Abstract:
The Supreme Court of Canada has changed its approach in dealing with the complex symbolic issues surrounding Quebec’s role in the Canadian constitution as shown in two decisions: The Quebec Veto Reference (1982) and the Quebec Secession Reference (1998). This paper argues that, in the matter of Quebec/Canada disputes, the court should, as they did in the second decision, see themselves more as a forum for public debate than as simply a place for rule imposition. Process-oriented suggestions as well as framing principles are therapeutically better answers in this matter.

AbstractObjectiveTo quantify marine food product consumption and EPA + DHA intake among Quebecers, and to compare the results with the most recent recommendations.DesignData were obtained from a representative cross-sectional telephone survey (June 2006). Intakes of marine food product species and EPA + DHA were estimated from a validated FFQ on the consumption of marine food products during the previous month. Prevalence of fish oil consumption in the last 6 months was also assessed.SettingProvince of Quebec (Canada).SubjectsA representative sample (n 1001) of adults in the province of Quebec. Of these, eight were excluded from the present analysis (n 993).ResultsMean and median EPA + DHA intakes for all participants were estimated to be 291 mg/d (sem 11) and 207 mg/d, respectively. 85·0 % (95 % CI 82·7, 87·3) of Quebecers had an EPA + DHA intake lower than 500 mg/d, which is the amount internationally recommended for the prevention of CVD. Mean and median DHA intakes among women of childbearing age (n 128, 18–34 years) were estimated to be 169 mg/d (sem 17) and 126 mg/d, respectively. Of these women, 27·7 % had a daily intake >200 mg DHA and 15·9 % had an intake >300 mg DHA. We noted that 13 % of Quebecers take ≥1 capsule of fish oil/d.ConclusionsConsumption of marine food products and EPA + DHA among Quebecers clearly appears to be lower than international recommendations. Since EPA + DHA confer health benefits and may reduce health costs, strategies to increase their consumption should be implemented to improve public health in Quebec.

ABSTRACTThis paper presents the results of a study that employed a questionnaire and a matched-guise experiment to investigate the attitudes that Quebec francophones, anglophones, French-English bilinguals and allophones hold towards Quebec French compared to European French. The findings indicate that attitudes towards Quebec French on the solidarity dimension have improved since the 1980s, while attitudes on the status dimension have remained the same. These findings are interpreted in the context of the burgeoning of Quebecers’ sense of belonging to their society on the one hand, and the tradition of viewing French as a monocentric rather than a pluricentric language on the other hand.

Although Laure Conan was known primarily as Quebec's first woman novelist, she was also one of only two woman playwrights in l9th-century Quebec. In the male-dominated Québécois theatre, the mere fact that she was a woman writing in a very conservative and patriotic framework makes her work something of an anomaly. In this article the author proposes to explore how Conan's plays are considered avant-garde in their feminist perspective while appearing to convey the traditional values expounded in the mainstream literature and theatre of the day. The analysis will focus on feminist speech act theory and on the role of the female characters in Conan's plays.

In Eastern Europe, when someone dies, the custom is to drape mirrors in the house with black muslin or a dark sheet. According to folklorists, this is done so that the deceased, who is believed to wander through his or her house for nine days saying goodbye to friends and family, will not be frightened when he or she cannot find his or her reflection in the mirror. While it is easy to scoff at such superstitious customs, there is much to learn from them. The draping of the mirrors is a vivid metaphor, but it is also useful when it comes to making a counterintuitive point: namely, little systematic attention has been paid to the role of economic preferences, markets, and the pace of development in shaping Quebec's nationalist objectives and strategy. And it is this failure to comprehend the impact that economics, from a microscopic and macroscopic level, has had on ‘nation-building’ and, more concretely, on the October 30th referendum (where in answer to the question “Do you agree that Quebec should become sovereign, after having made a formal offer to Canada for a new Economic and Political Partnership, within the scope of the Bill respecting the future of Quebec and of the agreement signed on June 12, 1995?”, 49.5 percent of Quebeckers voted ‘Yes’) that is tantamount to a ‘draping of the mirrors,’ of providing an incomplete explanation about the bases of Quebec's nationalism.

Abstract:
What follows is an attempt to contextualise the bandes dessinées produced in Quebec from their early beginnings in the late nineteenth century to their renewal and expansion during the years immediately following the Quiet Revolution. The intention, above all, is to give a sense of a changing intellectual, artistic and cultural landscape, and to situate the creators of comic strips within it. In fact, as will become evident, the history of Quebec's comic strips is closely linked to the history of the province and in many ways reflects it. (As we will see, the all-pervasive influence of the Catholic Church and the rise of Quebec nationalism can be traced in the development of the bande dessinée.) Necessarily, given the scope of the topic and the limited space available, the attempted coverage will be sketchy and incomplete. Moreover, it is only right to point out that its author is very much a novice in the field of the comic strip. Nevertheless, it is hoped that - to use an appropriate metaphor - a broader picture and different perspectives will emerge for those unfamiliar with the history of Quebec, and that new avenues of research will be prompted.

This article expresses criticism about, and makes comparisons between, Quebec's new legislation on referenda and the federal bill (not yet adopted) on the same subject. The authors' claim is that the most commonly heard comments about these legislative pieces seem to miss the most important target. The limitations and controls of referendum expenses, prescribed by the Quebec Act and loudly denounced by the opposition, on the whole seem preferable to the lightly hidden laxity of the federal bill. On the other hand, in both cases the general inadequacy of the means of control makes the referendum process a very powerful weapon in the hands of governments. These new pieces of legislation give much to the governments, little to the people.

Abstract:
In spite of apparent acceptance by the Imperial government of Durham's recommendation for accelerating the inevitable assimilation of the French culture into its Anglo-Saxon environment, French Canadians nevertheless enjoyed a fair amount of de facto self-government during the years which preceded Confederation. A proof of this is their ability to consolidate during that period the ecclesiastical establishment which was to constitute the core of their social structure for the next century and their success in putting the French language more or less on the same footing as the English language by the repeal of article XLI of the Union Act. Quebeckers were even successful in effecting the codification of their civil laws. All of this however required the active cooperation of the English members of the provincial legislature. A real measure of self-determination was attained by the French as a result of Confederation which gave each province including Quebec exclusive jurisdiction in certain matters. In theory, this new freedom was to be exercised within fairly narrow limits, in view of the federal power to disallow provincial statutes, of the extensive list of federal powers which had priority over a smaller list of provincial powers, and of the federal residual power, not to mention the « general » authority of the federal Parliament. As it turned out, the provinces and therefore Quebeckers enjoyed much more freedom than had been anticipated, as a result of the Privy Council's interpretation of the constitution, a development which to some extent was predictable. The increase in provincial freedom was also due to the political pressure exercised by the provinces themselves. Surprisingly enough, Quebec did not join the « provincial league » at an early hour, Ontario being at first the main defender of provincial autonomy. Quebec's espousal of the provincial cause had to await the removal from power of the Conservatives in the province. The Liberals who took over had voted against Confederation which they regarded as unduly centralized. This in itself would have made them an ally of Ontario. But there was more than that to it. The Quebec Liberals had opposed the 1867 federation from the start (and refused to participate in the 1864 coalition) because they considered that Quebec's freedom might become unduly restrained in a system where she would be faced with numerous partners or provinces, all Anglo-Saxon, instead of having to face an English majority limited to Ontario. It so happened that the Liberals came to power on a wave of profound and widespread dissatisfaction among the French, precisely because of a perceived restriction of their freedoms during the Riel crisis. Hence, the eager look of the people of Quebec towards their own capital as a source of protection against federal encroachment to what they regarded as their legitimate rights. This feeling was reinforced regularly for a period of fifty years as a result first of the Manitoba school question, then the Alberta and Saskatchewan school question, the Keewatin school problem and last but by no means least the Ontario school crisis which this time concerned French schools only. On top of that, came the 1917 conscription to which can be traced the origin of the « modern » separatist movement. During most of that time, the Liberals were in power (1897-1936) and it is no wonder that Quebec gradually became the ever present champion of provincial rights. When Duplessis defeated the Liberals, the trend was so well established that it transcended party lines. Later, the pressure exercised gradually by the separatist movement and the increasing desire of Quebeckers to have more freedom and be masters in their own house led to the Quiet Revolution whose leaders finally asked for a special status. If polls are any indication, it is towards this last approach that a majority of Quebeckers are looking to solve the constitutional question. On the other hand, the right of peoples to self-determination has acquired a wide measure of international recognition since Durham's report which is a far cry from Professor Brossard's recent « report » on the subject as it applies to Quebec, written under the aegis of the Centre de recherche en Droit public of the law faculty of the Université de Montréal. As things now stand, the next step in the determination of Quebec's right to self-government is in the hands of Quebeckers at the forthcoming referendum.

Abstract:
Drawing on eighty interviews with mixed couples in Quebec, this article discusses how parents in such unions negotiate strategies of cultural transmission and develop “identity projects” for their children, that is, blueprints for the children’s ethnic identities. Our data show that instead of one person having to take on the other’s culture, and the children adopting that culture, both partners usually embrace cultural differences as enriching for themselves, their children, and the society in which they live. It is not so much a question of transmitting a “heritage” but rather making available a set of virtual cultural resources to the child that he or she will activate (or not) later in life. We argue that through the choices they make, mixed couples contribute to shaping a society where plural identities are normalized. In so doing, they become important agents of social change and participate in the creation of an enduring diversity, a long-term transformation of Quebec society, and even contribute to the multiple meanings of “Quebecois.”

Esse trabalho se insere no campo de estudos sobre organizações sem fins lucrativos. Nas duas últimas décadas do século XX, essas organizações conheceram grande crescimento em receita, volume de trabalho e exposição na mídia. Tal crescimento foi motivado por fatores sociopolíticos, socioeconômicos e sociodemográficos. Observa-se que o crescimento veio acompanhado por mudanças em seus modelos de gestão, particularmente nas estruturas organizacional e de governança. O objetivo principal desse trabalho é desenvolver relações entre modelos de gestão de organizações sem fins lucrativos e geração de inovação social. O quadro teórico foi construído a partir de revisão bibliográfica nos seguintes conceitos: nonprofit sector, cujo referencial tem origem anglo-saxã, economia social, de origem francesa, inovação organizacional e inovação social. Trata-se de estudo qualitativo, exploratório, cujos meios de investigação são estudos de dois casos de organizações sem fins lucrativos. Os estudos de casos envolveram pesquisa de campo, investigação documental, observação participante e entrevistas com atores-chaves que trabalham nas respectivas organizações. O primeiro caso ocorreu em uma associação localizada em São Paulo, Brasil, que possui uma escola de artes; o outro, deu-se em uma cooperativa de solidariedade localizada em Montreal, Quebec, Canadá. Ao final do trabalho são indicados os resultados das análises sobre as relações entre modelos de gestão e geração de inovação social.
This work is in the field of studies regarding non-profit organizations. Over the last two decades of the 20th Century, such organizations saw a large increase in revenues, workload and media exposure. Such a growth was motivated by sociopolitical, socioeconomic and sociodemographic issues. One could see that such a growth was accompanied by changes in their management models, especially the organizational and governance structures. The main objective of this work is to develop upon relations between non-profit organization management models and the generation of social innovation. The theoretical concept was based upon a bibliographical review of the following concepts: the non-profit sector, of an Anglo-Saxon origin, social economy, of a French origin, organizational innovation and social innovation. It is a qualitative, exploratory study, where the means of investigation are two case-studies of non-profit organizations. The case studies involved field research, document examination, personal observation and interviews with key-players in the respective organizations. The first case was at an association located in Sao Paulo, Brazil, with its arts school; the other, is a solidarity-based cooperative located in Montreal, Québec, Canada. At the end of the work, the results of the analyses on the relations between management models and the generation of social innovation are put forward.

Omniprésent au coeur de la stratégie globale des entreprises, l’enjeu environnemental est un moteur distinctif du secteur de fabrication. S’inscrivant dans une tendance qui entraîne un fort niveau d’enthousiasme, la fabrication de produits environnementaux connaît depuis peu une ascension importante. S’appuyant sur l’idéologie du développement durable et du fondement de l’écoconception, les entreprises mettent de l’avant leur performance environnementale en tant qu’argument de vente principal. Pour revendiquer cette plus-value, la communication environnementale se déploie à travers la publicité, notamment grâce à l’écomarketing. L’autodéclaration fait partie des outils de communication. L’autodéclaration, étant l’outil de communication le plus permissif, autorise une grande liberté pour les industriels qui s’engagent dans cette démarche. Ce faisant, en raison même de cette latitude, elle est pauvre en directives; le résultat de la communication peut-être ainsi altéré et la véracité des propos avancés mise en doute. La non-justesse des arguments peut résulter d’une mauvaise volonté de l’industriel ou d’une bonne volonté qui comporte des lacunes lors de la compréhension et de l’exécution de la norme. L’opinion des parties prenantes est ainsi partagée et la réputation de l’autodéclaration se retrouve sous les projecteurs. Cependant, en comparaison avec les autres outils, l’autodéclaration semble moins exigeante en temps, en argent et en facteurs de complexité. C’est pourquoi elle est fortement utilisée dans le secteur de fabrication. Représentant 98 % des entreprises au Québec (BDC, 2011:1), les petites et moyennes entreprises disposent de ressources limitées; c’est d’ailleurs pour cette raison qu’elles sont prédisposées à favoriser l’autodéclaration. L’engouement pour le respect environnemental a suscité l’intérêt du consommateur pour les produits verts. Toutefois, cet intérêt éveille une certaine controverse qui est à l’origine d’une attitude de prudence, voire de méfiance, pouvant laisser présager une ruse marketing. Ce doute est susceptible d’extrapoler et de généraliser la perception négative des consommateurs quant au segment des produits verts. L’usage de cet outil peut remettre en question les principes éthiques de l’entreprise. Le manque de justesse des arguments avancés peut être dû aux directives insuffisantes de l’outil et il peut s’avérer ardu pour les industriels de justifier leurs arguments. Cette recherche qualitative aspire à mettre en lumière les procédures d’autodéclaration environnementale. Cet étude de cas multiples souhaite documenter le cheminement des petites et moyennes entreprises du Québec intéressées par ce type de label; pour ce faire, tant les responsables d’entreprises que les conseillers de l’Institut de Développement de Produit sont conviés à des entrevues semi-dirigées. L’analyse des données présente les bénéfices de l’usage de « la double labellisation ». Cette stratégie jumelle les avantages de la certification à ceux de l’autodéclaration. Afin de redorer la réputation de l’autodéclaration, une des solutions proposées est la stratégie de « double labellisation » et ce, ultimement dans l’intention de lui reconnaitre les mérites qui lui reviennent. Parallèlement, la recherche invite le designer industriel à s’impliquer davantage à l’élaboration de la communication, compte tenu de ses compétences et connaissances.
Ubiquitous in the business management’s strategy, environmental issues are a distinctive factor in what drives the manufacturing sector. Taking part in a trend that requires a high level of enthusiasm, environmental concerns of manufactured products are on the rise as of recent. Based on the ideology of sustainable development and on eco-design statements, companies tend to take advantage of environmental properties by using it as a main sales argument. As a result, environmental communication is gaining more and more importance through advertising so-called green marketing. Self-declaration is among these communications tools. Self-declaration is the most permissive tool and allows great freedom to manufacturers. In regard to its flexibility, it lacks guidelines. Therefore, it often results in a miscommunication and a misunderstanding where veracity can be questioned. The lack of accuracy of the argument can be the result of the industry’s unwillingness or a good will with pitfalls concerning the comprehension and use of the norm’s guidelines. The opinion of stakeholders is thus divided. Therefore, the reputation of self-declaration has been under the spotlight for sometime. Although being the simplest, cheapest and less time-consuming of all environmental tools, self-declaration is still highly used in the manufacturing industry. As 98 % of Québec’s industry is represented by small businesses (BDC, 2011:1), their reality of having limited resources makes it appropriate to use self-declaration. The popularity of the environmental compliance attracts consumers interest towards green products. However, the global controversy about those tends to impair consumers’ craze. In some cases, it may favor a cautious attitude and suggest a marketing skeems. This is likely to extrapolate and generalize consumers’ negative perceptions towards the entire green products market segment. The companies’ ethical principles are being questioned. The lack of accuracy of the argument due to the tool’s insufficient directives makes it hard to defend their arguments. This qualitative research aims to highlight the self-declaration procedures. This multiples case study document the path of small and medium businesses in Québec concerned with self-declared environmental approaches; both business managers and advisors of the Institute of Product Development are invited to semi-directed interviews. The data analysis presents the benefits of the use of “double labeling”. This strategy combines the benefits of certification and self-declaration. In the process of strategically enhancing the standing of self-declaration, ‘double labelling’ would be an option to adopt, the ultimate goal being a well deserved recognition of its merits. This research invites industrial designers to get more involved in the development of communication, due to their skills and knowledge.

AbstractThe recent decrease in adult and late-life mortality led to a very rapid increase in the number of centenarians within low mortality countries. This chapter examines the increase in the number of centenarians in Quebec (Canada) across birth cohorts (1871–1901), and outlines some of the underlying demographic mechanisms involved. We study the demographic situation of centenarians from Quebec (Canada) using all aggregated data available since 1871 (census data, vital statistics, and population estimations). Census data and population estimates are taken from Statistics Canada, while vital statistics come from the Canadian Human Mortality Database (CHMD, 2014 www.bdlc.umontreal.ca) and the Institut de la statistique du Québec.With demographic indicators such as the centenarian ratio, the survival probabilities and the maximal age at death, we try to demonstrate the remarkable progress realised in old age mortality. We also analyze the determinants of the increase in the number of centenarians in Quebec: increase in the size of birth cohorts, increase in the probabilities of surviving from birth to age 80 and from age 80 to 100 for specific cohorts, change in the number of persons aged 100 and over relative to the number of persons reaching exact age 100 and net change due to migration and other factors (errors). This decomposition shows that, among the factors identified, the improvement in late-life mortality (from age 80 to 100) is the main determinant of the increase of the number of centenarians.This study stresses the importance of monitoring the number as well as the quality of life of this emerging population of centenarians. It also helps us gain greater perspective on what should be expected in the coming years among low mortality countries such as Canada.

This chapter focuses on the presence of the road movie in Quebec cinema. The province’s grands espaces, its famous snowy winters, and the ubiquitous presence of the Saint Lawrence River in the life of its citizens make for a propitious and particularly cinegenic exploration of mobility within the region. After tracing in a preliminary section the cinematic antecedents of Quebec’s contemporary road movies, three films are analysed separately: Stéphane Lafleur’s En terrains connus/Familiar Ground (2011), Philippe Falardeau’s Congorama (2006) and Denis Chouinard’s L’ange de goudron/Tar Angel (2001). The intent is to highlight some of the unique contours and distinct cinematic viewpoints of the francophone province, to assess the varying degrees to which the films’ Québécité takes centre stage, and to ponder Quebec cinema’s place within the larger cinéma-monde category.

This chapter analyzes the culture of hatred. The Canadian sociologist Matthew Lange has found that ethnic supremacist education is a fundamental source of division in some of the most ethnically divided countries in the world. Supremacist schools are a direct cause of the hostility between Jews and Palestinians in Israel, between Sinhalese and Tamils in Sri Lanka, between Greeks and Turks in Cyprus, between French Quebecois and English Canadians in Quebec, and between hostile ethnic groups in many other nations. The places Lange writes about are dissimilar, but the causes of xenophobic education generally are the same. These lead to enduring ethnic hostility that could last for generations. The chapter then focuses on ethnic supremacist education in Sri Lanka.

The chapter begins by noting the significance for Quebec of parallels between Quebec and Scotland. It points out also the particular significance of the referendum concept in Quebec, given a history of referendums. This long predates the votes in 1980 and 1995 on sovereignty. Differences between Quebec and the rest of Canada have been accentuated by this history. The Scottish referendum therefore ranked relatively high in measurements of most covered news items in Quebec in 2014. However the coverage mainly used the Scottish case to reflect back on Quebec, so that even coverage from Scotland tended to have Quebec issues in the background. The chapter analyzes output from a variety of media and notes various issues, ranging from the division of powers between Scotland and the UK to questions of management of natural resources and international treaties. There is some focus on Scottish politicians and celebrities. Generally media coverage appeared balanced. The chapter concludes that the referendum was treated like a domestic issue in Quebec.

This chapter studies a concept introduced by Charles Taylor, who is an advocate of special status for Francophones and the province of Quebec. What Taylor calls for is a more decentralized and more complicated federal system than that which presently obtains in Canada. He specifies that the “asymmetrical federalism” he is talking about “means special status for Quebec.” But in fact, the kind of “deep diversity” he recommends would confer special status on each constituent, including several new political entities that would be created. That is, each might have different powers, different spheres of autonomy. He would like to see Quebec retain all its current provincial powers, but other provinces might “opt for the centralization of several powers” and while some “coordination will occur through interprovincial agreements,” in certain cases “it would be better to imagine a shared or concurrent jurisdiction.”

This chapter frames the merits of interculturalism as an explicit model for integration, in contrast to how Canadian multiculturalism is seen as being a product of nationbuilding efforts, rather than a genuine commitment to the main tenets of multiculturalism. It argues that a model of cultural pluralism along the lines of Quebec interculturalism makes a more serious effort to balance the requirements of unity with the preservation, recognition, and flourishing of minority cultures. The province of Quebec has a civilian law of succession, while the common law governs in the other provinces and in the territories. At the dawn of the twentieth century, an unbridled freedom of testation prevailed in most of Canada. In the decades that followed, the law evolved to temper this principle in favour of protecting the family of a deceased person, so that obligations of support did not simply vanish upon death. The shape and structure of provision for the family is, however, diverse across the country. There is a great deal of variation even among the statutory regimes in the common law provinces, under which courts have the discretion to grant an allowance; some require a claimant to show need, an inter vivos obligation of support, or both, while others allow claims even by adult independent children. In relation to those members of First Nations to whom it applies, federal law grants a wide power to intervene in the distribution of an estate, in this case not to the courts but to the relevant minister. Quebec law, by contrast, aims to convert legal obligations of support that existed at the moment of death into claims against the estate, rejecting any wide discretion and preserving freedom of testation as much as possible. In a broadly comparative context, the unexpected conclusion is that in Canada, it is not the common law but the civil law of Quebec that offers the most freedom to a testator.

The Transportation Development Centre of Transport Canada, in collaboration with Environment Canada’s Emissions Research and Measurement Division, conducted a series of emissions tests onboard the Oceanex RoRo vessel MV Cabot operating between Montre´al, Quebec, and St. John’s, Newfoundland. The primary objectives were to verify emissions inventories and demonstrate the feasibility of installing affordable emissions reduction technology on marine vessels as well as compliance with future regulatory emissions limits. The tests also provided an opportunity for Canada to share information on emissions program and technology developments with U.S. regulatory authorities. This may lead to developing joint emissions reduction initiatives for existing marine vessels. This paper describes the field-testing of a water injection system (WIS) to reduce oxides of nitrogen (NOx) emissions from ocean-going vessels. Tests were conducted on a semi-dedicated basis during voyage and under steady-state conditions. The emissions measurements were taken in accordance with ISO 8178-4-E3 protocol and using both marine diesel oil and intermediate fuel oil, which enabled the evaluation of the impact of different fuel type and quality on emissions. An initial series of tests was carried out on the MV Cabot in March 2004, followed by a second series of tests on the same vessel in March 2005. These tests demonstrated the effectiveness of a low-cost WIS for reducing NOx emissions in marine diesel engines. They also showed that water injection reduces NOx at the expense of an increase in both particulate matter and carbon monoxide when using intermediate fuel oil. NOx reductions varied between 10 and 35 percent, and were most effective at high water injection ratios above 50 percent engine load. The test results showed no negative impact of the WIS on fuel consumption or engine operation and performance. This paper compares the results obtained from the consecutive series of tests in terms of the effectiveness of NOx reduction, and analyses the results in the context of other full-scale test results obtained from emissions control system vendors and engine suppliers. It also investigates the theoretical process and technology of water injection through charge air fumigation, and both direct water and fuel/water emulsion injection. In addition, the effects of water injection on engine emissions, operation and maintenance, and the optimization of water injection from a knowledge-based perspective are discussed. Further testing and development of the WIS are required to realize optimal emissions reduction potential and to determine the impact of water injection on fuel consumption, and engine operational performance as well as the impact of fuel quality on emissions.
