Abstract:
Based on the author’s detailed analysis of the archive of completed references, the specific classification of lexicographic references is introduced. The virtual lexicographical references are the result of joint efforts of bibliographers and lexicographers. This type of reference holds a specific place in bibliographic reference user service. Polyfunctionality and specific diversity make information specific features of this type of references. The focus is made on the subtypes of the lexicographic references; the examples are provided. Potential lexicographical and bibliographic services are suggested for the libraries’ virtual environment to support user self-education and self-service and intensive use of lexicographic information. The article is complemented by the table to present the classification of lexicographic virtual references.

Abstract:
The aim of this review was to assess relevant global literature on capped-fee (CF) and fee-for-service (FFS) payment models as used by public dental services. Research data were assessed through the PRISMA check list and sourced from MEDLINE, PubMed, ProQuest, Cochrane Library, and other methods. The inclusion criteria were peer reviewed articles published between 2004 and 2020 and (i) other countries’ health systems that were evaluated in contrast to Australia; (ii) care provided to individuals; (iii) payment models for private services that were the same as Australian government policy (CF and FFS); and (iv) care provided by dentists. We used a mixed methodology for data collection. A total of 262 references were reviewed with 10 references meeting the inclusion criteria with the quality rating being: three—strong, six—moderate, and one—weak. The literature included studies from Sweden (three references), Ireland (three references), United Kingdom (six references), United States of America (two references), and Norway (one reference). Four references included studies within multiple countries. The sample size varied between 20 and 106,874 participants. The two payment systems can impact on individual outcomes, such as by overtreatment in an FFS system and undertreatment in a CF system.

Abstract:
Purpose This paper aims to explore how professional competences are defined and assessed by clients of professional service firms (PSFs). Extant research has studied the knowledge base of professionals, but limited research has been conducted to develop an understanding of how clients value this knowledge. Design/methodology/approach The study is based on in-depth qualitative research design, which is suitable for inductive theory building. The collected data consist of interviews with 80 clients and sellers of professional services. Findings The authors offer a framework detailing the interrelationships between knowledge, experience and references as assessed by clients. In particular, references are used to evaluate experience, which in turn function as a proxy for how clients assess knowledge. Also, the study shows how the clients’ assessment of professional knowledge assets involves multiple levels and factors. Research limitations/implications Limited research has been conducted to understand client preferences and PSF competitive advantage from a client perspective. This paper contributes to extant literature on knowledge management by integrating it with insights from recent developments within service marketing focusing on client centricity and the role of clients in value creation. This perspective complements and extends what is already known about knowledge management. Practical implications The paper suggests that while it is essential to manage knowledge as such, references and experience has a very central role in selling and commercializing knowledge-intensive services. Thus, to the degree that clients buy knowledge, sellers should think carefully about how experience and references are developed, captured and conveyed to clients. From a client point, the identified framework has value in offering a client-centric conceptualization of knowledge that can be used as a starting point in defining their knowledge needs and in structuring and professionalizing their purchasing efforts related to professional services. Originality/value Knowledge-intensive service organizations sell their knowledge and resources to clients directly as experts and indirectly through their services. It is therefore imperative for these organizations to understand how their knowledge is evaluated by buyers. The paper takes a unique client-centric perspective in understanding knowledge from a buyer’s point of view and as perceived by the buyer, which largely has been lacking in existing knowledge management research.

Abstract:
The relevance of the study. The digital revolution has had a significant effect on the functioning of libraries. Successful operation in the digital environment requires the improvement of the competitiveness of library services provided: libraries must be able to rethink their role, justify the value of their services for their own customers. Due to the increasing level of the Internet use among scientists, medical professionals, students, patients, community, medical libraries web-presence is of crucial importance. Websites serve as a digital gateway for library services and resources. The aim of the article is to study and present the current state of Ukrainian medical libraries service and to propose the digital services development strategy. The methodology. A content analysis was conducted over 21 Ukrainian and 5 foreign medical library websites. All data were collected within a month. Research data are presented in the form of tables and figures and analyzed using a simple method of percentages. The results. The findings show that many researched Ukrainian medical libraries are yet to exploit the full potential of the digital technologies in library service. The most common services: online public access catalog, virtual references services, identification UDC index, repository, electronic document delivery service (EDDS). Less than half (43%) of medical library sites in Ukraine are adapted to mobile devices. The most popular social media among medical libraries in Ukraine: Facebook (57%), Instagram (33%) and YouTube (29%). Over the last 5 years, libraries have become more active in offering web-based services and resources: plagiarism testing services, repositories, EDDS, virtual references services, identification UDC index. The main strategic objectives of the digital services development for medical libraries in Ukraine should be: increasing the web and social media presence, introducing mobile technologies, improving communication between the library and users, developing services to support research lifecycle, interdisciplinary partnership, support for information literacy of biomedical professionals and medical literacy of the community, developing competences of the medical librarians, corporate cooperation of the Ukrainian medical libraries system. The scientific topicality. The current state of Ukrainian medical libraries digital service was analyzed and compared with the state of five years ago and foreign academic medical libraries. Digital services development strategy was proposed. The practical significance. The study can be very interesting and important for medical librarians for upgrading, creation and support of relevant medical library services.

Abstract:
Purpose This paper is based on a single case study carried out as part of a change programme but is used as a reflective tool to draw on some of the wider organisational learning which can be considered when implementing, reviewing or re-energise a Lean Six Sigma (LSS) Programme. The paper aims to discuss this issue. Design/methodology/approach A case study approach has been used and referenced throughout the paper with references to literature to support the wider learning points drawn which are then applied to any continuous improvement (CI) programmes. Findings The paper presents a range of learning points which are drawn from a successful deployment of LSS within a change project carried out as part of an overall programme in Scottish policing services. Research limitations/implications The points are drawn from a single case study which was deployed within a wider change programme and is supported by wider literature but is used as a vehicle for informing strategic considerations within an organisation. Originality/value This case study is drawn from policing services in the public sector which alone is an area that has not been significantly studied. It is used to explore wider implications in terms of strategic alignment, organisational performance and project management and presents the argument that the design of a CI programme is much wider than the implementation of LSS itself.

Abstract:
The Event Index service of the ATLAS experiment at the LHC keeps references to all real and simulated events. Hadoop Map files and HBase tables are used to store the Event Index data, a subset of data is also stored in the Oracle database. Several user interfaces are currently used to access and search the data, from a simple command line interface, through a programmable API, to sophisticated graphical web services. It provides a dynamic graph-like overview of all available data (and data collections). Data are shown together with their relations, like paternity or overlaps. Each data entity then gives users a set of actions available for the referenced data. Some actions are provided directly by the Event Index system, others are just interfaces to different ATLAS services. In many cases, specialized views are offered for detailed data inspection, such as histograms, Venn diagrams, etc. This paper documents the current status of the service, its features and performance. The future system evolution to the new Event Index architecture based on the Apache Phoenix is also described as well as possible extension to a more general framework for giving a new, more intuitive access to experiment data.

Abstract:
The syllabus for higher training in forensic psychiatry requires knowledge of the therapeutic uses of security, although there are no references to this in standard texts. Similarly, the process of mapping a mental health service is an essential first step in planning, audit and needs assessment. All mental health services, not just forensic services, are organised to stratify patients according to the risk they present so that they can be cared for in an environment that is safe but imposes the minimum necessary restrictions and intrusions. Forensic mental health services differ from other mental health services mainly by including subsystems which are at higher levels of security than those necessary in local services. Although they have a general orientation towards risk awareness and risk management, they remain integral parts of the mental health services for the populations they serve.

Abstract:
A review of: Lambert, Frank. “Assessing the Authoritativeness of Canadian and American Health Documents: A Comparative Analysis Using Informetric Methodologies.” Government Information Quarterly 22.2 (2005): 277-96. Objective - To assess by means of citation analysis whether the public trust afforded health documents published by the Canadian and U.S. governments is appropriate, and to ascertain whether differences in the respective health care systems influence how publications are produced. Design – Comparative study. Setting – The Canadian Depository Service Program (DSP) and the U.S. Department of Health and Human Services (DHHS) web sites. Subjects – One hundred sixty-six electronic documents sourced from the DSP website, and 284 electronic documents sourced from the DHHS website. Methods – Subjects were randomly selected from repositories offering the most comprehensive collections. Documents with evidence of references to other works used in preparation were separated from those without such characteristics. Data variables were collected from documents with evidence of references. Statistical analysis of the data was undertaken. Main results – Of the respective samples, 89 (53%) from the DSP and 109 (38.4%) from the DHHS contained references. Personal authors were identified in 46 (51.7%) and 63 (58%) of the respective subsets. Handbooks and guidebooks accounted for the largest portion of the DSP subset (29; 32.6%) and government periodicals were the largest constituent of the DHHS subset (41; 37.6%). Scholarly journals were the most common reference type for both the DSP (44%) and the DHHS (58.5%) subsets. The number of references per document was widely dispersed for both subsets; the DSP mean was approximately 64 (SD=114.68) and the DHHS was 73.71 (SD=168.85). Kruskal-Wallis subset analysis of median number of references by document type found differences generalizable to the entire DSP and DHHS populations. Health Canada Reports, handbooks, and guidebooks contained significantly more references than periodical articles or fact sheets. Certain DHSS documents, classified as “other,” contained more references than periodical articles. Canadian documents were more likely to contain references than U.S. documents. Comparison of documents to determine whether one country employs more rigorous citation practices did not produce statistically significant results. U.S. Federal Government documents are more likely to be referenced in other U.S. government health documents, compared to Canadian publications. The presence of references in documents from either country significantly affected likelihood of being cited by web authors. Conclusion – Significant differences in reference use frequencies between DSP and DHHS documents challenges Foskett’s stance that documents of value contain references (Foskett). Use of peer-reviewed scholarly journals for both DSP and DHHS publications was reassuring, suggesting a fairly rigorous publication standard. Reliance of DHHS publications upon federal government documents remains unclear. Referencing of DSP documents, irrespective of reference usage suggests a level of trust towards Canadian government health publications. Web authors appear more comfortable citing referenced DHHS documents. Further study could involve the examination of reference frequency by journal compared against journal impact factors.

Adsetts, Jacqueline. "Aspects of the demographic profile and standard of pharmaceutical services in South Africa / J. Adsetts." Thesis, North-West University, 2006. http://hdl.handle.net/10394/82.

Full text
Abstract:
The objects of the South African Pharmacy Council in terms of the Pharmacy Act, 1974 (5311974) as amended are, inter alia, "to uphold and safeguard the rights of the general public to universally acceptable standards of pharmacy practice in both the private and the public sector" as well as "to establish, develop, maintain and control universally acceptable standards of practice of the various categories of persons required to be registered.. ." One of the major difficulties health care providers worldwide are faced with is how to maintain a proper balance between the trio goals of health care, namely adequate access, high quality and acceptable costs (Li, 2003:192-193). Relatively little is known about such problems as do exist for patients regarding access to pharmaceutical services (Doucette et al., 1999:1268). Two main objectives were identified for this study, namely to investigate the demographic profile of community and institutional pharmacies registered with the South African Pharmacy Council; and to determine the standard of pharmaceutical services provided by these pharmacies. Inspection results of community and institutional pharmacies were obtained from the South African Pharmacy Council and extracted for the time period 1 January 2004 to 31 May 2005. To determine the demographic and geographic profile of these pharmacies, data of the Register of Pharmacies of the South African Pharmacy Council for August 2003, 2004 and 2005 were merged with the Census data of South Africa of 2001. It was found that the total number of pharmacies in both the public and private sectors increased with 2.1% (n=68) from August 2003 to August 2005. Public and private pharmacies that provided services directly to patients increased with 6.3% (n=33) and 1.3% (n=35) from August 2003 to 2005. It was found that the Gauteng province was the best provided with registered pharmacies in South Africa, as only 0.06% (n=5 783) of the population did not have any registered pharmacy available on municipality level. It was also revealed that the majority of inspections were carried out in Gauteng, whilst this province accounts for only 19.7% of the total population of South Africa. During the study period a total of 1178 community pharmacy inspections were carried out in 1103 community pharmacies (one or more inspections per pharmacy) representing 43% (n=2 550) of the total number of community pharmacies registered with the South African Pharmacy Council during May 2005. Nationally community pharmacies achieved a score of 92.27 (+ 6.65 per cent) for compliance with Good Pharmacy Practice guidelines. The lowest compliance score (73.34 + 27.49 per cent) was obtained for the availability of written standard operating procedures and the highest was for the promotion of public health (99.02 + 6.30 per cent). No practical significant differences (dc0.8) were found between the overall compliance scores obtained by community pharmacies of the different provinces. The highest compliance score was obtained by community pharmacies in the Free State (93.09 + 4.90 per cent), followed by Western Cape, Eastern Cape, Kwazulu Natal, Limpopo, Northern Cape, Gauteng, Mpumalanga and the North West. A total of 343 institutional pharmacy inspections (one or more inspections per pharmacy) were carried out in public and state subsidised institutions (n=245), private institutions (n=90) and mine hospitals (n=5). These pharmacies represented 46% of the total number of institutional pharmacies registered with the South African Pharmacy Council during May 2005. Nationally all institutional pharmacies (both private and public) achieved a score of 92.49 + 8.33 per cent for compliance with Good Pharmacy Practice guidelines for all above-mentioned aspects. Nationally public and state subsidised institutional pharmacies obtained a lower compliance score (91.02 + 9.08 per cent) than private institutional pharmacies (96.39 + 3.91 per cent). Lastly, a grading system was developed that was based on the results obtained through this study, in order to quantify the standard of pharmaceutical services provided by pharmacies in South Africa.

Abstract:
Launching of digital reference services by academic libraries is on the increase. Libraries are exploring new ways of expanding their services by interacting with users and responding to user inquiries via the Internet, especially students enrolled on the distance mode of studying. The purpose of this study was to evaluate digital reference services at the Polytechnic of Namibia library and the University of Namibia library. Two aspects were evaluated, namely, ‘Resources’ and ‘elements of the general digital reference model’. This study was a summative evaluation study in which semi-structured interviews and observations were used to collect data. The research findings showed that these libraries used the general digital reference model in providing responses to the library users. The study established that the two libraries did not follow the IFLA and RUSA standards of staffing and training of librarians working with digital reference services. The study further found that a lack of ability to fully demonstrate to users how to access various library services was one of the major problems that the librarians experienced.

Nowadays, the notion of service has been widely adopted in the practice of economic sectors (e.g., Service, Manufacturing, and Extractive sectors), as well as, in the research focus of various disciplines (e.g., Marketing, Business, and Computer Science). Due to that, a number of research initiatives (e.g., service ontologies, conceptual models, and theories) have tried to understand and characterize the complex notion of service. However, due to particular views of these disciplines and economic sectors, a number of different characterizations of service (e.g., service as interaction, service as co-creation of value, and service as capability / manifestation of competence, among others) have been proposed. The existence of these various non-harmonized characterizations, and the focus on a terminological debate about the service concept, instead of about the service phenomena from a broad perspective, make the establishment of a unified body of knowledge for service difficult. This limitation impacts, e.g., the establishment of unified conceptualization for supporting the smooth alignment between Business and IT views in service-oriented enterprise architecture (SoEA), and the design and usage of service modeling languages. In this thesis we define a theoretical foundation for service based on the notion of service commitment and claims as basic elements in the characterization of service relations along service life-cycle phases (service offer, service negotiation, and service delivery). As discussed in this work, this theoretical foundation is capable of harmonizing a number of service perspectives found in the literature. Such theoretical foundation is specified in a well-founded core reference ontology, named UFO-S, which was designed by adopting a sound ontological engineering apparatus (mainly, a well-founded ontology representation language, OntoUML, and approaches of model verification and model validation). As a kind of theory, UFO-S was applied in the analysis of SoEA structuring principles in order to define a commitment-based SoEA view, which remarks social aspects inherent in service relations usually underexplored in widely adopted service-oriented approaches (such as SOA-RM by OASIS, ITIL, and ArchiMate). Based on this, UFO-S was also applied in an ontological analysis of service modeling at ArchiMates Business layer. Such ontological analysis showed some limitations concerned to semantic ambiguity and lack of expressiveness for representing service offerings (and type thereof) and service agreements in SoEA. In order to address these limitations, three service modeling patterns (service offering type pattern, service offering pattern, and service agreement pattern) were proposed taking as basis UFO-S. The usefulness of these patterns for addressing these limitations was evidentiated by means of an empirical evaluation. Finally, we can say that, beyond offering a broad and well-founded theoretical foundation for service able to harmonize service perspectives, UFO-S presented benefits as a reference model in the analysis of SoEA structuring principles, and in the (re)design of service modeling languages.

Abstract:
The stereotype of the reference transaction is more or less unchanged since Samuel Swett Greenâ s day, as involving precisely one librarian and one user. There are many common situations in which the reference transaction is not a one-to-one interaction, and this article will explore those situations. Additionally, this article argues that as network technology is increasingly utilized in reference work, situations in which the reference transaction is not a one-to-one interaction are becoming more common. Indeed, this article argues that as network technology is increasingly utilized in reference work, reference work will become fundamentally a collaborative effort, to the benefit of both individual reference services and reference work in general.

Four surveys of users of the AskERIC email reference service were conducted, during the years 1998, 2000, 2001, and 2002. These surveys presented a snapshot of the AskERIC user population and user satisfaction at a single point in time. This paper reanalyzes the findings from these surveys utilizing repeated survey techniques. This paper presents the evolution of some of the demographics of AskERICâ s user population over time, as well as the evolution of AskERIC user behavior. As perhaps the oldest AskA service in existence, this analysis of AskERIC data sheds light on the evolution of all AskA services, and of email-based reference services in general.

Abstract:
The development of information and communication technologies, and wide spread of the Internet and its associated technologies have brought about tremendous changes in the reference department of academic libraries, and in the attitudes and expectations of both information professionals and users. Many academic libraries across the globe have embraced Web technologies to fulfil users reference needs in a digital environment. This study aimed to investigate and analyse digital reference services (DRS) in university libraries in Pakistan. It focused on the nature and level of DRS, technologies used for the provision of the service, usage, staffing, marketing, funding, ICT infrastructure available for the service, and looked at the issues faced by academic libraries in implementing and managing the service. A mixed methods research approach combining both quantitative and qualitative methods was employed to achieve the aim and objectives of the study. The quantitative data for the study were collected through an online survey. A total of eighty five university libraries (both in public and private sectors) from all the four provinces, the federal capital and Azad Jammu & Kashmir participated in the survey. The quantitative data were supplemented by the qualitative data which were gathered through semi-structured interviews with the heads of fifteen leading university libraries. Findings suggest that DRS is at an early development stage in university libraries in Pakistan, with a small number of libraries offering the service. Most of the academic libraries which have implemented this cutting-edge service, are large libraries equipped with good human and technological resources. The libraries have mostly developed asynchronous digital reference systems by employing e-mail and web forms. The usage of the service is lower than that of in-person reference in academic libraries due to factors, such as libraries failure to effectively market the service, lack of ICT skills among users, lack of ICT facilities available for users. It was found that the libraries lack skilled and competent LIS professionals to staff the service. Factors contributing to the scarcity of skilled human resources in academic libraries include the lack of in-house training for DRS, shortage of continuing professional development courses in the country, and deficiencies in LIS curricula offered by the country s library schools. A number of issues which affect the implementation and management of DRS in academic libraries have been identified. They include: scarcity of competent human resources; access to appropriate digital resources; unavailability of suitable software for DRS; financial constraints; lack of ICT facilities; absence of a digital reference policy; lack of ICT application; paucity of resources; electricity supply; inadequate physical facilities; lack of local research and literature on DRS.

Abstract:
Librarians have long been concerned with connecting researchers with information, typically (but by no means exclusively) by means of face-to-face contact at a reference desk. With the advent of the Internet and the proliferation of online resources and services, librarians have used Web-based resources to add an asynchronic dimension to traditional synchronic reference services. One of the new Web-based technologies that has been discussed by librarians in the past few years is the wiki. Librarians have been using wikis for a variety of purposes, including research guides, knowledge-bases, and library Web sites, though they are flexible enough to work in most situations where collaboration or quick Web editing are desired. Wikis are an attractive tool for reference services because they are a relatively simple and inexpensive way to improve information flows among librarians and between librarians and their campus community.

Abstract:
The present paper offers that most of the advocates of discipline of library and information science believe that there is a lack of theoretical foundation and rational identity. The author maintains that there has been an error in defining the subject by confusing library with librarianship. That is many researchers have derived the concept of librarianship from library. Therefore they came to define librarianship as an entity only through the social application and services. If instead, a librarian was assumed to be a person who was usually a scholar, with or without the knowledge of classification properly, and if it was further assumed that before establishing any library, at least there has always been one thoughtful person with the enthusiasm of classifying his own tacit or explicit knowledge in order to retrieve, the concept of librarianship could have been derived from the concept of personal seeking of knowledge, or the need of any knowledgeable person who believes in scientific classification for the sake of retrieval. Thus, there has always been the necessity for scientific classification even if there has not been any formal library. So, I propose that librarianship is more related to the knowledge retrieval and classification which is in the mind of all people specially scholars and learned men before the library, as a place for the collection of books and other materials come to being.

Abstract:
Open Access (OA) is a digital library service concept that distributes a whole library collection. A special library of oral folklore can provide oral folklore collections through OA services to the community or society. The purpose of this research is to know how the application of oral folklore OA in special libraries. The research method uses descriptive qualitative through literature studies. The author collects, sorts, and analyzes references according to oral folklore studies and OA that come from books, journals, and the internet. The results showed that librarians in special libraries can look for oral folklore in the community or society through cultural documentation and research activities. Cultural documentation is the activity of searching, collecting data, recording, and storing in various media, while research is a structured observation process in oral folklore. The results of cultural documentation and oral folklore then become a special collection of special libraries that can be shared openly to the community or society. So, librarians design Library Management Systems (LMS) and formulate policies in implementing OA. In addition, librarians also organize activities to share information on oral folklore through social media settings, the internet, library websites, and organize Search Engine Optimization (SEO). The conclusion of this research is that OA services can be implemented in special libraries through good cooperation between librarians and the community or society.

Abstract:
Scientific data and papers generated from research activities are assets that need to be preserved so it could be reused in the future. To increase the use of scientific data and papers, it is necessary to disseminate scientific data and papers. This narrative review research was conducted to determine the role of libraries in disseminating data and scientific papers. This research was conducted to answer the following questions. First, what is the role of libraries in supporting the process of data dissemination and scientific works? Second, what support does the library provide in supporting data dissemination and scientific works? Thirdly, what resources are available in the library to assist in the process of data dissemination and scientific work? The narrative review method is carried out by analyzing related scientific articles. The search was carried out using online journal references indexed in the Scopus database. The results of the narrative review analysis show that libraries play a role in providing online data and information services, as well as encouraging open access to data and scientific papers. Libraries also play a role in providing access and dissemination of data and scientific works, and in conducting user education. The support provided by the library is to expand research data management, create research data management guidelines, create datasets to share research data, and improve information dissemination techniques through reference services, social networks, websites, mils, and OPAC. Resource support provided by libraries in supporting data dissemination and scientific work is establishing a data visualization clinic, providing a catalog of research data, developing data repositories, improving library services and resources related to data dissemination and scientific works to the public, and promoting institutional repositories.

Abstract:
Ongoing urbanization, combined with market fundamentalism as the prevailing mode of political management, is leading to the spatial and social segregation of economic classes in cities. The housing market, being driven by economic interests rather than public policy, favors inflexible forms of ownership or tenancy that are increasingly incompatible with the more diverse forms of live-work patterns and family structures occurring in the society. This paper presents a research-by-design project that explores a speculative future scenario of housing, based on current developments in digital technologies and their impact on the mobility and accessibility to services enjoyed by urban residents. It references technology platforms that underpin the 'sharing economy' or 'gig economy', such as 'pay-as-you-go' car and bike sharing programs or internet and smartphone-based services for taxis or temporary accommodation. The study explores how new forms of participation in the housing market could circumvent the current segregation of different communities across the city. It describes a speculative system of distributed residential spaces, accessible to all on a 'pay-for-time-used' basis. By offering freedom of choice across domestic functions of greater range and accessibility than found within existing housing or hotel accommodation, the system would enable opportunistic or nomadic forms of living linked to the dynamic spatio-temporal occurrences of social, cultural or economic opportunities. The research references how new forms of social networking create new challenges and opportunities to participate in communities and explores how new technologies, applied to housing, can help to find a 'sense of belonging' within the technological society.
