Abstract:
RESUMO Objetivo: verificar perfil e qualidade de vida profissional (QVP) de atendentes de uma central de telecomunicações. Método: pesquisa de natureza quantitativa, realizada em uma central de telecomunicações da cidade de São José do Rio Preto - SP, utilizando-se o questionário QVP-35. Resultados: Sobre o perfil: 80,2% mulheres; 66,3% solteiros, escolaridade até ensino médio e 6 horas diárias de trabalho; idade média de 28 anos; 92,9% único emprego e tempo médio de trabalho na empresa de 3 anos. Aspectos positivos da QVP: motivação intrínseca, capacitação para o trabalho, recursos disponíveis e apoio social. Aspectos negativos da QVP: carga de trabalho e apoio organizacional. Conclusão: os dados obtidos apontam necessidade de melhor organização do processo de trabalho dos teleatendentes na empresa e subsidiam outras pesquisas neste contexto.

Abstract:
Advanced materials reliant on cross-linked magnetic poly (ionic liquids) (PILs) have been widely utilized in environmental applications for water purification. The present work demonstrates our preparation of a new magnetic cross-linked PIL based on quaternized 4-vinyl-pyridine-co-acrylamide (QVP/AAm). The chemical composition, thermal stability, magnetic properties, morphology, particle sizes, and zeta potential of the magnetic QVP/AAm composites were investigated. Fast adsorption and desorption kinetics, high adsorption capacity, rapid magnetic separation, and the absence of secondary pollution in the adsorption process make QVP/AAm-Fe3O4 a highly effective adsorbent for the elimination of anionic acidic Congo red contaminants from industrial wastewater.

Abstract:
This paper introduces the Quantified Value-created Process (QVP), a decision-making process for use in mine design and operation. The implementation of the QVP is founded on a ten-step rock engineering design process and a ten-step strategic planning process. The potential of this approach is demonstrated by examples of value created as a result of good research, design, and planning. The QVP is divided into two parts, namely, a 'planning the process' section and an 'implementing the process' section, and can be considered to be an extension of the risk approach. All costs, direct and indirect, associated with a significant mining decision (design, operational, investment) must be quantified in advance of committing to that decision, to determine the value that will be created in the short, medium, and long terms. Ethical values, associated with health, safety, the environment, public perception, and social aspects, may be difficult to quantify in economic terms, but must nevertheless also be considered. In contrast with a traditional risk approach, the QVP will identify the upside, and allow executives to make more informed strategic decisions. In this context it is essential to actively engage upper management in the decision process.

Abstract:
High-resolution satellite imagery enables decametric-scale quasi-circular vegetation patch (QVP) mapping, which greatly aids the monitoring of vegetation restoration projects and the development of theories in pattern evolution and maintenance research. This study analyzed the potential of employing five seasonal fused 5 m spatial resolution CBERS-04 satellite images to map QVPs in the Yellow River Delta, China, using the Random Forest (RF) classifier. The classification accuracies corresponding to individual and multi-season combined images were compared to understand the seasonal effect and the importance of optimal image timing and acquisition frequency for QVP mapping. For classification based on single season imagery, the early spring March imagery, with an overall accuracy (OA) of 98.1%, was proven to be more adequate than the other four individual seasonal images. The early spring (March) and winter (December) combined dataset produced the most accurate QVP detection results, with a precision rate of 66.3%, a recall rate of 43.9%, and an F measure of 0.528. For larger study areas, the gain in accuracy should be balanced against the increase in processing time and space when including the derived spectral indices in the RF classification model. Future research should focus on applying higher resolution imagery to QVP mapping.

Este artigo apresenta o Questionário de Valores Psicossociais (QVP) como instrumento adequado para a análise dos sistemas de valores de estudantes universitários. No estudo realizado (N = 300), os resultados de uma análise fatorial confirmatória mostram a adequação conceitual da estrutura e dos conteúdos dos quatro sistemas responsáveis pela organização dos valores dos universitários: materialista, religioso, hedonista e pós-materialista. Os resultados também mostram que os sistemas são correlacionados positivamente. A discussão enfatiza a natureza societal dos sistemas de valores e a adequação do QVP para mensurar esses sistemas.

Introdução: Na saúde, o conceito de Qualidade de Vida Profissional (QVP) é utilizado para avaliar a influência que o trabalho exerce sobre o indivíduo, através da compaixão. Abrange duas dimensões, Satisfação por Compaixão e Fadiga por Compaixão. Reconhece-se que profissionais que atuam diretamente com a dor e o sofrimento alheio podem sofrer impacto na qualidade de vida. Objetivo: Investigar a percepção da QVP no trabalho de uma equipe multiprofissional de um hospital de reabilitação. Método: Pesquisa transversal, analítica e exploratória. Amostra aleatória por conveniência, composta por 40 profissionais da saúde que atuavam no setor de enfermaria de reabilitação do hospital, elegidos conforme os critérios pré-estabelecidos. Os instrumentos utilizados foram o Questionário Sociodemográfico e a Professional Quality of Life Scale (ProQOL)-Escala-BR. A coleta de dados ocorreu de forma remota, através do aplicativo WhatsApp® e foi viabilizada pelo GoogleForms®. Os dados foram analisados por meio de estatística descritiva e inferencial. Resultados: Constatou-se níveis adequados de QVP na equipe de reabilitação, 47,5% apresentaram alto nível de satisfação por compaixão, enquanto não foram observados altos níveis de fadiga por compaixão. Quando analisadas as influências sociodemográficas, foram observadas significâncias estatísticas entre as variáveis satisfação por compaixão e sexo (p=0,021) e alteração do apetite com estresse traumático secundário (p=0,006). Conclusão:Verificou-se a prevalência de percepções equilibradas de QVP para a equipe de reabilitação analisada. Esse resultado demonstra a necessidade de investigações posteriores sobre as influências da organização e das condições ergonômicas, considerando o setor de atuação.

Abstract:
Vibrational spectroscopy is a useful technique for probing chemical environments. The development of models that can reproduce the spectra of nitriles and azides is valuable because these probes are uniquely suited for investigating complex systems. Empirical vibrational spectroscopic maps are commonly employed to obtain the instantaneous vibrational frequencies during molecular dynamics simulations but often fail to adequately describe the behavior of these probes, especially in its transferability to a diverse range of environments. In this paper, we demonstrate several reasons for the difficulty in constructing a general-purpose vibrational map for methyl thiocyanate (MeSCN), a model for cyanylated biological probes. In particular, we found that electrostatics alone are not a sufficient metric to categorize the environments of different solvents, and the dominant features in intermolecular interactions in the energy landscape vary from solvent to solvent. Consequently, common vibrational mapping schemes do not cover all essential interaction terms adequately, especially in the treatment of van der Waals interactions. Quantum vibrational perturbation (QVP) theory, along with a combined quantum mechanical and molecular mechanical potential for solute–solvent interactions, is an alternative and efficient modeling technique, which is compared in this paper, to yield spectroscopic results in good agreement with experimental FTIR. QVP has been used to analyze the computational data, revealing the shortcomings of the vibrational maps for MeSCN in different solvents. The results indicate that insights from QVP analysis can be used to enhance the transferability of vibrational maps in future studies.

O objetivo deste estudo foi o de testar e validar a versão refinada da Teoria de Valores de Schwartz et al. (2012), aplicando o Questionário de Perfis de Valores (QPV-5) em uma amostra de estudantes de graduação em Administração. Participaram deste estudo 406 estudantes de graduação de universidades públicas e privadas, em sua maioria, com média de idade entre 20 e 24 anos. Nesta amostra, o QVP-5, testado por meio da Análise fatorial confirmatória (AFC), não apresentou índices satisfatórios de consistência interna. Dessa maneira, uma nova estrutura fatorial foi proposta, carregando 43 fatores de valores com o suporte da análise fatorial exploratória (AFE) e escalonamento multidimensional (MDS). O modelo de valores proposto foi chamado de VADMC por se tratar dos Valores dos estudantes de Administração Catarinenses e apresenta 12 valores que se agrupam em 8 dimensões distintas. Os dados demonstraram o direcionamento a valores importantes na direção de comportamentos sustentáveis dos estudantes, tais como benevolência, universalismo tolerância, universalismo natureza, equidade, inovação e tradição, valores presentes nas dimensões de 3º nível: respeito, conservação ambiental, indulgência e legado.

Abstract:
The melting layer (ML) is an important region used to describe the transition of hydrometeors from the solid to the liquid phase. It is a typical feature used to characterize the vertical structure of the stratiform precipitation. The present study implements a new automatic melting-layer detection algorithm based on the range-height-indicator–quasi-vertical profile (R-QVP) in the X-band dual-polarization radars. The algorithm uses the gradients of the polarimetric radar variables reflectivity factor at horizontal polarization (Zh), differential reflectivity (Zdr), and copolar correlation coefficient (ρhv), and their combinations to describe the ML characteristics. The melting layer heights derived from the radar were compared and validated with the heights of the 0 °C wet-bulb temperature derived from the Modern-Era retrospective analysis for research and applications (MERRA) reanalysis datasets and obtained high correlation coefficient 0.96. The R-QVP combined with this algorithm led to spatial and temporal variabilities of the melting layer thickness. The thickness of the melting layer was independent of the seasonal, spatial, and temporal variabilities of the precipitations. Intriguing polarimetric signatures have been observed inside, above, and below the ML, based on the phase of the precipitation particles. The statistics of the polarimetric variables were evaluated for ML, rain, and snow. Further, the linkage between enhanced specific differential phase shift (Kdp) and Zdr in the dendritic growth layer (DGL) and surface precipitation was also described.

Professors may have which aid methodological criteria to qualify as an agent or actor of the landscape in field trips or even explanations in the classroom. It approaches of the development of abilities (which gives the individual) mediated and directed according to the academic and educational projects in higher education. The research methods are increasingly depending on technology, leading the observer away of the field. Debating the new technologies, the geographer must know clearly the items required for the verification of the landscape formed by the set of natural and cultural forms. Fot this, the aim of this study was to assess the perception and spatial representation of visual quality of the landscape (QVP) in a protected FLONA-IRATI/PR. The National Forest (National Forest Irati) located in central-south region of Paraná, 150 km from the capital Curitiba, with geographical coordinates 25 36’ west longitude and 25 17’ elevation south 50 30’ west longitude. (MAZZA, 2006) It has bordes on Irati, Fernades Pinheiro, Imbil, Teixeira Smith (ICMBio, National Forest, 2011). Was selected as a research field for its great rele environmental, social and cultural relevance. The methodological content applied to the students as a goal in the description of the: forms of vegetation, landform, soil types, rock types, forms oferosion, buildings, and second, interpreting the qualities inherent in each element (diversity, repetition, unity and change) perceived (or not) and recorded in photography, highlighted the geographical context and describing the hierarchies as culturally evaluative matrix printed on each individual. Research based on the students of higher education to use it as a theoretical method of interpretation of the visual quality of the landscape by the teachers. Factors raised by students during the outputs that need to bereviewed by government agencies of conservation Units focusing improvements to the management Plan.<br>O presente trabalho vem a discutir os diferentes tipos de métodos de interpretação da paisagem, visto que é a forma de como idealizar tramites de discussão da paisagem dentro do contexto da Geografia. Os professores podem ter como auxílio critérios metodológicos para se caracterizar como um agente ou ator da paisagem em saídas de campo ou até mesmo em explicações em sala de aula. Fala-se, portanto, do desenvolvimento das capacidades cognitivas dos alunos (que se dá pela percepção e inteligência do indivíduo) mediado e direcionado conforme os projetos acadêmico-pedagógicos do ensino superior. Os métodos de investigação estão cada vez mais dependendo da tecnologia, afastando o observador do campo. Com isso, o objetivo desta pesquisa era avaliar a percepção e representação espacial da qualidade visual da paisagem (QVP) em uma unidade de conservação FLONA-IRATI/PR. A FLONA (Floresta Nacional de Irati) localizada na região centro-sul do Paraná a, 150 km da capital Curitiba, com coordenadas geográficas são 25 25’ latitude sul, 50 36’ de longitude oeste e 25 17’ de altitude sul, 50º 30’ longitude oeste. (MAZZA, 2006). Faz limite com Irati, Fernandes Pinheiro, Imbituva, Texeira Soares (ICMbio/FLONA, 2011). Foi selecionada como campo de pesquisa por sua grande importância ambiental, social e cultural. O conteúdo metodológico aplicado aos alunos tinha como meta nos questionários a descrição das: formas de vegetação, formas de relevo, tipos de solo, tipos de rocha, formas de erosão, edificações; e por outro, interpretando as qualidades inerentes a cada elemento (diversidade, repetição, unidade e mudança) percebido (ou não) e registrado em fotografia, destacados do contexto geográfico e descrevendo as hierarquias conforme a matriz valorativa culturalmente impressa em cada indivíduo. Pesquisa fundamentada para uso nos alunos de ensino superior como um aporte teórico metodológico de interpretação da qualidade visual da paisagem pelos professores. Fatores levantados pelos alunos durante as saídas que necessitam ser revistos pelos órgãos públicos da Unidade de Conservação focando benfeitorias ao Plano de Manejo.

Abstract:
Esta pesquisa teve como objetivo construir uma ferramenta para análise do ambiente organizacional com foco na qualidade de vida, qualidade de vida no trabalho e clima organizacional. A metodologia adotada caracterizou-se como bibliográfica, qualitativa e descritiva. Os principais resultados apontados são: existe uma relação direta entre os instrumentos pesquisados de QV/QVT/Clima Organizacional onde estes são apresentados; o novo instrumento teórico de pesquisa de ambiente organizacional que envolve QV, QVT e Clima Organizacional, denominado OE-23 - Organizational Environment (Ambiente Organizacional) apresenta 23 domínios e 83 questões com respostas fechadas do tipo Likert escala de 1 a 5. Concluí-se que há relação direta entre os instrumentos pesquisados e as áreas de QV, QVT e clima organizacional podendo este ser concretizado no novo instrumento teórico de pesquisa de ambiente organizacional.<br>This research purposed to construct a applience for analyzing the organizational environment with a focus on quality of life, quality of working life and organizational climate. The methodology was characterized as bibliographic, qualitative and descriptive.The main findings are: there is a direct relationship between the instruments surveyed QoL / Qwl / organizational climate in which they are displayed; the new theoretical appliance for organizational environment research involving QoL, Qwl and Organizational Climate, called OE-23 - Organizational Environment (Organizational Environment) has 23 fields and 83 questions with closed answers based on 1-5 Likert scale.It concludes that there is a direct relationship between the surveyed instruments and areas of QoL, Qwl and organizational climate. Therefore, this may be achieved in new theoretical applience for organizational environment research.

As transformações podem ser escritas por meio de linguagens como Query/View/Transformation (QVT), outro padrão do OMG. Como em linguagens de programação, pode-se fazer necessária a adição de funcionalidades que acabam se cruzando no código (como logging e rastreio, por exemplo), podendo resultar em cross-cutting concerns na transformação. Esse problema pode então ser enfrentado por meio do Paradigma Orientado a Aspectos. Presentemente, não encontramos soluções que aplicam, especificamente, aspectos para a solução de cross-cutting concerns em transformações escritas na linguagem QVT. Assim, nós propomos e desenvolvemos uma linguagem de aspectos para QVT, de nome AQVT, além de um compilador que realiza o weaving do código AQVT com o código original QVT. Utilizando-se de métricas sobre os programas QVT e a execução das transformações AQVT, realizamos um estudo empírico sobre a linguagem AQVT proposta. Identificamos nesse estudo que ocorre uma melhora fraca na qualidade de leitura e uma boa melhora na modularidade dos código QVT e AQVT, se comparado com uma transformação equivalente escrita puramente em QVT. Contudo, não foi possível realizar uma implementação completa de todas as funções do Paradigma de Aspectos e de alguns elementos da linguagem QVT em AQVT, deixando essas atividades como trabalhos futuros.<br>MDA (Model-Driven Architecture) is a standard specified by the Object Management group (OMG) that allows a developer to generate models from models by means of MDA Transformations, a set of functions that match and bind elements between source and target models. Transformations can be written in languages such as Query/View/Transformations Language (QVT), another OMG standard. As with programming languages, the addition of features in the code that cut through it (like logging and tracing) may cause cross-cutting concerns in the transformation. This problem can then be addressed through the use of the Aspect Oriented Paradigm. Currently, we could not find solutions that used Aspects for the specific problem of crosscutting concerns within QVT transformations. We proposed and developed an aspects language for QVT, named AQVT, along with a compiler that weaves both the QVT and AQVT codes into a single program. With the assistance of metrics applied to the QVT programs and the execution of AQVT code, we have performed an empirical research for the proposed QVT language. We identified that the quality of reading improved slightly and the modularity of the program increased, when comparing the code between two equivalent transformations (one with an AQVT module and the other without it). However, we were not able to completely implement all of the functions from the Aspects Paradigm nor some of the elements from the QVT language into AQVT and propose those activities as our future work.

A QVT interfere no desempenho organizacional e pode elevar o nível de satisfação dos trabalhadores com reflexos sobre o trabalho e assim melhorar o desempenho de todos. Nesse sentido, o objetivo deste estudo é analisar a Qualidade de Vida no Trabalho (QVT) dos servidores técnico-administrativos de coordenadorias de Programas de Pós-graduação do Centro Tecnológico de uma instituição de ensino superior com base na proposta de Walton (1973). Para alcançar tal finalidade, utilizou-se de um questionário baseado no modelo de Walton. O instrumento de pesquisa possui um total de 42 questões objetivas, as quais abordam características pessoais e profissionais, Compensação Justa e Adequada, Condições de Trabalho, Uso e Desenvolvimento de Capacidades, Oportunidade de crescimento e segurança, Integração social na organização, Constitucionalismo, Trabalho e Espaço Total de Vida e Relevância Social da Vida no Trabalho. A amostra foi composta por 15 servidores técnicos administrativos, de ambos os sexos, que representa 100% do universo das coordenadorias do Centro Tecnológico. Os resultados obtidos mostraram que os servidores tem um índice de 40% de satisfação com a QVT, porém ainda há aspectos que carecem de ser aperfeiçoados, quais sejam, compensação ao trabalho realizado, perspectiva de crescimento da carreira profissional, estabilidade de horário e tempo de lazer. Os resultados sinalizam a necessidade de iniciativas para estruturação e aplicação de programas de QVT no setor público das instituições de ensino superior.<br><br>Abstract : The Quality of Working Life (QWL) arose through the quest for guarantees of better working conditions and job satisfaction of employees. The QWL interfere in organizational performance and can raise the level of employee satisfaction with reflections on the work and thus improve the performance of all. In this sense, the objective of this study is to analyze the Quality of Working Life (QWL) of technical and administrative staff of coordinators of the Graduate Program of the Technological Center of a higher education institution based on the proposal of Walton (1973). To achieve this purpose, we used a questionnaire based on Walton model. The research instrument has a total of 42 objective questions, which address personal and professional characteristics, Fair Compensation and Adequate, Working Conditions, Use and Capacity Development, Growth opportunity and security, social integration in the organization, Constitutionalism, and Work Total space of Life and Social Relevance of Life at Work. The sample consisted of 15 administrative staff servants, of both sexes, representing 100% of the Technological Center coordinators of the universe. The results showed that the server has an index of 40% satisfaction with QWL, but there are still aspects that need to be improved, namely, compensation for the work done, growth prospects of career, schedule stability and time recreation. The results indicate the need for initiatives for structuring and implementation of QWL programs in the public sector of higher education institutions.

In this Thesis, I present ECHO-QGP: a state of the art resource for 3+1-D hydrodynamic simulation of the QGP created during heavy-ion collisions. It features high accuracy methods for time integration, spatial interpolation and reconstruction routines (which are essential to capture small-scale hydrodynamic phenomena and turbulence) together with the inclusion of second-order treatment of dissipative effects through the evolution of the Israel-Stewart equations for the bulk and shear stress tensor components, coupled to hydrodynamical equations. ECHO-QGP also features a shockcapturing approach, which is essential to treat the discontinuities that invariably arise due to the intrinsic nonlinear nature of the hydrodynamic equations. In this work I show how reliable ECHO-QGP is in the framework of heavy-ion collisions, with the collection of its responses to most of the tests which are known in literature. We exploited ECHO-QGP to study some important features of the QGP: we calculated the vorticity in a gold-gold peripheral collision and the consequent polarization for the final state for Λ baryons. We also studied how the hydrodynamic evolution of the perturbation in the initial state can be treated perturbatively. After four years since the beginning of the project, after several successful tests, after the application for physic studies, ECHO-QGP is being presented to the scientific community as a tool in line with the current state of the art, with the additional feature that it has been designed for public distribution.

Abstract:
This work analysis model transformation problems in Model Driven Architecture (MDA). MDA is an architecture created by Object Management Group (OMG). MDA separates business and application logic from underlying platform technology. Platform-independent models of an application or system can be realized through the MDA on any platform. The most important MDA problem is a transformation between plarform-independent models (PIM) and platform specific models (PSM). Currently, there is no standard language for these transformations. Purpose of this work is to analize possible transformations. Two technologies will be researched: XSLT and QVT XSLT (Extensible Stylesheet Language Transformations) is a language for transforming XML documents into other XML documents. QVT (Queries/Views/Transformations) is a language for transforming models in MDA architecture. Aggregation systems will be used as models for transformations. Platform-independent model of aggregation system will be created and transformed to Java platform models using XSLT and QVT transformations.

Providing this capability would enhance aircraft combat availability and lower maintenance costs. Using the current F-22 instrumentation flight test system design package as a baseline, a smaller, and much more versatile, version of the system was designed. This new design concept includes a data acquisition and recording system on a single pallet called the Quick Response Package (QRP). The QRP can be installed in any operational F-22 war fighter in a single production shift with no intrusion to the aircraft's systems readiness. The data acquisition and recording capabilities provide a near real-time field solution without excessive downtime or pilot intervention. This paper describes the design requirements, the design concept and packaging details of the QRP.

Quantum information processing is a multi-disciplinary science involving physics, mathematics, computer science, and even quantum chemistry. It is centred around the idea of manipulating physical systems at the quantum level, either for simulation of physical systems, or numerical computation. Although it has been known for almost a decade that a quantum computer would enable the solution of problems deemed infeasible classically, constructing one has been beyond today's capabilities. In this work we explore one proposed implementation of a quantum computer: Nuclear Magnetic Resonance (NMR) spectroscopy. We also develop a numerical software tool, a pulse sequence compiler, for use in the implementation of quantum computer programs on an NMR quantum computer. Our pulse sequence compiler takes as input the specifications of the molecule used as a quantum register, the desired quantum gate, and experimental data on the actual effects of RF pulses on a sample of the molecule, and outputs an optimum set of pre and post 'virtual' gates that minimize the error induced.

Abstract:
Model transformation languages (MTLs) are important for Model Driven Engineering as they allow the automation of the engineering design process of hardware and software products, in particular at the preliminary and detailed design phases. However, the theories from compiler optimization have not been reused substantively in the development of MTLs. This makes the challenges associated with the implementation of declarative MTLs harder to overcome, in particular with respect to the synthesis of the execution plan (a representation of the control component of the transformation algorithm). The QVT Core MTL is a declarative language, part of a set of standards proposed by the Object Management Group® in order to support the adoption of Model Driven Engineering (MDE). This research presents how instruction scheduling theories can be used for the synthesis of execution plans, in particular for the QVT Core language. The main contributions are a novel approach for performing data dependence analysis on the QVT Core language and its use for the synthesis of execution plans, and the application of metaheuristics to solve the scheduling problem inherent to the synthesis of execution plans. The research demonstrated the feasibility of applying compiler optimization techniques in the design of MTLs and provides a methodology that can be used to construct effi cient execution plans that result in correct transformations. The performance gains and correctness will help the widespread use of the QVT Core language and encourage the adoption of compiler optimization techniques in the implementation of other MTLs.

Abstract:
Nano-dispersion (N.D.) represents the precise control and manipulation of light dispersion at the quantum atomic level in atto-second time scale within nanostructures. This study investigates N.D. using Quantum Photonics (Q.P.) theory to analyze light interactions with nanomaterials, producing distinct dispersion effects. Utilizing Monte Carlo time domain modeling, we simulate photon interactions to highlight the unique properties and applications of N.D. in enhancing nanoscale optical devices. Our results demonstrate when the space-time dimensions in simulations become enough large N.D. predictions asymptote to classical Snell's law, validating Q.P. theory's efficacy. Additionally, we observe that while classical Snell's Law accurately describes light behavior at smaller angles, Q.P. theory provides more precise predictions at steeper angles, accounting for quantum interactions not considered in classical models. Nano-dispersion is estimated for a typical Orthorhombic crystal lattice. Simulation results based on Montecarlo time domain modeling and simulation, follows the experimental results always with less than 4% error.

Simulation technology has been used effectively and extensively across many NATO nations over the past 10 years to measure performance and support the management and reduction of risk across a wide range of ship acquisition projects. Clear emphasis is being placed on managing and reducing project risks, particularly during the design stages, to minimise the likelihood of cost and time overruns. The use of simulation is routinely considered in the UK, as an alternative to traditional approaches such as scale model testing and full scale sea trials, to predict the safety and performance envelopes of platforms and systems. A NATO programme of work known as NIREUS, which is being led by UK, is now considering the use of simulation to justify and develop Quiescent Period Prediction (QPP) Systems for navies. The ability of shipboard communities to safely conduct motion sensitive tasks in high sea states is an on-going concern. It is known that in high sea states there are periods in which the ship's motion is quiescent. The purpose of NIREUS is to provide ship motion conditions and predict future ship motion with sufficient time to launch, recover and complete other motion sensitive tasks regardless of the seaway. The objective is to expand ship operating deck limits. Based on lessons learned from the use of QPP, it is conceivable, that once integrated, shipboard communities could operate in much higher sea conditions for example recovering air and sea vehicles with elevated confidence and reliability. The basis of a real QPP system is to use a wave sensor to measure the wave field ahead of the ship, so that the ship's motion can be predicted well ahead of the wave field reaching the ship. This prediction can be mapped to a speed-polar representation of the seaway around the vessel permitting ship's crew to modify ship's heading and speed to ensure the best ship condition to complete motion sensitive tasks at hand. The proposed QPP system is composed of verified/validated measurement devices reducing the need for extensive certification and testing formalities. Activities requiring either significant length of time to complete or is particularly sensitive to ship's motions, would significantly benefit from a QPP system. Several examples are presented highlighting deck recoveries of both air and sea vehicles in up to 5 metre significant wave height.

Abstract:
The 2016 Quality Payment Program (QPP) is a Medicare reimbursement reform designed to incentivize value-based care over volume-based care. A core tenet of the QPP is integrated utilization of certified electronic health record technology (CEHRT). Adopting and implementing CEHRT is a resource-intensive process, requiring both financial capital and human capital (in the form of knowledge and time). Adoption can be especially challenging for small or rural practices that may not have access to such capital. In this issue brief, we discuss the role of CEHRT in the QPP and offer policy recommendations to help small and rural practices improve their health information technology (IT) capabilities with regards to participation in value-based care. The QPP requires practices to have health IT capabilities, both as a requirement for a complete performance score and to facilitate reporting. Practices that are unable to implement CEHRT will have difficulty complying with the new reimbursement system, and will likely incur financial losses. We recommend monetary support and staff training to small and rural practices for the adoption of CEHRT, and we recommend assistance to help practices comply with the requirements of the QPP and coordinate with other small and rural practices for reporting purposes.
