Full textToday, the african continent has almost liberated itself from the bondage of colonialism. However, it is only beginning to win over freedom for its suffering peoples. Colonialism has given to its colonies a mixture of good and bad things, i. E. New educational systems, methods of management and governments undissociable from modern states. But, it has also generated the frustration of local cultures. At the time of independence, no virtual nations nor institutions existed as such. With regard to political movements that had accelerated the accession to independence, their objective was negative. They did not express the idea of building lasting societies nor the ambition of promoting such projects. Their main objective was to conquer and consolidate their power through the executive and they started using intimidation. On behalf of the peoples, new political elites without any constraints took over its political power, its rights and abilities. At that point, no one could suspect how ironical and tragical the future would be. After being mobilized for the struggle towards independence, the peoples found themselves demobilized due to the fact that their participation was not requested. Ever since thein, those in power, under the cover of official functions, only took care of their personal interest. Feeling exluded then, the military precipitated the "coups d'etat". The objective of this study is to demistify the promises made and bring solutions to the actual crisis

Full textIn REDOX flow batteries, liquid electrolytes are used to convert chemical energy into electrical energy and vice versa for energy storage. However, the storage capacities of this type of battery depend on the concentration of the REDOX elements, in turn influenced by the element solubility, which is generally low. Our work is part of the ANR V-S-L project, which aims to improve the storage capacities of vanadium REDOX flow batteries using liquid electrolytes charged with solid vanadium salt. In addition, to achieve a more conductive electrolyte, highly conductive carbon black nanoparticles are added. Under these conditions, the electrolyte is no longer a dilute solution flowing easily as a simple fluid (water, honey, etc.) but a yield stress fluid whose behavior is essentially driven by the colloidal interactions between carbon black particles. Our objective is therefore to understand and describe the rheological behavior of aqueous carbon black suspensions loaded with vanadium salt, replaced in our study by glass beads. We first studied the carbon black suspensions alone. Standard rheometry experiments and local rheometry experiments under MRI (Magnetic Resonance Imaging) allowed us to precisely characterize the liquid regime and the solid-liquid transition of these suspensions. The study of their solid regime showed us the need to further the properties of yield stress fluids in general in their solid regime. For this, we have put in place original methods and procedures (superimpositions of oscillation on creeps, creeps then recoveries) which we first applied to several model yield stress fluids. Thus, we observed a generic elastoplastic behavior in the solid regime for which we proposed a single parameter model making it possible to describe the strains as a function of the stress. We then applied to carbon black suspensions the same procedures, which revealed a singular behavior of stiffening under deformation in their solid regime. Finally, the study of the glass beads mixture in the carbon black suspensions permitted to observe rather an early divergence in the yield stress and the elastic modulus with glass bead concentration, unlike the grain dispersions in the model yield stress fluids. By the way, we specified the flow behavior of two polysaccharides with unique rheological behavior for macromolecules: gum Arabic used to disperse hydrophobic carbon black in water and xanthan gum

Full textThe geography of the Black Sea never was the most suitable to apply unconditionally the principle of free navigation. During centuries, it was, and still remains, under specific rules due to the particular strategic geopolitical importance of this region. So the navigation regime in this region is the adaptation of the principle of free navigation to it s specifics, which explains the almost permanent reviewing of the established regime. Among several international agreements, only the Convention of Montreux appeared to be most sustainable, but even in this case the geography of the region seems to weaken it nowadays. The Thesis reveals this frailty and shows that navigation on the Black Sea encounters the same problem. Consequently it shows the need to fill the juridical gap coming from the lack of rules of security and of environment protection in the Convention of Montreux, as in the regime of navigation of the Black Sea. The comparative study of the internal law of each of the waterfronts States and of the texts with regional focus points out as well the measures taken by the concerned States, but also the problem of adaptation of the regime of navigation in this region according to the current requirements of international law of the sea, especially concerning the security of navigation and the protection of marine environment

Full textSince the introduction of radio and television in French-speaking black Africa, in the late 1950s, both media were subjected to an absolute state monopoly. It's only from 1990 onwards, subsequent to socio- political changes that many African States introduced a kind of pluralism in the media sector. This pluralism often results from a semi or complete liberalization of media. But this situation in not universal. Thus, in Ivory Coast, the example we selected to study in-depth, if the legislator has passed this laws providing for the possibility of setting up private radio and television channels, this always occurs in a system of state monopoly which was simply adapted. Hence, in this country the media are subjected to the system of concession of public service, unlike countries, which proclaimed the freedom of communication and where the radio and television are operated under an authorization status, more protective of freedom. .

Full textThe study of predator diets is widespread in ecology although observing and documenting foraging habits of predators remains challenging. Our ability to document the diet composition of predators largely determines our understanding of predator-prey interactions as well as of the structure of food webs. My Ph.D thesis focuses on the ecology and diet of the wolf (Canis lupus) and black bear (Ursus americanus) in northern Québec and Labrador over the ranges of migratory caribou (Rangifer tarandus) of the Rivière-aux-Feuilles and Rivière George herds. Even though our understanding of anthropogenic impacts on populations of migratory caribou has progressed in recent years, caribou contribution to the diet of its main predators as well as the role of predation on the population dynamics of caribou herds remain mostly unknown. The first part of my thesis focuses on the complementarity of different approaches of diet reconstruction in a free-ranging context. I then took advantage of that complementarity to determine the diet of caribou predators. My work shows that the local and seasonal abundances of caribou are key factors explaining their contribution to the diet of each predator, especially for wolves. Both wolves and black bears showed great flexibility in their feeding habits taking advantage of spatial and temporal variations in the diversity and abundance of food sources. Such variability argues that caribou-predator interactions should be regarded independently and as dynamic components for each herd in order to account for the relative abundance of caribou as well as that of other food sources. My thesis also provides a new perspectiveon the ecology and the role of black bear in the food web of eastern North America by providing the first evidences of the importance of animal-based food sources in the diet of black bears in the harsh northern habitats of Québec. Although wolf-caribou and bear-caribou interactions have been widely studied, my work offers a new perspective by contrasting these interactions at the scale of two herds with distinct abundances. Finally, my work improves our understanding of caribou-predator relationships by shedding light on the contribution of migratory caribou to the diet of both predator species and provides a detailed perspective on the structure and dynamics of the food web in northern Québec and Labrador involving those species.
