Full textThis PhD thesis deals with the relationship between nuclear law and health law. Health law is understood in its wide sense, as a legal discipline governing environmental health, i.e. the health of man in his natural and work environment. Nuclear law and health law sharing the same objective of protecting the health of man in his environment, the former is necessarily influenced by the latter. My demonstration focuses in particular on how to characterize this obvious relationship between nuclear law and health law regarding health protection as well as liability for nuclear risks. From this point of view, it opposes the symbiosis of these two fields of the law with regard to health protection against nuclear risks and their split with regard to health liability. The relationship between nuclear law and health law is indeed characterized by a perfect symbiosis regarding health protection against nuclear risk, whichever its origin; the various components of nuclear law, crystallized around the core of radiation protection, complementing one another in order to protect environmental health. However, this symbiosis gives way to a real split regarding health liability for nuclear risks; this one being marked by plural regimes which depend on the professional, medical, civil or military origin of the nuclear risk. The radiological health damage is indeed apprehended sometimes commonly by health law, sometimes specially by nuclear law

Full textThe increase of life expectancy is a major issue to face in the decades to come. A consequence of this increasing life expectancy is the emergence of chronic diseases. It is now acknowledged that individual ageing is strongly influence by biological, psychological, environmental and social variables. Prevention begins at birth and continues throughout life. It is for this reason, that a prevention consultation at certain key moments in life, such as at retirement, is strongly advised. Our doctorate work consisted of documenting the setup of periodic health examinations dedicated to seniors. This was supported by scientific proof provided by carrying out many action researches in the Health Examination centres of French Health Insurance, an approach similar to ‘Evidence Based Medicine’. The action researches were directed towards three main public health issues amongst the elderly which include falling, memory cognitive impairment and macular degeneration related to age. Each action research contributed to the establishment of this health examination for seniors. Indeed, now there is a better recognition of characteristics amongst seniors who have suffered falls thanks to the development of a tool which gives a predictive score a falling, and in turn action strategies. In addition, there is a tool to spot and identify mild cognitive impairment and screening for macular degeneration related to age through the use of telemedicine. Other health topics will need to be explored but French Health Examination Centres already position themselves as responsible decisive actors for the ageing population

Full textAssisted reproductive technologies are currently one of the privileged places of the confrontation between public and private interests. While the issues of procreation are of direct interest to the State, both in its social and demographic aspects, the opening of the conditions of ART points up more than ever before the individual dimension of the right to procreate. However, to admit the existence of a right to dispose of one's body in terms of procreation necessarily leads to the recognition of ART as an alternative method of procreation, alongside natural reproduction, to the benefits of persons excluded from this biological process of generation. Here lies the difficulty for a State which apprehends the subject essentially through its biological existence, especially since the adoption of bioethics laws. The biology base of the law, from which the development of a bioethics law results, has led to a phenomenon of medicalization of procreation and more specifically to a medicalization of infertility and assisted reproductive technology, presented as its remedy. The « biopouvoir », thus passing from the hands of the State to those of the medical profession, raises the question of the opportunity to see emerge a public service of ART. Based on the obsolescence of the medical criterion of ART and on the affirmation of a subjective right to procreate, such a public service consecrates the existence of a positive right to procreate, alongside a negative one, already recognized

Full textNous constatons que l'interaction sociale et la culture organisationnelle sont les seules variables qui ont exercé un impact significatif et positif sur l'ensemble des six activités de transfert de connaissances. Pour ce qui est des dimensions du climat organisationnel, les différents lieux d'affiliation, la capacité cognitive, et le statut, leurs effets significatifs ainsi que leurs ampleurs varient d'une activité de transfert à l'autre. Les résultats des analyses des équations structurelles font ressortir deux principaux constats : le premier, relatif aux variables exerçant des effets directs sur les activités de transfert de connaissances qui sont le climat organisationnel, l'interaction sociale, les lieux d'affiliation, la capacité cognitive; le deuxième, relatif aux variables entraînant des effets indirects sur les activités de transfert de connaissances. Ces effets indirects retracés se manifestent via les variables médiatrices telles que le climat organisationnel et l'interaction sociale. L'identification de tous ces déterminants a permis de proposer des leviers d'actions pouvant soutenir les activités de transfert de connaissances réalisées par les courtiers et d'évaluer les effets qu'ils ont sur les processus décisionnels au sein des organisations de santé.

Full textAntibiotics are frequently prescribed in pediatric emergencies department, most often for acute respiratory infections. Faced with the growing problem of resistance to antibiotics, the evaluation and improvement of the antibiotic prescriptions is crucial. Indicators of antibiotic consumption in hospital and in in ambulatory settings existed for a long time. However, despite the weight of antibiotics' prescriptions in pediatric emergencies department, few studies were conducted in these settings. This Doctoral work was designed to evaluate and improve the use of antibiotics in pediatric emergency department. Our first objective was to develop indicators and tools relevant to assess qualitatively and quantitatively antibiotics' prescriptions in pediatric emergencies department. We have shown that simple indicators, such as the percentage of patients with acute respiratory infection treated by antibiotics, were useful to monitor the evolution of the antibiotic prescriptions during interventions to improve them. The methodology is based on the automated extraction of data from the medical record to collect hundreds of thousands cases in several sites. The second issue was the education of patients and familles to the proper use of antibiotics in pediatric emergencies department. We performed a randomized, controlled blind trial in which 300 children have been included. We have showri an improvement in satisfaction and knowledge about the proper use of antibiotics after a therapeutic education on this topic versus a control intervention

Full textThis thesis explores, in a four paper format, the possibility of extending social health insurance (SHI) schemes towards Universal Health Coverage (UHC) in presence of structural economic obstacles.The average treatment effects of two insurance schemes, MHI and MAS, on the utilization of outpatient and inpatient healthcare are estimated. The current Tunisian SHI schemes, despite improving utilization of healthcare services, are nevertheless incapable of achieving effective coverage of the whole population for needed services. Attaining the latter goal requires a strategy that targets the “trees” not the “forest”.Chapter two gets around major challenges to extending health insurance coverage and proposes an original approach by targeting informal workers and unemployed. A cross-sectional Contingent valuation (CV) study was carried out in Tunisia dealing with willingness-to-join and pay for two mandatory health and pension insurance schemes.Results support the hypotheses that the proposition of a voluntary affiliation to mandatory insurance schemes can be accepted by the majority of non-covered and that the WTP stated are substantial.Finally in chapter three we focus on methodological aspects that influence the value of the WTP. Our empirical results show that the voluntary affiliation to the formal health insurance scheme could be a step towards achieving UHC in Tunisia. Overall, we highlight the importance of taking into account protest positions for the evaluation of progress towards UHC

Full textStudying the animal under a legal perspective enables to highlight the issues faced by law to reflect not only its biological reality but also the evolution of its social perception. The animal disrupts the traditional legal layouts, legal categories, included when it is bred by man to achieve one of its most utilitarian goals: food. The analysis of the legislation relating to the health of the farmed animal has been designed with the intention to determine whether or not those rules aim to satisfy an “animalitarian” interest. Determining the terms under which animal health is apprehended by law has enabled to observe that, on the one hand, those rules enlarge their grip on their health and, on the other hand, the sources of those rules have been extended in order to fall within organizations with economic purpose, reflecting in fine its instrumentalization by man. In this framework, a dualism can be highlighted in the way the animal is apprehended through the legislation relating to its health. This dualism comprises the seeds of the whole ambivalence of the question of the animal in law. Caught altogether as a member of a collectivity and as an individual, the farmed animal nevertheless sees the protection of its health subject to the satisfaction of anthropocentric interests

Full textShould african traditional medicine be regulated ? The main question underlying this work resides in the misfortune of "modern medicines" on account of their cost, their geographical inaccessibility and more generally the difficulties in introducing them into sociocultural contexts which are ill-suited to receive them. Confronted by this misfortune, the international authorities force developing countries to turn towards endogenous health developement, particularly projects concerning primary health care and yhe use of traditional medicines. However, resorting to such methods assumes the parallel development of a legal framework adapted to ensure their coherence and effectiveness. Thus, as regards traditional medicine, which has benefitted from renewed interest in relation to the policy of primary health-care, especially since the devaluation of the cfa franc, the law is expected to permit the setting up of health-care which is both danger-free and accessible to the population, by combining the asset constituted by the age-old immersion of these methods in local cultures with the establishment of professional guarantees. Even if the legibility of present regulations seems insufficient, they constitute, nevertheless, an effective method of fighting against bogus practices. The refinement of these regulations presupposes a harmonisation of national health policies which would take the place of the procrastination which has been displayed for so long by the african states

Full textThis thesis studies the effect of prices on the decisions of health professionals and the use of maternal health services in sub-Saharan Africa. The first two chapters are concerned with the effect of wages on the effort choices and the multiple job holding of health professionals. Based on data collected at the peripheral level of the Cameroonian health system (Yaoundé and Douala), it appears that wages in the main job have no significant effect on the effort choice and the multiple job holding of the health professionals. Thus, a policy of high wages appears insufficient to control the shirking behaviour and the multiple job holding phenomenon of health professionals in the sub-Saharan context. The third chapter analyzes the short-term impact of the free delivery and caesarean program on the use of maternal health services in Senegal. This evaluation does not show in a short-term any positive impact of the free-of-charge measure on the use of maternal health services. The hasty scaling-up of free-of-charge policies can be then questioned in this context

Full textHealth and security at work, occupational risk prevention (road risk, psychosocial risks), intensification of labor conditions… A number of questions that the enterprise has to take into account. Answering them assumes a variety of points of view and skills. Occupational health services, that have the exclusive mission to prevent any worker health alteration occurring from their work, contribute to this debate. Due to their unique position, as a field actor, they should be the master piece of the occupational health system ; these services are, however, victim of a collective disaffection. The delicate combination of the “medical fitness for work” concept and the occupational risk prevention concept contributes to this disaffection. Since 1942, the institution has seen deep metamorphoses, a number of them appearing from the combination (sometimes being a cause for tension) of the labor law and the public health law. After the Liberation, the incorporation of the institution to the Ministry of Labor, sealed a long domination of the Labor law. The growing power of the Public Health has been jeopardizing progressively this domination. The reform dated 20th July 2011 illustrates this change of balance. The analysis of the links between the Labor Law and the Public Health Law suggests to propose a new paradigm for the sake of the workers’ health, based upon the idea – which is also a fact – that the occupational health service cannot be compared to other providers : this service contributes to the general interest

Full textThe emergence of the precautionary principle is the outcome, due to the advancement of scientific knowledge, of an awareness of the limitations of the preventionary principle. µAfter it has been acknowledged in the field of environnemental protection, the precautionary principle is moreover liable to apply in the field of public health. Its aims is to prevent risks of typically uncertain, grevious and irreversible damage. Operating it does not require any new legal instruments, it only requires making use of the existing provisions about the prevention of technological risks (preliminary assessment and licence, compulsory follow up, limitations, measures of conservation) taking into account scientific uncertainty. Such steps taken to manage risks happen to be ample dimensions compared with wathever action could be taken according to preventionary principle. The juridical implications of the precautionary principle fall into two categories, wether the risk is managd in a permissive or in a conservatoryway. The point of this approach is so show that the precautionary principle is a principle for action intented to apply of the various stages of decision making. When one considers that distinction to check off the existing or potential means of the taking uncertainty into account in law, substantial presence of that principole can no doubt be traced in law. Its formal consecration does not lead the to a break with existing law. On the contrary, it allows strengthening the precautionary principle widely developed in law, together with is acknowledgement as a juridical principle

Full textIn france, the withdrawal of public services has never been adequately examined, even though admittedly public service is one of the most studied areas of french public law. This study aims to identify a suitable criteria for the withdrawal of public services while defining, justifying and setting limits to such withdrawls. The discontinuation of a public service can mean either the absolute cessation of a service or the loss of its public characteristics through becoming a private activity. However, it is different to the privitization or modification of a public service. Justifying the withdrawal of a public service involves firstly looking at public interest, since the parallels between the financial interest of the administration and the public interest, as well as the decline of state domination due to private sector initiatives affect this withdrawal of public services. In addition, the principle of adaptability is used by the public authorities as reason for cutbacks to certain public services. Nowadays, the freedom of trade and industry is an insufficient basis for such cutbacks. However, application of the law of competition to public services under the influence of european community law could possibly lead us closer to a better justification. When fixing the boundaries to any cutbacks we must first study the constitution as a limiting factor. Also user's rights constitute a limit to cutbacks but, in practice they have insufficient legal means to oppose them. On the other hand, state planning laws form a partial restriction by limiting cutbacks to public services concerning disadvantaged areas. In conclusion we consider that a criteria for the withdrawal of public services can be established in french public law bearing in mind these key elements

Full textThe main objective of this research is to show that service is produced by means of a continuous process. Basing himself on an ergonomic intervention in a mutual health insurance company, the author emphasizes the fact that an organization that completely splits front office and back office tasks has negative impacts, as regards both the operators' activity and the quality of service. This research gives prominence to the limitations of many organizational approaches, stemming from industry, in service situations : they usually underestimate the collective activity. The division between front office and back office deeply changes the determinants of this continuous organizational redesign. The author proposes ways to set new cooperation forms between front office and back office, in order to assure a continuity of service by possible forms of the ergonomist's intervention on organizational project management : the relevance of activity analysis as a source of change scenarios

Full textThe question of relative inequalities in many dimensions of wellbeing reveals prominent on the front of the international scene. Foremost, however inequalities in health came out to place on the top to the global policy agenda. This thesis sharpens its focus on the measurement and explanation of income-related inequality and inequity in health. It considers the feasibility and applicability of standard measures previously proposed in health economic literature in the context of low-income and developing countries. The omnipresence of massive socioeconomic inequalities within these countries along with the systemic features of health financing systems, in particular the heavy reliance on direct payments and the incomplete coverage of risk-sharing schemes, imply quite varied equity issues compared to those in high-income countries. Under conditions, refined approaches to the measurement and explanation of equity are required should these be informative for complex debate on the health sector reforms. The thesis consists of three self-contained essays, which all deal with the analysis of equity in finance and delivery of health care in the Palestinian health care sector. Several policy-relevant factors, which have to be taken into account for future attempt aiming at limiting existing inequalities in the Palestinian health care sector are discussed and identified. The thesis concludes by advancing some reflections on equity issues and the future research required to better apprehend them

Full textThe value of statistical life (VSL) is an economic analytical tool, which is defined as the value that a person is ready to pay (WTP) in order to reduce the risk mortality or morbidity. The advantage of such a tool is to monetarily estimate the social benefit of an investment project which is made to reduce the risk, but also to establish an arbitrage between several alternatives. Respond to the moral hazard in a context pertaining to the scarcity of resources, which is perfectly in keeping with VSL. With people’s estimation on their willingness to pay, depending on how they perceive risks and their income level, people are positioned as the sole judges as for the value of their lives. Because people freely determine the WTP depending on their personal preferences and these preferences are included in order to determine a social choice. The value of statistical life doesn’t contradict the normative framework of establishing a decision. Nonetheless, welfarism which is a source of estimating methods of VSL is directly related to utilitarianism. Eventually, the estimated value by VSL is subjective nature. In the health sector, the VSL needs to surpass the subjective framework of an estimation in order to answer the normative ethic which describes the medical practice, especially by taking personal self-sufficiency into account but also the personal notion of a good life and the universal notion of the person. Researching establishing arguments of reference value pertaining to VSL which takes on a normative framework and this is objective when it comes to our work. This theoretically requires an in-depth analysis within the economic theory of well-being

Full textFrom the 1990’s health administration became part of a regionalization movement resulting in the setting up of the regional health agencies. These structures, and the methods adopted to reorganize the regional steering of health matters, marked the importing into the heath sector of the trends involved in the renovation of the French administrative machinery.Throughout the 20th century, the « territorialization » of the public policies followed the tempo of a two-step waltz, with a mix of « deconcentration » and decentralization. It is therefore possible to question the place given to thelocal authorities in the steering of regional health matters. The specific investment made by some authorities, such as the former Nord-Pas de Calais Region, raises further questions.After having observed the place given to the local authorities in the health architecture, we will look into the reasons for this, especially as regards the “Region”. In many respects the choices made do not appear to be in step with the legal and political dynamics on which decentralization, seen from a global standpoint, is based. We will try to understand the reasons behind this differential treatment of health issues, before looking ahead to what healthsector decentralization might be; i.e. in short, the completion of the health regionalization process

Full textThis thesis is dedicated to the study of the implementation of the results of medical research in developing countries. The first objective was to evaluate systematic reviews in terms of the reporting of data related to the applicability of trial results (external validity or generalisability). The second objective was to compare where research is conducted to where research is needed. We focused on 2 public-health priorities, tobacco use and HIV infection. For first objective, we conducted a systematic review to assess the quality of description of information related to the applicability of the results of RCTs in systematic reviews. Our study highlighted the lack of consideration of applicability of results in systematic reviews of research into 2 public health priorities: tobacco consumption and HIV infection. For second objective, on the one hand, we identified randomized controlled trials (RCTs) included in Cochrane systematic reviews and registered ongoing RCTs identified through the WHO platform (WHC ICTRP) evaluating interventions aimed at reducing or stopping tobacco use and treating or preventing HIV infection to assess the countries in which research is performed. On the other hand, we used the WHO data mortality, global burden of disease, prevalence of smokers and people with HIV to determine the context in which research is needed. Our results highlight a major gap between the context where research is conducted and the context where research appears necessary. They also highlight an important underrepresentation of low- and middle-income countries in currently available evidence and awaiting evidence

Full textMultiple reforms aiming at modernizing the public utilities and controling in a better way their spending have gradually transformed the running and organization of public health institutions in our country. A complete overhaul according to the terms of the new hospital governance accompanied with the introduction of management tools stemmed from New Public Management has been carried out. This work is about the transformations of care organization in health care facilities. The study of the proceduralization of care practices allowed to bring to the fore the role of Evidence-Based Medicine in the enterprise of standardization in care systems. Effects of these management logics on the different registers of the intersubjective bond have been grasped, bringing out the forms they spread in group dynamics and teams instituted, with in the background the transformations of sociocultural meta-framework. A particular care has been attached to health managers'view considering the specificity of their task which set them at the crossroads of clinical, managerial and administrative dimensions. The analysis of clinical situations allowed to bring out the sight of the medicalization of psychological suffering and the extension of the concept of "psychic handicap". Transformations in the notion of psychic care have been confronted with mental health paradigm ; Michel Foucault's work has enable to show that mental health policy system are part of a mode of neoliberal governmental rationality framework

Full textAbstract: Introduction: Poor social circumstances, including low social status, are associated with a higher risk of mortality and morbidity. Many factors have been studied in relation to this association, but a mechanism advanced by Tarlov (1996) concerning dissonance between expectations and reality has not been investigated. Moreover, few studies have examined in depth social and psychosocial factors influencing health, with the participation of people living in poverty and social exclusion. objectives and methodology: This study aims to identify and describe the factors harming the health of low-income adults; the strategies and actions used by low-income adults, which are linked to these factors; and the effects on the participants of participation in the study. This study used a participatory research approach and a problem-posing method based on Freire’s pedagogy. The participants were eight low-income adults using food bank services provided by a community organization in an urban setting. They participated in eight group meetings, which included activities such as presentation of representative stories or images and role-playing. They also participated in the data analysis, during five additional meetings. Results and conclusions: This study identifies a new psychosocial factor, namely, the dissonance between current perceived circumstances and one’s ideal of circumstances conceived early in life. This dissonance generates profound malaise and follows a loss or a failure to achieve the ideal of circumstances. Other factors identified support those from previous studies and are grouped into two themes: lack of love and support from an early age, and current circumstances as a trap. This study also identifies an important and under-reported outcome of participation, which is the experience of personal discoveries or a better understanding of the self in the world. A participatory research approach combined with a problem-posing method based on Freire’s pedagogy enables personal discoveries and might be a means for accompanying people with profound malaise. Actions, interventions, and policies should enable people to achieve their ideal of circumstances and to respond to children’s needs for love and support.

However, obtaining significant knowledge from a large amount of information collected from a sensor network is not a simple task. Due to the complexity of the behavior of the inhabitants, the extraction of meaningful information and the accurate prediction of values representing the future activities of an occupant are research challenges. The main objective of our thesis work is to ensure an efficient analysis of data collected from occupancy sensors in a smart home. In this regard, this work is based on the recognition and evaluation of the daily activities of an elderly person in order to observe, predict and monitor the evolution of his state of dependence, health and to detect by the same occasion, the presence of a loss or a disruption of autonomy in real time

Research on human embryo, therapeutic cloning and reproductive cloning are burning issues.What are scientific, ethical, economic and legal aspects of this research at stake? Looking for a balance between the respect of the dignity of the human being and the freedom of research, in spite of the disparity of national practices and legislations, Europe became the framework for the development of a new legal corpus. This study aims at showing how the controversy related to research on stem cells come within “a European political adventure” in which individuals, institutions and public authorities, engaged in a process of “open decision”, are implied. In a comparative, multidisciplinary and trans-disciplinary perspective, this work has the objective to highlight the evolution and functioning of the European law of bioethics and especially to reveal the process which brought to the adoption of European rules in this field. The importance of this new sector of law for Europe, called to face the new scientific, economic and society challenges, is also emphasized

Full textThis research proposes a reinterpretation of delegation of care in mental health public policy. The purpose of the following comparative analysis is to analyse how, in France and Italy, political actors, professionals and publics tacked part at this collective action form 1960 to 2010. At first, the thesis analyses the texts of all politicians who instituted the birth of services "mental health" in the countries concerned. Further investigation to analyse the speech of actors directly or indirectly involved in the delegation of care (patients and its families), is presented in a second time. Performed first in Italy and then in France, further investigation helps to know how people have participated in the delegation of psychiatric care. The study shows how a priori the opposite way, the French and Italian cases lead their public policy: respectively, "fight against mental illness" versus "protecting mental health. " These modes are really only two variants of the same political risk, which aims both to neutralize the other, to prevent what is seen as a threat to the community or individuals. By maintaining the psychiatric hospital, the French model is aimes to eliminate mental illness in individuals, while the development of the community services, the Italian model aims to protect the community from risks related to mental health

Full textThe Web has become an universal platform for content hosting and distributed heterogeneous applications that can be accessed manually or automatically. In this context, Web services have established themselves as a key technology for deploying interactions across applications. The standard Web services technologies allow and facilitate the manual programming of these applications. To promote automatic programming based on Web services, a major problem arises : that of their discovery. Several approaches addressing this problem have been proposed in the literature. The aim of this thesis is to improve the Web services discovery process. We proposed three approaches. We proposed a Web services discovery approach that combines several matching techniques. The second consists on the validation of the services returned by an automatic process of discovery using users’ competencies. These approaches do not take into account the evolution of services over time and user preferences. To address these shortcomings, several approaches incorporate referral techniques to assist the discovery process. A large majority of these approaches are based on assessments of QoS properties. In practice, these assessments are rarely available. In other systems, trust relationships between users and services are used. These relationships are established based on invocations evaluations of similar services. However, invoking the same service do not necessarily mean having the same preferences. Hence, we propose, in our third approach, the use of the relations of interest between users to recommend services. The approach relies on modeling services’ ecosystem by database graphs

Full textThis work addresses the vehicle routing problem (VRP) including timing constraints: time windows (TW), synchronization (S) and precedence (P), applied in Home Health Care sector; giving the VRPTW-SP. This problem consists in establishing a daily caregivers planning to patients' homes asking for one or several services. We have started by considering the problem as a single objective case. Then, a bi-objective version of the problem is introduced. For solving the single-objective problem, a Mixed Integer Linear Program (MILP), two constructive heuristics, local search procedures and three local search based metaheuristics are proposed : a Greedy Randomized Adaptive Search procedure (GRASP), an Iterated Local Search (ILS) and a hybrid approach (GRASP × ILS). Regarding the bi-objective VRPTW-SP, different versions of multi-objective evolutionary algorithm, including various local research strategies are proposed: the Non-dominated Sorting Genetic Algorithm version 2 (NSGAII), a generalized version of this latter with multiple restarts (MS-NSGAII) and an Iterated Local Search combined with the Non-dominated Sorting concept (NSILS). All these algorithms have been tested and validated on appropriate instances adapted from the literature. Finally, we extended the VRPTW-SP on a multi-period planning horizon and then proposed a MILP and a matheuristic approach

Full textIn this research, we address the problem of retrieving services which fulfil users' need expressed in query in free text. Our goal is to cope the term mismatch problems which affect the effectiveness of service retrieval models applied in prior re- search on text descriptions-based service retrieval models. These problems are caused due to service descriptions are brief. Service providers use few terms to describe desired services, thereby, when these descriptions are different to the sentences in queries, term mismatch problems decrease the effectiveness in classical models which depend on the observable text features instead of the latent semantic features of the text. We have applied a family of Information Retrieval (IR) models for the purpose of contributing to increase the effectiveness acquired with the models applied in prior research on service retrieval. Besides, we have conducted systematic experiments to compare our family of IR models with those used in the state-of-the-art in service discovery. From the outcomes of the experiments, we conclude that our model based on query expansion via a co-occurrence thesaurus outperforms the effectiveness of all the models studied in this research. Therefore, we have implemented this model in S3niffer, which is a text description-based service search engine
