Abstract:
The diploma thesis The influence of digitization on the Czech media law and legal environment deals with the transformation of media law and legal environment during the transition from analogue to digital broadcasting in the Czech Republic. The text describes and evaluates change of the broadcasting legislation, and emphasizes not only the actual changes in legal regulations, but also the legislative process and influences that have affected the final text of the laws. In the introduction thesis describes the development of existing legislation, both domestic and the acquis communautaire. In further parts it answers the question how relevant, understandable and conceptual the change in the media legislation was, how these changes correspond to the current technical and organizational requirements of the media market and how the process have been influenced by jurisdictional dispute between Council for Radio and Television Broadcasting and Czech Telecommunication Office. In the second half space is devoted to the licensing procedure of new digital television and following litigation as well as a comparison with Slovak regulatory framework. Regarding the major changes of the legislation the author recommends adjustments de lege ferenda.

Abstract:
The ten year debate over the introduction of pay television in Canada is addressed using the concept of external signals to examine the interactions between the Canadian Radio-television and Telecommunications Commission (CRTC) and the players in the regulatory environment.
A critique of the notions of "public interest" and of regulatory "capture" precedes the analysis. An historical overview establishes the key issues shaping the nature of the CRTC as a signal-sending and signal-receiving institution.
The evidence demonstrates that the CRTC was not a passive receptor of external signals, but actively shaped and directed or deflected incoming signals according to its own public priorities. The conclusion holds that the traditional capture model does adequately describe the CRTC's behaviour as it attempted to manage the complex political and technological forces surrounding the pay television issue.

Abstract:
This study is concerned with the utilisation of broadcasting media in the diffusion of dacwah, notably the experience of Radio Television Malaysia (RTM). There is a close affinity between the technology of the media which make them the most effective means of widely disseminating information and the obligation laid upon every Muslim, the task of dacwah. The study begins with an examination of the meanings, theory and development of dacwah from an Islamic perspective. This is followed by an evaluation of the contemporary dacwah phenomenon in Malaysia, whose multifarious dimensions have had an impact on RTM services. As a result of its ramifications, there has been a growing concern among Islamists to Islamise broadcasting media in order to realise the concept that Islam is al-dm. The main theme stressed by them in their efforts is that as Muslims, they have to abide by Islamic tenets. Thus their views on the present practice of broadcasting operations, especially in Muslim countries, are analysed. In addition, the principles of Islamic broadcasting, as they have articulated them, are explored. In the light of the principles of Islamic broadcasting formulated by Islamists and in accord with the Malaysian government's policy towards "more Islam", the present services of RTM are then surveyed. Because the notion of dacwah is broad, a macro-level analysis of the RTM organisation is made. Though RTM services are not entirely based on Islamic principles, they do, to some extent, respond positively to the demands of Islamists by broadcasting "Islamic religious programmes" through radio and television. RTM's experience in dealing with these programmes, in terms of their history, programming, and content, are then discussed.

Abstract:
In the 1980s the future of public service broadcasting in Britain was called into doubt. Technological developments in cable, satellite and digital technologies were, it was argued, poised to end the condition known as 'spectrum scarcity'; while the emergence of a neo-liberal Conservative government, pledged to rolling back the frontiers of the state', was of the opinion that the current system of public service broadcasting provision was no longer necessary given the number of broadcasting channels now available; broadcasting, in its view, would increasingly be able to mirror the publishing industry in its structure and future regulation. Critics however, were loathe to accept the argument that technological considerations alone ought to drive broadcasting policy; and two key questions emerged. Firstly, how was public service broadcasting to be defended in a climate increasingly hostile to public service ideals and institutions in general; and secondly, and as a result of the first question, how was public service broadcasting to be understood? This thesis seeks to answer both these questions and argues that in the process of clarifying the nature of public service broadcasting in the past, that solutions for its defence in the future will be found. Public service broadcasting, was not, it will be argued, simply about institutions like the BBC, but evidence of a much broader and widely shared (across the political divides) understanding of the proper role of broadcasting in a democratic society (at least until the 1980s). In short, public service broadcasting in the past was never simply a response to a set of technological conditions; instead it was forged from a set of political, economic, Administrative and cultural ideas about the nature of society and broadcasting's role in it; and hence its ability to respond to the new conditions of the 1990s and beyond.

Abstract:
Using a theoretical model incorporating recent work in the field of historical epistemology and Michel Foucault's concept of governmentality this dissertation reconsiders key moments in the history of Canadian audiovisual policy as sites for examining the production of knowledge about national cultural activity. Drawing upon archival records, interdisciplinary research and a discursive analysis of policy documents, I argue that the resolution of questions regarding the nature of cultural expertise and the evidentiary value of different forms of knowledge accompanied changing state rationale towards film and broadcasting and foreshadowed the refashioning of Canada's audiovisual sector.
To illustrate, I focus on a period between the establishment of the first Royal Commission on Radio Broadcasting in 1928 and the institution of Canadian content regulations for television in 1960. During this period there are important shifts in the ways the federal government conceived of and administered the audiovisual sector. In the 1920s and 30s, broadcasting and film production were nationalized and placed within publicly funded institutions such as the CBC and NFB. However, less than twenty-five years later, policy rationale towards the audiovisual sector had shifted, with measures put in place to support the development of the cultural industries. The CBC's dominance over broadcasting and regulation had been replaced by a new structural arrangement involving both public and private broadcasters regulated by independent agencies using content quotas to ensure Canadian programming on the airwaves. In Canada's film sector, the NFB's expansion into feature film and television production was halted through policy shifts encouraging the development of the independent film production sector.
Using case studies that explore the historical context behind the emergence of key administrative techniques I document the declining influence of cultural nationalists and humanistic approaches to cultural issues and the rising influence of accountants, statisticians, and scholars from the nascent field of communication studies in the policy process. These developments run concurrently to shifting government rationale towards the audiovisual sector away from developing "national consciousness" towards the creation of a "national economy" for broadcasting and film drawing on previous industrial development models borrowed from the automotive sector and 19th century National Policy.
Although scholarly attention in the field of cultural policy studies has generally focused upon understanding why these shifts occurred, this thesis is devoted primarily towards understanding how such shifts took place. Attention to these questions moves the field of study away from the pragmatic issues of policymaking and towards larger questions surrounding the triangulation between knowledge, state, and cultural production.

This thesis argues that by the late 1980s, investigations of relationships between the audiences and programmes of broadcasting had been flawed by one or more of the following weaknesses: a focus of inquiry which expressed an unresolved dualism between atomistic and deterministic models of society; assumptions about the relationships between knowledge and its circumstances of production which expressed an unresolved dualism between materialism and idealism; and a disregard for the particular significance of socio-historically-specific cultural forms and institutions. Consequently, it argues that for an investigation of audience-programme relationships to be judged satisfactory, it must meet these three aims: 1. Pose a clear, non-atomistic model of society and thus resolve the individual-society dualism into a new, historically-specific focus of inquiry; 2. Resolve the materialism-idealism dualism into a new model of knowledge-production; 3. Explain the roles of particular cultural forms and of particular cultural and ideological institutions in social change, especially their roles in the commodification of culture. The arguments are based on an examination of pre-1980 broadcasting research projects within the "Media and the Individual" and "Media and Society" traditions, which showed that none had satisfactorily related programmes, audiences' understandings of them and audiences' social-material circumstances. Some influential theories of culture and of ideology were also examined for a means of relating those three elements, but without success. The thesis includes a report on the author's 1981 research into audience-programme relationships, highlighting the practical and conceptual difficulties of meeting those three aims, and the final chapter argues that major 1980s broadcasting research projects also failed to meet the three aims. The thesis concludes by drawing on the lessons of the projects examined to outline a new programme of research explicitly oriented to those three aims, addressing broadcasting as a particular relationship between consciousness and circumstances.

There is a large body of work in actual practice, and in academia on citizen voice and voice mechanisms. Since the introduction of the concept, and its application to various sectors, contexts and countries, there have been several arguments in support of its effectiveness as a mechanism for holding governments and public officials to account; or ensuring that the voices of the poor and marginalised are heard. Some have also argued that voice is a good measure of inclusiveness, and for improvements in service delivery at the local level. However, there have also been arguments that, in as much as voice as a mechanism is good, it has limitations. The limitations arise from the fact that voice alone, cannot produce the desired effect---response or improvements in service delivery. Thus, for voice to be effective, it must be ‘heard.' This thesis is about the extent to which public voice expressed through radio phone-in programmes can influence the responsiveness of public service delivery organisations at the local level. The study is an empirical enquiry into a new form of voice mechanism, which occurs on radio in Accra, Ghana. The study specifically looks at two unique radio phone-in programmes on two popular Accra-based private commercial FM radio stations. The two programmes provide a weekly on-air platform for residents of Accra and those within transmission range to call in live and lodge complaints about public and/or private services for follow-up and redress. The main argument of this thesis is that voice mediated through specific radio programmes, not only has the potential to go far; it also has potential to be ‘heard' due to follow-up, creative programming and some key characteristics of the programmes. The thesis utilizes the new concept of ‘mediated voice' to understand how radio complaints about waste management (a service provided by the Accra Metropolitan Authority, the local government for Accra) can elicit responses from the service providers. The main findings in this study are that radio phone-in programmes have the ability to receive individual voice and represent them as though it were a collective problem. This ability ensures that voice is heard. Second, that because of the publicness of the ‘voice' on radio, and subsequent follow-up on complaints by the radio programmes, public officials are forced to respond for fear of both administrative and electoral sanctions.

This thesis proposes a complete framework of an end-to-end transmission of stereo video to mobile devices using DVB-H. Block diagram of the system is presented and operations conducted on the video at each layer are explained. Parameters and methodologies that may make a robust transmission possible are discussed. The transmission performance is analyzed in terms of error robustness under various coding methods, prediction structures, layering and protection strategies for different contents and channel conditions. It also investigates the effect of rate allocation between video quality and protection over robust transmission in erroneous environment. This works provides directive conclusions on the selection of the mentioned parameters and methods.

Cultural and educational functions of public service broadcasting come at a fortuitous time, as the changing environment of broadcasting is on various agendas. At the heart of this is the question of the present and future status of public service broadcasting. Major changes have taken place in the political economy of the media and the world economy at large, technological advancement has resulted in privatization and commercialization of the media. In most societies where these changes have taken place, public service broadcasting has been threatened by the rapid rise of commercial institutions, resulting in stiff competition for audiences. This study will examine the extent to which the adoption of the Commercialization Act (No 26) of 2001 in Zimbabwe has affected Radio Zimbabwe’s role as a public broadcaster. The study is based on the hypothesis that with the adoption of the Commercialization Act, Radio Zimbabwe is no longer playing its public service role effectively. The current nature of programming at Radio Zimbabwe as the research hopes to show will highlight tremendous changes towards a commercial logic. The study uses a combination of document analysis, secondary literature and qualitative interviews.

News interviews are core within current practices of journalism. They point to the existence of a mediated public space and bolster the concept of democratic accountability. This research investigates what impact these concepts have on the news interviews broadcast by the Today programme (BBC Radio 4) and how interaction within them invoked the public. The programme has a responsibility to uphold the democratic life of the UK, making it a compelling focus of research. The case study examined in this thesis is the broadcast of news interviews concerning the Human Fertilisation and Embryology Act 2008 (HFEA 2008) and how they shaped representations of the biomedical techniques contained within the legislation. In particular, research investigated what the news interviews reveal about the biological citizen: a specific configuration of citizenship increasingly important in the twenty first century. The research method is Conversation Analysis and the news interviews as broadcast are the empirical data on which findings are based. The study contributes to the understanding of the method through the investigation of the structural organisation of the news interviews and how this affected interaction. Findings suggest that the news interviews on the Today programme highlights the political dimensions of the HFEA 2008, that interviewees were predominantly MPs or public figures and that the gender ratio is skewed towards male voices. It points to the fact that the programme prefers news interviews that contain two interviewees, as this promotes adversarial encounters within interaction. Research also establishes how interviewers have at their disposal a range of devices, such as third party citations, which they use within questions in order to achieve a neutral posture. A further set of findings uncovers the need of interviewees to maintain a positive image of themselves, employing politeness strategies in order to co-operate when answering a question.

Abstract:
The Canadian Radio-television and Telecommission Commission (CRTC) is the body which regulates communications activity in Canada. It has become almost a cliche to say that in addition to simply formulating regulations, the Commission has also been the dominant policy-maker in the communications field. The allegation has been made that the CRTC is "out of control", usurping a policy-making role more properly exercised by elected government officials, while also defying their attempts to constrain its behaviour. It has further been argued that this Commission usurpation and defiance has meant that both the minister and Parliament have little or no influence to direct the agency.
The study demonstrates that the Commission has often acted as a policy-maker but that this role has been in response to the existence of a policy vacuum and lack of leadership from elected government. Furthermore, the agency has assumed a policy-making role not through an act of usurpation but with the tacit consent of elected officials. For these officials, the CRTC performs a useful function "insulating" them from the need to make a decision (and accept responsibility) on policy issues which often involve difficult political choices. The study also shows that the agency's "political masters", Cabinet and Parliament, possess a variety of both formal and informal control mechanisms which effectively prevent the CRTC from maintaining a policy position independent from government.

The objective of this study is to examine historically the policies of theDirectorate of Documentary Programs (DDP) of the Turkish Radio Television Corporation (TRT). Since there is very little research about particular sphere of the public service broadcasting in Turkey it is aimed to contribute to this area of study. In the course of the study, historical conditions, structural factors, broadcasting policies, the conditions of public broadcasting of a country, and the role of individuals and the research methods applied in media studies were taken into consideration. Furthermore, governmental, military, lawful, economic, cultural policies, and policies emerging from the institutional mechanisms, and practices of individuals are illustrated regarding the different time periods. In this study, documentary research, observation, interview, and internet research were used as data gathering methods. Literature analysis, historical analysis and interpretative analysis were employed as methods of analysis. It is mentioned that the role of individuals in the analysis of media studies is not paid much attention, additionally, especially in Turkey, research conducted about media generally ignores the methods of ethnography, field research and interpretative analysis. In analyzing the policies of DDP, it is asserted that except for the structural effects, individuals/actors have also roles in shaping these policies. Furthermore, to examine the media, particularly television policies, it is maintained that there is a need to carry out analysis at the individual level by the help of conducting field research, applying methods of ethnography, and interpretative analysis in Turkey. Finally, it is claimed that to a large extend DDP have been under the effects of public broadcasting notion of Turkey, and there is a need for improving the institutional policies for the DDP to serve the public interest.

, the basic claim of these programs is that the ordinary people are hosted to the programs, the problems in their everyday lives are deal with in an enlightening and educational manner, and solutions are brought to them with thanks of the programme. These daytime woman talk shows that led to various discussions in the country&rsquo
s agenda with some death events experienced and their controversial functions form the subject of this study. The principal purpose of the thesis is to understand which production practices and dynamics why and how play a role in the content formation and the production process of the programs and in this manner to explain the place and significance of the programs in the Turkish television industry. In the thesis, three programs are analyzed as the pioneering and confrontational shows of this genre in Turkey. The specific features and the world wide historical developments of the daytime woman talk shows are handled on, along with their fundamental elements, and also the interviews with show producers and participants, and the observations about the production processes are included in the analysis.

O contexto atual terá particular relevância para o serviço público de media, assumindo-se enquanto objeto de estudo, numa investigação que cruza diferentes metodologias para procurar concretizar a estratégia digital do operador português, a Rádio e Televisão de Portugal. O operador público de rádio e televisão tem implementado, desde 2002, projetos e planos para uma reestruturação geral, com ênfase na digitalização da sua atividade, dos processos produtivos e de negócio, que iremos analisar para compreender os processos e sinergias em curso, entre a rádio e a televisão, em face de uma estrutura de comunicação mais digital e convergente. If we consider that the communication media falls today into a new communication paradigm, characterized by new logics of production, distribution and access, we conclude that we need to rethink and even reclassify the media in light of new forms of consumption and appropriation of contents. The current context will have particular relevance for public service media, which takes as its object of study, an investigation, that crosses different methodologies, so as to identify the digital strategy of the Portuguese operator, RTP - Rádio e Televisão de Portugal. Effectively, the public operator of radio and television has implemented since 2002, designs and plans for a general restructuration, with emphasis on the digitization of its activity as well as its production and business processes, which we shall examine so as to understand the processes and ongoing synergies between radio and television, in the face of an increasingly digital and convergent communication structure. In ecology of participation, this study questions the strategy of the incumbent to digital, developing a research not only from the perspective of management efficiency, but also in the perspective of the audience and the notion of public service. Trying to analyze and understand the distribution content through new platforms and channels available throughout the Web, as well as the impact to the production routines and the influence of this new paradigm of communication in the organization.

In Brazil, the broadcasting system for television content in high definition is the ISDB-Tb. Although robust, the content transmission in this system, like in any radio frequency propagation, can suffer from external attenuating factors, such as distortion by multipath propagation. One of the techniques used in radio communications for minimizing the effects of this type of distortion is the spatial diversity reception, which uses multiple antennas connected to a single receiver. The signals, received by different antennas, are combined, in a technique known as MRC or Maximal Ratio Combiner, so that the output signal-to-noise ratio is greater than the individual signal-to-noise ratios, allowing the successfully decoding of the received content, even though the individual signal in each antenna does not have sufficient quality to be decoded independently. This study aims to establish a method of spatial diversity in receiving television signals in ISDB-Tb, pondering between the advantages and disadvantages of their use in edge regions of coverage, where the reception of the Brazilian digital TV system is not yet total.
No Brasil, o sistema de radiodifusão para conteúdos televisivos em alta definição é o ISDB-Tb. Apesar de robusto, a transmissão de conteúdos neste sistema, como qualquer propagação em radiofrequência, pode sofrer com fatores externos atenuantes, como por exemplo a distorção por propagação em multi-percurso. Uma das técnicas utilizadas em radiocomunicação para que se minimizem os efeitos deste tipo de distorção é a diversidade espacial na recepção, que utiliza múltiplas antenas conectadas a um mesmo receptor. Os sinais, recebidos pelas diferentes antenas, são trabalhados em uma técnica conhecida como MRC ou Combinação de Máxima Razão, de modo que a relação sinal-ruído de saída seja maior do que as relações sinal-ruído individuais, permitindo a decodificação do conteúdo com sucesso, mesmo que os sinais individuais em cada antena não tenham qualidade suficiente para serem decodificados independentemente. This thesis deals with the comparison of Polish and Czech public television system, the amendment to the media law designed by the Polish government's Law and Justice party in the years 2015 and 2016 and how this amendment reflected on the current state of Polish public television. In the comparison was used the Compliance method and four independent variables were defined: the definition of objectives and missions of public service media in Poland and the Czech Republic, the control bodies of Polish Television and Czech Television, the funding of Polish Television and Czech Television and the program offer of both televisions. Expert interviews conducted with Polish media experts personally or by telephone and media laws in both countries served as the main sources of the research. The main aim of this diploma thesis is to determine to what extent the media systems of public service televisions differ in both countries and how they are similar. The thesis focuses mainly on the relationship of political power and the media, answers the question of how political power in both countries seeks to enter into the financing and control of public media.

This thesis presents a case study of Canada’s first Black owned radio station, FLOW 93.5 FM, to demonstrate how official multiculturalism, in its formulation and implementation, negates Canada’s history of slavery and racial inequality. As a response to diversity, multiculturalism shifts the focus away from racial inequality to cultural difference. Consequently, Black self-determination is unauthorized. By investigating FLOW’s radio license applications, programming and advertisements, this thesis reveals just how the vision of a Black focus radio station dissolved in order to fit the practical and ideological framework of multiculturalism so that Blackness could be easily commodified. This thesis concludes that FLOW is not a Black radio station but instead is a multicultural radio station – one that specifically markets a de-politicized Blackness. As a result, multiculturalism poses serious consequences for imagining and engaging with Blackness as a politics that may address the needs of Black communities in Canada.

The thesis Legal Regulation of the Radio and Television Broadcast in the Czech Republic deals with an analysis and description of relevant legal regulations applicable in the area of broadcasting and television in the Czech Republic and with a closer insight in the main legal institutes and entities. A theoretically-juridical opening is followed by an introduction of the Czech Republic and European Union legal systems. The core of the thesis is the main topic, which is the legal regulation of the radio and television broadcasting in the Czech Republic. This part is opened by a short historical abstract followed by chapters dedicated to particular legal regulations. The Broadcasting Act, the Act on Czech Television, the Czech Television Code, the Act on Czech Radio, the Czech Radio Code and the Act on Audio Visual Media Services upon Request are described in individual chapters. The closing part is dedicated to some of the legal regulations and their provisions that are more remotely related to the subject. Individual chapters describe relevant legal institutes of the Act on Advertising Regulation, the Advertising Council Code of Ethics, the Consumer Protection Act, the Commercial Code and the Civil Code.

The study investigates the educational role of the public service broadcaster in post-apartheid South Africa. The aim was to investigate the educational role of the programme Shift as part of the content offering of the public broadcaster and the extent to which it satisfies the educational needs of its audiences. The main objective of the study is to investigate factors that influence the educational role of the SABC. The study focused on three different forms of educational television which are the formal, informal and no-formal education. The theoretical point of departure is the critical political economy theory, and the public interest theory which focuses on the interests of the public. A content analysis of Shift was conducted to determine the educational role of this programme. The study also investigates how political and economic factors influence the educational role of the SABC in the post-apartheid South Africa. The study also examines the impact that media funding can have on the educational role of the public broadcaster. The episodes of Shift are analysed in order to understand if political and economic factors can influence the educational role of the SABC. The study critically analysed whether the relevant media policies are driven by profit making motives.

Tunes and sequences that introduce into media products (so-called idents or intros) do not serve only as interpunction dividers in the continuous broadcasting media flow. They are also a specific kind of media message that evolved gradually and become incorporated structurally as well as functionally among the typical and identifying phenomena of the media discourse. From the semiotic point of view, an intro is at the same time a sign of the media text and a text per se. In the media discourse, intros fulfill several functions: they help getting around the radio and television programme, they draw attention to various programme titles and they simultaneously co-create the identity of the respective broadcasting station's discourse. To fulfill said functions, they use set signs and sign systems. Purpose of this work is on the one hand to analyze sign and sign systems used in some representative examples of intros from the Czech media environment around the turn of the millennium, on the other hand to comparatively analyze said intros in a synchronous as well as diachronous perspective; by means of that, relations will be explained among various intros and their respective sign systems across the media discourse.

This thesis deals with the issue of The Council for Radio and Television Broadcasting (the Council). The Council is an administrative office, which the public has little information about, and this lack of facts often results in various misunderstandings. The main objective of this thesis is to provide information about the Council and its activities and thus help to eliminate these mistakes and lack of knowledge. The thesis combines the administrative law and the media law. The thesis is composed of two major parts. The Council in general is dealt with in the first part. The history is summarized, the Council as an independent administrative regulatory authority is described and further examples of such administrative offices are provided in this part. The areas in which the Council operates are presented in the second part of this thesis, which is divided into three chapters according the main laws concerning the broadcasting. The first one deals with the law on broadcasting. Key broadcasting licenses and basic obligations of broadcasters are discussed in this chapter. The master's thesis "The Social Responsibility of Media in the Example of Edward R.Murrow" describes the development of social responsibility of media in the American radio and television broadcasting in the 20's - 50's of the 19th century and it demonstrates that in the examples of a CBS's reporter and anchorman, Edward R. Murrow. The thesis inquires the historical context in which the responsibilities of broadcasters came about describing the key events, regulatory authorities and the inception of the socially responsible media concept and its development trends. Firstly, the text focuses on the development of radio broadcasting, new demand for some level of control, and on the gaining dominance of commercial broadcasting media on the broadcasting market of the late 30's. Furthermore, the thesis analyzes the origins of television broadcasting of the late 40's and its progress in the 50's. The instances of social responsibility are demonstrated in the examples of Murrow's London radio broadcasts during the WWII and his latter TV show 'See It Now' in the McCarthyism era of the early 50's. Moreover, the thesis scrutinizes some of Murrow's TV and radio shows and looks at his activities in CBS from the late 30's up to his retirement in the early 60's.

The master thesis describes the development of Czech Television and Czech Radio be- tween 2005 and 2012, focusing on media policy, technology, content and attitude to the audience. It applies research output of the RIPE initiative as a theoretical basis for col- lection and interpretation of the data. RIPE, which links academia with media profes- sionals worldwide, aiming to redefine the public service remit for the 21st century, sug- gests that the political, economic, technological and social context has fundamentally changed in the last two or three decades. As a result, the original concept of public ser- vice broadcasting, established in Western Europe after the Second World War, has lost its legitimacy. It is therefore necessary for public service broadcasters (PSB) to trans- form into public service media (PSM). This means diversifying modes of distribution to new technologies besides traditional broadcasting, setting mechanisms of two-way and interactive communication with the audience, producing multimedia content exploitable on various platforms and clearly defining and justifying the value added of their offer- ings compared to those of commercial competitors. The topic of this thesis is the institutional ecology surrounding mobile wireless telecommunication services in Canada. The primary focus is the disconnect between policy pronouncements promoting universal adoption of mobile services, on the one hand, and the fact that mobile adoption remains stubbornly low in both absolute terms and by international comparison. Key concepts in the theory of communication regulation and the historical development of telecommunication policy are laid out, which are used to inform an examination of the development of national mobile communication policy since the 1980s. The thesis then presents two case studies. The first is focused on recent developments in federal mobile policy, directed toward taking greater steps to ensure broad adoption of mobile services. The second examines the changing role of mobile services, from instruments of interpersonal communication to a broader form of information media, and the challenges that this shift has created for policymakers.
