Abstract “Community Radio – a different kind of radio, we work with our people. Together we plan, together we decide; together we implement. We work with our people” (GCRN Community Radio Anthem) 1. This practice-based article presents the experiences and reflections of two pioneer organizations which are continuously innovating with the use of community radio. We share reflections on its use as a tool for building inclusive communities that are able to seek accountability, especially for those facing intersecting inequalities deriving from identity-based as well as other social, economic and spatial drivers. These organizations are Radio Ada–based in the Greater Accra region in Ghana, founding member of the Ghana Community Radio Network (GCRN) and the Soroti Justice and Peace Commission (SOCAJAPIC) in North Eastern Uganda. Both organizations see community radio as central to their participatory practice, through which they articulate and promote the right to communicate as fundamental for inclusion and accountability 2. They partnered with the Institute of Development Studies (IDS) in the UK to explore how participatory action research processes can contribute to building sustainable social inclusion and pathways to accountability for the most marginalized (see Shaw, Howard and López Franco (2020) Article in this issue). The article is primarily based on an interview with Wilna Quarmyne, Kofi Larweh, Ben Boham Okiror and John Elyanu, founding members and leaders of Radio Ada and SOCAJAPIC, respectively, but also draws on research data and from previous stages of work with both organizations as part of the Participate initiative’s research on accountability for those most marginalized (Burns, Ikita, López Franco, Shahrokh, (2015) Citizen Participation and Accountability for Sustainable Development, IDS, Brighton; Howard, López Franco and Wheeler (2017) Participatory Monitoring and Accountability and the Sustainable Development Goals: A Learning Report of the Participate Network, Participate Network, Brighton. Other reflective moments and dialogue, resulting through rounds of feedback to drafts of this article, have also shaped the outcome. The piece is organized in four sections in an aim to explain how community radio has been a key driver of accountability for populations confronting intersecting inequalities, through combining this with different expressions of participatory performing arts 3, simplified here as processes whereby “participants instigate and realise their own creative idea. They are the directors/curators of the piece. Professional artist/s are involved if it is the participants” decision to do so’ (Tiller 2013 p11). The first section introduces the work of Radio Ada and SOCAJAPIC, explaining their approach to community radio, performing arts and social change, by each organization. Section 2 presents reflections on using radio as a means for shifting social norms in the quest for building inclusion. Section 3 speaks to the ways that community radio is being used to support multiple marginalized groups in seeking accountability. Section 4 presents some limitations and obstacles emerging for community radio stations to maintain their work towards sustained social change.

Abstract Purpose: The purpose of this paper is to propose an alternative model of enhancing citizen participation in Uganda. Research Methodology: The central approach for this paper was review of obtainable theoretical and conceptual writings on citizen participation in Uganda and other parts of the world. Literature review is the gathering of information from obtainable resources such as educational journals and statistical periodicals. The approach has been demonstrated to be very effective and can be applied at any stage of a research process. Results: Citizen Participation encourages marginalised groups to be organised in structures under their control; brings knowledge of their social environment and process to the local government agenda in a way that no other structure can as well as fostering self-reliance. Limitations: This study took a desk research and the actual opinions from selected citizens may be parallel to the conclusions obtained in this review. Contribution: The study can be used for local government managers implementing community-driven projects. Implementation of an e-participation system in a low-income region with poor infrastructure, limited access to ICT and low awareness of civic rights and responsibilities, is challenging and requires thorough understanding of the contextual conditions and requirements. Present study provides a qualitative analysis of the implementation phase of an e-participation platform mapping the specific factors that play key roles in defining the access to and the use of the system by the citizens. Social and political context as well as the design and management of the platform are found to be the two crucial dimensions defining successful use of a platform.

Early studies portrayed the talk radio listener, and the caller in particular, as more alienated and less politically and socially active. The research here, using national survey data, finds that the portrait of the talk radio audience has changed to one more positive in terms of socio-demographic characteristics and political participation. However, talk radio is also found to be associated with a number of negative political factors such as cynicism about government, lower perceptions of government's responsiveness to citizen needs, and more extreme attitudes. The differences between nonlisteners, listeners, and callers are discussed.

This paper discusses two issues prevalent in community media: Information communication technology (ICT) and Community participation. While several studies have explored community media and ICT in Uganda (Nassanga, 2003, 2009a, 2009b), the view that ICT has changed the way media operate to an extent of reversing the agenda-setting role to the listeners (McQuail, 2006, pp. 38-39; Straubhaar & Larose 2002, p. 386) needed investigation. Using Kagadi-Kibale Community radio (KKCR), the paper shows how ICT is spreading in one Ugandan region and the relationship that technology has with participation in community media activities. Findings show that there is need to redefine the relationship between ICT and geographically defined community media as usage of ICT is dependent on forces that still require decades to harmonize. The paper therefore suggests that an alternative to community media, herein called Basic Media, is best suited to match the communication patterns of a developing world.

Abstract Local news media play a key role in fostering citizen participation in public life and offer communities forms of supportive action during crisis, which lie at the heart of compassion. Through the lens of emotion, we can see that ‘the story’ of local disaster reporting is one of being local, where the journalist’s position between involved actor and interpretive observer is anchored in compassion for the local. In turn, a focus on compassion illuminates the power of oral history as a means to contextualise the experience of disaster – in this case, how cyclones are made culturally meaningful – and expand media research on climate-related disaster.

This article will discuss recent trends in Malaysia's media surrounding the 2013 general election (GE13). It will argue that the GE13 produced two important trends in the media industry. First, there was increased political-party participation in social media, citizen journalism and blogging. In fact, it practically led to a ‘cyberwar’ between political parties, making the realm of the online and social media increasingly polarised and partisan. Second, many mainstream media outlets in Malaysia successfully pursued a platform of more ‘balanced’ coverage, suggesting an increased space of negotiation and contestation amongst the previously muzzled print, television and radio industry. This article will conclude with an assessment of the future trends in the media industry in Malaysia post GE13.

Scholars of media and politics mostly recognise that audiences and publics are constructed, but fall short of explaining precisely how their indeterminate and imagined nature can be the basis of their political significance. Interactive broadcast media provides a valuable empirical lens for inquiring into why this may be case. The convergence of newer digital communication technologies with more established radio and television broadcasts is shifting opportunities for news media to affect citizen-state relations. These possibilities are pronounced on the African continent, where mobile telephony and increasingly plural media landscapes have given rise to popular and widespread interactive talk shows. The involvement of audience voices alters the nature of the media space where political communication happens. Through a comparative study of interactive shows in Zambia and Kenya, this article interrogates what audience participation means for the political nature and possibilities of the interactive radio and TV broadcast. Ict shows how the indeterminate audience is the basis for competing ideas about power, authority, and citizenship among the different participants in the show, including politicians, media professionals, and audience members. The power of the “audience-public,” brought into being through the interactive broadcast, it is argued, arises from in-between these participants in public discussion, who each invest in multiple and competing imaginaries of the elusive audience in pursuit of diverse ends.

Without them a journalist’s work would be next to impossible to perform since those sources are able to reinforce and give credibility to the news. In a time when the citizen’s participation in public service media is gaining more and more importance, this study aims to understand the kind of representation and prominence given to the citizen in the Portuguese television Public Service. In addition to understanding the presence of the citizen in Jornal da Tarde, RTP (Radio and Television of Portugal) the goal is to make a connection between the role of the Portuguese television Public Service and the need, or not, to call upon non-official voices to support the credibility and even the veracity of the topic in hand. In which topics the citizen’s voice is more present and which testimonials are more sought after by RTP are some of the topics under discussion. In order to do that – identify the news in which the citizen’s voice was used and to find answers to the given question – a content analysis of 21 broadcasts of Jornal da Tarde was performed.

Around four million listeners in an average week tune into community radio stations around Australia, primarily to hear local news and information — evidence of a failure by mainstream media to meet their diverse needs. This discussion draws from the first qualitative study of the Australian community broadcasting sector to explore the role being played by community radio and television from the perspectives of their audiences. The authors argue that community broadcasting at the level of the local is playing a crucial role in the democratic process by fostering citizen participation in public life. This suggests a critique of mainstream media approaches and the central place of audience research in understanding the nature of the empowering relationships and processes involved. The authors argue that the nature of community broadcasting aligns it more closely with the complex ‘local talk’ narratives at the community level, which play a crucial role in creating public consciousness. They suggest that this quiet revolution has highlighted the nature of the audience–producer relationship as a defining characteristic of community media.

This paper explores perspectives from which citizen participation in media debates on civic issues can be reconsidered by means of a review of the existing literature on this subject and a qualitative study of how one particular public service media programme facilitated audience engagement and involvement in public discussion leading up to a major political event. The first section provides a general discussion of what media organisations do to engage the public they serve on political and social issues, the challenge of stimulating audience involvement and the ways in which editors and producers attempt to give average citizens a voice on topics normally framed by elites. The second offers a case study based on semi-structured interviews and content analysis of public participation in Morning Call, a weekday British Broadcasting Corporation (BBC) Radio Scotland phone-in news and current affairs show (the only programme of its type broadcast in Scotland) during the run-up to the 2014 Scottish independence referendum. Focus has been placed on determining what programmes of this nature can and cannot achieve in terms of civic engagement and which practices implemented by public broadcasting networks best stimulate audience engagement.

In an age marked by multiple distribution platforms of content, oligopoly of media sectors and transnational nature of cultural industries it is not any longer enough for the Public Broadcast to inform, educate and entertain with independence and technical, ethics and aesthetics quality, as proposed by the British BBC in 1927. Public Radio and Television need to find a new social function that distinguishes them from the private media and justify state investment in communication. A rising number of scholars point out that this new function is the creation and strengthening of a broad media public sphere able to guarantee citizens a space for debate on common issues, a process that encourages citizen participation and transformative action. This article examines the role of Public Broadcasting in the twenty-first century according to the media theories influenced by the thought of the German philosopher and sociologist Jürgen Habermas, whose concept of the public sphere has become central in discussions about building dialogic media spaces.

Leningrad citizens – representatives of different professions and specialties, such as opticians, biophysicists, specialties of radio and telecommunication engineering, mathematicians and scientists of gas dynamics, chemistry, digital machinery and others participated in preparation of the first space flight. The author of the article mentions such Leningrad enterprises, scientific establishments and higher institutions as Leningrad metal plant, M.I. Kalinin’s plant, mathematical institute named after V.A. Steklov AS USSR, physical-technological institute named after A.F. Yoffe AS USSR, State optical institute named after S.I. Vavilov, SRI-195, now the Institute of radio navigation and time, State institute of applied chemistr y, AUSRI of Television, special design offices (OKB-448, STKB ―Biophyspribor‖). The role of Leningrad higher institutions, namely Petr Velikyi Polytechnic University, Leningrad University named after A.A. Zhdanov; Leningrad holding the Order of the Red Banner Air Force Academy named after A.F. Mozhaisky has also been emphasized in the considered processes. It has been analyzed technological innovations, technical devices and techn ological decisions of Leningrad citizens participated in preparation and reali zation of the first manned space flight. It is named those scientists and industrial workers who partic ipated in their production as well as those who were awarded State Prizes according to the results of Yu. A. Gagarin’s space flight. It has been mentioned that in definite cases necessary for the flight technics or technical devices were manufactured at the enterprises of the city and tested at the plants ground. Such specific form of Leningrad citizens’ participation in preparing the first manned space flight as the work of one of the teachers from the Air Force Academy aimed at the radio techniques training the Orenburg flight school cadets in the second half 0f 1950s has also been described in the article. Just at that time Yury Gagarin studied in this school.

Background and context: The Cancer Communiqué was founded in May 2017 and adopted a Strategic Plan 2017-2022 which defined an effective communications strategy to guide much needed cancer prevention communication in Uganda. The immediate challenge identified in commencing the identified communication activities was funding. The leadership team deliberated and agreed to use social media as a cost effective and impactful initial means of reaching out to the public. Aim: To identify and implement unique cancer prevention communication campaigns that drive strong early detection messages utilizing social media as a primary platform. Strategy/Tactics: The communications strategy adopted the following tactics to support an effective approach to reaching the targeted audiences: building strong external partnerships with private entities to provide support for the social media campaigns through mobilizing staff participation in the campaigns to generate a viral atmosphere and also to magnify the impact of the campaigns by utilizing their social media platforms to spread the key messages. Another tactic was building partnerships with private health care service providers to enable provision of free or highly subsidized screening camps. Utilization of mainstream media primarily radio was used in the form of radio interviews and talk shows to generate awareness about the social media campaigns. Leveraging existing cancer awareness platforms and localizing them to suit local market appeal was also key with campaigns such as #PinkOctoberUG, #MovemberUG and #SmearForSmearUG used. Finally, leveraging existing experiential events like sports tournaments to drive key messages. All the above tactics were implemented simultaneously on various platforms such as WhatsApp, Facebook, Instagram and Twitter. Program/Policy process: The process included the following steps: ideation of the social media activity and its mechanics including clearly ascertaining relevant target audiences and platforms to be used; identification of budget and key campaign resources required; engagement of potential partners to facilitate execution of the campaigns and finally execution of the campaigns. Outcomes: The outcome was a successful set of social media campaigns that were implemented from September 2017 to January 2018. The campaigns were unique as they communicated cancer prevention messages in ways that spoke to the target audiences and stood out from the information clutter as well as enabling people to participate in fun ways like wearing themed colors as well as lipstick smudges, all in support of spreading awareness about different types of cancer within key cancer awareness months. What was learned: This strategy highlighted the fact that even without sufficient funding, social media is an affordable and powerful platform that can be used to effectively spread cancer awareness messages. Something can be done without funding and much more can be done with sufficient funding.

AbstractTo promote good governance, citizens can inform governments directly and routinely about the implementation of policies and the delivery of public services. Yet citizens lack incentives to provide information when they do not expect governments to be responsive, and citizen disengagement in turn often prevents governments from providing public goods effectively. In two field experiments, we studied potential remedies to this dilemma related to solid waste services in Uganda. We randomly assigned reporters to be recruited by community nomination and to be recognized by community leaders in an attempt to select for and motivate information sharing. We also randomly assigned reporters to hear from the government about how their reports were used to make real improvements to waste services. Community nominations and public announcements did not increase reporting. However, responsiveness boosted participation over several months for reporters who had been recruited earliest and had been reporting longest, highlighting the critical role of timely government responsiveness in sustaining information flows from citizens.

The authors analyze citizen engagement efforts undertaken by the Canadian Radio-television and Telecommunications Commission (CRTC) between 2013 and 2015, under the aegis of the Let’s Talk TV (LTTV) initiative. They explore whether and how input provided by citizen-consumers during LTTV demonstrates activism through engagements in policy discussions. The article first delineates the timing and scope of activities conducted by the Canadian regulator to involve individual Canadians in reshaping digital television services. The CRTC’s early decisions are then compared to the authors’ analyses of input from hundreds of people invited to answer the CRTC’s general questions online. Comparing the decisions made to date with citizen-consumer responses, the article points to contradictions and disconnects between the authors’ findings and the CRTC’s initial decisions.Les auteures analysent les efforts entrepris par le Conseil de la radiodiffusion et des télécommunications canadiennes (CRTC) entre 2013 et 2015 pour augmenter la participation citoyenne dans le contexte de l’initiative Parlons télé. Introduction One of the first challenges faced by new Australian Prime Minister, Kevin Rudd, was what to do with the former government’s controversial citizenship test. While a quick evaluation of the test shows that 93 percent of those who have sat it ‘passed’ (Hoare), most media controversy has focussed less on the validity of such a test than whether questions relating to Australian cricketing legend, Don Bradman, are appropriate (Hawley). While the citizenship test seems nothing more that a crude and populist measure imposed by the former Howard government in its ongoing nationalistic agenda, which included paying schools to raise the Australian flag (“PM Unfurls Flag”), its imposition seems a timely reminder of the challenge of understanding citizenship today. For as the demographic structures around us continue to change, so must our understandings of ‘citizenship’. More importantly, this fluid understanding of citizenship is not limited to academics, and policy-makers, but new technologies, the processes of globalisation including a globalised media, changing demographic patterns including migration, as well as environmental challenges that place pressure on limited resources is altering the citizens understanding of their own role as well as those around them. This paper aims to sketch out a proposed new research agenda that seeks to investigate this fluid and heterogenous nature of citizenship. The focus of the research has so far been Sydney and is enveloped by a broader aim of promoting an increased level of citizen engagement both within formal and informal political structures. I begin by sketching the complex nature of Sydney before presenting some initial research findings. Sydney – A Complex City The so-called ‘emerald city’ of Sydney has been described in many ways: from a ‘global’ city (Fagan, Dowling and Longdale 1) to an ‘angry’ city (Price 16). Sarah Price’s investigative article included research from the University of Western Sydney’s Centre of Culture Research, the Bureau of Crime Statistics and interviews with Tony Grabs, the director of trauma at St Vincent’s Hospital in inner city Darlinghurst. Price found that both injuries from alcohol and drug-related violence had risen dramatically over the last few years and seemed to be driven by increasing frustrations of a city that is perceived to be lacking appropriate infrastructure and rising levels of personal and household debt. Sydney’s famous harbour and postcard landmarks are surrounded by places of controversy and poverty, with residents of very backgrounds living in close proximity: often harmoniously and sometimes less so. According to recent research by Griffith University’s Urban Research Program, the city is becoming increasingly polarised, with the wealthiest enjoying high levels of access to amenities while other sections of the population experiencing increasing deprivation (Frew 7). Sydney, is often segmented into different regions: the growth corridors of the western suburbs which include the ‘Aspirational class’; the affluent eastern suburb; the southern beachside suburbs surrounding Cronulla affectionately known by local residents as ‘the Shire’, and so on. This, however, hides that fact that these areas are themselves complex and heterogenous in character (Frew 7). As a result, the many clichés associated with such segments lead to an over simplification of regional characteristics. The ‘growth corridors’ of Western Sydney, for example, have, in recent times, become a focal point of political and social commentary. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). While a discussion of each of these research areas is beyond the scope of this paper, a regular theme is the emergence of a ‘democratic deficit’ (Chari et al. 422). Dee, for example, looks at how there exist unequal relationships between local and central governments, young people, communities and property developers in relation to space. Dee argues that this shapes social policy in a range of settings and contexts including their relationship with broader civic institutions and understandings of citizenship. Dee finds that claims for land use that involve young people rarely succeed and there is limited, if any, recourse to civic institutions. As such, we see a democratic deficit emerge because the various civic institutions involved fail in meeting their obligations to citizens. In addition, a great deal of work has emerged that investigates attempts to re-engage citizens through mechanisms to promote citizenship education and a more active citizenship which has also been accompanied by government programs with the same goals (See for example the Western Australian government’s ‘Citizenscape’ program ). For example Hahn (231) undertakes a comparative study of civic education in six countries (including Australia) and the policies and practices with respect to citizenship education and how to promote citizen activism. The results are positive, though the research was undertaken before the tumultuous events of the terrorist attacks in New York, the emergence of the ‘war on terror’ and the rise of ‘Muslim-phobia’. A gap rises, however, within the Australian literature when we consider both the fluid and heterogenous nature of citizenship. That is, how do we understand the relationship between these diverse groups living within such proximity to each other overlayed by changing migration patterns, ongoing globalised processes and changing political environments as well as their relations to civic institutions? Further, how does this influence the way individuals perceive their rights, expectations and responsibilities to the state? Given this, I believe that there is a need to understand citizenship as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary. When discussing citizenship I am interested in how people perceive both their rights and responsibilities to civic institutions as well as to the residents around them. A second, obviously related, area of interest is ‘civic engagement’: that is, “the activities of people in the various organisations and associations that make up what scholars call ‘civil society’” (Portney and Leary 4). Before describing these categories in more detail, I would like to briefly outline the methodological processes employed thus far. Much of the research to this point is based on a combination of established literature, my informal discussions with citizen groups and my observations as ‘an activist.’ That is, over the last few years I have worked with a broad cross section of community-based organisations as well as specific individuals that have attempted to confront perceived injustices. I have undertaken this work as both an activist – with organisations such as Aid/Watch and Oxfam Australia – as well as an academic invited to share my research. This work has involved designing and implementing policy and advocacy strategies including media and public education programs. All interactions begin with a detailed discussion of the aims, resources, abilities and knowledge of the groups involved, followed by workshopping campaigning strategies. This has led to the publication of an ‘activist handbook’ titled ‘From Sitting on the Couch to Changing the World’, which is used to both draft the campaign aims as well as design a systematic strategy. (The booklet, which is currently being re-drafted, is published by Oxfam Australia and registered under a creative commons licence. Much research is also sourced from direct feedback given by participants in reviewing the workshops and strategies The aim of tis paper then, is to sketch out the initial findings as well as an agenda for more formalised research. The initial findings have identified the heterogenous nature of citizenship that I have separated into four ‘citizenship spaces.’ The term space is used because these are not stable groupings as many quickly move between the areas identified as both the structures and personal situations change. 1. Marginalisation and Citizenship Deficit The first category is a citizenship deficit brought on by a sense of marginalisation. This is determined by a belief that it is pointless to interact with civic institutions, as the result is always the same: people’s opinions and needs will be ignored. Or in the case of residents from areas such as Macquarie Fields, the relationship with civic institutions, including police, is antagonistic and best avoided (White par. 21). This means that there is no connection between the population and the civic institutions around them – there is no loyalty or belief that efforts to be involved in political and civic processes will be rewarded. Here groups sense that they do not have access to political avenues to be heard, represented or demand change. This is leading to an experience of disconnection from political processes. The result is both a sense of disengagement and disempowerment. One example here emerged in discussions with protesters around the proposed development of the former Australian Defence Industry (ADI) site in St Marys, an outer-western suburb of Sydney. The development, which was largely approved, was for a large-scale housing estate proposed on sensitive bushlands in a locality that resident’s note is under-serviced in terms of public space. (For details of these discussions, see http://www.adisite.org/.) Residents often took the attitude that whatever the desire of the local community, the development would go ahead regardless. Those who worked at information booths during the resident protests informed me that the attitude was one best summarised by: “Why bother, we always get stuffed around any way.” This was confirmed by my own discussions with local residents – even those who joined the resident action group. 2. Privatisation and Citizenship Deficit This citizenship deficit not only applies to the marginalised, however, for there are also much wealthier populations who also appear to experience a deficit that results from a lack of access to civic institutions. This tends to leads to a privatisation of decision-making and withdrawal from the public arena as well as democratic processes. Consequently, the residents in the pockets of wealth may not be acting as citizens but more like consumers – asserting themselves in terms of Castells’s ‘collective consumption’ (par. 25). This citizenship deficit is brought on by ongoing privatisation. That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Here we see the emergence of ‘Chilout’: Children out of Detention. This was an organisation whose membership was described to me as ‘north shore professionals’, drew heavily on those who believed the forced incarceration of young refugee children was an affront to their values system. 4. Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. From a reactionary perspective, we see the emergence of groups that take an anti-immigration stance (such as ‘anti-immigration’ groups including Australia First that draw both activists and have an established political party). One way to understand the relationship between these groups is through the engagement/empowered typology below. While a detailed discussion of the limitations of typologies is beyond the scope of this paper, it is important to acknowledge that any typology is a simplification and generalisation of the arguments presented. Likewise, it is unlikely that any typology has the ability to cover all cases and situations. This typology can, however, be used to underscore the relational nature of citizenship. The purpose here is to highlight that there are relationships between the different citizenship spaces and individuals can move between groups and each cluster has significant internal variation. Key here is that this can frame future studies. Conclusion and Next Steps There is little doubt there is a relationship between attitudes to citizenship and the health of a democracy. In Australia, democracy is robust in some ways, but many feel disempowered, disengaged and some feel both – often believing they are remote from the workings of civic institutions. It would appear that for many, interest in the process of (formal) government is at an all-time low as reflected in declining membership of political parties (Jaensch et al. 58). Democracy is not a ‘once for ever’ achievement – it needs to be protected and promoted. To do this, we must ensure that there are avenues for representation for all. This point also highlights one of the fundamental flaws of the aforementioned citizenship test. According to the Department of Immigration and Citizenship, the test is designed to: help migrants integrate and maximise the opportunities available to them in Australia, and enable their full participation in the Australian community as citizens. (par. 4) Those designing the test have assumed that citizenship is both stable and, once achieved, automatically ensures representation. This paper directly challenges these assumptions and offers an alternative research agenda with the ultimate aim of promoting high levels of engagement and empowerment. Abstract:
Se presentan algunos resultados correspondientes al Diagnóstico Sociocultural del Área Natural Protegida Parque Lineal Quetzalapan Sedeño (PLQS), cuyo propósito es proporcionar información que permita orientar y evaluar las estrategias comunicativas y de educación no formal en materia de patrimonio natural. En el mes de mayo de 2017 se aplicaron encuestas a adultos e infantes en un radio de 2 km alrededor del PLQS, en vialidades urbanas con presencia de actividad económica y movilidad urbana significativa. En opinión de los infantes la basura es el problema más relevante alrededor de sus viviendas, en tanto que los adultos dividen su opinión entre falta de agua y delincuencia. Los adultos desconocen la existencia del PLQS aunque muestran disposición a colaborar en acciones a favor de su preservación. Aún falta aplicar más encuestas, pero ya se vislumbran indicadores sobre las posibilidades de la gestión cultural en materia de patrimonio natural.Palabras clave: patrimonio natural; representaciones sociales; gestión cultural; participación ciudadana AbstractSome results are presented corresponding to the Sociocultural Diagnosis of the Protected Natural Area “Parque Lineal Quetzalapan Sedeño” (PLQS), whose purpose is to provide infor­mation to plan education (formal and non formal) and communication strategies in natural heritage. In May 2017, surveys were apply on adults and children about 2 km around PLQS, in urban mainstreets with significant economic activity and urban mobility. In the opinion of the infants, garbage is the most relevant problem around their homes, while adults divide their opinion between water shortage and delinquency. Adults are not aware of the existence of PLQS although they are willing to collaborate in actions in favor. There is still a need for more surveys, but indicators shows the possibilities of cultural management in terms of natural heri­tage.Keywords: natural heritage; social representations; cultural management; citizen participation

Abstract:
Purpose The purpose of this paper is to assess the readiness of Ugandans to accept electronic voting under the restrictive conditions of the COVID-19 pandemic. Design/methodology/approach A semi-structured questionnaire, built on a five-point-Likert scale with responses ranging from 1 – strongly disagree to 5 – strongly agree was used to get quantifiable data from four main electoral stakeholders i.e. the policymakers, urban and semi-urban youth, rural voters and government officials. These stakeholders were purposively and conveniently selected because of the influential roles they play in promoting electoral democracy in Uganda. Using a cross-sectional survey design, the authors adopted correlational and quantitative research designs to collect and analyse data. Data was collected from a maximum sample size of 384 as recommended by Krejcie and Morgan (1970) from which 252 useful responses (65.6% response rate) were obtained. Using a statistical package for social scientists version 21.0, the authors performed a Pearson correlation coefficient to determine the relationships between study variables and linear regression analysis to predict the readiness of the stakeholders to accept e-voting more especially under the constraints caused by the COVID-19 pandemic. Findings There was a positive significant relationship between perceived usefulness (PU) and attitude towards adoption, perceived ease of use and attitude towards adoption, attitude and readiness and finally trust propensity and readiness. The regression results show that 65% of the variations in readiness to adopt e-voting can be explained by perceived ease of use, PU, trust propensity and attitude towards adoption. Attitude towards adopting e-voting accounts for the highest variations in the model followed by trust propensity and finally PU. However, perceived ease of use was found to be insignificant. Research limitations/implications The study was limited to only PU, perceived ease of use, trust propensity, attitudes towards using/adoption and readiness to accept e-voting amidst the COVID-19 strict conditions. In Africa, electoral democracy can be influenced by a number of factors such as finances, education levels, sectarianism, voter rigging, perceived risk, political and economic environment. These were not taken into consideration yet they would affect the stakeholders’ attitudes and perceptions which would directly or indirectly affect the adoption of electronic voting. Practical implications Given the low levels of technology infrastructure in the country, there is a general low uptake of technology-oriented systems. The internet reach is low and quality is poor whilst the radio and televisions network is limited to a few urban settings, poor quality technology systems such as the recently acquired voter biometric systems and the constant government actions to switch off the internet and social media whenever there are contentious political issues. These inadequacies together with the restrictive COVID-19 conditions have compromised the participation of stakeholders which dents the stakeholders’ readiness to accept e-voting which consequently compromises electoral democracy in the country. Therefore, government, electoral observers, the international community and civil society organizations need to accelerate the technology infrastructure development in the country, training and development of technical skills and competences, as well as mass mobilization on the use of technology-oriented platforms aimed at promoting electoral democracy. The country should come up with ICT policies and regulations that encourage the use of ICT in areas that promote democracy. These may include; the use of an easy e-voting system such as emails and voting via the post office. Also, Lawmakers, civil society organizations and the international community should make it punitive for anyone who disenfranchises people through internet disconnection, denial of access to broadcast, print and online media. These interventions will restore peoples’ attitudes and perceptions towards electronic voting, consequently increasing their levels of participation in the electioneering process. Originality/value The Ministry of Health, the Uganda Police Force and other security agencies have come out strongly to enforce the COVID-19 standard operating procedures which among others include the banning of political gatherings, processions and meetings of any kind. As a remedy, the Electoral Commission is encouraging political parties, electoral candidates, voters and other stakeholders to use technology-oriented systems such as mobile phones, broadcast and print media, the internet and others to reach out to the electorate. With the government in full control of all these electronic, print and broadcast media, having previously switched them off during the 2011 and 2016 polls consequently disenfranchising many people from their democratic rights, it remains unknown the extent to which the electorate is ready to accept and appreciate scientific voting more so during this time when restrictions against COVID-19 are not making it any better for the voters and other key participants to carry out their political and civil activities.

Abstract:
One of the first challenges faced by new Australian Prime Minister, Kevin Rudd, was what to do with the former government’s controversial citizenship test. While a quick evaluation of the test shows that 93 percent of those who have sat it ‘passed’ (Hoare), most media controversy has focussed less on the validity of such a test than whether questions relating to Australian cricketing legend, Don Bradman, are appropriate (Hawley). While the citizenship test seems nothing more that a crude and populist measure imposed by the former Howard government in its ongoing nationalistic agenda, which included paying schools to raise the Australian flag (“PM Unfurls Flag”), its imposition seems a timely reminder of the challenge of understanding citizenship today. For as the demographic structures around us continue to change, so must our understandings of ‘citizenship’. More importantly, this fluid understanding of citizenship is not limited to academics, and policy-makers, but new technologies, the processes of globalisation including a globalised media, changing demographic patterns including migration, as well as environmental challenges that place pressure on limited resources is altering the citizens understanding of their own role as well as those around them. This paper aims to sketch out a proposed new research agenda that seeks to investigate this fluid and heterogenous nature of citizenship. The focus of the research has so far been Sydney and is enveloped by a broader aim of promoting an increased level of citizen engagement both within formal and informal political structures. I begin by sketching the complex nature of Sydney before presenting some initial research findings. Sydney – A Complex City The so-called ‘emerald city’ of Sydney has been described in many ways: from a ‘global’ city (Fagan, Dowling and Longdale 1) to an ‘angry’ city (Price 16). Sarah Price’s investigative article included research from the University of Western Sydney’s Centre of Culture Research, the Bureau of Crime Statistics and interviews with Tony Grabs, the director of trauma at St Vincent’s Hospital in inner city Darlinghurst. Price found that both injuries from alcohol and drug-related violence had risen dramatically over the last few years and seemed to be driven by increasing frustrations of a city that is perceived to be lacking appropriate infrastructure and rising levels of personal and household debt. Sydney’s famous harbour and postcard landmarks are surrounded by places of controversy and poverty, with residents of very backgrounds living in close proximity: often harmoniously and sometimes less so. According to recent research by Griffith University’s Urban Research Program, the city is becoming increasingly polarised, with the wealthiest enjoying high levels of access to amenities while other sections of the population experiencing increasing deprivation (Frew 7). Sydney is often segmented into different regions: the growth corridors of the western suburbs which include the ‘Aspirational class’; the affluent eastern suburb; the southern beachside suburbs surrounding Cronulla affectionately known by local residents as ‘the Shire’, and so on. This, however, hides that fact that these areas are themselves complex and heterogenous in character (Frew 7). As a result, the many clichés associated with such segments lead to an over simplification of regional characteristics. The ‘growth corridors’ of Western Sydney, for example, have, in recent times, become a focal point of political and social commentary. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). While a discussion of each of these research areas is beyond the scope of this paper, a regular theme is the emergence of a ‘democratic deficit’ (Chari et al. 422). Dee, for example, looks at how there exist unequal relationships between local and central governments, young people, communities and property developers in relation to space. Dee argues that this shapes social policy in a range of settings and contexts including their relationship with broader civic institutions and understandings of citizenship. Dee finds that claims for land use that involve young people rarely succeed and there is limited, if any, recourse to civic institutions. As such, we see a democratic deficit emerge because the various civic institutions involved fail in meeting their obligations to citizens. In addition, a great deal of work has emerged that investigates attempts to re-engage citizens through mechanisms to promote citizenship education and a more active citizenship which has also been accompanied by government programs with the same goals (See for example the Western Australian government’s ‘Citizenscape’ program ). For example Hahn (231) undertakes a comparative study of civic education in six countries (including Australia) and the policies and practices with respect to citizenship education and how to promote citizen activism. The results are positive, though the research was undertaken before the tumultuous events of the terrorist attacks in New York, the emergence of the ‘war on terror’ and the rise of ‘Muslim-phobia’. A gap rises, however, within the Australian literature when we consider both the fluid and heterogenous nature of citizenship. That is, how do we understand the relationship between these diverse groups living within such proximity to each other overlayed by changing migration patterns, ongoing globalised processes and changing political environments as well as their relations to civic institutions? Further, how does this influence the way individuals perceive their rights, expectations and responsibilities to the state? Given this, I believe that there is a need to understand citizenship as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary. When discussing citizenship I am interested in how people perceive both their rights and responsibilities to civic institutions as well as to the residents around them. A second, obviously related, area of interest is ‘civic engagement’: that is, “the activities of people in the various organisations and associations that make up what scholars call ‘civil society’” (Portney and Leary 4). Before describing these categories in more detail, I would like to briefly outline the methodological processes employed thus far. Much of the research to this point is based on a combination of established literature, my informal discussions with citizen groups and my observations as ‘an activist.’ That is, over the last few years I have worked with a broad cross section of community-based organisations as well as specific individuals that have attempted to confront perceived injustices. I have undertaken this work as both an activist – with organisations such as Aid/Watch and Oxfam Australia – as well as an academic invited to share my research. This work has involved designing and implementing policy and advocacy strategies including media and public education programs. All interactions begin with a detailed discussion of the aims, resources, abilities and knowledge of the groups involved, followed by workshopping campaigning strategies. This has led to the publication of an ‘activist handbook’ titled ‘From Sitting on the Couch to Changing the World’, which is used to both draft the campaign aims as well as design a systematic strategy. (The booklet, which is currently being re-drafted, is published by Oxfam Australia and registered under a creative commons licence. For those interested, copies are available by emailing j.arvanitakis (at) uws.edu.au.) Much research is also sourced from direct feedback given by participants in reviewing the workshops and strategies The aim of tis paper then, is to sketch out the initial findings as well as an agenda for more formalised research. The initial findings have identified the heterogenous nature of citizenship that I have separated into four ‘citizenship spaces.’ The term space is used because these are not stable groupings as many quickly move between the areas identified as both the structures and personal situations change. 1. Marginalisation and Citizenship Deficit The first category is a citizenship deficit brought on by a sense of marginalisation. This is determined by a belief that it is pointless to interact with civic institutions, as the result is always the same: people’s opinions and needs will be ignored. Or in the case of residents from areas such as Macquarie Fields, the relationship with civic institutions, including police, is antagonistic and best avoided (White par. 21). This means that there is no connection between the population and the civic institutions around them – there is no loyalty or belief that efforts to be involved in political and civic processes will be rewarded. Here groups sense that they do not have access to political avenues to be heard, represented or demand change. This is leading to an experience of disconnection from political processes. The result is both a sense of disengagement and disempowerment. One example here emerged in discussions with protesters around the proposed development of the former Australian Defence Industry (ADI) site in St Marys, an outer-western suburb of Sydney. The development, which was largely approved, was for a large-scale housing estate proposed on sensitive bushlands in a locality that resident’s note is under-serviced in terms of public space. (For details of these discussions, see http://www.adisite.org/.) Residents often took the attitude that whatever the desire of the local community, the development would go ahead regardless. Those who worked at information booths during the resident protests informed me that the attitude was one best summarised by: “Why bother, we always get stuffed around any way.” This was confirmed by my own discussions with local residents – even those who joined the resident action group. 2. Privatisation and Citizenship Deficit This citizenship deficit not only applies to the marginalised, however, for there are also much wealthier populations who also appear to experience a deficit that results from a lack of access to civic institutions. This tends to leads to a privatisation of decision-making and withdrawal from the public arena as well as democratic processes. Consequently, the residents in the pockets of wealth may not be acting as citizens but more like consumers – asserting themselves in terms of Castells’s ‘collective consumption’ (par. 25). This citizenship deficit is brought on by ongoing privatisation. That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Here we see the emergence of ‘Chilout’: Children out of Detention. This was an organisation whose membership was described to me as ‘north shore professionals’, drew heavily on those who believed the forced incarceration of young refugee children was an affront to their values system. 4. Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. From a reactionary perspective, we see the emergence of groups that take an anti-immigration stance (such as ‘anti-immigration’ groups including Australia First that draw both activists and have an established political party). One way to understand the relationship between these groups is through the engagement/empowered typology below. While a detailed discussion of the limitations of typologies is beyond the scope of this paper, it is important to acknowledge that any typology is a simplification and generalisation of the arguments presented. Likewise, it is unlikely that any typology has the ability to cover all cases and situations. This typology can, however, be used to underscore the relational nature of citizenship. The purpose here is to highlight that there are relationships between the different citizenship spaces and individuals can move between groups and each cluster has significant internal variation. Key here is that this can frame future studies. Conclusion and Next Steps There is little doubt there is a relationship between attitudes to citizenship and the health of a democracy. In Australia, democracy is robust in some ways, but many feel disempowered, disengaged and some feel both – often believing they are remote from the workings of civic institutions. It would appear that for many, interest in the process of (formal) government is at an all-time low as reflected in declining membership of political parties (Jaensch et al. 58). Democracy is not a ‘once for ever’ achievement – it needs to be protected and promoted. To do this, we must ensure that there are avenues for representation for all. This point also highlights one of the fundamental flaws of the aforementioned citizenship test. According to the Department of Immigration and Citizenship, the test is designed to: help migrants integrate and maximise the opportunities available to them in Australia, and enable their full participation in the Australian community as citizens. (par. 4) Those designing the test have assumed that citizenship is both stable and, once achieved, automatically ensures representation. This paper directly challenges these assumptions and offers an alternative research agenda with the ultimate aim of promoting high levels of engagement and empowerment. Photo by Finding Dan | Dan Grinwis on Unsplash We who grew up texting, instant messaging, and emailing are blessed with native fluency in internet slang that varies according to country and language. Growing up in Sub-Saharan Africa, my schoolmates and I particularly loved to say TIA or, “This Is Africa.”[1] Largely popularized through the 2006 film, “Blood Diamond”,[2] TIA was the answer to all of the idiosyncrasies that accompanied living in the middle of the second-largest continent. Pulled over by local traffic police who demand a “cold drink”? TIA. Helped push the school bus out of a massive pothole during monsoon season? TIA. Reached for your Nokia brick only to pull a similarly sized cockroach from your purse? TIA. Largely isolated from the rest of the world, disease hysteria triggered by bird flu, SARS, and MERS passed by Sub-Saharan Africa as a far- off echo – my community was preoccupied with more imminent threats like malaria and cholera. The 2013 Ebola epidemic was the first time I was exposed to the narrow focus and broad indifference with which the wider world regards Africa. Mass hysteria over an “African disease” that threatened US shores exhibited narrow focus[3] while broad indifference manifested as radio silence following the resolution of cases in the US and Europe. The outbreak lasted until 2016 but coverage waned after 2015, when the only Ebola patients outside of Africa were expats shipped home for recovery.[4] As a freshman in college, my new British friends asked whether my family was at risk (they were not) and whether it was safe for me to go home for the holidays (it was). The 2013 outbreak primarily affected West Africa, on the opposite side of the continent. But to my college friends, Africa was a disease-ridden monolith. TIA, that is Africa. To the indifferent journalist, Africa is a convenient narrative device. By refusing to think of parts of Africa as anything other than the whole, we reduce a continent of 54 nations to a single entity – smaller and more manageable. The same occurred at the height of COVID-19 anxieties. As the healthcare systems of “more developed” countries threatened imminent collapse, a cry rattled across the globe: what will the Africans do?[5] Military-enforced lockdowns?[6] Will we have to take care of their citizens again?[7] While catching up with some friends in July 2020, I resisted an eyeroll as an acquaintance, grinning smugly, announced a new Ebola outbreak plaguing Congo.[8] (He probably meant DRC but he did not specify, and I am not sure he knew the difference.) A quick Google search confirmed the news, reported with glee in all major news media.[9] The Zoom call erupted in a flurry of sighs as my friends contemplated the new threat to US soil. Ever the party pooper, I emphasized that the outbreak was nothing new. The Ebola virus takes its name from its eponymous river in the DRC and the Congolese government had only just announced the end to a two-year struggle with Ebola in April.[10] Soon afterwards, the world lost interest; Al-Jazeera posted its last Ebola article on July 25.[11] Concurrently, coverage on ‘Africa’s COVID-19 crisis’ dwindled, eclipsed by worldwide #BLM protests, unrest in Belarus, and the US elections. As the attention on other world events settled, the “developed” world checked in with “poor, underdeveloped” Africa.[12] Despite concerns about cramped South African townships and the veracity of disease reports in Nigeria,[13] the number of COVID-19 cases and death rates in the continent have stayed low.[14] Citing a young population, existing contact-tracing infrastructure, and cross-immunity from other coronaviruses, several published articles analyze Africa’s mortality statistics.[15] Some, as pointed out by Ghanaian journalist, Karen Attiah, strive to paint the successes of African COVID-19 responses with stereotypical images of poverty and instability. After all, TIA. But while the world was not looking, African healthcare systems rallied. Wild poliovirus was completely eradicated from the continent in August.[16] Uganda began developing its own COVID-19 testing kits in May.[17] COVID-19 cases were limited to ten of Africa’s 54 countries while the DRC’s leading Ebola expert[18] reported that the new outbreak was under control.[19]Though there are still economic concerns due to reduced import-export activity between countries, Africa stands strong as second waves in Europe threaten to overrun hospitals.[20] A year from the beginning of the COVID-19 pandemic, the WHO shared concerns of a lack of justice and equality in global vaccine distribution.[21] Higher income countries have had enough stock to vaccinate one fourth of their population, on average, while low income countries are limited to around 1 in 500.[22] However, a headline in CBS News implies that the low vaccination rate in South Africa is due to a domestic class struggle between the rich and poor citizens,[23] rather than an issue of vaccine nationalism. There are some reporters in Western news media, like Peter Mwai who reports for the BBC, who portray African healthcare systems in a balanced way. Seeking out unbiased writers’ articles is the best way to ensure exposure to balanced news. However, this is an exercise that many readers overlook because they depend on headlines for information. The bias is systematic, and the reliability of a few reporters is outweighed by countless examples of careless copy editing. As evidenced by the CBS News clip, quick turnaround time for publishing live television broadcast clips online leads to sloppy research, injecting prejudices in news media. Perhaps it is too early to celebrate. But as Western media spotlights claims that Africa was spared due to herd immunity from previous coronaviruses blazing through poverty-stricken neighborhoods, it does not seem so bad to rebuff the stereotype.[24] The US currently leads in total COVID-19 cases, followed by India, Brazil, and France. South Africa does not even break the top ten. Morocco, next in line, resides comfortably at 32.[25] For the moment, we can be proud. Decades of experience building infrastructure around highly contagious diseases paid off. Many public health officials in African governments acknowledged and addressed COVID-19’s potential early. Abstract:
The Australian Government has been actively evaluating how best to merge the functions of the Australian Communications Authority (ACA) and the Australian Broadcasting Authority (ABA) for around two years now. Broadly, the reason for this is an attempt to keep pace with the communications media transformations we reduce to the term “convergence.” Mounting pressure for restructuring is emerging as a site of turf contestation: the possibility of a regulatory “one-stop shop” for governments (and some industry players) is an end game of considerable force. But, from a public interest perspective, the case for a converged regulator needs to make sense to audiences using various media, as well as in terms of arguments about global, industrial, and technological change. This national debate about the institutional reshaping of media regulation is occurring within a wider global context of transformations in social, technological, and politico-economic frameworks of open capital and cultural markets, including the increasing prominence of international economic organisations, corporations, and Free Trade Agreements (FTAs). Although the recently concluded FTA with the US explicitly carves out a right for Australian Governments to make regulatory policy in relation to existing and new media, considerable uncertainty remains as to future regulatory arrangements. A key concern is how a right to intervene in cultural markets will be sustained in the face of cultural, politico-economic, and technological pressures that are reconfiguring creative industries on an international scale. While the right to intervene was retained for the audiovisual sector in the FTA, by contrast, it appears that comparable unilateral rights to intervene will not operate for telecommunications, e-commerce or intellectual property (DFAT). Blurring Boundaries A lack of certainty for audiences is a by-product of industry change, and further blurs regulatory boundaries: new digital media content and overlapping delivering technologies are already a reality for Australia’s media regulators. These hypothetical media usage scenarios indicate how confusion over the appropriate regulatory agency may arise: 1. playing electronic games that use racist language; 2. being subjected to deceptive or misleading pop-up advertising online 3. receiving messaged imagery on your mobile phone that offends, disturbs, or annoys; 4. watching a program like World Idol with SMS voting that subsequently raises charging or billing issues; or 5. watching a new “reality” TV program where products are being promoted with no explicit acknowledgement of the underlying commercial arrangements either during or at the end of the program. These are all instances where, theoretically, regulatory mechanisms are in place that allow individuals to complain and to seek some kind of redress as consumers and citizens. In the last scenario, in commercial television under the sector code, no clear-cut rules exist as to the precise form of the disclosure—as there is (from 2000) in commercial radio. It’s one of a number of issues the peak TV industry lobby Commercial TV Australia (CTVA) is considering in their review of the industry’s code of practice. CTVA have proposed an amendment to the code that will simply formalise the already existing practice . That is, commercial arrangements that assist in the making of a program should be acknowledged either during programs, or in their credits. In my view, this amendment doesn’t go far enough in post “cash for comment” mediascapes (Dwyer). Audiences have a right to expect that broadcasters, production companies and program celebrities are open and transparent with the Australian community about these kinds of arrangements. They need to be far more clearly signposted, and people better informed about their role. In the US, the “Commercial Alert” <http://www.commercialalert.org/> organisation has been lobbying the Federal Communications Commission and the Federal Trade Commission to achieve similar in-program “visual acknowledgements.” The ABA’s Commercial Radio Inquiry (“Cash-for-Comment”) found widespread systemic regulatory failure and introduced three new standards. On that basis, how could a “standstill” response by CTVA, constitute best practice for such a pervasive and influential medium as contemporary commercial television? The World Idol example may lead to confusion for some audiences, who are unsure whether the issues involved relate to broadcasting or telecommunications. In fact, it could be dealt with as a complaint to the Telecommunication Industry Ombudsman (TIO) under an ACA registered, but Australian Communications Industry Forum (ACIF) developed, code of practice. These kind of cross-platform issues may become more vexed in future years from an audience’s perspective, especially if reality formats using on-screen premium rate service numbers invite audiences to participate, by sending MMS (multimedia messaging services) images or short video grabs over wireless networks. The political and cultural implications of this kind of audience interaction, in terms of access, participation, and more generally the symbolic power of media, may perhaps even indicate a longer-term shift in relations with consumers and citizens. In the Internet example, the Australian Competition and Consumer Commission’s (ACCC) Internet advertising jurisdiction would apply—not the ABA’s “co-regulatory” Internet content regime as some may have thought. Although the ACCC deals with complaints relating to Internet advertising, there won’t be much traction for them in a more complex issue that also includes, say, racist or religious bigotry. The DVD example would probably fall between the remits of the Office of Film and Literature Classification’s (OFLC) new “convergent” Guidelines for the Classification of Film and Computer Games and race discrimination legislation administered by the Human Rights and Equal Opportunity Commission (HREOC). The OFLC’s National Classification Scheme is really geared to provide consumer advice on media products that contain sexual and violent imagery or coarse language, rather than issues of racist language. And it’s unlikely that a single person would have the locus standito even apply for a reclassification. It may fall within the jurisdiction of the HREOC depending on whether it was played in public or not. Even then it would probably be considered exempt on free speech grounds as an “artistic work.” Unsolicited, potentially illegal, content transmitted via mobile wireless devices, in particular 3G phones, provide another example of content that falls between the media regulation cracks. It illustrates a potential content policy “turf grab” too. Image-enabled mobile phones create a variety of novel issues for content producers, network operators, regulators, parents and viewers. There is no one government media authority or agency with a remit to deal with this issue. Although it has elements relating to the regulatory activities of the ACA, the ABA, the OFLC, the TIO, and TISSC, the combination of illegal or potentially prohibited content and its carriage over wireless networks positions it outside their current frameworks. The ACA may argue it should have responsibility for this kind of content since: it now enforces the recently enacted Commonwealth anti-Spam laws; has registered an industry code of practice for unsolicited content delivered over wireless networks; is seeking to include ‘adult’ content within premium rate service numbers, and, has been actively involved in consumer education for mobile telephony. It has also worked with TISSC and the ABA in relation to telephone sex information services over voice networks. On the other hand, the ABA would probably argue that it has the relevant expertise for regulating wirelessly transmitted image-content, arising from its experience of Internet and free and subscription TV industries, under co-regulatory codes of practice. The OFLC can also stake its claim for policy and compliance expertise, since the recently implemented Guidelines for Classification of Film and Computer Games were specifically developed to address issues of industry convergence. These Guidelines now underpin the regulation of content across the film, TV, video, subscription TV, computer games and Internet sectors. Reshaping Institutions Debates around the “merged regulator” concept have occurred on and off for at least a decade, with vested interests in agencies and the executive jockeying to stake claims over new turf. On several occasions the debate has been given renewed impetus in the context of ruling conservative parties’ mooted changes to the ownership and control regime. It’s tended to highlight demarcations of remit, informed as they are by historical and legal developments, and the gradual accretion of regulatory cultures. Now the key pressure points for regulatory change include the mere existence of already converged single regulatory structures in those countries with whom we tend to triangulate our policy comparisons—the US, the UK and Canada—increasingly in a context of debates concerning international trade agreements; and, overlaying this, new media formats and devices are complicating existing institutional arrangements and legal frameworks. The Department of Communications, Information Technology & the Arts’s (DCITA) review brief was initially framed as “options for reform in spectrum management,” but was then widened to include “new institutional arrangements” for a converged regulator, to deal with visual content in the latest generation of mobile telephony, and other image-enabled wireless devices (DCITA). No other regulatory agencies appear, at this point, to be actively on the Government’s radar screen (although they previously have been). Were the review to look more inclusively, the ACCC, the OFLC and the specialist telecommunications bodies, the TIO and the TISSC may also be drawn in. Current regulatory arrangements see the ACA delegate responsibility for broadcasting services bands of the radio frequency spectrum to the ABA. In fact, spectrum management is the turf least contested by the regulatory players themselves, although the “convergent regulator” issue provokes considerable angst among powerful incumbent media players. The consensus that exists at a regulatory level can be linked to the scientific convention that holds the radio frequency spectrum is a continuum of electromagnetic bands. In this view, it becomes artificial to sever broadcasting, as “broadcasting services bands” from the other remaining highly diverse communications uses, as occurred from 1992 when the Broadcasting Services Act was introduced. The prospect of new forms of spectrum charging is highly alarming for commercial broadcasters. In a joint submission to the DCITA review, the peak TV and radio industry lobby groups have indicated they will fight tooth and nail to resist new regulatory arrangements that would see a move away from the existing licence fee arrangements. These are paid as a sliding scale percentage of gross earnings that, it has been argued by Julian Thomas and Marion McCutcheon, “do not reflect the amount of spectrum used by a broadcaster, do not reflect the opportunity cost of using the spectrum, and do not provide an incentive for broadcasters to pursue more efficient ways of delivering their services” (6). An economic rationalist logic underpins pressure to modify the spectrum management (and charging) regime, and undoubtedly contributes to the commercial broadcasting industry’s general paranoia about reform. Total revenues collected by the ABA and the ACA between 1997 and 2002 were, respectively, $1423 million and $3644.7 million. Of these sums, using auction mechanisms, the ABA collected $391 million, while the ACA collected some $3 billion. The sale of spectrum that will be returned to the Commonwealth by television broadcasters when analog spectrum is eventually switched off, around the end of the decade, is a salivating prospect for Treasury officials. The large sums that have been successfully raised by the ACA boosts their position in planning discussions for the convergent media regulatory agency. The way in which media outlets and regulators respond to publics is an enduring question for a democratic polity, irrespective of how the product itself has been mediated and accessed. Media regulation and civic responsibility, including frameworks for negotiating consumer and citizen rights, are fundamental democratic rights (Keane; Tambini). The ABA’s Commercial Radio Inquiry (‘cash for comment’) has also reminded us that regulatory frameworks are important at the level of corporate conduct, as well as how they negotiate relations with specific media audiences (Johnson; Turner; Gordon-Smith). Building publicly meaningful regulatory frameworks will be demanding: relationships with audiences are often complex as people are constructed as both consumers and citizens, through marketised media regulation, institutions and more recently, through hybridising program formats (Murdock and Golding; Lumby and Probyn). In TV, we’ve seen the growth of infotainment formats blending entertainment and informational aspects of media consumption. At a deeper level, changes in the regulatory landscape are symptomatic of broader tectonic shifts in the discourses of governance in advanced information economies from the late 1980s onwards, where deregulatory agendas created an increasing reliance on free market, business-oriented solutions to regulation. “Co-regulation” and “self-regulation’ became the preferred mechanisms to more direct state control. Yet, curiously contradicting these market transformations, we continue to witness recurring instances of direct intervention on the basis of censorship rationales (Dwyer and Stockbridge). That digital media content is “converging” between different technologies and modes of delivery is the norm in “new media” regulatory rhetoric. Others critique “visions of techno-glory,” arguing instead for a view that sees fundamental continuities in media technologies (Winston). But the socio-cultural impacts of new media developments surround us: the introduction of multichannel digital and interactive TV (in free-to-air and subscription variants); broadband access in the office and home; wirelessly delivered content and mobility, and, as Jock Given notes, around the corner, there’s the possibility of “an Amazon.Com of movies-on-demand, with the local video and DVD store replaced by online access to a distant server” (90). Taking a longer view of media history, these changes can be seen to be embedded in the global (and local) “innovation frontier” of converging digital media content industries and its transforming modes of delivery and access technologies (QUT/CIRAC/Cutler & Co). The activities of regulatory agencies will continue to be a source of policy rivalry and turf contestation until such time as a convergent regulator is established to the satisfaction of key players. However, there are risks that the benefits of institutional reshaping will not be readily available for either audiences or industry. In the past, the idea that media power and responsibility ought to coexist has been recognised in both the regulation of the media by the state, and the field of communications media analysis (Curran and Seaton; Couldry). But for now, as media industries transform, whatever the eventual institutional configuration, the evolution of media power in neo-liberal market mediascapes will challenge the ongoing capacity for interventions by national governments and their agencies. Abstract:
Introduction The construction of meaning is specifically denoted by texts that are created and published by the mass media. To highlight how that meaning is constructed, we might take a communication research approach which then enables us to understand how mass media texts impact society. To undertake such an approach it is useful to reflect on two methods outlined by Adoni and Mane who suggest there are two communication research methodologies. “The first focuses on the social construction of reality as an important aspect of the relationship between culture and society. The second approach concentrates on the social construction of reality as one type of media effect.” (Adoni and Mane 323). Relying on Adoni and Mane’s second communication research approach and combining this with the practice of remix, we can begin to understand how practitioners construct a reality from the mass audience perspective and not the mass media’s construction. This aligns with the approach taken by the ABC Pool remix practitioners in that they are informed by the mass media’s construction of meaning, yet oppose their understanding of the text as the basis for their altered construction of meaning. The oppositional reading of the media text also aligns with Hall’s encoding/decoding theory, specifically the oppositional reading where audiences resist the dominant or preferred reading of the text (Long & Wall). If we align Deuze’s (Media Work) thinking to mass media that suggests we live in media as opposed to with media, the effects of the construction of reality have a major impact on how we construct our own lives. Until recently, that media and consequent meaning has been constructed by the mass media and broadcast into our living rooms, headphones, billboards and other public spaces where media resides. The emergence of Web 2.0 technologies and the affordances these information and communication technologies provide for the audience to talk back in new and innovative ways has challenged that traditional model of meaning construction. Now, instead of the mass media designing and disseminating meaning through our media consumption channels, the audience also has an opportunity to participate in this consumption and production process (Bruns; Jenkins; Shirky). “Remix means to take cultural artifacts and combine and manipulate them into new kinds of creative blends,” according to (Knobel & Lankshear 22) where Lessig argues that digital remix is writing on a mass cultural practice scale (Remix). Remix within this paper is considered a practice that takes the affordances of the technology and couples that with the creative ability of the artists to create socially constructed meanings through new and inventive methods. In considering socially constructed meaning, it is useful to reflect on media dependency theory, which suggests the amount of subjective reality depends on direct experience with various phenomena and the exposure to the media in relation to those phenomena (Ball-Rokeach and DeFleur). “According to the media dependency hypothesis, the degree of media contribution to the individual's construction of subjective reality is a function of one's direct experience with various phenomena and consequent dependence on the media for information about these phenomena” (Adoni and Mane 324). Remix requires a parent piece of media (the original meaning) to create a remixed child (the re-constructed meaning). There is a clear dependency relationship between the parent and child pieces of media in this arrangement, which realistically shapes how the child will be created. If this material is published in a non-institutional environment, the artist is more or less free to demonstrate what ever meaning they wish to express. However when this practice emerges from within an institutional environment, this raises concerns of the media production, namely is the media institution challenging the original meaning they placed on certain texts and are they endorsing the new socially constructed meaning provided by remix artists? Constructing new forms of meaning and challenging the preferred meaning of institutionally generated texts intrinsically connects remix to the act of online activism. Activism can be defined as “people and organisations that work to promote social or political changes” for the benefit of society (Jones 1). Scholars have noted the significance of online technologies to aid in the mobilisation of mass groups of individuals in protest. In light of the recent Arab Spring uprisings, González-Bailón et al. note “the number of events connecting social media with social unrest has multiplied, not only in the context of authoritarian regimes exemplified by the recent wave of upsurges across the Arab world but also in western liberal democracies, particularly in the aftermath of the financial crisis and changes to welfare policies” (para 1). Although the majority of work that is remixed on ABC Pool is not related to an authoritarian regime, it is representative of the frustrations many citizens have towards the inequality of distribution of wealth and power to a few privileged individuals. Remix as an online activism activity also explicitly demonstrates Hall’s oppositional reading of encoded texts. This paper will use media dependency theory as a lens to investigate how remix occurs outside of the institution to challenge the meanings created by authorities within the institutional setting, while challenging the mass media approach towards social discourse construction. To do this, the paper will focus on the case study of one remix artist, Main$treaM, who was an active participant within the institutional online community, ABC Pool. ABC Pool was a user created content space that ceased to operate during May 2013 from within the Australian Broadcasting Corporation (ABC). The Pool project enabled users to publish their audio, video, photography and writing on a platform that was developed and resourced by the ABC. ABC Pool was open to everyone and was governed by the same editorial policies that regulated all media and activities across the ABC in relation to the ABC Charter (ABC Act 1983). ABC Pool also operated under a Creative Commons licensing regime which enabled media to flow across platforms, for example the Internet, radio and television, while providing attribution to the original author (generally under a Creative Commons Attribution Non-Commercial license). Main$treaM was one active user that engaged in remix to pursue his creative direction but to also challenge the meanings of texts that had been created by the mass media. Max Prophet$ equals Ca$h for Comments Main$treaM had been active in Pool for several months when he began publishing his remixed works. His approach towards media and its production is especially important as his technique involved challenging the societal discourse that is accepted from traditional forms of media production and reappropriating them to reflect how an audience would reconstruct them, from their Deuzian lived in experience. Main$treaM can also be classified as an oppositional reader of text in regards to how he decodes the meaning within the message (Hall). His online activist approach is obvious in his self-described profile. Main$treaM’s profile on ABC Pool says: Making animations, music & loads of max prophet$ However, his profile on Discogs (Discogs is one of the largest online music databases, where users can contribute music information and data while locating collectables within the global marketplace) reveals the artist’s creative and political perspectives: Main$treaM started off wanting to piss people off. He loathed the studio recording industry professionals & Sound Production Mass Media Culture in general. How could it be that a TV Camera can record what you say in the street, then edit it into something YOU DID NOT SAY but take a little news sample off the TV & bam: "WE WILL SUE YOU" These days it makes me sick that hard breaks & media cut ups are trendy. Not sick enough to actually stop. Main$treaM’s approach is one that challenges the stereotypical rhetoric tropes of the mass media and is concerned with choosing a remix style that aligns with the media dependency theory. That is, he draws on the one perspective which is garnered by the traditional media figureheads and applies his lived in experience with those same societal discourses to provide a significantly different meaning (Ball-Rokeach & DeFleur). The tool he uses to operationalise this is the art of remix by taking multiple cultural artefacts to create new creative blends (Knobel & Lankshear). John Laws is a radio celebrity who has dominated the Australian media landscape for decades with his at times controversial ‘shock jock’ talk back radio program. He is right wing in his political alignment and has at times been the centre of controversial programming efforts that has riled Australian audiences, which also involved input from Australian media authorities. His political alignment coupled with his disregard for audience sensitivities makes Laws an ideal character for an activist remix artist such as Main$treaM to target. Main$treaM had taken comments that Laws had made, placed them out of context and remixed them to deliberately misrepresent Laws’s opinion. One track in particular, Max Prophet$, is a reaction to the controversial Cash for Comments scandal (Johnson). In this case, John Laws was accused of receiving remuneration from Toyota to endorse their products on his radio program without acknowledging this activity as advertising. Main$treaM, through one of his ABC Pool contributions Max Prophet$, selected various comments that Laws had made during his radio broadcasts, and remixed them in a format that had John Laws say he was indeed receiving large amounts of money from Toyota. His remix, in the tradition of Pauline Pantsdown, took Laws’s comments and connected them to say “That really is a terrific vehicle that Hilux Workmate, great name too isn’t it”, highlighting a clear endorsement of the Toyota product by the radio presenter. However, Main$treaM did not stop at proving his point with this one remix contribution. He also provided in addition to the Max Prophet$ contribution, many other controversial social commentary works, including Cock Cheek parts One and Two, Prickseye Picture of You and I, and Ca$h for Comment$. Each contribution focussed on a particular character trait that Laws had become known for, such as inviting input from his listeners and then hanging up on them when they provided commentary that was contrary to his opinion. “Did I call you or did you call me” was Main$treaM’s method of whimsically suggesting that Laws is a rude, right wing conservative. The public opinion within Australia of John Laws is split between support from the conservatives and disdain from the liberals. Main$treaM was attempting to provide a voice from within the liberal perspective that illuminates the public opinion of Laws. The public opinion of Laws is one cultural discourse that is difficult to define, and almost impossible to publish to the broader public. Remix, as Lessig suggests, provides the most suitable genre of mass cultural practice to interrogate both perspectives of someone as controversial as Laws, where ABC Pool provides the most suitable platform to publish remixed societal perspectives on contemporary controversial issues. However, as outlined earlier, ABC Pool is contained within the same regulatory framework as any other publication space of the ABC. Essentially by publishing this controversial work on an ABC platform is blurring the boundaries between the ABC providing a place to publish the material and the ABC endorsing the material. ABC Pool operated under a reactive mode of moderation which suggests that content can be published without any form of moderation but if it were flagged as inappropriate by another user or audience member it had to be investigated by the ABC Pool team. Main$treaM’s contemporary material contained confronting concepts, language and techniques and was flagged as inappropriate by an anonymous Pool user during 2011. In this instance, it becomes clear that remix within an institutional setting is a complicated activity to facilitate. By providing a Creative Commons licensing regime, the ABC Pool project is endorsing remix as an institutional activity, and given the ethos of ABC Pool to experiment with new and innovative ways of engaging the audience, remix is crucial to its operation. However given the complaints of the other users that Main$treaM’s material was inappropriate, the problem arose of how to manage contentious remix activity. Aligning with Jenkins’s convergent cultures and Bruns’s produsage theories which incorporates the audience into the production process, the ABC Pool project was required to promote remix as a suitable activity for its users. Remix as an online activist activity in turn attracted the societal dissent approach from remix artists, providing a problem of adhering to the rules and regulations of the ABC more broadly. In the immediacy of the complaint, a large proportion of Main$treaM’s material was temporarily unpublished from ABC Pool until the team could provide a suitable solution on how to solve the tensions. The Legal Consultation Process In an instance such as this, an ABC employee is required to consult the editorial policy people to seek their advice on the most appropriate approach on the problematic material. The ABC Editorial Policies representatives referenced the material in the then Section 9 of the Editorial Policies, which relates to user-generated content. After the consultation process, they could see no breach of the guidelines; however, given the obscene constitution of the material, they suggested the Pool team refer the material to ABC Legal, a process in the ABC known as ‘referring up’. ABC Legal had a team of media lawyers interrogate the material from a criminal law perspective. It is worth noting, in both departments, Legal and Editorial Policies, there was support for Main$treaM’s creative expression (Fieldnotes, 2011). However, both parties were approaching the material and acting in a risk management capacity to protect the integrity of the ABC brand. After receiving the approval of the editorial policy people, the ABC Pool team had to seek the advice from ABC Legal. After two weeks of investigation, ABC Legal returned the following recommendations for the Pool team: Ultimately, risk management is the deciding factor to determine if the material should be published or not, supported by a solid defense should the case go to court.There are three areas to be considered with Main$treaM’s content:CopyrightDefamatoryObscenityIn regards to copyright, it is OK to publish in this case because the works are covered by parody or satire as the pieces have a focussed angle, or subject (John Laws).Defamation is more complicated. Firstly, we have to establish if the usual person could identify the defamed person. If yes, we need to establish what imputations there are, i.e. homophobic tendencies, pedophilia, etc. For each imputation, we need to establish if there is a defense. Typical defenses are honest opinion, expressed as one’s view, or truth. Honest Opinion needs to have a base to relate it to and not just a rant – i.e. John Laws was caught in the Cash for Comments scandal but there is no evidence to suggest he is a pedophile (unless the artists knows a truth – which becomes complicated again).Obscenity comes under classification, and since Pool does not have a rating system in place, we cannot offer this as a way to avoid publishing. A standard example of this relates to a younger audience member having the same access to an obscene piece of content (as guided by Pool’s Guidelines Section 4.1 a and b).These rules are premised by how do I read it/hear it. This is how a jury of citizens will approach the same piece of content. Risk management is also present when we ask how will John Laws hear about it, and what will the community think about it.(Fieldnotes, 2011) The suggestions the legal team returned are significant in highlighting the position of a media institution that facilitates remix. What is relevant here is a public service media organisation is a specific type of media organisation that is responsible for facilitating increased citizenry through its activities (Cunningham). Martin builds on the work of Jacka and Hartley to highlight how the ABC should be encouraging ‘DIY citizenry’. She says the combination of the core Reithian values of educate, inform and entertain can be combined with new media technologies that enable a “semiotic self determination model” to construct a “national semiosis model” (Hartley 161). However, there is a clear misalignment between the values of the PSM and the remix artist. What was required was the presence of a cultural intermediary to assist in calibrating those values and engaging in a negotiation phase between the two stakeholders. A cultural intermediary is a human or non-human actor that is located between the production and consumption of cultural artifacts and aids in facilitating the negotiation space between different expertise disciplines. In this case, it was the role of the community manager to attempt to connect the two approaches and enable remix practice to continue under the auspices of the ABC. The ABC had shifted its approach towards some of the Main$treaM material, but given its regulatory framework was unable to facilitate all of his contributions. Unfortunately in this case, Main$treaM did not align with the requirements of the ABC, left the Pool community and did not continue his practice of remix within the ABC any further. Conclusion Remixed texts that are published on PSM platforms demonstrate high levels of dependency on existing mass media texts, aligning them with the approach of the media dependency theory (Ball-Rokeach & DeFleur). Remixed texts are also cultural products of artists that live in media and not with media, as noted by Deuze (Media Industries, Work and Life) and are the result of mass cultural practice that manipulates the meaning of multiple cultural artefacts (Lessig). Remix as a form of online activism is also representative of Hall’s oppositional reading of texts which enable the practitioner to deepen their involvement within the social construction of reality (Adoni & Mane). Convergence cultures represent the audience’s ever-increasing desire to participate in the production of media and not merely consume it (Jenkins). The theoretical alignment of remix with these theories suggests remixed texts have a deeper and richer cultural representation than that of its institutionally produced parent text. However, collaboratively produced cultural artefacts via remix are problematised by the digital divide debate, specifically through the access of tools and knowledge for this practice. Lin terms this problem as ‘techno-elite’ where only certain individuals have access and knowledge and tools to engage in these types of cultural activities facilitated by PSM. Further, Carpentier challenges this type of participation by asking if we have access and can interact, are we really participating in a democratising activity, given the promises of online activism? Given that PSM is pursuing the concept of the audience as user, which positions the audience as a producer of content across online environments, facilitating the practice of remix should align with its core values to inform, educate and entertain (Martin). However as we have seen with the Main$treaM case, this is problematic when attempting to align the focus of a remix artist with that of PSM. In these instances the work of the cultural intermediary as the disciplinary expertise negotiator becomes critical to increase the societal representation within the production and consumption of cultural artefacts produced through the activity of remix. A public service broadcaster that is supportive of both institutionally produced texts, along with socially informed text production through remix, will be a rigorous media organisation that supports a better informed citizenry, or as Hartley suggests a self determined national semiosis model. Abstract:
Political activity is expected to be of interest to a knowledgeable electorate, citizenry or ‘public’. Performance and entertainment have, on the other hand, been considered the domain of the ‘audience’. The line between active electorate and passive audience has been continually blurred, and as more political communication is designed along the lines of entertainment, the less likely it seems that the distinction will become clearer any time soon. The following article will attempt to thoroughly evaluate the contemporary implications of terms related to ‘public’ and ‘audience’, and to suggest a path forward in understanding the now intertwined roles of these two entities. In political commentary of all kinds, the term ‘audience’ has come to be regularly used in place of the more traditionally political terms ‘public’, ‘electorate’, ‘constituency’ or even ‘mass’, ‘mob’ and ‘multitude’. (Bratich 249) This slight alteration of language would seem to suggest an ongoing, and occasionally unintentional debate as to whether or not our increasingly mediated society has become incapable of true political discourse – an audience to be courted and won solely on the basis of visual and aural stimulation. In some instances, the debate goes unacknowledged, with authors using the term interchangeably with that of voter or public. Others seem to be making a more definite statement, as do the authors of Campaign Craft, wherein the term ‘audience’ is often used to refer to the voting population. (Shea and Burton) In either case, it is clear that the ‘public’ and the ‘audience’ are no longer to be considered two entirely separate entities. To understand the significance of this shift, it is necessary to identify the traditional distinctions of these sometimes problematic terms. To do so we must look briefly at how the original and contemporary meanings have developed. Herbert Blau writes that “audiences, such as they are, are nothing like a public, certainly nothing like the capitalised Public of another time” (Blau 22). That “capitalised Public” he refers to is perhaps the ideal state envisioned by Greek and Roman philosophers in which the community, as a whole, is maintained by and for its own members, and each individual plays a significant and specific role in its maintenance. The “audiences”, however, can be popularly defined as “the assembled spectators or listeners at a public event such as a play, film, concert, or meeting” or “the people giving attention to something”. (Soanes & Stevenson) The difference is subtle but significant. The public is expected to take some active interest in its own maintenance and growth, while the audience is not expected to offer action, just attention. The authors of Soundbite Culture, who would seem to see the blurring between audience and public as a negative side effect of mass media, offer this description of the differences between these two entities: Audiences are talked to; publics are talked with. Audiences are entertained; publics are engaged. Audiences live in the moment; publics have both memory and dreams. Audiences have opinions, publics have thoughts. (Slayden & Whillock 7) A ‘public’ is joined by more than their attendance at or attention to a single performance and responsible for more than just the experience of that performance. While an audience is expected to do little more than consume the performance before them, a public must respond to an experience with appropriate action. A public is a community, bound together by activity and mutual concerns. An audience is joined together only by their mutual interest in, or presence at, a performance. Carpini and Williams note that the term ‘public’ is no longer an adequate way to describe the complex levels of interaction that form contemporary political discourse: “people, politics, and the media are far more complex than this. Individuals are simultaneously citizens, consumers, audiences…and so forth” (Carpini & Williams in Bennett & Entman 161). Marshall sees the audience as both a derivative of and a factor in the larger, more political popular body called the “masses”. These masses define the population largely as an unorganised political power, while audiences emerge in relation to consumer products, as rationalised and therefore somewhat subdued categories within that scope. He notes that although the audience, in the twentieth century, has emerged as a “social category” of its own, it has developed as such in relation to both the unharnessed political power of the masses and the active political power of the public (Marshall 61-70). The audience, then, can be said to be a separate but overlapping state that rationalises and segments the potential of the masses, but also informs the subsequent actions of the public. An audience without some degree of action or involvement is not a public. Such a definition provides important insights into the debate from the perspective of political communication. The cohesiveness of the group that is to define the public can be undermined by mass media. It has been argued that mass media, in particular the internet, have removed all sense of local community and instead provided an information outlet that denies individual response. Many newspapers publish responses and letters from many different readers, allowing for public debate and interaction. (McNair 13) In addition, newspapers such as The Washington Post and The Globe and Mail operate Websites that allow the public to comment on articles published in the paper text. In Canada, radio is often used as a forum for public debate and comment. The Canadian Broadcast Corporation’s Cross Country Check Up and Cross Talk allows mediated debate between citizens across the country. Regional stations offer similar programming. Local television news programmes often include ‘person on the street’ interviews on current issues and opportunities for the audience to voice their arguments on-air. Of course, in most of these instances, the information received from the audience is moderated, and shared selectively. This does not, however, negate the fact that there is interaction between that audience and the media. Perhaps the greatest challenge to traditional interpretations of media-audience response is the proliferation of the internet. As McNair observes, “the emergence of the internet has provided new opportunities for public participation in political debate, such as blogging and ‘citizen journalism’. Websites such as YouTube permit marginal political groups to make statements with global reach” (McNair 13). These ‘inter-networks’ not only provide alternative information for audiences to seek out, but also give audience members the ability to respond to any communication in an immediate and public way. Therefore, the audience member can exert potentially wide reaching influence on the public agenda and dialogue, clearly altering the accept-or-refuse model often applied to mediated communication. Opinion polls provide us with an opportunity to verify this shift away from the ‘hypodermic needle’ approach to communication theory (Sanderson King 61). Just as an audience can be responsible for the success of a theatre or television show based on attendance or viewing numbers, so too have public opinion polls been designed to measure, without nuance, only whether the audience accepts or dismisses what is presented to them through the media. There is little place for any measure of actual thought or opinion. Stephanopoulos writes that after a full year of coverage of the Monica Lewinsky ‘scandal’, Clinton’s public approval poll numbers were “higher than ever” while the Republican leaders who had initiated the inquiry were suffering from a serious lack of public support (Stephanopoulos 442). Carpini and Williams also observed that public opinion polls taken during the media frenzy showed very little change of any kind, although the movement that did occur was in the direction of increased support for Clinton. This was in direct contrast to what “…traditional agenda-setting, framing, and priming theory would predict” (Carpini & Williams in Bennett & Entman 177). Zaller confirms that the expectation among news organisations, journalists, and political scientists was never realised; despite being cast by the media in a negative role, and despite the consumption of that negative media, the audience refused to judge the President solely on his framed persona (Zaller in Bennett & Entman 255). It was clear that the majority of the population in the US, and in other countries, were exposed to the information regarding the Clinton scandal. At the height of the scandal, it was almost unavoidable (Zaller in Bennett & Entman 254). Therefore it cannot be said that the information the media provided was not being consumed. Rather, the audience did not agree with the media’s attempts to persuade them, and communicated this through opinion polls, creating something resembling a mass political dialogue. As Lawrence and Bennett discuss in their article regarding the Lewinsky/Clinton public opinion “phenomenon”, it should not be assumed by polling institutions or public opinion watchers that the projected angle of the media will be immediately adopted by the public (Lawerence & Bennett 425). Although the media presented a preferred reading of the text, it could not ensure that the audience would interpret that meaning (Hall in Curran, Gurevitch & Harris 343). The audience’s decoding of the media’s message would have to depend on each audience member’s personal experiences and their impression of the media that was presenting the communication. This kind of response is, in fact, encouraging. If the audience relies on mainstream media to provide a frame and context to all political communication, then they are giving up their civic responsibility and placing complete authority in the hands of those actively involved in the process of communicating events. It could be suggested that the reported increase in the perceived reliabilty of internet news sources (Kinsella 251) can be at least partially attributed to the audience’s increasing awareness of these frames and limitations on mainstream media presentation. With the increase in ‘backstage’ reporting, the audience has become hyper-aware of the use of these strategies in communications. The audience is now using its knowledge and media access to decipher information, as it is presented to them, for authenticity and context. While there are those who would lament the fact that the community driven public is largely in the past and focus their attention on finding ways to see the old methods of communication revived, others argue that the way to move forward is not to regret the existence of an audience, but to alter our ideas about how to understand it. It has been suggested that in order to become a more democratic society we must now “re-conceive audiences as citizens” (Golding in Ferguson 98). And despite Blau’s pronouncement that audiences are “nothing like a public”, he later points out that there is still the possibility of unity even in the most diverse of audiences. “The presence of an audience is in itself a sign of coherence”(Blau 23). As Rothenbuhler writes: There is too much casualness in the use of the word spectator…A spectator is almost never simply looking at something. On the contrary, most forms of spectatorship are socially prescribed and performed roles and forms of communication…the spectator, then, is not simply a viewer but a participant in a larger system. (Rothenbuhler 65) We cannot regress to a time when audiences are reserved for the theatre and publics for civic matters. In a highly networked world that relies on communicating via the methods and media of entertainment, it is impossible to remove the role of the audience member from the role of citizen. This does not necessarily need to be a negative aspect of democracy, but instead a step in its constant evolution. There are positive aspects to the audience/public as well as potential negatives. McNair equates the increase in mediated communication with an increase in political knowledge and involvement, particularly for those on the margins of society who are unlikely to be exposed to national political activity in person. He notes that the advent of television may have limited political discourse to a media-friendly sound bite, but that it still increases the information dispensed to the majority of the population. Despite the ideals of democracy, the majority of the voting population is not extremely well informed as to political issues, and prior to the advent of mass media, were very unlikely to have an opportunity to become immersed in the details of policy. Media have increased the amount of political information the average citizen will be exposed to in their lifetime (McNair 41). With this in mind, it is possible to equate the faults of mass media not with their continued growth, but with society’s inability to recognise the effects of the media as technologies and to adjust education accordingly. While the quality of information and understanding regarding the actions and ideals of national political leaders may be disputed, the fact that they are more widely distributed than ever before is not. They have an audience at all times, and though that audience may receive information via a filtered medium, they are still present and active. As McNair notes, if the purpose of democracy is to increase the number of people participating in the political process, then mass media have clearly served to promote the democratic ideal (McNair 204). However, these positives are qualified by the fact that audiences must also possess the skills, the interests and the knowledge of a public, or else risk isolation that limits their power to contribute to public discourse in a meaningful way. The need for an accountable, educated audience has not gone unnoticed throughout the history of mass media. Cultural observers such as Postman, McLuhan, John Kennedy, and even Pope Pius XII have cited the need for education in media. As McLuhan aptly noted, “to the student of media, it is difficult to explain the human indifference to the social effect of these radical forces”(McLuhan 304). In 1964, McLuhan wrote that, “education will become recognised as civil defence against media fallout. The only medium for which our education now offers some civil defence is the print medium”(McLuhan 305). Unfortunately, it is only gradually and usually at an advanced level of higher education that the study and analysis of media has developed to any degree. The mass audiences, those who control the powers of the public, often remain formally uneducated as to the influence that the mediating factors of television have on the distribution of information. Although the audience may have developed a level of sophistication in their awareness of media frames, the public has not been taught how to translate this awareness into any real political or social understanding. The result is a community susceptible to being overtaken by manipulations of any medium. Those who attempt to convey political messages have only added to that confusion by being unclear as to whether or not they are attempting to address an audience or engage a public. In some instances, politicians and their teams focus their sole attention on the public, not taking into consideration the necessities of communicating with an audience, often to the detriment of political success. On the other hand, some focus their attentions on attracting and maintaining an audience, often to the detriment of the political process. This confusion may be a symptom of the mixed messages regarding the appropriate attitude toward performance that is generated by western culture. In an environment where open attention to performance is both demanded and distained, communication choices can be difficult. Instead we are likely to blindly observe the steady increase in the entertainment style packaging of our national politics. Until the audience fully incorporates itself with the public, we will see an absence of action, and excess of confused consumption (Kraus 18). Contemporary society has moved far beyond the traditional concepts of exclusive audience or public domains, and yet we have not fully articulated or defined what this change in structure really means. Although this review does suggest that contemporary citizens are both audience and public simultaneously, it is also clear that further discussion needs to occur before either of those roles can be fully understood in a contemporary communications context. Abstract:
Political activity is expected to be of interest to a knowledgeable electorate, citizenry or ‘public’. Performance and entertainment have, on the other hand, been considered the domain of the ‘audience’. The line between active electorate and passive audience has been continually blurred, and as more political communication is designed along the lines of entertainment, the less likely it seems that the distinction will become clearer any time soon. The following article will attempt to thoroughly evaluate the contemporary implications of terms related to ‘public’ and ‘audience’, and to suggest a path forward in understanding the now intertwined roles of these two entities. In political commentary of all kinds, the term ‘audience’ has come to be regularly used in place of the more traditionally political terms ‘public’, ‘electorate’, ‘constituency’ or even ‘mass’, ‘mob’ and ‘multitude’. (Bratich 249) This slight alteration of language would seem to suggest an ongoing, and occasionally unintentional debate as to whether or not our increasingly mediated society has become incapable of true political discourse – an audience to be courted and won solely on the basis of visual and aural stimulation. In some instances, the debate goes unacknowledged, with authors using the term interchangeably with that of voter or public. Others seem to be making a more definite statement, as do the authors of Campaign Craft, wherein the term ‘audience’ is often used to refer to the voting population. (Shea and Burton) In either case, it is clear that the ‘public’ and the ‘audience’ are no longer to be considered two entirely separate entities. To understand the significance of this shift, it is necessary to identify the traditional distinctions of these sometimes problematic terms. To do so we must look briefly at how the original and contemporary meanings have developed. Herbert Blau writes that “audiences, such as they are, are nothing like a public, certainly nothing like the capitalised Public of another time” (Blau 22). That “capitalised Public” he refers to is perhaps the ideal state envisioned by Greek and Roman philosophers in which the community, as a whole, is maintained by and for its own members, and each individual plays a significant and specific role in its maintenance. The “audiences”, however, can be popularly defined as “the assembled spectators or listeners at a public event such as a play, film, concert, or meeting” or “the people giving attention to something”. (Soanes & Stevenson) The difference is subtle but significant. The public is expected to take some active interest in its own maintenance and growth, while the audience is not expected to offer action, just attention. The authors of Soundbite Culture, who would seem to see the blurring between audience and public as a negative side effect of mass media, offer this description of the differences between these two entities: Audiences are talked to; publics are talked with. Audiences are entertained; publics are engaged. Audiences live in the moment; publics have both memory and dreams. Audiences have opinions, publics have thoughts. (Slayden & Whillock 7) A ‘public’ is joined by more than their attendance at or attention to a single performance and responsible for more than just the experience of that performance. While an audience is expected to do little more than consume the performance before them, a public must respond to an experience with appropriate action. A public is a community, bound together by activity and mutual concerns. An audience is joined together only by their mutual interest in, or presence at, a performance. Carpini and Williams note that the term ‘public’ is no longer an adequate way to describe the complex levels of interaction that form contemporary political discourse: “people, politics, and the media are far more complex than this. Individuals are simultaneously citizens, consumers, audiences…and so forth” (Carpini & Williams in Bennett & Entman 161). Marshall sees the audience as both a derivative of and a factor in the larger, more political popular body called the “masses”. These masses define the population largely as an unorganised political power, while audiences emerge in relation to consumer products, as rationalised and therefore somewhat subdued categories within that scope. He notes that although the audience, in the twentieth century, has emerged as a “social category” of its own, it has developed as such in relation to both the unharnessed political power of the masses and the active political power of the public (Marshall 61-70). The audience, then, can be said to be a separate but overlapping state that rationalises and segments the potential of the masses, but also informs the subsequent actions of the public. An audience without some degree of action or involvement is not a public. Such a definition provides important insights into the debate from the perspective of political communication. The cohesiveness of the group that is to define the public can be undermined by mass media. It has been argued that mass media, in particular the internet, have removed all sense of local community and instead provided an information outlet that denies individual response. As McLuhan aptly noted, “to the student of media, it is difficult to explain the human indifference to the social effect of these radical forces”(McLuhan 304). In 1964, McLuhan wrote that, “education will become recognised as civil defence against media fallout. The only medium for which our education now offers some civil defence is the print medium”(McLuhan 305). Unfortunately, it is only gradually and usually at an advanced level of higher education that the study and analysis of media has developed to any degree. The mass audiences, those who control the powers of the public, often remain formally uneducated as to the influence that the mediating factors of television have on the distribution of information. Although the audience may have developed a level of sophistication in their awareness of media frames, the public has not been taught how to translate this awareness into any real political or social understanding. The result is a community susceptible to being overtaken by manipulations of any medium. Those who attempt to convey political messages have only added to that confusion by being unclear as to whether or not they are attempting to address an audience or engage a public. In some instances, politicians and their teams focus their sole attention on the public, not taking into consideration the necessities of communicating with an audience, often to the detriment of political success. On the other hand, some focus their attentions on attracting and maintaining an audience, often to the detriment of the political process. This confusion may be a symptom of the mixed messages regarding the appropriate attitude toward performance that is generated by western culture. In an environment where open attention to performance is both demanded and distained, communication choices can be difficult. Instead we are likely to blindly observe the steady increase in the entertainment style packaging of our national politics. Until the audience fully incorporates itself with the public, we will see an absence of action, and excess of confused consumption (Kraus 18). Contemporary society has moved far beyond the traditional concepts of exclusive audience or public domains, and yet we have not fully articulated or defined what this change in structure really means. Although this review does suggest that contemporary citizens are both audience and public simultaneously, it is also clear that further discussion needs to occur before either of those roles can be fully understood in a contemporary communications context. IntroductionBushfires have taken numerous lives and destroyed communities throughout Australia over many years. Catastrophic fire weather alerts have occurred during the Australian summer of 2012–13, and long-term forecasts predict increased bushfire events throughout several areas of Australia. This article highlights how organisational and individual responses to bushfire in Australia often entail creative responses—either improvised responses at the time of bushfire emergencies or innovative (organisational, strategic, or technological) changes which help protect the community from, or mitigate against, future bushfire catastrophes. These improvised or innovative responses include emergency communications systems, practices, and devices. This article reports on findings from a research project funded by the Australian Research Council titled Using Community Engagement and Enhanced Visual Information to Promote FireWatch Satellite Communications as a Support for Collaborative Decision-making. FireWatch is a Web-based public information product based on near real time satellite data produced by the West Australian (WA) Government entity, Landgate. The project researches ways in which remote and regional publics can be engaged and mobilised through the development of a more user-friendly FireWatch site to make fire information accessible and usable, allowing a community-focused response to risk.The significance of the research project is evident both in how it addresses the important and life-threatening challenge of bushfires; and also in how Australia’s increasingly hot, dry, long summers are adding to historically-established risks. This innovative project uses an iterative, participatory design process incorporating action-research practices. This will ensure that the new Firewatch interface is redesigned, tested, observed, and reflected upon multiple times—and will incorporate the collective creativity of users, designers, and researchers.The qualitative findings reported on in this article are based on 19 interviews with community members in the town of Kununurra in the remote Kimberley region of WA. The findings are positioned within a reconceptualised framework in which creativity is viewed as an essential component of successful emergency responses. This includes, we argue, two critical aspects of creativity: improvisation during a catastrophic event; and ongoing innovation to improve future responses to catastrophes—including communication practices and technologies. This shifts the discourse within the literature in relation to the effective management and community responses to the changing phenomenon of fire catastrophes. Findings from the first round of interviews, and results of enquiries into previous bushfires in Australia, are used to highlight how these elements of creativity often entail a collective creativity on the part of emergency responders or the community in general. An additional focus is on the importance of the critical use of communication during a bushfire event.ImprovisationThe notion of "improvisation" is often associated with artistic performance. Nonetheless, improvisation is also integral to making effectual responses during natural catastrophes. “Extreme events present unforeseen conditions and problems, requiring a need for adaptation, creativity, and improvisation while demanding efficient and rapid delivery of services under extreme conditions” (Harrald 257).Catastrophes present us with unexpected scenarios and require rapid, on the spot problem solving and “even if you plan for a bushfire it is not going to go to plan. When the wind changes direction there has to be a new plan” (Jeff. Personal Interview. 2012). Jazz musicians or improvisational actors “work to build their knowledge across a range of fields, and this knowledge provides the elements for each improvisational outcome” (Kendra and Wachendorf 2). Similarly, emergency responders’ knowledge and preparation can be drawn “upon in the ambiguous and dynamic conditions of a disaster where not every need has been anticipated or accounted for” (Kendra and Wachtendorf 2). Individuals and community organisations not associated with emergency services also improvise in a creative and intuitive manner in the way they respond to catastrophes (Webb and Chevreau). For example, during the 9/11 terrorism catastrophe in the USA an assorted group of boat owners rapidly self-organised to evacuate Lower Manhattan. On their return trips, they carried emergency personnel and supplies to the area (Kendra and Wachendorf 5). An interviewee in our study also recalls bush fire incidents where creative problem solving and intuitive decision-making are called for. “It’s like in a fire, you have to be thinking fast. You need to be semi self-sufficient until help arrives. But without doing anything stupid and creating a worse situation” (Kelly. Personal Interview. 2012). Kelly then describes the rapid community response she witnessed during a recent fire on the outskirts of Kununurra, WA.Everyone had to be accounted for, moving cars, getting the tractors out, protecting the bores because you need the water. It happens really fast and it is a matter of rustling everyone up with the machinery. (2012)In this sense, the strength of communities in responding to catastrophes or disasters “results largely from the abilities of [both] individuals and organisations to adapt and improvise under conditions of uncertainty” (Webb and Chevreau 67). These improvised responses frequently involve a collective creativity—where groups of neighbours or emergency workers act in response to the unforseen, often in a unified and self-organising manner. InnovationCatastrophes also stimulate change and innovation for the future. Disasters create a new environment that must be explored, assessed, and comprehended. Disasters change the physical and social landscape, and thereby require a period of exploration, learning, and the development of new approaches. (Kendra and Wachtendorf 6)These new approaches can include organisational change, new response strategies, and technologies and communication improvements. Celebrated inventor Benjamin Franklin, for instance, facilitated the formation of the first Volunteer Fire department in the 1850s as a response to previous urban fire catastrophes in the USA (Mumford 258). This organisational innovation continues to play an instrumental part in modern fire fighting practices. Indeed, people living in rural and remote areas of Australia are heavily reliant on volunteer groups, due to the sparse population and vast distances that need to be covered.As with most inventions and innovations, new endeavours aimed at improving responses to catastrophes do not occur in a vacuum. They “are not just accidents, nor the inscrutable products of sporadic genius, but have abundant and clear causes in prior scientific and technological development” (Gifillian 61). Likewise, the development of our user-friendly and publically available FireWatch site relies on the accumulation of preceding inventions and innovations. This includes the many years spent developing the existing FireWatch site, a site dense in information of significant value to scientists, foresters, land managers, and fire experts.CommunicationsOften overlooked in discussions regarding emergency communications is the microgeographical exchanges that occur in response to the threat of natural disasters. This is where neighbours fill the critical period before emergency service responders can appear on site. In this situation, it is often local knowledge that underpins improvised grassroots communication networks that inform and organise the neighbourhood. During a recent bushfire on peri-rural blocks on the outskirts of Kununurra, neighbours went into action before emergency services volunteers could respond.We phoned around and someone would phone and call in. Instead of 000 being rung ten times, make sure that one person rang it in. 40 channel [CB Radio] was handy – two-way communication, four wheelers – knocking on doors making sure everyone is out of the house, just in case. (Jane. Personal Interview. 2012) Similarly, individuals and community groups have been able to inform and assist each other on a larger scale via social network technologies (SNTs). This creative application of SNTs began after the 9/11 terror attacks in 2001 when individuals created wikis in order to find missing persons (Palen and Lui). Twitter has experienced considerable growth and was used freely during the 2009 Black Saturday fires in Australia. Studies of tweeting activity during these fires indicate that “tweets made during Black Saturday are laden with actionable factual information which contrasts with earlier claims that tweets are of no value made of mere random personal notes” (Sinnappan et al. n.p.).Traditionally, official alerts and warnings have been provided to the public via television and radio. However, several inquiries into the recent bushfires within Australia show concern “with the way in which fire agencies deliver information to community members during a bushfire...[and in order to] improve community safety from bushfire, systems need to be implemented that enable community members to communicate information to fire agencies, making use of local knowledge” (Elsworth et al. 8).Technological and social developments over the last decade mean the public no longer relies on a single source of official information (Sorensen and Sorensen). Therefore, SNTs such as Twitter and Facebook are being used by the media and emergency authorities to make information available to the public. These SNTs are dynamic, in that there can be a two-way flow of information between the public and emergency organisations. Nonetheless, there has been limited use of SNTs by emergency agencies to source information posted by in situ residents, in order to help in decision-making (Freeman). Organisational use of multiple communication channels and platforms to inform citizens about bushfire emergencies ensures a greater degree of coverage—in case of communication systems breakdowns or difficulties—as in the telephone alert system breakdown in Kelmscott-Roleystone, WA or a recent fire in Warrnambool, Victoria which took out the regional telephone exchange making telephone calls, mobiles, landlines, and the Internet non-operational (Johnson). The new FireWatch site will provide an additional information option for rural and remote Australians who, often rely on visual sightings and on word-of-mouth to be informed about fires in their region. “The neighbour came over and said - there is a fire, we’d better get our act together because it is going to hit us. No sooner than I turned around, I thought shit, here it comes” (Richard. Personal Interview. 2012). The FireWatch ProjectThe FireWatch project involves the redevelopment of an existing FireWatch website to extend the usability of the product from experts to ordinary users in order to facilitate community-based decision-making and action both before and during bushfire emergencies. To this purpose, the project has been broken down to two distinct, yet interdependent, strands. The community strand involves collaboration within a community (in this case the Kununurra community) in order to carry out a community-centred approach to further development of the site. The design strand involves the development of an intuitive and accessible Web presentation of complex information in clear, unambiguous ways to inform action in stressful circumstances. At this stage, a first round of 19 semi-structured interviews with stakeholders has been conducted in Kununurra to determine fire-related information-seeking behaviours, attitudes to mediated information services in the region, as well as user feedback on a prototype website developed in the design strand of the project. Stakeholders included emergency services personnel (payed and volunteer), shire representatives, tourism operators, small business operators (including tourism operators), a forest manager, a mango farmer, an Indigenous ranger team manager as well as general community members. Interviewees reported dissatisfaction with current information systems. They gave positive feedback about the website prototype. “It’s very much, very easy to follow” (David. Personal Interview. 2012). “It looks so much better than [the old site]. You couldn’t get in that close on [the other site]. It is fantastic” (Lance. Personal Interview. 2012). They also added thought-provoking contributions to the design of the website (to be discussed later).Residents of Kununurra who were interviewed for this research project found bushfire warning communications unsatisfactory, especially during a recent fire on the outskirts of town. People who called 000 had difficulties passing the information on, having to explain exactly where Kununurra was and the location of fires to operators not familiar with the area. When asked how the Kununurra community gets their fire information a Shire representative explained: That is not very good at the moment. The only other way we can think about it is perhaps more updates on things like Facebook, perhaps on a website, but with this current fire there really wasn’t a lot of information and a lot of people didn’t know what was going on. We [the shire] knew because we were talking to the [fire] brigades and to FESA [Fire and Emergency Services Authority] but most residents didn’t have any idea and it looks pretty bad. (Ginny. Personal Interview. 2012) All being well, the new user-friendly FireWatch site will add another platform through which fire information messages are transmitted. Community members will be offered continuously streamed bushfire location information, which is independent of any emergency services communication systems. In particular, rural and remote areas of Australia will have fire information at the ready.The participatory methodology used in the design of the new FireWatch website makes use of collaborative creativity, whereby users’ vision of the website and context are incorporated. This iterative process “creates an equal evolving participatory process between user and designer towards sharing values and knowledge and creating new domains of collective creativity” (Park 2012). The rich and sometimes contradictory suggestions made by interviewees in this project often reflected individual visions of the tasks and information required, and individual preferences regarding the delivery of this information. “I have been thinking about how could this really work for me? I can give you feedback on what has happened in the past but how could it work for me in the future?” (Keith. Personal Interview. 2012). Keith and other community members interviewed in Kununurra indicated a variety of extra functions on the site not expected by the product designers. Some of these unexpected functions were common to most interviewees such as the great importance placed on the inclusion of a satellite view option on the site map (example shown in Figure 1). Jeremy, a member of an Indigenous ranger unit in the Kununurra area, was very keen to incorporate the satellite view options on the site. He explained that some of the older rangers:can’t use GPSs and don’t know time zones or what zones to put in, so they’ll use a satellite-style view. We’ll have Google Earth up on one [screen], and also our [own] imagery up on another [screen] and go that way. Be scrolling in and see – we’ve got a huge fire scar for 2011 around here; another guy will be on another computer zoning in and say, I think it is here. It’s quite simplistic but it works. (Personal Interview. 2012) In the case above, where rangers are already switching between computer screens to incorporate a satellite view into their planning, the importance of a satellite view layer on the FireWatch website makes user context an essential part of the design process. Incorporating many layers on one screen, as recommended by participants also ensures a more elegant solution to an existing problem.Figure 1: Satellite view in the Kununurra area showing features such as gorges, rivers, escarpments and dry riverbedsThis research project will involve further consultation with participants (both online and offline) regarding bushfire safety communications in their region, as well as the further design of the site. The website will be available over multiple devices (for example desktops, smart phones, and hand held tablet devices) and will be launched late this year. Further work will also be carried out to determine if social media is appropriate for this community of users in order to build awareness and share information regarding the site.Conclusion Community members improvise and self-organise when communicating fire information and organising help for each other. This can happen at a microgeographical (neighbourhood) level or on a wider level via social networking sites. Organisations also develop innovative communication systems or devices as a response to the threat of bushfires. Communication innovations, such as the use of Twitter and Facebook by fire emergency services, have been appropriated and fine-tuned by these organisations. Other innovations such as the user-friendly Firewatch site rely on previous technological developments in satellite-delivered imagery—as well as community input regarding the design and use of the site.Our early research into community members’ fire-related information-seeking behaviours and attitudes to mediated information services in the region of Kununurra has found unexpectedly creative responses, which range from collective creativity on the part of emergency responders or the community in general during events to creative use of existing information and communication networks. We intend to utilise this creativity in re-purposing FireWatch alongside the creative work of the designers in the project.Although it is commonplace to think of graphic design and new technology as incorporating creativity, it is rarely acknowledged how frequently these innovations harness everyday perspectives from non-professionals. In the case of the FireWatch developments, the creativity of designers and technologists has been informed by the creative responses of members of the public who are best placed to understand the challenges posed by restricted information flows on the ground in times of crisis. In these situations, people respond not only with new ideas for the future but with innovative responses in the present as they communicate with each other to deal with the challenge of a fast-moving and unpredictable situation. Abstract:
Introduction Curation-related discourses have become widespread. The growing public profile of curators, the emergence of new curation-related discourses and their proliferation beyond the confines of museums, particularly on social media, have led some to conclude that we now live in an age of curation (Buskirk cited in Synder). Curation is commonly understood in instrumentalist terms as the evaluation, selection and presentation of artefacts around a central theme or motif (see O’Neill; Synder). However, there is a growing academic interest in what underlies the shifting discourses and practices. Many are asking what do these changes mean (Martinon) now that “the curatorial turn” has positioned curation as a legitimate object of academic study (O’Neill). This article locates an exploration of the curatorial turn in journalism studies since 2010 within the shifting meanings of curation from antiquity to the digital age. It argues that the industry is facing a Foucauldian moment where the changing political economy of news and the proliferation of user-generated content on social media have disrupted the monopolies traditional news media held over the circulation of knowledge of current affairs and the power this gave them to shape public debate. The disruptions are profound, prompting a rethinking of journalism (Peters and Broersma; Schudson). However, debates have polarised between those who view news curation as symptomatic of the demise of journalism and others who see it as part of a wider revival of the profession, freed from monopolistic institutions to circulate a wider array of knowledge and viewpoints (see Picard). This article eschews such polarisations and instead draws on Robert Picard’s argument that journalism is in transition and that journalism, as a set of professional practices, is adapting to the age of curation but that those traditional news providers that fail to adapt will most likely decline. However, Picard’s approach does not address the definitional problem as to what distinguishes news curating from other journalistic practices when the commonly used instrumental definition can apply to editing. This article aims to negotiate this problem by addressing some of the conceptual ambiguities that arise from wholly instrumental notions of news curation. From “Cura” to the Curatorial Turn and the Age of Curation Modern instrumentalist definitions are necessary but not sufficient for an exploration of the curatorial turn in journalism. Tracing the meanings of curation over time facilitates an expansion of the instrumental to include metaphoric conceptualisations. The term originated in a Latin allegory about a mythological figure, personified as the “cura”, translated literally as care or concern, and who created human beings from the clay of the earth. Having created the human, the cura was charged by the gods with the lifelong care of the human (Reich) and at the same time became a symbol of curiosity and creativity (see Nowotny). “Curators” first emerged in Imperial Rome to denote a public officer charged with maintaining order and the emperor’s finances (Nowotny) but by the fourteenth century the meaning had shifted to that of religious officer charged with the care of souls (Gaskill). At this point the metaphorical associations of creativity and curiosity subsided. Six hundred years later souls had been replaced by artefacts valorised because of their contribution to human knowledge or as a testament to exceptional human creativity (Nowotny). Objects of curiosity and originality, as well as their creators, were reified and curation became the specialist practice of an expert custodian charged with the care and preservation of artefacts but relegated to the background to collect, evaluate and archive artefacts entrusted to the care of museums and to be preserved for future generations. Instrumentalist meanings thus dominated. From the 1960s discourses shifted again from the privileging of a “producer who actually creates the object in its materiality” to an entire set of actors (Bourdieu 261). These shifts were part of the changing political economy of museums, the growing prevalence of exhibitions and the emergence of mega-exhibitions hosted in global cities and capable of attracting massive audiences (see O’Neill). The curator was no longer seen merely as a custodian but able to add cultural value to artefacts when drawing individual items together into a collection, interpreting their relevance to a theme then re-presenting them through a story or visuals (see O’Neill). The verb “to curate”, which had first entered the English lexicon in the early 1900s but was used sporadically (Synder), proliferated from the 1960s in museum studies (Farquharson cited in O’Neill) as mega-exhibitions attracted publicity and the higher profile of curators attracted the attention of intellectuals prompting a curatorial turn in museum studies. The curatorial turn in museum studies from the 1980s marks the emergence of curation as a legitimate object of academic enquiry. O’Neill identified a “Foucauldian moment” in museum studies where shifting discourses signified challenges to, and disruptions of, traditional forms of knowledge-based power. Curation was no longer seen as a neutral activity of preservation, but one located within a contested political economy and invested with contradictions and complexities. Philosophers such as Martinon and Nowotny have highlighted the impossibility of separating the oversight of valuable artefacts from the processes by which these are selected, valorised and signified and what, at times, has been the controversial appropriation of creative outputs. Thus, a new critical approach emerged. Recently, curating-related discourses have expanded beyond the “rarefied” world of museum studies (Synder). Social media platforms have facilitated the proliferation of user-generated content offering a vast array of new artefacts. Information circulates widely and new discourses can challenge traditional bases of knowledge. Audiences now actively search for new material driven in part by curiosity and a growing distrust of the professions and establishments (see Holmberg). The boundaries between professionals and lay people are blurring and, some argue, knowledge is being democratized (see Ibrahim; Holmberg). However, as new information becomes voluminous, alternative truths, misinformation and false information compete for attention and there is a growing demand for the verification, selection and presentation of artefacts, that is online curation (Picard; Bakker). Thus, the appropriation of social media is disrupting traditional power relations but also offering new opportunities for new information-related practices. Journalism is facing its own Foucauldian moment. A Foucauldian Moment in Journalism Studies Journalism has been traditionally understood as capturing today’s happenings, verifying the facts of an event, then presenting these as a narrative that reporters update as news unfolds. News has been seen as the preserve of professionals trained to interview eyewitnesses or experts, to verify facts and to compile what they found into a compelling narrative (Hallin and Mancini). News-gathering was typically the work of an individual tasked with collecting stand-alone stories then passing them onto editors to evaluate, select, prioritise and collate these into a collection that formed a newspaper or news programme . This understanding of journalism emerged from the 1830s along with a type of news that was accessible, that large numbers of people wanted to read and that, consequently, attracted advertising making news profitable (Park). The idea that presumed trained journalists were best placed to produce news appeared first in the UK and USA then spread worldwide (Hallin and Mancini). At the same time as there was growing demand for news, space constraints restricted how much could be published and the high costs of production served as a barrier to entry first in print then later in broadcast media (Picard; Curran and Seaton). The large news organisations that employed these professionals were thus able to control the circulation of information and knowledge they generated and the editors that selected content were able, in part, to shape public debates (Picard; Habermas). Social media challenge the control traditional media have had over the production and dissemination of news since the mid-1800s. Practically every major global news story in 2010 and 2011 from natural disasters to uprisings was broken by ordinary people on social media (Bruns and Highfield). Twitter facilitates a steady stream of updates at an almost real-time speed that 24-hour news channels cannot match. Facebook, Instagram and blogs add commentary, context, visuals and personal stories to breaking news. Experts and official sources routinely post announcements on social media platforms enabling anyone to access much of the same source material that previously was the preserve of reporters. Investigations by bloggers have exposed abuses of power by companies and governments that journalists on traditional media have failed to (Wischnowski). Audiences and advertisers are migrating away from traditional newspapers to a range of different online platforms. News consumers now actively use search engines to find available information of interest and look for efficient ways of sifting through the proliferation of the useful and the dubious, the revelatory and the misleading or inaccurate (see Picard). That is, news organisations and the professional journalists they employ are increasingly operating in a hyper-competitive (see Picard) and hyper-sceptical environment. This paper posits that cumulatively these are disrupting the control news organisations have and journalism is facing a Foucauldian moment when shifting discourses signify a disturbance of the intellectual rules that shape who and what knowledge of news is produced and hence the power relations they sustain. Social media not only challenge the core news business of reporting, they also present new opportunities. Some traditional organisations have responded by adding new activities to their repertoire of practices. In 2011, the Guardian uploaded its entire database of the expense claims of British MPs onto its Website and invited readers to select, evaluate and comment on entries, a form of crowd-sourced curating. Andy Carvin, while at National Public Radio (NPR) built an international reputation from his curation of breaking news, opinion and commentary on Twitter as Syria became too dangerous for foreign correspondents to enter. New types of press agencies such as Storyful have emerged around a curatorial business model that aggregates information culled from social media and uses journalists to evaluate and repackage them as news stories that are sold onto traditional news media around the world (Guerrini). Research into the growing market for such skills in the Netherlands found more advertisements for “news curators” than for “traditional reporters” (Bakker). At the same time, organic and spontaneous curation can emerge out of Twitter and Facebook communities that is capable of challenging news reporting by traditional media (Lewis and Westlund). Curation has become a common refrain attracting the attention of academics. A Curatorial Turn in Journalism The curatorial turn in journalism studies is manifest in the growing academic attention to curation-related discourses and practices. A review of four academic journals in the field, Journalism, Journalism Studies, Journalism Practice, and Digital Journalism found the first mention of journalism and curation emerged in 2010 with references in nearly 40 articles by July 2015. The meta-analysis that follows draws on this corpus. The consensus is that traditional business models based on mass circulation and advertising are failing partly because of the proliferation of alternative sources of information and the migration of readers in search of it. While some of this alternative content is credible, much is dubious and the sheer volume of information makes it difficult to discern what to believe. It is unsurprising, then, that there is a growing demand for “new types and practices of curation and information vetting” that attest to “the veracity and accuracy of content” particularly of news (Picard 280). However, academics disagree on whether new information practices such as curation are replacing or supplementing traditional newsgathering. Some look for evidence of displacement in the expansion of job advertisements for news curators relative to those for traditional reporters (Bakker). Others look at how new and traditional practices co-exist in organisations like the BBC, Guardian and NPR, sometimes clashing and sometimes collaborating in the co-creation of content (McQuail cited in Fahy and Nisbet; Hermida and Thurman). The debate has polarised between whether these changes signify the “twilight years of journalism or a new dawn” (Picard). Optimists view the proliferation of alternative sources of information as breaking the control traditional organisations held over news production, exposing their ideological biases and disrupting their traditional knowledge-based power and practices (see Hermida; Siapera, Papadopoulou, and Archontakis; Compton and Benedetti). Others have focused on the loss of “traditional” permanent journalistic jobs (see Schwalbe, Silcock, and Candello; Spaulding) with the implication that traditional forms of professional practice are in demise. Picard rejects this polarisation, counter-arguing that much analysis implicitly conflates journalism as a practice with the news organisations that have traditionally hosted it. Journalists may or may not be located within a traditional media organisation and social media is offering numerous opportunities for them to operate independently and for new types of hybrid practices and organisations such as Storyful to emerge outside of traditional operations. Picard argues that making the most of the opportunities social media presents is revitalising the profession offering a new dawn but that those traditional organisations that fail to adapt to the new media landscape and new practices are in their twilight years and likely to decline. These divergences, he argues, highlight a profession and industry in transition from an old order to a new one (Picard). This notion of journalism in transition usefully negotiates confusion over what curation in the social media age means for news providers but it does not address the uncertainty as to where it sits in relation to journalism. Futuristic accounts predict that journalists will become “managers of content rather than simply sourcing one story next to another” and that roles will shift from reporting to curation (Montgomery cited in Bakker; see Fahy and Nisbet). Others insist curators are not journalists but “information workers” or “gatecheckers” (McQuail 2013 cited in Bakker; Schwalbe, Silcock, and Candello) thereby differentiating the professional from the manual worker and reinforcing the historic elitism of the professions by implying curation is a lesser practice. However, such demarcation is problematic in that arguably both journalist and news curator can be seen as information workers and the instrumental definition outlined at the beginning of this article is as relevant to curation as it is to news editing. It is therefore necessary to revisit commonly used definitions (see Bakker; Guerrini; Synder). The literature broadly defines content creation, including news reporting, as the generation of original content that is distinguishable from aggregation and curation, both of which entail working with existing material. News aggregation is the automated use of computer algorithms to find and collect existing content relevant to a specified subject followed by the generation of a list or image gallery (Bakker; Synder). While aggregators may help with the collection component of news curation, the practices differ in their relation to technology. Apart from the upfront human design of the original algorithm, aggregation is wholly machine-driven while modern news curation adds human intervention to the technological processes of aggregation (Bakker). This intervention is conscious rather than automated, active rather than passive. It brings to bear human knowledge, expertise and interpretation to verify and evaluate content, filter and select artefacts based on their perceived quality and relevance for a particular topic or theme then re-present them in an accessible form as a narrative or infographics or both. While it does not involve the generation of original news content in the way news reporting does, curation is more than the collation of information. It can also involve the re-presenting of it in imaginative ways, the re-formulating of existing content in new configurations. In this sense, curation can constitute a form of creativity increasingly common in the social media age, that of re-mixing and re-imagining of existing material to create something novel (Navas and Gallagher). The distinction, therefore, between content creation and content curation lies primarily in the relation to original material and not the assumed presence or otherwise of creativity. In addition, curation outputs need not stand apart from news reports. They can serve to contextualize news in ways that short reports cannot while the latter provides original content to sit alongside curated materials. Thus the two types of news-related practices can complement rather than compete with each other. While this addresses the relation between reporting and curation, it does not clarify the relation between curating and editing. Bakker eludes to this when he argues curating also involves “editing … enriching or combining content from different sources” (599). But teasing out the distinctions is tricky because editing encompasses a wide range of sub-specialisations and divergent duties. Broadly speaking, editors are “newsrooms professionals … with decision-making authority over content and structure” who evaluate, verify and select information so are “quality controllers” in newsrooms (Stepp). This conceptualization overlaps with the instrumentalist definition of curation and while the broad type of skills and tasks involved are similar, the two are not synonymous. Editors tends to be relatively experienced professionals who have worked up the newsroom ranks whereas news curators are often new entrants ultimately answerable to editors. Furthermore, curation in the social media age involves voluminous material that curators sift through as part of first level content collection and it involves ever more complex verification processes as digital technologies make it increasingly easy to alter and falsify information and images. The quality control role of curators may also involve in-house specialists or junior staff working with external experts in a particular region or specialisation (Fahy and Nisbett). Some of job advertisements suggest a growing demand for specialist curatorial skills and position these alongside other newsroom professionals (Bakker). Whether this means they are journalists is still open to question. Conclusion This article has presented a more expansive conceptualisation of news curation than is commonly used in journalism studies, by including both the instrumental and the symbolic dimensions of a proliferating practice. It also sought to avoid confining this wider conceptualisation within unhelpful polarisations as to whether news curation is symbolic of a wider demise or revival of journalism by distinguishing the profession from the organisation in which it operates. The article was then free to negotiate the conceptual ambiguity surrounding the often taken-for-granted instrumental meanings of curation. It argues that what distinguishes news curation from traditional newsgathering is the relationship to original content. While the reporter generates the journalistic equivalent of original content in the form of news, the imaginative curator re-mixes and re-presents existing content in potentially novel ways. This has faint echoes of the mythological cura creating something new from the existing clay. The other conceptual ambiguity negotiated was in the definitional overlaps between curating and editing. On the one hand, this questions the appropriateness of reducing the news curator to the status of an “information worker”, a manual labourer rather than a professional. On the other hand, it positions news curators as one of many types of newsroom professionals. What distinguishes them from others is their status in the newsroom, the volume, nature and verification of the material they work with and the re-mixing of different components to create something novel and useful. Abstract:
Collectives bring people and their concerns together. In the twenty-first century, this assembly happens across different material and virtual spaces that, together, establish connective layers of society. A kind of politics has emerged that seeks new forms of communication and expression and proposes new modes of (co)existence. Riots in the suburbs of metropolitan areas, the repair of a public village centre, railway workers’ strikes, green activists’ protests, songs in support of tsunami victims… These are some examples of collective actions that unite people and places. But very often these kinds of events and social practices take place and fade away too quickly without visible traces of becoming collectives. This article focuses on the contingent spaces that enable collective action and provide possibilities for “peripheral” concerns and communities to become public. The concept of “diasporas” is widened to permit discussion of how emerging (international) communities make their voices heard through political events. Some theoretical concepts will be illustrated, using two examples of collective action on 1 May 2009 that demonstrate different initiatives concerning the global (economic) crisis. Assembling Collectives and Affective Events Building a house/centre and singing for something: these are examples of practices that bring people and their ideals together in a collective action or event. This article discusses the different communities that evolve within spaces that enable collective action. These communities are formed not only on the basis of nationality, occupation, or race; elements of (temporal) membership are created out of a wide spectrum of affiliations and a sense of solidarity. Hinchliffe (13) argues that collective action can be seen as a collection of affects that link together disparate places and times, and thus the collective is a matter of considerable political interest. The emergent spaces of collective action publicise particular concerns that may connect already existing but (spatially) dispersed communities and diasporas. However, there is a need to discuss the affects, places, and temporalities that make the assemblage of new collectivities possible. The political potential of collective spaces needs careful elaboration in order that such initiatives may continue to grow without extending the influence of existing (capitalist) powers. Various communities connected “glocally” (locally and globally) can call new publics into existence, posing questions to politics which are not yet “of politics” (Thrift 3). Thus collective action can invent new connecting concerns and practices that catalyse (political) change in society. To understand the complex spatiality of collective action and community formations, it is crucial to look at processes of “affect”. Affects occur in society as “in-becoming” atmospheres and “imitation-suggestions” (Brennan 1-10) that stimulate concerns and motivate practices. The “imitation” can also be an invention that creatively binds existing know-how and experiences into a local-social context. Thinking about affects within the spaces of collective action provides a challenge to rethink what is referred to simply as the “social”. Massumi (228) argues that such affects are virtual expressions of the actually existing things that embody them; however, affects such as emotions and feelings are also autonomous to the degree that they exceed the particular body within which they are presently confined. The emerging bodies, or spaces, of collective action thus carry the potential to transform coexistence across both intellectual and physical boundaries, and communication technology has been instrumental in linking the affective spaces of collective action across both time and space. According to Thrift, the collision of different space-times very often provokes a “stutter” in social relations: the jolt which arises from new encounters, new connections, new ways of proceeding. But how can these turbulent spheres and trajectories of collective action be described and discussed? Here the mechanisms of “events” themselves need to be addressed. The “event” represents, abstractly, a spatio-temporal locus where different concerns and practices are encountered and negotiated. “Event” refers to an incoming, or emerging, object (agent) triggering, through various affective responses, new ideas and initiatives (Clark 33). In addition to revolutions or tsunamis, there are also smaller-scale events that change how people live and come together. In this sense, events can be understood to combine individual and social “bodies” within collective action and imaginations. As Appadurai has argued, the imagination is central to all forms of agency, is itself a social practice, and is the key component of our new global order (Appadurai 29-30). Flusty (7) argues that the production of the global is as present in our day-to-day thoughts and actions as it is in the mass movement of capital, information, and populations which means that there should be the potential to include more people in the democratic process (Whatmore). This process can be seen to be a defining characteristic of the term cosmopolitics which Thrift describes as: “one of the best hopes for changing our engagement with the political by simply acknowledging that there is more there” (Thrift 189). For many, these hopes are based on a new kind of telematic connectedness, in which tele- and digital communications represent the beginning of a global networked consciousness based on the continuous exchange of ideas, both cognitive and affective. Examples of Events and Collectives Taking Place on 1 May 2009 The first day in May is traditionally dedicated to working people, and there are many public gatherings to express solidarity with workers and left-wing (“red”) policy. Issues concerning work and various productions are complex, and recently the global economic crisis exposed some weaknesses in neoliberal capitalism. Different participatory/collective actions and spaces are formed to make some common concerns public at the same time in various locations. The two following examples are part of wider “ideoscapes” (official state ideologies and counter-ideologies) (see Appadurai) in action that help to illustrate both the workings of twenty-first century global capitalism and the translocal character of the public concern. EuroMayDay One alternative form of collective action is EuroMayDay, which has taken place on May 1 every year since 2001 in several cities across (mainly Western) Europe. For example, in 2006 a total of about 300,000 young demonstrators took part in EuroMayDay parades in 20 EU cities (Wikipedia). The purpose of this political action is “to fight against the widespread precarisation of youth and the discrimination of migrants in Europe and beyond: no borders, no workfare, no precarity!” (EuroMayDay). This manifesto indicates that the aim of the collective action is to direct public attention to the insecure conditions of immigrants and young people across Europe. These groups may be seen to constitute a kind of European “diasporic collective” in which the whole of Europe is figured as a “problem area” in which unemployment, displacement, and (possibly) destitution threaten millions of lives. In this emerging “glocality”, there is a common, and urgent, need to overcome the boundaries of exclusion. Here, the proposed collective body (EuroMayDay) is described as a process for action, thus inviting translocal public participation. The body has active nodes in (Western) Europe (Bremen, Dortmund, Geneva, Hamburg, Hanau, Lisbon, Lausanne, Malaga, Milan, Palermo, Tübingen, Zürich) and beyond (Tokyo, Toronto, Tsukuba). The collective process marks these cities on the map through a webpage offering contacts with each of the “nodes” in the network. On 1 May 2009, May Day events, or parades, took place in all the cities listed above. The “nodes” of the EuroMayDay process prepared posters and activities following some common lines, although collective action had to be performed locally in every city. By way of example, let’s look at how this collective action realised its potential in Berlin, Germany. The posters (EuroMayDay Berlin, "Call") articulate the oppressive and competitive power of capitalism which affects everyone, everyday, like a machine: it constitutes “the permanent crisis”. One’s actual or potential unemployment and/or immigrant status may cause insecurity about the future. There is also a focus on liminal or transitional time, and a call for a new collectivity to overcome oppressive forces from above that protect the interests of the State and the banks. EuroMayDay thus calls for the weaving together of different forms of resistance against a deeply embedded capitalist system and the bringing together of common concerns for the attention of the general public through the May Day parade. Another poster (EuroMayDay Berlin, "May"), depicting the May Day parade, centres around the word “KRISE?” (“crisis”). The poster ends with an optimistic call to action, expressing a desire to free capitalism from institutional oppression and recreate it in a more humanistic way. Together, these two posters represent fragments of the “ideoscope” informing the wider, collective process. In Berlin in 2009, thousands of people (mostly young) participated in the May Day parade (which started from the public square Bebelplatz), backed by a musical soundtrack (see Rudi). Some people also had posters in their hands, displaying slogans like: “For Human Rights”; “Class Struggle”; “Social Change Not Climate Change”; and “Make Capitalism a Thing of the Past”. Simultaneously, dozens of other similar parades were taking place across the cities of Europe, all bearing “accelerated affective hope” (Rosa) for political change and demanding justice in society. Unfortunately, the May Day parade in Berlin took a violent turn at night, when some demonstrators attacked police and set cars on fire. There were also clashes during demonstrations in Hamburg (Kirschbaum). The media blamed the clashes also on the economic recession and recently dashed hopes for change. The Berlin May Day parade event was covered on the EuroMayDay webpage and on television news. This collective action connected many people; some participated in the parade, and many more saw the clashes and burning cars on their screens. The destructive and critical force of the collective action brought attention to some of the problems associated with youth employment and immigration though, sadly, without offering any concrete proposals for a solution to the problem. The emotional character of the street marches, and later the street fighting, were arguably an important aspect of the collective action inasmuch as they demonstrated the potential for citizens to unite, translocally, around affective as well as material grief (a process that has been given dramatic expression in more recent times with events in Egypt, Libya, and Syria). Further, although the recent May Day events have achieved very little in terms of material results, the network remains active, and further initiatives are likely in the future. “Let’s Do It! My Estonia” On 1 May 2009, about 11,000 people participated in a public “thought-bee” in Estonia (located in north-eastern Europe in the region of the Baltic Sea) and (through the Estonian diaspora) abroad. The “thought-bee” can be understood as a civil society initiative designed to bring people together for discussion and problem-solving with regards to everyday social issues. The concept of the “bee” combines work with pleasure. The bee tradition was practised in old Estonian farming communities, when families in adjacent villages helped one another. Bees were often organised for autumn harvesting, and the intense, communal work was celebrated by offering participants food and drink. Similarly, during the Soviet era, on certain Saturdays there were organised days (obligatory) for collective working (e.g. to reconstruct sites or to pick up litter). Now the “bee” concept has become associated with brainstorming in small groups across the country as well as abroad. The number of participants in the May 1st thought-bee was relatively large, given that Estonia’s total population is only 1.4 million. The funding of the initiative combined public and private sources, e.g. Estonian Civil Society Foundation, the European Commission, and some companies. The information sheet, presented to participants of the May 1st thought-bee, explains the event’s purpose in this way: The main purpose of today’s thought-bee is to initiate as many actions as possible that can change life in Estonia for the better. My Estonia, our more enjoyable and more efficient society, will appear through smaller and bigger thoughts. In the thought-bee we think how to make life better for our own home-place... Let’s think together and do it! (Teeme Ära, "Teeme", translated from Estonian) The civil society event grew out of a collective action on 3 May 2008 to pick up and dispose of litter throughout Estonia. The thought-bee initiative was coordinated by volunteers. The emotional appeal to participate in the thought-bee event on May 1st was presented and circulated in newspapers, radio, television, Internet portals, and e-mails. Famous people called on residents to take part in the public discussion events. Some examples of arguments for the collective activity included the economic crisis, the need for new jobs, self-responsibility, environmental pressures, and the general need to learn and find communal solutions. The thought-bee initiative took place simultaneously in about 500 “thought-halls” all over Estonia and abroad. Small groups of people registered, chose main discussion topics (with many suggestions from organisers of the bee) and made their groups visible as nodes on the “initiative” webpage. Other people had the opportunity of reading several proposals from the various thought-halls and of joining as members of the public brainstorming event on 1 May. The virtual and living map of the halls presented them as (green) nodes with location, topics, members, and discussion leaders. Various sites such as schools, clubs, cultural centres, municipality buildings, and theatres became part of the multiple and synchronous “space-times” within the half-day thought-bee event. Participants in the thought-bee were asked to bring their own food to share and, in some municipalities, open concerts were held to celebrate the day. These practices indicate some continuity with the national tradition of bees, where work has always been combined with pleasure. Most “thought-halls” were located in towns and smaller local centres as well as on several Estonian islands. Moreover, these thought-halls provided for both as face-to-face and online encounters. Further, one English-speaking discussion group was organised in Tallinn so that non-Estonian speakers could also participate. However, the involvement of Russian-speaking people in the initiative remained rather limited. It is important to note that these embodied spaces of participation were also to be found outside of Estonia—in Brussels, Amsterdam, Toronto, Oslo, Stockholm, Helsinki, Copenhagen, Prague, Baltimore, New York, and San Diego—and, in this way, the Estonian diaspora was also given the opportunity to become involved in the collective action. Following the theories of Thrift and Clark cited at the beginning of this article, it is interesting to see an event in which simultaneously connected places, embodying multiple voices, becomes part of the communal present with a shared vision of the future. The conclusions of each thought-hall discussion group were recorded on video shortly after the event. These videos were made available on the “Let’s Do It! My Estonia” webpage. The most frequently addressed topics of the thought-bee (in order of importance) were: community activities and collaboration; entrepreneurship and new jobs; education, values; free time and sport; regional development; rural life; and the environment and nature conservation (PRAXIS). The participants of the collective action were aware of the importance of local as well as national initiatives as a catalyst for change. The initiative “Let’s Do It! My Estonia” continued after the events of May Day 2009; people discussed issues and suggested proposals through the “initiative” webpage and supported the continuation of the collective action (Teeme Ära, "Description"). Environmental concerns (e.g. planting trees, reducing noise, and packaging waste) appear as important elements in these imaginings along with associated other practices for the improvement of daily life. It is important to understand the thought-bee event as a part of an emerging collective action that started with a simple litter clean-up and grew, through various other successful local community initiatives, into shared visions for a better future predicated upon the principles of glocality and coexistence. The example indicates that (international) NGOs can apply, and also invent, radical information politics to change the terms of debate in a national context by providing a voice for groups and issues that would otherwise remain unheard and unseen (see also Atkinson and Scurrah 236-44). Conclusions The collective actions discussed above have created new publics and contingent spaces to bring additional questions and concerns into politics. In both cases, the potential of “the event” (as theorised in the introduction of this article) came to the foreground, creating an additional international layer of temporal connectivity between many existing social groups such as unemployed young people or members of a village union. These events were both an “outcome” of, and an attempt to change, the involuntary exclusion of certain “peripheral” groups within the melting pot that the European Union has become. As such, they may be thought of as extending the concept of “diasporas” to include emerging platforms of collective action that aim to make problematic issues visible and multiple voices heard across the wider public. This, in turn, illustrates the need to rethink diasporas in the context of the intensive de-territorialisation of human concerns, “space-times and movement-trajectories yet to (be)come” (Braziel and Mannur 18). Both the examples of collective action discussed here campaigned for “changing the world” through a one-day event and may thus be understood in terms of Rosa’s theory of “social acceleration” (Rosa). This theory shows how both to the “contraction of the present” and the general instability of contemporary life have given rise to a newly affective desire to improve life through an expression of the collective will. Such a tendency can clearly take on far more radical forms as has been recently demonstrated by the mass protests and revolts against autocratic ruling powers in Egypt, Libya, and Syria. In this article, however, cosmopolitics is better understood in terms of the particular skills (most evident in the Estonian case) and affective spheres that mobilised in suggestions to bring about local action and global change. Together, these examples of collective action are part of a wider “ideoscape” (Appadurai) trying to reduce the power of capitalism and of the state by encouraging alternative forms of collective action that are not bound up solely with earning money or serving the state as a “salient” citizen. However, it could be argued that “EuroMayDay” is ultimately a reactionary movement used to highlight the oppressive aspects of capitalism without offering clear alternatives. By contrast, “Let’s Do It! My Estonia” has facilitated interactive public discussion and the practice of local skills that have the power to improve everyday life and the environment in a material and quantifiable way. Such changes in collective action also illustrate the speed and “imitative capacity stimulating expressive interactions” that now characterise everyday life (Thrift). Crucially, both these collective events were achieved through rapid advances in communication technologies in recent times; this technology made it possible to spread know-how as well as feelings of solidarity and social contact across the world. Further research on these fascinating developments in g/local politics is clearly urgently needed to help us better understand the changes in collective action currently taking place. Abstract:
In its preamble, The Western Australian Charter of Multiculturalism (WA) commits the state to becoming: “A society in which respect for mutual difference is accompanied by equality of opportunity within a framework of democratic citizenship”. One of the principles of multiculturalism, as enunciated in the Charter, is “equality of opportunity for all members of society to achieve their full potential in a free and democratic society where every individual is equal before and under the law”. An important element of this principle is the “equality of opportunity … to achieve … full potential”. The implication here is that those who start from a position of disadvantage when it comes to achieving that potential deserve more than ‘equal’ treatment. Implicitly, equality can be achieved only through the recognition of and response to differential needs and according to the likelihood of achieving full potential. This is encapsulated in Kymlicka’s argument that neutrality is “hopelessly inadequate once we look at the diversity of cultural membership which exists in contemporary liberal democracies” (903). Yet such a potential commitment to differential support might seem unequal to some, where equality is constructed as the same or equal treatment regardless of differing circumstances. Until the past half-century or more, this problematic has been a hotly-contested element of the struggle for Civil Rights for African-Americans in the United States, especially as these rights related to educational opportunity during the years of racial segregation. For some, providing resources to achieve equal outcomes (rather than be committed to equal inputs) may appear to undermine the very ethos of liberal democracy. In Australia, this perspective has been the central argument of Pauline Hanson and her supporters who denounce programs designed as measures to achieve equality for specific disadvantaged groups; including Indigenous Australians and humanitarian refugees. Nevertheless, equality for all on all grounds of legally-accepted difference: gender, race, age, family status, sexual orientation, political conviction, to name a few; is often held as the hallmark of progressive liberal societies such as Australia. In the matter of religious freedoms the situation seems much less complex. All that is required for religious equality, it seems, is to define religion as a private matter – carried out, as it were, between consenting parties away from the public sphere. This necessitates, effectively, the separation of state and religion. This separation of religious belief from the apparatus of the state is referred to as ‘secularism’ and it tends to be regarded as a cornerstone of a liberal democracy, given the general assumption that secularism is a necessary precursor to equal treatment of and respect for different religious beliefs, and the association of secularism with the Western project of the Enlightenment when liberty, equality and science replaced religion and superstition. By this token, western nations committed to equality are also committed to being liberal, democratic and secular in nature; and it is a matter of state indifference as to which religious faith a citizen embraces – Wiccan, Christian, Judaism, etc – if any. Historically, and arguably more so in the past decade, the terms ‘democratic’, ‘secular’, ‘liberal’ and ‘equal’ have all been used to inscribe characteristics of the collective ‘West’. Individuals and states whom the West ascribe as ‘other’ are therefore either or all of: not democratic; not liberal; or not secular – and failing any one of these characteristics (for any country other than Britain, with its parliamentary-established Church of England, headed by the Queen as Supreme Governor) means that that country certainly does not espouse equality. The West and the ‘Other’ in Popular Discourse The constructed polarisation between the free, secular and democratic West that values equality; and the oppressive ‘other’ that perpetuates theocracies, religious discrimination and – at the ultimate – human rights abuses, is a common theme in much of the West’s media and popular discourse on Islam. The same themes are also applied in some measure to Muslims in Australia, in particular to constructions of the rights of Muslim women in Australia. Typically, Muslim women’s dress is deemed by some secular Australians to be a symbol of religious subjugation, rather than of free choice. Arguably, this polemic has come to the fore since the terrorist attacks on the United States in September 2001. However, as Aly and Walker note, the comparisons between the West and the ‘other’ are historically constructed and inherited (Said) and have tended latterly to focus western attention on the role and status of Muslim women as evidence of the West’s progression comparative to its antithesis, Eastern oppression. An examination of studies of the United States media coverage of the September 11 attacks, and the ensuing ‘war on terror’, reveals some common media constructions around good versus evil. There is no equal status between these. Good must necessarily triumph. In the media coverage, the evil ‘other’ is Islamic terrorism, personified by Osama bin Laden. Part of the justification for the war on terror is a perception that the West, as a force for good in this world, must battle evil and protect freedom and democracy (Erjavec and Volcic): to do otherwise is to allow the terror of the ‘other’ to seep into western lives. The war on terror becomes the defence of the west, and hence the defence of equality and freedom. A commitment to equality entails a defeat of all things constructed as denying the rights of people to be equal. Hutcheson, Domke, Billeaudeaux and Garland analysed the range of discourses evident in Time and Newsweek magazines in the five weeks following September 11 and found that journalists replicated themes of national identity present in the communication strategies of US leaders and elites. The political and media response to the threat of the evil ‘other’ is to create a monolithic appeal to liberal values which are constructed as being a monopoly of the ‘free’ West. A brief look at just a few instances of public communication by US political leaders confirms Hutcheson et al.’s contention that the official construction of the 2001 attacks invoked discourses of good and evil reminiscent of the Cold War. In reference to the actions of the four teams of plane hijackers, US president George W Bush opened his Address to the Nation on the evening of September 11: “Today, our fellow citizens, our way of life, our very freedom came under attack in a series of deliberate and deadly terrorist acts” (“Statement by the President in His Address to the Nation”). After enjoining Americans to recite Psalm 23 in prayer for the victims and their families, President Bush ended his address with a clear message of national unity and a further reference to the battle between good and evil: “This is a day when all Americans from every walk of life unite in our resolve for justice and peace. America has stood down enemies before, and we will do so this time. None of us will ever forget this day. Yet, we go forward to defend freedom and all that is good and just in our world” (“Statement by the President in His Address to the Nation”). In his address to the joint houses of Congress shortly after September 11, President Bush implicated not just the United States in this fight against evil, but the entire international community stating: “This is the world’s fight. This is civilisation’s fight” (cited by Brown 295). Addressing the California Business Association a month later, in October 2001, Bush reiterated the notion of the United States as the leading nation in the moral fight against evil, and identified this as a possible reason for the attack: “This great state is known for its diversity – people of all races, all religions, and all nationalities. They’ve come here to live a better life, to find freedom, to live in peace and security, with tolerance and with justice. When the terrorists attacked America, this is what they attacked”. While the US media framed the events of September 11 as an attack on the values of democracy and liberalism as these are embodied in US democratic traditions, work by scholars analysing the Australian media’s representation of the attacks suggested that this perspective was echoed and internationalised for an Australian audience. Green asserts that global media coverage of the attacks positioned the global audience, including Australians, as ‘American’. The localisation of the discourses of patriotism and national identity for Australian audiences has mainly been attributed to the media’s use of the good versus evil frame that constructed the West as good, virtuous and moral and invited Australian audiences to subscribe to this argument as members of a shared Western democratic identity (Osuri and Banerjee). Further, where the ‘we’ are defenders of justice, equality and the rule of law; the opposing ‘others’ are necessarily barbaric. Secularism and the Muslim Diaspora Secularism is a historically laden term that has been harnessed to symbolise the emancipation of social life from the forced imposition of religious doctrine. The struggle between the essentially voluntary and private demands of religion, and the enjoyment of a public social life distinct from religious obligations, is historically entrenched in the cultural identities of many modern Western societies (Dallmayr). The concept of religious freedom in the West has evolved into a principle based on the bifurcation of life into the objective public sphere and the subjective private sphere within which individuals are free to practice their religion of choice (Yousif), or no religion at all. Secularism, then, is contingent on the maintenance of a separation between the public (religion-free) and the private or non- public (which may include religion). The debate regarding the feasibility or lack thereof of maintaining this separation has been a matter of concern for democratic theorists for some time, and has been made somewhat more complicated with the growing presence of religious diasporas in liberal democratic states (Charney). In fact, secularism is often cited as a precondition for the existence of religious pluralism. By removing religion from the public domain of the state, religious freedom, in so far as it constitutes the ability of an individual to freely choose which religion, if any, to practice, is deemed to be ensured. However, as Yousif notes, the Western conception of religious freedom is based on a narrow notion of religion as a personal matter, possibly a private emotional response to the idea of God, separate from the rational aspects of life which reside in the public domain. Arguably, religion is conceived of as recognising (or creating) a supernatural dimension to life that involves faith and belief, and the suspension of rational thought. This Western notion of religion as separate from the state, dividing the private from the public sphere, is constructed as a necessary basis for the liberal democratic commitment to secularism, and the notional equality of all religions, or none. Rawls questioned how people with conflicting political views and ideologies can freely endorse a common political regime in secular nations. The answer, he posits, lies in the conception of justice as a mechanism to regulate society independently of plural (and often opposing) religious or political conceptions. Thus, secularism can be constructed as an indicator of pluralism and justice; and political reason becomes the “common currency of debate in a pluralist society” (Charney 7). A corollary of this is that religious minorities must learn to use the language of political reason to represent and articulate their views and opinions in the public context, especially when talking with non-religious others. This imposes a need for religious minorities to support their views and opinions with political reason that appeals to the community at large as citizens, and not just to members of the minority religion concerned. The common ground becomes one of secularism, in which all speakers are deemed to be indifferent as to the (private) claims of religion upon believers. Minority religious groups, such as fundamentalist Mormons, invoke secular language of moral tolerance and civil rights to be acknowledged by the state, and to carry out their door-to-door ‘information’ evangelisation/campaigns. Right wing fundamentalist Christian groups and Catholics opposed to abortion couch their views in terms of an extension of the secular right to life, and in terms of the human rights and civil liberties of the yet-to-be-born. In doing this, these religious groups express an acceptance of the plurality of the liberal state and engage in debates in the public sphere through the language of political values and political principles of the liberal democratic state. The same principles do not apply within their own associations and communities where the language of the private religious realm prevails, and indeed is expected. This embracing of a political rhetoric for discussions of religion in the public sphere presents a dilemma for the Muslim diaspora in liberal democratic states. For many Muslims, religion is a complete way of life, incapable of compartmentalisation. The narrow Western concept of religious expression as a private matter is somewhat alien to Muslims who are either unable or unwilling to separate their religious needs from their needs as citizens of the nation state. Problems become apparent when religious needs challenge what seems to be publicly acceptable, and conflicts occur between what the state perceives to be matters of rational state interest and what Muslims perceive to be matters of religious identity. Muslim women’s groups in Western Australia for example have for some years discussed the desirability of a Sharia divorce court which would enable Muslims to obtain divorces according to Islamic law. It should be noted here that not all Muslims agree with the need for such a court and many – probably a majority – are satisfied with the existing processes that allow Muslim men and women to obtain a divorce through the Australian family court. For some Muslims however, this secular process does not satisfy their religious needs and it is perceived as having an adverse impact on their ability to adhere to their faith. A similar situation pertains to divorced Catholics who, according to a strict interpretation of their doctrine, are unable to take the Eucharist if they form a subsequent relationship (even if married according to the state), unless their prior marriage has been annulled by the Catholic Church or their previous partner has died. Whereas divorce is considered by the state as a public and legal concern, for some Muslims and others it is undeniably a religious matter. The suggestion by the Anglican Communion’s Archbishop of Canterbury, Dr Rowan Williams, that the adoption of certain aspects of Sharia law regarding marital disputes or financial matters is ultimately unavoidable, sparked controversy in Britain and in Australia. Attempts by some Australian Muslim scholars to elaborate on Dr Williams’s suggestions, such as an article by Anisa Buckley in The Herald Sun (Buckley), drew responses that, typically, called for Muslims to ‘go home’. A common theme in these responses is that proponents of Sharia law (and Islam in general) do not share a commitment to the Australian values of freedom and equality. The following excerpts from the online pages of Herald Sun Readers’ Comments (Herald Sun) demonstrate this perception: “These people come to Australia for freedoms they have never experienced before and to escape repression which is generally brought about by such ‘laws’ as Sharia! How very dare they even think that this would be an option. Go home if you want such a regime. Such an insult to want to come over to this country on our very goodwill and our humanity and want to change our systems and ways. Simply, No!” Posted 1:58am February 12, 2008 “Under our English derived common law statutes, the law is supposed to protect an individual’s rights to life, liberty and property. That is the basis of democracy in Australia and most other western nations. Sharia law does not adequately share these philosophies and principles, thus it is incompatible with our system of law.” Posted 12:55am February 11, 2008 “Incorporating religious laws in the secular legal system is just plain wrong. No fundamentalist religion (Islam in particular) is compatible with a liberal-democracy.” Posted 2:23pm February 10, 2008 “It should not be allowed in Australia the Muslims come her for a better life and we give them that opportunity but they still believe in covering them selfs why do they even come to Australia for when they don’t follow owe [our] rules but if we went to there [their] country we have to cover owe selfs [sic]” Posted 11:28am February 10, 2008 Conflicts similar to this one – over any overt or non-private religious practice in Australia – may also be observed in public debates concerning the wearing of traditional Islamic dress; the slaughter of animals for consumption; Islamic burial rites, and other religious practices which cannot be confined to the private realm. Such conflicts highlight the inability of the rational liberal approach to solve all controversies arising from religious traditions that enjoin a broader world view than merely private spirituality. In order to adhere to the liberal reduction of religion to the private sphere, Muslims in the West must negotiate some religious practices that are constructed as being at odds with the rational state and practice a form of Islam that is consistent with secularism. At the extreme, this Western-acceptable form is what the Australian government has termed ‘moderate Islam’. The implication here is that, for the state, ‘non-moderate Islam’ – Islam that pervades the public realm – is just a descriptor away from ‘extreme’. The divide between Christianity and Islam has been historically played out in European Christendom as a refusal to recognise Islam as a world religion, preferring instead to classify it according to race or ethnicity: a Moorish tendency, perhaps. The secular state prefers to engage with Muslims as an ethnic, linguistic or cultural group or groups (Yousif). Thus, in order to engage with the state as political citizens, Muslims must find ways to present their needs that meet the expectations of the state – ways that do not use their religious identity as a frame of reference. They can do this by utilizing the language of political reason in the public domain or by framing their needs, views and opinions exclusively in terms of their ethnic or cultural identity with no reference to their shared faith. Neither option is ideal, or indeed even viable. This is partly because many Muslims find it difficult if not impossible to separate their religious needs from their needs as political citizens; and also because the prevailing perception of Muslims in the media and public arena is constructed on the basis of an understanding of Islam as a religion that conflicts with the values of liberal democracy. In the media and public arena, little consideration is given to the vast differences that exist among Muslims in Australia, not only in terms of ethnicity and culture, but also in terms of practice and doctrine (Shia or Sunni). The dominant construction of Muslims in the Australian popular media is of religious purists committed to annihilating liberal, secular governments and replacing them with anti-modernist theocratic regimes (Brasted). It becomes a talking point for some, for example, to realise that there are international campaigns to recognise Gay Muslims’ rights within their faith (ABC) (in the same way that there are campaigns to recognise Gay Christians as full members of their churches and denominations and equally able to hold high office, as followers of the Anglican Communion will appreciate). Secularism, Preference and Equality Modood asserts that the extent to which a minority religious community can fully participate in the public and political life of the secular nation state is contingent on the extent to which religion is the primary marker of identity. “It may well be the case therefore that if a faith is the primary identity of any community then that community cannot fully identify with and participate in a polity to the extent that it privileges a rival faith. Or privileges secularism” (60). Modood is not saying here that Islam has to be privileged in order for Muslims to participate fully in the polity; but that no other religion, nor secularism, should be so privileged. None should be first, or last, among equals. For such a situation to occur, Islam would have to be equally acceptable both with other religions and with secularism. Following a 2006 address by the former treasurer (and self-avowed Christian) Peter Costello to the Sydney Institute, in which Costello suggested that people who feel a dual claim from both Islamic law and Australian law should be stripped of their citizenship (Costello), the former Prime Minister, John Howard, affirmed what he considers to be Australia’s primary identity when he stated that ‘Australia’s core set of values flowed from its Anglo Saxon identity’ and that any one who did not embrace those values should not be allowed into the country (Humphries). The (then) Prime Minister’s statement is an unequivocal assertion of the privileged position of the Anglo Saxon tradition in Australia, a tradition with which many Muslims and others in Australia find it difficult to identify. Conclusion Religious identity is increasingly becoming the identity of choice for Muslims in Australia, partly because it is perceived that their faith is under attack and that it needs defending (Aly). They construct the defence of their faith as a choice and an obligation; but also as a right that they have under Australian law as equal citizens in a secular state (Aly and Green). Australian Muslims who have no difficulty in reconciling their core Australianness with their deep faith take it as a responsibility to live their lives in ways that model the reconciliation of each identity – civil and religious – with the other. In this respect, the political call to Australian Muslims to embrace a ‘moderate Islam’, where this is seen as an Islam without a public or political dimension, is constructed as treating their faith as less than equal. Religious identity is generally deemed to have no place in the liberal democratic model, particularly where that religion is constructed to be at odds with the principles and values of liberal democracy, namely tolerance and adherence to the rule of law. Indeed, it is as if the national commitment to secularism rules as out-of-bounds any identity that is grounded in religion, giving precedence instead to accepting and negotiating cultural and ethnic differences. Religion becomes a taboo topic in these terms, an affront against secularism and the values of the Enlightenment that include liberty and equality. In these circumstances, it is not the case that all religions are equally ignored in a secular framework. What is the case is that the secular framework has been constructed as a way of ‘privatising’ one religion, Christianity; leaving others – including Islam – as having nowhere to go. Islam thus becomes constructed as less than equal since it appears that, unlike Christians, Muslims are not willing to play the secular game. In fact, Muslims are puzzling over how they can play the secular game, and why they should play the secular game, given that – as is the case with Christians – they see no contradiction in performing ‘good Muslim’ and ‘good Australian’, if given an equal chance to embrace both.
