This paper presents an acoustic sound recognizer to recognize what people are writing on a table or wall by utilizing the sound signal information generated from a key, pen, or fingernail moving along a textured surface. Sketching provides a natural modality to interact with text, and sound is an effective modality for distinguishing text. However, limited research has been conducted in this area. Our system uses a dynamic time- warping approach to recognize 26 hand-sketched characters (A-Z) solely through their acoustic signal. Our initial prototype system is user-dependent and relies on fixe

We present the Deep Exemplar-based Chinese Text Recognizer, which is structured to first identify candidate characters as exemplars from each text-line, and subsequently recognize them by retrieving analogous exemplars from a database. With text-line level annotations, we design the exemplar discovery network to simultaneously recognize texts and capture individual character positions in a weak-supervision manner. Abstract:
We assigned two cohorts of kindergarten students, totaling more than 24,000 children, to teachers within schools with a rule that is as-good-as-random. We collected data on children at the beginning of the school year, and applied 12 tests of math, language and executive function (EF) at the end of the year. All teachers were filmed teaching for a full day, and the videos were coded using a well-known classroom observation tool, the Classroom Assessment Scoring System (or CLASS). We find substantial classroom effects: A one-standard deviation increase in classroom quality results in 0.11, 0.11

Abstract:
There have been a number of notable girth weld failures in newly constructed pipelines in North America, Asia, and South America. The primary contributors to the North America incidents have been identified as (1) weld strength undermatching, (2) heat-affected zone softening, and (3) elevated stress-strain in the affected girth welds. This project is a continuation of previous PRCI supported work and JIP with a particular focus on addressing the first two contributors through enhanced girth welding procedure qualification. Three test options for enhanced welding procedure qualification are pro

The goal of the GHZ-2-01 Project is to develop and lab-test a system for monitoring underground pipeline facilities at remote river crossings where access to power and wireline communications is not readily available. A next generation real-time river crossing monitoring solution requires an integration of various sensor types, data computation capabilities, and low power wireless connectivity which would: - utilize proven sensors technologies such as accelerometers, inclinometer strings and float-out buoys to detect dangerous conditions, - be able to recognize and minimize false alarms by exa

This document provides an overview of the stakeholder responses, consensus and an overarching summary of some of the thematic areas that emerged from the Request for Information (RFI). NIST's approach to summarizing the comments received in the RFI was to capture the range and breadth of public input, including common themes and points of divergence. NIST appreciates the richness of the input received from and recognizes that detailed specific comments may not be included in this summary. Connected and autonomous technologies are valuable to the Army because of their recognized potential to reduce the number of personnel exposed to threats in forward operations. The successful integration of such technologies has the potential to reduce Soldier deaths and injuries. Automation of routine tasks can also allow warfighters to focus their time on more strategic efforts. Furthermore, a reduction in manpower is expected to proportionally reduce energy use and material supply and resupply demands while bolstering resilience. To achieve these benefits, the reliability, safety, and utili

Connected and Automated Vehicles (CAVs) offer numerous societal benefits; however, there is still a long way to go before CAVs can be considered reliable and safe. Even when CAV technology has matured, and is more readily available, there will be scenarios that require human intervention such as system failures, situations outside of the AV’s Operational Design Domain (ODD), or to support users. As part of project Endeavour, TRL conducted research on potential human intervention scenarios, which has been considered and referred to as a part of ‘remote operation’. Using rich panel data from Pakistan, we compute test score based measures of quality (School Value-Addeds or SVAs) for more than 800 schools across 112 villages and verify that they are valid and unbiased. With the SVA measures, we then document three striking features of the schooling environment. First, there is substantial within-village variation in quality. The annualized difference in learning between the best and worst performing school in the same village is 0.4 sd; compounded over 5 years of primary schooling, this difference is similar in size to the test score gap between low- and h
