Abstract:
Canada frostweed (Helianthemum canadense) is a perennial herb whose abundance and habitat are declining in Nova Scotia. These sites mark the northeastern limit of this species with nearest populations occurring in Maine and Quebec. To determine the genetic structure of northeastern populations, we used amplified fragment length polymorphisms to examine individuals from Nova Scotia, Maine, New Hampshire, and Quebec. Cluster analyses and analysis of molecular variance identified four groups: (i) Queens County, Nova Scotia; (ii) Kings County, Nova Scotia; (iii) Quebec; and (iv) Northeastern New England. New England samples revealed evidence of gene flow among populations within that region, and several individuals from Quebec and Queens County, Nova Scotia, were assigned to the same cluster. The majority of individuals from Kings County were assigned to a separate cluster from that associated with Queens County, indicating two distinct populations within Nova Scotia. Differences between Nova Scotia populations may be attributed to isolation and drift, or separate postglacial colonization events. We recommend that Queens County and Kings County populations be considered as discrete units for conservation and, because Nova Scotia populations are distinct from other populations in eastern Canada and northeastern United States, we suggest that conservation of populations at the northeastern limits of the range of H. canadense is warranted.

Abstract:
The tobacco cyst nematode Globodera tabacum (Lownsbery & Lowns-bery) Behrens is a damaging soilborne pathogen of shade and broadleaf tobacco in the United States (2). Nematode infection of roots can cause dramatic stunting, yield loss, and reduce leaf quality. G. tabacum is considered a complex of three cyst nematodes not distinguishable morphologically including G. tabacum tabacum, G. tabacum virginiae, and G. tabacum solanacearum. During 1998, infested flue-cured tobacco plants were harvested in the Lanaudière Region near Montreal, Quebec. Cysts recovered from roots and soil were identified by morphological and morphometric analysis of mature cysts and unhatched juveniles. Although multiple interceptions on nursery stock entering Quebec from infested nurseries in Hartford County, Connecticut from 1974 to 1986 have been recorded (1), to our knowledge, this is the first record of G. tabacum established in Canadian soil. On the basis of historic nematode infestations in this county, it could be inferred that it was G. tabacum tabacum, but further analysis is necessary for definitive subspecies determination. The infested tobacco plants were stunted in the field when compared with noninfested plants. Recently, the production in that area has been abandoned. Because cysts may survive for years in absence of host and also because potato, also a host of G. tabacum, is being introduced on these tobacco farms, it is believed that the distribution of this nematode could expand in the future in this part of the country. Abstract:
After a brief review of floristic classifications, ecological survey, as carried out in Quebec, is described. Three stages of development of ecological survey over the past twenty-five years are identified: (1) the pioneer work of Jurdant; (2) major ecological surveys from the late 1960s to the late 1970s; and (3) the diversification of the groups involved in ecological land surveys beginning in the 1980s, including universities, the Quebec Environment Department (MENVIQ) and the Quebec Department of Energy and Resources (MER). Intended for use in integrated land management, ecological survey must be an effective integrator of the various ecological evaluations; the information must be easily communicable and the methodology must be flexible. Ecological land classification has two dimensions: (1) taxonomic; and (2) cartographic. In the taxonomic units, the ecological region, the ecological type and the ecological phase are identified. In cartographic terms, local (ecological phase and type), regional (ecological system and subsystem) and national (ecological district and region) resolution is identified.Quebec universities, MER and MENVIQ are presently involved in ecological land surveys. The new Forest Act, which was enacted in 1986 and which provides for sustainable yield and more intensive forest management, is a major force behind the promotion of the use of ecological inventories as the basis for management activities. Mapping of the ecological regions (1:1,250,000) has almost been completed in Quebec. Total coverage of the commercial forest as a function of ecological districts (1:250,000) could be completed within five years, and the mapping of ecological types (1:20,000) could be completed in 20 years at a rate of 10,000 km2 a year. Although in the past ecological land surveys have been used primarily for environmental impact analyses (for instance, the installation of hydroelectric equipment and transportation corridors), the ecological framework is presently being used to prepare development plans for a number of regional county municipalities (RCMs). Pilot projects are under way to assess the potential applications of the ecological framework to forestry as part of intensive management efforts. Improvements are needed in both the accessibility of the information provided by the ecological framework (maps, site guides) and the development of interpretative tools for silvicultural measures. Abstract:
A new interspecific hybrid in Isoetes, Isoetes macrospora Dur. × riparia Engelm., is delineated and described from Papineau County, Quebec, Canada by means of cytology and scanning electron microscopy of spores. Isoetes ×jeffreyi D. M. Britton and D. F. Brunton, hyb.nov., is the name proposed for this taxon. It is a heptaploid (7x; 2n = 77) and is believed to be sterile. Hybrid plants demonstrate hybrid vigour and have polymorphic, frequently aborted spores that demonstrate size and surface ornamentation features intermediate between the putative parents. Five populations of the hybrid were found growing with either, neither, or both putative parents at the sand-bottomed outlet of a large lake. Active silt and sand erosion and deposition caused by swirling lake currents appears to facilitate opportunities for hybridization. Isoetes ×jeffreyi is expected to be a rare taxon owing to the restricted sympatric area of the putative parents and their contrasting habitat preferences. Abstract:
The red-winged blackbird (Agelaius phoeniceus) population in southwestern Quebec more than doubled between 1966 and 1981, apparently in response to increased corn production. In southwestern Ontario less pronounced increases in blackbirds and corn production also occurred. Although larger blackbird populations have been responsible for greater crop damage, it is the waste corn left in fields by mechanical harvesters that supports the increased blackbird population. The increased availability of waste corn during the spring and summer (breeding season) was likely most important in allowing the blackbird population to grow. This conclusion is supported by our census of blackbird populations in 38 counties in southwestern Quebec during the breeding season, which indicated a strong positive correlation between blackbird abundance and corn production in a county. Although corn production explains much variation in the size of blackbird populations, other factors such as the availability of breeding habitat and the spatial distribution of habitats (landscape heterogeneity) may be responsible for additional variation.

We investigated the relationship between income inequality and all-cause mortality in 87 regional county municipalities (RCMs) of Quebec (Canada) while accounting for time lags and effects of other socioeconomic variables. We presumed to be true that income inequality entails stress and depression. Thus, these phenomena were tested as mediating factors. The data used consist of eight (8) area-based chronological variables: mortality rate, Gini index, disposable income, criminality rate, number of physicians, density of population, and the proportion of people reporting feeling stressed or depressed. The association between income inequality and mortality was analyzed using the generalized method of moments (GMM) approach with local fixed effects to control unobservable characteristics. Our results show that higher income inequality led to a significant increase of mortality rate with a time lag of 5 years when socioeconomic characteristics were held constant. As expected, households’ disposable income and mortality rate were negatively associated. Moreover, mortality rate was positively associated with population density and negatively associated with the number of physicians. Finally, only depression showed the potential to act as a mediating factor. Based on our findings, we suggest that, over time, income inequality, by amplifying depression phenomena, increases the mortality rate in Quebec’s RCMs.

Abstract:
Procteria (Pachyprocteria) vermifera n. sp. is described from the upper part of the York River Formation (Gaspé Sandstones Group), lower Eifelian (brachiopod Amphigenia Zone), Rimouski County (Quebec, Canada). This new species is considered part of a new lineage of Pachyprocteria characterized by the presence of interstitial corallites. This study reveals for the first time that the granules on the lower (proximal) side are distributed irregularly, their density being higher in the central area of this side than at the periphery. The unusual association of the tabulate coral Procteria (Pachyprocteria) with the “worm” Hicetes is pointed out. The record of the new species adds to the known paleogeographic distribution of Pachyprocteria in North America (Laurussia).

In June 1997, butternut canker was found for the first time in New Brunswick, Canada, at Stickney, Carleton County. A fungal isolate recovered from a young branch canker on butternut (Juglans cinerea L.), cultured on potato dextrose agar, produced spores and cultural morphology as previously described (1). This strain was retained as FSC-758 in the Fredericton Stock Culture Collection at the Atlantic Forestry Centre. The disease was also detected at four other locations in Carleton County along the Saint John River watershed within 20 km of the State of Maine. One stem canker examined at Peel, Carleton County, suggests the disease has been present at this site in New Brunswick for at least 7 years. The butternut tree is at the northeastern edge of its natural range in New Brunswick and, prior to the pathogen's detection, was believed to be far enough from infected butternut in the northeastern United States, Ontario, and Quebec to escape infection. Because planted specimens of butternut exist outside the tree's natural range in New Brunswick and in the neighboring provinces of Nova Scotia and Prince Edward Island, efforts are underway to determine how far the fungus has spread in the Maritime Provinces. Abstract:
The Quebec Water Policy was launched in November 2002 in support of reform of the water governance. One of the government commitments is to gradually implement watershed-based management for 33 major watercourses located primarily in the St. Lawrence plain. At the local and regional levels, watershed organizations are responsible for implementing integrated management, from a sustainable-development perspective, by preparing a master plan for water (MPW), which will include watercourses, lakes, wetlands and aquifers. These watershed organizations rely on public consultation, as well as local and regional expertise, on the responsibilities for water of the municipalities and regional county municipalities of the territory, as well as those of the ministries and other government agencies. They are also required to observe national priorities regarding protection, restoration, and development of water resources and to comply with relevant guidelines, directives, standards, regulations, and legislation. The role of watershed organizations is to act as planning and consultation tables. Government representatives are present, on the initial process, as the facilitator and for scientific and technical support. They do not have, at this moment, any voting or decisional rights. After two years, integrated water management mobilized water stakeholders on watersheds and they are on their way to initiating their first MPW.

Abstract:
The objectives of this thesis were to observe how the Canadian youth justice system has dealt with the regulation of the transfer of young offenders to the adult court and how the Canadian statutes have regulated the imposition of adult offences for young offenders. For this, I drew a distinction between two levels of observation: first, I observed the process of "creation of statutes" by the political system. Second, I observed the process of "understanding and interpretation of statutes" by the judicial system. The notion of "political system" includes the legislation enacted by Parliament, parliamentary debates, and reports published by the Government of Canada. The notion of "judicial system" includes the decisions of the Montreal Youth Court. For the first level of observation ("creation of statutes"), I observed and analyzed the work of the political system for the period 1842 to 2012. Starting in 1857, many statutes regulated different aspects of the criminal law system as it applied to young people. The first statute to deal with youth offenders comprehensively and different from adult offenders was the Juvenile Delinquents Act (1908); this statute was replaced by the Young Offenders Act (1982). The current statute is the Youth Criminal Justice Act (2002). With regard to the Juvenile Delinquents Act (1908) and the Young Offenders Act (1982), I observed how the political system regulated the mechanism of transferring a young person to the adult court. This mechanism allowed the youth court to decide a question of jurisdiction: whether the young person would be processed and sentenced within the youth justice system, or whether the young person would be sent to the adult court for him to be dealt with and sentenced therein. With regard to the Youth Criminal Justice Act (2002), I observed how the political system has regulated the imposition of adult sentences by the youth court. This statute replaced the mechanism of transfer under the two previous statutes by the imposition of adult sentences within the youth justice system. For the second level of observation ("the understanding and interpretation of statutes"), I observed how the Montreal Youth Court had understood and interpreted the statutory provision that allowed the youth court to transfer a young person to the adult court for the young person to be dealt with and sentenced therein. My period of observation is from 1911 to 1995. I argue that both the political and the judicial systems have been strongly influenced by the theories of deterrence, denunciation, retribution, and rehabilitation. The influence that each theory has exercised on each system varies. The political system, originally focused on the rehabilitation of young people, has been slowly “contaminated” by the most punitive theories, such as deterrence and denunciation. This shift started in the 70’s and slowly increased over the years. Conversely, while the judicial system does not seem to have been originally influenced by the theories of rehabilitation, its focus has slowly shifted towards this objective as the primary goal of their intervention towards young offenders since the 70’s. However, the “successful rehabilitation” of a young person has become a goal in itself, where “unsuccessful offenders” have been transferred to the adult court and dealt with the adult punitive justice system.

Abstract:
The majority of discussions of gay and lesbian experiences in the United States associate gay culture with urban areas. However, there is still a significant population of LGBT people living in the rural United States (Baumle et al 2009). Many of these individuals identify with rural spaces and seek to maintain “country” identities. As with rural spaces, there is an assumption that Christian identities directly conflict with those of non-heterosexual identities. This study examines the ways in which these individuals create and negotiate stereotypically conflicting identities regarding their sexuality, their rural identities and their religious identities. The goal of this project is to add to currently sparse literature on rural gay Christians and give an accurate portrayal of gay Christians in rural areas. I found that the sensationalized stereotypes of what it means to be a gay Christian in the country are often far cries from the actual experiences.

Abstract:
Key to the effectiveness of schedule-driven approaches to real-time traffic control is an ability to accurately predict when sensed vehicles will arrive at and pass through the intersection. Prior work in schedule-driven traffic control has assumed a static vehicle arrival model. However, this static predictive model ignores the fact that the queue count and the incurred delay should vary as different partial signal timing schedules (i.e., different possible futures) are explored during the online planning process. In this paper, we propose an alternative arrival time model that incorporates queueing dynamics into this forward search process for a signal timing schedule, to more accurately capture how the intersection’s queues vary over time. As each search state is generated, an incremental queueing delay is dynamically projected for each vehicle. The resulting total queueing delay is then considered in addition to the cumulative delay caused by signal operations. We demonstrate the potential of this approach through microscopic traffic simulation of a real-world road network, showing a 10-15% reduction in average wait times over the schedule-driven traffic signal control system in heavy traffic scenarios.

"The development of gay identity sexual among Malaysian gay men were not discussed openly in this country. This is because the government do not approve same sex orientation lifestyle. However, gay men exist in many communities in this country and they are living freely as a citizen and work in the country like others. Malaysia is one of the countries that openly against the Lesbian, Gay, Bisexual, Transsexual and Queer (LGBTQ). Nevertheless, they continue to develop their sexual identity as a part of their lives which at the same time causes a great distress in them. Thus, their decision to identify themselves as gays takes huge courage and effort. These courage and effort were found not only just intricately, since it involves emotional and social support from their family, friends and communities. It is also believed that this social support might help gay men to develop their self-efficacy as well. Therefore, it is in the interest of the researchers to explore about self-efficacy by looking at emotional and social support they received and its relation to the development of sexual identity among the gay men who lives in Malaysia. In this qualitative research, semi structured questions were developed to explore sexual identity development among the gay men. Six (6) respondents who have identified themselves as gay, aged between 21- 44 years old, from different walk of life were interviewed. Data were analysed using thematic analysis. Our study has found that emotional and social support, are the important factors that contribute to their self-efficacy and help them in developing their sexual identity."

Even though the Icelandic public relies greatly on geothermal power, to date, intensive maintenance procedures on the geothermal turbines have been conducted by foreign contractors. Such repairs are very time consuming, risky, expensive and leak capital out of the country. This has been discussed greatly within the industry and plans have been made on how the power companies, along with domestic machine shops can address this problem. However, in spring 2013 a turbine failure was observed in a routine quadrennial check at the Nesjavellir geothermal power plant. Corrosion products where found on the last set of the labyrinth packing and the rotor had been worn down approximately 8 mm radius. The backup rotor was also in a non-operational state. The unexpected downtime in power production had to be minimized in order to fulfill contracts. Because of time constraints, foreign service companies were not considered to be feasible due to their waiting queues and the time required for shipping overseas. This scenario initiated collaboration between the power company and domestic machine shops to manufacture spare parts and conduct the overall repair on site. This was due to several reasons such as; currency exchange rate, machines and know-how at the machine shops had improved over the last decade and the fact that the power company was ready to pay for the development cost. This paper presents the problem, how it was solved collaboratively domestically in only a fraction of time that conventional procedures would have taken. The paper investigates the causes of the turbine failure and provides a description the current state of turbine repair facilities in Iceland.

12 January 2018 The objectives of the Year 1 Pilot Study were to (i) develop a methodology for determining tornado occurrence in Northern Ontario, and (ii) obtain research quality data for at least one event. Because of the isolation of many regions, the approach assumed the use of radar data analysis combined with aerial surveys. These objectives were achieved. Aerial surveys were conducted for a total of seven events in Ontario and southern Quebec and 15 confirmed or probable tornadoes identified. Archival geo-tagged imagery was obtained for six of these events. Ten confirmed or probable tornadoes were identified in Ontario, five of which were not in the OSPC database. In addition, 5 tornadoes were confirmed in Quebec. For the 2017 season, the OSPC had a list of 10 verified tornadoes, as of December 21, 2017. The pilot project raises this number to 15. In total, 4 EF2 tornadoes and 1 EF3 tornado were identified via aerial photography. The remainder were EF1 or EF0. UPDATE – 23 April 2018 Based on the analysis of newly available Planet.com high-resolution satellite imagery and related tools, several events were reassessed and a number of additional tornadoes were discovered. Overall, an additional three tornadoes were added to 2017 count. The updated events are listed in a revised 2017 summary table appended at the end of this document.
