Abstract:
Sikkim-Darjeeling Himalayan Endangered Languages Archive (SiDHELA) created by the Centre for Endangered Languages, Sikkim University is India’s first endangered language archive. This archive is part of the ongoing language documentation initiatives of the Centre funded by the University Grant Commission. The Centre, formally established in December 2016 aims for preservation and promotion of endangered languages in Sikkim and North Bengal. The Centre carries out documentation and description of the indigenous endangered languages of the region through linguistic and ethnographic fieldwork. SiDHELA conceptualised as a platform for a linguistic resource of the languages spoken in the region, houses the primary data collected through fieldwork. One of the main aims of this archive is to preserve the data for long term usage and dissemination. Central Library, Sikkim University hosts the archive under its digital library. Through this archive the Centre for Endangered Languages, Sikkim University seeks not just to preserve and protect but also to promote the use of endangered languages spoken in the region. This paper presents the journey of this archive from idea to reality. This paper outlines the motivation behind the conceptualisation of SiDHELA as a regional archive and then discusses its development. It includes discussion on the developmental platform, theoretical issues in the conceptualisation of the archive and practical challenges in its design and development and its prospects. This paper thus primarily intends to inform scholars and researchers working with endangered languages of the region about this archive and its development. Finally, it hopes to kindle interest among researchers and librarians for developments of more such regional archives.

Abstract:
Political debate concerning the recognition of regional and minority languages has been the subject of much study in recent years. However, with the focus on separatist and/or nationalist forces, the centre-left has often been overlooked in such studies. In both Asturias in Spain and the Veneto in Italy, centre-left parties have taken a particularly ambivalent approach towards language revival policies, and the ideologies behind this approach merit further study. Drawing particularly on Bourdieu’s work, the author will consider how linguistic hierarchies and linguistic capital are reflected in centre-left discourse and actions concerning the respective local languages. This will shed light on the ambiguous role of the centre-left concerning language policy, and provide further insight into the compatibility of liberal and progressive politics with language revival policies.

Abstract:
One of the most linguistically and culturally diversified countries in the world, Nepal is in the midst of linguistic and cultural chaos. Linguistic and cultural diversity itself is at its centre. One explanation for the sad situation is that the ruling elites, who have held power since Nepal’s inception in the eighteenth century, have conducted an invisible politics of privileging languages and of deliberately ignoring issues related to minority and ethnic languages to promote the languages of their choice. While this invisible politics of ‘unplanning’ of languages has been responsible for the loss of scores of languages, it has helped the elites to achieve ‘planned’ linguistic edge over the speakers of other languages. In the changed political climate, the Nepalese people have embarked upon a debate about what language policy the country should have and what roles and statuses should be accorded to the local/regional, national and international languages. The socio-political and linguistic context of the current language policy debate and the lack of a clear and consistent language policy allow the ruling elites to adopt an approach which in the existing situation does more harm than good.

Abstract:
The establishment and strengthening of poisons centres was identified as a regional priority at the first African regional meeting on the Strategic Approach to International Chemicals Management (SAICM) in June 2006. At this meeting, the possibility of a subregional poisons centre, that is, a centre in one country serving multiple countries, was suggested. The WHO Headquarters following consultation with counterparts at the WHO Regional Office for Africa (AFRO) and the SAICM Africa Regional Focal Point successfully submitted a proposal to the SAICM Quick Start Programme (QSP) Trust Fund Committee for a feasibility study into a subregional poisons centre in the Eastern Africa subregion. However, before such a study could be conducted it was deemed necessary to carry out a literature review on the patterns and epidemiology of poisoning in this region so as to inform the feasibility study. The current paper presents the results of this literature review. The literature search was done in the months of June and July 2012 by two independent reviewers with no language or publication date restrictions using defined search terms on PUBMED. After screening, the eventual selection of articles for review and inclusion in this study was done by a third reviewer.

AbstractAt the 2012 General Assembly of the International Astronomical Union (IAU), the Office of Astronomy for Development announced a number of exciting new partnerships to assist with the IAU's decadal strategic plan (2010--2020). These landmark decisions included establishing a new coordinating centre that aims at using astronomy as a tool for development in East Asia. The agreement covers two important functions. One is known as a Regional Node, which entails the coordination of astronomy-for-development activities in countries within the general geographical region of East Asia. The other is known as a Language Expertise Centre which deals with all aspects relating to (mainly) the Chinese language and culture. The impact of the latter may obviously spread well beyond the geographical region to other parts of the world. Here we provide an update of the achievements and aims of the East Asian Office of Astronomy for Development.

Abstract:
In this paper I argue that the debate about urban and regional planning is polarised into two competing ‘discourses’ of town planning and political economy. I assert that the language and concepts of town planning continue to take precedence in both the field of practice and in teaching and research and that this is a most unsatisfactory state of affairs. Town planners relegate urban and regional political economy to the periphery and place town planning at the centre. This is a conservative situation in that most town planning education places great emphasis on plans and very little on ‘how cities and regions work’. I recommend the abandonment of ‘planning’ education in favour of spatial political economy which might sit easiest in human geography.

Abstract:
This article examines the individual and contextual factors affecting peripheral identifications in Spain. It does so by conducting multilevel statistical analyses on two surveys on regional and national identifications that were carried out by the Centro de Investigaciones Sociológicas in 1996 and 2006, at two very different political conjunctures. At the individual level, these analyses show that peripheral identifications are strongly conditioned by language attributes (in particular by vernacular mother languages), by the place of birth of respondents and by left–right self-placements. At the aggregate level, only geographical distance from the national centre exerts a significant and consistent influence on peripheral identifications. Our analysis reveals also that the effects of language attributes and ideological orientations increased from 1996 to 2006, and suggests that contexts of polarisation regarding political–territorial issues strengthen the influence of linguistic characteristics and ideological orientations on peripheral identities.

International Information Centre for Terminology (INFOTERM) was founded in 1971 by contract with the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the Austrian Standards Institute (ASI). In 1996, INFOTERM was reorganized and established as an independent non-profit organization. INFOTERM promotes and supports the cooperation of existing and the establishment of new terminology centres and networks with the general aim to improve domain communication, knowledge transfer and provision of content with view to facilitating the participation of all in the global multilingual knowledge society. The article presents not only a history of the foundation of INFOTERM, the tasks and activities of INFOTERM and its members, which are international, regional or national terminology institutions, organizations and networks, as well as specialized public or semi-public or other non-profit institutions engaged in terminological activities, but also analyses “Guidelines for terminology policies”, preparied by INFOTERM, and cooperation between INFOTERM and the Institute of the Lithuanian Language.In conclusion, the experience and sharing expertise of INFOTERM regarding harmonized methods and guidelines for terminology management and policies, the management of terminology centres, terminology standardization, the use of terminological data, methods and tools in all applications etc are very important for all countries and language communities especially for countries and language communities with less mature terminologies. The Institute of the Lithuanian Language as a member of INFOTERM has a possibility to get information on terminology research and training, terminology publications, terminological events and activities all over the world.

AbstractThe existing Chinese legal framework for the protection of minority language rights is challenged by the development of law for the promotion of the majority language. The Regional National Autonomy Law (RNAL) is a centre-piece in the protection of minority language rights having the aim of guaranteeing the rights of the minority nationalities to administer their internal affairs. However, despite that, the RNAL stipulates that the autonomous organs shall guarantee the freedom of the minority nationalities to use and develop their language, culture and traditions. The law- and decision-making powers of the autonomous organs are subject to the approval of higher level authorities under the rules of governance based on the principles of 'democratic centralism'. This research argues that, particularly in view of the legal developments to promote the majority language, the institutional framework of the RNAL cannot provide an effective procedural guarantee for the implementation of minority language rights in accordance with international human rights law. Nevertheless, this article propounds that since China has proclaimed that it is moving towards governance based on the principles of the rule of law and international human rights standards for the protection of minority language rights could have an influence in this transition by increasing the clarity of the aims of the protection of minority language rights. In accordance with these principles, the role of the autonomous organs could be strengthened and clarified by the adoption of regulations and specific measures for the implementation of the RNAL by central and provincial authorities.

Abstract:
The article presents an analysis of language legislation in the Russian Federation (RF), focusing on the laws adopted in Russia since the dissolution of the USSR up to the present time. It shows that language legislation in the RF reflects the changes in the balance of power between the central federal authorities and the constituent republics as the federal centre tried to ensure the unity of the state without antagonising ethnic minorities. The history of language legislation in the USSR and the RF reveals a “pendulum swing” pattern in which the focus on the rights of minority languages shifts to promoting Russian as a lingua franca to create a unified communicative space within the RF. Special emphasis is laid on the educational domain as educational issues proved to be an especially sensitive matter for Russian citizens. A case study of language policies in Tatarstan highlights the heated debates provoked by the latest initiatives concerning teaching regional languages, revealing problems encountered by lawmakers due to opposing priorities of stakeholders with different ethnic backgrounds.

Abstract:
Тема  докторске  дисертације  је вишекритеријумска  анализа  положаја  и  одрживости регионалних  центара  за  управљање  отпадом  у  Војводини.  Анализом  примарног  и секундарног  географског  положаја  утврђено  је  да  је оцена географског  положаја регионалних  центара  условљена  различитим  критеријумима. Апсолутни  географски положај регионалних центара за управљање отпадом анализиран је са аспекта физичко-географских  карактеристика  региона  (геолошко  геоморфолошких,  климатских, хидрографских,  педолошких  и  биогеографских).  Анализа  је  показала  да  поједини регионални  центри  немају  повољан  положај  у  односу  на  физичко-географске карактеристике простора. Ту се пре свега мисли на регион Сомбора, односно на локацију постојеће  депоније  „Ранчево“  за  коју  је  предвиђено  проширење  ради  успостављања регионалног центра. Релативни географски положај регионалних центара анализиран јеса аспекта друштвено-географских карактеристика простора: становништва и насеља, као  и  привредне  активности. У  оквиру  овог  аспекта,  анализа  је  показала  релативно неповољан положај регионалних центара за управљање отпадом. Ово пре свега јер само три  од  девет  предвиђених  региона  испуњавају  услов  минималног  броја  становника (200.000) на дужи рок и то региони Новог Сада, Суботице и Инђије. Са друге стране региони  Сомбора  и  Вршца  имају  изразито  неповољну  структуру  становништва, док регион  Инђија,  са  аспекта  положаја  насеља,  има  неповољан  положај,  јер  је  једна  одопштина  која  припада  региону  (Шид)  физички одвојена  од  остатка  региона.  Са економског аспекта, региони Зрењанина и Сомбора бележе најниже зараде у последњој деценији, па се њихов положај у овом смислу може сматрати неповољним. За потребеовог  рада  извршена  је  евалуација  критеријума  и  подкритеријума  релевантних за доношење  одлука у процесу управљања  отпадом  на  нивоу  Стратегијом  дефинисаних региона  у  Војводини. Резултати  су  показали  значајне  разлике  у  перцепцији  и вредновању појединих фактора од стране доносилаца одлука из различитих региона, али и од стране доносилаца одлука на националном и на локалном нивоу. Такође разликују се ставови независних стручњака из области управљања отпадом и одрживог развоја уодносу  на  доносиоце  одлука  који су  директно  укључени  у  процес  доношења одлука. Степен  конзистентности  је  у  границама,  што  говори  у  прилог  томе  да  је  метод аналитичко  хијерархијског  процеса  адекватан  за  постављање  приоритета у  развоју одрживих система за управљање отпадом у Војводини.
Tema  doktorske  disertacije  je višekriterijumska  analiza  položaja  i  održivosti regionalnih  centara  za  upravljanje  otpadom  u  Vojvodini.  Analizom  primarnog  i sekundarnog  geografskog  položaja  utvrđeno  je  da  je ocena geografskog  položaja regionalnih  centara  uslovljena  različitim  kriterijumima. Apsolutni  geografski položaj regionalnih centara za upravljanje otpadom analiziran je sa aspekta fizičko-geografskih  karakteristika  regiona  (geološko  geomorfoloških,  klimatskih, hidrografskih,  pedoloških  i  biogeografskih).  Analiza  je  pokazala  da  pojedini regionalni  centri  nemaju  povoljan  položaj  u  odnosu  na  fizičko-geografske karakteristike prostora. Tu se pre svega misli na region Sombora, odnosno na lokaciju postojeće  deponije  „Rančevo“  za  koju  je  predviđeno  proširenje  radi  uspostavljanja regionalnog centra. Relativni geografski položaj regionalnih centara analiziran jesa aspekta društveno-geografskih karakteristika prostora: stanovništva i naselja, kao  i  privredne  aktivnosti. U  okviru  ovog  aspekta,  analiza  je  pokazala  relativno nepovoljan položaj regionalnih centara za upravljanje otpadom. Ovo pre svega jer samo tri  od  devet  predviđenih  regiona  ispunjavaju  uslov  minimalnog  broja  stanovnika (200.000) na duži rok i to regioni Novog Sada, Subotice i Inđije. Sa druge strane regioni  Sombora  i  Vršca  imaju  izrazito  nepovoljnu  strukturu  stanovništva, dok region  Inđija,  sa  aspekta  položaja  naselja,  ima  nepovoljan  položaj,  jer  je  jedna  odopština  koja  pripada  regionu  (Šid)  fizički odvojena  od  ostatka  regiona.  Sa ekonomskog aspekta, regioni Zrenjanina i Sombora beleže najniže zarade u poslednjoj deceniji, pa se njihov položaj u ovom smislu može smatrati nepovoljnim. Za potrebeovog  rada  izvršena  je  evaluacija  kriterijuma  i  podkriterijuma  relevantnih za donošenje  odluka u procesu upravljanja  otpadom  na  nivou  Strategijom  definisanih regiona  u  Vojvodini. Rezultati  su  pokazali  značajne  razlike  u  percepciji  i vrednovanju pojedinih faktora od strane donosilaca odluka iz različitih regiona, ali i od strane donosilaca odluka na nacionalnom i na lokalnom nivou. Takođe razlikuju se stavovi nezavisnih stručnjaka iz oblasti upravljanja otpadom i održivog razvoja uodnosu  na  donosioce  odluka  koji su  direktno  uključeni  u  proces  donošenja odluka. Stepen  konzistentnosti  je  u  granicama,  što  govori  u  prilog  tome  da  je  metod analitičko  hijerarhijskog  procesa  adekvatan  za  postavljanje  prioriteta u  razvoju održivih sistema za upravljanje otpadom u Vojvodini.
The  topic  of  the  doctoral  dissertation  is  a  multi-criteria  analysis  of  the  position  and sustainability of regional waste management centers in Vojvodina. The analysis of the primary and secondary geographical position showed that the assessment of the geographical position of the regional centers is conditioned by different criteria. The absolute geographical position of regional waste management centers was analyzed from the aspect of physical-geographical characteristics  of  the  region  (geological,  geomorphological,  climatic,  hydrographic, pedological and biogeographical). The analysis showed that some regional centers do not have a favorable position in relation to the physical-geographical characteristics of the area. This primarily refers to the region of Sombor, ie the location of the existing landfill "Rančevo", which  will  be  expanded in  order  to  establish  a  regional center.  The  relative  geographical position  of  the  regional  centers  was  analyzed  from  the  aspect  of  socio-geographical characteristics of the area: population and settlements, as well as economic activities. Within this  aspect,  the  analysis  showed  a  relatively  unfavorable  position  of  regional  waste management centers. This is primarily because only three of the nine planned regions meet the condition of a minimum number of inhabitants (200,000) in the long run, namely the regions of Novi Sad, Subotica and Inđija. On the other hand, the regions of Sombor and Vršac have a very unfavorable population structure. The region of Inđija, from the aspect of the position of settlements, has an unfavorable position, because one of the municipalities belonging to the region (Šid) is physically separated from the rest of the region. From the economic point of view, the regions of Zrenjanin and  Sombor record the lowest salaries in the last decade, so their position in this sense can be considered unfavorable. For the purposes of this dissertation, the evaluation of criteria and sub-criteria relevant for decision-making in the waste management process at the level of the regions defined by the Strategy in Vojvodina was performed. The results showed significant differences in the perception and  еvaluation of individual factors by decision makers from different regions, but also by decision makers at the national and local levels.  There  is  also a  difference  in  the   views  of independent  experts  in  the  field  of  waste management  and  sustainable   development  in  relation  to  decision  makers  who  are  directly involved in the decision-making process. The degree of consistency is within the limits, which speaks in favor of the fact that the method of analytical hierarchical process is adequate for setting priorities in the development of sustainable waste management systems in Vojvodina.

Abstract:
Саобраћајно-географски и стратешки положај Книнске Крајине, условљавају сталну присутност овог подручја у балканским и европским збивањима, мада значај природних потенцијала није томе адекватан. Овим простором су пролазиле многе војске и владале бројне империје. Кроз бурне догађаје неки природни елементи су деградирани (вегетација, земљиште, укупан пејсаж), а дешавале су се и потпуне смене становништва, те рушења и паљења, што се веома негативно одражавало на привредну активност. Виталност становништва дуго је успешно надокнађивала стална исељавања. Међутим, стално погоршавање укупних природно-друштвених елемената, као и савремени привредни токови, поспешили су процес исељавања, па је крајем двадесетог века број становника у многим насељима пао на ниво из средине деветнаестог века. Сточарство је вековима било доминантна активност, али су деградација природне средине, слаба улагања и стално исељавање утицали на знатно опадање значаја ове гране. Ипак за равномеран развој, осим индустријализације, мора бити добро организована и пољопривредна производња. Пољопривредна делатност, на овом простору, мора тражити своју будућност и у производњи здраве хране, како у ратарству тако и у сточарству. Концентрација индустрије у Книну није добра за равномеран развој, а пошто изградња малих погона у неколико мањих наеља показује позитивне ефекте, мора се наставити у том правцу. Територијалне и политичке промене на простору бивше СФРЈ, утичу на појачање централних функција Книна, те он постаје значајан међурегионални и републички центар. Побољшању укупног развоја треба да допринесе и туристичка привреда, али и правилно валоризовање саобраћајног положаја и неких природних богатстава. Да би што боље оживела сеоска насеља, мора се побољшати функционално-комунална опремљеност локалних центара.
Saobraćajno-geografski i strateški položaj Kninske Krajine, uslovljavaju stalnu prisutnost ovog područja u balkanskim i evropskim zbivanjima, mada značaj prirodnih potencijala nije tome adekvatan. Ovim prostorom su prolazile mnoge vojske i vladale brojne imperije. Kroz burne događaje neki prirodni elementi su degradirani (vegetacija, zemljište, ukupan pejsaž), a dešavale su se i potpune smene stanovništva, te rušenja i paljenja, što se veoma negativno odražavalo na privrednu aktivnost. Vitalnost stanovništva dugo je uspešno nadoknađivala stalna iseljavanja. Međutim, stalno pogoršavanje ukupnih prirodno-društvenih elemenata, kao i savremeni privredni tokovi, pospešili su proces iseljavanja, pa je krajem dvadesetog veka broj stanovnika u mnogim naseljima pao na nivo iz sredine devetnaestog veka. Stočarstvo je vekovima bilo dominantna aktivnost, ali su degradacija prirodne sredine, slaba ulaganja i stalno iseljavanje uticali na znatno opadanje značaja ove grane. Ipak za ravnomeran razvoj, osim industrijalizacije, mora biti dobro organizovana i poljoprivredna proizvodnja. Poljoprivredna delatnost, na ovom prostoru, mora tražiti svoju budućnost i u proizvodnji zdrave hrane, kako u ratarstvu tako i u stočarstvu. Koncentracija industrije u Kninu nije dobra za ravnomeran razvoj, a pošto izgradnja malih pogona u nekoliko manjih naelja pokazuje pozitivne efekte, mora se nastaviti u tom pravcu. Teritorijalne i političke promene na prostoru bivše SFRJ, utiču na pojačanje centralnih funkcija Knina, te on postaje značajan međuregionalni i republički centar. Poboljšanju ukupnog razvoja treba da doprinese i turistička privreda, ali i pravilno valorizovanje saobraćajnog položaja i nekih prirodnih bogatstava. Da bi što bolje oživela seoska naselja, mora se poboljšati funkcionalno-komunalna opremljenost lokalnih centara.
The regional trafffic, geographic and strategic position of Knin Krajina was the main cause for its constant presence in Balcan and European events, though the inportantce its natural resources had not been adequate. Many armies passed through this region and a number of empires ruled it. Thruogh the turmoils of these events some natural elements were degraded (vegetation, soil, the whole scenery), total changes in its population emerged, destructions and arsons which had an-extremely negative effect on public economy. Vitality of the population had for a long time been successful in substituting for the constant migrations. However, constant deteriorating of natural and social elements, as well as modem natural movements, had influenced the speed of depopulation process, so that at the end of the XX centry a number of people in many settlements had decreased to the level equal to the middle XIX century period. Forming used to be dominant for centuries but the degradation of the nature and its qualities, poor investments and constant depopulation had affested it and made it inferior. Still, in order to have a balanced growth, apart from industralisation and agricultural production also needed to be very well organised. Agriculture, in this area, had to search for its future prospects in production of healthy food, both in cattle-breeding and in farming. The concentrated industry in Knin is not sufficiently good for a balanced growth and since building of new little factories in a few of small communities has showed positive effects, this direction should be followed. Changes in territory and in politics in the area of exYugoslavia, affects the increasing growth of central functions in Knin and therefore it has become an important internacional and republic center. Tourism should also contribute to the total development, and a proper evaluation of its traffic position and some natural resources as well. To make village communities more active some functional and communal facilities in local centres have to be improved.

The dissertation describes the experiences of senior secondary students taking an online course for the first time to further their language education. The experiences are presented from the perspective of students, of supervising teachers and the 'virtual' teacher. Issues of importance with younger learners are identified and discussed and guidelines for the conduct of online courses at school level developed. It is proposed that online courses may have a worthwhile place in school education if specific learning needs can be met using this medium.

In 1980 Froebel, Heinrichs and Kreye published the English-language The New International Division of Labour, trying to highlight the consequences of market reorganization after the crisis of the mid 1970s, which was soon to transform into so-called globalization. A third of a century later, the "fantastic adventure" of market integration seems to have been crystallized by the 2007-2008 crisis, opening a further period of great instability. But the geography of wealth production has transformed radically and appears unrecognizable to the early-80s scholar. In a framework of great social, political and cultural change, China, a country at the time defined as an "economic dwarf", is the second largest economy on the planet and has become its "factory". The standardizing concept of "Third World" having vanished, some former colonial economies have undertaken rapid growth processes, while others have ruinously accentuated their underdevelopment. The traditionally advanced regions, then defined as "industrial", have opened out into trajectories defined, vice versa, as "post-industrial", some consolidating their competitive edge and others sparking lengthy declines.

This chapter analyses the relevant aspects related to research journals and examines the growth and trends of social science research (SSR) journals; the status on access and delivery models of SSR journals; the role of institutions, associations, and commercial publishers in promoting SSR journals; and the quality and quantity of SSR journals in India. The study found that of the total 2131 journals analysed, about 84 per cent are published in English, only 9 per cent in English as well as in Hindi/regional languages together, and 7 per cent only in Hindi/regional languages. Analysis of 1992 journals published in English and English/Hindi/regional language(s) shows that over 40 per cent of these are in disciplines of economics and allied subjects. Education, law, and multidisciplinary themes take the majority of the remaining share.

Sua construção é bastante onerosa computacionalmente, porque demanda a análise da relação de coocorrência entre os termos existentes num corpus, podendo exigir bastante memória para armazenar essa relação, caso o vocabulário, a janela de contexto e o corpus empregados sejam muito grandes. Para contornar essas limitações, nossa solução é baseada numa estrutura de dados do tipo hash, capaz de armazenar de forma eficiente uma matriz inerentemente esparsa de grandes dimensões. Esta solução se adapta facilmente a diferentes arquiteturas, tendo sido implementada e testada em aplicações com arquiteturas single thread, mul ticore e manycore.

The modern stage in the development of ethnomusicology is marked by the emergence of large-scale fundamental research. However, the problems of ethnomusicology are essentially not discussed in them, being peripheral for the authors. In this regard, it seems timely to analyze the refraction of ideas and methods of ethnomusicology in the research of scientists - representatives of various regional scientific centers and schools. The lack of interest in the study of modern processes and dynamics of culture is partly due to objective circumstances. Scientists do not always have collections of materials collected in previous periods of the development of science. However, it should be noted that such a trend is characteristic of ethnomusicology, while linguists, for example, are constantly studying and monitoring the transformation of the everyday, scientific language, studying the languages of corporate and information communities, new forms of written culture.

The article reviews the problem of Ukrainian dialectic textography. This scientific area has been recently enriched with new works. This article focuses on dialectic text. Text is one of the important tools to represent dialect materials. For example, small text fragments show how can a lexeme behave in a speech-space. One of the dialects of the central region of Ukraine was chosen for the analysis, as this dialect specifically is one of the ancestors of the modern Ukrainian literary language. The subject of the presented fragments is associated with popular geographical terminology. This vocabulary is closely related to primordial history and culture. This thematic group is archaic. It has not yet become the object of a separate study, which would represent the whole variety of dialects from the entire territory of Ukraine. Up until today, there are only a few regional works.

The work is aimed at developing a model of an information system for the analysis and monitoring of remote sensing data by the example of processing hyper- and multispectral satellite images, which are widely used to analyze the state of static and dynamic objects in the Arctic region of the Russian Federation. For automatic analysis and decryption of Arctic data in the development of the model, methods of high-performance computing, radiometric calibration, filtering and clustering of images, as well as intelligent data processing methods using deep learning convolutional neural networks were used. Object-oriented design and united modeling language notation were used to develop the model. A data-level model, a conceptual model of the structure of system modules, including a resource storage center, a resource and results management center, and a presentation-level interface have been developed. To develop a diagram of the use cases of the information system, the structure of actors, use cases and their interrelations were identified. The logical model of the information system was created based on a class diagram consisting of the Resource and Results Manager Center, Intellectual Information System, Functional Neural Modules packages. The practical significance of the study is due to the fact that the results obtained will allow the development of a prototype of an information system that can be used for effective monitoring of “useful data" of the Arctic region of the Russian Federation, as well as to automate the processes of analysis, updating, storage and processing of data from objects in various areas of the Arctic infrastructure.

An eco-industrial park is a set of businesses that share resources in order to increase profitability and reduce environmental impact. The implementation of eco-industrial parks may significantly contribute to the creation of a sustainable economy. Despite this prospect, the actual development of eco-industrial parks is challenging, as a variety of factors must be considered. Not only technical, economic, and environmental factors are relevant but numerous stakeholder relationships as well, such as between firms, governmental bodies, and local communities. This paper presents a conceptual framework that is used to capture these diverse aspects and the relationships between them. The Unified Modeling Language (UML) is used for modeling its concepts and relationships. First, based on a literature survey, relevant concepts of eco-industrial parks are identified. One central concept is “industrial symbiosis”. A novel value-based interpretation of industrial symbiosis is presented. Second, the park’s economic, local and regional development context, as well as its internal technical components and their relationships are modeled. Finally, the framework is used for modeling a concrete eco-industrial park, in this case part of the Kalundborg eco-industrial park.

There are limited training options for audiovisual archivists, with most formal courses centred in Europe or the United States of America, but high costs can prevent people working in audiovisual archives from accessing these opportunities. However, there are significant collections of audiovisual heritage spread across the globe, not the least in Southeast Asia and the Pacific region, that are at risk of loss due to a number of factors, including sta competencies. In 1996 audiovisual archivists formed the Southeast Asia–Pacific Audiovisual Archive Association (SEAPAVAA) to advocate on their behalf and to provide networking and other assistance to develop and sustain their respective collections. A key part of SEAPAVAA’s work has been to provide training. Over the past 20 years the association has developed and delivered educational programmes on all aspects of audiovisual archiving. Over this time its trainers have developed an analytical approach to prioritizing needs and optimizing delivery methods in a region that has many distinct languages and cultures and where one size does not fit all. This paper looks at how SEAPAVAA went about discovering those needs and developing training priorities around them.
