Abstract:
Purpose: This research investigates the role and perceptions of quantity surveyors experienced with sustainable building projects and how they are able contribute as well as influence designs to address sustainability issues on projects. Design: To determine the considerations that affect quantity surveyors' perceptions towards sustainability in the construction industry, a literature review was carried out. This was followed by the development of an online survey formed of both structured and semi-structured questions that were issued out to South African quantity surveyors. This study administers online surveys distributed online to quantity surveyors on the ASAQS and the Green Building Council database consisting of 1499 registered members and 59 members respectively. Furthermore, in depth interviews were carried out with four quantity surveyors who had experience with green building projects. Findings: South Africa is accustomed to traditional building methods and the adoption of and adaptation to alternative building techniques is challenging to implement in the industry. The main barriers to sustainable building designs were the perceived higher cost of the materials as well as the lack of training and knowledge consultants have on material choices. Quantity surveyors nevertheless regarded the early design stages of a construction project as an ideal avenue for contribution towards sustainable building designs. Based on interviews conducted, professional quantity surveyors with experience on green building projects were more likely to contribute towards sustainable building specifications due to lessons learnt and knowledge from previous projects. However, quantity surveyors believed they generally have little influence towards green building specifications as the client and architect have the final say on what is incorporated into a building. Practical implications: The research study has provided a greater understanding of the role played by cost consultants on sustainability projects and how they can provide value to clients on such projects. Conclusions and Recommendations: The research concludes that Quantity surveyors are aware that they play a minor role player on project teams when it comes to providing alternative building specifications. It was acknowledged that quantity surveyors have limited experience on sustainable technologies and that further training and education in this regard is essential for them to add value to projects. It is recommended that further research be undertaken to obtain a larger sample size to get a clearer view of the perception of quantity surveyors advising on building specifications to support sustainable building developments.

Purpose: Many countries in the world are using Public-Private Partnerships (PPPs) as an alternative procurement method for the delivery of public services. The research investigates the use of PPPs in South Africa, as a means of public infrastructure procurement, and the role that quantity surveyors could play in PPPs. Design/Methodology: A survey questionnaire was conducted among South African quantity surveyors, in order to determine their level of involvement in PPPs. The survey questions were divided into five categories: background information; level of knowledge and participation in PPPs; traditional and non-traditional roles of quantity surveyors; respondents perceptions regarding the education and competency of a quantity surveyor; and lastly, further education. A case study of a completed PPP in South Africa was also conducted for triangulation purposes. Findings: Firstly, the research shows that PPPs are an alternative procurement method for public infrastructure procurement in South Africa. Secondly, the study shows that, although quantity surveyors possess the relevant skills and competencies required in a PPP project, their current involvement in PPPs in South Africa is limited. Originality/Value: The findings have highlighted the many opportunities that exist for quantity surveyors in PPP projects in South Africa. Given that PPPs are still in their infancy in South Africa, and the government s commitment to PPPs, further research is required in this field.

Abstract:
Job satisfaction and organizational commitment are important for determining both individual and organizational outcomes. Quantity surveyors are important players in the Hong Kong construction industry in providing professional services to developers and contractors. Despite their importance, limited job satisfaction and organizational commitment research has been conducted in the profession, which underlines the basis for the study. Within the quantity surveying profession, quantity surveyors are assigned into work group for handling construction projects. Cooperation and collaboration are common in quantity surveyor’s daily working practice. Given cooperative working arrangement, “work group identification” and “propensity to trust” are regarded as important antecedents for determining job satisfaction and organizational commitment. On the other hand, it is argued that “length of employment within the organization” may have both positive and negative influence on job satisfaction and organizational commitment due to the quantity surveyor’s standardized working duties. Negative perception about the job duties also constitutes a mediation influence on the effect that the antecedents place on organizational commitment. Thus, this research is intended to find out the effect of the three antecedents – “length of employment within the organization”, “work group identification” and “propensity to trust” on job satisfaction and organizational commitment, as well as to investigate the role played by job satisfaction in affecting the relationship between the antecedents and organizational commitment. Based on previous literatures, the relationships between the antecedents, job satisfaction and organizational commitment are examined and a research model is developed for hypotheses testing. Hypotheses 1 and 2 postulate that the three antecedents positively affect job satisfaction and organizational commitment respectively. Each sub-hypothesis under hypotheses 1 and 2 postulates a positive bivariate relationship between one antecedent and one outcome (job satisfaction or organizational commitment). Hypothesis 3 depicts the mediation effect of job satisfaction on the association stated in Hypothesis 2. Questionnaire survey is used to collect primary data for analysis. Bivariate correlation and multiple regression analysis are applied for hypotheses testing. The data analysis results provide full support for the relationships between work group identification and job satisfaction. The results also provide some supports for the positive relationship between other antecedents and job satisfaction / organizational commitment. Mediation effects of job satisfaction on the relationships between the three antecedents and organizational commitment are found in some relationships. This study has both theoretical and practical contributions. A new research theme in construction context is initiated with the use of social exchange theory in examining job satisfaction and organizational commitment within the quantity surveying profession. The research model to explain the relationships between the three antecedents and job satisfaction and organizational commitment is tested. The data analysis results provide a better understanding about job satisfaction and organizational commitment amongst chartered quantity surveyors working in the construction industry. Based on the research findings, it is suggested that senior managers should attempt to improve “work group identification” and “propensity to trust” amongst quantity surveyors so as to enhance job satisfaction and organizational commitment within the profession.

Abstract:
The construction industry is significantly influenced by the competitive environment, and due to this, economy and quality of life have been affected and inevitably, the way people work has also changed in order to sustain them. In the construction industry, the employees’ motivation is important, as it is the factor that contributes to the job performance, and this includes the quantity surveyors. Motivation is the key factor that influences people to do better by initiating action into achieving goal(s), resulting in higher performance. Meanwhile, performance of employees is the measure of the quality of an organisation. In construction, quantity surveyors contribute to the overall construction performance, mainly, by adding value to the contractual and financial management of projects starting from the pre-construction stage until post-construction stage. However, the way quantity surveyors carry out their work has changed in order to adapt to the challenging environment. Unfortunately, there is no available motivation framework regarding the quantity surveying profession that relates to motivation towards improvement of job performance. Therefore, this research is carried out focusing on the motivation factors of quantity surveyors from three types of organisations, namely: government agencies; private consultancy firms; and private contracting firms, and in the context of the Malaysian construction industry. This research adapts a mixed-methods research in order to achieve triangulation, where archival and document reviews; and questionnaire survey strategies were adopted. Two hundred questionnaire surveys were distributed using three mechanisms: web-based; email; and postal. Seventy one questionnaires were received and analysed statistically using the Kruskal-Wallis analysis and other related analysis using the SPSS software. To complement these findings, twenty two semi-structured interviews were carried out with individual quantity surveyors registered with the Board of Quantity Surveyors Malaysia. The interviews were analysed using content analysis through the Nvivo software after the transcription process was done. The result suggests that the motivation factors of quantity surveyors in the construction industry do not differ according to the different types of organisations; and hence, one conceptual framework for quantity surveyors, regardless of the types of organisations they work in/ with, is developed. The conceptual framework was developed and validated and will benefit the: individual quantity surveyors; construction organisations; professional bodies; and education institutions performance improvement when used correctly.

Abstract:
The primary purpose of this dissertation is to identify the factors which affect the accuracy of South African quantity surveyors' pre-tender price forecasts. Prices submitted by bidders at the tender submission stage of project development are utilised as the best practical measure for establishing the degree of accuracy achieved. A large number of design price forecasting techniques are available to estimators. Many of the techniques used in the early stages of design are applicable for providing budget amounts for design control purposes, whilst others are more· appropriate for forecasting anticipated tender sums. Features of price forecasting requiring attention at all stages of design development are identified as: (i) the influence of uncertainty inherent in the process, (ii) data / information availability and management, and (iii) the utilization of tendering data by means of 'feedback' systems. The factors affecting the accuracy of price forecasts are examined by means of a literature study, opinion surveys of estimators and empirical research on the results of estimate /tender comparisons. The relevance of the question of pre-tender price forecasts is demonstrated by the results of the study which indicates that the accuracy and reliability of South African quantity surveyors' estimates produced at the tender stage is inferior to that generally found overseas and do not meet the expectations of architects and clients. The conclusions drawn from this study indicate a distinct potential for improvement in early design stage price management.

The UK construction industry is often described as slow to innovate which can be attributed to the temporary nature of construction projects and its inherently fragmented structure. The nature of innovation is a common area of research in the industry, but the diffusion of these innovations to the members of this social system is an under represented area that this research addresses. This research addresses this shortfall and focuses on providing a contextualised understanding of the key aspects of diffusion of professional practice among quantity surveyors. This is achieved by utilising a particular type of innovation, the New Rules of Measurement, as a vehicle for the analysis. A qualitative research approach that gathers the rich explanatory data is utilised, using semi structured interviews, which is lacking in the diffusion research field. This approach supports a constructivist philosophy and provides a deeper understanding of different actors’ diffusion journeys in contrast to the overwhelmingly positivist approach to previous studies of diffusion. This resulted in several original contributions to knowledge including the identification of current measurement practices within the UK construction industry, development of a contextualised understanding and diffusion of professional practice innovation model for quantity surveyors in addition to the identification of barriers to the diffusion process that are unique to the construction industry. This is important as it demonstrates areas that can be utilised and improved to assist in the diffusion of professional practice to the quantity surveying profession.

Abstract:
Life Cycle Costing (LCC) is the consideration of all ‘relevant’ costs and revenues associated with the acquisition and ownership of an asset. LCC has a number of relevant applications, these include project appraisal; facilities management; procurement and tendering and as a means to evaluate sustainable construction. Although these advantages are well recognised, the process is underutilised due to a number of documented barriers to adoption. Notably these include lack of accurate historical databases; the perceived complexity and time consuming nature of the calculations; lack of a standard LCC methodology, and that the client is not requesting LCC. This research is framed in recognition of these barriers, investigating a process that could affect change by increasing efficiency in this area. A Building Information Modelling (BIM) approach to construction procurement is being increasingly utilised as a collaborative set of procedures and associated technologies that assist design and construction professions in conceiving, designing, constructing and operating the built environment. Although 5D BIM (Cost Modelling) is currently being used in Quantity Surveying (QS) practice, BIM is not extensively used in the application of LCC and there has been little research in this area. This research develops a 5D-LCC solution, where LCC is integrated into the 5D BIM process by embedding an LCC calculation model structure within an existing 5D technology. This process represents a change to the 5D BIM work-flow; adding on a facility for LCC through post-processing BIM data. The research is carried out under an action and design sciences research methodology, to develop and then evaluate the LCC process proposed in this research. An evaluation method known as ‘Thinking Aloud cooperative evaluation’ is used to gain feedback from a sample of QSs practicing in Ireland. The contribution to knowledge is the articulation of a process which extends 5D BIM for LCC, by leveraging an existing 5D technology. The research identifies that this process has an effect on a number of the reported barriers to LCC. The predominant benefit is that the process provides automation and efficiency in carrying out LCC, which addresses barriers such as LCC being a ‘time intensive process’ with QSs lacking ‘the know-how’ in carrying out calculations. The findings also indicate that the process provides a format to present LCC estimates, thus addressing a ‘lack of standardisation’.

Over the past few years there is an increase in globalization and construction industry companies are becoming more aware of the environmental and social aspects in construction projects. Companies have to make a profit and carry out an obligation towards the community. The reason for introducing codes of conduct is to ensure that companies and persons within the construction industry become more socially responsible and adopt it into their daily businesses due to community pressures. It is essential to enforce codes of conduct throughout the construction industry professions, including all stakeholders and team members within the construction industry. This study has sought to determine the main reasons why some quantity surveyors might not always apply the code of conduct in an ethical and professional manner, as well as to identify possible ways how the code of conduct can be improved, be upheld and implemented more successfully in South Africa. Questionnaires were used to collect data from some quantity surveyors in South Africa. The aim of the questionnaire was to identify how some quantity surveyors implement the code of conduct, where the possible gaps in the code of conduct are and how the current code of conduct can be improved. The data determined that the code of conduct needs to be regularly improved in order to stay up to date with current ethical situations that quantity surveyors face daily in South Africa, as well as that some quantity surveyors have a lack of education and proper understanding of the codes of conduct, lack of keeping up to date with the Code and the guidance in which they serve.

Many South African quantity surveying practitioners are not committed to developing knowledge and skills, a factor that may hinder the development and viability of the firm. Owing to this problem, the research focuses on the strategic role of management with an emphasis on the support mechanisms for learning and the development of knowledge. The research population focuses on professional quantity surveying firms in the Western Cape region of South Africa. The aim of the research is to understand and identify key components of management‟s strategic influence on: (a) the organisation‟s culture, (b) the development of knowledge and (c) the development of related services and skills within professional quantity surveying firms. The research methodology consists of both qualitative and quantitative methods. Management members provided qualitative data by participating in interviews and staff members provided quantitative data by completing questionnaires. The data for the research comprised a criterion sample of eleven small- and medium-sized diversified firms. The core elements of the research are the organisational culture, learning, and the development of knowledge and service diversification. The research expands information on management‟s role in the organisation‟s culture and development of knowledge in professional quantity surveying firms. The research found that there are many supportive learning elements within the organisational cultures of most quantity surveying firms. Most management members discuss employee development and performance issues, and the lessons learnt from projects. Management occasionally mentors employees and regularly allows employees to undertake challenging work activities. Management members do not, however, include employees in the development of the firm‟s related services. Management primarily established related services because there was a need for these services. The development and transfer of related service knowledge and skills are restricted to management members to a large degree. Management‟s influence on the development of knowledge and skills of employees is somewhat limited and inconsistent. Organisational culture factors such as job satisfaction and the professional development of staff members have to be given appropriate attention by management, especially from a consistency and formal standpoint. Elements that require reviewing include the time allocated for internal learning activities and learning initiatives, other than on-the-job training. Service diversification factors, such as management members restriction of staff members to core quantity surveying services, also have to be reconsidered. Elements of some related services may improve the quality of core quantity surveying services. Abstract:
Construction cost estimating is one of the main activities performed by Quantity Surveyors. Various factors influence the reliability of a cost estimate, but Quantity Surveyors’ understanding and knowledge of project information provide the most vital input towards the accuracy of estimates. While Building Information Modelling (BIM) has been acknowledged as contributing to more efficient and effective construction industry working practices; it also provides a significant advantage in the preparation of cost estimates. The adoption of BIM technology and processes is currently accelerating worldwide. However, compared to other countries, Malaysia has made slower progress, although it has urged Quantity Surveyors to take appropriate actions in evaluating the influence of BIM in the country, especially for their practices. With the recent national agenda of Construction Industry Transformation Programme (CITP) (2016-2020), overcoming the limitation of BIM usage becomes a priority to be cultivated by all stakeholders in increasing the productivity of the construction industry. Therefore, the aim of this research is to build a framework to guide the Quantity Surveyors in Malaysia to use BIM to achieve more dependable results in their cost estimating practices. A questionnaire survey was used to explore these and other factors leading towards BIM technology adoption. Structural Equation Modelling (SEM) was applied to examine causal effect relationships between the elements. This study then employed further focus group interviews to better understand the surveyed outcomes. Most of the surveyed respondents observed or forecast better understanding of input information through the use of BIM capabilities, including data visualisation, a reliable database and data coordination. Also, they perceived the benefits of accomplishing their tasks more quickly through using those BIM capabilities. The focus group discussions subsequently validated those factors’ interconnections and delineated guidelines for incorporating cost estimating within BIM. Amongst the key findings highlighted are the strategic actions underlining the process and the functions of people to act accordingly towards the BIM technology capabilities in improving the reliability of cost estimates. The overall analysis contributes to the establishment of a framework of BIM adoption in cost estimating practices in Malaysia. It produces a strategy to promote the BIM innovation endeavour amongst Quantity Surveyors.

Employers in the quantity surveying industry need to know what makes the workplace attractive and satisfying for this generation in order to effectively recruit and retain the talent of generation Y. A literature review done on job satisfaction of quantity surveyors indicated that very little research has been conducted on the subject in general and no research was found specifically on job satisfaction of generation Y quantity surveyors. The purpose of this study was to investigate if generation Y quantity surveyors are experiencing job satisfaction. Methodology The research approach for this study consists of a comprehensive literature review and substantiated empirical research. Various sources of literature were reviewed including books, articles, reports and papers. The literature review examined information with regards to generational theory, the relation between motivation, job satisfaction and employee turnover and lastly aspects about the quantity surveying industry in South Africa. Empirical research was conducted making use of focus groups as qualitative research method. Research participants were generation Y quantity surveyors who were profiled according to gender, race and experience to ensure diversity within the focus groups. Findings It was found that the majority of generation Y quantity surveyors are experiencing job satisfaction within their current working environment. This was only achieved once the correct “employee-employer fit” was found. It was also established that generation Y quantity surveyors are motivated by growth opportunities, rewards/bonuses, recognition, appreciation, support/help/mentorship and being part of the team/business. It was further found that these workplace factors also affect employee turnover among this generation. Research limitations The focus of this study was limited to the quantity surveying profession in South Africa with a specific focus on generation Y quantity surveyors. Research informants were limited to generation Y quantity surveyors born during 1980–1990 and included both candidate and professional quantity surveyors. What is original / value The findings of this paper will be of value to employers in the quantity surveying profession, as job satisfaction of generation Y employees has not previously been addressed. Adapting management strategies according to the findings may result in higher job satisfaction, lower employee turnover and increased profitability.

After the Competition Commission of South Africa condemned and put a stop to the mandatory use of government gazetted fee scales for Professional Quantity Surveyors (PrQS), competitive bidding was introduced as a procurement system for professional services. The South African quantity surveyors are now competing on bid price for contract appointments in the public sector (competitive bidding). Discounts offered have increased exponentially over the years, especially in periods of work scarcity. This study investigates the influence that competitive bidding has on business growth. Secondly, the study assesses how the entrepreneurial orientation of quantity surveying practices is influenced by competitive bidding. A review of relevant literature identified the challenges that are brought about by competitive bidding. The study also focused on entrepreneurial orientation and identified similarities between what is required for competitive bidding and what dimensions of entrepreneurial orientation a quantity surveyor should possess. The research methodology is quantitative in nature and the data collection method used is a web-based questionnaire which explored the three variables, competitive bidding, business growth and entrepreneurial orientation. The results suggest that quantity surveyors who possess entrepreneurial orientation are less influenced by competitive bidding and that competitive bidding does have a negative influence on business growth. Key findings made included that bid price alone should not be used to determine the suitability of a firm. Rather, the quality of work, experience and qualifications must form the basis of the criteria for determining a firm’s suitability. It is further recommended that the competition law be amended to exclude quantity surveying practices and other professional service providers from competitive bidding.

The research is focused on professional indemnity insurance for architects in Namibia. Professional indemnity insurance is not currently provided for in both the Architects' and Quantity Surveyors Act (Act 13 of 1979) of Namibia, or contracts used by architects in Namibia. The absence of professional indemnity insurance in contracts used by the Namibian built environment must be addressed, in order to create awareness of the risks involved in practising without professional indemnity insurance. This study will contribute to the knowledge of architectural practise in Namibia by emphasising the evident gaps in the existing contract data, namely the Architect's and Quantity Surveyor's Act (Act 13 of 1979) and the Client Architect Agreement of the Namibia Council for Architects and Quantity Surveyors. It is envisioned that passing a bill in parliament, making professional indemnity insurance compulsory for all registered professionals, will benefit the Namibian architectural environment. An applied research model is selected by implementing triangulation. The approach starts broadly in the architectural environment of Namibia, addressing issues of contracting and governing legislations, before focusing specifically on professional indemnity insurance and the need for it in the Namibian built environment.
