Abstract:
This paper reports on preliminary findings of a novel program piloted in 2010 to address rural mental health workforce shortages. The program involved exposing allied health and nursing students from rural backgrounds studying in Melbourne to mental health service employment opportunities in Gippsland. A longitudinal study is underway to evaluate the effect and outcomes of the program and includes surveying participants’ interest in rural mental health work through an online questionnaire immediately prior to and following the program; and surveying career decisions at 6 months and yearly intervals. Paired sample t-tests were used to analyse participants’ level of interest in rural work (pre-event 4.67 (1.50); post-event 5.93 (0.96); P = 0.001), career in a rural setting (pre-event 4.67 (1.63); post-event 5.67 (1.23); P = 0.006), mental health work (pre-event 4.73 (1.39); post-event 6.07 (0.80); P < 0.000) and rural mental health career (pre-event 4.73 (1.33); post-event 5.80 (1.21); P = 0.002). These findings indicate a significant increase from pre- to post-event and are supported by strong effect sizes suggesting that the program had a significant effect on participant interest in rural mental health work. Longer-term evaluation will determine whether the program influences participant career decisions and thereby addressing mental health workforce shortages in Gippsland. What is known about the topic? Despite the ongoing challenges that regional and rural mental health services face recruiting and retaining mental health professionals, there is a lack of evidence available to inform rural mental health workforce recruitment strategies. What does this paper add? This paper describes a novel recruitment initiative and preliminary data from a longitudinal evaluation program. The initiative targets allied health and nursing students with rural backgrounds who are studying at a large urban centre (Melbourne). What are the implications for practitioners? This study provides a potentially successful recruiting tool for mental health sector policy-makers and managers which will be evaluated over the long-term.

Abstract The aim of this paper is to present the need for changes of geodetic-legal procedures for the cadastre and real estate management. This problem was analyzed both in theoretical and practical terms. In order to better present the analyzed technical and legal procedures, a study of several cases of surveying documentation was made. On their example the problems associated with the surveying services were shows and the formal and legal procedures, on the basis of which described surveying works were done were verified. The problem presented is current and valid not only for the comfort of the surveyor's work, but also from the point of view of the structure and modernization of the real estate cadastre, constituting the backbone of the real estate management. The article emphasized the need to unify the databases of state registers and the digitization of the National Geodetic and Cartographic Resources (PZDGiK). Research has shown that despite the continuous changes of legislation, there are still many shortcomings and gaps, which often complicate the surveying works. The surveyor must analyze and verify all materials he uses, including those obtained from the Centre of Geodetic and Cartographic Documentation (ODGiK). The quality of the geodetic and cartographic elaboration depends largely on the work of the Centre of Geodetic and Cartographic Documentation. The need of modernization of the Land and Buildings Registry, which acts as a cadastre in Poland, has been demonstrated. Furthermore, the unification of data used as reference systems both for plane coordinates and elevation has been proposed.

Satellite-based navigation techniques have revolutionized modern-day surveying with unprecedented accuracies along with the traditional and terrestrial-based navigation techniques. However, the satellite-based techniques gain popularity due to their ease and availability. The position and attitude sensors mounted on satellites, aerial, and ground-based platforms as well as different types of equipment play a vital role in remote sensing providing navigation and data. The presented review in this paper describes the terrestrial (LORAN-C, Omega, Alpha, Chayka) and satellite-based systems with their major features and peculiar applications. The regional and global navigation satellite systems (GNSS) can provide the position of a static object or a moving object i.e., in Kinematic mode. The GNSS systems include the NAVigation Satellite Timing And Ranging Global Positioning System (NAVSTAR GPS), of the United States of America (USA); the Globalnaya navigatsionnaya sputnikovaya sistema (GLObal NAvigation Satellite System, GLONASS), of Russia; BEIDOU, of China; and GALILEO, of the European Union (EU). Among the initial satellite-based regional navigation systems included are the TRANSIT of the US and TSYKLON of what was then the USSR which became operational in the 1960s. Regional systems developed in the last decade include the Quasi-Zenith Satellite System (QZSS) and the Indian Regional Navigation Satellite System (IRNSS). Currently, these global and regional satellite-based systems provide their services with accuracies of the order of 10–20 m using the trilateration method of surveying for civil use. The terrestrial and satellite-based augmented systems (SBAS) were further developed along with different surveying techniques to improve the accuracies up to centimeters or millimeter levels for precise applications.

The Central Forecast Office Headquarters (CFO) in Bracknell has a number of national and international functions including a co-located World Area and Regional Area Forecast Centre in support of the International Civil Aviation Organization (ICAO). The CFO is also a Regional Meteorological Centre within the World Meteorological Organization (WMO) and a National Meteorological Centre for the United Kingdom. The CFO receives considerable support from an operational numerical prediction model. There are two versions of the model: a global version has a horizontal resolution of about 150 km and is used to produce forecasts up to 6 days ahead twice daily from 0500 GMT and 1200 GMT starting conditions with results available by 0500 GMT and 1700 GMT, respectively. A regional version of the model has a horizontal resolution double that of the global version and is limited to the area bounded by 80° W –40° E, 30° N – 80° N, with the lateral boundaries updated by interpolations from the global model. The regional model is used to compute forecasts up to 36 hours ahead twice daily, with results available by 0300 GMT and 1500 GMT. The fine-mesh model is used mainly to provide detailed forecasts of precipitation, cloud, surface winds and temperatures, which are better specified on relatively small horizontal grids. Physical and sub-grid scale processes are parametrized in the numerical model.

This article presents the results of research and development of an innovation ecosystem for for-profit medical services provided to residents of the Kaliningrad region at the medical centre of the Immanuel Kant Baltic Federal University. These services contribute to the sustainable development of regional healthcare in line with the current green growth trends. A universal model of an ecosystem for providing medical services to residents of a region is proposed, along with a model for a platform ecosystem of a university medical centre. The desk and field marketing research enabled the first stage of ecosystem creation – the formation of the value proposition, which is the provision of “complex case” medical services. This approach to medical care will preserve regional human resources and encourage residents to pay more attention to their health, the environment, and natural resources. Another positive result will be harmonising the environmental needs of society with global trends in sustainability and green growth.

Abstract:
Access to abortion services is often severely limited in parts of regional Australia, including north Queensland. In December 2005 one of the authors made a joint application to the Therapeutic Goods Administration (TGA) for approval to prescribe and supply the drug mifepristone (RU486) for the purpose of induced abortion. This was successful, and to date 10 medical abortions using a combination of mifepristone and misoprostol have been carried out. Clinicians at the Cairns Sexual Health Service have been unable to prescribe mifepristone, but since April 2006 have been using a combination of methotrexate and misoprostol to perform medical abortions up to 9 weeks' gestation. To date 16 have been performed. The mean age of patients undergoing the procedure was 25 (range 17-36) with the indications being for mental health and/or psychosocial reasons. The gestational age at abortion ranged from 4-8 weeks. One woman required a surgical abortion for an unsuccessful medical abortion. The procedure, whether using mifepristone of methotrexate, is generally well-tolerated and has been shown to be safe. The clinical outcomes will be presented in detail.

The number of patients per year diagnosed with cancer continues to increase dramatically; this growth is predicted to persist into the twenty-first century. Palliative care, working in con-junction with the family doctor, has shown that a significant and possibly cost-effective contribution to the care of these patients can be made through use of outpatient clinics and in-home service. The Ottawa Regional Cancer Centre initiated such a clinic in mid-1990; this report gives details of its first six months of operation and its first series of 25 patients. The provision of outpatient and home care services in most instances fulfilled the desires of both patient and family for a dignified and comfortable death in the patient's home.

summary In the hospital district of Helsinki and Uusimaa, 32 municipalities with one or more health centres provide primary care to their residents. Legal and organizational barriers between primary care and hospital care impede the continuity of patient care. Integrating primary and secondary care with the aid of information technology may facilitate a virtual electronic patient record, in which the viewing of images and other patient data is possible regardless of the organization that produced them. For example, in one trial, diabetic patients sent their home blood glucose measurements by modem to their health centre. Preliminary observations suggest that they could increase their glucose testing largely because they were able to transmit the results to the database and receive teleconsultations. Also, a picture archiving and communication system (PACS) has been in operation in two clinics of the Helsinki University Central Hospital for over two years and seven hospitals had become filmless by the end of 2001. A regional PACS is planned to be completed by the year 2004.

Regional Public Service Regency (RPSR) to provide services to the community without priority to seek profits, with existing data in unit Region Indra Center of West Sumatra Province has not been optimal yet in financial management, lack of the services have not standards, this study aims to evaluate the readiness of the implementation of the Financial Management Regional Public Service Regency (RPSR) at unit region Indra Centre of West Sumatera Province in 2016. This study uses qualitative study conducted in May to October 2016, with informants as much as 6 (six), data collection using indepth interview, document review and observation, analyzed by triangulation method and source. The results of the research show that the inputs are not well available yet, namely the regulations related to the implementation of the Financial Management Model of the Regional Public Service Regency (RPSR), human resources, limited budget, facilities and infrastructures are not yet eligible. In the process of substantive requirements have been eligible, technical requirements of service performance is quite good. and administrative requirements by assessing 6 documents have > 60% that is with a value of 80.3% which means the documents qualify administrative requirements. The conclusion of the study on the implementation of the Financial Management Model of the Regional Public Service Rgency (RPSR) at Unit Region Indra Centre West Sumatra, Unit Region Indra Centre is able to implement the full RPSR. Researchers suggest that it is necessary to draft the West Sumatra governor’s regulation on RPSR and complete administrative documents and improve the quality of services through improved management.

The Malaysian Quality of life Index (MQLI) has improved by 7.0 points during 1990-2000 and further to another 11.9 points from 2000 to 2010. Nevertheless, it is anticipated that the improvement in the QOL has not been uniform across the states in the country. Abstract:
This paper aims to determine the value of intermediaries’ services toward the client satisfaction in the Local Authority in Malaysia in the process of issuance and renewal of business licenses in Petaling Jaya City Council (PJCC). The mediating effect of the intermediaries between the operational issues in PJCC and client satisfaction was evaluated. A purposive sampling technique was used in this study. The findings show that there is an effect of intermediaries towards operational issues and the client satisfaction. Finally, the study highlights some recommendations that can help top management of PJCC in ensuring higher level of satisfaction among the clients.

Abstract:
This study investigates users’ expectations towards the services provided by public transportations and its relationships to customer satisfaction, loyalty and environmental factors. Additionally, it also attempts to determine the most preferred mode of public transport. The data was then analyzed using descriptive statistics and structural equation modeling (SEM). The most preferred mode of public transportation was LRT (35.8%), and monorail (28.1%). More importantly, customers’ expectations on PT services were based generally on the account of safety. Findings also indicated positive significant relationships between customer satisfactions, environment and loyalty, as well as a positive significant relationship between environmental concern and loyalty.

Abstract:

 Cultural ecosystem service has been a raising field since 2010. While interdisciplinary research teams investigate cultural ecosystem services via humanity lenses, most CES studies focus on mono-cultural settings. The study compares the Taiwanese Han-culture waterfront recreational patterns to the Ames tribal aqua-cultural habitat patterns. It suggests the community participatory mechanisms for re-vision the Danshui River ecosystems. It argues that the river ecosystem could support cross-cultural lifestyles for Ames tribes if the government officials and design-planning professions could alter their approaches of waterfront planning, design, and governance. The research sheds the light on multi-cultural environments in our global world.

The good and service tax (GST) in Malaysia was implemented in 2015 as a tax reform program to generate a stable source of revenue. This study explores the respondents’ behaviour towards GST, a week post-implementation. The partial least square (PLS) modelling was used to establish the relationship between acceptance, knowledge and feelings towards GST as well as the household quality of life. There is a positive relationship between the antecedents and the quality of life. Acceptance of GST exerts a significant relationship towards feelings and quality of life. The study concludes that Malaysians, in general, accept GST that ensures a better quality of life in the future.© 2016. The Authors. SummaryThe effect of educational activities, distance from a genetic centre, and presence of satellite clinics on the growth in genetic services in three regions served (south Alabama, west Florida and southeast Mississippi) was examined. Comparisons of growth trends between the three regions were made in the context of regional differences in clinical and educational variables. Multiple regression analyses of growth in clinical services with these variables were also performed. Results demonstrated that growth in clinical services is greatly enhanced when educational activities are offered in concert with the establishment of a satellite clinic.

New rail systems developed in many cities have received significant attention from public transportation researchers globally and regionally. One such system is the Mass Rapid Transit system in Klang Valley, Malaysia. The quality of services’ perception has been captured through the questionnaire survey. Preliminary analysis showed that passengers were satisfied and indicated a great willingness to repeat usage. Likewise, dissatisfaction was only expressed on the feeder bus system services to and from the rail stations. This research explains the rationales for the disproportionately high satisfaction levels and betterment of the support infrastructure, including the feeder services. We investigated the frequency of detection of mental disorder and referral to psychiatric services in a regional neuroscience centre. The results were compared with the expected prevalence. All in-patient referrals received in 2014 from the in-patient wards of the regional neuroscience centre and acute neurological unit were reviewed.ResultsA total of 129 ward referrals were identified; of these, 78 were from the regional in-patient neurological unit, which comprised 11.4% of the total of 679 admissions to that unit.Clinical implicationsA spectrum of neuropsychiatric conditions were recognised by neurologists, but overall rates of recognition were low. To address the problem of under-recognition, routine screening with validated assessment tools can represent a cost-effective and acceptable method to detect psychiatric disorders in an in-patient neurological setting.Declaration of InterestNone.

Particular attention was paid to the various elements defining the quality of the services offered. The key aspects and reasons for which respondents visit the centre were also determined. Both the customer’s expectations of the organiser of this form of recreation were analysed, and research was made to help understand whether the time the customers spends at the centre facilitates a positive decision regarding the participation in diving trips in larger bodies of water, with particular consideration of the Baltic Sea. Different forms of cooperation between the centre and regional authorities in terms of promoting the region were also reviewed.

AbstractIn acute stroke care two proven reperfusion treatments exist: (1) a blood thinner and (2) an interventional procedure. The interventional procedure can only be given in a stroke centre with specialized facilities. Rapid initiation of either is key to improving the functional outcome (often emphasized by the common phrase in acute stroke care “time=brain”). Delays between the moment the ambulance is called and the initiation of one or both reperfusion treatment(s) should therefore be as short as possible. The speed of the process strongly depends on five factors: patient location, regional patient allocation by emergency medical services (EMS), travel times of EMS, treatment locations, and in-hospital delays. Regional patient allocation by EMS and treatment locations are sub-optimally configured in daily practice. Our aim is to construct a mathematical model for the joint decision of treatment locations and allocation of acute stroke patients in a region, such that the time until treatment is minimized. We describe acute stroke care as a multi-flow two-level hierarchical facility location problem and the model is formulated as a mixed integer linear program. The objective of the model is the minimization of the total time until treatment in a region and it incorporates volume-dependent in-hospital delays. The resulting model is used to gain insight in the performance of practically oriented patient allocation protocols, used by EMS. We observe that the protocol of directly driving to the nearest stroke centre with special facilities (i.e., the mothership protocol) performs closest to optimal, with an average total time delay that is 3.9% above optimal. Driving to the nearest regional stroke centre (i.e., the drip-and-ship protocol) is on average 8.6% worse than optimal. However, drip-and-ship performs better than the mothership protocol in rural areas and when a small fraction of the population (at most 30%) requires the second procedure, assuming sufficient patient volumes per stroke centre. In the experiments, the time until treatment using the optimal model is reduced by at most 18.9 minutes per treated patient. In economical terms, assuming 150 interventional procedures per year, the value of medical intervention in acute stroke can be improved upon up to € 1,800,000 per year.

Purpose – Ageing and population movement from rural regions to regional centres have raised new questions regarding the value of locally available services. The purpose of this paper is to analyse the influence of individuals’ functioning status, housing arrangements and social context on services value. The authors approach the topic with the following research question: how do the personal capabilities and social spheres of rural residents influence demand for local services? Design/methodology/approach – Results are based on a postal survey conducted in southeast Finland. Data were collected using a random sample of 3,000 people from age 60 to 90 years in rural areas surrounding a regional centre. A total of 1,121 valid responses were received. Findings – The influence of individuals’ mobility on value depended on the travel distance between services and living arrangements. The authors find that subjective norms and social interactions influenced attitudes; meanwhile, the government indirectly influenced the perceived value of services. Research limitations/implications – The self-efficacy of future rural populations in adopting new services would also be a worthwhile topic. Further research should compare different living arrangements and cultures. Originality/value – The findings of this study highlight the importance of community-wide interventions. Governmental influence did not have a direct influence on perceived value of service but has significance for the subjective norm. The moderation effect, however, revealed that governmental influence is significant where community population density is high.

Abstract. The Regional Warning Centre (RWC) of Warsaw operates as the Heliogeophysical Forecasting Centre in the Space Research Centre (SRC) of the Polish Academy of Sciences. It is involved in the current collection of a large volume of data exchanged with the International Space Environment Service (ISES) and received directly from various international observatories and Polish-operated geophysical stations. From this continuous flow of data, daily forecasts are issued of space weather conditions and their influence on the performance of technological systems on the Earth and in the space environment. Special services are prepared for governmental and commercial customers, including the SRC. Software packages have been developed for the processing of data and to implement the prediction and forecast systems.

Abstract:
The post-disaster response strategy in The Netherlands is unique in that it links scientific institutes, national government and local emergency response organizations. The lynch pin is the Centre for Environmental Health which was founded by the Ministry of Health to improve post-disaster care in The Netherlands. The recently refined Dutch strategy for post-disaster response will be presented and illustrated with a few examples from recent disasters. We will focus on both the role of the Centre and the role of public health Hazmat advisors who are part of the local emergency response organization. The latter advise on the health risks of exposure to CBRN agents. One of the main objectives of the Centre is to prepare guidelines and a structure to ensure transparent and authoritative advice is given to local governments and public health services on the need and value of post-disaster care. The Centre operates a front office, available 24/7, to deliver integrated advice on public health and psychosocial care to local emergency response organizations. A network of experts with a wide range of expertise is on stand-by, whereby the characteristics of the disaster determine which experts compile the advice. The Centre also works closely with several other advisory organizations within the national emergency response organization. Three kinds of advice are delivered. Firstly, as an immediate response (usually within an hour), advice is given on the registration of victims. Secondly, usually within 24 hours, advice is given on the need and value of a health outcome assessment (HOA). Thirdly, if a HOA is decided on, detailed advice is given on its implementation. Another objective of the Centre is strengthening the unique position of regional public health services to deal with post-disaster care. The Centre produces guidelines, tools and training on demand to achieve harmonization and uniformity among these services.

The demand towards an effective and acceptable halal logistics services is timely to meet the requirement of international trade of halal products. The objective of the study is to explore the underlying determinants that are likely to influence the customer willingness to pay (WTP) for halal logistics. The study uses logit model to determine the extent of factors’ influence on the respondents’ willingness to pay. Findings of the study reveal that respondents are willing to pay for halal logistics, due to the demand and cost towards halal logistics services. Result of this study facilitates the establishment of an efficient and realistic halal logistics policy requirement in Malaysia.

Abstract. The knowledge on climate variability in parts of Southern Africa is limited because of the low availability of historic and present-day ground-based observations (Niang et al., 2014). However, there is an increased need of climate information for research, climate adaptation measures and climate services. To respond to the challenges of climate change and related issues, Angola, Botswana, Germany, Namibia, South Africa and Zambia have initiated the interdisciplinary regional competence centre SASSCAL, the "Southern African Science Service Centre for Climate Change and Adaptive Land Management". As part of the initiative, Germany's national meteorological service (Deutscher Wetterdienst, DWD) cooperates with the meteorological services of Angola, Botswana and Zambia in order to improve the management and availability of historical and present-day climate data in these countries. The first results of the cooperation between the German and the Angolan Meteorological Services are presented here. International assessments have shown that improvements of the data management concepts are needed in several countries. The experience of this cooperation can therefore provide hints for comparable activities in other regions.

Government policies and community expectations in Australia continually lead to calls for healthcare change. These changes are often met with resistance from clinicians and managers. Making change happen requires consideration of the way policies, culture, context, shared vision and leadership can drive or impede change. This reflective case study critically investigates one change process; the evolution of a Sub-acute Ambulatory Care Services (SACS) program in an Australian regional hospital over a 3-year period. The new Community Rehabilitation Services (CRS) program evolved from a merger of Centre and Home Based Rehabilitation (CBR and HBR). Hospital amalgamations, closures and privatisation, and the Department of Health policy relating to SACS, ambulatory care and rehabilitation were some of the key elements explored in this paper. What is known about the topic? Healthcare is an industry constantly focussed on improving services and care to patients. There has been a lot written about change management in healthcare. Change can be difficult to implement and is a dynamic phenomenon. There are many factors which can assist or hinder change. What does this paper add? This reflective case study outlines the change process in this particular regional healthcare setting context within a multidisciplinary team. This paper adds to the body of knowledge by considering the influences of the unique history and culture of the setting, and the complex interrelated nature of factors which can affect change. What are the implications for practitioners? Healthcare service managers need to understand that the change process is complex and can be confusing. Government policy constantly drives change in this industry to improve patient care, but how an organisation works through this is unique to the setting. One size does not fit all, and understanding the organisation, staff, culture and having a vision at that point in time is an essential prerequisite. Any change requires working with people who need time to adapt, up skill and learn new processes and procedures. Reanalysing the change process and being flexible during the journey can assist in reaching the desired change outcome.

Project Financing Initiative (PFI) projects require the private sector to invest an enormous amount of capital for the development of public projects. The private sector has to seek cost-effective financing sources for their survival in the long-term concession. Conventional financing uses widely; however, Islamic financing promises better financing through profit and loss sharing. This paper reviews financing preferences for PFI projects and the factors influencing the choice of funding. An ageing population is a public health challenge, affects most countries. Health screenings are able to detect diseases at the earliest stage. A cross-sectional study in December 2014 conducted among 643 older women who randomly interviewed using structured questionnaire from two urban governmental health centres in Malaysia. Aims of the study were to describe health screening services behaviour and health care accessibility among women aged 50 and above. Factors such as living arrangement and age played important roles in health screening execution among older female community dwellers. The aim of this paper is to introduce a method of identifying and assessing the ecological characteristics and anthropogenic factors of small urban parks. We developed a framework that combined structured observation and field measurement. The method suggests an integrative assessment that is practical and understandable to the park planners and managers to enhance small parks to support overall urban biodiversity and ecosystem services.
