Abstract:
The article considers the conceptual basis of redistribution as an economic phenomenon that occurs at different levels of the economic system (household, market, state). The types of redistributive effects are determined: market redistribution (provided by the price mechanism) and public redistribution (formed as a result of the functioning of the public sphere). Key attention is paid to social redistribution, which proposes to distinguish between fiscal (carried out through the system of public finance through taxation, transfers) and non-fiscal (arising from government actions that affect the functioning of the market). The links between public redistribution and views on justice have been explored. Philosophical and moral-ethical aspects of public redistribution are considered. Attention is paid to the criteria of redistributive justice. Some provisions of the theory of public finance on the interpretation of the phenomenon of social redistribution are revealed. It is noted that consideration of the conceptual foundations of public redistribution requires a philosophical vision of justice, consideration of the procedural aspects of finding a political compromise in a modern democratic society, as well as an assessment of the economic effects associated with redistribution. It is noted that for a clear understanding of the overall effect of redistribution processes it is necessary to simultaneously analyze the efficiency of market exchange, the perfection of mechanisms of primary distribution of income by the market and the direction of fiscal redistribution and transfer policy through the public finance system. The lack of unambiguous criteria for ensuring redistributive justice is emphasized. This necessitates the widespread application of the criterion of injustice. The need to realize the importance of recognizing inequality as a methodological principle of economic functioning is pointed out. It is noted that this will contribute to a more rational formulation of normative goals and priorities of the state redistributive policy in applied research of public finance.

Abstract:
Social policy scholars disagree about which factors best predict U.S. welfare state generosity. We argue that this disagreement is an artifact of study designs. Researchers usually study either the totality of a state’s social expenditures or one specific program. These approaches overlook the fact that individual social programs were born of different circumstances and serve different constituencies. Comparing state-level policies for Temporary Assistance for Needy Families (TANF), the Children’s Health Insurance Program (CHIP), and the Supplemental Nutrition Assistance Program (SNAP), our findings suggest that these programs are governed by distinct logics of redistribution. Racial characteristics drive TANF generosity. Economic forces best predict CHIP generosity. SNAP generosity is a function of political factors. Qualitative data from Congressional hearings confirm these findings. These results adjudicate between conflicting accounts of the contemporary welfare state and also highlight which aspects of a program’s design make it most susceptible to the effects of racial bias and to partisan politics.

Abstract:
U.S. federal taxes have become more progressive since 1979, largely due to more generous tax credits for lower income individuals. Though top statutory rates fell substantially, this affected few taxpayers and was offset by decreased use of tax shelters, such that high-income average tax rates have been relatively stable. Redistribution, which accounts for both taxes and transfers, has also increased according to Congressional Budget Office data. Measures of progressivity and redistribution, however, capture different aspects of policy. Over the longer run, earlier decreases suggest a U-shaped tax progressivity curve since WWII, with the minimum occurring in 1986.

Abstract:
Geothermally active areas provide unique, stressed environments characterized by unusual vegetation assemblages and rare plant species (Fig. 1). Natural vegetation associated with geothermal activity is a rare vegetation type globally. Exploitation of geothermal fluid can result in a lowering of deep system water tables, which in turn can lead to changes in the normal heat flow pattern of the surface systems. This may lead to a redistribution of heat at existing sites with some sites heating-up and some cooling-down with consequent changes in geothermal biota. Therefore, the indigenous ecosystems of geothermal areas possess high conservation and scientific values which may be increasingly threatened by the growing exploitation of geothermal energy.

Our research is devoted to the investigation of theoretical aspects of human capital formation through human potential migration redistribution and investment process. This topic was chosen because in the modern conditions human potential development becomes one of basic factors of the competitiveness and economic growing of countries. Migration redistribution becomes an effective mean of indemnification of human potential losses, gives additional possibilities to its development financing, quantitative increase and additional innovative changes in the context of information society and knowledge-based economy development. The detailed analysis of the human potential development and implementation on the global labor market, the emergence of the migration cycle, and process of human potential transformation to capital that is able to provide the socio-economic and individual effects receiving was conducted in the article. Results of this study have theoretical and practical significance. They can be used as a basis for further scientific studies in this field and can be used by state institution in the direction of strategic management of human resources through the human potential migration redistribution and investment process that implies expansion of investment instruments, market infrastructure subjects development all this may provide the reception of material or status effects as a result of human potential capitalization in the labour market.

Abstract:
Abstract. Quantitative assessments of soil loss from cultivated land and sediment redistribution along pathways from cultivated fields to river channels have been undertaken using a range of different methods and techniques, including erosion models, detailed studies of sediment redistribution in representative catchments, monitoring of gully head retreat and evaluation of sediment deposition in ponds and small reservoirs. Most of the sediment eroded from arable land is deposited between the lower portions of the cultivated slopes and the river channels. Less than 15% of the eroded sediment is delivered to the river channels. Sediment redistribution rates in the upper parts of the fluvial system have declined during the last 25 years in both the western and eastern parts of the Russian Plain, because of a major reduction of surface runoff during snowmelt and a reduction of the area of arable land in some parts of the study area.

Abstract:
In recent decades, the growth of finance and rising income inequality has become a pervasive feature of the political economies in affluent capitalist democracies. This study investigates the long-run effects of financialization on three measures of income inequality—market-generated income inequality, redistribution, and state-mediated income inequality—in 18 affluent capitalist democracies from 1981 to 2011. We focus on three aspects of financialization (finance, insurance, and real estate employment; credit expansion; and financial crises). We find support for our claims that all three measures of financialization increase market-generated and state-mediated income inequality. The results for redistribution are mixed: credit expansion decreases redistribution as expected, but financial crises increase redistribution—a finding that supports the welfare state stabilization hypothesis.

Features of current moment redistribution provisions in American and European structural concrete standards are reviewed and compared. Some major differences are identified, along with their common objective of ensuring the rotation compatibility at the ultimate limit state of continuous structures. High amounts of moment redistribution (and the related economic advantages) sometimes tend to go against satisfactory service behaviour, particularly for prestressed members. Examination of moment redistribution formulae and main serviceability criteria suggests that some major variables currently neglected play a considerable role in ensuring the largest moment redistribution together with satisfactory service behaviour. Among these variables the dead to live load ratio, the degree of prestressing, the specified partial load factors, and the allowable performance target values (cracks, deflections, stresses) are investigated. Appropriate formulae to allow for their contribution are proposed, which may be easily implemented in any code. Finally, two numerical examples illustrate the practical implications of the theoretical aspects investigated in the paper. Abstract:
This Article responds to one challenge to the aspiration to incorporate distributive-egalitarian sensitivity into tort law. Arguably, any attempt to effect redistribution by means of tort law is bound to be random and, hence, unjust. There are two facets to the randomness charge: partiality of the participants and crudeness of the distributive result. I argue that the randomness charge, in both its aspects, does not provide a convincing reason to oppose infusing tort law with distributive-egalitarian sensitivity. The charge of randomness is based on two factual assumptions and one normative claim: namely, that existing tort law has no significant redistributive effect; that redistribution through tort law is especially susceptible to the charge of randomness; and that random progressive redistribution is less fair than the status quo distribution. In this Article, I challenge all three claims. I first argue that existing tort law has inevitable distributive consequences and that these consequences are predominantly regressive. I then raise four challenges to the assumption that distribution through tort law is partial, arguing that either such distribution is not partial at all or that it is no more partial than the distribution produced by alternative mechanisms: “localized distributive justice”; “participation through insurance”; “the complement thesis”; and “no comparative randomness.” Next, I develop a methodology for comparing the fairness of the post-tort litigation redistribution with that of the status quo distribution. This methodology is based on the respective proximity of these distributions to the reference point of society’s ideal distributive scheme. Applying this methodology, I argue that partial progressive redistribution is fairer than the status quo distribution. Regarding the problem of partiality of participants, I maintain that any injustice that arises from treating differently members of the same group is overridden by the more egalitarian distribution achieved between the different groups, namely, that the inter-group justice outweighs the intra-group injustice. With respect to the problem of the crudeness of the distributive result, I posit that adopting a guideline for redistribution that is “pro-disadvantaged” rather than “anti-well-to-do” ensures the superiority of the partial progressive redistribution relative to the status quo. Furthermore, even under a more radical “anti-well-to-do” benchmark for redistribution, that superiority might still be maintained. Finally, I apply my three claims to the context of gender inequality and lost earnings. I argue that the theoretical framework developed in this Article provides support for gender-neutral damages awards for lost earnings.

Abstract:
Today, inflation takes one of the leading places among the factors that give rise to social and economic destabilization. The purpose of the study is to determine the nature of inflation and its impact on the real sector of the economy, as well as factors that it generates in the process of distributing and redistributing financial resources and justifying measures to offset the negative effects of inflationary impact on the Ukrainian economy. The authors used the following methods of research: systematic approach, theoretical and empirical methods of scientific knowledge. The essence of inflation and its influence on the real sector of economy are investigated. The factors that generate inflation during the distribution and redistribution of financial resources are indicated: political and social factors contributing to anticipating inflationary expectations, which accumulates inflationary potential; the institutional support of economic development is to assume stabilization of inflation through the mechanism of managing the money supply; factors of inflation reflections, capable of generating further unmanaged negative behavior of economic agents, which can be disclosed through the concept of "inflation of the conflict"; inflationary expectations require the implementation of monetary policy of the state.

The basic problems of application of detonation process in propulsion systems with impulse and continuous burning of combustible mixture are discussed. The results on propagation of detonation waves in supersonic flow are analyzed relatively to air-breathing engine. The experimental results are presented showing the basic possibility of creation of an engine with exterior detonation burning. The base results on optimization of initiation in impulse detonation engine are explained at the expense of spatial and temporal redistribution of an energy, entered into a mixture. The method and technique for construction of highly effective accelerators for deflagration to detonation transition are discussed also.

Spatially restricted activation of signaling molecules governs critical aspects of cell migration; the mechanism by which this is achieved nonetheless remains unknown. Using time-lapse confocal microscopy, we analyzed dynamic redistribution of lipid rafts in chemoattractant-stimulated leukocytes expressing glycosyl phosphatidylinositol–anchored green fluorescent protein (GFP-GPI). Chemoattractants induced persistent GFP-GPI redistribution to the leading edge raft (L raft) and uropod rafts of Jurkat, HL60, and dimethyl sulfoxide–differentiated HL60 cells in a pertussis toxin–sensitive, actin-dependent manner. A transmembrane, nonraft GFP protein was distributed homogeneously in moving cells. A GFP-CCR5 chimera, which partitions in L rafts, accumulated at the leading edge, and CCR5 redistribution coincided with recruitment and activation of phosphatidylinositol-3 kinase γ in L rafts in polarized, moving cells. Membrane cholesterol depletion impeded raft redistribution and asymmetric recruitment of PI3K to the cell side facing the chemoattractant source. This is the first direct evidence that lipid rafts order spatial signaling in moving mammalian cells, by concentrating the gradient sensing machinery at the leading edge.

After growth factor stimulation, kinases are activated to regulate multiple aspects of cell physiology. Activated Src is present on Golgi membranes, but its function here remains unclear. We find that Src regulates mucin-type protein O-glycosylation through redistribution of the initiating enzymes, polypeptide N-acetylgalactosaminyl transferases (GalNac-Ts), from the Golgi to the ER. Redistribution occurs after stimulation with EGF or PDGF in a Src-dependent manner and in cells with constitutively elevated Src activity. All GalNac-T family enzymes tested are affected, whereas multiple other glycosylation enzymes are not displaced from the Golgi. Upon Src activation, the COP-I coat is also redistributed in punctate structures that colocalize with GalNac-Ts and a dominant-negative Arf1 isoform, Arf1(Q71L), efficiently blocks GalNac-T redistribution, indicating that Src activates a COP-I–dependent trafficking event. Finally, Src activation increases O-glycosylation initiation as seen by lectin staining and metabolic labeling. We propose that growth factor stimulation regulates O-glycosylation initiation in a Src-dependent fashion by GalNac-T redistribution to the ER.

This article discusses the structural reliability and safety of steel space frames. Since steel space frames are composed of a large number of members of comparatively small size and are covering large areas without any internal supporting columns, the influence of some imperfect boundary conditions as well as differences introduced through lack of fit during the erection process may lead to occasional local overstressing in some members. This overstressing in compressive members may exceed their critical buckling capacity leading to collapse and redistribution of the stresses in the remaining structure. If the members cannot resist the increased stresses then the local collapse may spread to adjacent members and eventually cause overall collapse. The authors wish to put forward some recommendations for prevention of this dangerous phenomenon.

One of the most important aspects of the development of the urban environment is the comprehensive reconstruction of the municipal development territories, with the aim of creating favorable living conditions and the effective use of the production, engineering, scientific, and other potentials of the complex of edification. The structural condition of many industrial buildings means that they can be operated for more than a decade. This coefficient sparks great interest in industrial buildings precisely for the purpose of their redistribution, rather than reconstruction or demolition combined with new construction. The objective of this study is to define an algorithm for organizational and technological construction, in order to determine the redistribution of industrial facilities. The methodology used refers to the dependency graphs of the relative time loss, versus the redistribution coefficient and also the economic efficiency of the project, versus the actual duration of the construction and installation. From this methodology an adequate mathematical model is introduced.

Abstract:
Simulating the dynamics of soil water content and modeling soil water evaporation are critical for many environmental and agricultural strategies. The present study aims to develop an analytical solution to simulate soil water redistribution during the evaporation process. This analytical solution was derived utilizing an exponential function to describe the relation of hydraulic conductivity and water content on pressure head. The solution was obtained based on the initial condition of saturation and an exponential function to model the change of surface water content. Also, the evaporation experiments were conducted under a climate control apparatus to validate the theoretical development. Comparisons between the proposed analytical solution and experimental result are presented from the aspects of soil water redistribution, evaporative rate and cumulative evaporation. Their good agreement indicates that this analytical solution provides a reliable way to investigate the interaction of evaporation and soil water profile.

X-ray computed tomography (CT) methods and specialized triaxial equipment were developed to quantify void ratio distribution within saturated sand specimens reconstituted by water pluviation and moist tamping methods during undrained triaxial compression and extension. The CT measurements were obtained at several points along the stress path of each specimen without significant removal of axial load. It was observed that two reconstitution methods yielded very different void ratio distributions within specimens. Significant void ratio redistribution occurred within each specimen during the undrained shearing tests. The influences of void ratio redistribution on globally observed specimen responses are discussed. ABSTRACT The transcriptional regulator Yin Yang 1 (YY1) controls many aspects of cell behavior and is essential for development. We analyzed the fate of YY1 during apoptosis and studied the functional consequences. We observed that this factor is rapidly translocated into the cell nucleus in response to various apoptotic stimuli, including activation of Fas, stimulation by tumor necrosis factor, and staurosporine and etoposide treatment. Furthermore, YY1 is cleaved by caspases in vitro and in vivo at two distinct sites, IATD12G and DDSD119G, resulting in the deletion of the first 119 amino acids early in the apoptotic process. This activity generates an N-terminally truncated YY1 fragment (YY1Δ119) that has lost its transactivation domain but retains its DNA binding domain. Indeed, YY1Δ119 is no longer able to stimulate gene transcription but interacts with DNA. YY1Δ119 but not the wild-type protein or the caspase-resistant mutant YY1D12A/D119A enhances Fas-induced apoptosis, suggesting that YY1 is involved in a positive feedback loop during apoptosis. Our findings provide evidence for a new mode of regulation of YY1 and define a novel aspect of the involvement of YY1 in the apoptotic process.

Abstract:
This article develops a model of relational happiness that challenges popular individualized definitions and emphasizes how it can enhance the sociological analysis of inequality. Many studies of happiness suggest that social inequalities are closely associated with distributions of happiness at the national level, but happiness research continues to favour individual-level analyses. Limited attention has been given to the intersubjective aspects of happiness and the correlations between it and higher social equality. Conversely, key theoretical debates about inequalities, such as Axel Honneth and Nancy Fraser’s exchanges, have only indirectly touched on happiness. A relational approach to happiness is not new, but what this article offers is a new combination of a relational understanding of happiness as an intersubjectively, culturally experienced complex of emotions with discussions about recognition of marginalized groups and redistribution of material resources. This combined approach can further debates about understanding and remedying social inequalities. It argues that theories and measurements of happiness must consider how it can be achieved collectively through working at mutual respect as well as greater material equality.

The main goal of the article was to study the organizational structure, principles of the control system and motivation of groups of creators of nuclear weapons in the USSR in the 40-50-s of the twentieth century. The article shows the political situation that preceded the period of creating nuclear weapons in the USSR, the system of organizing R&D of the US military-industrial complex in the 40s and 70s, the retaliatory steps taken by the USSR leadership to create nuclear weapons of the defense triad, the organizational structure for creating nuclear weapons in the USSR in 40-50-s of the XX century. The weapons production management system created at that time subsequently demonstrated outstanding results in other projects. It is concluded that the success of the “atomic project” was possible, including due to the principles that make up the so-called “Russian management system”, which the organizers and executors of the project, individually and collectively, perceived as their own. The main principles of the management system that emerged during the implementation of the project: a high level of national-state ambitions; mobilization and redistribution of resources in key areas; the creation of centralized control, and, if necessary, control and repressive structures; creation of parallel management structures; autonomy of grassroots units; widespread use of third-party administrative, intellectual and technological resources.

Approximately two years after the introduction of highly active antiretroviral therapy for the treatment of HIV infection, body shape changes and metabolic abnormalities were increasingly observed. Initially, these were ascribed to protease inhibitors, but it is now clear that nucleoside reverse transcriptase inhibitors also contribute to lipodystrophy syndrome. The syndrome groups together clinical conditions describing changes in body fat distribution that include lipoatrophy, lipoaccumulation or both. However, there does not appear to be a direct link between lipoatrophy and lipoaccumulation that would support a single mechanism for the redistribution of body fat. Currently, there is no clear definition of lipodystrophy, which explains the difficulty in determining its prevalence and etiology. There are no current guidelines for the treatment of fat distribution abnormalities that occur in the absence of other metabolic complications. The present article reviews the current state of knowledge of the definition, symptoms, risk factors, pathogenesis, diagnosis and treatment of the morphological changes associated with lipodystrophy syndrome.

The objective of the article — to analyze not only microeconomic, but macroeconomic aspects of surplus of the buyer/seller in the labor market, to research economic policy oriented on its redistribution. The concept of employer/employee surplus in the labor market is clarified. This surplus is a socio-economical phenomenon, some noneconomic factors must be taken into account in researching it. The influence of inflation, social and age characteristics, changes in the market positions of labor market subjects on their salary offers and surplus has been determined. It makes sense to differentiate between nominal and real surplus, fixed surplus and surplus that can be influenced. The article presents grouping of job advertisements based on salary formulation. Informational aspects of the identifying economic surplus are considered. The author proposes direct and indirect indicators to reveal the changes in economic surplus: wage proposals in the vacancy announcements, salary reviews, resume data, population polls, prices for services of individual entrepreneurs, dynamics of unemployment and shadow employment etc. Potential of the government policy on surplus redistribution and the regulation of employer/employee behavior is substantiated. Some instruments aimed at such redistribution through incomes of employers, employees are proposed: minimum wages regulations, changes in taxation (personal income taxation, wage taxes); indexation of personal incomes, subsidization of wages, antimonopoly and administrative regulation of prices. The government can also influence the behavior of surplus receivers through immigration policy. The influence of some instruments on surplus regulation is contradictory. Minimum wage regulations can increase and decrease the surplus at the same time.

It seems realistic that one of the long-term preconditions of European integration is the strengthening of European identity. Otherwise, it might happen that a growing split occurs between the elites and the population in the question of integration. In the Western European countries the concepts of Europe and the EU frequently coincide, while in the Eastern European countries Europe has primarily cultural-historical connotations and the EU embodies economic development and welfare. In an international comparison, European identity was stronger in the newly joining countries, but in some of them (i.e. in Hungary and Estonia) the national identity was among the strongest as well. The current study is based on a Hungarian representative survey carried out in 2003 - that is before Hungary joined the European Union. We supposed that class positions, the availability of material, cultural and social resources strongly influence European identity. We examined two aspects of identity, a symbolic and a pragmatic one. The symbolic identity was measured by questions addressing national vs. supra- and sub-national belonging, while pragmatic identity was approached by a question addressing the fair redistribution of taxes among the different levels. We could compare these dimensions and investigate the possible reasons for inconsistencies. .

Spécifié par la crise de l’État-providence, cet enjeu conduit les acteurs de ces organisations à s’interroger davantage sur les conditions de la redistribution étatique en définissant leur spécificité qui renvoie avant tout ici à la notion d’autonomie. Après avoir situé quelques aspects politiques relatifs aux problèmes de financement pour les organisations populaires dans le contexte de crise, l’auteur présente la position des intervenants en s’appuyant sur une enquête menée dans trois secteurs, soit celui du logement, des garderies et des radios communautaires. En conclusion, une évaluation de la marge de manoeuvre des organisations populaires est proposée. On souligne alors un certain nombre d’acquis mais on fait également valoir la nécessité, comme condition de survie pour ces organisations, de préciser leur conception de l’autonomie qui demeure sous-jacente à leur orientation politique.

I examine here the distributive aspects of this identity question and argue that the code's Islamicity rests on a genealogical study of its drafter's "will to Islamise." From his doctoral theses onwards, Sanhuri's intellectual genealogy is one of discursive and existential division between two different projects, namely, the identity project of modernising Islamic law and the redistributive project of engineering modern law to promote social justice. In the Egyptian civil code, Sanhuri meant to bring together those two projects under a single normative order. To this end, he resorted to the Franco-American concept of the "social"—a hodgepodge of socialist doctrine and sociological jurisprudence. Although initially promoting the code as "Islamic," he eventually reneged on this claim as the "social" was displaced by revolutionary turns in Nasser's Egypt.

Abstract. Metabolic adaptations to pregnancy are directed towards ensuring fetal growth and development, provision of a fetal store of energy, and the establishment of a maternal bank of energy. At any one time the demands of these objectives are competing for the available dietary energy, yet to ensure successful reproduction all three must be met. Current concepts suggest that the metabolic adaptation to pregnancy is designed primarily to safeguard against variable and restricted energy intake and that this is achieved by 1) a reduction in energy expenditure, resulting from decreased activity combined with increased metabolic efficiency, 2) phased metabolic activity affecting carbohydrate, fat and protein. Conservation of energy in maternal adipose tissue dominates the first half of pregnancy, while in late pregnancy the available energy is redirected to the fetus. This biphasic metabolism is programmed by the placental steroids whose secretion is independent of maternal diet. Internal redistribution of substrate under hormonal control is the main characteristic of the metabolic adaptation to pregnancy. The precise mechanisms underlying these adjustments have still to be defined.

This article submits results of laboratory and field experiments on the effect of an auxin-producing bacterial strain Pseudomonas sp. DA1.2 in comparison with Pseudomonas koreensis IB-4 on wheat plants in conjunction with the “Chistalan” herbicide treatment. Our work shows the positive effect of bacterial treatments on plant growth, the relative water content in leaves and the role of bacteria in the redistribution of ABA and IAA in wheat shoots under conditions of herbicidal stress. Application of Pseudomonas sp. DA1.2 together with the herbicide in the field of the steppe zone led to an increase in yield by 20% relative to the control variant. This bacterial strain helps to overcome herbicidal stress and is a promising agent for improving the technology of using synthetic auxins herbicides.

The role of immigration in national development has returned to the forefront of domestic policy debates in many developed countries. Two common aspects of the domestic policy debate are focused on the consequences of the concentration of immigrant groups within a small number of the largest cities within any national system of cities and the movement of immigrants from smaller urban places and nonurban places to the largest cities over time. Two challenges emerge. The first is to identify the impact of postarrival migration. The second is to understand the processes underlying this redistribution, particularly if public interventions are planned which seek to influence these internal distributions. In this paper, the authors briefly review the findings of an earlier study on the patterns of both regional and metropolitan redistribution of immigrant groups in Canada. Against this back-drop, a hierarchical model of migration for immigrant groups for the period 1981–86 is developed and estimated. The internal redistribution of immigrants through postarrival migration has continued to be focused on metropolitan areas in general and on Toronto, Vancouver, and Montreal in particular. The distribution of previous immigrants plays a significant role over and above that of economic circumstances both in retaining immigrants in a particular city and in attracting members of immigrant groups from other cities.

An experimental technique to study mixing in a turbine stage is demonstrated. An axisymmetric, radial temperature profile at the inlet to the first stator of a large-scale, low-speed, single-stage, axial flow turbine model is simulated with a radial trace gas concentration distribution. Mixing or redistribution of the inlet profile by three-dimensional aerodynamic mechanisms (other than temperature-driven mechanisms) is determined from trace gas concentration measurements made in both the stationary and rotating frames of reference at various locations through the turbine. The trace gas concentration contours generated are consistent with flow pitch angle measurements made downstream of the first stator and with surface flow visualization on the rotor airfoil and the hub endwall. It is demonstrated that this trace gas technique is well suited to quantify many aspects of the redistribution and diffusion of an inlet temperature profile as it is convected through a turbine stage.

AbstractA 6 year application of an enhanced temperature-index mass-balance model to Careser and La Mare glaciers, Eastern Italian Alps, is presented. The two glaciers exhibit very different characteristics, and a comprehensive dataset of distributed mass-balance measurements was used to test the model performance. The model was run using meteorological data acquired outside the glaciers. The work was focused on two main aspects: (1) the development of a morphological redistribution procedure for snow, and (2) the comparison of three different melt algorithms proposed in the literature. The results show that the simple method proposed for snow redistribution can greatly improve simulation of winter balance, and further improvements would be achievable by collecting data on inaccessible and high-altitude areas. All three melt formulations displayed a good skill level and very similar results in modelling the mass-balance distribution over glacier areas, with slightly better results from a multiplicative algorithm in capturing the vertical balance gradient. The simulation errors are related to aspect and elevation, and tend to be spatially aggregated. Some assumptions concerning the spatial and temporal distribution of air temperature and incoming solar radiation, although reasonable and widely used in the literature, may be responsible for this aggregation. Hence, there is a need to further investigate the processes that regulate the distribution of melt energy, and that appear to control the current deglaciation phase in this area.

Around 6 million tonnes of edible food are being wasted (post-farm gate) in the UK each year. This fraction of edible wasted food is known as avoidable food waste. In a circular economy food is a valuable resource that must be captured at all stages of the food supply chain and, where possible, redistributed for consumption. This can prevent avoidable food waste generation, and dissipation of food’s multidimensional value that spans environmental, economic, social, technical and political/organisational impacts. While the importance and benefits of surplus food redistribution have been well documented in the global literature, there are still barriers that prevent perfectly edible food from being wasted. This study looks at the main stages of the food supply chain, and amasses the opportunities, challenges and trade-offs associated with surplus food redistribution to the UK economy. It highlights points in the food system where interventions can be made, to improve food’s circularity and sustainability potential. Stakeholder interrelations, regulatory and socio-economic aspects are discussed in relation to their influence on decreasing avoidable food waste. The main output from this work is a diagrammatic depiction of where challenges and trade-offs occur along the food supply chain, and how policy and socio-economic reforms are needed to maximise avoidable food waste prevention, and the surplus avoidable food redistribution in the food supply chain for social benefit.

Abstract:
This paper presents the outcome of a recent study in clocking-related flow features and multistage effects occurring in high-pressure turbine blade geometries. The current investigation deals with an experimentally based systematic analysis of the effects of both stator-stator and rotor-rotor clocking. Due to the low aspect ratio of the turbine geometry, the flow field is strongly three-dimensional and is dominated by secondary flow structures. The investigation aims to identify the flow interactions involved and the associated effects on performance improvement or degradation. Consequently a three-dimensional numerical analysis has been undertaken to provide the numerical background to the test case considered. The experimental studies were performed in a two-stage axial research turbine facility. The turbine provides a realistic multi-stage environment, in which both stator blade rows and the two rotors can be clocked relative to each other. All blade rows have the same blade number count, which tends to amplify clocking effects. Unsteady and steady measurements were obtained in the second stage using fast response aerodynamic probes and miniature pneumatic five-hole probes. The current comprehensive investigation has shown that multistage and unsteady flow effects of stator and rotor clocking in low aspect ratio turbines are combined in a nonlinear fashion caused by axial and radial redistribution of low energy fluid. The integral result of clocking on stage efficiency is compensated by competing loss generating mechanisms across the span.

Abstract:
The paper has two parts: in the first one, economic aspect of regionalization is considered, in the second a financial one. Regionalization, like every type of decentralization, represents a serious reform of a state and brings upon several expected as well as unexpected although significant effects on political, social, and economic life. Its goal is an improvement of political, social, and economic functions of a state, not their deterioration. Unfortunately, experience of other countries does not support overwhelming optimism. Most frequently, regionalization is done due to political considerations; economic considerations are of secondary importance or even neglected. Such a dominance of political reasoning neglects fundamental principles and arguments of the economic science, standards of rational approach to decentralization, and even economic efficiency and equality between citizens. Because of that, the emphasis in this paper is on economic and financial aspects of regionalization in Serbia. In the first part the author explores economic aspects of regionalization; four state functions (regulation, stabilization, redistribution, and allocation) in decentralized setting; relations between regionalization, deregulation, and privatization; vertical distribution of functions (exclusive functions by the state, exclusive functions by regions, shared functions). After that he explores advantages of the selected model of creating regions and distribution of authorities in Serbia, particularly economic authorities of regions (1. land planning, urban land use, housing; 2. development and maintenance of infrastructure of regional importance and coordination of public utilities in municipalities; 3. agriculture; 4. tourism; 5. forestry 6. hunting and fishing; 7. vocational training and employment; 8. ecology; 9. public works). Separate section is devoted to social protection (financial transfers and institutions). In the second part of the paper (Financing the Regions) the author first examines certain issues in principle (fiscal revenues, vertical and horizontal balance, debts and moral hazard) and then considers topics of financing regions in Serbia, such as revenues subsidies, and debts.

Abstract:
The scientific article analyzes the peculiarities of the legal regulation of the joint investment insti-tutions of the European Union. The concepts and types of joint investment institutions have been defined, the legal regime and the peculiarities of their activity have been analyzed. The state in which the right conditions for investment funds are created has in their person an ef-fective mechanism for the development of the securities market, which play a significant role in the cross-sectoral redistribution of capital, enhance the stability of the stock market, stimulate both the internal investment process and foreign investment, promote empowering the state with regard to domestic bor-rowing. The positive role of co-investment institutions in the macroeconomic context is confirmed by the preferential nature of investment funds taxation (or lack thereof), which is characteristic of the national legislation of the vast majority of countries.

Abstract:
Aim. To determine magnesium deficiency in patients with paroxysmal atrial fibrillation using a comprehensive clinical and laboratory approach. Methods. The prospective cohort study included 35 patients of the cardiology department of the Medical association «Novaya bolnitsa». The main group consisted of 22 patients with frequently recurrent paroxysmal atrial fibrillation, the control group - 13 patients without cardiac arrhythmias. The clinical status, Holter-monitoring of the electrocardiogram, the results of the clinical test for magnesium deficiency, laboratory parameters of calcium, magnesium in blood plasma and formed elements, magnesium in whole blood, free fatty acids and plasma osmolarity were evaluated. Results. The clinical score of magnesium deficiency was significantly higher in patients from the main group compared to the control [16.5 (11÷21) vs 13 (8÷15), p <0.001]. In the main group, there was a decrease of magnesium in the whole blood [0.55 (0.5÷0.59) vs 0.61 (0.58÷0.54), p=0.002] and inside the blood cells [0.68 (0.53÷1.29) vs 1.38 (1.29÷1.44), p <0.001]. In patients with atrial fibrillation there is a shift of the ratio of calcium to magnesium in blood plasma [2.5 (2.5÷3) vs 2.9 (2.8÷3.15), p=0.029] and intracellularly [4.85 (2.62÷9.3) vs 1.7 (1.4÷1.95), p=0.002]. The redistribution of calcium and magnesium is influenced not only by the initial concentration of cations, but also by free fatty acids. The best redistribution was obtained when the concentration of free fatty acids was 900 µmol/l, magnesium 1 mmol/l, and calcium 3 mmol/l, which is consistent with the optimal value of cations in the blood plasma. Conclusion. Patients with paroxysmal atrial fibrillation had a significantly lower magnesium content in whole blood and inside the blood cells; magnesium concentration in the cells and in whole blood closely correlated with the results of the clinical test for evaluating magnesium deficiency; intracellular magnesium content can be influenced by the complexing interaction with free fatty acids.
