Un regard transversal permet de conclure à l'émergence d'une société civile portant l'expression d'une identité hétérogène et d'une dynamique communautaire par laquelle peut se définir l'identité « réfugié ».

Full textThis public law thesis deals with the development of the Tibetan political system in exile. The objective was to carry out a detailed research on roots texts and commentaries on law and other relevant documents passed in the Tibetan refugee community, in order to explain the functioning of the Central Tibetan Administration, which for all practical purposes functions as the Tibetan-government-in-exile, although not formally recognized as such by the world at large and in particular by the host government. This work covers the various institutions of political representation, decision-making and governance within the Tibetan Refugee Community. Considering all this elements, we reached at the conclusion that the basics fundamentals laid down by this Charter, and the substantive and procedural laws and other rules, are inevitable for the immediate and long-term functioning of the Tibetan government in exile

Full textThis thesis describes the process of making a film on the Tibetan Culture. The film-maker conducted field-work in 1980-81 for a period of eight months in a Tibetan village in Northern India. The film is based on a number of long interviews with villagers and monks, concerning social life and customs (past and present) of Tibetan refugees in India. The interviews where carried on during this period of research. The thesis deals with hall the problems involved in the making of an ethnographic film taking into account of the theoretical, methodological and practical implications. The focus of the film is a single person (a young businessman going back to Tibet for the first time) whose portrait (and journey from Katmandu to Lhasa) is a pretext and an artifice to explore and bring to light some aspects of Tibetan Culture. Methods and strategies in filming and editing are discussed at different levels and in relation to certain aspects of Tibetan Culture

Full textCan the analysis of editorials published by the Tibetan Review, a monthly Review meant for the Tibetan diaspora, be a relevant approach to the particular situation of this small refugee community, waiting for negotiations with China? To answer the question, a statistic analysis of textual data was carried out in a corpus of 96 editorials revealing a marked dichotomy China/Tibet. Then, a discourse analysis, studying argumentative strategies, led us to deal with the problems of production/reception generally posed by any message from the media. Editorials of the Tibetan Review, as persuasive discourses, make us wonder how the press can shape public opinion, a new problematics for the Tibetan community who "discovered" belatedly, once in exile, what democracy and the media are as well as the part they play in political life. So editors of the Review have acted as pioneers and their highly ideological writings that reveal a system of social representations based on culture, contribute to strengthen the group identity. Thus, the Tibetan Review appears to be, like other diasporic media, a link between the community members which is likely to keep alive the conscience of ethnic identity and the sense of struggle among readers and, at the same time, can preserve the diaspora survival. Through the editorials of the Tibetan Review, the life of the Tibetan refugees is gradually revealing itself in the eyes of the analyst
