Abstract:
According to the theory of rational bubbles, the bubble is present whenever asset prices progressively diverge from their fundamental value, which occurs because agents expect that asset prices will continue to grow exponentially (self-fulfilling prophecies) far in the future and consistently, which promises the realization of ever larger capital gains. In our opinion, the basic shortcoming of this theory refers to the assumption that all market agents are perfectly informed and rational and, accordingly, form homogeneous expectations. The model does not explain decision-making processes or expectation formation, nor does it detect potential psychological and institutional factors that might significantly influence decision making processes and market participants? reactions to news. Since assumptions of the model critically determine its validity, we conclude that comprehensiveness of the rational bubble model is, to put it mildly, limited.

Abstract:
In this response to Stenmark's critique of my views on rational theology, I concentrate on his distinction between the epistemic and the practical goals of religion and between descriptive and normative rational theology. With regard to the first distinction, I grant that truth claims play an essential role in religious belief and that it is indeed the task of philosophy of religion to decide on the meaning and rationality of such claims. I argue, however, that since such claims are internally related to the practical context of religious belief, their meaning and rationality cannot be determined apart from this context as is done in the kind of rational theology which Stenmark calls ‘scientific’. With regard to the second distinction, I reject Stenmark's view that philosophy of religion has a descriptive task with reference to religion, and hence also his claim that I have put forward a false description of ‘the religious language game’.

A recent article offers a 153-line computer program that numerically determines the rational roots of polynomial equations with degree n ≤ 10 (O'Donnell 1988). The program forms and systematically checks all possible rational roots. This article outlines another approach to finding the rational roots of polynomial equations based on computer graphing that is more general and integrates graphing with the purely algebraic approach. The method is easy and can be used with popular computer graphing utilities or with graphing calculators such as the Casio fx- 70000 or the Sharp EL-5200.

Abstract A class of self-reinforcing outlets addressed to a wide variety of plants and pipelines is analyzed in this paper in order to examine computer simulation in comparison with bursting tests commonly adopted in industry. Based on a specific pre-processor for mesh generation, finite element analysis is performed on a workstation by a software package suitably accounting for both geometrical and material nonlinearities. Besides stress distribution visualization, high-resolution post-processor capability allows to predict, with sufficient accuracy, plastic strain trend in critical area. This may provide, on the one hand, a powerful tool in view of anticipating proof testing results and, on the other hand, a useful guideline for design purposes in view of a more rational material usage and joint configuration, paying particular attention to the overall structural reliability and performance.

Abstract:
This paper presents a technology-independent rational inquiry into informing systems in business environments. Depending on the primary concerns, informing systems should be examined from either the viewpoint of information disseminators or informing clients. The latter viewpoint is subject to extensive empirical studies within informing science and partially within the MIT Information Quality Program. It focuses mainly on information products, services, users’ preferences, and requirement specifications. The information disseminators’ viewpoint is rarely taken into account. Based on a short review of the most popular MIS textbooks and research in this domain, this paper discusses problems one encounters during examination of informing systems in business environments. It uses an improved version of the purpose-focused framework (Gackowski, 2004a), which covers both viewpoints. Two refinements of the Informing Science Framework as defined by Cohen (1999) are suggested.

Creep data are often analyzed using derived engineering parameters to correlate creep life (either time to rupture, or time to a specified strain) to applied stress and temperature. Commonly used formulations include Larson-Miller, Orr-Sherby-Dorn, Manson-Haferd, and Manson-Succop parameterizations. In this paper, it is shown that these parameterizations are all special cases of a common general framework based on a linear statistical model. Recognition of this fact allows for statistically efficient estimation of material model parameters and quantitative statistical comparisons among the various parameterizations in terms of their ability to fit a material database, including assessment of a stress-temperature interaction in creep behavior. This provides a rational basis for choosing the best parameterization to describe a particular material. Furthermore, using the technique of maximum likelihood estimation to estimate model parameters allows for a statistically proper treatment of runouts in a test database via censored data analysis methods, and for construction of probabilistically interpretable upper and lower bounds on creep rate. Comparisons are made to a generalization of the commonly used Larson-Miller parameterization (namely, the Mendelson-Roberts-Manson parameterization), which is comparable in complexity to the Manson-Haferd parameter, but utilizes a reciprocal temperature dependence. The general framework for analysis of creep data is illustrated with analysis of Alloy 617 and HAYNES® 230® alloy (Alloy 230) test data.

The relationship that exists between structure and function is a unifying theme in my varied biomembrane-based research activities. It applies equally well to the lipid as to the protein component of membranes. With a view to exploiting information that has been and that is currently being generated in my laboratory, as well as that which exists in the literature, a number of web-accessible, relational databases have been established over the years. These include databases dealing with lipids, detergents and membrane proteins. Those catering to lipids include i) LIPIDAT, a database of thermodynamic information on lipid phases and phase transitions, ii) LIPIDAG, a database of phase diagrams concerning lipid miscibility, and iii) LMSD, a lipid molecular structures database. CMCD is the detergent-based database. It houses critical micelle concentration information on a wide assortment of surfactants under different conditions. The membrane protein data bank (MPDB) was established to provide convenient access to the 3-D structure and related properties of membrane proteins and peptides. The utility and current status of these assorted databases will be described and recommendations will be made for extending their range and usefulness.

Management of product design projects becomes increasingly difficult as the complexity of products increases. For better management of such projects, well-considered preliminary coordination of design processes is essential. This paper proposes a method for coordination in the design process, which comprises two phases: 1) division of the design work into smaller tasks and sequencing them and 2) establishment of management activities. To facilitate this coordination, an integrated model of a product, process, and organization is proposed. The division and sequencing of design tasks is based upon analysis of the product model. The method utilizes rational prioritization of design parameters, which means identification of parameters that must be first considered for changes. The resulting design processes can show where coordination among design tasks is needed. This, in turn, implies the necessity of management. It is preferable for a different style of management to be adopted for each part. Here, the importance of management and organizational structure prescribe the style of management that should be adopted. In this paper, two approaches to management are discussed: 1) the formation of a pre-agreement, and 2) integration and after-approval. Throughout the paper, the example of a solar boat design is used to explain how the proposed method works and to demonstrate its feasibility.

Abstract For sometime Nam Suh’s axiomatic design has been a view of design science; a view in which design science is seen as a process subject to a set of rules or governing, rational axioms. The two principal limitations of axiomatic design as espoused by Suh are 1) its inability to be used at every stage in a design process, and 2) the lack of supporting tools for designing with the axioms. It is our contention that in order to improve the existing axiomatic approach to design, a new model for designing is needed. In this paper we offer a fundamental algebraic model for design, the Decision-Based Design equations, that encompasses Suh’s axiomatic design and is applicable at any stage in a design process.

Abstract:
One of the aging issues of concern in the light-water reactor power plants is the fatigue degradation due to cyclic loads for which the updated regulatory guidelines have factored in the water environment effects that were not in the original design basis analyses. These guidelines are also applicable to newer plant designs not yet in operation. In both these cases, notably, the design/analysis is deterministic with several factors conservatively used as an engineering judgment to address various sources of uncertainty in the cumulative usage factor (CUF) based fatigue evaluation. The use of deterministic approach to an inherently statistical issue with large and unspecified uncertainty of analysis does not provide a consistent or quantifiable measure of actual safety margin, nor does it lend itself well to assess the impact of various conservative assumptions, or their potential reductions, on the gain/loss in the margin. While a probabilistic methodology is expected to be pertinent and useful it is also recognized that the deterministic approach has the simplicity and familiarity to its credit. These aspects of significance to the long-term assessment and management of fatigue degradation are addressed in this paper with a new approach focused on its engineering application. Presented in this paper is a rational basis that relates the results of a probabilistic assessment of CUF to the common notion of deterministic margins. The objective is to account for major sources of uncertainty in the evaluation of CUF and its allowable or performance criterion, with the goal of allowing for a more realistic assessment of fatigue damage and a consistent quantification of fatigue margins. The basis itself is developed using the stress–strength (or load–resistance) interference methodology that is probabilistic. The results of application of this methodology are expressed in the form of suitable margins that can be treated in the usual deterministic manner. The relation between application dependent acceptable risk level and the quantified fatigue margin is examined to further utilize the results of proposed approach in a simplified engineering manner. Limitations of the key assumptions in the development of this basis/approach, and their expected practical significance, are discussed with suggestions for further enhancements from the application point of view.

Abstract:
This article explores the rationale behind a performance given by the authors at the Unfolding the Process symposium held in Oslo in November 2015. For this occasion, the authors devised a new version of Bach’s Goldberg Variations that builds upon Emmerson’s arrangement of the work for two pianos in 2012. A shortened version of the work (c.30 minutes) was designed that aimed nonetheless to maintain the original work’s sense of structural balance and coherence. This version involved the transposition of a number of variations into different keys to explore the possibility of adding a satisfying tonal structure to our experience of the work, in a context where both performers see potential communicative value in 'playing with' dimensions of original masterworks with a view to giving fresh perspective to the listener experience. The article is written from the alternating perspectives of the authors; one of which is primarily concerned with the rationale and process of devising the arrangement while the other reflects upon the performative aspects and implications arising from it.

Abstract:
Data on political engagement of newly eligible young voters in 34 countries during 2004-2016 indicate that voting eligibility is associated with higher political engagement, casting doubt on the view that voters are rationally ignorant. Voting eligibility is associated with higher political interest, more discussion of political issues and attendance of political meetings, and more political knowledge. These effects are stronger in countries with enforced mandatory voting. The increase in political engagement is larger closer to the prior election, and it is driven by the engagement of eligible voters, implying that young voters acquire political information in anticipation of elections rather than ex post.

Abstract:
The article investigates functional techniques of extralinguistic expression in multimedia texts; the effectiveness of figurative expressions as a reaction to modern events in Ukraine and their influence on the formation of public opinion is shown. Publications of journalists, broadcasts of media resonators, experts, public figures, politicians, readers are analyzed. The language of the media plays a key role in shaping the worldview of the young political elite in the first place. The essence of each statement is a focused thought that reacts to events in the world or in one’s own country. The most popular platform for mass information and social interaction is, first of all, network journalism, which is characterized by mobility and unlimited time and space. Authors have complete freedom to express their views in direct language, including their own word formation. Phonetic, lexical, phraseological and stylistic means of speech create expression of the text. A figurative word, a good aphorism or proverb, a paraphrased expression, etc. enhance the effectiveness of a multimedia text. This is especially important for headlines that simultaneously inform and influence the views of millions of readers. Given the wide range of issues raised by the Internet as a medium, research in this area is interdisciplinary. The science of information, combining language and social communication, is at the forefront of global interactions. The Internet is an effective source of knowledge and a forum for free thought. Nonlinear texts (hypertexts) – «branching texts or texts that perform actions on request», multimedia texts change the principles of information collection, storage and dissemination, involving billions of readers in the discussion of global issues. Mastering the word is not an easy task if the author of the publication is not well-read, is not deep in the topic, does not know the psychology of the audience for which he writes. Therefore, the study of media broadcasting is an important component of the professional training of future journalists. The functions of the language of the media require the authors to make the right statements and convincing arguments in the text. Journalism education is not only knowledge of imperative and dispositive norms, but also apodictic ones. In practice, this means that there are rules in media creativity that are based on logical necessity. Apodicticity is the first sign of impressive language on the platform of print or electronic media. Social expression is a combination of creative abilities and linguistic competencies that a journalist realizes in his activity. Creative self-expression is realized in a set of many important factors in the media: the choice of topic, convincing arguments, logical presentation of ideas and deep philological education. Linguistic art, in contrast to painting, music, sculpture, accumulates all visual, auditory, tactile and empathic sensations in a universal sign – the word. The choice of the word for the reproduction of sensory and semantic meanings, its competent use in the appropriate context distinguishes the journalist-intellectual from other participants in forums, round tables, analytical or entertainment programs. Expressive speech in the media is a product of the intellect (ability to think) of all those who write on socio-political or economic topics. In the same plane with him – intelligence (awareness, prudence), the first sign of which (according to Ivan Ogienko) is a good knowledge of the language. Intellectual language is an important means of organizing a journalistic text. It, on the one hand, logically conveys the author’s thoughts, and on the other – encourages the reader to reflect and comprehend what is read. The richness of language is accumulated through continuous self-education and interesting communication. Studies of social expression as an important factor influencing the formation of public consciousness should open up new facets of rational and emotional media broadcasting; to trace physical and psychological reactions to communicative mimicry in the media. Speech mimicry as one of the methods of disguise is increasingly becoming a dangerous factor in manipulating the media. Mimicry is an unprincipled adaptation to the surrounding social conditions; one of the most famous examples of an animal characterized by mimicry (change of protective color and shape) is a chameleon. In a figurative sense, chameleons are called adaptive journalists. Observations show that mimicry in politics is to some extent a kind of game that, like every game, is always conditional and artificial.
