Abstract:
New data-driven technologies in global cities have yielded potential but also have intensified techno-political concerns. Consequently, in recent years, several declarations/manifestos have emerged across the world claiming to protect citizens’ digital rights. In 2018, Barcelona, Amsterdam, and NYC city councils formed the Cities’ Coalition for Digital Rights (CCDR), an international alliance of global People-Centered Smart Cities—currently encompassing 49 cities worldwide—to promote citizens’ digital rights on a global scale. People-centered smart cities programme is the strategic flagship programme by UN-Habitat that explicitly advocates the CCDR as an institutionally innovative and strategic city-network to attain policy experimentation and sustainable urban development. Against this backdrop and being inspired by the popular quote by Hannah Arendt on “the right to have rights”, this article aims to explore what “digital rights” may currently mean within a sample consisting of 13 CCDR global people-centered smart cities: Barcelona, Amsterdam, NYC, Long Beach, Toronto, Porto, London, Vienna, Milan, Los Angeles, Portland, San Antonio, and Glasgow. Particularly, this article examines the (i) understanding and the (ii) prioritisation of digital rights in 13 cities through a semi-structured questionnaire by gathering 13 CCDR city representatives/strategists’ responses. These preliminary findings reveal not only distinct strategies but also common policy patterns.

Abstract:
In the last two decades, South Carolina's Latino population has more than quadrupled, from less than 31,000 individuals in 1990 to over 139,000 in 2005 (U.S. Census Bureau). This increased Latino presence in South Carolina has made the need for services to Spanish speakers more noticeable and significant to policy makers, academics, and the general population. The quote in the title comes from a clinic worker who explained that getting it "sort of right" with Spanish-speaking patients can cause harm. In recognition of this rising Latino presence, and the need to "get it right" in South Carolina, the state government formed the Hispanic/Latino Ad Hoc Committee to determine, and better respond to, the need for services in new Latino immigrant communities. Education, health, public safety, human rights, and transportation were among the vital services identified by this committee.

Abstract:
This article examines the discourse-technical means through which illiberal political logics are legitimised in constructions of xenophobic populism by a ‘prominent’ Norwegian extreme-right organisation, Human Rights Service (HRS). I argue that recent HRS publications featuring six secretly shot photos of Muslims in the Norwegian public sphere engender a moral economy of exclusion in which Muslims consistently are produced as an anonymous yet ubiquitously present threat to liberal democratic and human rights values. Within this framework, micro-humiliating performances against the ‘Muslim other’ are constituted and encouraged as a necessary, morally justified defence of democratic virtues to ensure the existence of a vulnerable majority self. I claim that the HRS circulation of constructions of faceless, yet easily recognisable, categories of designated ‘enemy others’ as a threat to the liberal democratic ethos can ultimately be understood as a hegemonic intervention to push anti-Muslim illiberalism from the fringes towards the dominant cultural outlook. <disp-quote>He who fights with monsters should be careful lest he thereby become a monster. Abstract:
This paper investigates how speakers of English can use the prosodic design of utterances to identity parts of these utterances as instances of reported speech. We will show that prosodic changes can function like quotation marks in written texts by clearly delimiting left and right hand boundaries of the reported sequence. In the majority of cases, however, prosodic changes do not coincide with the boundaries of reported speech but occur nearby, functioning like a 'frame' for the interpretation of a sequence as reported or even only as a 'flag' attracting attention and inviting the listener to actively (re-)construct the corresponding boundaries. Our data analysis also provides evidence for the use of prosodic designs to typify a figure in different roles, which - due to their unique 'prosodic design' can be presented without any verbalized projection of upcoming reported speech, once they have been introduced. This is due to the 'referent-tracking' nature of some prosodic designs of reported utterances.

Abstract:
Purpose The purpose of this paper is to demonstrate the value of enriched customer data for analytical customer relationship management (CRM) in the insurance sector. In this study, online quotes from an insurer’s website are evaluated in terms of serving as a trigger event to predict churn, retention, and cross-selling. Design/methodology/approach For this purpose, the records of online quotes from a Swiss insurer are linked to records of existing customers from 2012 to 2015. Based on the data from automobile and home insurance policyholders, random forest prediction models for classification are fitted. Findings Enhancing traditional customer data with such additional information substantially boosts the accuracy for predicting future purchases. The models identify customers who have a high probability of adjusting their insurance coverage. Research limitations/implications The findings of the study imply that enriching traditional customer data with online quotes yields a valuable approach to predicting purchase behavior. Moreover, the quote data provide supplementary features that contribute to improving prediction performance. Practical implications This study highlights the importance of selecting the relevant data sources to target the right customers at the right time and to thus benefit from analytical CRM practices. Originality/value This paper is one of the first to investigate the potential value of data-rich environments for insurers and their customers. It provides insights on how to identify relevant customers for ensuing marketing activities efficiently and thus avoiding irrelevant offers. Hence, the study creates value for insurers as well as customers.

Abstract:
Determining the speakers and arguments that dominate the news has long been a core task of media sociology. Yet systematic evidence linking the two—who says what or nothing at all—is lacking in news analysis, especially on the important issue of immigration. In this article, we analyze quoted sources and issue frames in U.S., French, and Norwegian news coverage of unauthorized immigration during 2011 and 2012. Supporting claims of transnational media homogenization, we find most quotes are “frameless,” that is, do not contain any substantial arguments addressing the problems, causes, or solutions associated with immigration. Of those quotes that do offer frames, problem frames are far more common than causes and solutions. Across nations and media types, government sources dominate the news, focusing on problems for society, while pro-immigration associations and unaffiliated individuals help account for overall greater attention to problems for immigrants. On the other hand, providing limited support for structural variation, less narrative-driven French media featured fewer frameless quotes and also tended to offer more cause and solution frames than U.S. or Norwegian media; dominant frames varied notably across nations; and elite right newspapers were more likely to quote anti-immigration speakers and emphasize problems for society than other types of outlets. We also find that the mediated immigration “debate” is often only a series of opposed monologues; even ideologically diverse groups such as unaffiliated citizens tend to be linked to a small range of frames, suggesting that “who says what” is not a reflection of society, but rather the outcome of journalistic practices and sources’ rhetorical tactics.

Abstract:
An auction is an activity of selling of goods in public by means of a verbal-bid to get the higher price or to get lower prices and the price quote can be done in a closed and written. This is done by the way of collecting the prospective buyers of the auction led by officials of the auction. In this case, the intended auction was the sale of goods that are held publicly. The auction, according to the regulations of security right, is when the debtor made a breach, the holder of the security rights have the right to sell the security rights’ objects over its own power through a public auction as well as taking payment of account receivable from the sale proceeds. An auction is an alternative to the sale of an undertaken asset by way of inviting prospective buyers at a particular time and place in which the last highest bidder in writing or orally is determined as the winner. The author used socio-legal research as his research method. To meet the forth standards set by the law, the auction should be widely announced to the public, either through printed file, electronic or visual. A legal certainty as a basis which concerned with propriety and justice is very closely related to the principle of auction sales in another. As the formulation of the problem of the form of identification of the problem, namely how the legal protection of the auction buyers encountered the obstacles as well as the solution. Keywords: Auction; Legal Protection; Mortgage Right

Abstract:
As most readers of this journal will already know, 2003 marked the bicentennial of Ralph Waldo Emerson's birth in Boston on May 25, 1803. The occasion did not generate quite the hoopla that characterized the celebration of the centennial of his birth; then, as Lawrence Buell notes in his own generous tribute to Emerson, children in Concord were let out of school for the day, and there were major celebrations both there and in Boston. To the chagrin of some of Emerson's admirers, the bicentennial passed without official recognition: as one complained on a website, “It's Emerson's 200th Birthday—and there's no postage stamp,” an important indicator of cultural currency in the United States. In 1967, for example, the Post Office issued a stamp to commemorate the mere 150th anniversary of the other most famous Transcendentalist, Henry Thoreau. Nonetheless, like Thoreau, Emerson retains a tenacious foothold in American popular culture, though he is probably known there primarily for the inspirational aphorisms—usually collected under headings such as “action,” “confidence,” and “conformity”—on websites with names like Brainy Quote and Wisdom Quotes. Despite challenges from both the left and the right, Emerson also remains a central figure in American literary and cultural history; and he has been the focus of sustained scholarly attention, especially since the so-called “Emerson Renaissance,” the resurgence of interest in his life and writings beginning around 1980.

Abstract:
Over the past thirty years, the doctrine of informed consent has become a focal point in discussions of medical ethics. The literature of informed consent explores the evolution of the principle of autonomy, purportedly emerging from the mists of 19th Century medical practice, and finding its earliest articulation in legal cases where wronged citizens asserted their rights against medical authority. A commonplace, if not obligatory, feature of that literature is a reference to the case of Mary Schloendorff and the opinion written by Judge Benjamin Cardozo by which the case is remembered. Commentators today applaud the prescience of Cardozo for an early articulation of what eventually would become bioethical orthodoxy concerning informed consent and its place as a bulwark of patient autonomy. They inevitably quote Cardozo's famous statement, “Every human being of adult years and sound mind has a right to determine what shall be done with his own body.”

There is no success without errors. Three keys to success are to learn from your errors, to learn from successful people, and to have mentors or role models whose advice and counsel you may follow to minimize errors. It takes more than knowledge and skill to develop a successful Cooperative Extension program. Programs need to be research-based, part of a team effort, and may involve using research and extension programs conducted and developed by others. The best advice given to me on my first real job was, “The only way you’re not going to make mistakes is if you’re not doing your job” (Laubhan, 1972). Another quote from Henry Ford, “Theonly real mistake is the one from which we learn nothing,” added tomy philosophical base (Ford and Crowther, 1922). Without the wisdom conveyedby Laubhan and Ford, plus Oklahoma State University colleague Phil Kenkel’s (1990) famous quote, “How hard can it be?,” mine could have been just another mediocre career. As a dairy and farm boy from Muskogee County, Oklahoma, with a new Ph.D. in agricultural economics, I set out to educate producers in the area of marketing and risk management. I noticed that attendance at meetings and workshops was good. Participants were interested and listened. They even triedsome of my ideas. Nearly all of them, if not all, reverted back to decisions and techniques they had used before my meetings or workshops.Observant and inquisitive soul that I was, I conducted research to determine who was right. The results indicated that the producers were mostly right! If research-based information and education were to be transferred, and management practices were to be changed, either the subject matter and/or the method of delivery had to change.

Abstract:
The article examines the reasons for silence in Thomas More, starting from his History of King Richard the III, considering then his actions as speaker of the House of Commons and later as Chancellor, and, finally, his refusal to take the oath to uphold the Acts of Succession and Supremacy. Another relevant subtopic takes a cue from Seneca's assertions about silence (in his Œdipus) to allow the author, after careful reading of a paper published by F. Mitjans on Moreana, to correct an assertion made, in an earlier essay, in regard to the Seneca details in Lockey's copy of Holbein's More family portrait, as well as to present a more analytical assessment of the relevance of Seneca's presence in More's works (only More's two latter works are taken into account here). It turns out that More cites Seneca more often than has been thought, but with certain fairly crucial reservations, which should—at least in part—explain More's apparent reluctance to quote Seneca's name: another case of silence, which needs to be probed.

Abstract:
The article considers the binding nature of legal positions of the European Court of Human Rights in civil proceedings taking into account amendments to procedural codes and substantive laws and legal positions of the Constitutional Court of the Russian Federation. The analysis is carried out to disclose the legislator’s intention, the purpose of which was to create the “stop-block” against the excessive evolutionary interpretation, rather than to limit the application of legal positions, stated in the judgments of the ECHR. In conclusion, the author puts forward the thesis that the recent amendments to the legislation should not be interpreted as a refusal to implement ECHR judgments, but as an attempt to fix in its legislation the right to seek compromise in the event of new obligations for Russia from the evolutionary interpretation of the ECHR Convention. In our opinion, it is appropriate to quote the President of the Constitutional Court of Germany, who wrote that this approach is a kind of “stop-cock”, which is most effective when it is not used at all. It is its presence, not its absence, that avoids an emergency situation. The presence of a “stop-cock” should not be an obstacle to the protection of human rights and freedoms, nor should it be an obstacle to the enforcement of ECHR judgments, let alone a justification for violations of conventional human rights and freedoms.

The aim of this paper is an attempt to understand the provenance of various contemporary adaptations and interpretations of the poem Locomotive by Julian Tuwim. Selected and discussed examples of literary works based on Tuwim’s Locomotive deviate so much from the original that they are considered not in terms of adaptation or intersemiotic translation, but as inspiration, artistic creation and reinterpretation. One of the reasons for this approach to Tuwim’s legacy is the use of right to quote for artistic purposes guaranteed by Polish copyright law, which makes it possible to refer to someone’s work without an obligation to ask for authors’ or their inheritors’ permission. The article also briefly recalls the history of the poem Locomotive and basic interpretations of its original form.

This could be a distinction without a difference: two are near-future dystopian novels about corporate capitalism in the United States (both by well-established white authors); two are collections of near-future short stories that set out to critique the human powers that structure our world (written by both established and new voices, primarily writers of color). Abstract:
Abstract Today, the concept of democracy seems inextricably linked with that of universal suffrage. But is it true? To let that anyone with a given age has the right to vote is a very good democratic practice, or would prefer to question the criteria for access to this right, perhaps to develop new systems? The current crisis of democracy in the Western world is symptomatic of a detriment of the political consciousness of the people? And yet it is very likely to be admissible and that only from the mass, the large numbers, rises the better choices? In this paper I try to answer these questions, drawing from personal opinions and thoughts, which I hope will inspire questions and curiosity in those who, like me, believes that any system is always perfectible, and that its aim should be to that perfection, without fear of asking uncomfortable questions. Personally, in fact, I can accept democracy as “the worst form of government except all the others that have been tried”, to quote a famous statement by Winston Churchill. But not for that I give up, and I try other ways. Ways that are more satisfying, more fair and keep us away from the horrors that only an angry mob can do.

Abstract:
Laser metal deposition (LMD) is an additive manufacturing process highly adaptable to medium to large sized components with bulky structures as well as thin walls. Low surface quality of as-deposited LMD manufactured components with average roughness values (Ra) around 15-20μm is one of the main drawbacks that prevent the use of the part without the implementation of costly and time-consuming post-processes. In this work laser re-melting is applied right after LMD process with the use of the same equipment used for the deposition to treat AISI 316L thin walled parts. The surface quality improvement is assessed through the measurement of both areal surface roughness Sa(0.8mm) QUOTE and waviness Wa QUOTE (0.8mm) parameters. Moreover, roughness power spectrum is used to point out the presence of principal periodical components both in the as-deposited and in the re-melted surfaces. Then, the transfer function is calculated to better understand the effects of laser re-melting on the topography evolution, measuring the changes of individual components contributing to the surface roughness such as the layering technique and the presence of sintered particles. Experiments showed that while low energy density inputs are not capable to properly modify the additive surface topography, excessive energy inputs impose a strong periodical component with wavelength equal to the laser scan spacing and directionality determined by the used strategy. When a proper amount of energy density input is used, laser re-melting is capable to generate smooth isotropic topographies without visible periodical surface structures.

Abstract:
AbstractIn Hong Kong, even though the Bill of Rights Ordinance (the localized version of ICCPR), Sex Discrimination Ordinance and a series of legal reforms were enacted and introduced respectively in 1991 and 1994, gender discrimination in legal discourse still persists. Chinese customary law, which only recognises the male's right to build small houses in the New Territories, remains an exception under the Sex Discrimination Ordinance; and the oppression of (female) sex workers is not yet recognized. Some politicians argue that discrimination is inherent in the Han-Chinese culture of harmony, which is impossible to understand from the Euro-American individual-centric perspective of gender equality. They further quote Daoist YIN-YANG cosmology where YANG/Male/Masculinity is supreme; and Confucian Constant Virtues where women are marginalized as examples showing that Han-Chinese culture, where harmony is hegemonized, cannot tolerate or accept gender equality. This paper adopts a critical perspective in examining the above arguments and points out not only that a “pure” version of patriarchal socio-legal culture in the name of harmony hegemony does not exist, but (indigenous) culture should always be meticulously and critically represented in order to reproduce “justice”. I would also argue that it is possible to scrutinize and explore the spaces of resistance within the Hong Kong Han-Chinese socio-legal culture, where foreign theories of gender justice/equality and related legal reforms can be examined.

Abstract:
Suitable conductive fillers for resins and processing conditions are critical factors for the final properties of composite bipolar plates. This research is focused on the development of expanded graphite/epoxy/aliphatic amine composite as a potential replacement for conventional bipolar plates to meet global standards of Polymer Electrolyte Fuel Cells (PEFCs). The synergistic effects on the electrical conductivity of secondary fillers Carbon Black (CB) and Graphite nanoplatelets (GNP) with Expanded Graphite (EG) were studied in a diglycidyl ether of bisphenol A (DGEBA) epoxy/polyether triamine system. Compositions of secondary filler were varied in proportions of 5, 10, 15 and 20 wt % in a fixed 40 wt % EG / Epoxy resin (w/w) to find the right secondary fillers under direct mixing without solvent. A 10 wt % CB displayed the highest electrical conductivity around 3.05 QUOTE x10-2 S/cm. For a 60 wt % EG/10 wt % CB composite, the electrical conductivity (in plane) and flexural strength were at about 19 S/cm and 22 MPa, respectively.

Abstract:
Primary education is at the base of the pyramid of education, and is regarded as a fundamental human right today. In addition, it has several tangible social and economic effects. As an essential component of human capital, primary education plays an important role in the economic growth and development of a country.1 Its impact on several other socioeconomic variables has also been documented in the literature. To quote a few examples, Butt (1984) has found that five or more years of a farmer’s education lead to increased farm productivity, reduced use of farm labour, and increased use of yield augmenting inputs. Azhar (1988) also reports a significant relationship between the number of years of schooling and increase in farm output due to increased technical efficiency. Studies of the rates of returns to education attribute a positive value to the rate of returns to primary education.2 This means that by acquiring primary education one can increase one’s earnings.

What sort of relationship do you have with your Sterile Services Department? Do you know what goes on in that department? Do their staff know what goes on in your department? In making a strong case for recognised training in Sterile Services, Olivia and Frank Waller see an exchange of experiences between operating theatres and SSD as a valuable part of the learning process. Too often separate departments only contact each other when things go wrong. The authors quote a damning judgement from an enquiry following the death of five patients: a powerful reminder of the fact that perioperative care gives only one chance to get it right. Just because you work in theatre does not mean you can ignore or take for granted those departments on which you rely for supplies and services. Get involved, find out and understand what they can do for you and what you can do for them.

Recently, more and more, I have been reminded of the importance of failure as a necessary ingredient in success. One reminder was the Michael Jordan commercial in which he says, “I've missed more than 9000 shots in my career. / I've lost almost 300 games. / 26 times I've been trusted to take the game-winning shot / and missed. / I've failed over and over and over again in my life. / And that is why / I succeed” (Zorn 1997). A New York Times article a couple of years ago included the following quote by a professor at New York University referring to a student of his, a young woman who had just become the first woman to win the prestigious Putnam Mathematical Competition, the “Olympics” of math competitions: “ ‘What really got me was her fearlessness,’ he said. ‘To be good at mathematics, you have to go right at it and start playing around with it, and she had that from the start’ ” (Arenson 1997).

Abstract:
The future political culture of eastern Germany and, with it, the relationshipbetween unified Germany’s once divided populations willdepend heavily upon how all Germans respond to a distinctive factabout the east. The region experienced not one but, counting theGerman Democratic Republic (GDR), two separate eras of dictatorship. This fact can be, and has been, understood in two differentways, with significantly different implications in each case. The firstis the perspective of the victim. According to this view, the citizens ofthe GDR uniquely had to shoulder the burden of having been born,in effect, “in the wrong place.” Not only did they endure greaterhardships than their western counterparts, such as the rebuilding ofGermany after World War II, but they suffered by themselvesthrough the debilitating consequences of Soviet occupation and theirinability, until 1990, to act upon the right to “free self-determination”(to quote the original preamble of the Basic Law). As a result, accordingto this argument, easterners were owed special treatment afterunification because of their distinctive misfortunes.

Abstract:
The research issues which Marta Paszek is interested in are an extremely important aspect in the history of the system and law of the People's Republic of Poland. The historiography to date relating to the military judiciary at that time is definitely dominated by publications discussing trials that bore all the rules of lawful procedure. The viewpoint of these works is (quite rightly so) to present the martyrdom of the defendants, to quote draconian sentences and the fate of the convicted. Marta Paszek's monograph of course takes these issues into account, but the author has significantly expanded the scope of her research, which should be considered the right direction. The review article is an attempt to discuss the structure of the monograph, to evaluate the sources used, to analyse the value and appropriateness of the content of individual chapters, as well as changes to the doctoral dissertation defended in May 2018. It also assesses the legitimacy of undertaking the subject of analysis of the activities of the Military District Court in Katowice and the need to publish the same monograph in terms of the needs of historical and legal sciences and the proper exhaustion of the subject by the author. The evaluations of other entities, such as other reviewers, the Council of the Faculty of Law and Administration of the University of Silesia in Katowice and the Institute of Justice were also noted.

Abstract:
A historical analysis of a certain idea is not only attempt to reconstruct past events as accurately as possible, but it also aims at better understanding of current intellectual trends. The idea of euthanasia is the best example here. Old justifications to allow to kill on request appear in today’s discussions almost literally. First of all it is compassion for the ill and suffering and necessity to alleviate their excruciating pain. This argument seems to be so clear and evident that the supporters of euthanasia quote it in the first place. Suggestive propaganda, particularly in films and documentaries, which show the demand for euthanasia as a sign of despair or even courage, is to break the instinctive resistance of the society. But when euthanasia is legalized (or acknowledged as not a punishable act), personal autonomy arguments are promoted. The pseudo-right to terminate one’s own life is popularized. This right encapsulates not only suicidal death by the ill person himself, but also patients’ demands for the possibility to be legally killed by doctors within the health care system. Stressing the issue of costs and eugenic aspects only reinforces the impression of a rational and human-friendly decision. The fact that this expanding pro-euthanasia mentality threatens the foundations of our civilization is marginalized and omitted. This mentality recognizes human life as valuable and worthy living only under certain conditions, namely when it has a good quality.

I quote Griffiths' translation: ‘A crown of many designs with all kinds of flowers had girt her lofty head; in its centre a flat disk above the forehead shone with a clear light in the manner of a mirror or indeed the moon, while on its right and left it was embraced by coils of uprising snakes; from above it was adorned also with outstretched ears of corn’. This is the detailed description of the crown worn by Isis in her epiphany to Lucius at Cenchreae. ‘Sulcis’ is strange; it can only refer to the tracks or furrows left by snakes, a notion wholly irrelevant here – we require a noun referring to actual physical parts of the two snakes (or rather reproductions of snakes) which border Isis' moon-disk on either side, preferably a reference to their hanging coils – so Griffiths' translation runs ‘on its right and left it was embraced by coils of uprising snakes’, though this does not render his text, which keeps ‘sulcis’. Read ‘spiris’, a word of similar shape to ‘sulcis’; ‘spirae’ is twice used of the coils of snakes by Vergil, at Aen. 2.217 and 12.848; ‘serpentum spiris’ in the latter passage may influence Apuleius’ ‘spiris…viperarum’. The alliteration and assonance of ‘spins’ and ‘spicis’ would be very much in Apuleius' manner as a jingle involving the change of a single consonant between two words – cf. Florida 3 (p. 5.10–11 Helm) ‘ita Marsyas in poenam cecinit et cecidit’, Apologia 85 (p. 94, 12–13 Helm) ‘acerbiores morsus viventi et videnti offeruntur’ and H. Koziol, Der Stil des L. Abstract:
The treatment of the goatherd Melanthius in these lines received remarkably little animadversion from earlier commentators (who may have been inhibited by the very brutality of the actions described). In contrast, the late Manuel Fernandez-Galiano devoted an extremely full note to the passage. One may wonder, however, whether he was right to base it on the automatic assumption that what we have depicted here is an act of murder. He himself admits that we are not ‘told exactly at what moment the unfortunate Melanthius dies’. (This observation goes back as far as Eustathius' commentary ad loc. (1934.43f.):πότομος αὕτη κα δεινοτάτη ποιν, ξ ἧς εἰκς κα θανεῖν τν Μελάνθιον, εἰ κα ποιητς κα αὐτ σιγι. Such lack of specificness would be most unlike Homer, and the removal of hands, feet, ears, nose and genitalia would be a remarkably laborious and uneconomical mode of instantly killing someone. Since we are not told that Melanthius dies I infer that he did not, any more than Eurytion did at Od. 21.300–2, in similarly trying circumstances: ‘they cut off his ears and nostrils with the sharp brass; but he, injured in his feelings, went about, enduring that calamity with a frantic mind’, to quote the translation by Buckley for which Housman was so grateful.

Abstract:
Since the early 1980s, the eighteenth-century beginnings of German mass migration to North America have been the subject of intense research and writing. In spite of the multifaceted results of this research on both sides of the ocean, the textbook explanation of early German Atlantic migration has demonstrated a striking persistence. To quote from one of the best English-language textbooks on German social history, ‘from about 1750 on, over-population fuelled…the beginnings of the exodus to North America’. This interpretation is exactly where scholars such as Wolfgang von Hippel stood more than a decade ago, and it dovetails with the migration theories of German population sociology of the 1970s. But is it right? And what alternative explanations are available? The most important alternative to the received approach is offered by the concept of networks. As Charles Tilly put it, ‘categories stay put, networks move’. If emigrants moved along lines of contacts and information, we do not need to refer to strong push or pull factors in order to explain why they were ‘uprooted’ from the territorial categories to which they belonged. Chain migration can be interpreted as a self-generating and self-sustaining process, a system in itself. In this perspective, migration becomes more and more likely because of flows of information, credit or capital between the areas involved in migration – contacts created by migration cause additional migration.

Abstract:
I propose to trace the dialogical path of Antonio Gramsci’s concept of ‘interregnum’ briefly mentioned in one of his prison notebooks which was rediscovered in recent years and used in various political writings. I will first examine the meaning of the concept of interregnum in the context of Roman law, where it originates. Second, I’ll show how the Italian writer used it in a two-page note included in his Quaderni del carcere to describe the political crisis of our times. I will also briefly sketch the renewal of the idea of interregnum from the 1980s onward, when a specific quote from Gramsci’s note was used to frame various political crises, from South African apartheid to the civil war in Syria, all the way to the rise of a new far right ideology. In the third and main section, I’ll explore in more detail how, in the past five years, Keith Tester, Zygmunt Bauman, and Étienne Balibar all explicitly engage with the idea of interregnum in an open dialogue. While referencing one another, they used Gramsci’s interpretation of the concept in an effort to understand and address the contemporary problem of political synthesis. In the fourth part, and in the spirit of keeping discussion open, I will raise some issues regarding the various paths proposed by Bauman and Balibar to find our way ‘out of the interregnum.

AbstractThe purpose of this study are (1) find out the aspects of copyright ownership in Islamic law, (2) find out the position of the creator's exclusive rights to the copyrighted work that has been granted to another party. In answering these problems, the writer uses the syar'i approach, formal juridical approach and normative juridical approach. This research is classified as library research, in which the authors collect various kinds of literature that have relevance to the objects discussed, adapt, quote, and analyze the literature that has been obtained then concluded. After holding a discussion of some problem reviews, the authors conclude; (1) Copyright is not only known in regulations, namely in the form of laws and regulations. However, for a long time the scholars in Islam have known the term copyright which is referred to as al ibtikar rights. In addition, the Indonesian Ulema Council (MUI) also discusses copyright and classifies it as a property right and, therefore, copyright is classified as absolute and perfect property rights because copyright can only be controlled and owned and used by the creator in question. (2) Transfer of copyright made through a grant carried out by the creator as the grantor and other parties as the recipient of the grant can only make use of a part of the exclusive right of a work that is in the form of economic rights of a work. Regarding moral rights, they cannot be granted to the recipient of the grant and will only be attached to the original creator and cannot be transferred even if the copyright has been granted. The implications are The need for dissemination of information related to the grant object has been expanded, meaning that the grant object is not only related to tangible objects such as houses or land, but the grant object also includes objects that are immaterial, including copyrights. Correction: Re: ?Safe times: 11.30am?12.00 and 4.30pm? 5.00?, by Merinda Epstein (Aust Health Rev 2006, vol 30, no 2, pp. 137-143). The order of two paragraphs on page 142 of the article was reversed due to an error in the production and proofreading process. These paragraphs are reprinted below in the correct order. Also within my records was a direct quote from a private telephone conversation I had with a friend and colleague. In this instance, the phone ? as is very common ? was placed right opposite the nurse?s station. There was no privacy, and I guess we all knew that you took your private life into your hands every time you made a call. Sometimes I got so desperate for contact with the outside world I took a risk. I knew it was a calculated one. It?s amazing to me that this private conversation was actually recorded in a file and no one subsequently reading the file (day after day after day) seemed to have had the ethical drive to black it out and bring it to the attention of those with authority within the unit. This was even more shocking given the fact that what I had said that was so worth recording was something that I believe was entirely sensible. I had asked my boss not to tell too many people that I was an inpatient in a psychiatric unit. To this day I have no idea why this was seen as an example of me being ?manipulative with a work colleague?.
