Abstract:
The communication between family doctors and regional health authorities has become more complex and fragmented over the last 2 decades. By using a novel approach, we developed a medical advisory committee structure for community physicians enshrined in the regional health authority bylaws. This has improved bilateral communication, policy making that affects patients in the community, linkages between programs and family doctors, and input into the institutional care of our patients. We believe this model could be implemented or adapted by regional health authorities elsewhere in Canada having as its ultimate goal better patient care.

The emergence of the knowledge economy has resulted in a new definition of regional policy milieu. Under the current EU policy framework the concepts of region and city are the result of an inductive, exploratory cognitive process. Interpreting, assessing and designing successful territorial milieux constitute a methodological challenge for analysts. BackgroundIn recent years, UK health policy makers have responded to a GP shortage by introducing measures to support increased healthcare delivery by practitioners from a wider range of backgrounds.AimTo ascertain the composition of the primary care workforce in England at a time when policy changes affecting deployment of different practitioner types are being introduced.Design and settingThis study was a comparative analysis of workforce data reported to NHS Digital by GP practices in England.MethodStatistics are reported using practice-level data from the NHS Digital June 2019 data extract. Because of the role played by Health Education England (HEE) in training and increasing the skills of a healthcare workforce that meets the needs of each region, the analysis compares average workforce composition across the 13 HEE regions in EnglandResultsThe workforce participation in terms of full-time equivalent of each staff group across HEE regions demonstrates regional variation. Differences persist when expressed as mean full-time equivalent per thousand patients. Despite policy changes, most workers are employed in long-established primary care roles, with only a small proportion of newer types of practitioner, such as pharmacists, paramedics, physiotherapists, and physician associates.ConclusionThis study provides analysis of a more detailed and complete primary care workforce dataset than has previously been available in England. In describing the workforce composition at this time, the study provides a foundation for future comparative analyses of changing practitioner deployment before the introduction of primary care networks, and for evaluating outcomes and costs that may be associated with these changes.

Abstract The paper is focused on Family Policy of rural municipalities. National strategic documents, documents intended for implementation of Family Policy at regional and local levels and local plans/conceptions for Family Policy within municipalities of up to 5,000 inhabitants are analysed. Special attention is paid to the competition: “Family-friendly Community”. Results of the analysis show that this competition does not fulfil its mission, despite the favourable environment for Family Policy within rural municipalities. The results of the study in accordance with generally prevailing opinion show, that it is not efficient to elaborate conceptions of Family Policy within such small municipalities.

State family policy and its important direction, which is the improvement of the living conditions of orphans and children left without parental care, require constant updating due to socio-economic and political circumstances. Changes should concern both the state level and the level of specific regions. The improvement of the forms and methods of relations between the state, family and children in a particular country is possible with the consideration of the advanced achievements and miscalculations of other states in this policy. Therefore, it is highly important for the theory and practice of the development of Russian family state and regional policy to study the experience of France. The study made it possible to draw conclusions about the specifics of state policy in the formation of family and childhood in France. In this period, family policy in France has gone from exclusion from the family by the school to a discourse of cooperation. Particular attention is paid to the French School Orientation and Reform Act of June 8, 2013, of particular interest. It recognizes the importance of establishing partnerships between the school and the family and proposes measures of cooperation between school and family, some of which are interesting for contemporary Russian reality. The article shows the advantage of modern Russian family state policy by characterizing its goals, principles and objectives defined in the main regulatory documents of the last decade. The materials of the article are of practical value for legislators and heads of social services of different levels, specialists of educational authorities, social protection, guardianship and trusteeship. The article is of interest to teachers and students of pedagogical universities.

AbstractThis study examines family school enrollment practices under five distinct national/regional contexts in two sub-Saharan African nations, Malawi and Kenya. This paper presents a model of family enrollment practices rooted in family economy theory and dependent upon local, regional, and national contexts of schooling. The model incorporates social capital arguments that family decision-making strategies may be influenced by members' networks of social relationships within communities. The paper discusses specific national and regional contexts highlighting aspects of institutional change in sub-Saharan Africa. The findings suggest that a broadened family institution model, along with community social capital contexts, can provide a more comprehensive and nuanced explanation of enrollment practices. Implications for scholarship and policy are discussed.

Purpose The purpose of this paper is to investigate what types of open innovation search strategies are associated with internal innovation activities in family and non-family SMEs within natural resource-based clusters. Design/methodology/approach This study is based on an empirical analysis of a sample of 245 Chilean firms. Findings Results suggest that while family and non-family SMEs do not significantly differ in terms of internal innovation activities, important differences exist in terms of open innovation search strategies. In particular, family SMEs search for new ideas and knowledge within their closest network of relationships (e.g. customers, suppliers and competitors), whereas non-family SMEs mainly focus on broader network relationships (e.g. universities, public institutions and fair trade organizations). Practical implications This study shows that within a natural resource cluster, the types of firm do matter. In fact, family and non-family SMEs use different open innovation search strategies to innovate; hence, this research may help and assist policy makers in tailoring innovation policies aimed at expanding the potential benefits of clusters for regional growth and development. Originality/value This research addresses the call to further investigate the link between family SMEs and innovation in developing countries, given that SMEs may also act as a lively player for regional development.

Purpose The purpose of this paper is to describe the University of Exeter Family Interventions (FIs) training programme for the South West region which was commissioned as part of the NHS England Access and Waiting Times standards (A&WTS) initiative for early psychosis. This programme (10 taught days and 6 months of supervised practice) is designed to maximise implementation in practice. Design/methodology/approach The programme introduces students to a flexible, widely applicable FI approach which integrates cognitive behavioural/psycho-educational and systemic approaches. It refreshes and develops CBT-based psycho-social intervention skills, so that clinicians feel confident to use them in family sessions and integrate these with foundation level family therapy skills. The approach facilitates engagement, and it is designed so that every session is a “mini intervention”. This enables clinicians to offer standard NICE-concordant FI or a briefer intervention if this is sufficient to meet the particular needs of a family. Findings This paper provides details of the regional training programme and evaluates the first four training courses delivered to nine early intervention in psychosis teams. It considers how a combination of training a critical mass of staff in each service, ongoing supervision, regional events to maintain skills and motivation to deliver FI, and the national and regional auditing of FI as part of the A&WTS all contribute to clinical implementation. Originality/value The unique design of this programme maximises implementation in practice by virtue of its widely applicable integrated FI approach, the focus on ongoing skills development and by embedding it within regional and local service support structures.

Abstract:
The profound and comprehensive crisis faced by the Russian Federation in the 1990s severely affected families and children. With the advent of the new millennium, however, funding for all aspects regarding family and children increased and the role and responsibilities of state agencies were enshrined in legislation. The change in interpersonal relations, women’s employment, and the focus on reducing the number of orphanages through various forms of foster care support the need for new ideologies and measures to support families and orphans and children left without parental care. This supports the importance of analyzing the regional policy in the sphere of family and orphans based on the state legislation on the one hand and the regional normative legal documents stemming from this experience on the other. The study uses the methods of specific sociological techniques: surveying, content analysis of the regional press on the problems of the social sphere, and analysis of legislative and regulatory documents and statistical data. The article identifies the problems present in education in the studied region, as well as significant positive changes primarily in rehabilitation work with parents deprived of parental rights to return children to their families. The authors propose a strategy for early prevention of family dysfunction based on increased cooperation between all regional subjects of upbringing. Forms of socio-pedagogical support for families with foster children are highlighted separately. The main reason for the continuing problems in the region is the lack of activity on the part of most social systems having the potential of pedagogical impact. In terms of future perspectives, the authors indicate the need to develop educational and developmental multivariate programs focused on the development of competent parenthood in the region.

The paper offers an analysis of the legal status of the family in theoretical models (conceptions, strategies) of ethnic, cultural, and family policy at the federal and regional levels. The results of the analysis are compared with the socio-philosophical and sociological justification of the role of the family in the formation of attitudes of young people towards interethnic interaction. It is concluded that despite the fact that the social institution of the family is not theoretically designated as a subject in the models of national policy, nevertheless it plays an important role in it. The paper justifies the proposal to fix the family as a subject of the state national policy in the models.

The purpose of this study is the relationship between the structure of the Lampung Province budget and the incidence of malnutrition and low birth weight during the last ten years. This study method uses a method of analyzing literature and documents, by comparing the regional budget with the incidence of malnutrition and LBW and accompanied by a graph of linear equations. The effect of the financing provided by the Lampung Regional Government in the form of the annual budget and regional income in Lampung Province over the past 9 years against the incidence of malnutrition and LBW has an impact on the decline in incidence. Decrease in malnutrition 7 toddlers per 1,000,000 toddlers and LBW decreased by 4 per 100,000 from the incident with the addition of 1 million rupiah.

AbstractIn this project, I use the LGBT movement in Italy as a case study to investigate how social movements in culturally diverse social environments strategically employ contentious language to develop discourses that maximize cultural and policy outcomes without encountering discursive fragmentation. My research shows that supporters of LGBT civil rights in different Italian regions relied on a tactical use of particular words in order to respond to regionally specific norms of cultural expression regulating the boundaries drawn around the concept of family. Taking a cultural and linguistic approach to the study of social movements, I present the mechanism of asymmetrical metonymy as an example of the strategic use of polysemic language to achieve discursive convergence through culturally specific tactics, and I argue that discourse and rhetorical analysis offer a way to understand how movements make sense of different cultural limitations in a fragmented social environment.

This paper explores the beliefs, attitudes, and efforts of parents with regard to the use and preservation of regional Chinese varieties including Cantonese in the region of Guangzhou, China. The study relied on a sequential mixed method approach, involving 771 parents who completed a parental questionnaire in an online survey on Chinese parents’ language ideology, practice, and management in the home domain, followed by semi-structured interviews of 10 of the surveyed participants to gather detailed data related to the questionnaire results. The study identified inconsistencies in the participants’ beliefs and actual language practice in the survey, revealing mediation by sociolinguistic complexities, national language policies, and socioeconomic conditions on family language decisions and practices. These remind us that the survival of regional Chinese varieties or linguistic varieties without official recognition requires conducive socio-political conditions, including relevant national language policies. The results also suggest that researchers should be particularly concerned by the decline of regional Chinese varieties other than Cantonese, which are not backed up by the national language policy but enjoy a similarly prestigious status to Cantonese in the region.

The objective of the work is to review the implications of the implementation of state guardianship policy in the Primorsky territory of the Russian Federation. The institution of the family is the most important factor for the development of the child's personality; its role is constantly growing in the development and education of children. Without a doubt, the family is a natural educational environment for a child who leaves his mark on his behavior and character. A special place in the modern legal system is occupied by the aspect of the right of the child and the protection of the interest that is left without the care of the parents. Methodologically, use was made of the documentary research technique close to legal hermeneutics. It is concluded that the guardianship and guardianship bodies perform a series of important functions for any civilized state, namely: identification of people who need to establish one of the forms of guardianship (adoption); adoption of such persons, as well as increased supervision of the guardian, the activities of the adoptive parents and of persons authorized by the state to care for those who need their help.

IntroductionAustralia has a two-tier public funding system, and many genetic tests are funded by different states and territories prior to being considered for public funding by the Federal government. In this context, health technology assessments (HTAs) of genetic tests for heritable conditions are problematic. We aimed to discuss the possible impacts on HTA methodology of a shift from regional to federal funding for genetic testing for heritable conditions.MethodsSeveral HTA reports and economic models on genetic tests considered by the Medical Services Advisory Committee (MSAC) were reviewed and compared to ‘real world’ clinical practice.ResultsEvery HTA of germline testing performed for the MSAC have so far compared genetic testing versus no genetic testing. However, testing for BRCA1/2 for patients with breast cancer currently occurs in Familial Cancer Centres, and testing for germline mutations for familial hypercholesterolaemia currently occurs through specialist lipid clinics. In both settings, the index patient and family members are given multidisciplinary support, including genetic counselling. The HTA comparison therefore did not reflect what the true clinical and cost-effectiveness impact of federal funding would be. Federal funding means that tests may be ordered by a broader range of specialists or general practitioners. The evidence identified was predominantly sourced from specialised centres, where knowledge regarding how to interpret the tests is high. The clinical utility of these tests largely depended on how clinicians understood and conveyed the results.ConclusionsThe benefit of testing may have been overestimated due to the comparator and setting used (i.e. specialised and centralized care, associated with high clinical utility). Any HTA of genetic testing for heritable conditions, which could result in a shift in the delivery of testing or care for the patient, should consider the applicability of the evidence identified. Further, it should assess the subsequent impact this may have on the effectiveness and cost-effectiveness of the test and the quality of care provided for patients and their family.

In order to implement the food sustainability and sovereignt, the sustainable fishing development has to be carried out. The research problem is how to analyze to sustain land conservation after the implementation of the Law number 23 in 2014 Pasuruan Regency, East Java, Indonesia. The specific aims of this analysis is to identify the implementation of the sustainable land conservation after the implementation of the Law number 23 in 2014 about the regional government, to identify the obstacle in the implementation of the policy, to identify the stabilizer of the implementation of the policy, and to propose recommendation of the policy strategy to be carried out by the regional government of Pasuruan, This study employs qualitative descriptive approach. The respondent of this study comes from farmer’s, in which Pasuruan regency is represented by respondents of SKPD (Satuan Kerja Perangkat Daerah or Regional Work Unit) from Regional Development Planning Agency (henceforth Bappeda). The research finding shows that Overall, the implementation of the lahan pangan berkelanjutan or the Sustainable Food Land (henceforth LPB) has complied with the Law number 1 2011 despite the planning and decision of LPB in RTRW (spatial planning), the obstacle in LPB is the absence of regional regulation, the model of strategic policy; the regencies synergistically coordinate with each other, encouraging the development of pond reserve as well as the role of private sector and society, and the synchronization of the state budget and the regional government budget, and all regional governments have to protect all LPB areas complying with the Law number 1 2011 and its derivation, and the strategy to improve the welfare of the farmer is related to the instruments which have the lowest force intensity, namely market instrument, family and community, and voluntary organizations.

Purpose The purpose of this paper is to understand the interdependence between regional culture and resilience in family business-dominated regions. Design/methodology/approach The study is based on a literature review and helps to fill the knowledge gap regarding regional culture and resilience in family business-dominated contexts. Findings The authors highlight similarities and differences between two regions of Sweden with distinct regional cultures that support resilience. A number of norms that are significant in generating resilient regions are identified. One key finding is that the regional culture developed during the proto-industrial era, in connection with home production, still affects and contributes to resilience in these family business-dominated regions. Research limitations/implications The study is based on two case studies, so no generalizable conclusions can be drawn. Practical implications For policy makers, this study shows that structural crises can be overcome with a strong regional culture, as it can foster resilience. However, regional culture is hard to implement by political decisions. For owners and managers of organizations, this study suggests that it is essential to consider regional culture as an important factor for the organization. Originality/value This study draws on a comparison of two regions in Sweden with explicit regional cultures.

Abstract This article analyzes the dismantling of the Specialized Meeting on Family Farming (Reaf), a Mercosur forum responsible for proposing public policies for family farming. By means of a dialogue with the historical institutionalism, the cognitive approach, and the policy dismantling approach, the article characterizes the predominant type of dismantling and explains its driving forces. Data were collected through the analysis of official documents, observation of national and regional meetings, and interviews with ministers, policymakers, researchers and social leaders. Results indicate the prevalence of “dismantling by default” or gradual changes known as “drift”, in which, besides the interests and strategies of the political actors - the main focus of policy dismantling analysis - the emergence of new ideas and policy paradigms has played a major role.

The purpose of the study was to describe the implementation of improving population control through family planning programs in Semarang District in terms of Article 4 Paragraph (1) of the Central Java Regional Regulation No. 6 of 2013 and Knowing the supporting and inhibiting factors in overcoming population control through family planning programs in Semarang Regency. This legal research method uses a qualitative approach with a type of socio-legal research. The results of the study were obtained that (1) The implementation of family planning programs in Semarang Regency was carried out well from the central level to the field. The Office of PP, PA, and KB carry out regulations related to family planning programs which are the vision of the Regent. By communicating, providing information and education to the community and providing socialization and coordination in the implementation of family planning. (2) The supporting factor is the regulation on the implementation of family planning; there is reliable medical personnel. As for the inhibiting factors, not all communities accept the existence of a family planning program; community culture that is still strongly attached to each individual community. The conclusion is that the success of family programs goes very well and cannot be separated from community participation. So that it can be seen from the number of babies born can be reduced from 14,127 in 2015 and 13,328 in 2016 which are spread from 19 districts in Semarang Regency.

The use of contraception is not prohibited for people with medical indications for using contraception, but peo­ple should access the contraception independently in the private sector.ConclusionThe policy of the Ma­linau government to stop the supply of contraceptives to government health facilities since 2012 is an effort by local governments to increase the number of inland and border populations. The unavailability of con­traceptives in government health facilities and the limitations of family planning information, communica­tion and education lead to differences in perceptions between stakeholders, service providers, and users. Therefore, the researcher recommends that the relevant regional apparatus unit does advocacy to legislative and executive boards in Malinau. The local government shall ensure the availability and quality of family planning services for the community on the basis of reproductive health rights.

Abstract Family caregivers provide the bulk of unpaid care to older adults. The typical family caregiver is a 49-year-old woman who works full time and simultaneously provides an average of 24 hours of care per week for an older relative. Unfortunately, their caregiving duties places them at risk for lost wages and termination due to frequent interruptions at work, especially in the absence of a national paid family leave policy. It is possible that such a policy could mitigate these risks; however, the United States is the only developed nation that lacks a national paid family leave policy for all workers. This symposium will highlight the psychosocial, economic, and health issues experienced by working caregivers, and conclude by linking presenters’ findings to implications for a national paid leave policy. To start, presenter one will describe findings from a scoping review on workplace experiences of female family caregivers. Next, presenter two will describe findings from a systematic review to explore predictors of the adoption and implementation of state-level paid family leave policies. Presenter three’s study examines interest in supportive services among working and non-working Black caregivers in the Deep South. Presenter four will describe factors associated with healthcare utilization of working caregivers using data from the Regional Healthcare Partnership – Region 17 Health Assessment Survey. The final presenter, HHS Advisory Council to Support Grandparents Raising Grandchildren co-chair, will describe development of policy initiatives to identify, coordinate, and promote information, resources, and best practices for working grandparents raising grandchildren.

Abstract This paper presents a qualitative case study of a Chinese Australian family’s multilingual experiences in Melbourne. Couched in the framework of family language policy, I examine language shift patterns and mother tongue attitudes and analyse reasons and consequences. The findings show that the first generation uses Mandarin for general family communication, while relegating regional Chinese to functions that are, typically, private and familial and for use with older generations. The second generation uses English the most. While their Mandarin use is enhanced through community-based schooling and can be activated depending on the communicative environment, regional Chinese does not play an active role. This nested, hierarchical ecology of language shift with two dominant language constellations causes parental confusion about the children’s mother tongue and problematises grandparent-grandchild communication with a possible decrease of family intimacy.

This paper studies regional differences in currently married women’s employment status, its nature and some of the covariates in Nepal, with special focus to their education and economic status by analysing data from Nepal Demographic and Health Survey, 2011. Women’s employment, with substantial regional variation in the three ecological regions, is predominately unpaid, done mainly for family members, mostly in agriculture sector and women work throughout the year. Women are employed mainly in family farm and their job is unpaid. Higher education of women is positively associated with their involvement in paid jobs. Women of better wealth strata are less likely to be employed but if employed, they are more likely to be in paid jobs. Increasing education of women may have mixed effect in future. Policy measures are desirable to minimize these regional differences and to reallocate the total labour force in general and the female labour force in particular in more productive sectors with secured paid jobs for women for prosperity of the country.

Drawing on interviews with 26 bereaved individuals who provided care to a dying family member at home, the purpose of this article is to identify and explore motivations behind the “nonuse” of home health services. Participants resided in a Western Canadian regional health authority. In their accounts of not asking for help from formal providers, participants highlighted personal reasons, coping needs, and a lack of knowledge. In their accounts of refused help, they placed more emphasis on a perceived lack of need for help (including constructing themselves as capable and coping), as well as their perceptions of the quality and competence of formal services. Findings are compared against existing literature. Implications for health system policy and planning, and for home health nursing practice, training and education, particularly with reference to situations in which responsibility is left with families to ask for help from formal providers, are also discussed.

To a large degree, this is because of the absence ofalternative sources. Even support from health professionals can be problematic and for many the only source of supportis the specialist centre many hundreds of kilometres away. The primary response to developing supportive services needsto be through person to person contact either via telephone or newsletter. If targeted appropriately, there is alsoevidence that educational programs, support groups and volunteers would be an effective medium for providingsupport. Educating the local health professionals (GPs and nurses) about haematological conditions is a logicalextension of providing support to families.

The Healthy Indonesia Program with a Family Approach is a priority program of the Ministry of Health which is implemented by the Center for Community Health. The implementation of the Healthy Indonesia Program with a Family Approach in Bandung Regency was only carried out in 2017 with program socialization activities at the Health Office and Community Health Center levels. The research method used is descriptive qualitative with the approach of Donald van Meter and Carl van Horn's policy implementation model. The findings from the implementation of the Healthy Indonesia Program with a Family Approach in Bandung Regency have been implemented but have not yet reached the target of total coverage. The Bandung Regency Healthy Family Index is included in the unhealthy assessment (<0.8). So that the success of implementation will be achieved when making improvements from deficiencies, both in terms of standards and policy targets or policy measures and objectives, resources, characteristics of the implementing organization, attitudes of the implementers, communication between organizations and implementing activities, and the social, economic and political environment. Suggestions from this study are to improve the empowerment of family roles and community potential with training methods for community cadres, continue the enumerator recruitment program to assist with home visits and data collection and data input, advocate for budget allocations sourced from regional revenue and expenditure budgets.

This paper presents theoretical and empirical research on the activities and attitudes of a family business owner regarding marketing as a business function. The development of successful business relationships of a family business is tightly connected with the activities of the business owner. The theoretical review examined numerous family and non-family business studies by analyzing the existing paradigms of marketing management as a whole. The empirical research, surveying 420 family businesses in Serbia, defined the overall role of the family business owner in customer relationship management regarding business-to-business (B2B) and business-to-consumer (B2C) relationships. Key findings suggest that the main difference in customer relationship management (CRM) between family and non-family companies is related to B2B relationships, which the family business owner is heavily involved in managing, in terms of invested time and responsibility. Future research should cover aspects of internationalization (to regional markets) because it is essential to cross-examine regional with local contacts of a family business owner, to provide full comprehension of the complexity of market relationships in a family business environment.

It is the cornerstone to achieving universal health coverage against a backdrop of rising health expenditure and aging populations. Implementing strong primary health care requires grassroots understanding of health system performance. Comparing successes and barriers between countries may help identify mutual challenges and possible solutions. This paper compares and analyses primary health care policy in Australia, Malaysia, Mongolia, Myanmar, Thailand and Vietnam. Data were collected at the World Organization of National Colleges, Academies and Academic Associations of General Practitioners/Family Physicians (WONCA) Asia–Pacific regional conference in November 2017 using a predetermined framework. The six countries varied in maturity of their primary health care systems, including the extent to which family doctors contribute to care delivery. Challenges included an insufficient trained and competent workforce, particularly in rural and remote communities, and deficits in coordination within primary health care, as well as between primary and secondary care. Asia–Pacific regional policy needs to: (1) focus on better collaboration between public and private sectors; (2) take a structured approach to information sharing by bridging gaps in technology, health literacy and interprofessional working; (3) build systems that can evaluate and improve quality of care; and (4) promote community-based, high-quality training programs.

IntroductionGiven the recurrent risk of respiratory illness-based pandemics, and the important roles family physicians play during public health emergencies, the development of pandemic plans for primary care is imperative. Existing pandemic plans in Canada, however, do not adequately incorporate family physicians’ roles and perspectives. This policy and planning oversight has become increasingly evident with the emergence of the novel coronavirus disease, COVID-19, pandemic. This study is designed to inform the development of pandemic plans for primary care through evidence from four provinces in Canada: British Columbia, Newfoundland and Labrador, Nova Scotia, and Ontario.Methods and analysisWe will employ a multiple-case study of regions in four provinces. Each case consists of a mixed methods design which comprises: (1) a chronology of family physician roles in the COVID-19 pandemic response; (2) a provincial policy analysis; and (3) qualitative interviews with family physicians. Relevant policy and guidance documents will be identified through targeted, snowball and general search strategies. Additionally, these policy documents will be analysed to identify gaps and/or emphases in existing policies and policy responses. Interviews will explore family physicians’ proposed, actual and potential roles during the pandemic, the facilitators and barriers they have encountered throughout and the influence of gender on their professional roles. Data will be thematically analysed using a content analysis framework, first at the regional level and then through cross-case analyses.Ethics and disseminationApproval for this study has been granted by the Research Ethics of British Columbia, the Health Research Ethics Board of Newfoundland and Labrador, the Nova Scotia Health Authority Research Ethics Board and the Western University Research Ethics Board. EU social policies should be complemented by contributing to a harmonious development of society, by reducing structural and regional imbalances, developing a balance between the a localized community and the national society, and improving the living standards of citizens and families of member states (Garrido 2002). Such important social policy principles as freedom and justice are addressed and represented in family laws in the EU regulations introduced during the period of 2000–2016. In this article, we studied the EU’s legal solutions in reference to national (Spain) laws on these matters: children and parental responsibility (adoption, child abduction, family benefits) and couples (matrimonial, regimes, prenuptial agreements, provisional measures). This legislation is necessary in the face of the proliferation of families whose members have different nationalities, and even in the mobilization of residences. Cooperation has intensified between national judicial authorities to ensure that legal decisions taken in one EU country are recognized and implemented in any other. This is highly important in civil cases, such as divorce, child custody, maintenance claims, or even bankruptcy and unpaid bills, when the individuals involved live in different countries. The development of family laws is one of the most important factors of family welfare in European countries.

Purpose – The purpose of this paper is to present a new methodology to assess the outward connectivity among regional economies in the European Union (EU) and derives policy lessons for the design of regional innovation and competitiveness-enhancing strategic frameworks, with particular reference to research and innovation strategies for smart specialisation (RIS3). Design/methodology/approach – The authors study the network of inter-regional trade flows in the EU25 in the year 2007. Trade data are taken from the PBL Netherlands Environmental Assessment Agency database and mapped onto weighted directed networks in which the nodes represent regions and the links are flows of goods. The authors measure several structural characteristics of the networks, both global properties and centrality indicators describing the position of individual regions within the system. Findings – European regions appear to be mostly integrated in the European single market. Strengths and weaknesses of individual regions are discussed based on rankings obtained from network centrality indicators. Specific policy implications in the context of RIS3 are derived in the case of the Spanish region of Andalusia. Practical implications – The authors show the potential of the methodology for providing a new family of indicators of the external connectivity of regional economies that can be used by regions wishing to develop their own RIS3 for 2014-2020, as required by the EU in the context of the new cohesion policy framework. Originality/value – The characteristics of a EU-wide inter-regional network of trade flows are obtained and thoroughly discussed for the first time. A unique and original instrument suitable for inter-regional comparison is developed and tested.

This study is qualitative in nature and it applied descriptive method. Data were collected through interview techniques, observation and documentation studies. This study found that educational program policy for MDT in Tasikmalaya was supported by the legal basis issued by regional regulation on religious education. Other findings concern the problem that occurred in the policy implementation. They include: organizational structure was not uniform, educational provider and the community had not shown the culture that appreciates the importance of quality education, human resource both quality and quantity were not sufficient, infrastructure quality and quantity were inadequate, the curriculum had not met the standard since it was still centralistic and overcrowded, educational quality management had not been implemented by MDT since the management of madrasa was still traditional, the ownership of madrasah was mostly still controlled by the family, the operational budget was limited, social support was low, and local government assistance was limited.

Purpose – The purpose of this paper is to: determine the prevalence and distribution of patient/family-generated, dentistry-related complaints to Regional State Administrative Agencies (AVIs) and the National Supervisory Authority for Welfare and Health (Valvira) in Finland from 2000 to 2011, study patient/family safety incident experiences and other reasons for complaints, assess complaint validity and evaluate factors associated with disciplinary processes against dentists. Design/methodology/approach – Data included closed cases handled by AVIs and Valvira (2000-2011) against dental practitioners or dental practice units (n=782). The authors analysed the complaints distribution and examined the antecedent factors and circumstances. Findings – This study demonstrated that patients/families can detect many dental treatment hazards, substandard processes and even serious safety risks rather well. The investigation processes revealed some physical harm or potential patient safety (PS) risks in more than half the alleged cases. Many complaints accumulated against certain individuals and statistically significant positive correlations were found between some patient/family complaints, dentist-specific variables and disciplinary actions. Practical implications – Patient/family-generated complaints must be taken seriously and seen as relatively good safety risk indicators. However, more knowledge on how patients might cooperate with dental care providers to prevent errors is needed. Originality/value – This work provides a unique opportunity to learn from several dentistry-related patient complaints. Despite some limitations, patient complaints appear to be useful as a complementary source together with other PS study methods.

This paper reviews a first year transition program first implemented in 2011 and designed for students commencing higher education at the regional campuses of an Australian university. A significant proportion of students attending these campuses are mature age, the first in family to attempt university study, Indigenous, and/or from low socio-economic backgrounds. Our project aims were to facilitate academic participation and hence retention in a higher education environment that relies on various multimedia technologies and blended learning models. Ongoing evaluations of the project clearly indicate its efficacy. Even so, longitudinal analyses raise questions about how current social inclusion policy shapes praxis; indeed, about how we do social inclusion and transition in higher education. The following discussion grapples with some of the unresolved tensions between transition as institutional policy and the complex, differentiated and sometimes messy transitional experiences of first year regional campus undergraduate students from diverse backgrounds

Purpose – The purpose of the paper is to provide an analysis of the adoption of Rural Development Policies (Rdp) as the result of entrepreneurial behaviours carried out by family farms with a focus on the Lazio Region of Italy. Family farming is the backbone of the European model of agriculture. Rdp provide family farms with a set of opportunities which, if well exploited, could drum up farm’s development. Design/methodology/approach – An empirical analysis of a data base provided by the Lazion region of Italy on the adoption of Rdp by family farms in the Lazio region for the period of 2007-2013. Cluster analysis is the main analytical tool used. Findings – The results evidence significant differences in the adoption of rural policy on the basis of family life cycle and the composition of the family farm. The empirical analysis underlines the low degree of coherence by farms located in rural areas. Practical implications – Farmers’ success in accessing funds requires them to be proactive and take a strategic perspective to convince funders that they have a coherent strategy which meets the requirements of the particular Rdp which they are trying to access. Social implications – In terms of policy, a more nuanced understanding of the entrepreneurial nature of some practices in a rural setting and how they require multi-agency investigation. Originality/value – The paper is unique, in that it considers the consumption of policy by farmers who are entrepreneurial in their vision. By consumption of Rdp, we mean the farmer’s strategic capability to obtain funds from regional funding pots for rural development.

The title encapsulates the argument advanced in this paper. The author argues that the associative link between child protection concerns and poverty, although well accepted, is not incorporated into practice with families. The paper presents the results of a small scale qualitative study undertaken in the two North Queensland regional cities of Townsville and Mackay. The author undertook interviews with ten (10) Family Services Officers (FSOs) in the Department of Families (DoF).Interviews revealed that FSOs agreed that family poverty is a stressor for child maltreatment. Participants differed in the extent to which they ascribed personal or societal responsibility for these family circumstances. The paper concludes with four recommendations to deal with family poverty in a child protection practice and policy context. The paper argues that more can and should be done to help children and families in this regard.

In recent years, public policy has been offering subsidized credit for machine purchase to family farmers. However, there is no methodological procedure to select a suitable tractor for these farmers' situation. In this way, we aimed to develop a selection model for smallholder farmers from Pelotas city region in the state of Rio Grande do Sul. Building a multicriteria model to aid decisions is divided into three main stages: structuring stage (identifying stakeholders, decisional context and model creation), evaluation stage (stakeholder preference quantification) and recommendation stage (choice selection). The Multicriteria method is able to identify and value the criteria used in tractor selection by regional family farmers. Six main evaluation areas were identified: operational cost (weight 0.20), purchase cost (weight 0.22), maintainability (weight 0.10), tractor capacity (weight 0.26), ergonomics (weight 0.14) and safety (weight 0.08). The best-rated tractor model (14.7 kW rated power) also was the one purchased by 53.3% of local families.

The Team for the Assessment of Psychiatric Services (TAPS) was established in May 1985 with the explicit purpose of evaluating the national policy of replacing psychiatric hospitals with district based services. TAPS' remit was to mount the evaluation with respect to the closure of Friern and Claybury Hospitals in north London. Funding was provided by the Department of Health and North-East Thames Regional Health Authority (latterly North Thames Regional Health Authority) with supplements from the King's Fund and the Sainsbury Family Trusts. During 13 years of research TAPS has employed more than 50 members of staff and associated researchers. A full listing is given in Leff (1997). This summary of the research is organised by topics. However, there was very close integration of the various projects.

The article is devoted to the activities of the public organization of the Chuvash ASSR, which launched its intense activity in the territory of the national region in the 30–40s of the 20th century. On the basis of unpublished sources contained in the State Historical Archive of the Chuvash Republic, the article analyzes the work of the Chuvash Regional Council of the Militant Atheists League (1927–1941) in the direction of anti-religious education in the family. The author notes that religious dogmata which for many centuries had been defining the marital sphere were subjected to criticism and persecution by the proletarians, which could not but affect the family values and principles in undereducated workers’-and-peasants’ families of the Chuvash. According to the results of the study, the state policy of the Soviet power concerning marriage and family is determined; the conclusion is made about a significant influence of this public organization on the family; attention is drawn on its positive aspects of work in lower class families of workers’ and peasants’ families of Chuvashia. At the same time, the article notes discontent with the cultural and religious transformations which were carried out among some of undereducated inhabitants of the Republic, especially female workers and peasants, who were afraid of possible families breakdown due to their equalization in rights with men, increased female political activity (the work of female sectors of the ACP(b) Women’s Department and territorial organizations of women’s movements as well as due to the social policy for protecting motherhood and infancy carried out by the Soviet power.

This article considers methods of state support of young families in Russia and Russian regions. In current socio-economic conditions, young families' support can be viewed as a useful course of state policy. Providing housing to young families allows young adults not only to solve their social, economic, and psychological issues but also creates a background for young families for active participation in societal, economic development, and demographic state policy. Logics of the research is based on that young family support is executed in Russia on federal and regional management levels as part of youth and housing policy. In the article, regulatory, administrative, and financial aspects have been reviewed as in the frame of youth and housing policies. During their studies, methods were used, such as comparison study, compilatory analysis of documents, software, and analysis and evaluation of financial and statistical data based on algebraic calculations. Judging on the results of the study conclusion was carried out on how well young families support is organised on federal and regional levels, how effective were the measures taken for society. In conclusion, suggestions were made on how to better young families' support when acquiring housing. Their usage will allow to structure of young families' aid, make it more expedient and of current interest.
