Abstract:
Cílem tohoto článku je zjistit, nakolik byla sekuritizace ruského plynovodu South Stream ze strany Evropské komise úspěšná. Komise chtěla, aby se dotčené členské země EU vzdaly plynovodu South Stream a podpořily konkurenční plynovod Nabucco. Diskurzivní analýza ukázala, že všechny zúčastněné země uznaly bezpečnost dodávek coby referenční objekt. Neakceptovaly však opatření nabízená Evropskou komisí, a sice přijetí nadnárodního přístupu k energetické bezpečnosti a úpravu již uzavřených mezivládních dohod s Ruskem. Místo toho tyto členské státy přišly s alternativním diskurzem, jímž se sekuritizaci aktivně bránily. Evropská komise dokázala projekt plynovodu South Stream zablokovat až po přímém, nediskurzivním zásahu proti Bulharsku, které po zahájení řízení o porušení práva projekt formálně pozastavilo. Zúčastněné země tento zásah akceptovaly, ale nesouhlasily s ním.

V Berlinu, v Nemčiji, je prišlo do izjemnega projekta hiše, ki bi bila namenjena sodobni glasbi in gledališču (COB/ZOB) in bi nudila vrsto rešitev za urbano, še neutečeno »zono« kulturnega utripa, kjer bi se umetniške aktivnosti srečevale z vsakdanjim življenjem. Vezano na model antičnega trga (agora) je stavbo v letu 2001 skupaj zasnoval tim specialistov za novo glasbo in dospelejšo performativno arhitekturo. Čeprav stavba ni bila uresničena, je možno zaznati, da gre za referenčno trajen ustvarjalen projekt.

Abstract:
Rad se bavi temom odnosa mirisa i sećanja, kao i njegovom upotrebom i značajem u scenskom dizajnu kroz realizovanu višemedijsku izložbu „Mirisne priče“. Pored praktičnog dela, istražen je ovaj odnos putem istorijskog i umetničkog istraživanja i kroz uvođenje novih termina kao što su kolektivni nos i lična mapa mirisa. Rad se sastoji od, načelno pet delova, od kojih je prvi uvod, u kojem se iznosi motiv i namena ovakvog projekta. Drugi deo sačinjava teorijski pregled tumačenja mirisa kroz istoriju, dok je treći deo posvećen analizi umetničkih dela koji su referentni za ovaj elabo­rat. Četvrti odeljak posvećen je umetničkom istraživanju, a peti je posvećen umetničkom radu od ideje nastanka, preko koncepta, prostorne realizacije projekta i na kraju recepcije publike.

Abstract:
6. junija 2018 je na Inštitutu Jožef Stefan potekal dogodek, na katerem so bili javnosti predstavljeni cilji in prvi rezultati projekta Nova slovnica sodobne standardne slovenščine: viri in metode (ARRS J6-8256). Namen projekta je razviti jezikoslovno metodologijo za računalniško podprto analizo sodobne slovenščine, kakršna je zajeta v referenčnih besedilnih korpusih slovenskega jezika. Z novo metodologijo bodo pripravljene baze jezikovnih podatkov, ki bodo po koncu projekta skupnosti odprto na voljo za raziskave, gradnjo jezikovnih priročnikov ter učnih gradiv, razvoj jezikovnotehnoloških orodij ipd. Omenjeno projektno financiranje izdelave nove slovnice sicer ne pokriva, vendar že priprava podatkovnih baz zahteva premisleke o trenutnih prioritetah slovenskega prostora. Sodobni slovnični opis je brez dvoma med cilji za prihodnost, ni pa še v konsenza, kako naj bo oblikovan, da bo odgovoril na (različne) potrebe sodobne družbe. Da odpremo razpravo, smo na projektnem dogodku organizirali strokovni posvet, opredeljen z naslednjimi vprašanji: kdo so deležniki, ki bi lahko projektne rezultate uporabljali; na kaj moramo pri pripravi paziti, da bodo podatki optimalno uporabni; kakšno oz. katero slovnico potrebujemo najprej; katere so metodološke in logistične premise njene priprave; kje je trenutno slovensko slovničarstvo in kakšen razvoj si lahko obetamo; kakšne so potrebe po slovničnih podatkih pri različnih uporabniških skupinah ter kaj bi trenutne vrzeli najbolje naslovilo.

Abstract:
Abstract Aim. This study aimed to evaluate a new project of the Slovene Ministry of Health - the Family Medicine Model Practices (MPs) Project in Slovenia, and to show its effectiveness in the management of asthma and COPD by family medicine practice teams, consisting of a family physician, a nurse practitioner and a practice nurse. Methods. A total of 107 family practices with 203122 patients joined the project during the first year of its initiation. The effectiveness of the program in disease management was analysed in two phases according to the registration of family practices. The number of patients registered and the number of asthma and COPD patients (existing and newly detected) by model practice teams were being reported. Descriptive analyses were used to describe the study populations. Prevalence by diseases and phases was established after the initial round of data collection. Chi square (χ2) test was used to analyse the difference between the phases. Results. The frequency of asthma was 2.12%, while the frequency of COPD was 1.15% throughout the study period. For both diseases, more than 30% of patients were newly diagnosed. Conclusions. The project of implementing Family Medicine MPs in the area of COPD has given first positive results and the project is still ongoing to its full implementation.

Abstract:
Crkva je kroz stoljeća u mnogim područjima svoga djelovanja dala golem doprinos razvoju ljudskoga roda. Jedan od načina na koji je Crkva artikulirala i realizirala taj doprinos jest i evangelizacija. Cilj je ovoga članka da, nakon uvodnoga dijela, koji tek upućuje na važnost novoga antropološkoga pitanja kao konteksta iz kojega proizlazi potreba za evangelizacijom koja smjera humanizaciji, osvijetli važnost evangelizacije kao permanentne zadaće Crkve te da uputi na činjenicu da je objekt evangelizacije sve ono što je ljudsko te što se živi u određenoj kulturi. U tome smislu evangelizacija se pokazuje i kao put humanizacije naših odnosa. Potom se ukazuje na izabrana konkretna područja koja je potrebno evangelizirati, a koja su se ukazala kao posljedica novonastalih kulturnih promjena, npr. ekonomija i transhumanistički projekt. Završni dio članka ističe pojedine konkretne doprinose evangelizacije humanizaciji naših odnosa, kao što su kultura suživota, kultura suosjećanja i solidarnosti, međukulturni dijalog i kultura gostoljubivosti. Na koncu članak upućuje na to da je referentna točka i horizont evangelizacije koja smjera humanizaciji naših odnosa Isus Krist, njegova osoba i djelovanje, a napose njegov stil života te način ophođenja s onima koje je susretao.

Abstract:
Zdravstveno stanje jedan je od ključnih čimbenika kakvoće sadnog materijala agruma. Terenskim i labaratorijskim istraživanjima utvrđena je zaraženost Citrus Tristeza virusom koji uzrokuje smanjenje bujnosti i rodnosti većine matičnih stabala agruma u nasadima Doline Neretve, najvažnijem području uzgoja te kulture u Hrvatskoj. Problem je prisutan već dugi niz godina jer se za nove nasade koriste pupovi iz proizvodnih nasada CAC kategorije (Conformitas Agraria Communitatis), dakle sa već zaraženih stabala. Matični nasadi viših kategorija zasnovani prema shemi EPPO, do sada nisu uspostavljeni. Podizanje takvih nasada, u predosnovnoj, osnovnoj i cerftificiranoj kategoriji, neophodno je za proizvodnju zdravog sadnog materijala, što je sadržano i u Direktivi Vijeća Europske unije (2008/90/EZ) o stavljanju na tržište reprodukcijskog sadnog materijala i sadnica namijenjenih proizvodnji voća. To je bila ujedno i polazišna točka pokretanja projekta „Podizanje kvalitete matičnih nasada agruma, jezgričavih i koštićavih voćnih vrsta u Republici Hrvatskoj“ Ministarstva poljoprivrede. Tako proizveden visoko kvalitetni sadni materijal omogućit će povećanje produktivnosti nasada agruma, te bolju pomološku vrijednost. Ovim člankom, o postupku uspostavljanja certifikacijske sheme, su analizirani dostupni podaci o Italiji i Španjolskoj koje su vodeće europske zemlje u području agrumarstva. Konzultirana je i referentna znanstvena literatura.

Summary Very few high quality studies on pediatric reference intervals for general clinical chemistry and hematology analytes have been performed. Three recent prospective community-based projects utilising blood samples from healthy children in Sweden, Denmark and Canada have substantially improved the situation. The Swedish survey included 701 healthy children. Reference intervals for general clinical chemistry and hematology were defined.

Abstract:
Kao jedna od najmlađih država u Evopi, Crna Gora je posebno interesantan primer kako se u političkom okviru odvija simboličko nadmetanje između dva projekta izgradnje nacije. Pitanje crnogorskog nacionalnog identiteta predstavljalo je središte crnogorske politike od kraja 19. veka, međutim nikad nije postojao jasan konsenzus na pitanje ko su tačno Crnogorci. Podržana rekonstruisanim značenjem crnogorske nacije, novonastala crnogorska nacionalna svest ubrzana je nakon raskida sa Srbijom i proglašenja nezavisnosti 21. maja 2006. Crna Gora je od raspada Jugoslavije na svom putu ka državnosti prošla kroz tranzicije iz republike u Saveznoj Republici Jugoslaviji (SRJ) u državu članicu Srbije i Crne Gore u periodu 2003-2006. godine, a nakon toga u nezavisnu državu od 2006. godine. Međutim, tranzicija državnosti nije predstavljala rezultat jednog šireg narodnog konsenzusa. Podela u vladajućoj političkoj stranci reformisanih komunista, Demokratskoj partiji socijalista (DPS) 1997. godine, podstakla je političku borbu između dve bivše frakcije ove stranke. Tokom perioda od 15 godina promenjivi politički programi vladajućeg DPS-a i protivničke Socijalističke narodne partije (SNP), poslužili su kao izvor za redefinisanje značenja etničkog (nacionalnog) identiteta. U svojoj konkurenciji za društvene, političke ili ekonomske resurse, crnogorske elite su primenom političkih mera, etno-kulturne državne politike i aktivnim korišćenjem medija uspele da pojedine činjenice i događaje pretvore u referentne tačke za građane Crne Gore na način da identifikuju sebe. Stoga su ti događaji postali osnova pripadnosti određenoj zajednici i ujedno pomogli u razgraničenju specifične crnogorske od srpske zajednice.

The work focuses on wind-power energetics area in the Czech republic. On the basis of a set referential project, which is typical for current Czech conditions, it intends to answer two key questions. The first one deals with risk and inquires into how critical individual factors are. For this purpose financial analysis and especially sensitivity analysis are used. The other issue solved in this work is detection of economic efficiency of the referential project. The output is based on the prediction of the critical factors.

Abstract:
Government of Czech republic approved in May this year concession project in two pilot PPP projects, which opens up new possibilities of implementation and the provision of costly public goods in the Czech Republic. In his thesis, I will refer to the use of methods of public-private partnerships in the implementation of individual projects in the Czech Republic. In the theoretical description for the situation it is appropriate to this method (including the exact type) to use as a stage where it is better to use the method of procurement. Furthermore, I will give a legislative framework of PPP projects in EU countries and selected non-member countries. The practical part is focus on specific PPP projects that are in the Czech Republic are beginning to realize and I assess their risks, advantages and disadvantages in comparison with the already carried out projects in abroad and it is not convenient to deal with such projects through public-private partnerships. The aim of this thesis is to clarify the existing conditions of the possible impact on use of the PPP

Abstract:
The main goal of this dissertation thesis is to design and verify a new concept of process management principles, procedures and tools application, utilizable in the software development project management field. Emphasis is placed on creating a general (i.e. generally usable) concept, derived from solid theoretical background and suitable for further expansion and modifications. The theoretical part of the thesis has two main chapters. In the "Process management" chapter, the individual derived principles (Effectiveness, Added value, Coherence, Portability, Adequate standardization, Measurability, Clarity, Integration, Accountability, Continuous improvement) and procedures (Initiation, Identification, Definition, Validation, Implementation, Revision) are described and interconnected into an integrated concept, usable for the introduction and development of process management in the organization, supported by appropriate ICT tools (mainly from four selected areas -- Modeling and Simulation, Performance measurement, Change management, Administration). In the "Project Management" chapter, the project management area is embedded in the broader context of a process-driven organization in line with modern models of strategic ICT governance and ICT services management. The main dimensions of project management as well as the process approach to project management, which helps to bridge the gap between unique/temporary projects and repeatable/stable processes, are described. Basis for the normative project processes design in the following part of the thesis is set by the evaluation of selected models of the project life cycle and project management methodologies. The practical part of this thesis is basically a verification of the concept, described in the theoretical chapters. Firstly, an original project management methodology, suitable for deriving process model of the subject area, is presented. On this basis -- and by using the previously described principles, procedures and process management tools -- the major artifacts of a reference project processes model are elaborated (such as Conceptual model of the subject area, List of events and natural processes, Process pyramid, Process model, Organization model, Indicators pyramid or RACI matrix of roles and processes/indicators /SLAs; setup of selected process model is also verified experimentally by simulations). Critical evaluation of the presented model is an important input for the final assessment of the thesis goals' achievement and proposal of further research fields.

Title: Improvement of Writing as One of the Language Skills in Teaching German to Adults Summary: The thesis deals with errors in the position of verb in writing assignments of adult distance-studies students of College of Information Management and Business Administration in Prague. Errors are counted in writing assignments of students who reach level A2 according to the Common European Framework of Reference for Languages. Errors are considered with respect to training exercises. The results show that training exercises decreased the number of errors positively in case of sentences with indirect word order and in compound and complex sentences.
