The distributive effects of quotas have been much debated. Using census data merged to the state assembly constituency level, chapter 4 examines changes in the overall level of development, and the distribution of resources between SCs and others, in SC-reserved and nonreserved constituencies 1971--2001. Comparison of matched pairs of constituencies shows that the quotas had no detectable constituency-level effect on development patterns.
