This paper describes how Hertfordshire met the challenge of providing a training programme to improve services for older people, with the introduction of single assessment, in the complex setting of a shire county with a number of PCTs, acute trusts, a county partnership trust and a county council social care service.Having set the context for single assessment, it describes the Hertfordshire approach. It focuses on some of the key drivers for successful implementation of such a radical programme of change: the siting of sessions by geographical location, the crucial role of managers and team leaders, setting the context of the sessions in the reality of staff experience, the importance of a shared language, common paperwork and clear protocols, and the role of the local implementation teams in supporting the process both through its implementation phase and into the future.Finally, it recognises that this training programme was only one aspect of equipping staff to be confident and competent in their assessments of older people, and that service improvements will be achieved gradually, requiring commitment from managers and support from the local implementation teams.

Abstract:
The term knowledge translation has been used to describe the process of applying research results to the real world, in order to enhance the quality and effectiveness of health care and services. The aim of this article is to discuss the incorporation of knowledge translation in the Brazilian public health. The article addresses the basic activities of knowledge translation and lists challenges and perspectives in Brazilian scenario. Brazil began to move towards understanding the process of translating scientific knowledge into practice. Investing in pilot studies to adapt the so-called effective interventions to the Brazilian scenario may be an alternative. Increasing the qualification of Brazilian researchers in the design and evaluation of implementation studies is relevant to improve this field in the country.

The aim of this research is develop an effective virtual prototyping system for product development using augmented reality technology. Before a virtual environment is put into work for design and development, some way of quantifying errors or uncertainties in the computer model is needed so that a robust and reliable system can be achieved. This paper presents the calibration, registration, and preparation of an augmented reality environment with 3D tracking and dynamic simulation technologies for studying dynamic systems, such as parts orientation devices. With such virtual prototyping techniques, engineers can run high-fidelity simulation to test new materials, components, and systems before investing valuable resources in construction of physical prototypes.

Every entity plays their own special role in the process of achieving the common goal of improving the quality of human capital. Investing in entities from different levels requires different tools, mechanisms and involves different kinds of risks for investors. Benefits gained from human capital don’t only belong to investors but also take the form of positive externalities.

Purpose – The purpose of this paper is to explore the extent of strategic integration between business strategy and human resource (HR) policies and their impact on organizational performance of public listed companies in Nepal. Design/methodology/approach – Exploratory cum descriptive research design is followed with structured questionnaire distributed to 105 publicly listed individual organizations as a unit of analysis and secondary source of information used to verify the performance result of perceptual measurement. Findings – Formulation of explicit mission and business strategies indicate that around half of the organizations are doing business without business strategy and just one-fourth organizations formulate explicit HR strategy in order to support business strategies. Among the respondent organizations, few organizations meet the requirement of high strategic integrating organizations that were performing better than organizations that were low integrating. Practical implications – This study provides sufficient evidences to Nepalese decision makers and academics that integration of business and HR strategies will have better impact on organizational performance. The result of this study motivates decision makers and academics, particularly South Asian, to understand the importance of investing in HR to raise organizational performance. Originality/value – Examining strategic integration for organizational performance is perhaps the first study which certainly contributes to the overall assessment HRM and its impact on organizational performance to the developing countries of South Asia, like Nepal and add values to the process of theoretical development as well as HR management.

Virtual Reality (VR) application in the field of education has been an ongoing endeavour. It is believed that VR provides an opportunity for students to learn in a real situation through the exposure of artificially created reality and the use of visual which improves the learning by enhancing study focus (Piovesan, Passerion and Pereira, 2012). The accessibility to VR is made even easier with the invention of wireless VR. Incorporating this technology in language learning is a logical step, particularly in combatting students’ apprehension to carry out presentations. Thus, the focus of this study is to investigate UiTM Faculty of Education TESL postgraduates’ attitude in using virtual reality speaking application to ease their presentation apprehension. A mixed-method study is adopted by incorporating both quantitative (questionnaire) and qualitative (interviews) approaches. A purposive sampling of twenty-four TESL postgraduates is used to gather data which was then analysed using SPSS version 23 for the questionnaire and thematic analysis for the interview. Descriptive statistics is used to present the findings. The findings show that the participants have limited knowledge of VR speaking application. Nonetheless, they are very interested and motivated to use the application as part of their presentation preparation especially in easing their apprehension. VR speaking application provides a crucial connection in improving oral presentations skills, but it is not the best approach for teachers to develop speaking skills. As this study is based on the respondents’ perceptions, future work is necessary to statistically study the effectiveness of VR speaking technology in language learning as well as investing if any significant relationship is formed between VR speaking application and language learning and teaching variables.

This thesis, entitled "Proposal for a real estate agency business strategy", deals with the theory and practice of strategic management. The theoretical part deals with the establishment of an SME, a successful business plan assumptions and modern management methods. This part describes the process of implementing a strategic analysis of business which introduces the optimal strategy. The practical part is analyzing specific newly formed company, which is a comprehensive strategic analysis conducted both his surroundings, and the government's socio-economic environment, including Porter's competitive forces model, both strategic analysis is also subject to internal company environment. Based on the lessons learned is a SWOT analysis provided. The main contribution of my work is a comprehensive proposal of the optimal strategy for the company in the future. The conclusion evaluates the effect of foundation of the business.

Commodity investments have continued to gain traction in diversified portfolios since the 1990s. Historically low correlations relative to traditional asset classes, different fundamental drivers, and investor demand for alternative sources of return have brought commodity investments forward as a solution that provides overall portfolio diversification while maintaining similar long-term return streams. A large inflow of institutional investors and noncommercial traders has increased demand and lowered barriers to entry. Many of these investors simply want exposure to commodities as an asset class, often investing in index funds or exchange-traded funds (ETFs). In some cases, investors assume that the underlying commodity indexes that these investment vehicles track represent appropriate benchmarks asset class performance. In reality, the many different commodity indexes available make benchmarking asset class performance more difficult.

Distance Learning through game-based 3D virtual learning environments has promise for helping rural and other communities that have become increasingly dependent upon online learning to meet the Next Generation Science Standards. The team developing Mission HydroSci (MHS) envisions a learning product that integrates a game-based 3D VLE with a learning progressions approach to curriculum and innovative methods for teacher support and learning analytics. MHS uses an eight level game which at each level immerses students in a simulation environment for learning about water systems and then requires the student to put that knowledge into practice in a context of developing their competencies for scientific argumentation. This chapter describes the vision for MHS at the beginning of the development process funded by a grant award from the Investing in Innovation (i3) Fund of the U.S. Department of Education.

This chapter considers areas where reforms could make the international human rights legal system more effective and influential. In particular, it examines just what kinds of reforms are achievable in the real world along with their likely impact. Four types of reform are discussed. First are notions about how the broader public might become more aware that the system exists, and also more fully engaged with human rights legal procedures at home and internationally. Second are reforms aimed at streamlining the human rights legal system. Third is the professionalization of the system, especially the United Nations treaty bodies and Secretariat. Fourth is investing in credibility and legitimacy. The chapter concludes by outlining strategies that could increase the success of reform efforts and highlighting the limits of reform.

This chapter advocates a process called “triage” for resource allocation that requires investing more heavily in areas where the evidence indicates that human rights promotion is most likely to work. It argues that the universality of human rights norms, which are the bedrock of the international human rights legal system and the core idea of the Universal Declaration of Human Rights, is not a tenable guide for the most effective implementation of human rights norms. It explains why human rights is a matter of national interest and how assessments of leverage impact human rights. It shows how triage can help stewards in the area of international legal reform and concludes by outlining steps that could transform the process through which government stewards work to protect human rights and increase the returns on international promotion efforts for human rights protection.

It argues that the theological pedagogy of decolonial love offers a particular orientation to theologians as they struggle to apprehend reality: when decolonial love informs a theological image of salvation, it implies a commitment to opposing Western modernity and its ways of delineating ways of being, knowledge, and eschatology, and to living into an alternative eschatological commitment. The theological pedagogy of decolonial love requires investing in new forms of analysis and requires struggling to ground theological language more strongly in historical realities, while doing so in light of the imagination of and commitment to the sacred.

This chapter examines in more depth one of the attempts to develop a ‘progressive’ modernisation of welfare: the social investment model. The notion of a ‘social investment welfare state’ has gained increasing ground over recent years, playing an important role in the discourse of international organisations such as the Organisation for Economic Co-operation and Development (OECD) and EU. It forms a part of a number of concepts — others include ‘active social welfare’, the ‘new welfare state’ and ‘new risk welfare’ — that might be grouped under the label ‘new welfare’. All are based around a shared view that developed welfare states have begun to place less emphasis on income protection and more emphasis on investing in human capital. Put differently, they stress the growing importance of the ‘productive’ elements of social policy, chiefly on the basis that this may square the circle of maintaining social expenditures while responding to increased economic competition. The chapter then reviews how far reform agendas match the reality of the social investment model theory and, moreover, evaluates the effectiveness of the approach in reconciling social and economic pressures.

Offshore IT outsourcing has been gaining acceptance among corporations as a mainstream alternative to in-house operations. Various studies conducted over the last 10 years have shown that outsourcing allows firms to reduce high overhead costs and improve productivity, contribute flexibility, and thus improve overall performance of the firm. However, offshore IT outsourcing brings new challenges and risks. The skeptics believe that outsourcing may weaken the local business competitiveness of the region, investors’ confidence in investing in local businesses, and may create a spiral effect on economic indicators such as unemployment, enrollment in schools, living styles, housing, and construction, etc. Little deliberate research has been conducted to date. This study investigates the macro- and socio-economic consequences of offshore IT outsourcing in the United States using a system dynamics model. The research finds significant effects perceived and experienced by IS professionals. The research also finds significant differences in the perceptions of practitioners and the academy, especially students whose inflated expectations may cause disappointment with the reality of the current IS professions.

This chapter demonstrates the surprising economic power of hospitals and their prominent role in the larger society, including their relationships and conflicts with other institutions. Champagne's largest and wealthiest hospitals received income from ovens and mills; the sale of grain and wine; various kinds of rents and tithes; the sale of arable land, vineyards, and forests; and the provision of interest loans. The diversity of these hospitals' holdings is remarkable, as is the degree to which these charitable and religious institutions were engaged in various kinds of markets. Those managing the properties belonging to hospitals were very much thinking about the long-term economic growth of their institutions. In the eyes of Jacques de Vitry and other church reformers, what these hospitals were doing with the alms they received was regarded as “hoarding,” since they were not immediately dispensing alms to those most in need, but investing in income-producing fiefs, arable land, vineyards, forests, houses, mills, and various kinds of rents. While it was certainly true that the alms given to hospitals were used for pittances of food and clothing for the sick poor or to pay a hospital chaplain who supplied what was thought to be life-saving sacramental medicine or the countless other needs these institutions had, the reality was that unlike some of the weak and vulnerable guests they served, some hospitals were powerful landlords and major players in the urban economy.

In mobile machine industry, work machine simulators can be used to save time and costs in product development and training. However, investing into expensive or difficult-to-use technology should be avoided if it does not affect measurable user performance or feeling of presence. At Tampere University of Technology, a virtual loader simulator has been constructed in an three-wall walk-in virtual environment. The goal of this research was to investigate how the immersivity of the simulator affects testers’ feeling of presence. A total of 25 test users performed two test runs each with different simulator setups, and the presence level of each user was evaluated by a questionnaire after both runs. The results indicate that switching from 2D view to 3D stereoscopic display did not significantly affect the sense of presence. However, with the motion platform, the test users reported clearly higher presence ratings than without it. In addition, we examined some effects of the users’ backgrounds: Test users who had experience from driving large work machines reported lower presence ratings than those without such experience. The sense of presence for frequent computer players was higher than for non-players, but only in one simulator setup.

However, there are always differences between a virtual environment and the real world, and those variations can be from the complexities and the uncertainties of initial conditions, contributing parameters and the models employed. Before a virtual environment is put into work for design and development, some way of quantifying possible errors or uncertainties in the computer model is needed so that a robust and reliable system can be achieved. The aim of this paper is to present a current case study on an augmented reality environment with 3-D tracking and dynamic simulation technologies for the parts feeding systems, so that engineers can run high-fidelity simulation to test new materials, components, and systems before investing valuable resources in construction.

Rigidity of the financial reporting model in contemporary business conditions the era of the „knowledge economy” influenced the creation of significant differences between the market and book values of companies. Characteristic of enterprises in the „new” economy is the high share of knowledge and other intellectual resources in the structure of total assets, which are at the same time the basic source of competitiveness of enterprises. Given the changing habits of consumers who are inclined to buy products on the market that identify a high degree of „embedded” knowledge, companies base their business on investing in R&D and investing in various types of intellectual property and protecting them. Due to certain limitations of financial reporting when identifying and measuring intellectual resources in an enterprise, users of financial statements are unable to get a realistic picture of the value of assets and the corresponding investments when it comes to certain types of intangible assets. Blurred financial reality can lead to irrational decisions, stagnation in business and major financial crashes, which is often the practice of large companies listed on the world stock market due to the overestimation / undervaluation of their book value. The aim of this paper is to explain the treatment of intangible assets through international accounting standards concerning the identification, recognition and measurement of intellectual resources and intangible assets, to analyze their limitations and to point out possible directions for their further development in order to provide reliable and credible reporting on assets and capital of economic entities.

During the last decade, many pipeline companies have been investing time and financial resources in new technologies. There has been a special focus on: a) natural aging of facilities; b) problems with operational procedures; c) more demanding environment legislation; and, d) saving resources through pipeline rehabilitation. In Brazil, most of the Petrobras pipeline network, was constructed twenty or more years ago, and problems caused by aging are now becoming reality. In 1997, the monopoly that Petrobas enjoyed was ended. As a consequence, the enlargement, modernization and operational reliability enhancement of the pipeline network is quite important to ensure that Petrobras products remain highly competitive. This paper will present the Pipeline Technological Program of Petrobras - PRODUT, and the Brazilian Network of Pipeline Technology (RBTD - Rede Brasileira de Tecnologia de Dutos). Both programs will be responsible for adapting and developing new technologies for pipelines to successfully meet new challenges and to profit from opportunities in the Brazilian strategic scenario.

Recent shifts into larger class sizes and online learning have caused engineering educators to rethink the way they integrate inductive, or active learning activities into their courses. One way engineering educators have done this is through the integration of new technological environments. However, little is known about how the type of technological environment utilized in active learning exercises impacts student learning and satisfaction. Thus, as a first step to understanding the impact of technological advancements on student learning and satisfaction, a study was conducted with 18 senior level undergraduate engineering students who were asked to perform product dissection, or the systematic disassembly of a product, using three technological interfaces (computer, iPad, immersive virtual reality). Variations in the complexity of the product dissected were also explored. The results of this study indicate that variations in technological interfaces did not impact student learning as assessed by a Student Learning Assessment (SLA). However, the complexity of the product dissected did impact learning, with students scoring significantly lower on the SLA when dissecting the most complex product. The results also indicated that students perceived learning and satisfaction were highest when using the immersive virtual reality system. These results suggest that the costs of investing in more technological advanced systems for product dissection may not yet outweigh the educational benefits. However, the increase in student satisfaction with VR environments has the potential to positively impact student retention in engineering programs.

Statistical data available from several international sources, such as the reports provided by the European institutions EGIG, CONCAWE and UKOPA, as well as by the American Department of Transportation – DOT, indicate that pipelines represent the safest mode of transportation for hydrocarbons and other dangerous products when compared to other alternatives, such as road, rail, waterway, etc. Operators ensure a high level of safety of their pipelines by investing large amounts of effort and resources in accident prevention, efficient contingency procedures, environmental protection and reliability along the life cycle of their assets. However, the pipeline industry, both in Brazil and abroad, is frequently asked to demonstrate their safety performance both by environmental and regulatory agencies, as well as by society, considering the assets already in operation and also those that will still be built (new pipelines). Such requests are based on the most opened and detailed communication between pipeline operators and the other stakeholders involved. In this context, the organized and standardized collection of data related to pipeline failure events, such as failure mechanisms and their consequences, along with relevant and specific data regarding the assets and their operations, is essential to foster the process of knowledge construction on this topic. It allows generating consistent information both to meet the stakeholders’ requests and to improve risk management of pipelines by the operators, ultimately supporting decision-making. Therefore, this work aims to create a Brazilian Pipeline Incident Database, considering firstly gas pipelines and oil pipelines operated by TRANSPETRO, a PETROBRAS Subsidiary. This research intends to study the characteristics, the architectures, the assumptions and the principles adopted by the international pipeline failure databases currently available, considered here as benchmarks, in order to propose an analogous and specific structure for the reality of the Brazilian Pipeline System.

Military diving operations are routinely conducted in what can be one of the most inhospitable environments on the planet, frequently characterized by zero visibility. The inability to clearly see the immediate operational environment has historically been a serious limitation to manned diving operations — whether the mission is ship husbandry, under water construction, salvage, or scientific research. U.S. Navy diving is an integral part of the nation’s defense strategy with a continuing requirement to conduct manned intervention in the water column. To ensure technical superiority across the entire spectrum of diving operations we must identify, exploit, and de velop technology to advance the state-of-the-art in diving equipment. This can only be achieved by investing in, and supporting, focused research and development with specific goals to further diving capabilities. Under a project sponsored by the Office of Naval Research (ONR) and Naval Sea Systems Command (NAVSEA), the Naval Surface Warfare Center-Panama City Division (NSWC PCD) has de veloped a prototype see-through head-up display system for a U. S. Navy diving helmet — the Divers Augmented Vision Display (DAVD). The DAVD system uses waveguide optical display modules that couple images from a micro display into a waveguide optic, translate the images through a series of internal reflections, finally exiting toward the diver’s eye providing a magnified, see-through virtual image at a specific distance in front of the diver. The virtual images can be critical information and sensor data including sonar images, ship husbandry and underwater construction schematics, enhanced navigation displays, augmented reality, and text messages. NSWC PCD is the U.S. Navy’s leading laboratory for research, development, testing, evaluation, and technology transition of diver visual display systems; with unique facilities for rapid prototyping and manufacturing, human systems integration and extreme environment testing. Along with NSWC PCD, the Navy Experimental Diving Unit (NEDU), and Naval Diving and Salvage Training Center (NDSTC) are co-located tenant commands at the Naval Support Activity Panama City (NSA PC). This paper provides a brief background on the development of diver head-up display systems, waveguide optical display technology, development of the DAVD prototype, results of diver evaluations, and recommendations for accelerated development of this game changing capability.

The reciprocal treatment between law and economics has become a fact in the real world. And it came to the point that some scholars claimed that the economy has become in the center and that the law lacks its independence and has no function but to regulate the affairs of the economy so that the latter performs its original and important function in modern societies. Although the opinion regarding the relativity of this independence differs among the jurists of the Latin school from the Anglo-Saxon school. The jurists of the Latin school in general recognize more independence of the law, while the Anglo-Saxon jurists go to the more influence of the economy on the law than the effect of the law on the economy. Especially in developing countries in need of development and development. That is why the researcher tries to apply the result of the structural role of the economic legal base on one of the economic laws in the afflicted Kurdistan region, which needs the most what it needs is change and development in both areas of law and economy. Abstract: This paper investigates the path of third generation Portuguese modern architect, Mário Bonito (1921/1976), in order to understand and clarify his contribution to the maturity process of portuguese modern architecture, that began at the end of the 1940s, strongly influenced by Le Corbusier. Through the understanding of his final academic work, CODA (Competition to Obtain the Architects Diploma), designated Pavilhão das Ilhas Adjacentes, located in Jardim do Palacio Cristal (Crystal Palace Gardens) in Porto, dated 1947/48, we intend to deepen his relationship with the modern premises of corbusier´s architecture, framed by portuguese reality. However Le Corbusier´s legacy in Mario Bonito´s work is not formal but thematic, in understanding the main issues that guide the intent of progressive man in molding a modern and just society. The paper covers themes characteristic to Portuguese modernist architecture such as the dialogue between craftsmanship and technique, compositional rigor and rational design issues resulting from the systematization of the construction processes, with the search for standardization of architectural and constructional elements. This dialogue emphasizes the compromise between tradition and modernity that will be present in all of Mário Bonito´s designed and written work, announcing the experimental temperament and formal coherence of his subsequent works. Resumen: Este artículo investiga el camino de la tercera generación de arquitecto moderno portugués, Mário Bonito (1921/1976), a fin de comprender y aclarar su contribución al proceso de la madurez de la arquitectura moderna portuguesa, que se inició a finales de la década de 1940, fuertemente influenciado por Le Corbusier. A través de la comprensión de su obra académica final, CODA (Concurso para Obtenção do Diploma de Arquitecto), designado Pavilhão das Ilhas Adjacentes, ubicado en Jardim do Palacio de Cristal en Porto, con fecha de 1947 / 48, tenemos la intención de profundizar su relación con las premisas modernas de la arquitectura Corbusiana, encuadradas por la realidad portuguesa. Sin embargo el legado de Le Corbusier en el trabajo de Mario Bonito no es formal, sino temático, en la comprensión de los temas principales que guían la intención del hombre progresista en el moldeo de una sociedad moderna y justa. El artículo abarca temas como el diálogo entre la artesanía y la técnica, el rigor compositivo y problemas de diseño que resulten de la sistematización de los procesos de construcción, con la búsqueda de la normalización de los elementos arquitectónicos y constructivos.
