Abstract:
This study discusses the management of Mora FM Radio broadcasting media in improving the quality of radio broadcasting programs in the New Media era. The purpose of this study is to describe the form of management of MoraFM Radio broadcast media in improving the quality of MoraFM Radio broadcasting programs. The research method used in this research is descriptive qualitative. The informants in this study were several managers and broadcasters from Radio MoraFM determined by purposive sampling. The final results derived from this research are: First, by implementing good and optimal management of radio broadcast media, Radio MoraFM can improve the quality of radio broadcast programs in the current new media era. Second, by using plans to develop radio radio broadcast media management specifically MoraFM in order increase the satisfaction of MoraFM radio listeners and increase the number of MoraFM Radio listeners, Third, improve the performance of MoraFM Radio in improving the quality of MoraFM radio broadcasting programs.

Abstract:
Broadcasting management is intended so that the media and the broadcasting industry can maximize the purpose of broadcasting itself, namely providing information, providing education and providing entertainment to the public. Through broadcasting management, it is hoped that the broadcasting industries will be able to actualize each program properly. Radio and television, which are included as public press media, must also experience development in terms of operations, production or programs that will be conveyed to the public. With the presence of development and management, all problems that will hinder the smooth running of the program will be resolved. The approaches that must be taken are also very varied, for example the approach by means of comparative study methods or upgrading in terms of human resources or facilities that will be used to support the smooth running of the program, especially radio and television programs.

Abstract:
Managing the quality of products and services is very important in ensuring that business excels in meeting its customer requirements and achieves organizational goals. Recent studies around service quality management cover quality management and total quality management in various contexts. However, knowledge on effect of service quality management on performance of vernacular radio firms is lacking. This study explored the effect of service quality management on performance of vernacular radio broadcasting firms in western Kenya. The study adopted explanatory research design on 16 vernacular radio stations from the western region of Kenya covering the Nyanza and Western Counties. Primary data was collected and analysed descriptively. The study revealed that service quality management positively and significantly predicts performance of vernacular radio broadcasting firms in Western Kenya (β = 0.839, p<0.05). The regression weight value of 0.839 implies that an increase of 1 standard deviation in the management of service quality is likely to lead to an increase of 0.839 standard deviations in performance of vernacular radio broadcasting firms. The study concluded that service quality management has a positive and significant effect on the performance of vernacular radio broadcasting firms in western Kenya, and accounts for up to 70.4% of the variation in firm performance.

<p><em>Advertising Broadcasting is the main source of revenue from radio broadcasting business. The advertiser company / agency entrusts the broadcasting of its product advertisements to radio that it believes can effectively introduce its products or services to the public. Thus the main business of the radio is to provide the advertisers with the optimal service as customers by providing confidence in their professional performance.</em></p><p><em>This study discusses how to build a management information system that is intended to provide services to customers of radio advertisers to meet the demands of professional services. These needs include the accuracy of the selection of broadcasting hours for advertising a particular product or service so that the effectiveness of ad broadcasting is fulfilled, ad scheduling rapid broadcasting, easy and reliable up to the need for a disciplined performance of broadcasting ads made in accordance with the agreement contained in detail at Purchase order. The method used in this research is WaterFall Development Life Cycle System (SDLC). The first step is done in this study by conducting data collection by observation, interview and documentation study at PT. Swaramedia Pewaran (Radio Karysma FM).</em></p><p><em>The results of this study is the realization of ad-based information management information system oriented to meet customer needs with system functionality such as online ad scheduling, arrangement and supervision of the broadcasting of advertisements until the presentation of reports for advertisers and management of accurate radio in the form of documentation of transactional evidence that became part Of customer advertising services.</em></p>

This research is a quantitative research with descriptive type that tries to see how the implementation of private radio management in Jakarta as the dependent variable. While the components seen are administrative data, broadcast program data,</em><em> facilities </em><em>and infrastructure development, and staffing data. The results obtained indicate that there are many irregularities in radio broadcasting management in DKI Jakarta, including related to share ownership by employees, time allocation for public service announcements, certified employees and ownership of standard infrastructure for broadcasting.</em></p><p> </p>

Community radio networking (Jarik) III Cirebon is the affiliation of community radio in Cirebon, Kuningan, Majalengka and Indramayu regencies. Jarik III consists of 11 community radios. Besides broadcasting, Jarik is active in social action. They have been defending people especially in human trafficking and domestic violence cases. Based on voluntarism perspective, this article elaborates how those radios mitigate the societys issue. This article was based on research through qualitative method using case study. The data was obtained through interview, observation, and documentation with three community radio FM administrators, namely Baina FM, Bhuana FM, and Caraka FM. The finding of the study shows that the background of the establishment, purpose and community radio operations are based on socio-demographic condition of their own community; society-based service becomes an administrator community radios spirit; and voluntarism underlying administrator performance of community radio helps overcoming peoples problem.

The article is devoted to the identification of specific features of social management of the editorial office of a modern radio station. The purpose of this article is to consider various aspects of the management of a modern radio station, on the example of “Echo of Moscow” to identify the principles of its functioning, the interaction of editorial staff with the target audience. The objectives of the study include consideration of such concepts as “format”, “programming”, “formatting” of radio broadcasting, as well as factors affecting the effectiveness of management, such as the potential of employees, means of production, culture of organization, leadership of the head of mass media, classroom factor; analysis of the classification of modern radio stations; identification of specific for modern socio-political radio “Echo of Moscow” methods of team management and work with the audience. Today, like other mass media, radio has become a mobile source of broadcasting. This factor has transformed the style of broadcasting and the content of radio programs in General. “Echo of Moscow” is a universal radio station on the thematic focus of broadcasting, but it is focused mainly on broadcasting news, special attention is paid to news of politics and culture, reviews of the press, conversations with guests who are experts on various socially significant issues. The organizational structure of the radio station “Echo of Moscow” should be considered to the structure of the linear-functional type, in which the full power takes over the linear head, who heads the team. This structure has both pros and cons. The editorial office of the radio station “Echo of Moscow” is a social organization in which specific relationships are formed, due to the organizational structure of the enterprise and the overall goal of the team. Mutual assistance, team spirit, willingness to help, both in professional activities and at the interpersonal level, speak of the formation of corporate relations in the team of “Echo of Moscow”. Joint events, collective events unite employees and help to solve the branding problem, contribute to the promotion of the media and strengthen its positive reputation.

Decree No. 38 of 1992 enacted under the administration of General Ibrahim B. Babangida put a stop to fifty seven years of government’s exclusive ownership and operation of broadcasting in Nigeria. However, with the cost of setting-up, management and obtaining license for media station being prohibitively expensive, the system can only be accessed by the rich and powerful in the society, thereby depriving rural communities’ involvement in the development of the country. As part of the panoply of strategies to ensure rural communities’ participation in democratic governance, there is need for the establishment of rural community radio stations, which is very much different from educational institutions’ type currently being paraded as community radios but rather a training room for communication and theatre arts students. Using historical-analytic method, this article looks at the role community radio could play in making good governance in Nigeria accessible to every segment of society, especially the rural populace. Therefore, it is recommended that Nigerian Broadcasting Commission (NBC) policy should consider the inclusion of community radio as the third in the sector of radio broadcasting in Nigeria after public and commercial ownership. Furthermore, since community radio is essentially non-for-profit, government should make the operation licence free or at a minimal cost to the host community. Radio broadcasting is a source of information for the public. In delivering information, the broadcaster must read the text of the news before it is transmitted through a radio transmitter. Implementing a text-to-speech conversion can help solve this problem. The purpose of this study is to develop a Broadcasting Service Application by implementing text to speech on a Web-Based Radio Broadcasting service application that can convert data/information in text form into information in the form of voice. This paper does not discuss text-to-speech conversion techniques but emphasizes how to apply text-to-speech conversion techniques in web-based broadcasting service applications, especially news and music data management. This application utilizes web hosting services and Google voice services to convert text data into voice. The method used is Analyzing the application system of Broadcasting Radio services, Application of Text to speech (TTS), which functions to convert text into sound before being transmitted to broadcasting stations and to test the response of the conversion results and data management to the quality of the design. The process carried out in this system, namely retrieval of text data from the news database, converting text data into sound, adjusting the volume of music and sound information, and updating the status of the text data that has been broadcast. Based on application testing carried out with the Black Box Testing Method, all functional applications have been running well and are now successfully operationalized.

In 2001, India’s first private FM station – Radio City, Bangalore – came on air, ending an era of state broadcasting that began in 1930. In the past decade, FM radio has enjoyed spectacular success: over 200 stations are now in operation, and the FM industry has seen spectacular growth in listenership and revenues. FM’s impact goes beyond economics; it is now a cultural signifier synonymous with modernity – as the ‘tagline’ for a popular FM network puts it ‘Radio Mirchi – it’s hot!’ FM, I argue in this article, represents a new kind of radio. The shift from state-controlled, nationwide AM transmission to corporate-owned local FM broadcasting signals a profound change in the very philosophy of radio in India. This article offers a brief account of the history of Indian radio and analyzes the social and economic factors that necessitated a change in modes of broadcasting. It also brings its claims into focus through using a case study that looks at the business structure, programming policies, and audience management strategies of one very popular FM station – Radio Mirchi, Kolkata – in order to demonstrate how these newly shaped practices are reinventing the role of radio in contemporary India.

AbstractIn the age of digital media, delivering high quality content to consumers is one of the most demanding tasks. There exist numerous broadcasting standards, with different pros and cons, and the DAB/DAB+ (Digital Audio Broadcasting) system is one of the most popular among them. From an engineer’s perspective, efficient resource management under limited bandwidth conditions has always been a challenge. In this paper a subjective quality assessment study of the DAB and DAB+ broadcasting system is performed on a representative group of signal samples. It describes the radio link, including a fully functional transmitter designed for the purpose of this test, as well as the receiver side representing a commercially available consumer device, for a truly real-time and end-to-end quality evaluation.

These days, the growth of media usage has encouraged the development of new media in quantity and the form itself. With these amount of media development, it leads to the inevitable competition. Radio is no exception. Today, the phenomenon of Radio Network development in Indonesia is very rife. If we see this networking practice between radio(s), then we will find a strong bond that will give many advantages for the main radio of the holdings. However, Gen FM which has their radio network in Surabaya, gives the freedom to their radio network to grow by their own. In fact, both of these radio are successfully topped the Nielsen Research. This research uses qualitative method and aim to find out how the production management program conducted by Gen FM to its radio network. The result of this study indicate that the production management program on Gen FM radio runs very well in accordance with the elements of broadcasting management including planning, organizing, actuating, and controlling. Thereby, two of these radio network can compete on top list of Nielsen.

In this paper, we investigate the coexistence of cognitive radio networks on TV white spaces for rural and suburban connectivity. Although experimental models and laboratory measurements defined the maximum interference threshold for TV white space technologies for general use cases, our research found that in real wireless rural and suburban scenarios, severe interference to the broadcasting services might occur. This is particularly relevant when the traffic load of the telecom base stations (BSs) exceeds 80% of their maximum capacity. We propose a dynamic management algorithm for minimizing the interference, based on a centralized access control architecture for cognitive radio wireless networks. In an experimental emulation for assessing the impact of cognitive radio interference on the broadcasting service’s QoE, our method reduced the perceived video distortion by the broadcasting users by at least 50% and 27.5% in a rural and suburban scenario, respectively, while the spectrum usage is increased by just 8%.

V Radio listeners have decreased significantly since 2018. Even female listeners have also experienced a decline since the beginning of 2020. Nielsen's data recorded in early 2020 the percentage of female listeners was only 33%, while the rest were male listeners. Of course this is inversely proportional to the V Radio segmentation which should be women. The research objective was to find out and analyze how V Radio broadcasting management to maintain its position as a female radio was implemented by the top ranks of the V Radio team. This research uses qualitative research methods with a descriptive approach. The author uses Stoner's broadcast management theory which consists of four elements, namely planning, organizing, directing / giving influence, and monitoring. And there is one more element, namely evaluation. The data sources used were Nielsen data sources and interviews with V Radio management and staff. The data analysis process was carried out by means of theoretical data analysis. The result of this research is that V Radio applies all broadcast management theory according to Stoner. In the planning stage V Radio uses short-term planning to long-term planning. Organizing V Radio using vertical and horizontal structures. Instructions and supervision on V Radio are carried out internally and externally. And the last is the evaluation stage which is carried out periodically. Evaluation is carried out every 6 months which is called the Key Performance Appraisal (KPA)

Abstract Radio is by far the most accessible medium. With its mobility and availability, it attracts listeners by its simplicity and friendliness. The present information situation is characterized by the convergence of computers, mobile devices, telecommunication and broadcasting technologies and the divergence of different ways of delivering and storing media. Consumers are overwhelmed by new electronic gadgets appearing every year. They are astonished by new technical innovations that are being designed to ease their life and change their habits. Even the broadcasting sector itself is facing significant changes, especially a growing competition between the private and public sector. This article reviews the current status of analog and digital broadcasting technologies. It analyzes a case study of user expectations related with today’s digital media, particularly radio transmission. We discuss the principal possibilities, limitations and user expectations related with digital audio broadcasting, as well as the economic, technological, regulatory and frequency management factors.

The Australian community radio sector is a rich source of information for researchers, activists and practitioners working to support and develop community broadcasting worldwide. With a 46-year history, it represents an established and enduring third tier of independent local broadcasting with over 450 non-profit radio services legislated to provide opportunities for community engagement and participation. This article focuses on the political, economic and institutional factors involved in a change of ownership and management of Radio Adelaide, the countrys longest running community radio station. The process illustrates the impact and effects of the non-profit industrial complex as stations struggle for financial survival and independence in an increasingly competitive, corporatized environment. It is a case study which questions the contemporary understanding of a strong and resilient sector, highlighting themes to inform community media research and practice internationally.

Beginning in the 1930s, American corporations increasingly turned to radio for their public relations campaigns. Major firms, including Ford, Du Pont, and General Motors, sponsored network radio programs that carried messages designed to improve their image. Other large corporations funded national radio news commentators, while smaller businesses sponsored weekly or even daily local radio programs. For twenty years, radio was an important component of corporate public relations, allowing businesses to speak more directly to the public than print advertisements had. By the mid-fifties, institutional broadcasting, combined with other public relations activities, had succeeded in helping business improve its status in American society.

Abstract:
Radio broadcasting institutions continue to develop with the process of developing transmission technology and audio applications. Any situation in changes in radio technology always adapts in an effort to maximise performance in management. This study uses a qualitative approach that is still not widely done to review the websites of private radio broadcasters with the technique of collecting data through field observations, interviews, and documentation studies. The process is carried out with data analysis techniques by performing 3 (three) aspects of the analysis systematically, namely data reduction, data display, and drawing conclusions. This study found that radio broadcasting in addition to air or broadcast transmission in the form of sound or sound also distributes broadcasts through live streaming or streaming podcasts on the internet (network) in the form of sound, text, images and videos.

The publicness character of the Indonesia Republic Radio/RRI is both historical as well as legal necessity. RRI was born from the historical process as a struggle radio to seize and defend independence from colonialists. This true identity that is embodied in the spirit of public service ethos is getting stronger after the enactment of Government Regulation No. 11/2005 and 12/2005 concerning public service broadcasting and RRI public service broadcasting respectively. The duty of serving the needs and interests of the public must be the "spirit" which drives its whole operational activities of broadcasting and institutional governance. For this reason, various efforts have been made, such as improving governance and expanding the broadcast network area. To answer the demands of media digitization, the adoption of media convergence technology in the form of the launch of the RRI Play Go application has also been carried out. This has changed it from a public service broadcasting institution (PSB) to a public service media (PSM). Its public character as a public service broadcast radio must be put forward by placing the public as citizens (citizens) active participants both in the process of planning and implementing broadcast program content as well as media institutional governance. Through PSM, the interaction between media managers and citizens can be established. The process of involving citizens in the production process of media content is also easily facilitated. For this reason, their role in supervising and evaluating media management must be more substantial to ensure the public character of RRI. Based on this, this study aims to examine the form of public participation in supervising and evaluating broadcasting and media management of RRI. More specifically, what is the role of the Audience Council Forum Komunikasi Pemerhati of RRI Malang in carrying out this function.

Early warning systems can increase disaster management capacity. Indonesia worked out the national development policy direction of 2015 – 2019 containing establishment of early warning systems. Japan is operating early warning systems using various ICT systems. Especially an emergency warning broadcasting system to activate corresponding receivers automatically is being operated since 1985. Considering a situation in Indonesia to develop early warning systems from now, an updated early warning broadcasting system can incorporate an earthquake early warning that can provide predicted seismic intensity in each location on the basis of an observed big earthquake prior to actual shaking. The updated system can be cost-efficiently deployed nationwide in Indonesia by combining existing analog radio broadcasting of the public radio network RRI and existing loudspeakers in mosques. Because definitive operation rules need to be established to operate the early warning systems effectively, an operation scenario to provide tsunami warnings is considered as the first step for Indonesia to utilize existing its Warning Receiver System in RRI stations.

Abstract. We developed the pycraf Python package, which provides functions and procedures for various tasks related to spectrum-management compatibility studies. This includes an implementation of ITU-R Rec. P.452 (ITU-R, 2015), which allows to calculate the path attenuation arising from the distance and terrain properties between an interferer and the victim service. A typical example would be the calculation of interference levels at a radio telescope produced from a radio broadcasting tower. Furthermore, pycraf provides functionality to calculate atmospheric attenuation as proposed in ITU-R Rec. P.676 (ITU-R, 2013).Using the rich ecosystem of scientific Python libraries and our pycraf package, we performed a large number of compatibility studies. Here, we will highlight a recent case study, where we analysed the potential harm that the next-generation cell-phone standard 5G could bring to observations at a radio observatory. For this we implemented a Monte-Carlo simulation to deal with the quasi-statistical spatial distribution of base stations and user devices around the radio astronomy station.

The present paper focuses on adaptive audio detection, segmentation and classification techniques in audio broadcasting content, dedicated mainly to voice data. The suggested framework addresses a real case scenario encountered in media services and especially radio streams, aiming to fulfill diverse (semi-) automated indexing/annotation and management necessities. In this context, aggregated radio content is collected, featuring small input datasets, which are utilized for adaptive classification experiments, without searching, at this point, for a generic pattern recognition solution. Hierarchical and hybrid taxonomies are proposed, firstly to discriminate voice data in radio streams and thereafter to detect single speaker voices, and when this is the case, the experiments proceed into a final layer of gender classification. It is worth mentioning that stand-alone and combined supervised and clustering techniques are tested along with multivariate window tuning, towards the extraction of meaningful results based on overall and partial performance rates. Furthermore, the current work via data augmentation mechanisms contributes to the formulation of a dynamic Generic Audio Classification Repository to be subjected, in the future, to adaptive multilabel experimentation with more sophisticated techniques, such as deep architectures.

This paper provides a concise description of the institutional and regulatory frameworks in the digitalization process in the Republic of Serbia, the important reasons related to the choice of compression standard and standard for the transmission of television signals, as well as a description of the role of JP Emisiona tehnika i veze in the digitalization process. The aim of this paper is the financial analysis of earnings on an annual basis for the services of broadcasting TV programs in the first and second multiplexes, broadcasting radio programs within the DVB-T2 network and data transmission services after the digitalization process. The method and data required for the preparation of the financial analysis were derived on the basis of the price list of services published by the JP Emisiona tehnika i veze published in August 2020. The results are presented tabular and graphically.

In Wireless Sensor Networks (WSNs), disaster management is a crucial issue that focuses on disaster relief and recovery. Mobile sensor nodes support disaster relief and recovery by means of real-time bidirectional communication. For its high data rate requirement, IEEE 802.11 specification can be used for the radio interface of sensor nodes, and the nodes can be equipped with multiple 802.11 radios to utilize multiple channels and link data rates. Channel assignment algorithms can be applied in cognitive radio enabled networks which performs dynamic channel configuration for utilizing multiple channels. For efficient and semireliable broadcast in cognitive radio WSNs, we focus on reducing broadcast latency and achieving 100% delivery percentage. To realize these goals, in this study, we present our design for a novelChannel Assignment Algorithm for a Collision-Reduced Broadcast Tree(CA-CBT). Fundamentally, CA-CBT builds a broadcast tree and then uses several heuristic procedures to allocate collision-free channels to links on the tree. If CA-CBT fails to allocate collision-free channels due to a limited number of available channels, it allocates non-collision-free channels with the smallest number of interfering nodes. Through extensive simulations, we demonstrated that CA-CBT supports lower broadcast latency and higher delivery percentages compared with existing broadcast algorithms.

This paper is devoted to specific features of settling and development of Ukrainian broadcasting on Polish radio and its Lviv branch in 1930s. It is claimed that being launched after building the radio station in Lviv, broadcasting nonetheless didn’t embrace any Ukrainian programs. The author highlighted the role of Ukrainian public and cultural figures, journalists and radio listeners in a struggle for Ukrainian’s right to obtain radio information in Ukrainian language and analyzed distinctive features of Ukrainian radio movement in Halychyna region. The present study, having investigated the issue by examining the publications of newspaper Dilo, showed the reasons for its foundation and indicated the main aspects of Ukrainian Radio Society’s activity as well as of Ukraiinradio publishing house. The author stated that in 1932 it was officially declared a consent between Ukrainian ethnic minority in Poland and Polish Radio’s management. Music, religious and literary topics were outlined as the main for Ukrainian programs. At first they were prepared by polish journalists, who had difficulties with its contents. But even in such a deficient way, the Ukrainian content’s share became a good sign for Ukrainians, since gave an opportunity to introduce Polish citizens with creative work of Ukrainian talented well-known figures. It is pointed out, that Ukrainian professionals — journalists, writers, musicians, literary critics like Mykola Rudnytskyi and Roman Kupchynskyi joined the process in the second half of 1930s. The author identified such features of Ukrainian programs as a lack of political and social programs, so important for Ukrainians. Problems of content’s amount and quality were constantly discussed. Radio Persada faces the same problem. Radio Persada is a Local Public Broadcasting Institution (LPPL) in Blitar Regency that is independent, neutral, and non-commercial. It produces broadcast programs not solely to meet the demands of capitalism, liberalism, market tastes, or government mouthpiece, but primarily to carry out its function as a mass media serving the interests of the public. Persada is the flagship program of Radio Persada that seeks to realize the function of the service. Programs whose content prioritizes local information or news and live reportage is broadcast since 2018 and still exists today. This research aims to understand the management of Suara Persada program in an effort to maintain its existence in the era of digitization. Research is conducted using qualitative methods with data collection techniques through interviews, observations and documentation studies. This research found several faktors that influence the existence of Suara Persada program, namely; 1) excellence in serious but relaxing packaged local content, 2) community engagement through citizen journalism in Suara Persada program, 3) implementation of program management that follows developments in all stages of planning, organizing, influencing and controling activities, 4) the use of streaming channels and the utilization of social media (Facebook and Instagram), 5) consistency in maintaining a two-way communication system using various communication media including social media.

THE ORGANIZATION AND FINANCING OF A PUBLIC RADIO AND TELEVISION IN THE FEDERAL REPUBLIC OF GERMANYIn the Weimar Republic and in the Third Reich, radio broadcasting was dependent on the government. The Federal Republic of Germany, on the other hand, created a legal system that provided the mass media with legal and factual independence. The system of radio and television was influenced by the case law of the Federal Constitutional Court. The public radio and television broadcasters include national broadcasters and joint broadcasters of federal states, organized as public-law establishments with legal personality. The management of broadcasters has been implemented basing on similar principles. The radio broadcasting board is a constitutive and controlling body, the administrative board and the authorizing officer are executive organs. The national radio board consists of people delegated by the parliament, national government, circles and organizations which are significant politically, ideologically and socially, according to the statutory key. The board of Deutschlandradio, a corporation associating ARD, ZDF and national broadcasters, consists of representatives of the federal states, the federal government and social organizations. The radio board selects the majority of the members of the administrative board, selects and dismisses the authorizing officer, consents to the casting of the broadcaster’s management positions, adopts program guidelines, advises the authorizing officer in shaping the program and other basic matters, approves the economic plan, adopts the discharge resolution. The administrative board supports the broadcaster’s economic development, concludes an employment contract with the authorizing officer, settles disputes between the authorizing officer and the broadcaster, supervises the management of cases by the authorizing officer, controls the budget and annual closure drawn up by the authorizing officer, publishes the balance sheet and the annual report, takes decisions on contracts if there is no competent authorizing officer. The broadcasters are legally supervised by the competent government or minister. The internal control exercised by the radio board plays a fundamental role in the area of ensuring compliance with the law. German radio and television is financed by levies — initially from fees, and starting on 1.01.2013 from contributions levied on households. There is financial equalization in public radio and television. Such a system of financing provides the public media with independence and ensures the implementation of their statutory tasks, in particular the fulfilment of the public mission.

Radio is evolving in a changing digital media ecosystem. Audio-on-demand has shaped the landscape of big unstructured audio data available online. In this paper, a framework for knowledge extraction is introduced, to improve discoverability and enrichment of the provided content. A web application for live radio production and streaming is developed. The application offers typical live mixing and broadcasting functionality, while performing real-time annotation as a background process by logging user operation events. For the needs of a typical radio station, a supervised speaker classification model is trained for the recognition of 24 known speakers. The model is based on a convolutional neural network (CNN) architecture. Since not all speakers are known in radio shows, a CNN-based speaker diarization method is also proposed. The trained model is used for the extraction of fixed-size identity d-vectors. Several clustering algorithms are evaluated, having the d-vectors as input. The supervised speaker recognition model for 24 speakers scores an accuracy of 88.34%, while unsupervised speaker diarization scores a maximum accuracy of 87.22%, as tested on an audio file with speech segments from three unknown speakers. The results are considered encouraging regarding the applicability of the proposed methodology.

By researching and comparing two models above, the paper presents a mixed model called (T-RBAC) and divides tasks in two categories and related events respectively. Vakarų Europoje po Antrojo pasaulinio karo susiformavusi visuomeninio audiovizualinio transliuotojo sistema XX amžiaus pabaigoje paplito visoje Europoje. Keturis pokario dešimtmečius visuomeniniai transliuotojai dirbo valstybinio monopolio sąlygomis, praėjusio amžiaus devintajame dešimtmetyje prasidėjo konkurencinė kova su komerciniais transliuotojais. Esminiai visuomeninės audiovizualinės tarnybos bruožai – diskusijų ir nuomonių pliuralizmo skatinimas, kultūros, švietimo sklaida, nacionalinio identiteto įtvirtinimas, ypatingas dėmesys tautinei įvairovei. Svarbiausi būdai užtikrinti tinkamą visuomeninio transliuotojo veiklą – finansinis ir politinis nepriklausomumas nuo politinės valdžios. Tai padaryti leidžia visuomeninis valdymas ir tiesiogiai piliečių mokamas abonentinis mokestis. Tačiau Europos visuomeniniams transliuotojams būdinga valdymo ir finansavimo modelių įvairovė. Taip pat pastebimas valdančiųjų politinių jėgų siekis kontroliuoti visuomeninį transliuotoją arba daryti jam įtaką. Public service broadcasting has operated in national monopoly conditions for four postwar decades. In the last century’s ninth decade, the competitive fight with commercial broadcasters has begun. The essential features of public service broadcasting are encouragement of discussions and opinions, culture and education spread, national identity strengthening, special attention to national diversity. The basic conditions of securing a proper operation of public service are financial and political independence from the political power. It can be done by public management and the licence fee paid directly by citizens. However, the variety of managing and financing models are natural for Europe’s public broadcasters. There are also governing political powers’ ambitions to control the public broadcaster. There are particular cases of obvious attempts of Lithuanian politicians to influence the Lithuanian Radio and Television (LRT). Particular situations are analysed in comparison with the theoretic principles of public service broadcasting, valid legal acts. Radio Republik Indonesia (RRI) is a radio whose broadcasts are intended for the benefit of the nation and state. In carrying out work management, the Public Broadcasting Institution (LPP) RRI Purwokerto can still be said to be not optimal enough, where the preparation and management of reports is still done manually. This causes employees in the planning and broadcaster divisions to experience difficulties when compiling a list of broadcast events. Therefore, the right solution is needed to overcome these problems, namely by designing the User Interface (UI) and User Experience (UX) of the broadcast program list application. The method used in the preparation of this research is design thinking and the use of the Figma application for UI design. The results of this study aim to provide a UI/UX design for the broadcast event list application so that it can help the preparation and management process to be faster, more efficient, and user friendly.

This editorial serves as an introduction to the Special Issue titled ‘British and Irish Radio: Radio and Audio in the Twenty-First Century in the United Kingdom and Ireland’. This thematic collection brings together radio and audio research captured during the COVID-19 pandemic 2020‐21. The editorial begins by giving some geographic definitions and explains how the contributions are relevant globally, dealing with issues such as the importance of sound radio as a medium; the impact of new transmission, broadcasting and internet technologies; and how podcasting has established itself as a medium in its own right. This editorial also shares data from the 2021 government review of British radio and audio, and then points to the contributions which provide an account of contemporary Irish radio sectors and listenership and how legacy technologies, such as longwave, are still valued, especially by diasporic audiences. The focus then turns to the articles dealing with small-scale community radio and its management, programming and audiences during the pandemic. The articles in this Special Issue highlight twenty-first-century radio and audio in the United Kingdom and Ireland; however, the cases discussed will provide international scholars and readers with valuable examples and inform future research elsewhere.

We study the problem of broadcasting in a system where nodes are equipped with radio transmitters with constant radius of transmission. A message originating at a node has to be transmitted to all the other nodes in the system. We prove the central limit theorem and the law of large numbers for the number of time steps required to complete a broadcast for the case when the nodes are placed on a line independently uniformly distributed. We show that the number of time steps required to broadcast is 3n/4 in probability.

Purpose This study aims to examine the role of knowledge sharing as a mediating variable on the effect of cognitive diversity on team innovation. Additionally, the study also tests the role of a moderating variable team climate on the relationship between cognitive diversity and knowledge sharing. Design/methodology/approach The study used an explanatory approach to test the hypothesis. A survey with structured questionnaires was distributed to 39 creative teams between radio and television broadcasting institutions in the Province of Yogyakarta, Indonesia. Findings The current study shows cognitive diversity has a significant association with knowledge sharing, and knowledge sharing positively associated with team innovation. The findings of this study indicate that team climate moderates the relationship between cognitive diversity and knowledge sharing. Additionally, knowledge sharing is found not to be a significant mediation on the relationship between cognitive diversity and team innovation. Research limitations/implications The study promises to examine how diverse teams work particularly in the context of creative teams in radio and television broadcasting institutions. However, this study only focuses on relationships; it does not examine the processes underlying those relationships. This study implies for future research agenda focusing on the mechanism affecting the relationships. Additionally, examining the relationship model in the context of a less-creative team such as banking industry could also a call for future research. Practical implications The results of the study contribute to managerial implications which suggest that to enhance team innovation, a team leader must design a comfortable working climate that stimulates productive knowledge sharing. Originality/value The study provides a comprehensive understanding of knowledge sharing and team climate on the relationship between cognitive diversity and team innovation, which are missing in previous empirical studies. Then, the study is relevant because of inconclusive findings from past studies examining the relationship between cognitive diversity and team innovation.

This paper is a descriptive analysis which aims to manage the management of electronic news audio media archives at the Indonesian Radio Public Broadcasting Institute (LPP RRI) Telanaipura Jambi Station. Field findings show that archives are stored on CDs, hard drives, and flash drives. Archives are arranged in order of date, month and year. so far there has been no automation in the retrieval process. The obstacles in managing records are human resources and facilities. There are efforts to overcome this problem, among others, by regulating the procurement of employee recruitment and arranging the budget for managing records.

This paper is the design of a Radio Environment Map (REM) with a real-time tool to sense the radiofrequency spectrum and optimally places with Surrogate Modelling and Sequential Experimental Design tools a total of 72 SDR sensors in the selected area, using LoRa and/or NB-IoT technologies for networking. It permits the regulatory body to check the correct use of the assigned spectrum and constitutes a communication alternative in case of a catastrophic event, such as a hurricane or an earthquake, where radio and TV broadcasting play an important role in keeping people informed after such meteorological event. The radiobroadcast services use large antennas and high towers, making them vulnerable to such events. Regardless of the chosen technology, the IoT monitoring network will be more robust, since it uses small antennas and lower towers, and often a given area is covered by multiple base stations. The tool can be used to deploy new services in the nonserved area (e.g., 4G in the 700 MHz band at a lower cost or using TVWS techniques to provide communications and internet connection) and optimal interference management.

The development of the digital era that brings a new lifestyle, it certainly has an impact on other communication media. One of the communication media that feels this impact is radio. Radio listeners in the community are increasingly declining. However, beyond that, there are still many radio stations that are still able to maintain their existence, namely Star Radio Tangerang. Although it has experienced a phase of ups and downs, Star Radio Tangerang has successfully maintained its existence by collaborating with old media and new media. Star Radio Tangerang advertises interesting programs in accordance with the wishes of advertisers and provides these advertisements to their listeners and ends up as an additional attraction to grow the loyalty of advertisers and listeners. The success of Star Radio Tangerang cannot be separated from the role of advertising management. By using a qualitative descriptive method, the research would like to describe how the efforts of Star Radio Tangerang in maintaining Advertiser Loyalty. The data analyzed are the results of interviews with four Star Radio sources, direct observations of Star Radio broadcasting, as well as a review of documents relating to Star Radio advertising management. The results of this study indicate that Star Radio management has implemented the stages and management strategies in the process of making advertisements optimally. In addition, Star Radio also strives to optimize communication with advertising and to use after sales services in an effort to form advertiser loyalty.Dengan berkembangnya era digital yang menghadirkan gaya hidup baru, tentu memberikan dampak pada media komunikasi lainnya. Salah satu media komunikasi yang merasakan dampak ini adalah radio. Pendengar radio di masyarakat kian hari kian menurun. Namun, di luar itu semua masih banyak stasiun radio yang tetap mampu mempertahankan eksistensinya, yaitu Star Radio Tangerang. Meskipun pernah mengalami fase naik-turun, Star Radio Tangerang sukses mempertahankan eksistensinya dengan melakukan kerjasama antara media lama dengan media baru. Star Radio Tanggerang mengiklankan program-program yang menarik sesuai dengan keinginan pengiklan dan memberikan iklan tersebut kepada para pendengarnya dan berujung sebagai daya tarik tambahan untuk menumbuhkan loyalitas pengiklan dan pendengar. Kesuksesan Star Radio Tangerang ini tidak lepas dari peran serta manajemen periklanan. Dengan menggunakan metode deskriptif kualitatif, penelitian ingin menguraikan bagaimana upaya manajemen Periklanan Star Radio di Tangerang dalam menjaga Loyalitas Pengiklan. Data yang dianalisis merupakan hasil wawancara dengan empat narasumber Star Radio, pengamatan langsung penyiaran Star Radio, serta telaah dokumen yang berkaitan dengan manajemen periklanan Star Radio. Adapun hasil penelitian ini menunjukan bahwa manajemen Star Radio telah menerapkan tahapan-tahapan dan strategi manajemen dalam proses pembuatan iklan secara optimal. ABSTRACTThe problems of protecting passive bands in Australia, India, and Japan reflect the variety of research activities and radio telescopes in those countries, colored by the degree of user friendliness of the frequency management authorities.In India, it is important to protect frequencies below 1400 MHz (for high redshift hydrogen line absorption or emission) and continuum bands at 327 MHz and 150 MHz (the latter currently allocated to cordless phones, paging systems, and rural communication).In Japan, protection from harmful interference has been sought and refused at 4.8 and 5 GHz (microwave network), 10 and 15 GHz (mobile relay service), and 22 GHz (mobile data relay service). But extensive radio astronomy usage of mm to sub-mm bands has established priority for their use and allocation.In Australia, there are major problems at 408 MHz (telephone links), 1.6 GHz (GLONASS, RDSS, and Land Mobile Service), 4.9 to 5 GHz (RDSS), and 22 GHz (satellite broadcasting and high definition TV service).The degree of user friendliness of the frequency management administration appears to rate: 1. Australia, 2. India, 3. Japan on a diminishing scale of cooperation and concern. This affects the awareness of the radio astronomy community of conflicting allocations and the level of input into CCIR and the WARC.

The emergence of the public service broadcasting (PSB) system in post-authoritarian countries in Asia, including Indonesia (after the 1998 political reform), is not in line with the aspiration of the democratic media system. Most public-oriented broadcasters were born as a hybrid of universal and ideal models of a democratic channel with local and transitional media systems. This article presents an analysis of various PSB models rooted in different countries. It examines the efforts made by Indonesian stakeholders to formulate an Indonesian style of PSB from 2002 until today. The qualitative method was used to review previous studies relating to PSB policies and governance throughout the world and official policies relating to the broadcast system in Indonesia. In-depth interviews were conducted with a former legislator who formulated Broadcast Law no. 32/2002, RRI and TVRI Supervisory Boards members, and media activists. The selected offices of the Radio of the Republic of Indonesia (RRI) and the Television of the Republic of Indonesia (TVRI) were also observed as the national PSB providers in Indonesia. This study found different pathways in PSB models (policy and governance) between developed democracies, such as the UK and Germany, and post-authoritarian countries, such as Indonesia. From a regulatory perspective, Indonesia’s PSB model is a mixture of the ideal form rooted in matured democracies with the old management of RRI/TVRI as ex-government channels. The hybrid PSB model has impeded RRI and TVRI’s transition to becoming actual public service broadcasters.
