The aim of the article is to describe the tangible and lasting uneven regional distribution of manufacturing in Italy, as the result of a historical reinforcing process. This article presents and analyzes data on the dynamics of crime, presents the General directions of criminal activity in the city of Bratsk in 1955–1991. Also, the causes of the growth of crimes are considered. The study of regional indicators of crime dynamics in the Irkutsk region at the present stage is a significant step in the formation of ideas about the spread of social anomalies in the Soviet period. The archival materials of the Prosecutor’s office not previously used in publications have been introduced into scientific circulation.

Abstract:
The article discusses changes in grain collection system in 1930s and related problem of food security of rural population using the example of West Siberian region. Author shows how food and seed assistance was provided to regions. Due to crop failures annually affecting certain regions, as well as excessive grain exemptions, difficult food situation continued throughout the decade. The existing food security system was supposed to help avoid a recurrence of massive famine of 1931–1933.
