Abstract:
The article is devoted to the substantiation of the line of action for reclamationof disturbed lands. The object of reclamation is a land plot (Russia, Leningrad Region), disturbed as a result of unauthorized open-pit mining operations for the extraction of limestone. In order to obtain the information necessary to justify the reclamation project, the following works were carried out: reconnaissance and route observations, topographic, geological, and environmental surveys of the land. Based on the results of the generalized study data of the environmental and economic justification, a line of action for agricultural reclamation was chosen. In addition, an assessment of the estimated cost of the event was carried out and a list of necessary works was proposed within the framework of the technical and biological stages of reclamation.

Abstract:
Purpose. Theoretical substantiation of principles and development of recommendations for the choice of technological variant to form the quality of lands of technogenic origin, which would ensure rational spending of funds allotted for reclamation and preservation of the reclaimed lands suitability for agricultural use with the highest requirements for agrophysical soil characteristics. Methods. The following methods were used in the process of the research: the method of theoretical generalization and systematization (to determine the characteristics peculiar to the formation of qualitative characteristics of man-made soil using mechanization of reclamation works), analytical (to determine the factors influencing the effectiveness of land reclamation in opencast mining), comparison (to analyze the efficiency of different versions of reclamation works mechanization). Findings. The influence of technical means of reclamation works mechanization on the quality of lands subject to restoration in conditions of opencast mining is analyzed. A methodological approach to the choice of mechanization of land reclamation works in respect to the indicators of the formed quality of technogenic agricultural lands as a factor of their monetary valuation and the level of costs for their reproduction is proposed. Recommendations for quality management of man-made lands by technical support of the process of their consumer properties formation, aimed at achieving a favorable ratio between quality and, accordingly, monetary valuation of man-made lands, on the one hand, and, on the other, – the cost of their reclamation. Originality.A scientific and methodological approach to the choice of technical equipment for reclamation works is proposed, where two factors are considered: reclamation costs and quality of man-made lands, which allows to determine the priority of cost savings or land quality improvement according to the target criterion of reclamation works efficiency. Practical implications. The obtained results are aimed at improving the methodological bases for management of the man-made lands reclamation process based on the choice of its mechanization means. Different types of reclaimed land require different land reclamation techniques. This study uses previous research to divide the mining areas in China into 10 land reclamation zones according to the climatic zones, soil conditions and the distribution of mines. The country is divided into the following zones: the northeast plains and hills region, the Huang-Huai-Hai Plain region, the Yangtze River Basin region, the southwest mountainous and hilly region, the central mountainous and hilly region, the southeast coast hilly region, the northwest arid semi-arid region, the Loess Plateau region, the Inner Mongolian grasslands region, and the Tibetan Plateau region. The subsided, excavated and occupied lands in the mining areas are divided into two categories, suitable for reclamation and unsuitable for reclamation, based on geological and geomorphological characteristics, climate, hydrology, soil conditions, and social demand. In addition, the suitability of waste land in each area is evaluated. This study provides a basis for waste land reclamation in Chinas mining areas.

Abstract:
We explore the effects of land reclamation on the morphological evolution and sediment sorting on a tidal flat using a state-of-the-art numerical model (Delft3D). Consistent with existing field observations and analytical theories, model results indicate that the longitudinal profile adjusts itself converging to new equilibrium states (narrower and steeper) after a series of reclamations. Relatively fine sediments deposit adjacent to the sea dike, due to the flood-dominated tidal hydrodynamics. The amount of sediment deposition in front of the dike peaks when the dike is designed at mean sea level. After sequential reclamations, sediment grain size appears to be coarser offshore and on the tidal flat. Overall, this study suggests that land reclamation can lead to the readjustment of tidal flat profile shapes and coarsening of sediment grain size, which should be taken into account when reclamation projects are planned.

Abstract:
The article highlights the milestones of formation of the Russian legislation in the field of land reclamation. It gives the author’s periodization of the development of reclamation legislation of postrevolutionary Russia, with allocation of her stages. Brief characteristics of each stage is illustrated with the most important legislative acts in the field of public relations. The author uses historical, abstract-logical, formal-legal and comparative-legal methods of scientific knowledge. The article notes that the main achievement of the post-revolutionary legislation is that land reclamation came to be seen not only in the regulation of land use (mainly agricultural land), but also within the legal institution of their protection. Special attention in the article is paid to the adoption of the Federal Law “On Land Reclamation” and its effect. This law laid the legal foundation for the development of the modern reclamation legislation. An analysis of legal acts and scientific literature was allowed to make a conclusion, that reclamation law in Russia for a long period of time was mostly fragmented. However, with the publication of a special Federal Law “On Land Reclamation” this fragmentation of the rules was overcome, but not completely. In addition, since 70s of XX century legal regulation of land reclamation was provided gradually by several branches of legislation (land and water).

The generalized and analyzed experience of reclamation in various federal areas of our country has been presented, as well as this in the Urals Federal District with the lowest percentage of disturbed land regeneration. There has been identified a gradual increase of reclaimed lands, the interconnection of the biggest percentage of reclaimed and disturbed lands in the Urals, Siberian, Far Eastern and Volga Federal Districts, the ratio of disturbed and reclaimed lands by categories with details of reclamations. The information has been analyzed for a long period of time – 1995–2018 to possibly consider the identified trends as reliable. Taking them into account while making management decisions to increase the efficiency of reclamation.

Taking Guangxi agriculture and cultivation state-owned Jinguang Farm, Qianjiang Farm, Xinxing Farm and Liangqi Farm as land reclamation cases studies, 16 evaluation indices were selected from four aspects, i.e., investment in land reclamation project, implementation intensity of land reclamation, land use structure, and efficiency output of land reclamation, to evaluate the reasonability of land reclamation in the project area. The improved TOPSIS method and obstacle degree model were used to evaluate reasonability and diagnose obstacle factors. Results showed that the efficiency output of land reclamation had the greatest impact on its reasonability, followed by land use structure, with investment of land reclamation project having the least impact. The index obstacle factors mainly referred to the improved value of land quality. Through analysis of the evaluation results, the reasonability and obstacle factors of land reclamation were objectively determined to provide a reference for land reclamation in practice.

Land reclamation plays a vital role in the ecological improvement and economic development of mining regions. This study aims to conduct a preliminary discussion on the evaluation content, evaluation methods, and evaluation indicators of land reclamation benefits in mining areas. Using fuzzy comprehensive evaluation (FCE) method, land reclamation was assessed. After compiling a model of the land reclamation influencing factors, an evaluation index of land reclamation benefit in the mining area was constructed using the land reclamation monitoring data for the northern part of the mining area over the last decade. In addition, an expert scoring method and a traditional evaluation model were used to estimate the comprehensive benefits of land reclamation at Hanjiawan coal mine in Shendong mining area. Land reclamation markedly improved the land type within the mining region and decreased the amount of damaged land, including subsided and occupied land. Moreover, land reclamation improved the available land area such as agricultural and construction land. The proposed model obtained an overall 63% increase in the land reclamation area. Different degrees of ecological, economic, and social benefits of Hanjiawan coal mine were observed; however, the ecological benefits were the most significant, with a growth rate of 56%. Based on the evaluation criteria, all benefits of the mining area after reclamation were good. Over time, land reclamation will offer greater comprehensive benefits to the mining area. Furthermore, this method can be used for precise evaluation of comprehensive benefits after land reclamation, and the assessment results will provide a reference basis for sustainable development of the mining area.

Artificial lands or islands reclaimed from the sea due to their vast land spaces and air are suitable for the construction of airports, harbors, and industrial parks, which are convenient for human and cargo transportation. However, the settlement process of reclamation foundation is a problem of public concern, including soil consolidation and water recharge. Xiamen New Airport, one of the largest international airports in China, has been under construction on marine reclamation land for three years. At present, the airport has reached the second phase of construction, occupying 15.33 km2. The project will last about twenty years. To investigate the temporal and spatial evolution of ground settlement associated with land reclamation, Sentinel-1 synthetic aperture radar (SAR) data, including intensity images and phase measurements, were considered. A total of 82 SAR images acquired by C-band Sentinel-1 satellite covering the time period from August 2015 to October 2018 were collected. First, the spatial evolution process of land reclamation was analyzed by exploring the time series of SAR image intensity maps. Then, the small baseline subset InSAR (SBAS–InSAR) technique was used to retrieve ground deformation information over the past three years for the first time since land reclamation. Results suggest that the reclaimed land experienced remarkable subsidence, especially after the second phase of land reclamation. Furthermore, 26 ground settlement areas (i.e., 0.015% of the whole area) associated with land reclamation were uncovered over an area of more than 1200 km2 of the Xiamen coastal area from January 2017 to October 2018. This study offers important guidance for the next phase of land reclamation and the future construction of Xiamen New Airport.

A technique is presented for determining the potential use of disturbed lands for agriculture in order to identify their suitability or unsuitability for reclamation; its algorithm including seven consecutive stages is presented. The impact of coal mining in Kuzbass on the ecosystem of the region is studied in the article. Large-scale mining operations have led to land disturbance over large areas. The coal industry development program, which provides for a significant increase in production, will further aggravate the identified problem. There are a lot of reclamation mechanisms, they must be implemented comprehensively, be high-tech. Large-scale disturbance of land resources, and land retirement, its pollution and littering are the most significant problems requiring a primary solution. The mechanism of state and regional legal regulation of disturbed land reclamation is proposed. Improving the quality of reclamation will be facilitated by the development of a strategy for the environmental remediation, which would be included into the Concept for reclamation of disturbed lands.

This study discuss legal issues concerning control of reclamation without possessing land rights as the result of the unregistered reclamation by communities in the Village of Tanddan, Sub-district Campling in the Sampang Regency. The aim of this study is to show legal implications and analyze effectivity of law enforcement on the accomplishment land control of reclamation without possession. By using empirical legal research with socio-juridical approach, the result of study shows that legal subject cannot control over and build houses over land of reclamation withou posession of land rights. In other words, houses built over land of reclamation without land rights can be evicted without any compensation. Therefore, such land of reclamation should be registered as the governmental land to the National Agrarian Board or Badan Pertanahan nasional (BPN) in the Sampang regency. It also affirms that there is a problem of effeciency of law enforcement on the accomplishment of land control of reclamation without any repressive and preventive measures. The article considers the current state and peculiarities of the information space of the land reclamation sector of the agroindustrial complex of the Russian Federation. The ecological environment is fragile in Xinjiang, so it is necessary to carry out land reclamation for mines to restore its ecology. The premise of mines land reclamation is to determine the direction of land reclamation, which requires the suitability evaluation for land reclamation. In this paper, the evaluation index system and suitability evaluation model for land reclamation of nonmetallic mines in Xinjiang Uygur Autonomous Region were established. This model was established by using factor analysis, cluster analysis, and discriminant analysis and tested by back-substitution. First, using 149 units of 21 nonmetallic mines as research samples, the samples were divided into 4 categories by a combination of factor and cluster analysis. Then, the samples were trained using a discriminant analysis method to establish the corresponding land reclamation suitability evaluation model. This model was verified by back-substitution with an accuracy of 98.7%, and only 2 of 149 samples were misclassified. Finally, the evaluation model was applied to the Dabancheng Toga Solo limestone mine in Urumqi. Evaluation analysis of 15 land reclamation units of this mine showed satisfactory results. The evaluation model developed here could serve as a powerful complement to the evaluation of land reclamation suitability in Xinjiang.

This article investigates relationships between refugee flight and environmental change during the Sino-Japanese War of 1937–45 through a study of land reclamation projects in Shaanxi's Huanglongshan region. During the conflict with Japan, China's Nationalist government resettled thousands of refugees who fled war-induced natural disasters in Henan to Huanglongshan to reclaim uncultivated wastelands. Land reclamation reflected an ongoing militarization of China's environment, as political leaders looked to land reclamation to provide relief for refugees, further economic mobilization by exploiting untapped natural resources, and foster an ethos of dedication and self-sacrifice for the nation. Unrestrained land clearance decimated forests that had returned to Huanglongshan's hillsides since its abandonment during the rebellions of the late Qing. By compelling displaced people to cultivate marginal lands, war also threatened the health of refugees by exposing them to endemic disease. Yet the militarizing logic that motivated these reclamation initiatives continued to reshape China's natural landscape long after the Sino-Japanese War ended.

The competition for land resources created by the need for food security and ecological security is intensifying globally. To resolve the issue of land scarcity in agriculture following rapid urbanization, China implemented its requisition–compensation balance policy of cultivated lands in 1997, the introduction of which consumed numerous areas of land, such as river shoal and bare land, through reclamation. Moreover, these reclaimed and newly cultivated lands were mainly distributed in the northern part of China. Most previous studies of this subject have only examined the overall balance of cultivated lands in well-developed regions, and there is a lack of knowledge about the indigenous gains and losses before and after reclamation in important areas such as northeast China. Therefore, this study selected two representative county-level units in northeast China as the study area to analyze the conversion of cultivated land reserves during 1996–2015, evaluate the performance of reclaimed cultivated lands in terms of quality and productivity and calculate reclamation-induced changes in ecosystem service value. The results indicated that by 2015 only 16.02% of the original cultivated land reserves remained unconverted; nearly 60% were reclaimed as cultivated lands and over 20% were converted to other land resources. River shoal and ruderal land were the primary resources for cultivated lands compensation, and marsh, bare land and saline-alkaline land were found to be converted the most thoroughly. The gain of 23018.55 ha reclaimed cultivated lands were of relatively inferior quality and lower productivity, contributing approximately 4.32% of total grain output. However, this modest gain was at the expense of a 768.03 million yuan ecosystem services loss, with regulating services and supporting services being undermined the most. We argue that even if northeast China continues to shoulder the responsibility of compensating for a majority of cultivated land losses, it still needs to carefully process reclamation and introduce practical measures to protect indigenous ecosystems, in order to better serve the local residents and ensure prolonged food security with sustainability.

Agricultural reclamation in coastal zones is effective for mitigating population pressure on the food supply. Soil properties are important factors influencing crop production in reclaimed coastal lands. This study aims to investigate the impacts of time and land use trajectories on soil physicochemical properties after reclamation. We sampled soils in areas that were reclaimed in 1999, 1998, 1991, 1989, 1986, 1981, and 1979 and determined some soil physicochemical properties such as electrical conductivity with a 1:5 soil:water ratio (EC1:5), exchange sodium percentage (ESP), sodium adsorption ratio (SAR), pH, organic matter (OM), total nitrogen (TN), alkaline hydrolyzable nitrogen (AN), cation exchange capacity (CEC), total phosphorus (TP), available phosphorus (TP) and soil particle size ratio. We analyzed their correlation with land use and the time since reclamation using one-way analysis of variance (ANOVA) and principal component analysis (PCA). The results showed that soil physicochemical properties changed significantly after agricultural reclamation. Soil EC1:5, ESP, and SAR declined rapidly, and OM, TN, and AN increased rapidly during the 29 years after reclamation. The soil particle size ratio was not significantly correlated with reclamation time. The land-use trajectories identified after reclamation had obvious effects on soil physicochemical properties. Aquaculture ponds were superior to cultivated land in terms of decreasing soil salinity but were inferior in terms of soil nutrient accumulation. In the future, more attention should be given to the environmental effects of agricultural reclaimed soils.

The effectiveness of the restoration of lands disturbed by mining operations largely depends on the perfection of the legislation regulating this process. The purpose of the study is to identify evolutionary changes in the legal framework for reclamation and bottlenecks that require the improvement of legal acts. Research methods – scientific generalization, comparisons, analogy method, comparative and evolutionary analysis. Результаты. The relevance of reclamation in modern conditions has been substantiated, which is confirmed by the basic requirements of sustainable subsoil use and the Sustainable Development Goals (SDGs). The information concerning the legal support of reclamation is generalized and analyzed, the stages of this process are determined; setting back by a decade in the formation of legal support for reclamation in Russia of the Soviet period from foreign countries is identified. In Russia, the initial stage is attributed to the period of the 1950s– 1970s, when legislative documents were sporadic and did not practised on such a systematic basis. The period of the 1970s–1980s was defined as the main one, during which there was the approval of the “Basic provisions on the reclamation of lands disturbed during the development of mineral deposits and peat, conducting geological exploration, construction and other works” (1977), which have been successfully used for almost 20 years. At the same time, GOSTs and standards regulating reclamation began to operate. The following were subject to regulation: financing, accounting for the costs of reclamation work, compensation for any damage caused by the recipient, transfer of reclamation lands to land users, etc. Since the 1990s, there has been a certain decline in research focused on reclamation, although this period is characterized by the approval of quite important legislative acts, including the “Basic Provisions on Land Reclamation, removal, conservation and rational use of the fertile soil layer” (1995). Reclamation provisions are reflected in a number of federal laws and strategic documents. The highly anticipated government act defining the procedure for land reclamation and conservation was adopted in 2018. Deficiencies in the existing legislation regulating reclamation were identified, requiring amendments and additions to the latter. First of all, this concerns the Federal Law called “On Subsoil”, as well as the regulation of the financing of reclamation. Conclusion. Improving the legal framework for reclamation work will undoubtedly help to increase the efficiency of this process.

This dissertation argues that land reclamation has become geopolitical. Land reclamation has added a new dimension to international relations and this dimension cannot be ignored, for it touches upon our fundamental understanding of state territory and spatial practice. Drawing on Stuart Elden and Henri Lefebvre, territory is understood as a set of political technologies that produce different dimensions of our modern conception of territorial space. Land reclamation operates as such a territorial technology and alters our understanding of maritime space in contemporary geopolitics and international law. Two case studies will explicate this development. The first study will investigate coastal reclamation in Singapore and its effects for the city-state’s international relations. The second study will analyse Chinese reclamation works in the disputed region of the South China Sea. Both investigations will approach these activities with a focus on the United Nations Convention on the Law of the Sea as the international juridical space of territory. In conclusion, this dissertation claims that the material and conceptual production of space triggered by advancements in land reclamation technology are reshaping territorial state practice and the corresponding legal framework of maritime space.

Drainage reclamation in the area of excessive water supply of Ukraine is an important component of ensuring sustainable agricultural production. However, today, after reforming the agricultural sector, land parcellation, and in a view of the financial crisis, which has affected virtually all sectors of social production, the efficiency of land use and their role in the state's food and resource supply has been significantly reduced. The objective of the research is to specify the current state and prospects for the development of drainage reclamation in a changing climate and to determine the priorities for restoring the effective use of drained land. Research Methods. Research methods are based on systematic analysis and generalization of the knowledge regarding the current state and features of the functioning of the reclamation systems in the humid zone of Ukraine. The results of the analysis of the current state of drainage reclamation in a changing climate, which occurs in recent decades, are accompanied by the instability of water supply in the reclaimed territories and form new conditions for crop growing. The features of reclamation systems functioning were specified. The main factors affecting the systems functioning and the efficiency of drained land use are the insufficient water supply to the land reclamation systems; land parcellation without taking into account the technological integrity of the drained arrays; poor technical condition of farm engineering infrastructure. The priorities of the development of drainage reclamation in modern conditions and the ways of restoring effective functioning of reclamation systems, in a view of the transformation processes, arisen as a result of reforming the agrarian sector, and modern agrotechnical and ecological requirements, are increasing the water supply of drainage systems; their reconstruction and modernization; development and implementation of new structural and technological solutions taking into account modern social, ecological and economic, agrotechnical requirements and the requirements of land users. It is established that in modern conditions one of the most effective and economical technological methods of water regime regulation on the drained lands is the accumulation of local drainage runoff. The developed structural and technological solutions for improving the water supply of the reclaimed territories are introduced. Their implementation enables to ensure the efficient and effective control of water regulation processes, to obtain guaranteed water volumes for moistening and ensuring optimal water regime in the soil root layer. It was found out that obtaining guaranteed volumes of agricultural products in a changing climate is possible only due to observance of scientifically grounded technological processes in land reclamation and ensuring water regime regulation on the drained lands. Therefore, maximum utilization of the potential of crop varieties and hybrids is possible only by ensuring the regulation of soil water regimes. Conclusions. The restoration of the effective use of drainage systems under intensive water regulation is one of the priorities, which requires the implementation of the measures on land reclamation systems modernization and reconstruction.

Land use/cover change (LUCC) has become one of the most important factors for the global climate change. As one of the major types of LUCC, cultivated land reclamation also has impacts on regional climate change. Most of the previous studies focused on the correlation and simulation analysis of historical LUCC and climate change, with few explorations for the impacts of future LUCC on regional climate, especially impacts of the cultivated land reclamation. This study used the Weather Research and Forecasting (WRF) model to forecast the changes of energy flux and temperature based on the future cultivated land reclamation in India and then analyzed the impacts of cultivated land reclamation on climate change. The results show that cultivated land reclamation will lead to a large amount of land conversions, which will overall result in the increase in latent heat flux of regional surface as well as the decrease in sensible heat flux and further lead to changes of regional average temperature. Furthermore, the impact on climate change is seasonally different. The cultivated land reclamation mainly leads to a temperature decrease in the summer, while it leads to a temperature increase in the winter.

Jakarta Bay Reclamation is the process of land acquisition by the government of Jakarta within government Jokowi Widodo, who was replaced by Basuki Tjahaja Purnama (Ahok). Later, in the 2017 gubernatorial election Anies Baswedan and Sandiaga Uno won an absolute and seized power in the capital. With the win, according to the governor's promise during the election campaign that Anies has suspended the reclamation project and confirms the termination of the contract with the developers, some of whom started reclamation and want to restore the land benefit for the greatest prosperity of the people in accordance with the mandate of the state constitution. This action reaps the pros and cons because the developers have invested large enough to planning a new city for business purposes and converted into for the benefit of the people. The study aims to analyze and provide alternative solutions regarding the use and utilization of land reclamation which covers approximately 1500 hectares in order to find a win-win solution. The method used is normative juridical approach to address how policy should be appropriate so that the reclaimed land can be reused and do not become wastelands. From this research found an alternative solution by dividing the three steps, among others who had given position, which was the reclamation process, and that has not been processed yet been obtained prior permission from the governor. Complicating this issue is caused due to developers who build without permits and permit reclamation is still under debate, so there are some developers who commit violations in the sphere of administrative and legal procedures, and increasingly complicated in the land that has been reclaimed in fact already issued building rights to on behalf of developers perceived by the governor Anies as a rule are not prudential practice. The problem of encouraging land reclamation activities is topical for present-day development of national agriculture. Land reclamation is a prerequisite for the growth of agricultural production, as it provides crop yields. At the same time, the existing situation of land reclamation in the Russian Federation does not allow to fully use its achievements for the long-term development of the industry. High wear and tear of equipment and its low manufacturability, costly work and a lack of qualified personnel impede the increase the efficiency of agricultural production. The existing economic situation of Russian agricultural enterprises does not allow them to carry out land-reclamation activities on their own in the necessary volumes. In this regard, the government state has provided a mechanism of financial incentives for carrying out relevant activities. The article is devoted to the governmental support of land reclamation in the Russian Federation, its problems and prospects. It analyzes the implementation of governmental state support for land reclamation work and its main results. It offers measures for correcting the governmental support for implementing reclamation works in order to preserve soil fertility and to ensure the effectiveness of agricultural production.

The aim of this study is quantitatively assessment and map land reclamation condition in irrigated croplands of Kulavat canal irrigation system. Environmental variables, such as soil texture, salinity and bonitet, groundwater table and salinity, distance to irrigation systems and density of drainage networks, are the main datasets required for assessing land reclamation condition. These data were extracted and manipulated in geographic information system (GIS) as thematic layers. Spatial analyst function in GIS software was used to detect spatial distribution of variablesand assessing the land reclamation condition, of which the map of environmentally sensitive areas of study area is produced. The results obtained reveals that the study area comprises of three sensitivity classes such as good, medium and low condition, on basis of the stratification map. It is seen that the low areas for land reclamation condition in study area are found in the north-western and south-eastern parts, these areas represent 7 % of the total irrigated lands in study area (26,700 ha). The areas of mediumcondition represent 47 % of the total area. The areas of good condition comprise 33 % of the total area. The other parts (13 %) of the study area belong tonon-assessed class. By noticing the evaluation of environmental factors, the soil (texture), land condition (groundwater table) and water availability (distance to the irrigation systems) have the intensive effect on land reclamation condition throughout the study region. A GIS tool hasa potential to generate such as mapsthat can be used in specific land management improvement programs.

Suitability evaluation is the important basis for scientifically determining the direction of land reclamation. This paper deeply elaborates the goal of land reclamation and the principles of suitability evaluation. land reclamation direction of the project area is initially determines to be cultivated land, forest land, grassland and garden plot based on region land-use planning and analysis of natural factors, socio-economic factors, policy factors of the mining area; the evaluation index system including five involved factors is constructed, and the suitability evaluation of evaluation units is carried out by the comprehensive index method and extreme conditions. Based on above-mentioned evaluation, the land reclamation direction of 14 evaluation units are ultimately determined by comprehensive analysis of the local natural conditions, social conditions and so on.

Alberta first legislated the requirement to reclaim land disturbed by industrial activities in 1963 with the enactment of the Surface Reclamation Act. In 1973 the Land Surface Conservation and Reclamation Act introduced the concept of conservation and added new regulated industries and an approvals process. In 1993 the Environmental Protection and Enhancement Act linked reclamation and remediation in a single Act. Alberta's industrial land conservation and reclamation program developed over 48 yr from an initial focus on surface debris removal and safety to increasing emphasis on returning ecological function and minimizing cumulative effects. The program has been influenced by various factors, includingregulatory policies and objectives, education and expectations of stakeholders and the public, educational background and expertise of regulators, advances in science, technology and industry practices, type and scale of land disturbances, intended post-reclamation land use, and working with partners. Vigorous discussion and debates on productivity vs. capability, reclamation vs. restoration, reclamation vs. remediation, conservation vs. reclamation, land vs. water and scientific possibilities vs. practical realities have shaped the program's direction. This review will provide insights for other jurisdictions dealing with the need to balance industrial development and environmental protection in the face of growing public awareness and scrutiny.

Large-scale mining disturbs wide areas of land. The development program for the mining industry, with an expected considerable increase in production output, aggravates the problem with even vaster territories exposed to the adverse anthropogenic impact. Recovery of mining-induced ecosystems in the mineral-extracting regions becomes the top priority objective. There are many restoration mechanisms, and they should be used in integration and be highly technologically intensive as the environmental impact is many-sided. This involves pollution of water, generation of much waste and soil disturbance which is the most typical of open pit mining. Scale disturbance of land, withdrawal of farming land, land pollution and littering are critical problems to the solved in the first place. One of the way outs is highquality reclamation. This article reviews the effective rules and regulations on reclamation. The mechanism is proposed for the legal control of disturbed land reclamation on a regional and federal level. Highly technologically intensive recovery of mining-induced landscape will be backed up by the natural environment restoration strategy proposed in the Disturbed Land Reclamation Concept.

Abstract:
The article focuses on the peculiarities of legal relations on using beds and aquatic areas of water bodies, protective shorefronts and water protection zones when creating reclamation grounds as parts of the urban environment. The authors mention that there are no particular sections of land and town-planning legislation required to regulate this process, and the legal status of beds of water bodies is not defined in the legislation. Beds of water bodies belong to water fund lands; therefore, creating reclamation grounds requires a decision on the provision of land plot in a protective shorefront or in water protection zone and a land plot on the bed of a water body. The authors conclude that modern technical means allow determining the site line for creating reclamation grounds. Purposeful human activity aimed at the transformation of environment leads to creation of a territory, which firstly should respond to the attributes of safe environment, and secondly may have attributes of a land plot as a real estate object: in other words, it will be a natural-anthropogenic object. The present paper substantiates the proposals on the need for changes in the legislation governing the procedure for the creation of reclamation grounds.
