The volumes of freight and passenger traffic on the railways of the Russian Federation are increasing every year. Along with the increase in the transportation work, the likelihood of occurrence of undesirable incidents in railway transport increases. The assessment of the level of comprehensive (integrated) safety is an important scientific and technical problem in the current conditions of the functioning of railway transport. The methods used to assess the level of safety do not always meet the requirements of complexity in view of comparison of various-scale violations of traffic safety (c

The article discusses the problem of railway safety management and the criteria for evaluating the traffic risk described in various scientific publications. The research aims to assess the risk posed to railway infrastructure objects and to create a model for safety risk evaluation. The research on the traffic safety risk with respect to the infrastructure of the rail transport system was divided into three stages. The Plan–Do–Check–Act (PDCA) model can be used for investigating the problem of managing railway traffic safety risks in the Lithuanian railways. The main threats to railway infras

However, the problem with shared networks is the presence of the level crossings where railway and road traffic intersects. Furthermore, safety and capacity can be severely compromised by long level crossing closing time. Level crossings (LC’s) are one of the most dangerous points in railway traffic with frequent accidents that result in significant material damages and almost always fatalities. When level crossings are located within highly populated urban areas, they represent an even higher risk for accidents because of increased traffic volume for both the road and rail sectors. There are currently 34 level crossings in the City of Zagreb, some of which are on the roads with the highest traffic volume in the Republic of Croatia.
