Abstract:
ABSTRACT A genetic system designed to monitor recombination and sporulation in various repair-deficient yeast strains was constructed. Variously heterozygous at seven or eight sites distributed across the genome, the system facilitated sensitive detection of changes in frequency or pattern of meiotic recombination. Ten rad mutants sensitive primarily to UV-irradiation and without terminal blocks in the sporulation process were studied. Seven were defective in excision repair (rad1, rad2, rad3, rad4, rad10, rad14 and rad16), and three were defective in mutagenic repair (rad5, rad9 and rad18). Individually, each mutant displayed behavior consistent with an orthodox meiosis including a wild-type meiotic recombination profile with respect to gene conversion, PMS and intergenic map distances. Accordingly, we conclude that these mutants are without major effect on meiotic heteroduplex formation or correction. However, certain combinations of excision-defective mutants with rad18 exhibited marked ascosporal inviability. Tetraploids homozygous for rad1 and rad18 produce a large proportion of diploid spores containing a recessive lethal.

Tehnološki i komunikacijski napredak mijenja način života i rada, pa sve više prostora i na razini Europe dobiva mogućnost rada izvan sjedišta poslodavca. Kao primjere rada na izdvojenom mjestu rada mogu se navesti: rad kod kuće (primjerice različiti administrativni poslovi, pisanje i uređivanje tekstova, lektoriranje, i dr.) i rad na izdvojenom radnom mjestu/na putu (primjerice rad trgovačkih putnika, servisera, prodajnih predstavnika kompanija i dr.). U sklopu mjera fizičkog distanciranja koje su uvedene u većini država članica zbog sprečavanja širenja pandemije COVID-19, radnike se potiče ili obvezuje da rade od kuće ako im to dopušta priroda njihova posla. Većina tih radnika prvi put radi na daljinu i njihovo radno okruženje vjerojatno ima mnogo nedostataka u odnosu na njihovo radno mjesto. Sadašnje, a posebno buduće okolnosti upućuju na potrebu usklađivanja odredbi Zakona o radu, kao i propisa iz područja zaštite na radu. Pored navedenog, takav oblik rada trebao bi se precizno ugovoriti kolektivnim ugovorima, internim aktima, odnosno ugovorom između poslodavca i pojedinog radnika, i to prije početka rada, a ovisno o nastalim okolnostima može se sastaviti i aneks ugovora o radu tijekom radnog odnosa.

Nova radna zadaća ljekarnika: rad s računalomCilj je ovog rada bio utvrditi koliko rad s računalom utječe na promjene vidnih funkcija ljekarnika te na pojavu smetnji na vratnom dijelu kralježnice. U presječnom istraživanju ispitane su vidne funkcije i subjektivne smetnje pri radu 50 ljekarnika (srednja dob 41,8±11 godina), te 56 službenika (srednja dob 36,2±8,6 godina), koji 40 sati tjedno rade na računalu. Pri tome, ljekarnici pretežno stoje, a službenici sjede.Od subjektivnih smetnji pri radu, suzenje očiju i bolovi u vratnoj kralježnici bili su značajno češći u skupini ljekarnika (P<0,01). Rezultati ispitivanja vidnih funkcija nisu se razlikovali između ispitivanih skupina. Poremećaj vida (miopija ili hipermetropija) utvrđen je kod 22 (44 %) ljekarnika i 23 (41 %) službenika (P>0,05).Rezultati potkrepljuju odredbu Pravilnika o sigurnosti i zaštiti zdravlja pri radu s računalom (1) prema kojoj poslodavac mora planirati aktivnosti radnika na osobnom računalu tako da se rad periodički izmjenjuje s drugim aktivnostima. To se upravo događa pri obavljanju posla ljekarnika. Njegov rad s računalom se neprekidno izmjenjuje s obraćanjem klijentu, odnosno s izdavanjem lijeka. Za rješavanje poteškoća s kralježnicom treba tijekom svakog sata rada osigurati odmore u trajanju od najmanje 5 minuta te organizirati vježbe rasterećenja radi smanjenja statodinamičnoga napora.

Abstract:
The fifth edition of the Diagnostic and Statistical Manual ( DSM) categorizes reactive attachment disorder (RAD) and disinhibited social engagement disorder (DSED) as two separate disorders, and their criteria are revised. For DSED, the core symptoms focus on abnormal social disinhibition, and symptoms regarding lack of selective attachment have been removed. The core symptoms of RAD are the absence of attachment behaviors and emotional dysregulation. In this study, an international team of researchers modified the Child and Adolescent Psychiatric Assessment for RAD to update it from DSM-IV to DSM-5 criteria for RAD and DSED. We renamed the interview the reactive attachment disorder and disinhibited social engagement disorder assessment (RADA). Foster parents of 320 young people aged 11 to 17 years completed the RADA online. Confirmatory factor analysis of RADA items identified good fit for a three-factor model, with one factor comprising DSED items (indiscriminate behaviors with strangers) and two factors comprising RAD items (RAD1: failure to seek/accept comfort, and RAD2: withdrawal/hypervigilance). The three factors showed differential associations with clinical symptoms of emotional and social impairment. Time in foster care was not associated with scores on RAD1, RAD2, or DSED. Higher age was associated with lower scores on DSED, and higher scores on RAD1.

Aquesta tesis doctoral s’emmarca dins els estudis de radó que es duen a terme en la Unitat de Física de les Radiacions (UFR) del Departament de Física de la UAB i les seves principals aportacions es poden agrupar en tres blocs: Instrumentació, Protecció Radiològica i Geologia. S’ha caracteritzat la instrumentació disponible a la UFR per a la mesura de la concentració d’activitat de radó en aire, aigua i en el sòl, tant en condicions normals com en condicions extremes (altes temperatura, humitat, nivells de radó,...). S’han dut a terme exercicis de calibratge i intercomparació i s’ha desenvolupat us sistema de qualitat interna que constitueix un primer pas cap a la implementació de la norma ISO/IEC-17025. S’ha modelitzat i aplicat a un cas real l’efecte de les variacions de la pressió atmosfèrica sobre les diferències de pressió entre un recinte tancat i l’aire del sòl sota seu, responsables de l’entrada de radó per advecció dins els edificis. S’ha dut a terme un estudi sistemàtic dels nivells de radó en llocs de treball soterranis i/o tipificats en el Real Decreto 783/2001 per tal de caracteritzar-los des del punt de vista dels nivells de radó als quals els treballadors es poden veure exposats. En alguns dels llocs de treball estudiats com coves turístiques, antigues mines que ara són museus, o balnearis, es poden trobar condicions ambientals extremes, motiu pel qual és imprescindible disposar d’instrumentació optimitzada per a aquestes condicions. S’ha dut a terme un estudi molt exhaustiu en la zona volcànica de La Garrotxa i en els pobles propers a la falla d’Amer. Aquesta zona presenta dues característiques que la fan especialment interessant per a dur a terme estudis de radó no només des del punt de vista de la protecció radiològica sinó que també des del punt de vista geològic. Efectivament, en la zona volcànica de La Garrotxa s’ha identificat un comportament estacional dels nivells de radó en recintes tancats situats just sobre materials volcànics oposat el dels recintes situats sobre materials no volcànics. Aquest comportament, que té implicacions importants en la determinació de la dosis de radó que rep la població, s’ha pogut explicar tenint en compte les característiques geològiques de la zona volcànica, on la presència de colades de lava diferents alternades amb materials sedimentaris ha permès la formació de canals subterranis per on el gas radó pot ser transportat grans distàncies. En particular, s’ha descobert la gran influència que els anomenats bufadors (orificis del sòl per on surt un flux d’aire) poden tenir sobre els nivells de radó. També s’ha vist que la presència de falles properes que encara poden ser actives, com és el cas de la falla d’Amer, pot afavorir els fluxos de radó cap a la superfície. Aquestes troballes han portat als membres de la UFR a obrir una nova línia de recerca en la qual el radó s’utilitza com una eina indicadora de la presència de falles actives en una zona determinada.<br>This thesis is part of radon studies carried out in the Radiation Physics Unit (UFR) of the Physics Department of UAB and its main contributions can be grouped into three sections: Instrumentation, Radiation Protection and Geology. We have characterized the instrumentation available in the UFR for measuring the concentration of radon in air, water and soil, both under normal and extreme conditions (high temperature, moisture, radon levels...). We have carried out calibration and intercomparison exercises and we have developed internal quality system that is a first step towards the implementation of the standard ISO/IEC-17025. We have modelled and applied to a real case the effect of variations of atmospheric pressure on the pressure difference between an indoor and its under soil air, responsible for advection of radon entry into buildings. We have undertaken a systematic study of radon levels in underground workplaces and/or established in Royal Decree 783/2001 to characterize them from the standpoint of radon levels to which workers can be exposed. In some of the jobs studied as tourist caves, old mines that are now museums, or resorts, you can find extreme environmental conditions, so must have instrumentation optimized for these conditions. We have undertaken an exhaustive study in the volcanic area of La Garrotxa and in villages near the Amer fault. This area has two features that make it particularly interesting to conduct studies of radon not only from the standpoint of radiation protection but also from a geological point of view. In the volcanic area of La Garrotxa we have identified a seasonal pattern of indoor radon levels located on volcanic materials just the opposite of indoor radon levels located on non-volcanic materials This behaviour, which has important implications in determining the radon dose received by the population, could be explained considering the geological characteristics of the volcanic area, where the presence of different lava flows alternating with sedimentary materials has allowed the formation of underground channels through which the radon gas can be transported great distances. In particular, it has been discovered the influence that the so-called Blowholes (holes on the soil from where the air flows) can have on radon levels. We have also found that the presence of nearby faults that may still be active, such as the Amer fault, can encourage the flow of radon to the surface. These findings have led members of the UFR on a new line of research in which radon is used as a tool for indicating the presence of active faults in a given area.

Abstract:
The integrity of all genomes is under constant threat, with DNA double strand breaks being particularly dangerous. Double strand breaks can be repaired by homologous recombination, a process catalysed by recombinase proteins of the RecA family. The archaeal recombinase, RadA, is homologous to eukaryotic and bacterial Rad51/RecA. Euryarchaea encode an additional Rad51/RecA homologue, RadB. RadB shares homology with the core domain of RadA and has been shown to bind both single and double stranded DNA, binds ATP and possesses a very weak ATPase activity. However, RadB does not catalyse strand exchange. RadB has been shown to interact with RadA, a Holliday junction resolvase (Hjc) and a DNA polymerase (PolD), suggesting a role in recombination. In this study, radB was deleted from the halophilic archaeon, Haloferax volcanii. 'delta' radB strains were slow growing, sensitive to mitomycin C and UV irradiation, and deficient for both crossover and non-crossover recombination. Deletion of radA results in similar phenotypic characteristics, and complete abrogation of recombination. Strains deleted for both radA and radB are equally defective as 'delta' radA strains, demonstrating that RadA is epistatic to RadB. A suppressor of 'delta' radB was isolated and identified as a mutation in the polymerisation domain of RadA (RadA-A196V). radA-A196V suppresses the slow growth, crossover and non-crossover recombination defects associated with 'delta' radB, as well as UV and mitomycin C sensitivity phenotypes. On account of the nature of this suppressor, the observed interaction between RadA and RadB, and the epistatic relationship between RadA and RadB, a role for RadB as a recombination mediator protein is proposed. Finally, strains were deleted for hjc. 'delta' hjc strains exhibit no growth, crossover and non-crossover recombination defects and no UV and mitomycin C sensitivity. This suggests that another, as yet unidentified, Holliday junction resolvase is encoded by Haloferax volcanii.

Abstract:
Amb aquesta tesi s'intenta aportar la informació necessària per a millorar el coneixement dels camps de radiació ionitzant ambiental d'origen natural, i contribuir així a la millora de la gestió de les estacions de vigilància radiològica ambiental. Es fa especial èmfasi en les variacions de la taxa de dosi ambiental i la seva relació amb diverses variables meteorològiques com la pressió atmosfèrica, la concentració de radó a l'aire, i la presència de descendents del radó (214Pb y 214Bi) a la pluja. D'aquesta forma, s'han modelitzat les oscil·lacions de la radiació ionitzant ambiental durant els episodis secs (absència de pluja) i durant certs episodis humits (presència de pluja). Els paràmetres d'aquest model s'han obtingut mitjançant les dades experimentals obtingudes durant diversos anys (1995 a 1998) a l'estació ESCRA. Posteriorment s'ha utilitzat el model per a reproduir la variació de la taxa de dosi natural durant l'any 1999, obtenint-se resultats molt satisfactoris. Pel que respecta als episodis humits, també s'han reproduït els increments de taxa de dosi ambiental natural durant i després de períodes de pluja, utilitzant les dades registrades amb l'equip SARAC. Aquest equip, que ha sigut desenvolupat íntegrament en el marc d'aquesta tesi i s'ha instal·lat a l'estació ESCRA, permet determinar la concentració d'emissors de radiació gamma de vida curta, presents a l'aigua de pluja. Un dels avantatges d'aquest dispositiu consisteix en que ofereix resultats de forma continua, donat que es troba totalment automatitzat. Per a la identificació de radionúclids emissors gamma utilitza un sistema d'espectrometria gamma amb cristall de germani intrínsec d'alta puresa (HPGe), refrigerat amb nitrogen líquid. El funcionament de l'equip SARAC ha permès determinar la concentració dels descendents del radó que són emissors gamma (214Pb y 214Bi) a l'aigua de pluja, i observar la seva variació al llarg de tot un episodi de pluja a intervals de 10 minuts.<br/><br/>S'aporten les tècniques necessàries per a determinar els factors de dosi que relacionen la concentració de radionúclids d'origen artificial depositats (per l'acció de la pluja) sobre el terreny que envolta l'estació ESCRA, amb la taxa de dosi mitjana en diverses posicions de la torre meteorològica de la estació. Per a la determinació dels factors de dosi s'han utilitzat tècniques de simulació Monte Carlo (MC) i diverses tècniques de reducció de variança per a minimitzar el temps de simulació. En concret, s'ha utilitzat un paquet de rutines de simulació denominat PENELOPE<br/><br/>Els resultats obtinguts en aquesta tesi indiquen que cada emplaçament a on s'ubica una estació de vigilància s'ha de caracteritzar meteorològicament i radiològiocament abans de la seva explotació, per tal de determinar de forma precisa els principals elements d'influència de la dosi ambiental. <br/><br/>La modelització de les variacions de la taxa de dosi ambiental d'origen natural en episodis secs i humits permetrà discriminar els increments de dosi deguts a causes artificials de les exclusivament naturals que són registrats per les estacions de vigilància radiològica ambiental. D'aquesta forma es podrà optimitzar la gestió de les alertes i reduir el nombre de falses alarmes.<br/><br/>En referència als episodis de pluja, l'equip SARAC és de gran utilitat, donat que a més de registrar els descendents de radó emissors gamma, també permet determinar de forma continua i in situ altres emissors gamma que puguin tenir un origen artificial.<br>Con esta tesis se pretende aportar la información necesaria para mejorar el conocimiento de los campos de radiación ionizante ambiental de origen natural y contribuir así a una mejor gestión de las estaciones de vigilancia radiológica ambiental. Se hace especial énfasis en las variaciones de la tasa de dosis ambiental y su relación con diversas variables meteorológicas tales como la presión atmosférica, la concentración de radón en el aire, y la presencia de descendientes del radón (214Pb y 214Bi) en la lluvia. De este modo, se han modelizado las oscilaciones de la radiación ionizante ambiental durante los episodios secos (ausencia de lluvia) y durante ciertos episodios húmedos (presencia de lluvia). Los parámetros de dicho modelo se han obtenido mediante los datos experimentales obtenidos durante varios años (1995 a 1998) en la estación ESCRA. Posteriormente se ha utilizado el modelo para reproducir la variación de la tasa de dosis natural durante el año 1999 obteniéndose resultados muy satisfactorios. Por lo que respecta a los episodios húmedos, también se han reproducido los incrementos de dosis ambiental natural durante y después de periodos de lluvia, empleando los datos registrados con el equipo SARAC. Dicho equipo, que ha sido desarrollado íntegramente en el marco de esta tesis y se ha instalado en la estación ESCRA, permite determinar la concentración de emisores de radiación gamma de vida corta, presentes en el agua de lluvia. La ventaja de dicho dispositivo consiste en que ofrece resultados de forma continua ya que se encuentra totalmente automatizado. Para la identificación de radionuicleidos emisores gamma utiliza un sistema de espectrometría gamma de germanio intrínseco de alta pureza refrigerado con nitrógeno líquido. La operación del equipo SARAC ha permitido determinar la concentración de los descendientes del radón emisores gamma 214Pb y 214Bi en el agua de lluvia y observar su variación temporal a lo largo de todo un episodio de lluvia a intervalos de 10 minutos.<br/><br/>Se aportan las técnicas necesarias para determinar los factores de dosis que relacionan la concentración de radionucleidos de origen artificial depositados (por la acción de la lluvia) en el terreno que rodea la estación ESCRA, con la tasa de dosis medida en distintas posiciones de la torre meteorológica de la estación. Para la determinación de los factores de dosis se han utilizado técnicas de simulación Monte Carlo (MC) y ciertas técnicas de reducción de varianza para minimizar el tiempo de simulación. En concreto se ha utilizado un paquete de rutinas de simulación denominado PENELOPE.<br/><br/>Los resultados obtenidos con esta tesis indican que cada emplazamiento donde se ubica una estación de vigilancia debe ser caracterizado meteorológicamente y radiológicamente con anterioridad a su explotación para determinar de forma precisa los principales elementos de influencia en la dosis ambiental. <br/><br/>La modelización las variaciones de la tasa de dosis ambiental de origen natural en episodios secos y húmedos permite discriminar los incrementos de dosis debidos a causas artificiales de los exclusivamente naturales que son registrados por las estaciones de vigilancia radiológica ambiental. De esta forma se podrá optimizar la gestión de las alertas y reducir el número de falsas alarmas.<br/><br/>En lo que se refiere a los episodios de lluvia, el equipo SARAC es de gran utilidad ya que además de registrar los descendientes de radón emisores gamma permite determinar de forma continua e in situ otros emisores gamma que pueden tener un origen artificial.<br>This thesis contributes to the knowledge of environmental ionizing radiation fields from natural origin. It is focused on the characterization of stations for the environmental ionizing radiation surveillance. We have modeled time variations of the environmental doserate related with the atmospheric pressure, the radon concentration in air, and rain precipitation. The presence of the radon progeny (214Pb and 214Bi - gamma emitters) in rain implies an increase on the environmental doserate. The model has been validated by means of experimental data, measured at the ESCRA Station (located in Barcelona) during several years (1995 to 1999). At wet (rain) periods, we have reproduced the increments of natural environmental doserate, using data collected with the SARAC device. This device has been developed entirely in the mark of this thesis and has been settled in the station ESCRA; it allows the measurement of short lived gamma emitters in rainwater. One of the goals of this device is that it is automated allowing the measurement of gamma emitters "in situ" each 10 minutes. Gamma emitters in rainwater are detected by mains of a High Purity Germanium Detector cooled with liquid nitrogen. The operation of the SARAC device has allowed the measurement of natural gamma emitter concentration in rainwater along rain episodes at intervals of 10 minutes.<br/><br/>To model the environmental doserate variations with time, is required to know some dose factors which relates the gamma emitters deposited on the soil, in the surroundings of the ESCRA Station, with the doserate measured at a point (the position of a gamma probe). These dose factors have been obtained by means of the simulation of the transport of the gamma and beta radiation emitted by the soil, and their interaction with gamma probes and the surroundings of the ESCRA Station. These simulations have been done with techniques of Monte Carlo (MC) for the transport of gamma and beta radiation, and also techniques of variance reduction to minimize the time of the simulations. To perform these simulations, we have used the simulation package PENELOPE.<br/><br/>The results obtained with this thesis shows that each station for the surveillance of environmental ionizing radiation should be meteorological and radiological characterized prior to its exploitation. It also implies the knowledge of the dose factors (at each probe location) of the main radionuclides (gamma emitters) presents in the soil and buildings surrounding the surveillance station. Monte Carlo simulation techniques described in this thesis could be used. The knowledge of the origin of natural variations of environmental doserate in dry and wet episodes allows discriminate those variations from artificial origin. This allows to optimize the administration of alerts and to reduce the number of false alarms.<br/><br/>The successful operation of the SARAC device is a goal that allows us to increase our knowledge of the environmental ionizing radiation fields during rain episodes.

Abstract:
Osnovna funkcija univerziteta, pored obrazovanja, je naučnoistraživački rad. Na bosanskohercegovačkim univerzitetima je naučnoistraživački rad zapostavljen. Dva su osnovna razloga za to. Prvi je nedovoljno finansijsko ulaganje u nauku i istraživanja, a drugi je nedovoljno razvijena svijest o značaju naučnoistraživačkog rada, kako u bosanskohercegovačkom društvu, tako i na samim univerzitetima. U ovom radu je ukazano na to šta je potrebno uraditi da se ova druga teškoća prevaziđe. Pored toga, analizirane su mogućnosti unapređenja nauke i oblikovanja sistema nauke na bosanskohercegovačkim univerzitetima, kako bi oni postali i istraživački univerziteti. Na naučnoistraživački rad se nadovezuju istraživačko-razvojni rad, tehnološki razvoj, saradnja s privredom i razvoj naučno-tehnoloških parkova. Ove djelatnosti su još manje zastupljene na bosanskohercegovačkim univerzitetima nego naučnoistraživački rad. U ovom radu je ukazano na načine kako prevazići te teškoće, kako bi istraživački univerziteti postali nosioci tehnološkog razvoja Bosne i Hercegovine.

Cilj ovoga rada je istražiti jednu relativno mladu tehnologiju, koja će po svim pokazateljima postati temelj svih sigurnosnih aplikacija u svijetu u budućnosti. Budući da živimo u brzorastućem, informacijskom i digitalnom dobu gdje se svakoga dana razvijaju nove tehnologije, prikazati će se i detaljno analizirati neke biometrijske metode i tehnike koje su danas u upotrebi s posebnim naglaskom na sektor turizma i hotelijerstva. Radi se o primjeni sustava za identifikaciju lica u turizmu s posebnim osvrtom na biometrijsku provjeru putnika u zračnim lukama, mogućnostima biometrijskog plaćanja otiskom prsta, efikasnijem upravljanju osobljem u području vođenja evidencije radnog vremena i kontroli pristupa. Biometrijska tehnologija tom sektoru nudi mogućnost da se izdigne iznad tradicionalnih koncepata u poboljšanju sigurnosti i cjelokupnog iskustva gostiju. Hoteli na taj način mogu poboljšati sustav upravljanja, a gostima se nudi najviši nivo komfora i pogodnosti. U radu se istražuju mogućnosti, snage i slabosti biometrije te utjecaj biometrije na čovjeka koji je u izravnoj interakciji s njom. Koliko su zapravo pouzdani biometrijski sustavi, štite li našu privatnost i ljudska prava samo su neka od pitanja na koja ovaj rad pokušava iznaći odgovore.

Deset godina nakon pokretanja njemačkog projekta za razvoj industrije "Industry 4.0" s ciljem da se cijela industrija više oslanja na korištenje informacijske tehnologije, pokazuje se da u nekim područjima postoje prednosti, u drugim nedostaci ili znatna potreba za daljnjim istraživanjem. Važno je da nove tehnologije ne ugroze postignutu sigurnost i zdravlje na radu, već ih dodatno unaprijede. Ovaj rad govori o različitim primjerima "Industrije 4.0" iz austrijske industrije. Koristeći primjere, istaknuti su različiti novi razvoji i prikazane su prednosti i nedostaci iz današnje perspektive, te preporuke za daljnja istraživanja. Da bi se industrijska promjena uspješno implementirala, potrebno je postaviti nove temelje i izraditi standardi, na čemu rade nekoliko institucija u Njemačkoj u sklopu radnih grupa.

Abstract:
Od početka ustaničkih aktivnosti u Bosni i Hercegovini 1941. godine osnivani narodnooslobodilački odbori (NOO) na oslobođenim teritorijama postepeno su se razvijali u organizovan sistem lokalne samouprave. Tokom 1941. i 1942. godine na oslobođenim područjima Bosne i Hercegovine osnovano je više stotina seoskih i opštinskih NOO. Dolaskom Vrhovnog štaba i glavnine partizanskih snaga na prostor istočne Bosne stvorena je šira oslobođena teritorija sa sjedištem u Foči. Već u februaru 1942. godine Vrhovni štab je donio propis kojim je regulisano formiranje, ustrojstvo i rad narodnooslobodilačkih odbora (NOO). Ovi propisi su poznati kao “Fočanski propisi”, kojima su NOO utemeljeni kao privremeni organi narodne vlasti. U cjelini gledano, fočanski propisi su stvarali elemente novog sistema narodne vlasti na oslobođenom području. Krajinskim propisima iz septembra 1942. godine narodnooslobodilački odbori postaju stalni organi vlasti, a na drugom zasjedanju AVNOJ-a pravno su ozakonjeni kao lokalni organi vlasti nove federativne Jugoslavije. Ustavom Federativne Narodne Republike Jugoslavije narodnooslobodilački odbori potvrđeni su i proglašeni osnovnim organima državne vlasti i dobili su ustavno-pravnu garanciju i zaštitu. U radu su elaborirana temeljna pitanja ustrojstva i načina rada NOO tokom narodnooslobodilačkog rata (NOR) u Bosni i Hercegovini, njihova demokratska osnova, doprinos u organizaciji antifašističke borbe te njihova uloga u rješavanju ekonomskih, socijalnih, zdravstvenih i drugih egzistencijalnih životnih pitanja, kao i pitanja lične i imovinske sigurnosti građana na oslobođenim teritorijama.

Sažetak: Najvažniji mehanizam u svakom sistemu menadžmenta jeste preispitivanje od strane rukovodstva jer se njime procenjuje adekvatnost, pogodnost i efektivnost uspostavljenog sistema menadžmenta da ostvaruje postavljene ciljeve, te njegov kapacitet da sprovodi poboljšanja. Iako je zadatak isti, način kako se preispitivanje sprovodi, ulazi i izlazi iz takvih preispitivanja, mogu se značajno razlikovati. U ovom radu se analiziraju preispitivanja od strane rukovodstva za sisteme menadžmenta koji su zasnovani na standardima iz četiri oblasti: kvaliteta, bezbednosti, obrazovanja i povećanja vrednosti organizacije; radi se o sistemima menadžmenta uređenih prema standardima: ISO 18091 (kvalitet lokalne uprave), ISO:27001 (bezbednost informacija), ISO 21001 (obrazovne institucije) i ISO 30401 (menadžment znanjem u organizacijama). Rad analizira respektivne zahteve iz standardâ, ali i navodi neka iskustva iz prakse. Abstract: The most important mechanism in every management system is management review since it assesses suitability, adequacy and effectivity of established management system to achieve organizational intended results. Although the aim of management review is the same, the manner it is conducted, management review inputs and outputs, may significantly differ. This paper analyses management reviews for management systems in several areas, namely: quality, security, education and organizational value increase. In other words, these are management systems based on: ISO 18091 (quality of local government), ISO 27001 (information security), ISO 21001 (educational organizations) and ISO 30401 (knowledge management in organizations). The paper discusses respective standards requirements including some practical experience.

Ovaj rad analizira finansiranje naučnog i istraživačkog rada, počevši od globalnog i regionalnog konteksta, završavajući sa specifičnostima i ulaganjima za ove namjene u Bosni i Hercegovini. U prvom dijelu analiziran je globalni kontekst, koji sadrži i analizu deset zemalja s najvećim ulaganjima za ove namjene, kao i strukturom izvora finansiranja po sektorima. U skladu s posljednjim dostupnim podacima UNESCO-a, koji se u vrijeme pisanja ovog rada na globalnom nivou odnose na 2018. godinu, vodeće zemlje po relativnom ulaganju u istraživanje i razvoj bile su Južna Koreja i Japan, dok po apsolutnim iznosima dva vodeća mjesta zauzimaju SAD i Kina. Drugi dio ovog rada fokusiran je na uporednu analizu ulaganja u istraživanje i razvoj u zemljama centralne i jugoistočne Evrope. U ovoj grupi zemalja dominira Slovenija, koju slijede Republika Češka i Mađarska. Treći dio je u cijelosti posvećen specifičnostima Bosne i Hercegovine, kao i nekim od ključnih faktora vrlo niskog nivoa ulaganja za istraživanje i razvoj u ovoj zemlji. U četvrtom dijelu prezentirani su neki od uspješnih primjera bosanskohercegovačkih kompanija po ključnim industrijskim granama u kojima je Bosna i Hercegovina ostvarila natprosječne rezultate u poređenju sa zemljama jugoistočne Evrope, u kontekstu niskih ulaganja u istraživanje i razvoj, s jedne strane, i vrlo dobrih izvoznih rezultata mjerenih Indeksom ekonomske kompleksnosti i Indeksom kompleksnosti proizvoda, s druge strane.

Sažetak: Jedna od posljedica pandemije korona virusa velik je šok i za europsko i za svjetsko gospodarstvo. Utjecaj na razne sektore i poduzeća ovisi o nizu čimbenika, među ostalim o mogućnosti prilagodbe radnih mjesta, odnosno načina obavljanja radnih zadataka u kontekstu epidemioloških mjera. Organizacije se suočavaju s potrebom novoga strateškog pristupa u organizaciji poslova, zaštiti zdravlja na radnome mjestu, komuniciranju u novim okolnostima, vođenju, motiviranju, te upravljanju prihodima i troškovima. U New Yorku se, primjerice, samo 14% od više od milijun službenika do sredine siječnja vratilo u svoje urede, čime su ugroženi mnogi mali poduzetnici (trgovine, restorani), ali i život na Manhattanu. Za vrijeme proljetnog zatvaranja 62% zaposlenih Amerikanaca radilo je od kuće, što je više nego dvostruko više u odnosu na nekoliko godina ranije. Mnogi su od njih izrazili zadovoljstvo brzom prilagodbom i učinkovitošću, međutim novija istraživanja pokazuju kako rad od kuće ima i negativnih učinaka, poput onih vezanih uz izravnu komunikaciju, dijeljenje znanja, kreativno rješavanje izazova, ali i odvajanje privatnog i poslovnog života. U ovome se radu analiziraju elementi kvalitete radnoga mjesta, načini prilagodbe i organizacije rada različitih djelatnosti u pandemijskim uvjetima, te prednosti i nedostaci rada od kuće / na daljinu u potrazi za odgovorom na pitanje je li budućnost u hibridnim radnim mjestima. Abstract: One of the consequences of the corona virus pandemic is a major shock to the economies worldwide. The impact on various sectors and companies depends on several factors, including the possibility of adapting jobs, i.e., the way of performing work tasks in the context of epidemiological measures. Organizations face the need for a new strategic approach in work organization, in workplace health protection, with communication under new circumstances, as well as in leadership, motivation, and revenue and cost management. In New York, for example, only 14% of more than a million employees returned to their offices by mid-January, threatening many small businesses (shops, restaurants) but also the living in Manhattan. During the spring lockdown, 62% of employed Americans worked from home which is more than twice as many as a few years earlier. Many of them expressed satisfaction with the quick adjustment and efficiency, but recent research shows that working from home also has negative effects, such as those related to direct communication, knowledge sharing, creative problem solving, but also the separation of private and business life. Sažetak: U ovome radu obrađena je tema CAF (common assessment framework) modela izvrsnosti u javnoj upravi. U radu je definiran pojam CAF-a, te je objašnjena njegova struktura, koja se sastoji od dva glavna dijela: omogućitelja i rezultata. Svaki od tih dijelova, odnosno skupina ima svoje kriterije i podkriterije koji su također u radu razjašnjeni. Nadalje je obrađena tema koncepta ovog modela, primjenom kojeg ovaj model spada u skupinu total quality managementa, a taj koncept se sastoji od osam načela. Postupak implementacije CAF modela u određenu organizaciju sastoji se od tri faze i ukupno 10 koraka, koji su sadržani u tim fazama, te tri faze su: početak CAF putovanja, samoocjenjivanje i plan unapređenja. Prošlo je već 20 godina od nastanka ovog modela, te je isti doživio nekoliko revizija. U radu su nabrojane sve revizije te je napravljena analiza, odnosno usporedba istih. Na kraju rada prikazana je relevantna statistika. Abstract: The subject of this paper is the CAF (common assessment framework) method, i. e. model of excellence in public administration. The paper defines the concept of CAF, and explains its structure, which consists of two main parts: enablers and results. Each of these parts has its own criteria and sub-criteria which are also clarified in this paper. Furthermore, the concept which is used by the method is elaborated, the application of this concept puts this method/tool in the group of total quality management, and this concept consists of a total of eight principles. The implementation process of the CAF method consists of three phases and a total of 10 steps which are contained of three phases: the beginning of the CAF journey, self-assessment and the improvement plan. It has been 20 years since the creation of this method/tool, and it has undergone several revisions, the paper lists all of the revisions and makes an analysis, i. e. comparation of them. At the end of the paper, relevant statistics are presented.

Abstract:
Purpose: The purpose of this study was to validate the second version of the Prostate Imaging Reporting and Data System (PI-RADSv2) scores in predicting positive in-bore MRI-guided targeted prostate biopsy results across different non-university related institutions. The study focuses on PI-RADS v2 scoring because during the study period, PI-RADS v2.1 had not been released. Materials and Methods: This was a retrospective review of 147 patients who underwent multiparametric magnetic resonance imaging (mpMRI) of the pelvis followed by in-bore MRI-guided targeted prostate biopsy from December 2014 to May 2018. All lesions on mpMRI were rated according to PI-RADS v2 criteria. PI-RADS v2 scores were then compared to MR-guided biopsy results and pre-biopsy PSA values. Results: Prostate Cancer (PCa) was detected in 54% (80/147) of patients, with more prostate cancer being detected with each subsequent increase in PI-RADS scores. Specifically, biopsy results in patients with PI-RADS 3, 4, and 5 lesions resulted in PCa in 25.6% (10/39), 58.1% (33/55), and 86.0% (37/43) respectively. Clinically significant PCa (Gleason score ≥7) was detected in 17.9% (7/39), 52.7% (29/55), and 72% (31/43) of cases for PI-RADS 3, 4, and 5 lesions respectively. When the PI-RADS scoring and biopsy results were compared across different institutions, there was no difference in the PI-RADS scoring of lesions or in the positive biopsy rates of the lesions. The sensitivity, specificity, PPV, and NPV for PI-RADS 3-4 lesions were also not statistically different across the institutions for detecting Gleason 7 or greater lesions. Conclusion: Our results agree with prior studies that higher PI-RADS scores are associated with the presence of clinically significant PCa and suggest prostate lesions with PI-RADS scores 3-5 have sufficient evidence to warrant targeted biopsy. The comparison of PI-RADS score across different types of non-university practices revealed no difference in scoring and biopsy outcome, suggesting that PI-RADS v2 can be easily applied outside of the university medical center setting. Clinical Relevance: PI-RADS v2 can be applied homogeneously in the non-university setting without significant difference in outcome.

Abstract:
The Rapid Airfield Damage Recovery (RADR) Next Generation Backfill Technology Comparison Experiment was conducted in July 2017 at the East Campus of the U.S. Army Engineer Research and Development Center (ERDC), located in Vicksburg, MS. The experiment evaluated three different crater backfill technologies to compare their performance and develop a technology trade-off a nalysis. The RADR next generation backfill technologies were compared to the current RADR standard backfill method of flowable fill. Results from this experiment provided useful information on technology rankings and trade-offs. This effort resulted in successful crater backfill solutions that were recommended for further end user evaluation.
