AbstractIn this contribution, we will mobilize the interdisciplinary life course paradigm to consider the processes through which individual heterogeneity in health and wealth is constructed all along life, from the cradle to old age. Considering altogether historical, family and individual times, the life course perspective has been developed in sociology, (lifespan) psychology and epidemiology, and has framed many important studies during the last four decades. The theory of cumulative disadvantage is for sure the most popular in social sciences, explaining how little inter-individual differences early in life expand all along life to reach maximal amplitude among the “young old” (before the selection by differential mortality at very old age). In lifespan psychology, the theory of cognitive reserve (educational level being a proxy) and its continuation, the theory of use or disuse (of cognition during adult life) have more or less the same explanatory power, cognition being a decisive precondition for active ageing and quality of life in old age. However, in spite of the success of those theoretical bodies, a prominent figure in the field, Glen Elder, recently observed that there is surprisingly little evidence for cumulative processes and that a wide variety of model specifications remain completely untested. This finding makes even more important a critical review of the literature which summarize several robust evidences, but also discuss contradictory results and suggest promising research tracks. This exercise considers the life course construction of inequalities in the distribution of objective resources older adults have (or not) “to live the life they own value” (to quote A. Sen 2001). But it is also crucial to consider the subjective component that is inherent to the understanding of well-being.

&lt;em&gt;Abstract&lt;/em&gt;.—Since 1986, New Zealand has implemented individual transferable quotas in nearly all its commercial fisheries under its quota management system. New Zealand was among the first to pioneer this market-based approach to fisheries management. This management revolution came about in response to changes in national economic policies, economic and inshore fisheries crises, and a desire to develop valuable deepwater fisheries. After 20 years, resource sustainability, maximizing export values, and economic efficiency continue to be primary goals. The fisheries quota management system appears quite compatible with current market-based economic policies of the New Zealand government. This chapter summarizes some of the key findings of a nearly 20-year longitudinal (1987, 1995, 2005) study of a sample of Auckland region fishermen and fishing businesses. The purpose is to learn how fisheries participants respond under this market-based fishery management system. I focus on the perceptions, attitudes, and actions of these original fishery participants over the 20-year study period. In addition, I present the findings of interviews in 2006 with new entrants in the Nelson region. While the original quota management system participants were gifted with quota shares in 1986 based on their catch history, new entrants have to come up with enough capital and knowledge to enter and compete. I wanted to find out about the issues facing new entrants. I conclude by discussing the results and describing a few key lessons from New Zealand’s experience. Hopefully, these lessons will be useful to others designing limited access privileges in fisheries elsewhere.

One of the most important IT sectors that requires big data management is mobile data communication systems (MDCS) of GSM companies. In the charging mechanism of current MDCS, a subscriber “surfs” on the internet that creates data traffic and a counter subtracts the amount of data used by the user from the subscriber's quota. In other words, instant constant quota values are assigned to subscribers without concern for their previous amount of internet usage in current MDCS. Moreover, constant quota values cause constant charge calls in control traffic that are repeated for all new quota requests. Thus, performance degradation occurs because of the repetition of quota request calls and allocations. In this chapter, a dynamic quota calculation system (DQCS) is proposed for dynamic quota allocations and charging in MDCS using data mining approaches as two cascaded blocks. The first block is self-organizing map (SOM) clustering based on a sliding window (SW) methodology followed by the second block, which is the markov chain (MC); the overall system is denoted as “SOM/SW and MC.”

Multibeam sea floor mapping technologies have provided the capability to accurately, and cost effectively, image large areas of the seabed. Imagery provides base maps of sea floor topography from which targeted surveys can be planned to map sea floor sediments and associated benthic communities. Over the last five years extensive multi-disciplinary surveys have been carried out on Browns, German and Georges Banks. The government of Canada entered into a partnership with the scallop industry to map bathymetry, surficial sediments and benthic communities. The new knowledge has been used by industry, and has implications for fisheries management. Associations between substrate type and benthic community composition have enabled precise maps of scallop habitat to be produced and links between scallop abundance and substrate to be established. The environmental and economic benefits have been immediate, with reduced effort to catch set quota, less bottom disturbance, and containment of fishing activity to known scallop grounds. Stock assessments and management practices are improved. Other pilot projects in Atlantic Canada and the northeastern USA have demonstrated the value of integrated sea floor mapping in designating marine protected areas (The Gully, Stellwagen Bank), in identifying offshore hazards such as landslides, in siting offshore structures, cables and pipelines, and in addressing environmental issues such as the routing of outfalls and disposal of dredge materials. In recognition of the power of these new tools and digital map products, Canada is considering development of a national mapping strategy to provide the foundation for sustainable ocean management in the 21st century.

This chapter focuses on disparities in political power between age groups. In particular, it looks at the critical underrepresentation of young adults in legislative bodies and makes the case that the introduction of youth quotas should be considered as a remedy. The defense has two parts: the first discusses the likely impact of youth quotas on the substantive representation of young adults’ interests; the other makes the case that youth quotas have symbolic value and could contribute to the affirmation of the young’s status as political equals. The chapter argues that these substantive and symbolic arguments jointly provide a good basis for a politics of youth presence in parliaments. The chapter concludes by drawing attention to the distinction between age and cohort quotas.

В исследовании участвовали 20 спортсменов-юниоров (мастера спорта и кандидаты в мастера спорта) в возрасте 17-18 лет и 10 добровольцев соответствующего возраста и интенсивности физической нагрузки. В результате исследований установлено, что суммарная калорийность потребленных за сутки продуктов в основном соответствовала энерготратам спортсменов обследованных групп.
