Full textTo day's educators are being questioned by the increasing amount of literature and talk about evaluation. School authorities themselves are busy setting up evaluation processes on a wide scale at the end of the third grade. In this study, within the framework of our own practice, we have done some research on our own evaluation processes in order to fulfill the needs of our pedagogical action which we want to be both active and cooperative. We have found that only formative evaluation answered that purpose. The learner should be helped, informed and assisted all through his her school years. He she should never be eliminated, selected, ranked if we want to reduce inequalities at school. To do so, we had to implement our evaluation processes in many ways and make them function. What we have achieved will be described in our thesis. It means that teachers have to be self-trained too, to reach that goal and the theoretical feedback involved in the process lead us to unravel and face lift the theoretical models. These models are being criticized nowadays by many people who wish to limit their scope by giving formative evaluation a logical bias which has no place there in

This concept appeared in the course of time in the health context with a legislation, norms more accurate and restricting, in ordre to comply with requirements of regulations stated by the various hospitals related reforms, especially the one of 1996 which obliges any health institution to proceed with an accreditation approach implementation. The objective of this work is to identify the representations of accreditation with its own principles (quality, quality approach) to different professional groups in health institutions (private, public, semi-public). The statistics analysis of 89 interviews and 175 questionnaires, enable us to comprehend the conmmitments nature on accreditation in function of the context of various health institutions, of social positions, of values and cultures of the groups they belong to. This idea means for somme professionals regulation's action, a technocratic procedure of control, for others, a process, a research of sense, a fundamental step in the continuing search to improve the quality of medical care

Full textSo far, agriculture has been addressed by urban planning through its landscape dimension, as a component of open-space areas. Today, collective issues linked with the multifunctionality of agriculture and raising urban concerns on food safety, legitimize the consideration of agriculture in territorial planning through its productive dimension. However, even if existing planning tools based on zoning can be used to protect the agricultural land, they hardly take into account the specificities of agriculture as an evolving economic activity within cities' sphere of influence. In addition, approaches to peri-urban agriculture often focus on the distance to the urban center, and this criterion on its own is not enough to reflect their diversity. In this context, we propose a systemic methodology for characterization of peri-urban agriculture, appropriate to the scale of public action and operational for the practice of planning. Combining geospatial analysis, field surveys and in-situ landscape analysis, we describe the diversity of peri-urban agricultural activities by the characterization of spatial units of peri-urban agriculture (USAPU) from criteria based on the structure, the functioning and the management of the landscape, referring to operational levers that can be used as an alternative or as a complement to zoning. The methodology used for the construction of USAPU is also transposable to other situations without the need for heavy field surveys. It has been validated by empirical use in two contrasting case studies (Avignon and Madrid). Finally, the method allows to discriminate productive areas that are potentially responsive to institutional incentives and thus to steer public action toward areas where it will be most efficient

Full textStudying scientific mobilizations surrounding the introduction of agricultural quarantine pest in France, this dissertation analyzes how research actors and organizations (INRA) take part in the collective management of health and environmental issues. It is based on qualitative investigations and on a theoretical framework that combines organizational sociology, Risk Studies and Science & Technology Studies. The dissertation shows that the scientific participation to the pest management consists largely of “intermediation activities”. It shows how those activities, that aim not necessarily at producing scientific knowledge, support, outside formalized expertise and public controversies arenas, the development of social links and agreements between the various social worlds that are concerned (Science, Politics, Industry). The dissertation is organized in five chapters, each one allowing for the exploration of these “intermediation activities” and for the analysis of different collective processes: pest alert, outbreak and crisis management, research programs development, biosecurity norms implementation and pest monitoring and surveillance. The dissertation concludes discussing the ongoing rationalization processes in the field of health and environment problems management

Full textThe emergence of the precautionary principle is the outcome, due to the advancement of scientific knowledge, of an awareness of the limitations of the preventionary principle. µAfter it has been acknowledged in the field of environnemental protection, the precautionary principle is moreover liable to apply in the field of public health. Its aims is to prevent risks of typically uncertain, grevious and irreversible damage. Operating it does not require any new legal instruments, it only requires making use of the existing provisions about the prevention of technological risks (preliminary assessment and licence, compulsory follow up, limitations, measures of conservation) taking into account scientific uncertainty. Such steps taken to manage risks happen to be ample dimensions compared with wathever action could be taken according to preventionary principle. The juridical implications of the precautionary principle fall into two categories, wether the risk is managd in a permissive or in a conservatoryway. The point of this approach is so show that the precautionary principle is a principle for action intented to apply of the various stages of decision making. When one considers that distinction to check off the existing or potential means of the taking uncertainty into account in law, substantial presence of that principole can no doubt be traced in law. Its formal consecration does not lead the to a break with existing law. On the contrary, it allows strengthening the precautionary principle widely developed in law, together with is acknowledgement as a juridical principle

Full textThe thesis proposes a study of the customer's notion within the framework of the telecommunication services' design process, starting from the case of the "France Telecom" company, analyzed since the beginning of the nineties. Customer's notion crystallizes the connections established between companies and people consuming the services. In the studied period, which is marked by innovation processes centred on markets and usages, the use of client's notion in the speeches and the practices, shows an extended normalization of these connections. The practices of the "customer oriented design process" give place to more and more formal representations of the social individual, built by experts, specialists in marketing and in human and social sciences. These representations gather all the features favourable to an increasing involvement of the individuals, in the services design process, be it from the point of view of either the creativity or the capacity to cooperate with the professional actors of the design process. They so accompany numerous forms of participation of the individuals in the early phases of elaboration of the services. The normalization in question also concerns the professional practices and the individual behaviour of the consumer, and on the underlying models of action and communication as well. By establishing more and more narrow connections with its customers and by investigating more widely the social problematics associated to the use of services, the company confronts at the same time a bigger complexity

Full textThis thesis, consisting mainly in submitting a corpus of previous works, is made of one “guiding light” volume (119 pages) and four volumes that reproduce (A) books, collective books, articles and contributions to collective works, (B) official reports of “inspection générale” of which the author was main or associated pilot, (C) articles from reviews, (D) lectures and communications, and (E) published interviews.The first part explains from which circumstances a senior civil servant of the Department of Education regularly produced such works since 1985 and how these works step by step got their first consistency. It also tells from which motivations, be they superficial or deeper, the academic legitimization of these works is aimed for in the framework of a PhD. It also questions the grounds of this academic legitimacy, from the ways the objects were built, the kinds of reasoning that are used and the produced results themselves. The second part starts from what in the previous works dealt with the way the French Educational system is ruled, with two subtitles “A Department of ignorance?” and “Disorder in Educational authorities” : it is shown to what extent the notion of “educational system”, made sacred as it is, together with fallacious political positions about evaluation, with the frequent ignorance of international issues in most educational decisions, and with a weak official interest towards knowledge about education, reinforces the central State, as far as Education is concerned, as an actor paradoxically monopolistic, ignorant and powerless.The third part is more specifically dedicated to one aspect of the educational system that is often ignored and taboo, namely curricular policies: the author does not only show that the concept of curriculum itself is not used, but that the disorder that has for long characterized the way the curricula are produced in France, makes up a system together with a disinterest towards what students actually learn, this disinterest being itself part of the selection-oriented French educational tradition. Eventually, it analyses to which extent the introduction of the “common core of competencies to be reached at the end of compulsory education” (“socle commun”) opens the way for the first curricular policy in this country

Full textImprove youth employment’s quality is a priority in France. This thesis focuses on job search and job access trends, in addition to the role played by the informal and formal search channels on the job matching issue. It helps understanding the informal and formal channels’ efficiency and limitations in order to ameliorate youth employment as France continues to prioritize youth in its national policy agendas. This PhD work offers valuable lessons learned on "who uses what" and on "what works" better for youth employment through three empirical studies.These three studies are preceded by a general introduction and a literature review. The first chapter is dedicated to the analysis of the job access channel’s determinants. As part of this chapter, the effects of some factors such as origin, gender, place of residence and education are emphasized. The second chapter examines the influence of these access channels on the quality and the satisfaction with the obtained job. The third chapter focuses on the comparaison of on- and out-of-the job seekers’ preferences, search intensity and strategies. Our findings suggest a further strengthening of the role played by the public employment service as well as the role of schools as a possible recruitment channel
