard is to help the success of organization; the standard is mainly to assist the organization to achieve the goal of sustained success in a complex, demanding and everchanging environment. The purpose of this research is to study the methodology of establishing the Preventive Quality Management System of the IC Industry and to find out the goodness of the system for reference of Quality Management improvement.. In order to keep the impartial position , I Select the Quality system 2001/6/29Common tool-ISO check list as the Quality System check criteria , and I also choose 10 IC suppliers in Asia with different scale as the evaluation sites for comparison ,the result are summarized as following : 1. IC assembly / test Industry Quality system Implement situation reach 98.6% at process document compliance and 91.1% at operation compliance. 7.5% major deviation are related to Quality management deficiency. 2. On IC Industry''s supplier control verification and IQC are Quite conscientious. 3. The performance of Quality system control is not related to company''s scale and QC resources. 4. Weakness on corrective action and preventive problem , moreover the statistic application is not enough . 5. The training and education need further Improve. 6. Process control document and record retention still has lot form for improvement. Author expects the evaluation result can help the IC Industry Management to evolve the Implement on Quality management , to Improve Company''s Quality in order to increase company competitive advantage and Improve product value added.
