This study compares the housing experiences of government assisted refugees (GARs) and refugee claimants (RCs) in two Canadian cities: Winnipeg, MB and Vancouver, BC. Drawing on 20 key informant interviews and 80 interviews with GARs and claimants, this research explores the ways in which local context and legal status influence refugees’ ability to obtain adequate and affordable housing. In so doing, this dissertation asks, is it legal status, place or something else?
The implementation of the Immigrant and Refugee Protection Act (IRPA 2002) introduced significant changes in the profile of GARs resettled to Canada. Previous research on the housing challenges faced by government-assisted refugees and refugee claimants indicates refugee claimants have more difficult pathways to housing owing to lack of social capital and temporary status (Murdie 2008; D’Addario, Hiebert and Sherrell 2006). Within this research, however, those GARs with low literacy, little formal education and large families experience the greatest challenges with respect to housing and income security. This finding marks a dramatic – and troubling – shift from earlier research. Unlike claimants, whose difficulties primarily relate to their temporary status (e.g. lack of access to information and formal assistance), the challenges facing GARs relate to the changing profile of refugees who have been sponsored in the post-IRPA era. This research extends the existing literature on newcomers and housing, as well as the wider geographic literature, by advancing our knowledge about the intersections of legal status and place on housing outcomes, as well as through a detailed consideration of the influence of housing on long-term social inclusion.
The resettlement of increasing numbers of high needs refugees in the context of extensive housing affordability problems in Canadian cities, and low prospects for employment, creates the potential for the emergence of many of the factors commonly associated with a multi-generational cycle of poverty: high unemployment and/or lack of appropriate job skills, high rates of welfare dependence, a large number of single-headed households, and low educational attainment among children. The question arises, then, whether we are witnessing the emergence of a refugee underclass in Canada, and if so, what can be done to prevent it?

The thesis examines protections afforded by the emerging right in international law of refugees or internally displaced persons to retum to their homes of origin following conflict. The establishment of discrete, quasi-judicial housing and property restitution mechanisms (for example in Kosovo and Bosnia-Herzegovina) promising "restitution in kind" has become the preferred approach of the international community. Their attractiveness is that they promise both legal redress and a practical outcome - the retum of refugees and IDPs to their homes. However, as the thesis discusses, the desires of refugees and IDPs often shift over a long displacement, to the point that return often no longer equates with going "home". Meanwhile ties begin to form with the host community. The thesis assesses the effectiveness of restitution mechanisms as concerns the decision-making of refugees and displaced persons, and concludes that they will be useful if undertaken quickly and in coordination with a larger project to encourage return. In protracted refugee situations, by contrast, restitution is unlikely to lead to widespread retum. A wider array of remedies (including increased use of compensation in place of restitution in kind) and approaches to the protection of housing and property rights for displaced persons should be available. Further, rather than detracting from the rights-based approach, such solutions are solidly rooted in the larger property rights discourse and may in fact strengthen protections of the rights to housing and property for returnees. Based in qualitative and quantitative empirical research, the last chapter presents a case study of protracted displacement and the possibilities for housing and property rights approaches which support a range of durable solutions in the Republic of Georgia and South Ossetia.

Background: Events happening in the 21st century- global economic crisis, naturaldisasters, extreme poverty, struggles and conflicts have led to a realization that we areliving in a troubled world where we are interdependent in one way or the other. These issues tend to be complex and intertwined such that delegating them to a single sectoris too huge of a task to bear, thus the need for social innovation through cross sector collaboration. The case of the Refugee Housing Unit is being studied- a collaboration between the IKEA Foundation, UNHCR and the Swedish Industrial Design Foundation led to the creation of a more sustainable environmental friendly shelter for refugees.Since social innovation is a green field especially in a BOP context, the research is aimed at understanding how the RHU case can provide important insight in which collaboration theory can be applied between sectors to shape future social innovation endeavors. Aim: The aim of this thesis is to study the collaboration of organizations belonging to different sectors to create social innovations. This research will examine how collaboration between sectors takes place, and through the empirical case of theRefugee Housing Unit, derive key learning points that could shape future social innovation projects. A framework will be developed that could provide important insightsfor future socially oriented collaborations. Methodology: The proposed framework was developed through a study of socialinnovation theory in terms how it can be accelerated through cross sector collaborationiitheory. A case study that entailed these two theories was chosen to enable the development of a suggested framework. The study involved collection of primary data inform of interviews with Johan Karlsson and Chris Earney, RHU project leader and UNHCR Innovation co-leader, respectively. Additionally, secondary data was used tohelp understand the case further. Results: Examining the core elements of cross-sectoral collaboration for social innovation showed imperative social aspects as well as key dimensions that are pillars for the process of collaboration. The RHU case revealed critical factors for collaboration between sectors that are well stipulated in the framework. The framework can act as a guide for organizations wishing to collaborate for social innovation as well as provide abasis for future research in this young field.

Better Shelter RHU är ett svenskt icke-vinstdrivande företag som utvecklar temporära flyktingbostäder som används i krisdrabbade områden. Flyktingbostäderna används världen över där de utstår tuffa väderförhållande, framför allt starka vindar. För att kunna förse så många flyktingar som möjligt med en temporär bostad så måste enheterna vara kostnadseffektiva och ledtider korta. För att kunna uppnå detta så undersöks i den här rapporten möjligheten att använda billigare material i den lastbärande strukturen. Specifikt så undersöks möjligheten att använda svagare stål i det huvudsakliga fästelementet i ramen Joint1. Huruvida det är möjligt att byta material i fästelementet - till ett stål med lägre brottspänning - avgörs av det nuvarande stålets prestanda som sedan jämförs med det föreslagna alternativa stålet som finns tillgängligt för fästelementets produktionsprocess. Modellering av vindlasten gjordes med en fluidanalys som gav tryck och undertryck som överfördes till den lastbärande ramen. Från ramen togs nodförskjutningar ut som i sin tur överfördes till en modell av fästelementet och påkopplade rör. Ur den modellen kunde spänningar från vindhastigheter på 28 m/s erhållas. För det nuvarande stålet, med en flytgräns benämnd som RC och en brottgräns RC p02 spänningar på runt 1.09 · RC flytgräns benämnd RA m, kunde begynnande plasticering förutspås i områden med p02 eller 0.6 · RC p02 och en brottgräns RA m. Det alternativa stålet, med en m, uppkom liknande plasticering i samma detaljer men även områden med brott predikterades med spänningar på 1.03 ·RA m. För att sammanfatta så innebar detta att det alternativa stålet kan anses som farligare på grund av den lägre brottgränsen jämfört med det nuvarande stålet. Dessa resultat är dock konservativa eftersom minimivärden användes som materialdata och modellerna var förenklade i förhållande till den verkliga skyddsenheten.<br>Better Shelter RHU is a social enterprise developing and providing temporary Refugee Housing Units to aid regions of crisis. The shelters are deployed worldwide and they are subjected to harsh weather conditions particularly to heavy wind loads. To maximise the amount of units deployed, the shelters have to be cost-efficient and material lead times need to be short. In order to achieve this, an evaluation to use lesser strength materials in the load bearing structure specifically the main joint named Joint1 - is assessed in this thesis. To assess the feasibility to change the material of the joint to an alternative steel with lower tensile strength and elongation ratio, the current performance is first analysed and then compared to the performance with an alternative cheaper material available for the production method. Modeling of the wind loads were made with fluid analysis and the resulting pressures were transferred on to the load bearing frame. From the frame, displacements were derived which were subsequently transferred to a subassembly with Joint1 in focus. From the sub-assembly, stresses for a wind load of 28 m/s could be evaluated for the joint. For the current material, which has a yield strength denoted RC shown in regions of about 1.09 · RC has a yield strength denoted RA p02 and a tensile strength denoted RC p02 or 0.6 · RC m, incipient plasticity were p02 and a tensile strength denoted RA m. The alternative material, which m, plasticity was shown in similar regions but also areas where the stresses reached tensile strength (1.03 · RA m) at the same wind speed. Conclusively, the alternative material appears as more hazardous because of the lower tensile strength compared to the current material. These results are based on conservative assumptions where minimum values of material data are used and the simulated models are simplified.

The growth of forced migration populations - i.e. the movement of people within and across national boarders as a result of conflicts, disasters, and development policies and projects - has been a defining feature of the twentieth century and will no doubt remain with us well into the twenty-first century (Rutinwa, 2001: 13). Literature searches suggest that the ‘refugee’ constitutes the most powerful label within the forced migration discourse. Published calculations regarding the number of refugees in the world at the end of 2008, range between 15.2 million (UNHCR, 2009: 2) and 13.6 million (World Refugee Survey, 2009: 33). The refugee experience of a small representative population of these figures namely, the Zimbabwean refugees living within the Central Methodist Church (CMC) or Central Methodist Mission (CMM) refugee community, in Johannesburg city centre is the concern of this treatise. From the perspective of the conflict management scholar, the informal and formal conflict management strategies adopted among and between the CMM refugees, have been studied. Analysis of existing literature, interviews conducted with the refugees, as well as hours of experience within the refugee community, substantiate the descriptive study that follows. Guided by the grounded theory approach, research findings have emerged out of the descriptions. The research findings in turn have founded the development of the recommendations that appear in the conclusion to the treatise.

Through a human rights approach, influenced by intersectional feminist theory, it analyses the international normative and South African domestic framework and discusses its gaps and challenges. Thereafter, an overview of the experience of refugee womxn's access to housing, employment and protection from gender-based violence internationally and in South Africa is presented. Lastly, recommendations are made to the South African state suggesting reform in law, policy and practice.

Refugees come from diverse backgrounds and the issues they face depend on their particular circumstances. Some of the issues refugees face include cultural shock, language difficulties, lack of established networks and often discrimination. Christchurch has a growing refugee community with their own social needs. The survey detailed in this dissertation was undertaken in response to the Canterbury Refugee Council identifying the lack of comprehensive data available for refugee resettlement outcomes in Christchurch. The aim was to gain a better understanding of the living conditions experienced by the refugee community in Christchurch. The participants were from the four main refugee groups resettled over the past decade, namely people coming from Afghanistan, Kurdistan area, Ethiopian, Somalia and Eritrea. This survey was undertaken at a time when international literature concludes that refugees are one of the most vulnerable groups in society and emphasises the vital role that housing alongside other factors have on positive resettlement outcomes. A quantitative approach was adopted to gather information rather than test hypotheses; it was designed to investigate housing, neighbourhood and sources of income. It also included what, if any, social support is available from the wider community, and explored some of the main current problems faced by the refugee families. The survey concludes that despite good intentions and some successes, there are still many obstacles for refugees resettling into their new environment. Refugees continue to experience chronic unemployment and struggle to access suitable housing for their families. The issues raised in this survey highlight the importance of acknowledging and responding to refugee diversity.

Before 2001, most Africans immigrating to Australia were white South Africans and Zimbabweans who arrived as economic and family-reunion migrants (Cox, Cooper & Adepoju, 1999). Black African communities are a more recent addition to the Australian landscape, with most entering Australia as refugees after 2001. African refugees are a particularly disadvantaged immigrant group, which the Department of Immigration and Multicultural Affairs (in the Community Relations Commission of New South Wales, 2006) suggests require high levels of settlement support (p.23). Decision makers and settlement service providers need to have settlement data on the communities so that they can be effective in planning, budgeting and delivering support where it is most needed. Settlement data are also useful for determining the challenges that these communities face in trying to establish themselves in resettlement. There has been no verification of existing secondary data sources, however, or previous formal study of African refugee settlement geography in Southeast Queensland. This research addresses the knowledge gap by using a mixed-method approach to identify and describe the distribution and population size of eight African communities in Southeast Queensland, examine secondary migration patterns in these communities and assess the relationship between these geographic features and housing, a critical factor in successful settlement. Significant discrepancies exist between the primary data gathered in the study and existing secondary data relating to population size and distribution of the communities. Results also reveal a tension between the socio-cultural forces and the housing and economic imperatives driving secondary migration in the communities, and a general lack of engagement by African refugees with structured support networks. These findings have a wide range of implications for policy and for groups that provide settlement support to these communities.

From every carving and dislodged mass, there is memory left in void. As refugees, the Rohingya resettling in the United States have been displaced out of time and place. This project proposal aims to reconnect persons to place and community. Surrounded on all sides by remnant chestnut oak forest, the "rock oak" of the Appalachian, this establishment of subsidized multi-family resettlement housing, a mosque, and a Rohingya cultural center serves as the rock foundation from which to stabilize the chaos of the unknown. While memory embraces cultural identity, growth embraces new connections - defining a platform of past and future. Roof farms and open circulation plans visualize the seasons. The cropped grass field opens between the three buildings on the complex. They face each other across a green field - conversing in rows of tall oaks and stone brick colonnades in a gradient of public to private space. Children race the setting sunlight down steps and a communal dinner is served. For these wanderers, this is the threshold of refuge.<br>Master of Architecture

Sweden, like Europe, has had an increased influx of people seeking asylum in recent years, instigating restrictive measures within the Swedish asylum regime. Simultaneously as the sustainability of settlement and housing policies for people seeking asylum has been the subject of large political debate, restrictive methods such as a minimum rights approach has been adopted, putting the Swedish asylum regime at the edge of the European Convention. In 2019, 25 years after its implementation, Sweden’s refugee reception system was amended. As of then, people seeking asylum who choose their own housing (EBO) in certain municipalities over assigned housing in accommodation facilities (ABO) are no longer entitled to state subsidies. Drawing on Michel Foucault’s discourse theory and Carol Bacchi’s policy analysis, What’s the Problem Represented to be, this thesis examines how the political discourse on refugee reception and EBO settlement has changed from the implementation of the LMA Act in 1994 to its amendment in 2019 by observing how the motifs of the implementation and amendment have been expressed, what underlying presumptions or assumptions such expressions hold, and what effects such discourse has. The study shows a discursive shift represented in the political discourse, portraying EBO settlement as contributing to societal degradation and in need of restrictions through reprisals. The main findings show that the discourse constructs an imagery of people seeking asylum as responsible for, and a threat to, Swedish welfare and societal structure. Moreover, the analysis displays a conceptualization of social sustainability as a matter of meeting the interest of the state, rather than the needs of the individual. In sum the study contributes in part to a deeper understanding of how political discourses shape the knowledge and conceptualization of people seeking asylum, the restrictive trajectory of Swedish asylum policy, and highlights the consequences of restrictive state bureaucracies for people seeking protection within Swedish borders.

Dept. of Urban Studies and Planning, 2002.<br>Includes bibliographical references (p. 157-161).<br>Inside its cocoon, a caterpillar changes slowly, transforming from one state of being to another over time, but always maintaining its fundamental essence and its origins. Similarly, a move from one place to another- whether by force or by choice, whether between nation-states or between cities-is a process of metamorphosis that happens individually for people with distinct and continuous identities. When they migrate, newcomers must learn the rules, both spoken and unspoken, that define and delineate the unfamiliar society; for refugees, any period of assimilation is also likely to include the need for recovery from involuntary losses and psychological traumas that may have been both the motivation for leaving and part of the journey. This is a process that takes emotion, energy, and, of course, time. This thesis understands this moment in the life of a migrant as one of extreme tension, and the cocoon's analogue- the physical space in which the transformation takes place- as the vessel in which it occurs. Through an examination of the government-distributed, transitional housing (genomgångsbostäder) for refugees living in Stockholm, Sweden, the thesis will clarify the psychological and social roles of this housing in the process of integration and illustrate the importance of its physical form to its successes and failures. The proposed strategy engages these questions and offers an alternative approach to their solution. The centerpoint of the proposal is the kitchen, where food, a vehicle for reproducing cultural memories, is prepared and initial social contacts are made. The project also seeks to activate its users- from the initial moment of moving in to the memories left behind when moving out-empowering them instead of creating dependencies. Finally, it attempts to establish ties between residents and outsiders by creating points of both concentrated and random interaction in semi-public and public spaces. Pour y répondre, cette thèse pose les jalons de la protection des droits à la santé, au logement, à l’éducation et au travail de chacune des catégories de personnes ayant besoin d’une protection internationale. Les principales normes des Droits de l’homme et du Droit des réfugiés adoptées dans le cadre des Nations unies, du Conseil de l’Europe et de l’Union européenne sont ainsi, pour la première fois sur ce sujet, confrontées, lues en combinaison et mises en perspective avec les réformes à venir. Il en ressort, en particulier, une cartographie des garanties offertes en fonction des statuts migratoires et situations personnelles, la définition des critères généraux déterminants émergés de la comparaison des systèmes, ou encore des arguments juridiques innovants<br>The integration of refugees includes providing access to healthcare and housing, schooling, vocational training and entry into the labour market. In short, it is about guaranteeing their social rights. Examining these issues, this thesis paves the way for the protection of rights to health, housing, education and work of every category of person in need of international protection. The main human rights and refugee norms adopted under the respective frameworks of the United Nations, the Council of Europe and the European Union are, for the very first time in this field, challenged, read in conjunction and put in to perspective in light of forthcoming reforms. This study attempts to analyse urban housing issues and their effects on providing adequate housing for refugees, using Malmö as a case study. The content analysis adopted here uses a combination of semi-structured interviews with relevant government officers, and reports published by government agencies and international institutions as sources of information.The dominant role of the market in Sweden’s housing sector has created housing inequalities and many issues for groups with lower socio-economic status. These issues consist of shortages in affordable dwellings, cramped housing conditions and spatial segregation within the city etc. This study illustrates that refugees in Malmö face additional issues such as lack of knowledge on the housing market, reluctance of landlords to accept refugees’ establishment allowance as an income source, discriminatory attitudes, and lack of larger apartments for their comparatively larger households. They function as barriers to refugees’ right to adequate housing as well as their right to the city, while limiting their opportunities to establish in the host country. The municipality also faces these issues when arranging housing for its ‘assigned’ refugees. Additionally, they are faced with an extended demand on the social services that are meant to support the native homeless groups. Refugees’ housing issues are associated with some gaps involved in the process of accommodating refugees. The Settlement Act introduced in 2016 does not consider availability of housing when distributing refugees to municipalities. It takes more than two years to process asylum applications, compared to UN regulations of six months. The prolonged stay in accommodation centres delays their opportunities to become self-sufficient and integrated into the host society. Refugees are not provided with information relevant to the housing market in Sweden or the municipalities they are allocated to. Although municipalities are given the full responsibility of housing refugees assigned to them, the Settlement Act does not provide any guidelines as to how it should be done. In Malmö there is no evidence that any other government agency or a civil society organisation work in collaboration with the municipality to house refugees. It is clearly evident that the self-housing (EBO) mechanism functions against the objectives of the Settlement Act, consequently major cities such as Malmö continue to be refugee hotspots. In this context, I would argue that refugee housing issues cannot be solved only through dispersal policies, but they should be backed by relevant housing policies that consider housing as a human right, rather than a market commodity. The municipalities should adopt a holistic approach in providing adequate housing for refugees, with adequate regulations on the housing market for the benefit of all.

This project examines refugees' experiences of insecure housing and perceptions of home in the U.S. Many scholars of migration have focused on the resettlement experiences of refugees, including access to housing, yet refugees' experiences with housing in the U.S. remain largely undocumented. The following analyzes a case study of an apartment fire that displaced 16 refugee families in Dallas, Texas. Based on 18 in-depth interviews with tenants and members of refugee support organizations and non-profits who responded to the fire, this study reconstructs the events surrounding the fire to explore refugees' perceptions of housing conditions in a low-income neighborhood. This case study contributes to research on housing in two important ways. First, insecure housing conditions preceded the fire at Oakland Place and overall perceptions of housing quality varied among respondents. I find that case managers and members of refugee support organizations identify refugees' housing conditions as insecure, yet refugees express positive feelings about their homes, emphasizing community relations over building quality. Additionally, members of refugee support organizations and non-profits blamed the property manager of Oakland Place for insecure conditions experienced by refugees and perceived the manager as a barrier in refugees' lives. Second, I find that understandings of housing insecurity are shaped by meanings of home, which focus on familial and community-based relationships, and a place for survival. These ideas of home are not mutually exclusive, as refugees often defined home in more than one way.

This master thesis is aimed at creating living solution for the victims of earthquakes and other kind of disasters; natural or human-made (war), providing accommodation for homeless people after an earthquake or a housing alternative for refugees. The design of the collapsible home is basically a new concept of emergency hut for accommodating people in emergency after the event of disaster with easy assembling and quick installation feature. Considering the situation of homeless people after catastrophic disasters who need to be accommodated, the design and creation of a quick, accommodating and low-cost emergency hut is advantageous. This project also provides a living service for both refugees and homeless people. It is low cost, modular, and easy to use. More than that it is feasible and it makes it possible to accommodate people for a longer period of time, rather than a very short temporary housing solution such as tents.<br>Det har skett en signifikant ökning av jordbävningar och andra katastrofer i världen. Den innehåller basala hopfällbara möbler och rumsavdelare som ger känsla av hemtrevnad och bekvämlighet.

Due to a steady increase in the number of asylum-seekers in Sweden over the past few years, the topic of immigration has generated increased attention. As a consequence, the political parties have recently presented a range of policy changes. Several of the policy proposals addressed the current housing situation for asylum-seekers and refugees. The aim of this master’s thesis is to highlight the areas of asylum immigration policy and housing policy, in an attempt to reveal overlaps and interrelationships which influence the establishment of asylum-seekers and refugees in their host society. By using a comparative discourse analysis, the thesis investigates the concepts of migration and domestic immigrant policies in a European context, focusing on Italy, the United Kingdom and Denmark. This is followed by an in-depth study of Sweden. The Swedish perspective is enriched by qualitative expert interviews and statistical data on migration and housing. The results from the gathered research emphasises the great influence of domestic housing policies have on asylum-seekers and refugees’ establishment. Each analysed country has structural barriers that restrict asylum-seekers and refugees from becoming established on the housing market. These policy barriers operate on different governance levels, which mutually affect each other. In turn, this situation complicates a holistic approach to create an effective immigrant housing policy.

For African refugees arriving in Metro Vancouver, housing is a crucial component of settlement and integration. Given Metro Vancouver’s expensive housing market, high levels of homelessness, and consistently low vacancy rate, how are they coping in Vancouver’s housing market? What barriers do they face and what are some possible solutions? By providing an overview of the housing challenges African refugees face and identifying gaps in available services, this study expands the knowledge base upon which improved settlement policy and service provision may be built. The results show that, due to a complex combination of factors, including lack of affordable housing, discrimination, low incomes, and long application processing times, African refugees are facing a housing availability and affordability crisis in Metro Vancouver that forces them to accept substandard housing which is unsuitable, inadequate, and unaffordable. These unstable conditions are both symptomatic and generative of other problems, including poverty, debt, hunger, and a high risk of homelessness. Importantly, the study also reveals how these material conditions, which are the effect of policies grounded in theoretical perspectives around multiculturalism and notions of Canadian identity, are reflective of those underlying ideological frameworks. The author also argues that an enhanced understanding of the historical roots of current discriminatory practices is required in order to effect positive social change for the future.

This study investigates “how is the Pay As You Throw (PAYT) principle viewed by housing estates in HK and how are they preparing for its possible implementation”. A multiple case study approach is adopted. The research findings are based on five case studies with in-depth interviews with the respective property managers and site visits to the housing estates.
Based on the data analysis of the research, four findings are highlighted. First, Environmental management system is the trend for property management companies to adopt in order to upgrade their quality of service in Hong Kong. Second, Hong Kong housing estates are willing to join the programmes related to waste recovery and reduction which are organized by EPD and charitable organizations. Third, the quantity-based charging system is regarded as the fairest system; however, the property managers have the greatest reservation on its implementation. Finally, there is a dilemma of role conflict between the enforcement of law and the provision of customer service.
Four recommendations are suggested to be put in place alongside the future waste charging policy. Mandatory participation with comprehensive recycling scheme should be adopted. The article examines how the German city of Leipzig governs the housing of asylum seekers. Leipzig was a frontrunner in organizing the decentralized accommodation of asylum seekers when adopting its accommodation concept in 2012. This concept aimed at integrating asylum-seeking persons in the regular housing market at an early stage of arrival. However, since then, the city of Leipzig faces more and more challenges in implementing the concept. This is particularly due to the increasingly tight situation on the housing market while the number of people seeking protection increased and partly due to discriminating and xenophobic attitudes on the side of house owners and managers. Therefore, we argue that the so-called refugee crisis of 2015–2016 has to be seen in close interaction with a growing general housing shortage in Leipzig like in many other large European cities. Furthermore, we understand the municipal governing of housing as a contested field regarding its entanglement of diverse federal levels and policy scales, the diversity of stakeholders involved, and its dynamic change over the last years. We analyze this contested field set against the current context of arrival and dynamic
urban growth on a local level. Based on empirical qualitative research that was conducted by us in 2016, Leipzig’s local specifics will be investigated under the umbrella of our conceptual framework of Governance of Arrival. The issues of a strained housing market and the integration of asylum seekers in it do not apply only to Leipzig, but shed light on similar developments in other European Cities.

Solid waste management in high density low-income areas is a problem that manifests itself in ubiquitous illegal dumpsites and unhealthy living environmental conditions. Community participation in solid waste management in Duncan Village, C-Section has been found to be part of the solution to this problem. This study investigates community participation in SWM at household level, community waste project level and at informal salvaging/scavenging level. The integration of community participation into existing Buffalo City Municipality waste management plans and the nature of the relationship between the different interest groups are investigated. This study employs qualitative research methods where interviews and participatory observations are used to investigate key objectives. The nature of the relationships between councillors, C-Section residents and the Buffalo City Municipality Departments are tenuous and fraught with conflicts. These conflicts emerge due to the lack of communication as well as due to the non-integration of the community interest groups‟ views and activities into solid waste management in C-Section. The study suggests that this lack of communication should be addressed and that integrated participation of all stakeholders must be encouraged for effective solid waste management in a high density low-income community.

Over the past fifty years, civil war has held a relentless grip on Colombia. Aside from the staggering numbers of casualties that have resulted, millions have been internally displaced and unwilling to return home. Many are fleeing from forced military recruitment of youths, sexual violence, kidnapping and murder. After Syria, Colombia has one of the highest populations of Internally Displaced People (IDP): 5,841,040, as of December 2015. It is unknown how many more refugees are not officially registered[1]. The majority of the IDP population migrates from rural villages and towns to large cities, such as Bogotá and Medellín, where there are opportunities for safety, income and improvised shelter.[2]
Referencing existing models for Colombian housing and shelter for IDPs and street kids, this research examines the needs of the displaced population and creates a set of criteria for a long-term, integrative housing solution. This thesis focuses on internally displaced youths and women in the Southern-Pacific region of Colombia, as they make up the largest portion of registered IDPs and refugees in Colombia.[3] The goal of the project is to design the user’s progression through a system of increasingly supportive levels: “Entrance to the shelter,” “Full-time residence,” “Reintegration to society.” The site and program encourage commensalism, or relationship where one part benefits from the other without causing harm, with the surrounding community. This thesis also references studies of community-based design, low-cost and sustainable housing, transitional shelters, and homeless communities.

Immigrants, especially those who are visible minorities, are at a socio-economic
disadvantage upon arrival relative to their Canadian-born counterparts. Refugee
claimants face additional barriers upon arrival owing to their specific mode of entry.
These compounded obstacles hamper the search for safe and affordable housing for
claimants, and places them at a high risk of relative homelessness. This thesis examines
the housing patterns of refugee claimants in the Greater Vancouver Regional District
(GVRD) by analyzing the residential trajectories of thirty-six refugee claimants. I,
furthermore, analyze the recent literature that focuses on the settlement patterns of
claimants in Montreal, Toronto and Vancouver in order to facilitate a wider discussion on
the settlement needs of this particular group. In so doing, I explore various themes, such
as affordability, adequacy and safety, which are consistent issues for claimants across
Canada. This thesis argues that for many claimants, hidden homelessness is an inevitable
part of their settlement. This study moves forward to question why, given their socioeconomic
disadvantage over the average Canadian-born and other immigrants, are
claimants not finding themselves in absolute homelessness -living on the streets or in

Many of these refugees are women, single mothers, who along with their children, are set to face many challenges in the process of re-settling into a new cultural landscape.
This project is a study on how the design of an interior can aid in the difficult process of transitioning between lands and cultures. Within it, I explore the making of place through the design of a transitional residence for women and children refugees, set within the dynamic urban landscape of West Broadway in Winnipeg, Manitoba.
I proceed through this project through an exploration of four conceptual frameworks and examine the project and its users in relation to movement and migration, to boundaries, to the contact zone, and finally to weaving.

This study examined the views of eight single-mothers
concerning their living experiences in the Four Sisters Housing Co-operative. Such knowledge concerning the views of single-mothers as
primary housing consumers was thought to be essential for creating
housing forms which serve their particular needs.
Since there is a paucity of empirical data concerning the
desiderata of co-operative housing for single-mothers, this study
employed an exploratory and specifically, qualitative design. In depth,
open ended interviews were conducted using a general
interview guide approach. The interviews were audio-taped and
varied in duration from three to four hours.
The process of data analysis was guided by the techniques and
procedures of the Grounded Theory approach. Four main categories
were identified: (1) Pre-Co-op Housing Problems (2) Security of
Housing (3) Supportive Community (4) Opportunities For Personal
Development. The central theme of the study was the sense of refuge
experienced by single-mothers living in the Four Sisters Housing
Co-operative.

In the era of globalisation we are required to negotiate a large series of global flows. These include the flow
of capital ideas, imagery, goods and people. Contemporary culture has increasingly become nomadic,
and the idea of place has become transitive. This condition stands in contradiction to the time-honoured
notion of the city as a stable entity. Whether brought about by natural catastrophe or initiated by choice,
instant cities emerge, only to disappear again just as rapidly. This has given rise to new terms such as
relief urbanism, deadline urbanism or event urbanism. This shift from notions of fixed locality to temporary
accommodation for mass migration requires equivalent forms of flexibility in planning. (Weiss 2007:3)
This thesis will focus on the particular flow within this contemporary situation which has
the biggest implication for architecture, namely the movement of people. Since the world
war, migrancy has rapidly become more global in scope and scale with there being more
mobility than any other period in history. (Cairns 2004:3) Contemporary migrancy involves
the movement of immigrants, emigrants, guest workers, refugees and asylum seekers.
The effects of migrancy are also being more intensely felt and widespread than ever before. Nowhere
are the impacts more evident than in Africa where the movement of people as a result of war, poverty
and persecution are central to the continent’s economics and politics. While migrancy is rapidly
transforming Africa the region lacks the capacity to understand and manage these movements.
(Forced Migration Studies Programme 2008) So the focus of this thesis will be on refugees and asylum
seekers seeking refuge in South Africa and the impacts it is having on displaced people themselves and
the local population made terrifyingly manifest in the recent Xenophobic attacks plaguing the country.
Following a discussion of the many problems faced by refugees and the root causes of the Xenophobic
attacks in Johannesburg this thesis will look at the alleviation of some of these problems culminating
in the design of a Prefabricated Housing Prototype and System which can be implemented in a
combination of contexts. The system will be developed using 3 test studies. The first will be as an
infill project in an dense urban context providing cheap rental unit options for the urban poor including
South African low income earners and refugees in the inner city, the second will be a housing model
for upgrading stable South African informal settlements and the third as an alternative Refugee camp
in an emergency or cross border context. It will examine the role of architecture as a means to
sustain dignity and create a sense of belonging for people with very few social connections. The
facility will aim to help people regain control of their lives by helping them to contribute to the market
economy. It will also aim to be an architecture that is against alienation and will facilitate healing.

碩士<br>高苑科技大學<br>土木工程研究所<br>104<br>Earthquakes, typhoons, floods, and landslides are common natural disasters people encounter in Taiwan. How to effectively prevent these disasters has been an issue which the government places importance on. Compared with other natural disasters, earthquakes are different in terms of nature and characteristics. First, there is no obvious warning sign available before an earthquake hit. Therefore, it is impossible to evacuate residents like the evacuation of flood and landslide prone areas before a typhoon comes. In addition, a strong earthquake can cause a wide range of devastating building collapse in a very short period of time.
Due to the recent global environmental and extreme climate change, the frequency which disasters occur has been increased, and so does the complex disasters. Taiwan not only faces the vulnerability of extreme climate change because of global warming, but encounters the impact of earthquake disaster and the rise in complexity as the result of active seismic activity. How to effectively reduce threats to people’s lives and improve the protection of property are indeed the primary objective of the current government administration.
The present study uses TELES to simulate the building collapse disaster when an earthquake hit in Chiayi County. There is an urgent need to confirm if the planned earthquake evacuation shelters in 18 townships are in compliance with requirements. The study found out that all the county townships are able to meet the needs of number of people in each refuge shelters. To sum up, the TELES system developed by National Center for Research on Earthquake Engineering can both simulate the disaster damage case when an earthquake occur and apply to the situation of earthquake loss estimation. The current study also makes follow-up suggestions to danger zone mapping, preparation of transportation during evacuation, and autonomous evacuation.

Dissertação de Mestrado Integrado em Arquitetura apresentada à Faculdade de Ciências e Tecnologia<br>O objetivo deste trabalho é entender como arquitetos e urbanistas podem proporcionar um ambiente digno para pessoas deslocadas à força, além de promover integração e a cidadania no contexto da “crise dos refugiados.” Desde 2015, temos observado uma intensificação do deslocamento forçado no mundo. Diversas pessoas buscam refúgio, muitas na Europa. As cidades são particularmente atraentes por causa da quantidade e qualidade dos serviços e oportunidades que oferecem, mas também pela redes de imigrantes já estabelecidas que as grandes cidades têm acomodado. Este é o caso de Berlim, cidade européia que recebeu o maior número de refugiados na Europa desde 2015. Lá, porém, a escassez de moradias acessíveis e o ambiente sócio-político faz com que os refugiados vivam física e socialmente afastados das comunidades locais e das infra-estruturas públicas. Então é preciso avaliar como a arquitetura pode intervir. A concepção de novas condições urbanas que integre os refugiados deve contar com muitos mediadores, incluindo arquitetos e urbanistas, devido ao papel da arquitetura e urbanismo na viabilização de novas possibilidades. Repensar as relações espaciais pode ter um papel crucial na inclusão urbana e social. Este trabalho oferece uma análise da resposta espacial de Berlim na atual “crise dos refugiados,” analisando como as soluções arquitetônicas apresentadas por agentes públicos e privados em Berlim produziram as condições para o processo de integração dos refugiados na sociedade europeia. Através de um estudo comparativo de várias soluções arquitetônicas, baseado em uma análise histórica das atuais condições habitacionais e políticas em Berlim, este trabalho espera lançar luz sobre o papel que a arquitetura pode desempenhar na integração das populações refugiadas.<br>The goal of this work is to understand how architects and urban planners can provide or help to provide a dignified environment to forcibly displaced people in the context of the “refugee crisis,” that may support integration and citizenship.Since 2015, we have observed an intensification of forced displacement around the globe, resulting in a large number of people seeking refuge, many of them in Europe. Cities are particularly attractive because of the quantity and quality of services and opportunities they offer, but also because of already established immigrant networks big cities have tended to accommodate. This is the case of Berlin, the European city that received the most refugees in Europe since 2015. There, however, the shortage of affordable housing and the socio-political environment has displaced refugees, living physically and socially detached from local communities and common urban infrastructures. In this sense, there’s a need to evaluate how architecture has played and can play a role in this situation. The construction of new urban conditions capable of integrating newcomers should count on many mediators, including architects and urban planners. Their importance is especially recognised due to the role of architectural and urban space in enabling new living possibilities. Rethinking spatial relationships can play a crucial role in urban inclusion and social integration. This work offers an analysis of Berlin’s spatial response to the ongoing “refugee crisis,” looking closely at how architectural solutions put forward by public and private agents in Berlin have produced the conditions for refugees’ embattled integration process in European society. Through a comparative study of various architectural solutions, grounded on a historical analysis of current housing and political conditions in Berlin, this work hopes to shed light on the role architecture can play in integrating refugee populations.

In this dissertation project, I examine the experiences of displaced Hurricane Katrina survivors in the context of post-disaster housing policies and practices. This research is based on two years of in-depth interviews with Katrina survivors who were displaced to Austin, Texas. I analyze these interviews to understand the raced, classed, and gendered implications of post-disaster housing policies and to consider what these implications reveal about the relationship between social policies, housing, and social inequality more broadly. This project is informed by an intersectional understanding of social stratification systems and inequalities and a critical analysis of neoliberal social policy. First, I outline the gender, family, and class ideologies embedded in government-run post-Katrina housing policies and practices, and show how they specifically disadvantaged people who did not conform to them. I identify temporal domination as a specific aspect of class oppression evident in respondents’ experiences with the Federal Emergency Management Agency’s (FEMA) rental assistance programs. Next, I specifically examine respondents’ experiences settling into their new neighborhoods and searching for jobs. I found that many black survivors ended up in segregated remote areas of the city, far from jobs and public transportation. Their job searching experiences suggest that employers used racist stereotypes about Latino workers to coerce them to work for low wages. This reveals the complex and interrelated racial dynamics of low-wage urban housing and labor markets. Finally, I explore how survivors got by in the face of such difficult and in some cases dire circumstances. One primary way survivors coped with the uncertainty caused by their displacement was relying on their social networks. While women tended to depend on adult child - parent and other familial relationships, men tended to distance themselves from the potential support of their mothers and other relatives. Respondents also constructed fictive kin relationships to provide support to others, sometimes for the explicit purpose of ensuring one or both members of the relationship had access to stable housing. This reveals how both gender and family relationships can shape disaster recovery and everyday experiences of poverty. Overall, this project contributes to the study of race/class/gender inequality, social policy, housing, and disaster recovery.<br>text

stimulating social activities for the betterment of service industry workers’ way of life. Our built environment can not only connect people to one another or to activities or to places, but it can also isolate people. For the service-based populace of Lake Louise, Alberta, isolation is a recurring factor in various aspects of their lives. The design attempts to establish connections between the people and the community, to eradicate the barriers that fragment the community without neglecting the necessity of refuge for the individual.

Research Doctorate - Doctor of Philosophy (PhD)<br>Insensitive urban renewal projects and invasive freeway constructions in the inner‑city of Sydney provoked widespread resistance throughout the 1970s. This thesis traces the interconnections between the highly contentious squatting campaigns that took place in 1973 in Victoria Street, Kings Cross, and the concurrent Glebe anti-expressway movement which opposed the decimation of the historic suburb by the New South Wales state government’s planned radial expressway system. Both of the mobilisations claimed a “right to the city” and demanded the decentralisation of political control over the urban environment, the retention of low-income housing and community participation in the decision-making processes. The Victoria Street occupation demonstrated the power of people over their living conditions and uniquely combined self-help with protest while simultaneously expressing an alternative vision for social organisation in an urban environment. At the same time, the Glebe anti-expressway movement successfully halted the state government’s radial expressway scheme, saving not only housing in the historic suburb of Glebe from demolition but also all of the remaining houses purchased by the Department of Main Roads in the eastern suburbs. These actions together paved the way for the Glebe Estate to become a microcosm of alternative living and politics. This thesis argues that the alternative political and social spaces created by the Victoria Street squatters ignited city-wide squatting campaigns. Drawing on oral history interviews with the participants and personal archival materials, and informed by theories of urban social movements, this research also explores the collective social enterprises and women’s services initiated by the feminist movement and ex-Victoria Street squatters in vacant houses on the Glebe Estate. The study identifies other protest actors who realised the potential of collective empowerment through autonomous political action and who established housing co‑operatives and creative social enterprises in vacant Department of Main Roads properties on the other side of the city in Darlinghurst and council properties in Pyrmont. In contextualising and identifying the interconnectivity of these protest actions, this research presents a case study of a mid-20th century international phenomenon: the ways in which contested urban environments could generate radical experiments in alternative living arrangements, social services and political action which challenged not only conventional government decision-making but also the authority of the state in the realm of daily life.
