The role of state actor in refugee protection is seriously limited by the “nationalism” nature of a nation-state. In particular, there has been a lack of attention from Indonesia as implied by non-ratifying choice taken by the government. The problem here with this approach is, refugee’s rights are viewed as entitlement from state and should conform with the state’s interest. Thus, there needs to be a new approach in pursuing a refugee protection regime. This paper shifts the focus from the role of state to the roles played by other actors. This paper gives a particular focus on Refugee Community Housing in Sewon, Daerah Istimewa Yogyakarta. The Community Housing is an initiative from International Organization for Migration (IOM) which provides temporary settlement as well as living allowance for refugees. Our preliminary study found that the coordination among IOM, Jesuit Refugee Service (JRS)–an international NGO working to assist refugees, and Immigration Office of Yogyakarta—has to some extent demonstrated a better service and treatment to refugees than state’s philanthropy in general. Some limitations remains exist, but overall, community housing provides a foundation for a civil society-based refugee protection.

Abstract This article details the political contestations of refugee occupiers after they were violently evicted from their home, colloquially called Piazza Indipendenza. Participant observation as a friend of the Eritrean refugees who occupied Piazza Indipendenza during the time of their eviction brought to light the way refugee occupiers both demand rights to subsidized housing and care for each other. Refugees confront the discriminatory distribution of integration resources in Italy by establishing autonomous structures, like housing occupations of abandoned buildings, to both approximate their entitlement to subsidized housing and assert their rights. For many Eritrean refugee occupiers in Rome, it is the Habesha community itself that provides the most reliable form of care, shelter, and protection, such that migrant-occupied housing projects (squats) act as sites of sanctuary. Sanctuary squats act as shelters from which to contest repressive governmental policies.

The Syrian Conflict generated forced immigration from northern Syria to southeastern Turkey. Arrival of refugees resembles a natural experiment, which offers good opportunities to study the economic impact of immigration. I study three main outcomes: labor markets, consumer prices, and housing rents. I document moderate employment losses among native informal workers, which suggests that they are partly substituted by refugees. Prices of the items produced in informal labor intensive sectors declined due to labor cost advantages generated by refugee inflows. Finally, refugee inflows increased the rents of higher quality housing units, while there is no effect on lower quality units.

Since the European Union’s agreement with Turkey on March 18, 2016, more than 70,000 refugees have been trapped in Greece. Most have been settled in state-run camps on the perimeters of Athens and Thessaloniki. However, these state-run camps do not meet international standards and are located at significant distances from urban centres, within industrial zones where residential use is not permitted. At the same time, a number of self-organized and collective refugee housing projects have been created within the urban fabric of Athens and Thessaloniki. In the context of these projects, refugees develop forms of solidarity, mutual help, and direct democracy in decision-making processes. There is a significant volume of bibliography which studies the NGOs’ activities and state migration policies. However, little attention has been given to the various ways by which refugees create self-managed and participatory structures to meet their needs. This article aims to fill the gap in the research concerning the production of housing common spaces by the refugees themselves. Based on the current discussions on the Lefebvrian ‘right to the city’ and the spatialities of ‘commons’ and ‘enclosures,’ the article aims to compare and contrast refugee housing commons with state-run refugee camps. Using qualitative methods, including ethnographic analysis and participatory observation, the main findings show that refugees attempt not only to contest state migration policies but also negotiate their multiple identities. Consequently, refugees collectively attempt to reinvent a culture of togetherness, to create housing common spaces, and to claim the right to the city.

Many studies have explored the dynamics of immigrant and refugee settlement at the local level, highlighting that it is actually a two-way process: On the one hand, the local socio-political context specifies the conditions for refugee inclusion, and on the other, migrant mobility leads to the transformation of localities in various ways. In Greek cities, the social practices of local actors have played an important role in the implementation of the immigration policy, where refugees were perceived as a threat to personal and community security. Yet, new forms of social mobilisation and solidarity by individual citizens and community initiatives<em> </em>have worked to alter these attitudes, mitigating tensions and obstacles in refugee acceptance. The article draws on the Greek experience to explore the role and importance of the local socio-political texture in refugee inclusion, shedding light on how it gave rise to various local initiatives that inform refugee allocation as well as urban transformation and institutional change. In methodological terms, the article considers three neighbouring Greek cities as case studies to identify the different institutional and policy responses to refugee accommodation, giving rise to different paths and forms of social inclusion. The study reveals<strong><em> </em></strong>the complexity and context of the social-spatial diversity that refugees face but also the transformation dynamics of local states and civil society.The paper draws on the Greek experience to explore the role and importance of social infrastructure in refugee integration, shedding light on how these qualities, materialized in local initiatives for refugee integration to influence urban transformation and institutional change. In methodological terms, the paper employs three small and medium-size Greek cities as case studies to identify the different institutional and policy responses to refugee accommodation followed, giving rise to different paths and forms of social inclusion and urban transformation. AbstractHousing that is affordable and appropriate is a necessity for successful integration for all newcomers. It is not uncommon for newcomers to Canada to report difficulties finding suitable, safe, and affordable housing for their families. For refugees, however, the challenges are sometimes greater. Settlement organizations and refugee sponsors experience various challenges in accommodating families with large numbers of children, but as our research shows, refugee groups have differing needs based on their culture, family composition, and experience of trauma. Using data collected from two recent studies, we identify and compare the housing needs of two newly arrived groups of refugees to Canada: Syrians and Yazidis from northern Iraq. All participants in our study have lived in Canada for 2 years or less and currently live in Alberta, Saskatchewan, Manitoba, or Ontario. Data was collected either by face-to-face surveys (with Syrian participants) or unstructured interviews (with Yazidi women) conducted in Arabic, Kurmanji, or English. We discuss their experiences of living in resettlement centers and their transition to independent housing. In addition, we discuss how family composition and previous trauma influence their housing experiences with special attention to how increasing agency increases satisfaction with housing.

Evidence suggests that despite the aid from resettlement agencies, many refugees find the resettlement process extraordinarily stressful and have reported significant negative mental and physical health outcomes. The literature on refugee resettlement often focuses on the challenges that these individuals encounter in their new environment. However, less research has focused on community barriers and lack of support issues that can prevent refugees from resettling in the U.S. Using qualitative data collected from Burmese and Burundian refugee groups, this article examines the impact of social structures on the resettlement process. Results indicate that gaps in service delivery such as employment and housing are affected by support from the resettlement agencies and the refugees’ social support network. Results of this study contribute to the knowledge based on how best to assist refugee families.

Abstract The “refugee crisis” after the 1947 Partition of British India generated new contestations over urban resources, especially for securing accommodation. It resulted in a proliferation of encampment laws and policies with outcomes at multiple levels: city, neighborhood, and community. This article traces the uneven geographies produced by Bombay’s encampment laws and the (spatial) politics of refugee rehabilitation. It focuses on the state’s use of “camps” to segregate impoverished refugees and consolidate the urban periphery. The article explores the interplay between law, space, and property to illustrate how refugee entitlements created and sustained various forms of power and precarity in the metropolis. Refugee camps provided “conditional access” to shelter for indigent Sindhi refugees and became markers of social identification. Middle-class Sindhi refugees, on the other hand, secured their place in the city by establishing cooperative housing societies. This article highlights how caste and regional distinctions in pre-Partition Sindh translated into class-based spatial divisions among the displaced Sindhis in post-colonial Bombay.

ObjectivesResponding to the mental health needs of refugees remains a pressing challenge worldwide. We estimated the prevalence of psychological distress in a large refugee population in Germany and assessed its association with host country factors amenable to policy intervention and integration indicators.DesignA cross-sectional and population-based secondary analysis of the 2017 wave of the IAB-BAMF-SOEP refugee survey.SettingGermany.Participants2639 adult refugees who arrived in Germany between 2013 and 2016.Main outcome measuresPsychological distress involving symptoms of depression, anxiety and post-traumatic stress disorder was measured using the Refugee Health Screener-13.ResultsAlmost half of the population surveyed (41.2% (95% CI: 37.9% to 44.6%)) was affected by mild, moderate or severe levels of psychological distress. 10.9% (8.4% to 13.5%) of the population screened positive for severe distress indicative of an urgent need for care. Prevalence of distress was particularly high for females (53.0% (47.2% to 58.8%)), older refugees (aged ≥55, 70.4% (58.5% to 82.2%)) and Afghans (61.5% (53.5% to 69.5%)). Individuals under threat of deportation were at a greater risk of distress than protection status holder (risk ratio: 1.55 (95% CI: 1.14 to 2.10)), single males at a greater risk than males with nuclear families living in Germany (1.34 (1.04 to 1.74)) and those in refugee housing facilities at a greater risk than those in private housing (1.21 (1.02 to 1.43)). Distressed males had a lower likelihood of employment (0.67 (0.52 to 0.86)) and reduced participation in integration courses (0.90 (0.81 to 0.99)). A trend of reduced participation in educational programmes was observed in affected females (0.42 (0.17 to 1.01)).ConclusionThe finding that a substantial minority of refugees in Germany exhibits symptoms of distress calls for an expansion of mental health services for this population. Service providers and policy-makers should consider the increased prevalence among female, older and Afghan refugees, as well as among single males, residents in housing facilities and those under threat of deportation. The associations between mental health and integration processes such as labour market, educational programme and integration course participation also warrant consideration.

Abstract Background This cross-sectional study explores the relationship between housing, social wellbeing, access to services and health among a population of Syrian refugee children in Lebanon. Methods We surveyed 1902 Syrian refugee households living in informal tented settlements in Lebanon in 2017. Logistic regressions assessed relationships between housing problems, socioeconomic deprivation, social environment and health. Results Of the 8284 children in the study, 33.0% had at least one health problem. A considerable number of households (43.1%) had &gt; 8 housing problems. Children in these households had higher odds to have three or more health problems compared to children in households with &lt; 6 housing problems (adjusted odds ratio [AOR], 2.39; confidence interval [CI], 1.50–3.81). Nearly three-quarters (74.3%) of households were severely food insecure. Children in these households had higher odds to have one health problem than those in food secure households (AOR, 1.75; CI, 1.11–2.76). There was a significant positive association between households that reported being unhappy with their neighbourhood and the number of children with health problems in those households. Conclusions This study highlights the association between the physical and social living conditions and refugee children’s health. Without multidimensional interventions that consider improvements to living conditions, the health of young Syrian refugees will continue to worsen.

United States children living in poorly maintained housing built before 1978 are at particular risk of lead poisoning, which harms their physical and cognitive development. Studies have shown that although refugee children may have been exposed to lead in their homelands, some experienced increased blood lead (BPb) levels after their resettlement in the United States. This study provides an insider's account of the resettlement process from the perspectives of case managers to explain why refugee children are at higher risk of being placed in substandard housing and of consequently being exposed to lead. We examine the productivity demands, financial pressures, and time constraints that case managers face and how the demands of their supervisors and resettlement agency funders may redirect their priorities away from protecting refugees' health. We conclude with recommendations to reduce the pressures on case managers and lessen the burden of lead poisoning among refugee children.

Before the so-called refugee influx into Germany peaked in 2015, the term Willkommens- und Anerkennungskultur [welcome culture] emerged as a political response to the negative attitude towards immigrants within the German society. During the summer and autumn of 2015, a new set of welcoming practices emerged as large groups of local Berliners engaged in the refugee situation – some by housing refugees in their own home. At this stage, the concept of welcome culture was no longer nourished by the input of political actors alone, it had become a part of a public discourse. The present article is based on ethnographical fieldwork, and is a part of a comprehensive master thesis that is focused on Willkommens- und Anerkennungskultur – more specifically, how different forms of welcome culture in light of the refugee influx into Europe in 2015 emerged in the everyday life, of civic initiators in Berlin, Germany. With inspiration from John Law’s Modes of Ordering I examine the informants’ different practices and rationales for engaging in the refugee crisis. Taking inspiration from the concept of conviviality I analyze how the home and certain notions of solidarity, inclusion and ‘homeliness’ become part of the practices and rationales for housing refugees, and perform different versions of engagement. I conclude that the informants’ welcoming practices and rationales are in and out of sync, with each other and the political concept of welcome culture.

Executive Summary 1 This report analyzes the US Refugee Admissions Program (USRAP), leveraging data from a national survey of resettlement stakeholders conducted in 2020. 2 The survey examined USRAP from the time that refugees arrive in the United States. Its design and questionnaire were informed by three community gatherings organized by Refugee Council USA in the fall and winter of 2019, extensive input from an expert advisory group, and a literature review. This study finds that USRAP serves important purposes, enjoys extensive community support, and offers a variety of effective services. Overall, the survey finds a high degree of consensus on the US resettlement program’s strengths and objectives, and close alignment between its services and the needs of refugees at different stages of their settlement and integration. Because its infrastructure and community-based resettlement networks have been decimated in recent years, the main challenges of subsequent administrations, Congresses, and USRAP stakeholders will be to rebuild, revitalize, and regain broad and bipartisan support for the program. This article also recommends specific ways that USRAP’s programs and services can be strengthened. Among the study’s findings: 3 Most refugee respondents identified USRAP’s main purpose(s) as giving refugees new opportunities, helping them to integrate, offering hope to refugees living in difficult circumstances abroad, and saving lives. High percentages of refugees reported that the program allowed them to support themselves soon after arrival (92 percent), helped them to integrate (77 percent), and has a positive economic impact on local communities (71 percent). Refugee respondents also reported that the program encourages them to work in jobs that do not match their skills and credentials (56 percent), does not provide enough integration support after three months (54 percent), does not offer sufficient financial help during their first three months (49 percent), and reunites families too slowly (47 percent). Respondents identified the following main false ideas about the program: refugees pose a security risk (84 percent), use too many benefits and drain public finances (83 percent), and take the jobs of the native-born (74 percent). Refugee respondents reported using public benefits to meet basic needs, such as medical care, food, and housing. Non-refugee survey respondents believed at high rates that former refugees (69 percent) and refugee community advocate groups (64 percent) should be afforded a voice in the resettlement process. Non-refugee respondents indicated at high rates that the program’s employment requirements limit the time needed for refugees to learn English (65 percent) and limit their ability to pursue higher education (59 percent). Eighty-six percent of non-refugee respondents indicated that the Reception and Placement program is much too short (56 percent) or a little too short (30 percent). Respondents identified a wide range of persons and institutions as being very helpful to refugees in settling into their new communities: these included resettlement staff, friends, and acquaintances from refugees’ country of origin, members of places of worship, community organizations led by refugees or former refugees, and family members. Refugee respondents identified finding medical care (61 percent), housing (52 percent), and a job (49 percent) as the most helpful services in their first three months in the country. Refugees reported that the biggest challenge in their first year was to find employment that matched their educational or skill levels or backgrounds. The needs of refugees and the main obstacles to their successful integration differ by gender, reflecting at least in part the greater childcare responsibilities borne by refugee women. Refugee men reported needing assistance during their first three months in finding employment (68 percent), English Language Learning (ELL) courses (59 percent), and orientation services (56 percent), while refugee women reported needing orientation services (81 percent) and assistance in securing childcare (64 percent), finding ELL courses (53 percent), and enrolling children in school (49 percent). To open-response questions, non-refugee respondents identified as obstacles to the integration of men: digital literacy, (lack of) anti–domestic violence training, the need for more training to improve their jobs, the new public benefit rule, transportation to work, low wages, the need for more mental health services, cultural role adjustment, and lack of motivation. Non-refugee respondents identified as obstacles to the integration of women: lack of childcare and affordable housing, the different cultural roles of women in the United States, lack of affordable driver’s education classes, a shortage of ELL classes for those with low literacy or the illiterate, digital literacy challenges, difficulty navigating their children’s education and school systems, transportation problems, poorly paying jobs, and lack of friendships with US residents. Non-refugee respondents report that refugee children also face unique obstacles to integration, including limited funding or capacity to engage refugee parents in their children’s education, difficulties communicating with refugee families, and the unfamiliarity of teachers and school staff with the cultures and backgrounds of refugee children and families. LGBTQ refugees have many of the same basic needs as other refugees — education, housing, employment, transportation, psychosocial, and others — but face unique challenges in meeting these needs due to possible rejection by refugees and immigrants from their own countries and by other residents of their new communities. Since 2017, the number of resettlement agencies has fallen sharply, and large numbers of staff at the remaining agencies have been laid off. As a result, the program has suffered a loss in expertise, institutional knowledge, language diversity, and resettlement capacity. Resettlement agencies and community-based organizations (CBOs) reported at high rates that to accommodate pre-2017 numbers of refugees, they would need higher staffing levels in employment services (66 percent), general integration and adjustment services (62 percent), mental health care (44 percent) and medical case management (44 percent). Resettlement agencies indicated that they face immense operational and financial challenges, some of them longstanding (like per capita funding and secondary migration), and some related to the Trump administration’s hostility to the program. Section I introduces the article and provides historic context on the US refugee program. Section II outlines the resettlement process and its constituent programs. Section III describes the CMS Refugee Resettlement Survey: 2020. Section IV sets forth the study’s main findings, with subsections covering USRAP’s purpose and overall strengths and weaknesses; critiques of the program; the importance of receiving communities to resettlement and integration; the effectiveness of select USRAP programs and services; integration metrics; and obstacles to integration. The article ends with a series of recommendations to rebuild and strengthen this program.

AbstractThe population of refugees in the UK is expanding and will expand further given the UK Government's response to the European refugee crisis. This paper breaks new ground by undertaking a gender analysis of integration outcomes across a range of areas, namely social networks, language proficiency, health, education, employment and housing, that are highly relevant for social policy. Using the UK's only longitudinal survey on refugees, we conduct secondary data analysis to examine the factors associated with integration outcomes. We find significant gender differences in language, self-reported health, ability to budget for household expenses and access to formal social networks and quality housing, with women generally faring worse than men and some inequalities enduring or intensifying over time. We call for the recording of refugee outcomes in institutional monitoring data to enable inequalities to be identified and addressed. The findings also enable the identification of social policy areas in which a gender sensitive approach might be necessary.

With organized hate crime and institutionalized discrimination, thousands of European Roma have fled to Canada, where they claim refugee status. Their arrival coincided with far-ranging reforms to the refugee determination system in 2012–13 in addition to some actions aimed specifically at the Roma. Against this backdrop, former and current Romani refugee claimants substantiate the experience of migration and settlement, beginning with the first moments after arrival, to the tasks of finding housing and work. Agency and resilience are evinced, despite the government’s multiple instruments used against asylum-seekers. Romani refugees’ lives show how, for transnational groups, belongingness is always contested and the meaning of home is always nuanced.

During the recent refugee crisis, numerous solidarity initiatives emerged in Greece and especially in Mytilene, Athens and Thessaloniki. Mytilene is the capital of Lesvos Island and the main entry point in the East Aegean Sea, Athens is the main refugee transit city and Thessaloniki is the biggest city close to the northern borders. After the EU–Turkey Common Statement, the Balkan countries sealed their borders and thousands of refugees found themselves stranded in Greece. The State accommodation policy provides the majority of the refugee population with residency in inappropriate camps which are mainly located in isolated old military bases and abandoned factories. The article contrasts the State-run services to the solidarity acts of “care-tizenship” and commoning practices such as self-organised refugee housing projects, which claim the right to the city and to spatial justice. Specifically, the article is inspired by the Lefebvrian “right to the city,” which embraces the right to housing, education, work, health and challenges the concept of citizen. Echoing Lefebvrian analysis, citizenship is not demarcated by membership in a nation-state, rather, it concerns all the residents of the city. The article discusses the academic literature on critical citizenship studies and especially the so-called “care-tizenship,” meaning the grassroots commoning practices that are based on caring relationships and mutual help for social rights. Following participatory ethnographic research, the main findings highlight that the acts of care-tizenship have opened up new possibilities to challenge State migration policies while reinventing a culture of togetherness and negotiating locals’ and refugees’ multiple class, gender, and religious identities.

Several high-income countries are currently experiencing an unprecedented and multifaceted housing crisis. The crisis is escalating rapidly, and its negative ramifications are shared disproportionately by migrant and refugee communities. Although housing is often cited as an important social determinant of health, the relationship between housing inequalities and health outcomes in the context of migrant and refugee populations remain under-explored, particularly in high-income countries. This paper presents a protocol for a mixed-methods systematic review which will synthesize the evidence on the key housing and health inequalities faced by migrant and refugee populations in high-income countries. It will inform the identification of pathways linking housing inequalities to health outcomes. The protocol for this systematic review was developed with guidance from the Joanna Briggs Institute (JBI) methodology for mixed-methods systematic reviews using a convergent integrated approach to synthesis and integration, and the Preferred Reporting Items for Systematic review and Meta-Analysis Protocols (PRISMA-P) statement. Quantitative, qualitative and mixed-methods studies reporting the association of housing inequalities with physical and mental health outcomes among refugee and migrant populations in high-income countries will be included. Medline, Web of Science, Embase, PsycINFO, Scopus and CINAHL will be searched for peer-reviewed literature. This will be supplemented by gray literature searches using Google Scholar, MedNar and WHOLIS. Two reviewers will independently screen and select studies, assess the methodological quality and conduct data extraction. This systematic review will elucidate the different pathways linking housing inequalities and health outcomes, which may guide the development of targeted housing and public health interventions to improve the health and wellbeing of migrant and refugee populations. The review is registered with PROSPERO (CRD42022362868).

This study aimed to find out the role of Istanbul Metropolitan Municipality how to adapt refugees to the city and how to carry out services for them. This study is designed to improve the general findings and recommendations of the Istanbul Metropolitan Municipality on refugee management. It aims to shed some light on how Istanbul metropolitan municipality react to these new components and their problems. Beside that, this article cannot provide a comprehensive report on the numerous activities and government agencies operating in Istanbul. The report highlights some management mechanisms in Istanbul metropolitan municipalities that look for to meet refugee needs; what remain their point of view for Syrian refugees, what information is available to them, what offer their solution for the crisis. This information is critical to acknowledge the role of Istanbul Metropolitan Municipality in refugee management.

Bangladesh is one of the top refugee-hosting countries of the world and adversely affected by the COVID-19. This paper aims to identify how the COVID-19 pandemic affects the Rohingya refugee and expose the vulnerability that challenges SDGs. The study follows a system approach grounded on a sustainable development model and uses secondary sources of data. The study found that fragmented and random policies in refugee crisis management during the COVID-19 reveals the policy lacks structural fragility due to inadequate policy and programs. Besides, the limited number of health care, food, education, washing facilities, housing, and the utilization of inferior materials in camps put pressure on the refugee health, education, and well-being during COVID-19. It also reduces the monetary funds, which affects humanitarian support, and limits the aid to SDGs in refugee camps due to restrictive policies. Moreover, refugees' inability to include an inclusive social security system is far from existing social inequality. This paper calls for robust policies and programs with adequate funding for structural logistics and effective service delivery in refugee management for their future well-being and promoting SDGs in refugee camps.

Global challenges and recent changes in conflict areas in the Middle East, Asia and Africa are reasons for the contemporary forced migration into European countries, which have become places of destination or transit posts for a great number of refugees. Cities have become the focus of the socio-spatial debate, as the main units for receiving refugees, either in state camps or in social housing in city centres. In this article, the focus is on the social-spatial configuration of refugee accommodation in local communities and the way these formations generate urban and school segregation. We argue that the placement of urban refugees in large, camp-like structures with low housing standards, mainly in areas outside cities or in rural areas, provides ground not only for social exclusion and ‘territorial stigmatisation’ but also for de facto school segregation. Furthermore, the attempts to house refugees in small cities, through United Nations and NGO-supplied houses, may also raise concerns about the way dispersal policies are implemented, with the distribution of refugee children in specific schools as a result of territorial social-spatial segregation. In both cases, the school segregation of refugees is connected not only with the implications of immigration and education policies but also with the social practices of local communities and the social-spatial characteristics that determine school education. The empirical material of this study is based on information on the socio-economic profiles of neighbourhoods at the census tract level and on qualitative research, through in-depth semi-structured interviews in two different cities in Greece.

In this article, we present findings from a recent (2017–2018) qualitative survey on the integration of Afghan refugees in Vienna. Vienna is by far the largest city in Austria with a diversified labour and housing market and a multi-faceted (migrant) economy. It doubtlessly is the most attractive ‘arrival city’ in Austria. Moreover, Vienna has received the bulk of refugees during the so-called ‘refugee crisis’ of 2015–2016 and before. The analysis will focus on Ager and Strang’s (2008) argument, which characterizes housing as a core domain in integration. Housing constitutes a potential means of supporting integration into domains other than the labour market. In the process of housing integration, researchers (Aigner, 2018; Borevi &amp; Bengtsson, 2015) have emphasized the relevance of refugees’ social ties with family and co-ethnic groups, whereas the importance of inter-ethnic networking with members of the receiving society remains insufficiently explored. The majority of the 65 interviewees had emphasized the importance of refugees’ social ties for their efforts towards structural integration. This analysis therefore aims at describing Afghans’ challenging access paths into the local housing market, and the outstanding compensatory relevance of social ties in this process. Thus, we can identify special constraints (e.g., ‘Afghanophobia,’ exploitative conditions) and coping strategies of this under-researched ‘newcomer’ group of refugees in Austria.

With the increase of refugee movements since 2014 in Europe and the Near East, the debate of how to plan appropriate shelters and emergency accommodation has gained a new momentum. Established techno-managerial approaches have been criticised as inappropriate and the professional community of planners and architects was increasingly drawn into debates for alternative solutions. This article traces the “innovations” that promise better, more effective, and more humane emergency shelters using the examples of the “Tempohomes” in Berlin as well as the Jordanian refugee camps of Zaatari and Azraq. In both cases, planners were employed to address the ambivalent reality of protracted refugee camps and include “lessons” from failures of earlier solutions. While the article acknowledges the genuine attempt of planners to engage with the more complex needs and expectations of refugees, a careful look at the results of the planning for better camps reveals ambivalent outcomes. As camps acquire a new visual appearance, closer to housing, which mixes shelter design with social spaces and services as essential parts of the camp; these “innovations” bear the danger of paternalistic planning and aestheticisation, camouflaging control under what seems to be well-intended and sensitive planning. The article focuses on refugees’ agency expressed in critical camp studies to interrogate the planning results. While recent critical refugee studies have demanded recognition of refugees as urban actors which should be included in the co-production of the spatial reality of refugee accommodations, new planning approaches tend to result in a shrinking of spaces of self-determination and self-provisioning of refugees.

The article analyses the relationship between sustainable architecture, social integration of refugees and innovative urban development, unfolding the synergetic potential between these questions. The authors consider that a successful integration of migrants with different cultural background, education and income level can be best achieved through buildings and urban districts, designed according to international sustainable principles. Not less innovation, but more is the key to address global challenges for spatial development of cities of any scale. Today it is not the limitation of financial resources for refugee housing programs that poses a threat to social, balanced and economically successful development of housing environments in cities, but the lack of knowledge of sustainable planning principles and sustainable construction techniques. The authors conclude: Whereas in central Europe socio-cultural and environment-friendly strategies for cities are widely in place, eastern Europe, Russia and north Africa or the Middle East region has not yet implemented such strategies as short-and long-term planning instruments. The article presents the urban case study project for a sustainable urban extension of the city of Luxor (Egypt) by the architect M. Eichner, Professor at the German University in Cairo – GUC.

Abstract Structural inequities and lack of resources put vulnerable refugee communities at great risk. Refugees flee their country of origin to escape persecution and flee from war, famine and torture. Resettled refugee communities become particularly vulnerable during times of crisis due to limited English proficiency and poor social determinants of health (SDOH), which create barriers to attaining and sustaining health and wellbeing for themselves and their families. The purpose of this case study was to evaluate SDOH among a refugee community in the Southeastern United States. We surveyed the community twice during a 1-year period to assess various elements of SDOH. Among a primarily African and Southeast Asian refugee community, 76% reported difficulty paying for food, housing and healthcare during the first round of surveys. During the second round of surveys at the beginning of the Coronavirus pandemic, 70% reported lost income; 58% indicated concern about paying bills. There was little change during the 12-month study period, showing that SDOH are an enduring measure of poor health and wellbeing for this vulnerable refugee community.

Complex engineering problems involving social issues, such as this case study, benefit from the use of Integrated Transdisciplinary (TD) Tools (ITDT) to effectively and efficiently address the design questions related to them. The integrated use of TD Tools such as Kano Analysis, KJ Diagrams, Critical to Quality (CTQ), House of Quality (HOQ)/Quality Function Design (QFD), Theory of Inventive Problem Solving (TRIZ), Axiomatic Design (AD), Interpretive Structural Modeling (ISM), and Design Structure Matrix (DSM) through an end-to-end unique design process leads to innovation and elimination of design conflicts for especially complicated design problems. The objective of this study is to examine the design of temporary refugee housing using integrated TD tools mentioned above. This research concludes that the use of the ITDT approach provides an innovative, decoupled design.

Iraqi refugees in Lebanon are vulnerable to food insecurity because of their limited rights and fragile livelihoods. The objective of the present study was to assess household food insecurity among Iraqi refugees living in Lebanon, almost 10 years after the invasion of Iraq. A representative survey of 800 UN High Commissioner for Refugees-registered refugee households in Lebanon was conducted using multi-stage cluster random sampling. We measured food insecurity using a modified US Department of Agriculture household food security module. We collected data on household demographic, socio-economic, health, housing and dietary diversity status and analysed these factors by food security status. Hb level was measured in a subset of children below 5 years of age (n 85). Weighted data were used in univariate and multivariate analyses. Among the Iraqi refugee households surveyed (n 630), 20·1 % (95 % CI 17·3, 23·2) were found to be food secure, 35·5 % (95 % CI 32·0, 39·2) moderately food insecure and 44·4 % (95 % CI 40·8, 48·1) severely food insecure. Severe food insecurity was associated with the respondent's good self-reported health (OR 0·3, 95 % CI 0·2, 0·5), length of stay as a refugee (OR 1·1, 95 % CI 1·0, 1·2), very poor housing quality (OR 3·3, 95 % CI 1·6, 6·5) and the number of children in the household (OR 1·2, 95 % CI 1·0, 1·4), and resulted in poor dietary diversity (P< 0·0001). Anaemia was found in 41 % (95 % CI 30·6, 51·9) of children below 5 years of age, but was not associated with food insecurity. High food insecurity, low diet quality and high prevalence of anaemia in Iraqi refugees living in Lebanon call for urgent programmes to address the food and health situation of this population with restricted rights.

Recently, an increasing number of refugees originating from non-neighbouring countries have arrived in Bangkok seeking asylum at UNHCR. As Thailand does not recognize their refugee status and by so their human rights guaranteed in the Declarations of Human Rights, this group of people, referred to as urban refugees, remain in Bangkok illegally during the application process and until possible resettlement. This study examines how restrictions of their human rights, such as absent of fear of arrest, right to work, access to proper housing, education and health provisions, and a prolonged application process affect the physical and mental health of urban refugees. Data are gathered from semi-structured interviews of 53 Pakistani refugees and officers at organisations working with refugees. Depression and declining physical health are common complains while refugee children fail to enrol in formal education. Considering the lack of support for a human rights dialogue in the Thai society it is recommended that a more pragmatic approach, not employing a human rights narrative, is applied to promote the living conditions for urban refugees living in Bangkok.

AbstractThe contribution of this paper is to analyse statistical data to assess whether homelessness among people who have recently been granted refugee status in England is concentrated amongst particular groups of these refugees. The methodology was quantitative analysis using logistic regression of the Home Office’s Survey of New Refugees (SNR), which they carried out in 2005-7. We tested the relative role played by pre-migration demographic factors, post-migration life experience factors, and government immigration policy in accounting for patterns found, and drew on literature to interpret the meaning of our statistical results. Our analysis clearly suggests that refugee and asylum policy contribute to homelessness among newly-recognised refugees. This interpretation is supported by the qualitative evidence from services providing assistance to refugees, and evidence put to the All Party Parliamentary Group on Refugees (2017). Action to address the housing problems of refugees moving on from accommodation provided for asylum seekers should be considered a high policy priority, albeit that associations between homelessness, household size, and age also present intervention opportunities.

Abstract Purpose Refugees often live in confined housing conditions with shared kitchen and sanitary facilities, rendering susceptible to communicable diseases. We here describe the outbreak, spread and self-limiting nature of a norovirus outbreak in a German refugee camp in the winter of 2015. Methods During a norovirus outbreak, data on clinical symptoms, nationality and living conditions was obtained in a refugee camp in northern Germany in the winter of 2015. Furthermore secondary data on norovirus outbreaks in 2015 was assessed. Results Amongst n = 982 refugees, n = 36 patients (3.7 %) presented with acute norovirus gastroenteritis. The vast majority of cases were children, only the first patient was admitted to the hospital. Intensified hygiene measures were implemented on day 2 of the outbreak, but new cases peaked on day 21 and occurred until one month after the first case. Different cultural backgrounds, eating habits and hygiene standards amongst the refugees made it particularly challenging to implement stringent isolation and hygiene measures. Despite these predisposing factors, only minor norovirus outbreaks were reported in refugee camps in 2015. Conclusion Adults refugees had a low attack rate of symptomatic norovirus infection, while small children are at high risk. Infection spreads despite hygiene measures and camp sites and staff should be prepared for the particular challenges of such situations with a particular focus on cultural-background specific implementation of hygiene measures.

Successful integration of newly arriving refugees requires the engagement of the receiving community and active facilitation of integration through provision of employment, access to housing, and protection of basic rights. Understanding how local entities effectively facilitate integration is important for policymakers and scholars interested in identifying best practices and replicating outcomes. This study examines the integration outcomes of refugees who participated in a vocational hospitality training program in Chicago, Illinois between 2008 and 2012. In particular, we explore the integration experiences—using employment, housing, and homeownership—of Bhutanese origin refugees who represented the largest country of origin group in the hospitality course. We find that the Bhutanese refugees who participated in the course had high rates of homeownership, stable employment, higher wages and experienced socioeconomic upward mobility—positive indicators of integration. In our analysis, we identify three reasons the program is successful in facilitating integration: a practice of selective enrollment, active employer engagement, and informed industry selection. Importantly, our findings suggest a positive benefit for employers in addition to refugee employees.

This article deals with the policy of the Justice and Development Party (JDP) in Turkey with regard to Syrian ‘refugees’. Initially referred to as ‘guests’, they were subsequently granted the official status of ‘temporary protection’. The article also covers efforts to incorporate the Syrians into some areas of Turkish society (the job market, healthcare, citizenship, the housing market, social prominence and marriage relationships). It is argued that the JDP's policy towards the Syrians is based on ideological–sectarian reasons. It also contends that Turkey has struggled to deal with the mass influx from Syria into Turkey, since it did not have the proper legal infrastructure to deal with mass refugee influxes. This has rendered the management of the refugees' stay in Turkey problematic and confused. This study provides a novel contribution to the study of the Syrian refugee issue by scrutinizing the JDP's nation-building project and the partial integration of Syrian refugees into Turkish society as an unexpected result of this policy.

In the context of the massive refugee influx from Ukraine to its European neighbouring states over the last months, this update reflects on the experiences of two international exchanges led by HOUSE-IN: a JPI Urban Europe-funded project that deals with challenges at the housing-integration nexus. The exchanges revealed the impacts of this forced migration at the intersection of housing and integration in several European cities. The update analyses the civic and temporal nature of responses to this refugee movement, which have challenged major assumptions about practices of settling and integration under uncertainties of war, as well as those around access to housing and support.

In 1919 Ernst May became the head of rural housing for the province of Silesia in eastern Germany. Silesian agriculture had long suffered from rural flight. The situation worsened in 1922 when the partition brokered by the Allies brought chaos in the mining industry and a flood of refugees. As head of the provincial stabilization effort called interior colonization, May was in charge of settlement programs to aid three constituencies of special concern: the farmworkers, the miners, and the refugees. Between 1919 and 1923, Germany's national rural housing effort employed a contradictory strategy of modernization set within corporative ideology, a "third way" that trumpeted a quasi-feudal social order as a path to political accord. May's Silesian work chronicles the impact of Modernism and corporatism on early Weimar housing: his settlements for farmworkers and miners celebrated their unique cultural traditions, while he experimented in rationalization techniques to increase housing production and reduce costs. With corporatism's decline after Germany's return to economic stability in 1924, modernization was increasingly accepted as an unalloyed virtue, and the veil of corporatism lifted. In 1924, challenged by the circumstances of the refugee housing program just at the moment the corporative compromise came to an end, May engaged in a series of experiments in polychromy, prefabricated construction, mass production, and standardization that reflected a more purely modern approach to the housing problem.

Personal networks can be both enabling and constraining in inclusion practices. This study focuses on the contribution of a particular neighborhood initiative for refugees in Amsterdam. Earlier studies have shown that in the specific context of the Netherlands’ welfare state, institutional or citizen initiatives can constrain the actual inclusion of refugees. These studies argue that good intentions do not necessarily lead to inclusion because hierarchal relations reproduce subtle exclusionary structures that limit refugees’ inclusion as equals. Yet, building social contacts with locals is essential for inclusion. This article shows the simultaneous presence of inclusion and exclusion by engaging with narratives from Syrian refugees participating in a six‐month housing project initiated in an Amsterdam neighborhood. Residents and volunteers shared responsibilities for organizing daily life in the project. The result was an unexpected combination of Granovetter’s weak and strong ties, what we call “hybrid ties,” that were embedded within neighborhood dynamics and networks. Despite occasional clashes in expectations, this community‐based housing project enabled specific forms of personal relationships (through hybrid ties) that were essential in refugee participants’ later inclusion in the Netherlands.

Within times of social, economic, and environmental crises, shelter and housing become intertwined with issues of forced migration and nomadic living. Since 2015, hundreds of thousands of people from Africa and the Middle East, have risked their lives crossing the Mediterranean Sea in attempt to evade conflict and exploitation, while searching for safety and stability. This movement has been framed by European governments through the lens of ‘crisis’, and thus has received different approaches as a response. Among them, some have been paternalistic in nature, some hostile, while others solidary. This article investigates City Plaza, a solidary approach to refugees, which proposes radical housing solutions for migrant populations through the occupation of vacant urban spaces. City Plaza is a self-organized collective housing hosting both refugees and activists squatting in a vacant hotel in downtown Athens, Greece. It offers a housing solution in the urban center as a counterexample to the state and NGO’s approaches of remote camps. The goal of the article is not only to present this case study as a solidary story to current refugee narratives, but to investigate critical spatial characteristics influencing the initiative. The case presented is part of a series of ethnographic case studies that investigate spatial patterns of collective sharing culture practices as everyday alternatives to capitalism and uncover ways through which space can enable and support them. The case studies follow an interdisciplinary research framework for studying spatial patterns of sharing culture, drawing concepts and methods from social sciences and theories of practice, architecture, urban design, and planning. Data are collected through interviews, documents’ review, spatial documentation, and mapping. The qualitative data analysis offers insights to the initiative’s history, structure, challenges, context, and value, but most prominently offers findings on key spatial characteristics that have shaped it.

In response to refugees’ social marginalisation and lack of appropriate housing, homestay programs have emerged as a new approach to refugee accommodation. However, caring relationships between asylum‐seekers and refugees and locals are prone to reproduce power imbalances. As a countermeasure, flatshares initiated by the organisation Refugees Welcome are created within a three‐fold network of hosts, social workers, and volunteers. The volunteers serve as intermediaries and provide refugees with personalised support to become more rooted in society. Drawing on ethnographic fieldwork and thirty in‐depth interviews with hosts, refugees, intermediaries, and social workers in Catalonia (Spain), this article explores the responsibilities and struggles of intermediaries in the hosting networks. Results show that intermediaries give refugees and hosts a sense of security during the flatshare and keep social workers informed, yet their role varies considerably.

Since late 2015, the authors have studied the refugee crisis in Europe. In this article, we analyze local factors that are significant for urban planning to include in an integration plan through case studies in three cities in Germany. We have chosen to study Germany because of the country’s touted Willkommen Kultur (welcome culture), which was prompted in large part by Chancellor Angela Merkel’s “Flüchtlinge Willkommen” (“refugees welcome”) stance. Now, three years after Chancellor Merkel’s declaration to the world, although international and national policies set many parameters for refugee integration, responses to the uncertainty of the situation are fundamentally informed by local contexts. Germany has adopted a policy of distributing refugees to communities throughout the country according to the so-called “Königstein Key”, which sets quotas for each state according to economic capacity. We have selected case study cities and a county that are at different scales and regions: Borken in Hessen (13,500 people), Kassel County (200,000), and Essen, a larger city (600,000). Here we investigate the ways in which German citizens and refugees interact and integrate, with a focus on the social-spatial aspects of refugee experiences and the impacts on urban planning policy, urban morphology, building typology, and pattern language formation. Beyond crisis, we are looking at how refugees can and will try to integrate into their host countries, cities, and neighborhoods and start a new life and how host communities respond to refugee arrival. Urban architecture projects for housing and work opportunities that help the process of integration are part of this study. Particularly, in this article, we investigate the reality on the ground of the positive Willkommen Kultur and the high expectations and implied promises that were set in 2015 by Chancellor Angela Merkel and German society.

This study examined the relationship between housing markets and residential migration to identify if there is a housing refugee phenomenon due to an involuntary ripple effect in the Seoul metropolitan area, South Korea. The study applied Granger causality analysis and a vector error correction model. The empirical results confirmed that changes in housing market conditions cause a ripple effect in surrounding areas in the Seoul metropolitan area, and these changes are easily transmitted to the nearby Gyeonggi housing market. This study shows that intra-metropolitan residential migration may occur due to changes in housing market conditions. Additionally, the study proved that residential migration from Seoul to the nearby Gyeonggi province does not represent the pursuit of a stable residential environment, but is merely involuntary migration due to the financial burden of increased housing costs in Seoul. Finally, the study showed that there may be a ripple effect that intensifies instability in the jeonse market—a type of lease unique to South Korea—that emerged due to residential migration from Seoul. From this perspective, this study confirms that residential migration occurring in the Seoul metropolitan area is the result of an involuntary ripple effect and represents a housing refugee phenomenon.

Rates of help-seeking for mental health problems are low amongst refugee communities, despite the high prevalence of PTSD reported amongst these individuals. Research suggests that the key barriers to seeking help for psychological problems include structural barriers (e.g., unstable housing), cultural barriers (e.g., mental health stigma), and barriers specific to refugees and asylum seekers (e.g., visa status). This study examined the effect of structural, cultural and refugee specific barriers on the relationship between PTSD symptom severity and intentions to seek help from professional, social, and community sources. Data was collected from 103 male refugees and asylum seekers with an Arabic-, Farsi-, or Tamil-speaking background. Participants completed measures indexing demographics, trauma exposure, PTSD symptoms, mental health stigma, and help-seeking intentions. Path analyses indicated that PTSD severity was associated with lower help-seeking intentions indirectly via mental health stigma (self-stigma for seeking help and self-stigma for PTSD) and visa security. PTSD severity was also associated with greater help-seeking intentions from community members indirectly via structural barriers. These findings are important to consider when identifying key barriers to mental health help-seeking and developing interventions designed to increase help-seeking for psychological problems, within this group.

Disasters caused by natural and human-made hazards often result in mass-movement of populations. Within these movements, companion and production animals can have significant impacts on the internally displaced persons, refugees, and disaster managers. The humanitarian agency Sphere recently identified and highlighted the fact that animal welfare and protecting the livestock of rural communities (before and after disasters) is crucial to the survival of those disaster-impacted communities. Those who are faced with the decision to move will consider the impact and risk/benefit evaluation of housing, losing companion animals, or the loss of production animals necessary for food security and economic survival. Animal impacts also include the potential to spread zoonotic or animal transboundary diseases, raise security concerns within camps, loss of future breeding stock, feeding, housing, and maintaining accountability. Issues involved with animals and refugees in the evacuation decision process, during movement, and in ad hoc, developing, and mature refugee camps will be discussed.
