Abstract:
After years of debate, and pages of parliamentary reports, the House of Commons has agreed in principle to allow the televising of its proceedings, both in the Chamber and in Select Committee hearings.’ The purpose of this article is to consider the application of parliamentary privilege to the broadcasting of Parliament by radio or television. The issue of parliamentary privilege arises because of the absolute privilege’ of freedom of speech for Members, which enables them in the course of ‘proceedings in Parliament’ to say or do something which, had it been said or done elsewhere, could have given rise to civil or criminal liability by the person concerned. Absolute privilege exists because it is of outstanding public importance that Members should be able to speak their minds, and this outweighs any consequential harm that may be suffered by an individual or the State. Examples of the use of the protection of absolute privilege are the making of a statement that appears to be defamatory, and the oral commission of one of a variety of criminal offences.

Abstract:
The importance of ideological support for the processes of establishing Soviet power in the North Caucasus increased due to the fact that socialist ideas were little known and incomprehensible to local peoples. The main tool of the Leninist party to propagate socialist transformations – the press – was not effective due to the fact that the mountain population was nearly illiterate. Under these conditions, the only nascent radio became the main tool for manipulating the mass consciousness. The article is a continuation of the publication in the third issue of Proceedings of SFedU for 2020 “Radio Journalism as a Component of the Bolshevist System of Authoritary Journalism of Autonomies of the North Caucasus: the Stage of Formation” and is devoted to the little-studied issues of transformation of a new type of media, relatively independent at the initial stage of Soviet power. It was during this period that the actual radio forms and methods of work of regional radio editions, genres of programs, took shape. Meanwhile, in the historical and journalistic literature, even published in the post-Soviet period, the activities of regional radio broadcasting at the stage of socialist construction are still assessed from the standpoint of communist ideology. It is the time to revise some of the assessments and theses of research carried out in the age of communist authoritarianism. The article attempts to reveal the role of the regional radio journalism in the formation of the dictatorship of the Bolshevik party secretariat, to outline the main trends in the development of the North Caucasian radio, to show the evolution of forms and genres of broadcasting.

This article investigates a series of experimental television broadcasts undertaken by Italian Fascism’s national broadcasting entity, the Ente Italiano per le Audizioni Radiofoniche, in the years leading up to the Second World War. It explores both the official autarchical policies and the technological limitations that shaped the radio network’s early experiments with television to show that producers’ attitudes regarding medium specificity shaped decisions about programming and musical content. It then suggests that these early sorties into televisual broadcasting left traces that can be seen in the style and political clout of Italian television even today.

Radio is hailed as Africa’s medium of choice in the global communication age. Introduced as a colonial tool of information, education and entertainment in the early 1930s, radio broadcasting was mainly in colonial languages as colonial administrators perceived local language broadcasting a threat to their empire building and ‘civilization’ agendas. The fortunes of local language broadcasting did not dramatically change in the independence era when broadcast media were in the firm control of the state. From the beginning of the twenty-first century, however, mostly resulting from a more liberalized media environment, local language broadcasting has undergone unprecedented growth. Drawing on written archival material, including internal communication among policy-makers, audience letters, key informant interviews and findings from a recent audience study, this article charts the progressive development of local language radio broadcasting in Ghana, and engages with the role played by early audiences and broadcasters in indigenizing broadcast content.

This study examines the importance of developing learning model of radio broadcasting as a means of facilitating cognitive competencies and life skill for the students. The purposes of this study are (1) to describe the development of radio broadcasting learning model, (2) to prove that radio broadcasting learning can teach life skill the students. The method used is research and development (R & D). The research is a preliminary study that includes (1) The field study on the learning model of radio broadcasting in PBSI Veteran Bangun Nusantara University lasted 2 years; (2) Stage description and analysis of findings; (3) Phase of drafting a learning model development and test radio broadcasting limited to science communication specialists. The data used are the Events Unit Class (SAP), the value of the fourth semester student at the college broadcasting PBSI, teaching faculty journals, and interviews. The results obtained are learning radio broadcasting fourth semester of academic year 2014/2015 was limited to conventional methods that rely lecture techniques and the use of textbooks. Students are invited to visit the study just outside the campus radio to simply look how the broadcaster broadcasts. Learning skills are not trained life skill which covers various techniques of designing a radio broadcast of the event, made a rundown of events, made hot clock radio broadcast, live events in studio practice until the practice of streaming radio.

The existence of Local Government Radio (namely Radio Khusus Pemerintah Daerah, abbreviated as RKPD) in East Java Province, Indonesia faced many problems in post implementing of Broadcasting Act No. 32/2002. This study used constructivism paradigm. The method used in this research is descriptive research with qualitative analysis. This research conducted observation, indepth interview, limited discussion to collect data; complemented with secondary data. The research uses purposive sampling technique. The data analyzed along with data interpretation and narrative report writing. By the research, it is found that RKPD faced complex problems regarding transition of both institutions and broadcasting content programs. Until recent time, RKPD did not have a standard design to be a public radio, both in the institutional aspect and broadcasting content program. In fact, there were various types of institution and legal entities as result of interpreting the act. The Broadcasting content program was also still dominated by the government interest. The program also discussed public issues minimally and gave limited access for the public to participate and engage. Institutional design and broadcasting program should be designed according to act No. 32/2002 as public radio that reflected the interests of public and supporting of public service

In the 1940s and 1950s, Western governments turned to radio as the most effective means of countering the Soviet information monopoly. U.S. and West European radio stations attempted to provide listeners with the kind of programs they might expect from their own radio stations if the latter were free of censorship. For most of these listeners in the Soviet Union and Eastern Europe, the broadcasts were their only contact with the outside world. The importance of the foreign radio programs was confirmed not only by audience estimates, but also by the considerable efforts the Communist regimes made to jam the transmissions. Given the importance of foreign broadcasting for the political life of the Soviet bloc, it is remarkable that these broadcasts have received scant scholarly attention in the Western countries that sponsored them. The three books reviewed here help to fill that gap.

These needs include the accuracy of the selection of broadcasting hours for advertising a particular product or service so that the effectiveness of ad broadcasting is fulfilled, ad scheduling rapid broadcasting, easy and reliable up to the need for a disciplined performance of broadcasting ads made in accordance with the agreement contained in detail at Purchase order. The method used in this research is WaterFall Development Life Cycle System (SDLC). The first step is done in this study by conducting data collection by observation, interview and documentation study at PT. The largely unregulated early years of Canadian radio were vital to development of broadcasting policy. The Report of the Royal Commission on Radio Broadcasting in 1929 and American broadcasting both changed the direction of Canadian broadcasting, but were mitigated by the early, largely unregulated years. Broadcasters operated initially as small, independent, and local broadcasters, then, national networks developed in stages during the 1920s and 1930s. The late adoption of radio broadcasting policy to build a national network in Canada allowed other practices to take root in the wake of other examples, in particular, American commercial broadcasting. By 1929 when the Aird Report recommended a national network, the potential impact of the report was shaped by the path of early broadcasting and the shifts forced on Canada by American broadcasting and policy. Eventually Canada forged its own course that pulled in both directions, permitting both private commercial networks and public national networks.

While it is assumed that unlicensed broadcasts provide an alternative to commercial radio broadcasts, such broadcasts do not offer a substantially alternative form of programming. They rely on popular music that is often programmed on licensed, commercial radio, and they rarely program music other than pop and rock ‘n’ roll. This paper reveals the efforts of Radioqu 104.8 FM in counteracting the Christianization mission in Cigugur Kuningan. Based on research radioqu 104.8 FM has da'wah role in counteracting Christianization in Cigugur, Kuningan through delivering of da'wah information namely: broadcasting of Islamic science, broadcasting Islam news, broadcasting information of society need, and broadcasting time of prayer. Radioqu 104.8 FM also educate the community to counteract the Christianization by applying the educational function through the discussion of people's problems, educating through exemplary stories, and educating healthy lifestyles. Moreover, Radioqu 104.8 FM gives influence in society to counteract Christianity through efforts to encourage diligent worship, influence to defend aqidah, influence the mindset of non-Muslims that Islam is a religion of peace, and develop Islamic art. Dakwah efforts through the utilization of mass media complement the activities of conventional da'wah through Islamic preaching.

Abstract:
This essay explores the development of wireless communications from radiotelegraphy to broadcasting. An under analyzed and important topic, Porfirian and revolutionary wireless officials and policies laid the foundation for Mexico’s powerful broadcasting and telecommunications industries. From the beginning, communications specialists used radio for state and nation building, especially in the hinterlands. The Revolution briefly shifted the focus of wireless experts away from the frontiers and toward warfare; however, the upheaval actually expanded the number of wireless devices and technicians. These professionals subsequently became essential figures in communications projects carried out during the presidencies of Venustiano Carranza and Álvaro Obregón, as well as during the rise of broadcasting in the 1920s. El presente ensayo analiza el desarrollo de las radiocomunicaciones, desde la radiotelegrafía hasta la radiodifusión. El tema ha sido poco analizado, pero es importante: los oficiales y las políticas de radiocomunicación porfiristas y revolucionarios sentaron las bases de las poderosas industrias de la radio y la telecomunicación en México. Desde un principio, especialistas en comunicaciones utilizaron la radio para la construcción del estado y la nación, especialmente en las fronteras del país. La revolución desplazó brevemente la atención de los expertos lejos de las fronteras y hacia la guerra; sin embargo, el levantamiento no hizo sino aumentar el número de aparatos y técnicos de radiocomunicación. Más adelante, estos profesionales se convertirían en figuras esenciales en proyectos de comunicación emprendidos durante las presidencias de Venustiano Carranza y Álvaro Obregón, así como durante el florecimiento de la radiodifusión en la década de 1920.

Abstract:
In a series of radio broadcasts from 1931 to 1937, Yeats presented several of his poems about the Easter Rising but, curiously, not his most famous Rising poem, “Easter, 1916.” The poems he chose, as well as those he omitted, reveal his understanding of radio’s commemorative properties. Radio’s ephemerality and its intimacy were especially well-suited for Yeats’s minor poems, which were better able to present shifting perspectives on the Rising from the vantage of the present moment, unlike “Easter, 1916,” which was quickly settling into the canonical version of the event. Through multiple broadcasts responding to historical developments, Yeats presented new perspectives on the Rising and emphasized the event’s changing meaning. Yeats recognized the role of mass media in shaping historical memory and was early to see the radio as a key medium for reframing the Rising as it began to settle into history. Broadcasting his 1916 poems provided a means for Yeats to subtly alter previous statements on the Rising during the early years of the Irish Free State and to re-contextualize some of his own earlier work.
