Abstract:
Currently, there is a radical restructuring of secondary vocational education in all spheres of industry production of the Russian Federation, in particular, in the railway transport industry, where special attention is paid to the development of highly qualified personnel potential. On September 1, 2022, the program of the Ministry of Education of Russia “Professionalitet” was launched, which included the railway industry. The main goal of the program is to organically connect the system of training highly qualified middle-level personnel with production industries, as well as to make training in vocational education programs less costly for the state budget.Nine leading educational institutions of the country, including the Perm Institute of Railway Transport, a branch of the Ural State Transport University, became the navigator of the federal project “Professionalitet” in the railway industry.At the Institute, “Professionalitet” included three specialties: 08.02.10 “Construction of railways, track and track facilities”; February 23, 2006 “Technical operation of rolling stock of railways (specialization locomotives)”; 27.02.03 “Automation and telemechanics in transport (railway transport)”. Equipment standards have been developed for each of the specialties.

Abstract:
Changes in the Russian and global economies have been affecting all sectors. Neither the transport industry nor the construction one is an exception. These industries are budget-forming, and all participants in business processes should be interested in their strategic development. In order for the federal projects developed by the Ministry of Transport to be effective, a new project funding approach is required. Industries and companies have limited financial resources. The Russian Railways company is no exception due to its limited budgetary funds and own financial capabilities. It is necessary to develop effective mechanisms for funding railway infrastructure projects. Project funding mechanisms can be innovative ways of funding large-scale infrastructure projects, since they are based on a combination of banking, commercial and public resources. Project funding can unite financial resources and competences of project participants. In addition, qualified financial institutions will be involved in project funding transactions, which ensures the timely project implantation. Project funding mechanisms allow for a comprehensive project assessment, since the lender confirms the economic feasibility of the project. Project effectiveness evaluation has become relevant after the adoption of a strategy for the development of railway transport in the Russian Federation until 2030. Polygon technologies are promising for Russian Railways and used by the Trans-Siberian Railways.

Abstract:
The article deals with the study of the negative effects of the COVID-19 pandemic on the world economy. The impact on industrial production and particularly on machine-building industry of Ukraine is considered. The figures of freight and passenger cars manufactured by plants of Ukraine are given. The issue of importing old-aged freight wagons to the territory of Ukraine, which caused an overbalance of life-expired wagons, was considered. This has become a huge problem at such challenging times for domestic freight wagons manufacturers. The activities aimed at bringing the current technical condition of wagons with expired service life to normative condition, reducing the risks of man-made disasters, increasing the competitiveness of rail transportation and engaging the operators of freight cars in the purchase of new freight wagons manufactured by Ukrainian producers are proposed. The paper presents the results of the impact of quarantine restrictions on railway transport. The data on the drop in railway transportation caused by the pandemic in Ukraine and in the countries of the European Union, and the results of the comparative analysis are given. The volumes of the downfall in the production of freight cars and their reasons are analyzed, suggestions on the overcoming the crisis in machine building industry are defined, which will allow to resume the work of rail transport and related industries. This provides a real vision of the possible course of economic processes that will have an immediate effect on the standards of the social life. The analysis framework of relationships between industrial and transport structure was constructed according to the Leontief input-output table. Analysis on the relationships between the three industries and transport industry was made, which was based on the input-output tables of 1992,1997,2002,2007. The analysis indicated that the demand of three industries to the transport in the future of national economy will be on the rise, with the development of industrialization and urbanization in our country, secondary industry and tertiary industry will have stronger demand for transport, railway transportation highway transportation and pipeline transportation have strong role in promoting the development of the national economy.

Abstract:
Alternative energy sources, mostly related to “green” energy, are one of the promising trends in the development of energy generation, including for the global railway sector. This is due, firstly, to its desire to preserve its environmental advantages by reducing carbon dioxide emissions into the environment and increasing energy efficiency, and secondly, to a reduction in the use of such sources as oil and coal as fuel resources in the coming decades.In a world where 95 % of motorized vehicles use oil as fuel, the greenhouse gas emissions per passenger-kilometer for rail transport are five times less than for road transport and 20 times less than for air transport. Therefore, one of the key tasks in the development of railway transport is the creation of high-speed highways that will serve as an alternative to road and air communications over short distances.In addition to the well-known alternative energy technologies, the railway transport traditionally conducts scientific research to improve energy-saving technologies, which include the use of excess recuperation energy when rolling stock braking.Also, projects for the use of renewable energy sources — heat pump installations — have proved their effectiveness in railway transport: heating switches from the ground, use of heat from compressors of hill complexes to heat electrical centralization posts and heat transformers of traction substations for its own needs.The role of alternative energy sources in railway transport is constantly growing. The efficiency of using alternative energy sources at the Russian Railways is largely determined by a scientific approach that allows, based on own experience or experience in introducing innovations in related industries, to determine the place, time and degree of their implementation, taking into account technical and technological features of production processes inherent in a particular structural unit companies. Among the innovative technical solutions in railway transport, the most priority ones are solutions aimed at the development of high-speed lines, recuperation systems, as well as heat pump technologies.

Abstract:
Background: The object of the study is regional and global cargo transportation. In order for cargo transportation to link the national economy into a single whole, and also allow it to realize its export opportunities, the level of organization of railway transport should be significantly higher than that of other market participants (primarily shippers and consignees). Aim: to study the prospects for increasing the role of railway transport with the help of digital technologies. Methods: To model the role of railway transport at the national and global levels, the article uses the concept of general organizational science by A. A. Bogdanov (Tectology). The Theory of Inventive Problem Solving (TRIZ) is used to model the role of railway transport at the micro level. Results: Railway transport is considered as a system consisting of subsystems: "working body", "transmission", "engine" and "computer". Each of these subsystems corresponds to separate divisions of railway transport. Digitalization involves the transfer from a person to automated systems, first of all, the functions of such a subsystem as a "working body", which functions according to the same algorithm and, therefore, is extremely routine. This simplifies and makes more predictable the production activities of the relevant departments of railway transport, which in turn creates the opportunity to increase the complexity of other subsystems. Conclusion: Railway transport was originally created as a complex macro system based on the most advanced technologies and significantly ahead of other industries in its development. Because of this, he was able to dramatically increase the level of complexity of the territories that he reached. However, today railway transport is experiencing increasing competition from other modes of transport, and therefore qualitatively new measures are required from railway transport to ensure advanced development. To do this, it is proposed to apply digitalization to the process of physical movement of goods as a whole: from fixing the need for transportation from shippers to delivering goods directly to the production sites of consignees. In this case, the main competitive advantage of railway transport becomes the "computer".

Abstract:
The article emphasizes that the study of economic history of individual regions, such as Siberia, is necessary to create a full-fledged understanding of regional social and economic processes thus providing a more complete perception of the country’s development as a whole. It addresses wage differentiation among three groups of workers in the Siberian Krai who were employed in mining and manufacturing industries, construction and railway transport in 1925–1929. The main sources of the study were two related statistical publications — “Byulleten’ statistiki truda Sibirskogo kraya” and “Byulleten’ statistiki truda i promyshlennosti” published in Novosibirsk in 1926–1929. Based on the construction of time series and their processing, the authors consider the inter-branch differences in the size of the average wages of industrial workers and discuss the relationship between the most and the least paid industries and the tendencies of its change. The difference in daily wages between unskilled (blue-collar workers) and skilled construction workers is also discussed. The differentiation of wages in railway transport is shown both by professional groups and in accordance with qualifications and field of activity. The authors discuss the salary of the railway administration employees and its correlation with other professional groups as well as the issue (in a cross-sectoral and intra-sectoral context) of whether there was a tendency towards equalization of wages in the second half of the 1920s.

Transportation is one of the major energy consumption and carbon emission industries. Railway transport is a typical low-carbon transport. To accelerate the green low-carbon transportation development and improve the railway market share, this paper defines the concept of carbon saving profit to study the price of railway freight after the government functions were separated from railway enterprise management. First, taking full account of market factors and on the principle of utility maximization and maximum likelihood method, the sharing ratio model of transportation modes is established. Then consideration is given to both the profit of railway enterprises and social benefits, and income maximization model of railway freight based on low-carbon economy is established. The model can scientifically guide the transportation users who prefer to use resource-saving and environmental-friendly transportation modes, optimize transportation structure, and comprehensively improve the efficiency of transportation system. Finally, case analysis is conducted to verify the rationality and validity of the model, and reference for the rail freight pricing is provided.

The article analyzes the impact of the consequences of the quarantine measures introduction to counter the pandemic COVID-19 on the economy of Ukraine in general and the domestic transport machine-building sector in particular. It has been established that one of the most affected sectors of the economy is transport and mechanical engineering, in particular the railway transport sector. It is determined that at present a very relevant issue for the further development of domestic enterprises of transport machine-building and railway industry is the assessment of the impact of the COVID-19 pandemic on the activities and financial and economic performance of these enterprises. The financial and economic indicators of such domestic enterprises of transport machine-building and railway industry, such as JSC "Ukrzaliznytsia", PJSC "KVBZ", SE "UkrNDIV", LLC "LEMTRANS" and LLC "KERNEL-TRADE", TDV "Popasnyansky Car Repair Plant" are analyzed. It was determined that the most affected of the studied domestic enterprises under the conditions of quarantine measures were JSC "Ukrzaliznytsia", PJSC "KVBZ", TDV "Popasnyansky Car Repair Plant". The main reasons for the decrease in technical and economic indicators at domestic enterprises of transport machine-building and the railway industry are studied by the method of expert evaluation. According to the analysis of expert evaluation data, the most important reason for the deterioration of technical and economic indicators of enterprises is the lack of state support and incentives for the development of transport machine-building and the railway industry in the country (19.6%). Experts estimate the impact of the consequences of the introduction of quarantine measures to counter the COVID-19 pandemic at 8.1%. Measures are proposed to improve the technical and economic performance of the most affected domestic enterprises of the transport machine-building and railway industries in the context of the COVID-19 pandemic.

Railway transport is the leader of the Russian transport market and one of the largest companies in the global transport sector. This powerful tool not only serves as a driving force for the development of many industries in the Russian Federation, but is also one of the criteria for assessing well-being and welfare of its citizens, which dictates the need for a detailed study of all aspects of the functioning of railway production. When considering the quality of the implementation of railway services, special attention must be paid to the internal quality system, namely, corporate culture, working conditions, quality of service, and a multi-level team management system. In modern rapidly changing socio-technological conditions of development of the transport industry, the efficiency and competitiveness of a railway transport specialist is determined not only by the quality of knowledge and skills in the structure of professional competencies, but also by a set of personal qualities that allow optimal ergonomic passage through the stages of socio-technological adaptation and further professionalization. A multifactorial analysis of “social competence” as a pedagogical category, from the standpoint of activity-based, personal, subjective, axiological, competence-based approaches, the study of regulatory documentation and conditions for the implementation of professional activities in transport, made it possible to determine the essence and structure of the social competence of railway specialists as an integrative quality of personality, the structure of which can be represented by a set of motivational, value, emotional, and communicative components. The choice of indicators (social initiative and activity, the ability to transmit generally accepted and intra-industry social values, empathy, tolerance, self-esteem, ability for effective communication, social mobility) in the structure of social competence is substantiated and the levels of their formation are determined. Situational and functional approaches to identifying the content of the main stages of socialization in the professional training of railway transport specialists made it possible to specify the psychological and pedagogical conditions for the targeted formation of indicators of social competence: incessancy and continuity in the development of a block of socially oriented disciplines; practice-oriented educational process; active learning methods; design technologies; formation of an active subject position of students

High-speed railway (HSR) network can significantly reduce the transport cost of people and facilitate interregional knowledge spillovers. It may thus affect regional industrial dynamics. By employing the industrial relatedness indicator, this article shows that regional industrial dynamics is path dependent in China. It further adopts several classical accessibility indicators to capture the network characteristics of transport infrastructure and the accessibility of Chinese cities in the HSR network. In response to the endogeneity issue, we design an instrumental variable based on historic transport network. Another econometric strategy is to include only two groups of cities in the sample: cities with existing HSR stations and cities with planned HSR stations. The empirical results suggest that high accessibility in the HSR network not only pushes forward new industry creation but also enables regions to be more pathbreaking and diversify into less related industries.

The article considers the main directions of optimization of technological process management in the transport industry in the context of the implementation of professional psychological support procedures (on the example of JSC "Russian Railways"). Railway transport is one of the dynamically developing industries, with complex automated technological processes, which requires highly qualified personnel involved in all branches and structural divisions of JSC "Russian Railways". The interrelation between the implementation of the Transport Strategy of the Russian Federation and the need for qualified performance of official duties of employees who meet the requirements of current professional standards is noted: successful performance of professional activities by employees with a high level of professional competencies and versatility of labor functions is necessary for modern transport organizations. The main principles, types and stages of professional psychological support are highlighted. The analysis of the directions of personnel work of JSC "Russian Railways" and its interaction with educational organizations of higher education in terms of professional psychological support is carried out. The significant role of industrial practice, the implementation of mentoring in the course of educational and professional activities, training programs for students of higher educational institutions are noted. In the process of professional psychological support of the professional activities of transport personnel performing their official duties related to automation and control of technological processes in the transport industry, there is not just a study of their professional abilities, but an assessment of their current state, professional readiness and professional suitability for work. Professional psychological support is considered as a system of continuous interaction between the subject of labor and accompanying persons, within which an active role belongs to all participants in the labor process of support.

The development of logistics terminals and their placement on the railway network, which involves their integration into transport and logistics clusters, will significantly reduce logistics costs, thanks to the optimal technology for the movement of goods, and also contributes to active import substitution and the level of growth in the competitiveness of goods and services. Clustering, which is being given great attention by the Government of the country today, will allow solving some issues of territorial balance of production concentration, increasing the share of high-tech industries, avoiding dependence on trade in resources, increasing the added value of goods, increasing economic growth rates. Modern Uzbekistan has huge transport potential and unique opportunities to meet the needs of the country in the movement of both goods and passengers in all directions by all possible modes of transport through the use of available transit resources. The article analyzes the sectoral structure of the industry of Uzbekistan, shows the existing clusters of the agricultural sector of the republic. The methods of assessing the level of cluster development in the context of the regions of Uzbekistan are described. Paired correlation analysis was used to determine the presence and type of relationship between the studied factors. As a result, the regions of Uzbekistan in terms of the placement of freight infrastructure on railways in order to create potential transport and logistic clusters were grouped depending on the indicators of socio-economic and infrastructural development.

Professor A.G. Aganbegyan defines a new transport and logistics infrastructure as a key factor of economic growth, welfare, and transformation of Russia’s socio-economic system. This new infrastructure should include two-way highways, high-speed railways, regional airports, and major logistics centers in key transport hubs. Unfortunately, such projects have a very long payback cycle that may last up to 20–25 years. Moreover, the investments may be as high as 3 trillion rubles annually. As a result, transport and logistics suppliers alone cannot support such a large-scale initiative. Domestic logistics is currently going through all the stages from 1PL to 5PL, which places very high requirements on the multimodality of transport and logistics in physical infrastructure, software, and hardware. These processes encourage research cooperation between industries aimed at developing novel interoperable R&D solutions. Russian transport and logistics infrastructure depends heavily on the railway industry: its main operational task is to maintain passenger and cargo traffic, as well as to provide safety. Under the current sanctions, Russian railroads face the challenge of developing and scaling advanced scientific and technical reserves. Technological independence relies on end-to-end production technologies, e.g., artificial intelligence algorithms, digital twins, etc., which impose requirements on data interoperability. This article describes the potential that domestic railway enterprises have for improving commercialization of innovations and technology transfer. The authors used the theory of strategy and the methodology of strategizing developed by Professor V.L. Kvint to design several recommendations on how railroad companies may increase their economic motivation to overcome various barriers.

By supporting the European Green Course, Ukraine has committed itself to achieving carbon neutrality by 2060. According to the Strategy of State Environmental Policy of Ukraine for the period up to 2030, the most problematic economic activities in terms of negative environmental impact that need to be reformed and modernized are transport, energy, coal, water and forestry. Railway transport is crucial in the functioning of production and social infrastructure of the regions, economic development, strengthening Ukraine’s position in the international economic and trade environment. The development of such industries as agriculture, metallurgical production, coal industry, mining and metallurgical complex, chemical industry, construction, defense depends on railway transport, as stated in the National Transport Strategy of Ukraine for the period up to 2030. Therefore, the greening of rail transport is a priority in the formation of a carbon-neutral transport system of the country, achieving strategic environmental goals and objectives. The article is devoted to the topical problem of greening of railway transport in Ukraine. It is established that it is important in ensuring efficient freight turnover, development and integration of transport infrastructure into the international network, the transition to a carbon-neutral economy in general. The railway is one of the most environmentally friendly modes of transport, but needs further environmental modernization. The main directions of introduction of ecologically friendly technologies which will allow to reduce anthropogenic impact on the environment are formulated. They should cover the use of alternative fuels and energy sources in economic processes, reducing noise load, the introduction of piggyback transportation. The need to minimize losses and accidents is an important factor in sustainable technical development. One of the industries characterized by a high level of danger is rail transport. This problem changes its scale with the increase in the number of vehicles, its traffic intensity and speed. Another special diffi-culty is that significant infrastructural development, which involves the construction of a large number of complex and expensive facilities such as interchanges, overpasses and underpasses, is impossible in today's economic environment. Therefore, there are some promising solutions aimed at developing and implementing a new class of systems that provide a high level of safety and are able to correct negative accident statistics and solve the problem of not harming people's lives on rail transport. The article is devoted to the problem of traffic safety at railway crossings, railway crosswalks and in the work areas of service personnel. An information approach aimed at improving traffic safety and timely informing road users about emergencies and dangerous situations in their area approach is developed in the work. It is offered to solve the mentioned above tasks at the expense of the creation of digital information systems of a new class. The main differences between the created systems are the use of microprocessor systems, wireless communications and energy-saving technologies. The systems themselves must meet modern requirements for reliability, fault tolerance, and dependability. The article describes some basic options for the implementation of control and information systems for railway crossings «Blagovist», railway crosswalks «Blagovist-Р» and for a mobile system for service personnel working on the tracks «Blago-vist-SP». The systems have technologies for autonomous operation and wireless transmission of infor-mation.

This article describes the hydrocarbon reserves in the oil and gas provinces of Russia’s Arctic territory, as well as specific features of the region’s raw hydrocarbon potential. It has been noted that the implementation of Arctic hydrocarbon-associated projects requires that a unified transport and logistics system be created, with the Northern Sea Route being the basis. The factors affecting the volume of cargo transportation along the Arctic routes are presented. It has been established that the hydrocarbon extraction and liquefied natural gas production in the Russian Arctic zone is the most important factor in the formation of cargo flows along the Northern Sea Route. The most significant oil and gas projects that comprise the bulk of freight traffic flow along the Arctic transportation corridors have been reviewed. The ports, as the main element of the Arctic transport system, are described in terms of their state and infrastructure. It has been indicated that the construction, modernization, and operation of the Arctic ports are closely related to the creation of long-distance railway corridors, and the construction of new railway lines leading to the Arctic Basin ports can serve as a reliable basis for the growth of the Northern Sea Route’s cargo potential. A conclusion has been drawn about the special significance of the Murmansk region for the formation of the Arctic transport system.

Traffic flows associated with the movement of passengers and goods, characterized by traffic intensity, speed, direction and other factors are closely interrelated. The planned traffic intensity of these flows is de-termined by calculating the carrying capacity of the elements of the transport system or links in the delivery chains. The article provides a comprehensive analysis of the throughput capacity of a railway line, rail-way station, railway stations and landside areas, airports, and highways. Calculated dependencies, used to determine the carrying capacity of transport infrastructure facilities, have been carry out. It is shown that the throughput (capacity) of infrastructure facilities is focused, most of all, on the volume of cargo transportation in various industries. The factors that must be take into account when determining the conditions for further de-velopment and increasing the capacity of transport infrastructure elements are noted. All calculation methods are reduced to determining the maxi-mum permissible volume of cargo transportation (in passenger traffic, - passengers) that can be passed (processed) by an infrastructure object per unit (for a certain period) of time in the considered road transport and weather and climatic conditions.

To give an example of unified knowledge base as a basis of digital platform for multimodal transportation. Methods: Methods for visual structuring of information were used, in particular, mental maps (intellect-maps). To represent subject area ontology, a semantic network was used as a method for knowledge representation. Results: The pursued analysis of being developed and existing digital platforms and services has shown that besides data, there should lie at their basis more complex informational units — an active knowledge. This requires the method of data integration from disparate sources, their integration and circulation as within one industry as well as between various industries in order of knowledge generation and spread. In view of work specifics of transport various kinds, participating in multimodal transportations, the subject area, uniting all kinds of transport, should be chosen for this. The application of "cargo transportation" subject area has been justified by virtue of which, it is necessary to create management system of cargo flows on railway transport. Ontology fragment, describing "cargo transportation" domain for railway transport, has been worked out. Practical significance: The necessity of applying active knowledge to create autonomous intellectual productions on transport is shown. The use of knowledge bases, established on ontologies, will allow to raise the level of interaction of transport various kinds in "narrow" places during cargo transshipment as well as to expand the range of services, provided to customers.

In recent years, the countries of the Asian region have adopted a strategy for developing the competitiveness of the transport sector through innovative development and the transfer of technology.Objective:The study aims at investigating environmental factors which influence innovative development of transport company and evaluating their interdependence using correlation-regression analysis.Methods:The correlation-regression analysis and comparative approach were used to develop the model.Results:Two Rail corporations from Asian region were investigated. External and internal factors influencing innovative development of these corporations were found; significant in explaining the factors’ interdependence was discussed.Conclusion:Different groups of factors influence innovative development of transport companies in Asia. These findings can be used as information for managers to develop strategic programs to improve innovative development process in Asian transport companies.

Purpose. To improve the distribution methods of freight flows on the railway network under conditions of capacity constraints. Methodology. Methods of railway operation theory and operations research were used. The problem of cargo flow distribution on the railway network was solved as a multi-product (interchangeable cargoes) transport linear programming problem with capacity constraints in the network form. The average cost of freight transportation is established by the methods of probability theory. Findings. In the course of the research the methods of cargo traffic calculation on the railway network are improved. The proposed approach to the formalisation of the task makes it possible to take into account the presence of different cargoes to be transported, capacity constraints of some railway network sections, as well as non-linear nature of dependence between the volume and cost of transportation. To meet the requirement of consignors equal access to public carrier services, the method for calculating the cost of transportation for an individual consignor is improved. Originality. Scientific novelty of the paper consists in improvement of methods of cargo traffic distribution on the railway network and tariffing of cargo transportation services in conditions of restricted supply capacity of separate sections. Practical value. The extractive industries have a steady flow of goods. The main logistic tasks in this case are to ensure transportation of the given volume of cargo and reduce the cost of transport services. Using the proposed mathematical methods of optimization allows you to get higher-quality solutions compared to the method of technical-economic comparison of options, which provides an overall cost reduction for cargo transportation. The improved method of tariffication of transportation can reasonably allocate the savings from reducing the cost of transportation among cargo consignors and thus reduce their logistics costs.

In connection with the latest events in the country, when the West imposes economic sanctions not only on individual enterprises, but even on entire industries, one of the main goals of the government is to protect and strengthen the national economy, reduce dependence on Western companies and establish ties with enterprises in Asian countries, Africa, Indochina. As a result, the construction of transport corridors for the export of products and ensuring transport accessibility to the most remote regions of the country is of great importance. The need to implement the Northern Latitudinal Railway project has been identified as a priority for achieving the most important goals of developing the transport infrastructure of the region and the country as a whole, reducing the length of transport routes from fields in the northern regions of Western Siberia to the ports of the Baltic, White, Barents and Kara Seas. The large-scale infrastructure project “Northern Latitudinal Railway” will provide an opportunity to export cargo from Yamal and from fields in the north of the Krasnoyarsk Territory. On April 13, 2022, Russian President Vladimir Putin held a meeting on the development of the Russian Arctic zone. During the meeting, the head of state instructed the relevant departments to begin construction of the Northern Latitudinal Railway, approve a consolidated plan for the development of the Northern Sea Route until 2035, with the definition of volumes and sources of funding. The aim of the work was to study an additional cargo base, in addition to the one already available on the territory of Yamal (23.9 million tons of cargo), from the northern regions of the Russian Federation, in particular from the Krasnoyarsk Territory, while continuing the construction of the Northern Latitudinal Railway to Norilsk.

Smart grids are considered to be the ‘next generation’ of electricity supply systems, capable of increasing supply reliability, availability and energy efficiency through the use of information and communication technologies. Despite these advantages, however, the development of smart grids in rail has lagged behind the domestic sector and other industries, only recently becoming a focus of the future railway. Generally speaking, the technologies suitable for railway smart grids are already being used in other sectors, but the unique socio-political and technological environment of rail makes their implementation challenging. This review explores smart grids in the rail context, focusing on the specific drivers, benefits and challenges for the development of railway smart grids. The necessity of rail as a future transport mode is highlighted, before the following drivers and their related benefits are explored: fossil-fuel reliance, supply reliability, customer participation and the nature of rail traction demand. Finally, the railway power supply system is described and a simple railway smart grid architecture introduced before seven technical challenges are presented against the rail background. These are: interfacing new equipment, electromagnetic compatibility, developing communications, distributed generation, cybersecurity, data and standardisation and regulation. It is hoped that this review will stimulate discussion in the field of railway smart grids and direct research into addressing the railway specific challenges hindering smart grid implementation.

The resource industries are traditionally the basis of the Far-Eastern economy. Their functioning and development largely depends on transport. The subject of this article is study of the processes of transport service of the macro-region resource segment at the present stage. The purpose of the work is to analyze the key changes in the transport provision of the resource sector during 2022. There are two segments of transport services that differ in scale: at the level of individual companies and at the level of the macro-region as a whole. At the micro level of companies, transport processes are determined by the type of extracted resource (wood, ore, etc.), the scheme of production processes, and the configuration of the system of relations with suppliers and customers. The article considers the transport support of one of the largest companies in the resource sector operating in the Far East – AC Alrosa (PJSC). The features of transport support for the supply of material and technical resources, the production and marketing process for this company are shown. At the level of the macro-region, relatively “traditional” and new problems of transport services for resource industries can be distinguished. The former include ensuring the availability of deposits that are promising for economic development and the shortage of carrying capacity of the infrastructure in the east of the country. New transport services problems are formed under the influence of geopolitical conditions in 2022. These include: a change in the direction of Russia's foreign trade flows; the intensified competition of shippers for the infrastructure of the transport complex of the Far-Eastern federal district; changing institutional conditions in railway transport; an increase in freight rates. The dynamics of parameters of interaction between the transport and resource industries affects the basis of economic system of the Far East. The ongoing geopolitical changes increase the degree of uncertainty in the conditions of national economy. It is necessary to evaluate carefully consequences of the decisions made, including changes in the transport tariffs.

The global momentum towards hydrogen has led to various initiatives aimed at harnessing hydrogen’s potential. In particular, low-carbon hydrogen is recognized for its crucial role in reducing greenhouse gas emissions across hard-to-abate sectors such as steel, cement and heavy-duty transport. This study focuses on the presentation of all hydrogen-related financing initiatives in Italy, providing a comprehensive overview of the various activities and their geographical locations. The examined funding comes from the National Recovery and Resilience Plan (PNRR), from projects directly funded through the Important Projects of Common European Interest (IPCEI) and from several initiatives supported by private companies or other funding sources (hydrogen valleys). Specific calls for proposals within the PNRR initiative outline the allocation of funds, focusing on hydrogen production in brownfield areas (52 expected hydrogen production plants by 2026), hydrogen use in hard-to-abate sectors and the establishment of hydrogen refuelling stations for both road (48 refuelling stations by 2026) and railway transport (10 hydrogen-based railway lines). A detailed description of the funded initiatives (150 in total) is presented, encompassing their geographical location, typology and size (when available), as well as the funding they have received. This overview sheds light on regions prioritising decarbonisation efforts in heavy-duty transport, especially along cross-border commercial routes, as evident in northern Italy. Conversely, some regions concentrate more on local transport, typically buses, or on the industrial sector, primarily steel and chemical industries. Additionally, the study presents initiatives aimed at strengthening the national manufacturing capacity for hydrogen-related technologies, alongside new regulatory and incentive schemes for hydrogen. The ultimate goal of this analysis is to foster connections among existing and planned projects, stimulate new initiatives along the entire hydrogen value chain, raise an awareness of hydrogen among stakeholders and promote cooperation and international competitiveness.

It was established that the economic recovery in the country, the development of water and railway transport contributed to the creation of conditions for the founding of factory establishments in the cities of the region. Small private enterprises for the treatment of animals and plant products prevailed, new industries (say, chemical, power plants) appeared. The working class was small in number. According to the profitability of production, distilleries occupied the first position, then butter and brick, soap and flour mills. The “wave-like” development of urban industry was noted (rise — decline — rise). Most pre-revolutionary industrial facilities have been lost, individual enterprises have been transformed, modernized, but still operate today.

To fill this gap, this systematic literature review conducts, reports, and synthesizes the state-of-the-art of AI applied in railway TPM from four perspectives, i.e., the intersection between AI research fields (e.g., expert systems, data mining, and adversarial search) and rail TPM, the intersection between AI techniques (e.g., evolutionary computing and machine learning) and rail TPM, the intersection between AI applications (e.g., operations research, scheduling, and planning) and rail TPM, and the intersection between AI related disciplines (e.g., big data analytics and digital twins) and rail TPM. The study evaluates 95 research papers published during 1970–2022. Accordingly, a comprehensive synthesis of each intersection between AI and rail TPM is presented, and the practical roadmap for application of AI in rail TPM is proposed. Furthermore, the study identifies the research gaps and areas that need more investigation. The paper considers the role and tasks of the transport industry in the economic complex of Russia in the economic sanctions imposed. The analysis of the predicted changes in the international transport and logistics complex allowed the staging recommendations for amendments to the basic policy documents for the industry growth. Also, the paper substantiates the need to adjust certain points in the development of logistics projects within Russia and the Eurasian Economic Union (EEU). The authors analyzed the meaning of railway transport, which is the primary carrier of the considered commodity groups (products of the metallurgical, logging, coal industry) in the new economic conditions.The research proposed the calculation of the projected increase in rail freight traffic in the Siberian Federal District and the Far Eastern Federal District. This assessment is based on the analysis of external exports of the Russian Federation and the Republic of Belarus in the logging, metallurgical, and coal industries in 2020 and a valuation of the sanctions’ impact on foreign trade activity.

The article presents the theoretical aspects of the technology for applying friction geomodifiers related to innovative nanotechnologies, which enable a significant improvement in the operating characteristics of new, as well as worn-out, expensive equipment containing friction assemblies.The use of the proposed technology for restoring worn-out equipment components under harsh climatic conditions of the Arctic seems particularly feasible and economically justified.

Production engineering methods and geotechnical instrumentation for the construction and reconstruction of railway beds in high temperatures in the Arctic zone are proposed. High-technology construction facilitates the development of transport infrastructure of the energy-producing industries in the Arctic. The example of the Northern Latitudinal Railway (NLR) highlights the probability of dangerous cryogenic processes and phenomena during works, such as waterlogging and the structural decline of the active soil layer, the development of taliks, and frost cracking, which lead to a decrease in bearing capacity of soil. The features of the construction and production plans used at the sites of railway embankment reconstruction with heavy-duty equipment are outlined. New process control methods have been developed based on the selection of and systematic changes in the parameters of maximum permissible construction loads depending on the results of geotechnical structure monitoring. The structural diagram of high technology for strengthening the weak subgrade soil under the conditions of talik development is substantiated. In order to regulate intensive process parameters, the vehicle fleet needs to be equipped with positioning devices and automation process control systems. The effectiveness of process control in terms of improving the reliability and accelerating roadbed consolidation is substantiated.

To overcome the shortcomings, permanent-of-way departments throughout the world have given a considerable attention to an ideal maintenance strategy which is to carry out appropriate maintenances just in time on track locations really requiring maintenance. This strategy is simplified as the condition-based maintenance (CBM) which has attracted attentions of engineers of many industries in the recent 70 years. To implement CBM for track irregularity, there are many issues which need to be addressed. One of them focuses on predicting track irregularity of each day in a future short period. In this paper, based on track irregularity evolution characteristics, a Short-Range Prediction Model was developed to this aim and is abbreviated to TI-SRPM. Performance analysis results for TI-SRPM illustrate that track irregularity amplitude predictions on sampling points by TI-SRPM are very close to their measurements by Track Geometry Car.

Problem. Today, there is a problem associated with the need to increase the efficiency of railway transport. Recently developed methods for determining the parameters of energy-saving operational work in stable and transient modes, as well as sets of corresponding technical means from various manufacturers allow us to speak of an integrated energy-saving technology. This development relies on the use of electronic controls. It is very effective both when used on new locomotive diesel generators and when retrofitted during a major overhaul. The integrated indicators existing in railway transport were developed without taking into account the capabilities of modern control systems in the formation of both stable and transient modes. Therefore, it is difficult to obtain estimates on their basis that make it possible to compare the efficiency of energy saving of control systems of various manufacturers and the actual payback period under operating conditions. Goal. The purpose of this work is to develop a methodology for assessing the impact of technical controls on improving the operating efficiency of diesel-generators in a relative form, which allows, even at the stage of preparation for the introduction of energy-saving measures, such as modern frequency and power control systems for a diesel-generator, to determine the efficiency of diesel generators in steady state, transient and idling conditions expected during the operation of the vehicle. Methodology. The paper uses methods based on obtaining relative estimates based on well-known ratios for fuel consumption in stable and transient modes. Results. The simple expressions obtained in the work make it possible to evaluate in a relative form the degree of influence of electronic technical systems on improving the operational efficiency of mainline and shunting diesel locomotives without carrying out a time-consuming and material-resources experimental study. Originality. In the case of a mainline locomotive, the expected efficiency from the use of only frequency and power control systems (electronic regulator) is estimated, and in the case of a shunting locomotive, relative estimates allow us to estimate the expected efficiency from the simultaneous use of two control systems: a start-stop system and an electronic regulator. Practical value. The proposed method of relative estimates can be applied to analyze the potential increase in the operational efficiency of diesel generators of shunting diesel locomotives, the fleet of which is a significant consumer of diesel fuel in railway enterprises, mining and metallurgical industries in almost all countries.

The use of biomimetic, i.e. the study of the structures and functions of biological systems in the design of engineering systems has attracted a lot of attentions in the last few decades. Mimicking the arrangement and pattern on shark scales and how owls quietly fly has contributed to progress in various engineering fields. Simulation works are carried out especially to reduce costs and to obtain estimation of drags prior to experiment works. However, current computational resources only allow turbulent flows to be simulated at low and medium Reynolds numbers - far below that of engineering flows. This has lead researchers to develop empirical models which can be used for practical engineering applications so that engineers are able to obtain a estimate of the drag on the surface. Throughout the years, many models have been proposed but none has been universally reliable. Indeed, the turbulent flow over rough surfaces is a complex field of research and much is still to be discovered.

Due to the wide range of waterway engineering strategies, the government often has the view that investment in hardware (such as construction, equipment renewal, etc.) is more important than that in software (such as information systems, service concepts, etc.) in the investment decision-making of waterway engineering. Besides, some government departments lack a consideration of coordinated development among different industries, resulting in the waterway industry lagging behind other industries (such as expressways, high-speed railway, etc.). To facilitate a more balanced infrastructure investment, we create a novel index, the Hub Economic Index (HEI), by incorporating the theory of the hub economy into the investment decision-making of waterway engineering. HEI consists of two major criteria, tangible and intangible assets, further divided into 10 indices. In particular, investment allocation between tangible and intangible assets is evaluated for the four major reaches of the North Jiangsu Canal. Multiple years of HEI values for the water transport industry are calculated for trend analysis and comparison with other industries. The results show that (1) through the comparison between the calculated values of the HEI investment model and the actual investment, the deviation of the tangible investment is 2.8% lower, and that of the intangible hub investment is 7.2% higher, which is basically in line with the actual situation. At the same time, it promotes the development of software; and (2) through the variation trends in HEI for various industries from 2008 to 2018, the HEI values of the different industries in the transportation system show a trend of steady growth. This is basically consistent with China’s economic development trend, but also reflects the development gap between the different industries. The research results are of great significance to help the government to make investment decisions in different fields and industries. The investment based on HEI values will further promote the integrated development of the water transport industry and other industries.

Relevance. Due to the turbulence of economic processes in the period of sanctions pressure on the economy, decisions should be made, effective, first of all, from a national position. For this purpose, it is necessary to justify them using multi-criteria and all available information, which at the initial stages is fundamentally incomplete, insufficiently reliable and sometimes weakly formalized. In such cases, it is advisable to use special methods to assess the decisions made in conditions of uncertainty, in particular methods of fuzzy logic and mathematics. Purpose of the study. The study is aimed at assessing the order of priority of transport rail support on the investigated most important in the federal and regional scale main lines by including the most significant technological and economic criteria, reflecting the nationwide priority. Data and Methods. To compare different methods of priority construction of the main lines of railway lines, we used the procedure of fuzzy multi-criteria analysis of the projects. The assumed priorities of transport rail support are based on four trunk line projects: the Middle Urals Latitudinal Railway on the N-Tagil - Perm section; the Troitsko-Pechorsk - Ivdel section; the Perm - Chernushka section; the Ust - Aha - Uray - Khanty-Mansiysk - Salym section. Results. The paper proves the possibility of applying the approach based on fuzzy logic to the analysis of economic processes in the period of shocks to the economy, caused, in particular, by the introduction of sanctions from unfriendly countries. The estimated priority of transport rail support on the four projects of the most important trunk lines is assessed. Conclusions. With the help of fuzzy logic methods, it is possible to find compromise options that satisfy the various interests of those affecting the decisions, regardless of the structural organization of the backbone industries, one of which is undoubtedly the transport industry.

Abstract The research of railway track surfaces is aimed at improving the quality of railway infrastructure and providing the chance of improving the safety of driving. Therefore, it is advisable to constantly monitor track surface, but the research itself is not innovative because it is based on a known procedure. The crucial element are the techniques that allow to delve into the sources of problems. The aim of the article is to use the selected instruments of quality management to analyze the causes of track twist at high (180 km/h) speed of driving. The analysis of the causes of track twist was done on the basis of results from the measurement of one kilometer track section of the Krakow Glowny - Medyka route, which was made by using the TEC measuring device in April 2018. It was inferred that it is impossible to reach 180 km/h without track twist. In order to identify the causes of track twist it was proposed to use the selected sequence of quality management instruments, i.e.: brainstorming, Ishikawa diagram and the 5Why method. The identified causes of track twist include the abrasion of rail, scratches and exploitation point. The analysis and conclusions drawn from it may be useful in the analysis of other problems in railway transport as well as production and service industries.

High-cost abatement measures to mitigate greenhouse gas emissions in the basic commodity industry is known to result in substantial increases in the production costs. Consequently, investments in such measures are lagging behind what is required to make deep emission cuts in line with the Paris Agreement. As high-cost abatement measures (such as Carbon Capture and Storage; CCS) are perceived as expensive for the basic commodity producer, this study investigates the impacts down-stream of the product value chain when assuming full cost pass-through (i.e., the cost increase related to basic commodity production is fully passed on down-stream of the product chain to the end-consumer). We investigate the effects on both costs, by means of a techno-economic assessment, and carbon footprints, using a Life Cycle Assessment (LCA), along the product value chain for the case of post-combustion CCS applied to the cement, pulp, Waste-to-Energy (WtE), and refinery industries, towards abating fossil- and process-related emissions and generating negative emissions. Here, we analyse the product value chains that involve cement to a high-speed railway, pulp to a disposable baby diaper, WtE in connection with housing and plastic products, and refineries to different transportation solutions (truck transport and air-freight). The results show that even though the costs for producing basic commodities can increase significantly (200% for cement, 75% for pulp, 230% for heat, and 6–37% for refinery products) when implementing CCS, the increases in prices for end-users are marginal (1% for the railway, 3% for the disposable baby diaper, 1% for the housing, 0.4% for truck transport and 2% for air-freight). Simultaneously, the carbon footprint associated with the end-use may be reduced by up to 36% for the railway, 31% for the diaper, 80% for the housing, and 3–23% for the refinery cases.

Railway transport plays a key role in the functioning and sustainable development of the Russian economy, providing transportation of passengers and cargo throughout the country. Modern Russia inherited the railway transport industry in the form of a post-Soviet monopoly, which itself provided transportation services, as well as by its own efforts ensured the maintenance of rolling stock in working condition, carrying out all types of wagon refurbishments. This study is devoted to the formation of an independent industry of wagon refurbishment services, as well as to the analysis of the way passed so far in building a competitive environment and further prospects for the development of the industry under study. In order to analyze the evolutionary path, the authors relied on the historical and genetic method, and the study of the current state of the wagon refurbishment services industry is based on the application of qualitative and quantitative methods, including the FAS RF market assessment methodology, the study of industries and markets combined in the approach of new institutional economics. The obtained research results allowed the authors to identify 5 stages of the evolution of this industry, characterize each of them in detail, identify features and evaluate the results obtained. Assessing the competitive environment of wagon refurbishment services formed to date, its subjects were described, the economic content of wagon refurbishment service and its types, currently used, institutions that act as a basis for coordination of the agents of the studied market were characterized in detail. According to the results of the study, the current competitive environment of the wagon refurbishment services market was assessed, including indicators of market power and concentration, and the directions and prospects for further development of the competitive environment of the domestic market of wagon refurbishment services were formulated. The theoretical significance of this study lies in the detailed description of the competitive environment of the wagon refurbishment services market, as well as the elements of its structure. The practical significance of this study lies in identifying the weaknesses of the industry and developing directions and recommendations to improve the efficiency of its functioning.

Purpose: Machine learning is one of the most popular technologies at the present time, which finds application in various industries. One such industry is rail transport, where machine learning can significantly improve the management of locomotives and electric trains. The article is devoted to the study of the possibility of using machine learning to analyze the technical characteristics and parameters of the rolling stock using electric trains operating on high-speed railway lines as an example. The article discusses machine learning mechanisms for data analysis, as well as offers practical recommendations for using machine learning for data analysis on railway transport. Methods: The k-means method is one of the most popular machine learning algorithms for clustering, which allows to split a dataset into k similar groups or clusters. The algorithm is based on finding the centroids (mean values) of each cluster and assigning objects to the cluster that has the closest centroid. Depending on the choice of the initial values of the centroids and the parameters of the algorithm, the partitioning of data into clusters can be different. In addition, k-means is a relatively easy-to-implement and efficient clustering algorithm that can be used as an initial estimate for more complex clustering algorithms; The linear regression method is a statistical algorithm used to determine the relationship between two continuous variables. The algorithm uses a linear function that describes the relationship between the dependent variable and one or more independent variables. Results: Algorithm for processing and primary analysis of the characteristics and parameters of high-speed rolling stock, the results of parameter clustering, a technique for predicting the technical characteristics of prospective high-speed rolling stock. Practical significance: The methods of application of machine learning for the analysis of technical characteristics and parameters of the operated rolling stock on high-speed railway lines are shown. The methods will allow to substantiate and predict the necessary characteristics when developing technical requirements for high-speed transport in Russia. Using machine learning, it is possible to improve the accuracy of calculating the technical and economic models of high-speed highways, and further reduce the cost of operating rolling stock.

The Susa Valley situated between Maurienne, France and Turin, Italy, has been urbanised by the economic development of the region. Scarred by infrastructure like the Frejus highway, an international railway, and numerous dams, tunnels and industries, this "development" has had significant environmental and social impacts. The high speed train line (Treno Alta Velocitŕ in Italian, or TAV) between Turin and Lyon is planned at the intersection of 2 main European axes to complement the European railway network by increasing the transport of passengers as well as goods. The train would pass through the Susa Valley, via 2 main tunnels and numerous shorter ones to cross the Alps. The "No TAV" movement is the grass-roots movement of the Susa Valley population against the construction of the line. This article, explores the motives and rationale of opponents and proponents, highlighting the role of power relations and an underlying clash of ideologies. It shows how the success and longevity of No TAV movement relies on one hand on the versatility and diversity of its arguments, and on the other, a renewed legitimacy in the context of the current social and economic crises of its arguments in favour of strong sustainability, degrowth and participatory democracy.

Residual stresses impact on a wide variety of industrial sectors including the automotive, power generation, industrial plant, construction, aerospace, railway and transport industries, and a range of materials manufacturers and processing companies. The X-ray diffraction (XRD) technique is one of the most popular methods for measuring residual stress (Kandil et al., 2001) used routinely in quality control and materials characterization for validating models and design. The VAMAS TWA20 Project 3 activity on the “Measurement of Residual Stresses by X-ray Diffraction” was initiated by NPL in 2005 to examine various aspects of the XRD test procedure in support of work aimed at developing an international standard in this area. The purpose of this project was to examine and reduce some of the sources of scatter and uncertainty in the measurement of residual stress by X-ray diffraction on metallic materials, through an international intercomparison and validation exercise. One of the major issues the intercomparison highlighted was the problem associated with measuring residual stresses in austenitic stainless steel. The following paper describes this intercomparison, reviews the results of the exercise and details additional work looking at developing best practice for measuring residual stresses in austenitic stainless steel, for which X-ray measurements are somewhat unreliable and problematic.

Based on POI and land-use data, this paper defines the spatial scope of the HSR station area and explores the characteristics and influencing factors of its spatial structure from the perspective of industry. The study area i is set at 2000 m. Since the opening of the HSR, the industrial distribution has exhibited a significant circular, multi-core, and axial belt spatial structure. The spatial structure of each sub-industry is different. On the whole, internal and external transport and agglomeration economies have significant impacts on the industrial spatial distribution, and land rent has gradually decreased in importance with the development of HSR station areas. The intensity of the effects of different factors varies among different industries. The mechanisms by which the spatial structure of the station area is formed are discussed and include location accessibility, micro-market factors, node station attributes, the availability of a sufficient amount of undeveloped land, the characteristics and needs of HSR passengers, and policies and systems.
