The result of an introductory study in analyzing the existing condition of the management system of Pasundan School of Economic Bandung has not been optimal because it is assumed that the ISO 9001 quality management system has not been implemented in stating vision and mission. Based on the phenomenon above, the problems are formulated as follows: How to make The Design of ISO 9001 Quality Management System; the quality guidelines; the standard operating procedure; the job description and work instruction; and make an internal evaluation to suit ISO 9001 quality system. The method used in this study is Research and Design which intends to develop new skills or new approaches and to solve the problems in implementing directly in actual fields. The study findings show that School of Economic Pasundan Bandung has a design of quality management system ISO 9001:2008.

Abstract:
Because data is an important factor in the software industry, how to reliably test data is important. This is even more essential for building Industry 4.0 and smart industrial complexes. This study prepares ISO/IEC 25024-based test methods and guidelines and uses them for energy management at the industrial complex level. In order to provide services by collecting energy data from industrial complexes, it is necessary to verify data quality based on data reliability and compatibility of each plant. Data quality technology needs to conform to ISO TC184/SC4/WG13 (industrial data quality standard) based technology. The study defines the data quality evaluation matrix for the energy management system of industrial parks and factories. It defines five categories and maps detailed indicators to each. The category has three detailed items, which are evaluation items for core requirements, interoperability, and conformity to standards. Each data requirement category covers functionality and reliability, usability and efficiency, and portability as data requirements in the system. Core requirements for system operation such as data consistency are basic evaluation items, and interoperability, which is the semantic compatibility of data for integrated operation of multiple sites, is verified. In addition, data quality is evaluated by verifying standard conformance. Through this evaluation system, the requirements for linking the factory energy management system data with the industrial complex energy management system can be evaluated. This can be used to monitor data quality and develop improvement technologies by developing a master data quality management technology standard suitable for industrial sites.

Abstract:
The Software quality management system has been developed. The system allows you to determine the state of software quality at each hierarchical level of the management system, taking into account the cost of ensuring the required quality. The system also allows the IT company manager to set the potential costs for the transition of software quality indicators from one state to another. It was found out that software quality is a multifaceted concept that can be adequately expressed by some hierarchical structure of characteristics and attributes, which is called the model of software product quality. To assess the quality of the software, a set of criteria and aggregate indicators were used, which maximally characterise it in terms of functionality and usage options. It is established that the software quality model is the main attribute of the complex system of its assessment. The quality model determines which characteristics of the software product must be taken into account when transiting the control system from one state to another. The level of software quality that meets the stated and indirect needs of various stakeholders and is relevant to them is directly reflected in the quality model of the software product in the form of its properties. The software quality model classifies product properties into characteristics and sub-characteristics. A method for selecting stressful variants of software quality state according to input criteria or aggregate indicators of its current quality has been developed. The method allows to determine the current state of software quality at each hierarchical level according to the corresponding aggregate indicator, taking into account its development cost. A method for selecting the optimal version of the software quality management system from the set of permissible has been developed. The method takes into account the structure of criteria and aggregated indicators of current software quality at each hierarchical level of the management system. It is established that the task of choosing the optimal version of the software quality management system belongs to the tasks of multicriteria optimization. The task takes into account the following criteria: portability of the product and its ease of maintenance, product safety and compatibility, ease of use of the product and reliability of its work, as well as the functional suitability of the product and its efficiency of use. An example of implementation of the software quality management system in both quantitative and cost ratio is given. The example allows us to understand the essence of the method of choosing the optimal variant for the management system, as well as the features of the method of selection of stressful variants of the system state according to two criteria or aggregate indicators.

Abstract:
Purpose This paper deals with the subject of “Lean Normalization.” The purpose of this paper is to propose a comprehensive methodology which combines the benefits of both International Organization for Standardization (ISO) standards and Lean Management. The application of this methodology leads manufacturing or service companies to certification without creating more documentation. It guarantees agility and flexibility in the day-to-day management of the company, and induces lower costs and reduced times. This methodology provides a new way of tackling the implementation of ISO standards in a company. Design/methodology/approach This methodology is based on the synergistic combination of both ISO standards (Quality Management System) and the key concepts of Lean Management. After a short presentation of ISO standards and Lean Management, the possibility of implementing a synergy between these two different approaches will be discussed. At this point, ISO 9001 standards will be focused on. The proposed methodology will be introduced step by step. Each step of the model will be formalized using the Structured Analysis and Design Technique graphic representation tool. Moreover, each step is associated with a key concept of Lean Management. In order to illustrate the proposed method, an example of implementation will also be presented. Findings To show the feasibility of this methodology, this paper finishes with a summary of the results achieved in a company and draws some interesting conclusions. Companies have the possibility of achieving certification in combination with a Lean Quality Management System (LQMS): a one-page quality manual, only ten records, no major non-conformities and no customer complaints over a two-year period. Research limitations/implications The methodology may have to be adapted to better suit the needs of companies seeking to implement the latest version of the ISO 9001 standards. Practical implications This paper presents the deployment of ISO 9001 standards whilst simultaneously respecting key Lean Management concepts. The practical results for enterprises are the implementation of an LQMS leading to a certification. Social implications This paper presents a new method combining both ISO standards and Lean Management concepts to achieve certification with an LQMS. Originality/value Due to its simplicity and the relevance of its steps, the proposed methodology can be applied to companies with a guaranteed success of certification.

Objective: To critically evaluate the Quality Management System (QMS) for Clinical Nutrition (CN) in Jiangsu. Monitor its performance in quality assessment as well as human resource management from nutrition aspect. Investigate the appliance and development of Artificial Intelligence (AI) in medical quality control. Materials and Methods: The study source of this research was all the staffs of 70 Clinical Nutrition Department (CND) of the tertiary hospitals in Jiangsu Province, China. These departments are all members of the Quality Management System of Clinical Nutrition in Jiangsu (QMSNJ). An online survey was conducted on all 341 employees within all these CNDs based on the staff information from the surveyed medical institutions. The questionnaire contains 5 aspects, while data analysis and AI evaluation were focused on human resource information. An paired sample t-Test was conducted to determine differences between their situation in 2018 and 2020 the application of JPCNMP. Results: 330 questionnaires were collected with the respondent rate of 96.77%. The QMS for CN has been build up for CNDs in Jiangsu, which achieved its target in human resource improvements, especially among dietitians. The increasing number of participated departments (42.8%) and the significant growth of dietitians (p=0.02, t=-0.42) are all expressions of the advancements of QMSNJ. Conclusion: As the first innovation of an online platform for QM in Jiangsu, JPCNMP has been successfully implemented among QMS from this research. This multidimensional electronic system can help QMSNJ and CND achieve quality assessment from various aspects, so as to realize the continuous improvement of clinical nutrition. The instrument of online platform, as well as AI technology for quality assessment is worth to be recommended and promoted in the future.

The safety investigation agency is a modern concept introduced in the transportation branch by ICAO, since Annex 13 to the Chicago Convention requires a separate safety investigation to be conducted by a Member State in case of serious occurrences, accidents and incidents, the main purpose being preventing future similar occurrences and increasing the safety level of the air operations. Such a body is subject to various tasks and limitations supporting the achievement of its targets, it is not a manufacturer or service supplier and it is not similar to other kind of governmental agencies. This paper should provide a model to develop guidance on QMS applied to the very specific case of a civil aviation safety investigation agency.

Abstract:
The article examines the genesis of resource management in the system of standards dedicated to quality management. It was found that most publications consider the quality management system as a tool to improve the organizations’ efficiency without detailing the elements of this system. Basing on the analysisof different versions of quality standards, the differences in the methodological approach of different versions of standards from 1994 to 2015 were identified. Various approaches to the place and role of resource management have been identified, ranging from mere mention to assigning a leading role in financing the implementation and operation of quality management systems. At the same time, national adaptations of international versions of quality standards have their own nuances of translation and interpretation. The terminology and differences between resource control and resource management are identified, since the latter term is broader. However, in the latest version of the quality management system standards, the term resource management has been simplified and replaced by resource provision. The constituent elements of the resource management system are identified. The original composition this system, in addition to human resources, organizational environment and infrastructure, was supplemented with knowledge and resources for monitoring and measurement. It is the last elements that come to the fore for the successful long-term functioning of the organization in the conditions of market competition. The goals of the leadership in the genesis of different versions of the standards are established and the terminology in the resource management system is clarified. The interconnection of the process approach based on risk-based thinking in the latest version of the standard allows re-evaluating the role of resource management. The use of risk management tools and a systematic approach will allow the company’s managers to focus on the strategy and tactics of implementing the quality management system.

Abstract:
The article examines the interaction of subjects of a two-level hierarchical system. An industrial enterprise discharges wastewater into the river as a result of its work. To prevent the ingress of a large amount of pollutants, water treatment facilities have been installed, the operation of which is regulated by the level of technical support. The state allocates funds to support the activities of the enterprise and regulates the standards for the discharge of pollutants. The interests of both subjects are to maximize their target functional. The article is devoted to the problem of finding optimal control in a mathematical model of water quality management in a dynamic system. Examples of calculations for specific parameters are given. Based on the examples given, we can draw conclusions about the influence of parameters on the system. The type of the emitted substance has the greatest influence on the system, namely the values of such parameters as the initial concentration and the coefficient of non-conservativeness. With long-term interaction, the speed of self-cleaning of the river plays a significant role. At a low level of self-purification of the river, the concentration of substances in the river almost reaches the maximum permissible level. The deterioration of the environmental situation leads to losses on the part of the Host. The reverse situation allows us to continue cooperation in the future, while receiving a greater gain. Also, the winnings of the subjects significantly depend on the volume of investments.

Tujuan penelitian ini 1) untuk mengkaji proses penerapan manajemen berbasis sekolah di Taman Kanak Kanak Al Faidah Cianjur; 2) mempelajari bagaimana Taman Kanak Kanak Al Faidah Cianjur dalam menghasilkan siswa yang berkualitas; dan 3) mengkaji faktor pendukung dan penghambat dalam penerapan manajemen berbasis sekolah di Taman Kanak Kanak Al Faidah Cianjur dan cara meminimalisir faktor penghambat tersebut. Metode penelitian ini adalah metode deskriptif kualitatif. Teknik pengumpulan data dalam penelitian ini meliputi 1) observasi; 2) wawancara; dan 3) dokumentasi. Analisis data kualitatif yang digunakan dalam penelitian ini 1) reduksi data, 2) penyajian atau penyajian data dan 3) penarikan kesimpulan dan verifikasi data. Dapat dikatakan bahwa penerapan manajemen berbasis sekolah di Taman Kanak Kanak Al – Faidah Cianjur sudah berjalan dengan baik. Melihat pelaksanaan manajemen berbasis sekolah di TK Al-Faidah, berbeda dengan sekolah lain pada umumnya yang belum menggunakan manajemen peningkatan kualitas berbasis sekolah

Abstract:
Quality management system (QMA) is one of the most important things in universities’ ser-vices because it shows how well higher education institution is able to serve clients and to satisfy their needs. The main idea is that client is not only student – it is also social partners and society itself as receiver of services. According to this, CAF model is very popular among public administra-tion institutions. This mentioned model explains that institution should have quality management system that serves for three heterogonous clients – students, employees and society through ena-blers and results. Institution undertakes to fulfill requirements – to do evaluation of institution’s activities according to CAF nine criteria and 28 sub-criteria: to write marks, comments, strong and weak areas of services and to prepare developmental plan for next two years according to results and priorities. Šiauliai university also prefers to use CAF model and ISO 9001-2008 standard for im-provement of services. There was already created conception of QMS that contains philosophical assumptions how people should understand system in this organization. The main conception is culture of dialog that explains the aim to communicate with different academic community – to be opened-minded with leaders and students, with stakeholders and social partners. Also, institution aims to be life-long learning organization which inspires to study, to accept clients’ needs and to be exclusive from other institutions. Šiauliai University has QMS model with two main processes (stra-tegic management and quality management), two main processes (science / art and studies) and additional processes (human resources, material, financial, documentation, project, infrastructure and etc.). This model explains how processes are divided and in quality manual there are written all responsibilities and quality indicators for each processes and sub-processes. ICH is “International Conference on Harmonization” of technical requirements for registration of pharmaceuticals for human use. The goal of ICH is to discuss and establish common guidelines by bringing together three ICH regions i.e. USA, Japan and EU and to make information available on ICH, its activities and guidelines. The guidelines have become more relevant for Generic’s Drug Approval. Drug Development and manufactures are more and more global. Harmonization is considered more important than ever, as it facilitates work sharing, efficient use of resources and access to medicines. The objective of harmonization is meant for economical use of human, animal and other resources and the elimination of unnecessary delay in the global development and of availability of new medicines whilst maintaining safeguards on quality, safety and efficacy. The present discussion of the review is on ICH guidelines for quality control focussing mainly on Quality Risk Management (Q9). Quality control is a process that is used to ensure a certain level of quality in a product or service. It might include whatever action a business deems necessary to provide for the control and verification of certain characteristics of a product or service. Most often, it involves thoroughly examining and testing the quality of products or the results of services. The basic goal of this process is to ensure that the products or services that are provided meet specific requirements and characteristics, such as being dependable, satisfactory, safe and fiscally sound. Quality risk management is a systematic process for the assessment, control, communication and review of risks to the quality of the drug product across the product lifecycle. Two primary principles of quality risk management are: The evaluation of the risk to quality should be based on scientific knowledge and Ultimately linked to the protection of the patient; and The level of effort, formality, and documentation of the quality risk management process should be commensurate with the level of risk.

Despite of the physical infrastructure and availability of qualified workforce for service delivery there are gaps in strategic and operational planning which resulted in poor quality health services. The leaders in healthcare has little awareness that the quality management is an organized specialty to improve the quality of healthcare. It is need of the hour that healthcare leaders in Pakistan must integrate quality improvement activities in strategic and operational planning process of healthcare system. This the only way to maximize the benefits of healthcare system and restore the rapidly deteriorating public trust.

Abstract In the work, there was a method of problems examination presented in the certified quality management system according to the ISO 9001 standard. The own method of problems examination was suggested on the basis of reports from audits of the third party. There are method assumptions as well as practical application presented for the examination of nonconformities and weaknesses on a sample of 892 organizations certified by a chosen certifying body. Different types of compilations of obtained results are showed. Different possibilities of their application for the examination of relations of identified problems were indicated, depending on the size and profile of examined organizations. Different types of statistical tests were used in the method together with their possibilities. Concrete examples of uses of the method and statistical tests were provided for examining the relations between the size as well as profile of the organization and the number as well as type of nonconformities and weaknesses. It was attempted to determine what possibilities the method provides and to give the examples of its practical use. Additionally, an attention was paid to potential difficulties when applying the method.
