Abstract:
Purpose – This paper aims to examine the methodology used to identify clusters on the one hand and assess the economic impact that those may have on regions on the other hand. Design/methodology/approach – The influential work on “clusters”lead by Michael Porter since the 1990s has become a tool for promoting innovation and growth at national and regional level. Even if the theory has become very popular, a few empirical investigations were conducted since. In a recent study, Delgado, Porter and Stern developed a model to investigate the impact of cluster composition on the performance of regions in the USA. They find strong evidence that industries operating in a strong cluster environment perform better. The aim of this study is to improve the methodology used in evaluating the cluster environment and then to replicate their model and apply it to a highly competitive industry in Switzerland, namely, the precision goods sector. It enables to look closely at the importance of the microeconomic environment surrounding an industry at the regional level. Findings – In Switzerland, the precision industry forms a traded cluster in three different regions. The model then reveals that those regions perform better. The results show that industries located in or nearby regions with a strong cluster environment experience higher employment growth rates. Originality/value – It highlights the importance of the microeconomic environment even in small competitive countries.

Abstract:
Many countries is developing in the context of a multitude of global trends and challenges that noticeably change the “picture” of the world, positions, interests and opportunities of various players. An important role in the formation and change of this “picture” belongs to the sphere of science, technology, and innovation. Over the past 20 years, the European Commission has paid attention to the development of cluster policy. Today stands out several trends in the development of European cluster policy. In our opinion, economic activity in clusters tends to concentrate in certain areas, thus, clusters contribute to regional development and overcoming economic imbalances. Studying the accumulated European experience in the field of cluster initiatives and current trends allows us to identify the advantages and disadvantages of the existing mechanisms for the formation of Russian clusters. The article analyzes the Russian experience in the implementation of programs for the development of pilot regional innovation clusters and formulates signs of their sustainability.

Abstract:
Currently, the development of the spatial and economic organization of economic management is due to the emerging opportunities for economic growth of the regions. The relevance of effective cluster policy is mainly related to the transition of the Russian economy to innovative development. An analysis of the main economic indicators of Russia's development in 2021 indicates the country's transition to economic growth, which is based on the development of territorial clusters that unite scientific and educational institutions, business, and authorities. According to the Russian Cluster Observatory of the National Research University “Higher School of Economics”, there are currently 26 innovative territorial clusters in Russia, as well as more than 125 industrial clusters, which employ more than 1000 companies with a total number of employees over a million people. The development of the cluster policy of the state was discussed in the works of A. V. Babkin, E. A. Golyashina, G. R. Khasaev, V. V. Chekmarev and others, the regional aspect of the cluster policy was analyzed by L. G. Batrakov, Yu. G. Lavrikov, L. S. Mokin and others, the issues of improving the complex based on the development of regional industrial clusters are reflected The goal of many studies was to develop a mechanism for cluster development, in particular on the basis of multichannel investment. Important problems of cluster policy development in the regions are: identification of factors of competitive advantages of regional clusters; increasing industrial production indices as a tool for effective cluster policies; Evaluation of effective cluster development; implementation of the “triple spiral” model in the regions.

Abstract:
This article is devoted to the study of economic and geographical approaches to cluster identification at the regional level. Most modern research on the identification of regional clusters is aimed at studying economic aspects, almost completely ignoring geospatial factors. The aim of the research is to analyze economic and geographical approaches to the identification of clusters at the regional level, taking into account the problem of variability of area units. The subject of the research is the study of approaches to the identification of clusters at the regional level. The study used such methods as: comparative, statistical, descriptive, systemic, analysis and synthesis. Research hypothesis. Identifying methodological limitations of cluster identification methods at the regional level in the context of economic and geographical approaches will allow a more comprehensive consideration of the cluster potential of the territory, determine the confidence interval and identify cluster structures at different levels of aggregation. The statement of basic materials. This article considers economic and economic-geographical methodological approaches to the identification of regional clusters (model of intersectoral balance, multi-sector analysis, localization and specialization coefficients, Ellison-Glaser index, Duranton-Overman method of the smallest distances, Propulsive indicators, etc.); the classification of methods of identification of regional clusters which take into account aggregation of territories is given; the technique of primary estimation of cluster potential of the territory and typology of industries on a parity of regional and branch conditions of development is offered; the index of spatial clustering is analyzed. The originality and practical significance of the research is due to the geospatial factors of clustering (MAUP) in the identification of regional clusters, which allows to determine the geographical boundaries and the unique clustering threshold for clusters at different levels of aggregation. Analysis of economic and geographical approaches to the identification of regional clusters taking into account the geospatial aspects of clustering allows to determine the degree of concentration / dispersion at certain intervals of distances with justification of clustering thresholds at different levels of aggregation. Conclusions and perspectives of further research. The economic-geographical approach to the identification of regional clusters, in contrast to the economic one, takes into account the MAUP factor, which allows to use it at different levels of aggregation and to determine geographical boundaries and a unique clustering threshold. However, further research is needed on methods for identifying regional clusters in order to develop an integrated approach that will take into account as many factors as possible and allow the most accurate identification of potential cluster formations.

The article analyses problems of cluster’s formation in Lithuania. The reasons why clusters in Lithuania are evolving slowly are described in this article. Also cluster’s development process in a logical sequence is submitted. The article accented that the Lithuanian cluster’s policy principles should assess the specific Lithuanian conditions, the positive foreign experience and strategic objectives of competitiveness.Lithuanian status of fisheries sector is estimated. Also the main problems in this sector are named: complexity of management, decreasing of fishing quota, shorter season of cod fishing, economic problems. The article made assumptions that the clustering process should ensure more sustainable development of the sector, a new operational quality creating the ability to compete at lower prices and innovation. Also it was emphasized that clustering processes should assess such factors as: sector’s culture, competitive opportunities and sustainable development of the region.During formation of this cluster it is recommended to assess the fisheries sector as the component of Lithuanian maritime economy. Lithuanian maritime cluster should be developed allowing for common features inherent in clusters, assessing sustainable development principles of the sector. In this way Lithuanian maritime cluster combines not only the fisheries sector but also the activities characterized by Lithuanian maritime economy.

Abstract:
Clustering of the economy of individual territories determines the most effective integration their into the world economic system, makes it possible for the accumulation and optimal use of resources from the point of view of global trends, contributes to the efficiency of state industrial policy. Clusters have become one of the main driving forces and determinants of regional competitiveness, the effectiveness of which is confirmed by world experience. They make it possible to increase the competitiveness not only of their enterprises, but also of specific industries within the region, as well as to expand the introduction of innovations, reduce transaction costs, develop and strengthen the relationship between business, science and the state. The resulting synergistic effect of creating a cluster is not only to increase the efficiency of its work as a whole in comparison with the efficiency of individual participants, but also to mutually strengthen the competitive position of both industry production and its home territory. The content characteristic of the concept of “economic cluster of the region”, which distinguishes the author’s approach from other well-known scientific approaches by the fact that as part of regional clusters, a special kind of them can be distinguished-an economic cluster of small enterprises, which is a localized and geographically concentrated group of small businesses, interconnected and complementary to each other, has been clarified in the article. In the center of cluster education are one or more large and stable in their development enterprises, that provide effective demand, have common (similar) economic interests, a common development strategy aimed at activating the activities of small enterprises in the region.Small enterprises, that are part of the regional economic cluster can provide the region with a higher level of production efficiency and competitiveness in comparison with other non-systemically organized economic structures.

Abstract:
In this paper, we examine the modern cluster theory and the specific features of regional innovation clusters as complex adaptive systems. Clusters have become a typical pattern of industrial organization in national economies under their transition to innovation-driven model of growth. We provide an overview of the contribution of various theoretical frameworks (evolutionary theory, spatial development theory, theory of technological change and system innovation, and Porter’s competitiveness theory) to the cluster concept and consider the latter from the perspective of complexity economics. On this basis, we differentiate true clusters from their nominal counterparts and propose three analytical dimensions to explore clusters, namely, as a special class of industrial agglomerations, as a special class of innovation ecosystems, and as a special class of economic projects (cluster initiatives). We examine the properties of clusters corresponding to each class and demonstrate their role in the geographical and functional fragmentation of production, in the integration of local exporters into global value chains, and in bridging communication gaps and developing collaboration among economic agents. We show that clusters occupy a central place among various types of business networks and have a comparative edge making them key building blocks of the modern industrial landscape. Further, we explain how the innovation capacity of clusters is affected by network synergy effects arising from the triple-helix pattern of collaboration among their participants. Finally, we draw conclusions regarding national cluster supporting policies, including those applied in modern Russia.

Abstract:
The industrial cluster is an important source of regional competitiveness and a powerful carrier of regional economic growth. This paper firstly constructs the index system of regional industrial clusters and regional economy, uses artificial neural network-multi-layer perceptron (ANN-MLP) algorithm for contribution analysis, and uses mean square error (MSE) and coefficient of determination (R2) as the algorithm test index, and finally takes Jiangxi province as an example to empirically study the impact of industrial clusters and regional economy in less developed regions. The research results show that the model has high accuracy, when the parameter MSE is 2259314 and R2 is 0.969. Through this research, this paper can help managers make correct decisions and promote economic development. Industrial clusters can drive economic growth, and regional economies can bring more benefits to industrial clusters.

Abstract:
In the 2000s, the socio-economic development strategies of almost all regions of the Russian Federation envisaged the formation and development of regional clusters (mostly innovative industrial ones). While the cluster policy had dirigiste nature: the list of potential clusters, the circle of participants, territorial and non-territorial boundaries, the expected effects of operation were determined by regional administrations. The same type of cluster development mechanisms and tools which do not take into account regional specifics and promising economic specializations have led to premature disillusionment in the cluster concept. Full-scale mature clusters can function successfully if their profile is consistent with the specifics of the region, including restrictive factors hindering economic activity (in the Baikal region this is the so-called "Baikal" factor). The article discusses the promising directions of clustering the economy of the Baikal region in the context of the cluster development of the subjects of the Russian Federation, substantiates the role of cluster policy in increasing the connectivity of the economic space of the country and its regions.

This study investigates the relationship between indigenous entrepreneurship and the location of indigenous firms near economic clusters. In recent years there has been a fundamental shift in the way regional economic development is viewed. Promoting economic cluster formation has become the new strategy for regional competitive advantage and entrepreneurial growth. Cluster development has been shown to facilitate entrepreneurship and business performance, yet no research has been undertaken to investigate whether all entities benefit from local cluster development, especially less well represented parties such as Native American entrepreneurs, who are often located in rural areas away from economic clusters. The findings support the contention that Native American entrepreneurs located near economic clusters enjoy competitive advantages not experienced by their counterparts outside of cluster economies. The implications for Native American entrepreneurship and culture are discussed and areas for future research proposed.

Abstract:
The deployment of a systemic economic crisis in Ukraine was conditioned by the aggravation of the socio-economic situation in certain regions and the build-up of structural deformations in the economy and the preservation of an inefficient model of production organization. This situation requires the search for a new model of economic growth, which is based on the use of competitive advantages of regions and a combination of industrial, scientific and managerial potential of the domestic economy. Clustering is a form of internal integration that can provide both sustainability and a synergistic effect of counteracting global competition for today. The research of the foundations of the formation of a modern cluster theory is a significant theoretical and practical interest for the further development of a successful model of cluster policy in Ukraine. In addition, the important place in this judgment is the fact that this theory is in the stage of active formation and development. The purpose of the article is to study, analyze and develop the methods of assessment of efficiency of creating regional innovative clusters for dynamic development of economics. The article considers the methods of quantitative evaluation of clusters performance based on the analysis of effects of reducing transaction expenses, capital value, marketing expenses, innovation diffusion and employment of infrastructure in common. It was established that the application of innovative cluster approach is one of the most efficient tools in the fulfillment of tasks of enterprise modernization and ensuring the development of innovative sectors of economy. Cluster effects for regional economies are relative and, in general, can be used for estimating total cluster effect. The suggested variants of assessment of potential cluster effects will provide opportunities of carrying out a more complete cluster estimation and selection of the most efficient projects for increasing the efficiency of regional innovation clusters and dynamic development of economics.

Abstract:
In Poland, Europe and worldwide, business strategies are implemented to ensure economic growth as a result of the impact of innovation and regional competitiveness. One of the effective and already proven methods of this strategy is building a competitive advantage based on the development of regional clusters. In their operations, clusters use the benefits of agglomeration, scale, range as well as local facilities resulting from production processes and distribution of knowledge. The concept of logistics clusters perfectly fits the aims of business clusters. The efficiency of logistics processes is perceived through the prism of cluster’s efficiency and effectiveness; the cluster philosophy can be used in logistics activities in order to seek optimization of its processes. Combining a cluster project with a logistics activity is one of the ways to improve competitiveness. Logistics clusters have the ability of a wider use of solutions developed by individual companies forming a cluster as well as solutions developed by companies from other sectors with which such enterprises cooperate. It is possible due to the development of innovative solutions in customer service, based on the experienceand cooperation of enterprises which can be considered as logistic and entities from other sectors of economy. The emergence of logistics clusters is stimulated by processes of internationalization and liberalization of material and capital flows, permanent search for new sources of competitive advantage, e. g. by optimizing logistics processes leading to cost reduction and by minimizing development disproportions of EU regions. The influence of market environment and existing trends causes that the analysis of a value chain and its network of connections as well as the course of processes should lead to a stage of selecting the most beneficial structures of this chain and the sequence of processes in this chain (Obłój, 1998, p. 215). As a consequence, logistics clusters including, for example, companies from freight-transportation-logistics (FTL) industry, will be looking for more effective ways of functioning. While examining the impact of logistics processes implemented in cluster initiatives on company’s financial results, it is necessary to determine the share of logistics costs in total costs and their impact on other areas of this company.

Abstract:
Abstract Resilience refers to the ability of a regional economy to recover from external shocks and to return to a sustainable growth path afterwards. This paper departs from the assumption that by improving a region's organising capacity, cluster policies can strengthen regional resilience. We argue that the impact of cluster policies on regional resilience depends on the portfolio of clusters targeted for promotion, which may increase specialisation, unrelated or related variety in a region's economic fabric. Based on a multidimensional model of cluster policies, case study evidence from seven German regions is drawn from an interview survey of 145 practitioners, policy advisors and independent observers. By illustrating the connections between cluster policy, organising capacity, and specialisation versus variety, these findings can be linked conceptually to regional economic resilience. This argument allows for some policy recommendations and the formulation of issues for further research.

A theoretical rationale for the cluster approach to the development of the SVE system is provided. The need for productivity changes in the regional SVE system using the cluster approach is demonstrated. A project for updating the SVE infrastructure in the Tomsk region, reflecting the principles and mechanisms of cluster policy, is proposed. The basic characteristics of two clusters – educational clusters and educational-industrial clusters – are presented. Scientifically justified hypotheses about the regularities and the effective functioning of these clusters are formulated. Cluster-driven organizational and pedagogical methods of integrating SVE practices and continuous professional development of the current personnel of the real economic sector are pointed out. Methods, management tools, and conditions for successful integration are mentioned. Conditions for the realization of pedagogical interaction between subjects participating in industrial cluster communities are presented. The existing practical experience of the Tomsk region with clusters in SVE transformation is summarized. Socioeconomic and pedagogical prospects of interaction between clusters and networks in SVE for solving urgent and future tasks at the regional level are predicted. The materials of the article are based on the results of educational design and research methods of theoretical analysis, survey, and expert method.

Abstract:
In this paper, we study the classical and modern approaches to the formation of regional agro‑industrial clusters. In the current market conditions, the creation of a cluster based on the existing regional infrastructure is impractical. In most cases, clusters are called holding structures that include the full cycle of production, processing and marketing of agricultural products, for example, “dairy clusters” –there are traditional groups of companies that formally follow the classical cluster principles, but do not give individual participants in the production process sufficient organizational and legal autonomy. The conditions for the development of innovation within the cluster, as well as the mechanism for creating the scientific and innovation component of the cluster as a fully‑ledged newly created cluster element are investigated. We show that the cluster should be created on the basis and strict adherence to fundamental organizational and economic principles. In particular, while in holdings the economic result of the activity is aimed at achieving the goals of the parent company, in a cluster the maximum interest in the result and the satisfaction of the economic interests of all participants in equal measure should be laid. Moreover, the classical cluster approach in the current market conditions may be unrealizable and the author’s concept of cluster development is preferable.

Business clusters are considered to be more applicable in countries classified as developed. However, in modern times developing countries take risks of establishing business clusters and get the expected economic and social rewards. The work observes peculiarities of regional agri-food cluster formation and management in developing countries in the frames of the Romanian “AgroTransilvania” cluster. Based on the empirical analysis and the “CIPM” (“Cluster Initiative Performance Model”) technique, author conducts an expert assessment and finds out how the cluster’s members combine cooperation and competition in order to achieve outstanding results. The research paper encompasses practice-oriented models, including a diamond model for the Romanian agri-food market, a target board of the observed cluster, as well as a map of its members.

Abstract:
The focus on the relationship between sustainable development, regionalism and clusterisation of economy formed a scientific interest of the present paper. Based on a questionnaire filled in by a sample of managers from 3 cluster-oriented regions of Russia, the perception of business strengths and weaknesses and the assessment of the external environment were investigated and paralleled with the main causes for the success of clusters or underutilization of the clusters integrated benefits. The efficiency of a region’s cluster-type development was linked to optimization of resources potential and national industrial complex enlargement, growth of market infrastructure, recruiting qualified personnel, attracting small and medium-size innovative businesses, and collaborative engagement of all entities participating in the strategic alliance within a cluster. The purpose of this research was to identify key factors of successful clustering of an economy based on experience of foreign clusters and leading clusters of the Russian economy, and to stimulate the influence of innovative clusters on regional social-economic development in Russia. The research methodology is based on the cluster concept of regional management and numerous case-studies that describe the cases of high-tech clusters nationally and internationally. Conclusions of the study give a plausible picture of the level of development, interrelated with the quality of business strategies in the measured regions, and ask for a comparative analysis of more Russian regions. The present study contributes to the government body of regional management to approach sustainable development of social-economic systems and increasing entrepreneurial activity in the regions of the Russian Federation. Abstract:
Introduction. Globalization has led to a change in the role of cluster cooperation in economic development. The impact of globalization on regional development of cluster cooperation primarily manifests itself in the fact that it gives regional clusters a new status of subjects of the world economic system and world competitive processes. In the context of globalization, there is a deepening gap in the levels of economic development of regional clusters and an increase in the social vulnerability of the population.Research hypothesis: the concept of regional cluster cooperation covers both a variety of qualitative factors and conditions (informal knowledge networks, trust, image), and a quantitative assessment of attributes and processes (for example, interfirm trade, patenting rates, labor supply, cost of resources used). Regional cluster cooperation consists of the interaction of individual subjects of the region, the social, economic, institutional and social attributes of the region itself. This creates the effect of a combination of factors, increases the competitiveness of the region, creates and (or) uses innovations. The purposeof the study is to substantiate a system of criteria for classifying the forms of spatially localized systems of cluster cooperation, to identify the comparative characteristics of cluster policy models. The research methodology is based on the fundamental principles of a number of scientific fields – the theory of national and regional competitiveness, cluster economic theory, the concept of regional archetypes, theories of spatial proximity, the general theory of systems.Results. The features of the clustering of the Ukrainian economy are identified, the main ones are identified: the formation of bottom-up clusters, discrepancies in the interpretation of the concept of cluster policy, the lack of interest of the cluster members in the interaction.Findings. Analysis of cluster policy in the regions of the EU and Ukraine allowed us to distinguish several types of cluster policy depending on various classification criteria. Depending on the stage of cluster development, the features of cluster policy are highlighted and an effective system of cluster cooperation for the Dnipropetrovsk region is proposed.

Abstract:
This paper presents an approach to regional development policy that may serve to stimulate the growth of tourism-based industries. The context for this discussion lies in the experiences of Australia's rural towns, but the applications seem broadly international. The paper explains the concepts of clustering in a model for micro-markets that is consistent with the global demands for competition. The focus is on the creation of economic and social opportunity in small communities through the development of clusters of complementary firms that can collectively deliver a bundle of attributes to make up a specialized regional product. Micro-market clustering theory offers one alternative for enhancing regional economic growth, but it seems suited to tourism development when the regional product requires a combination of many services to deliver the single experience the tourist seeks.

Abstract:
The transition to sustainable development and the new industrial transformation of resource-dependent countries are closely intertwined. The cluster approach is an effective means of realizing industrial potential in the context of innovative development. Clusters’ innovation potential is influenced by the network synergies that result from active regional policies. The article considers the mechanism of supporting regional clusters by creating and maintaining the viability of regional innovative systems that enhance the effect of the creation of agglomerations, and allow industrial clusters to move to innovative clusters. The latter are the highest form of enterprise development, as the connection with territorial advantages is lost. In addition, the article raises the question of the feasibility of diversifying regional economies by creating tourist clusters and promoting their brands. This type allows economies to be more resilient to crises, to increase attention to environmental issues, and to further increase the revenue part of budgets.

Abstract:
With the rapid development of global economy, the industrial cluster has become the new trend of world economic development. So far, the industrial cluster mode with space as the main division has been formed. The cooperation of industrial clusters is dynamic. The industries in the cluster cooperate with each other for mutual benefit and win-win, occupying a place in the fierce market competition. In addition, the industrial cluster is also conducive to strengthen the international economic division of labor and points out the direction of regional industrial transfer. China is now in a critical period of economic development; the industrial cluster plays an important role in China's industrial transformation and economic development. At present, the most common regional development mode in China is industrial cluster. The emergence of industrial cluster accelerates the development of industrial regional economy and the balance of industrial layout. Industrial clusters occupy a key position in China's economic industry chain, and the development and change in industrial clusters will directly affect the development of the entire industrial chain. This study first simulates the evolution path of industrial cluster and then establishes the relevant data model. Finally, through repast simulation, it puts forward conclusions and suggestions according to the verification results. The construction of dynamic model can realize the simulation of industrial cluster theory. According to the simulation results, we can find that the ecosystem in different stages will produce different characteristics; the formation and evolution of industrial clusters are actually the epitome of market development. In this process, the government guidance and market regulation are needed to accelerate the formation of industrial cluster ecosystem and increase the scale of industrial cluster.

In the context of the transition to highly efficient economic systems that are receptive to innovation, economic clustering becomes an important tool for both regional development and stimulating innovative development in general. The purpose of the study is to develop organizational and economic tools for implementing the structural policy in the field of clustering the regional economy. The core of clusters in the regional economic systems of the Republic of Belarus are innovation-oriented industries based on the best achievements of world experience in science and technology, capable of creating high value-added products. A necessary condition for the effective development of an innovation-industrial cluster is the creation of an established organizational and economic mechanism for managing the joint activities of participants in regional clusters in order to maximize their profits in the field of high-tech production.

This paper selects the order parameters of 11 regional economic subsystems that reflect economic structure, economic aggregate and economic benefits from the perspective of system analysis, and reflects development level and economic strength. And the order parameters of the 12 regional high-tech industrial cluster subsystems of innovation ability, and the method of measuring the order parameters of the system synergy degree is applied. Based on the Criteria Importance Through Intercriteria Correlation (CRITIC) fixed-weight model, a synergy evaluation system of regional economy and regional high-tech industrial clusters is constructed, and finally, an empirical analysis is carried out with Jilin Province, China. The results show that the overall change trend of the synergy degree of the composite system of the regional economy and regional high-tech industrial clusters in Jilin Province can be divided into four stages, and presents an M-shaped development trend of alternating increase and decrease. The development of enterprises in the high-tech zone is not obvious, but the feedback effect of enterprises in the high-tech zone on the regional economy is not obvious. This paper not only fills the research gap on the coordinated development of regional economy and regional high-tech industrial clusters in China's underdeveloped regions in terms of content, but also selects the CRITIC weighting method in terms of methods to accurately define the weights of each indicator.

Abstract:
Although industry clusters are major targets of regional economic development in less developed regions as well, we still need a deeper understanding of how the spatial clustering of firms generates dynamics in lagging regions. These latter environments may differ from the typical cluster policy examples that are usually specialised global centres of dynamically growing industries. Using census-type data of Hungarian firms, we test the effect of major cluster indicators — regional specialisation and spatial concentration of industries — and the impact of FDI on regional productivity and employment growth in Hungary. Our results suggest that regional specialisation does not affect regional growth, while the spatial concentration of industries is found to influence productivity and employment growth with an overwhelmingly negative effect. Furthermore, regional employment growth is associated negatively with the initial level of regional specialisation. Results suggest that Hungary has evolved into a dual economy in which previously specialised regions and geographically concentrated industries have lost their pace, while the main factor that favoured regional economic growth was the presence of large foreign companies. Therefore, economic policies fostering regional specialisation and the spatial concentration of industries — such as cluster policy — may have minor effects unless the interaction of foreign-owned and domestic companies is encouraged.

The article considers foreign experience in the state spatial development strategy in concord with regional clusters, as well as the impact of clusters on the growth of economies of the states and the regions therein. The study sets the goal of identifying the opportunity to implement foreign experience in support of territorial clusters at realization of the Strategy of Spatial Development of Russia. The research is based on conceptual approaches of foreign and Russian scientists in the sphere. Particular stress is made on the specifics of strategic planning systems in the European Union member states; explicitation of the notion of ‘clusters’ and ‘cluster initiatives’; specific nature of operations of specialized cluster organizations and agencies of regional development; experience of support and development of cluster entities in the USA and Canada; actual cluster policies under the strategy of spatial development; defining the role of observatories of spatial development and the cluster observatories in Europe and the USA. The conclusion is made that the implementation of foreign experience in Russia is viable with allowance for national economic policy and with regard of ‘smart specialization’ when every Russian region with its unique resource capacity employs its own development potential. For that end it is necessary to update the regional strategies of socio-economic development, territorial planning patterns, cluster policies in line with the new Strategy of Spatial Development of Russia for the period as far as 2025; invigorate the formation of centers of cluster development in all RF member territories to interact with the regional authorities, develop regional infrastructure for cluster support and start monitoring of cluster support policies; regard the opportunities to build a network of regional observatories of spatial development at Russian flagship universities; initiate the databases integration process; proceed with forming the Russian interactive cluster map

Abstract:
The article is devoted to the solution of an actual scientific problem – ensuring the effective implementation of the cluster policy within the framework of the strategy of spatial development of the territories of Ukraine. The purpose of the study is the theoretical generalization and systematization of existing scientific approaches to the interpretation of the concept of “cluster policy” in the system of the national economy; justification of the author’s approach to determining the essence and content of this category. On the basis of a critical analysis of the literature, differences in interpretations of cluster policy (concepts, forms, methods), as well as the choice of applied means of implementing cluster policy (mechanisms, incentives, tools of influence) were revealed. It should be emphasized that, for the most part, scientists interpret cluster policy as a system of relations; activities of state authorities; cluster support activities; a number of political measures; a set of measures that contribute to increasing the competitiveness of the national economy; part of the industrial policy; component of regional policy; an element of science, technology and innovation policy; priority of regional economic policy; a separate policy with a clear strategy and budget; an element of economic development strategies. The author’s interpretation of cluster policy is proposed as a system of state and public measures and mechanisms for supporting cluster structures and cluster initiatives, which ensure an increase in the level of competitiveness of regions, enterprises included in the cluster, the development of institutions that stimulate the creation of clusters and contribute to the activation of innovative activities. It was established that the key goal of cluster policy implementation is the creation of conditions for the formation and development of clusters as a basis for realizing the competitive advantages of the territories of economic districts, increasing the level of competitiveness of national and regional economies and the investment attractiveness of Ukraine. The main principles of cluster policy formation in Ukraine are multi-level policy formation; economic stimulation of network cooperation in clusters; organizational stimulation of network cooperation in clusters on the basis of public-private partnership; support of competitive clusters. For the effective implementation of cluster policy in Ukraine, it is necessary to: 1) include this type of policy in the list of national and regional priorities of socio-economic development and create an appropriate high-quality legislative and regulatory framework; 2) apply the concept of frugal innovations for successful organizational development of cluster formations; 3) strengthen international cooperation in order to stimulate the cluster’s active participation in changing its institutional environment, promoting the spread of progressive ideas and technologies; 4) to form an appropriate information environment of the cluster with the aim of stimulating joint research projects, including with the participation of leading institutions of higher education and research institutions, promoting the improvement of the efficiency of communications and interaction in the cluster. Findings – It concludes that clusters contribute to both development and growth at the firm- and regional-level contingent to factors such as cluster stage of development, collective efficiency, the pattern of governance of the value chain and the sector in which the firm operates; however, clusters are also a potential source of socio-economic divides.
