Full textEn la presente tesis se desarrolla el Plan Estratégico de la Región Loreto, ubicada en el Perú. El plan en mención deriva de una minuciosa evaluación del entorno de la región, así como de un objetivo análisis del interior de la organización. Esto ha permitido obtener un valioso diagnóstico e identificación de las oportunidades, amenazas, fortalezas y debilidades de la región. La información ha sido procesada de manera crítica, lógica y secuencial, bajo una metodología estructurada y con la ayuda de diferentes matrices. Bajo este análisis se pudieron definir estrategias orientadas a cumplir objetivos a largo plazo, los mismos que están asociados a objetivos de corto plazo. Todo esto enmarcado en la visión planteada para la Región de Loreto. Loreto es una región con mucho potencial de crecimiento, sin embargo, actualmente tiene bajos niveles de competitividad de acuerdo al Índice de Competitividad Regional del Perú 2014, elaborado por CENTRUM Católica. Las estrategias diseñadas en el presente documento están orientadas a la búsqueda del crecimiento sostenible de la región, basándose en el adecuado aprovechamiento de los recursos naturales y desarrollando de manera progresiva habilidades productivas en pro de su desarrollo económico. Las estrategias planteadas están alineadas además al desarrollo cultural y social de la región, revalorando a esta como un importante destino turístico y con muchas oportunidades para las actuales y futuras generaciones de la región
In this document, we explain the Strategic Plan of the Region of Loreto located in Peru. The strategic plan mentioned is the result of a thorough evaluation and analysis of the environment in the region, as well as an objective analysis within its organization. This has led to an accurate diagnosis and identification of opportunities, threats, strengths, and weaknesses of the region. This information has been processed in a critical, logical and sequential manner under a structured methodology and with the help of different matrix. Under this analysis, it has been possible to define strategies aimed to meet long-term objectives and which are associated to short-term objectives. Everything is framed in the outlined vision for the Region of Loreto. Loreto is a region with great potential growth. Nevertheless, it has low levels of competitiveness nowadays, according to the 2014 Regional Competitiveness Index of Peru, elaborated by CENTRUM Católica. The strategies designed in this document are set towards a sustainable growth in the region, based on an appropiate use of natural resources in the region, and a progressive development of productive skills in the region. The strategies proposed are well aligned to the cultural and social development of the region, revaluing it as a major tourist destination with many opportunities for current and future residents of the region

Como base del planteamiento, se ha tomado el proceso estratégico definido en el libro El proceso estratégico Un enfoque de gerencia escrito por Fernando D´Alessio en el 2013, en la Figura 0 el lector podrá visualizar el detalle del proceso que se llevo a cabo. En este trabajo se presenta un análisis de la situación actual del departamento de antioquia y a partir de esta situación se propone una visión al año 2025. Para esto se presenta un análisis interno y externo del departamento con el fin de detectar las oportunidades, amenazas, fortalezas y debilidades para así definir una serie de estrategias alineadas a los intereses de educación, crecimiento económico, aumento de exportaciones e impacto de la calidad de vida de la población de la región. Las estrategias propuestas se han filtrado y fortalecido buscando llegar a las estrategias claves que apalancaran los objetivos de largo plazo del departamento. Los objetivos de largo plazo del departamento de Antioquia se han desagregado en objetivos de corto plazo para facilitar el seguimiento y control de los indicadores propuestos. Finalmente se descrito una situación futura deseada para la región antioqueña y unas recomendaciones resultantes de la realización de este planteamiento estrategico
This document contains the strategic plan for the Antioquia department. This plan has been totally based and design from the strategic process defined by the Dr. Fernando D’Alessio on his book El proceso estratégico Un enfoque de gerencia 2013. In the Figure 0 the reader can visualize the followed process. This document also presents a detailed analysis of the current situation of the Antioquioa region and from that point states a 2025 department vision and long term objectives. The performed analysis covers an internal and external evaluation in order to define possible opportunities, threads, strengths and weakness of its government and population, this is done with the purpose of define the right strategies that aligned with the organizational interests could help the region to achieve its long term goals. Within this document is also contained a detailed plan on how achieve and monitor the completion of the main milestones with short term objectives that will help to define small checkpoints during this 10 years plan. A set of different tools and strategic filters has been applied to the strategies defined for this plan in order to prioritize them and identify the best choice for the national and regional situation, however, there is a set of other strategies that could be implemented in any time in case of an environmental change in order to take advantage of possible opportunities or mitigate any possible thread that appears during the execution of this plan

Full textEl plan estratégico para el Departamento de Santander busca establecer la ruta de trabajo y estrategias que le permitan posicionarse como un departamento prospero económicamente con alta calidad de vida para todos los habitantes donde se maximicen los recursos públicos y se logre incrementar la inversión privada para mejorar los índices productivos de la región. En el presente documento se identifica la realidad actual de departamento resaltando las debilidades y fortalezas internas de la misma manera que se realiza un análisis del entorno para determinar el posicionamiento dentro de país y del mundo, buscando determinar los puntos críticos a desarrollar en los próximos años. La economía de Santander ha estado históricamente jalonada por la industria petrolera lo cual ha generado una gran cantidad de recursos provenientes de las regalías pero a su vez ha creado una dependencia que ha bloqueado el desarrollo de otro tipo de industrias en la región. Siendo una de las principales economías de Colombia, cuenta con un ecosistema propicio para el desarrollo turístico y una imagen favorable nacional e internacionalmente en la producción de calzado lo cual se podría utilizar como cimientos para el desarrollo. En contraste con esto, se presenta la baja calidad y desarrollo en infraestructura vial y el bajo nivel de educación y bajo desarrollo profesional de sus habitantes. A través del proceso de planeación estratégica se plantea al 2025 la misión, visión, objetivos concretos, retadores y alcanzables. Se buscara apalancamiento en los recursos de la industria petrolera para fortalecer la infraestructura mediante un plan de inversión agresivo que permita a futuro disminuir la dependencia de la misma y desarrollar fuentes alternativas de desarrollo económico que contribuyan al incremento de la calidad de vida y prosperidad económica de la región
The strategic plan of the Colombian department Santander seeks to create the roadmap and strategies to position itself as a financially thriving department offering high quality of life to its inhabitants through the maximization of public resources and by increasing private investment to enhance the productive indicators of the region. This document presents the department´s current reality through the identification of internal weaknesses and strenghts as well as through an analysis of the context to determine its positioning in the country and worldwide in order to identify critical points to be developed in the years to come. Santander´s economy has historically been boosted by the oil industry, which has generated a wealth of resources coming from royalties, but it has also created a dependence which has blocked the development of other industries in the region. Being one of the main economies in Colombia, Santander offers a favorable ecosystem for tourism development, and a propitious image, domestically and internationally, concerning the production of footwear, which could become the foundation for this development. In contrast, roads infrastructure and development are low, added to the low level of education and professional development of its inhabitants. The mission, vision, and concrete, challenging, and achievable objectives towards 2025 are set out through strategic planning. Leverage will be sought through the resources provided by the oil industry in order to strengthen infrastructure through an aggressive investment plan which will allow Santander to decrease its dependence on the same industry, and to create alternative economic development sources to support the improvement of the quality of life and the economic prosperity of the region

Full textEl plan estratégico para la región Ancash tiene como principal propósito, determinar las estrategias que permitirán a Ancash ser una de las primeras regiones competitivas del Perú, para lograr ser una región que se desarrolla económica y socialmente, orientada a mejorar la calidad de vida de su población. Para superar la dependencia de sus ingresos por concepto de actividades económicas extractivas, como la minería y pesca, los cuales son muy volátiles y los precios para estos productos son fijados en mercados internacionales, Ancash debe diversificar su economía apostando principalmente en el desarrollo de la agroindustria y el turismo, promover la creación de clústeres en actividades como la minería y pesca, y fomentar la investigación y desarrollo para la creación de productos y servicios que ofrezcan un valor agregado al mercado, asimismo, debe brindar acceso a una educación de calidad. Para la realización del presente trabajo se empleó el modelo de Planeamiento Estratégico elaborado por el profesor Fernando D’Alessio. Después de la revisión de la situación actual de la región y de una evaluación externa e interna de la región Ancash, basada en la visión proyectada al 2025 se estableció nueve Objetivos a Largo Plazo (OLP). En seguida, a partir del uso de la matriz de Fortalezas, Oportunidades, Debilidades y Amenazas (FODA) se generaron 15 estrategias, las cuales después tuvieron que ser tamizadas, por matrices que sirven para evaluar estas estrategias, sintetizadas finalmente en doce estrategias. Para la implementación estratégica se han formulado 42 Objetivos a Corto Plazo (OCP) y 14 políticas de acción las cuales permitirán alcanzar a la región Ancash los OLP’s y por tanto alcanzar la visión planteada. Finalmente se puede determinar que la región Ancash posee potencial para mejorar su posición en el Índice de Competitividad Regional de CENTRUM católica para el 2025, se considera que en esa fecha, Ancash deberá ser la región más competitiva del país, solo por debajo de Lima
The strategic plan for the Ancash region has as its main purpose, to determine the strategies that will allow Ancash to be one of the first competitive regions of Peru, to become a region that develops economically and socially, aimed at improving the quality of life of its population. In order to overcome the dependence of its income on extractive economic activities, such as mining and fishing, which are very volatile and prices for these products are fixed in international markets, Ancash must diversify its economy by betting mainly on the development of agribusiness and tourism, promote the creation of clusters in activities such as mining and fishing, and promote research and development for the creation of products and services that offer added value to the market, and must also provide access to quality education. For the accomplishment of the present work the model of Strategic Planning was elaborated by the professor Fernando D'Alessio. After reviewing the current situation in the region and an external and internal evaluation of the Ancash region, based on the vision projected for 2025, nine Long Term Objectives (LTO) were established. Then, using the matrix of Strengths, Opportunities, Weaknesses and Threats (SWOT), 15 strategies were generated, which later had to be sifted, by matrices that serve to evaluate these strategies, finally synthesized in twelve strategies. For the strategic implementation, 42 Short Term Objectives (STO) and 14 action policies have been formulated which will allow reaching the Ancash region the LTO's and therefore reach the future vision. Finally, it can be determined that the Ancash region has the potential to improve its position in the Regional Competitiveness Index of CENTRUM Católica for 2025, it is considered that by that date, Ancash should be the most competitive region of the country, just below Lima

Full textThe Strategic Plan of the Amarilis district has been developed taking into account the predominant economic sectors that currently exist such as: the commerce sector, the tourism sector and the agricultural sector. Amarilis today has a competitive position against the neighboring districts of Huanuco province, such as Huánuco and Pillco Marca, since it has an important sector of commerce, it has a young population located mainly in urban areas and it has tourist attractions with projection to the future. However, Amarilis also has capabilities still to be developed that are currently undermining competitiveness. The low level of higher education of the population, which limits the potential of the district's workforce; citizen insecurity, which threatens the living conditions of its inhabitants and reduces attractiveness to investors; the gaps in infrastructure, especially in the drinking water, drainage and electrification services; the lack of cohesion of the merchants and the level of informality; they are still pending issues that should be taken into account by the municipality of the district. The vision, mission, objectives and strategies defined in the Strategic Plan seek to capitalize on the strengths and potentialities of the district as well as to reduce the impact of current opportunity areas through urban planning, the sustainable use of its resources, improvement and optimization. of the internal processes, an approach of greater transparency towards the residents and public of interest, an effective management of citizen security and initiatives oriented to education, health, culture, sports and recreation; creating in this way an environment oriented to improve the social welfare and the quality of its citizens

Full textThe diversified wealth that the Cusco Region has, is a driving source of growth, this will only be achieved by promoting the development of: (a) agriculture, (b) energy, (c) mining and (d) tourism sectors, which will enable the Cusco Region to have an average growth rate above the average country. To achieve this target, it is necessary to have a strategic plan to ensure sustainable growth with management and rational use of natural resources and materials, such as road infrastructure, necessary to communicate the various departments with the port of Matarani (exit to Pacific Rim). We cannot ignore the development of human talent. It is imperative that the Regional Government in coordination with the State Government to generate investment programs and projects involving private entities focused on strengthen the sectors of education and health; as shown in chapter VI, will consolidate the sustainable growth of the Cusco Region, transforming it into a referent in exporting organic products , given the growing international demand and the opening of new markets, achieved by Peru with the TLC agreements signed in recent years. This showcase will allow consolidating the Cusco Region in the year 2025, within 10 destinations most visited in the world, besides being the second region with greater tourism competitiveness, addition consolidating in a referent of the cultivation of cacao, being recognized as the first region exporter of organic agricultural products in South America

Full textIn 2015, Peru became the first exporter of quinoa worldwide, surpassing Bolivia. Healthy an organic trends in international markets set the appropriate framework for the launch of products such as quinoa. In this contexts, Puno is in a privilege position, due to the importance of its quinoa production across the country, and with its ideal climate conditions for this cereal cultivation as well as its growth potential in cultivated areas and the improvement of its production effectiveness. Another activity that can boost the Region is the tourism. It represents the second industry and can put Puno in the spot light and take it to a sustain growth through the development of the experimental and ecological tourism in Lago Titicaca, Uros, Taquile y Amantani Island. The 2025 Puno vision is to be recognized as one of the tenth leader regions of Peru through the development of its agriculture activities, achieving an important share as worldwide quinoa producer, with high quality and value added products for national and international markets, and to be recognized as one of the most important tourist destination, with people with high quality lifes.

Full textThis strategic plan is intended to promote economic and social development in Piura region, considering a deadline 2025 year, using the approach of sustainable initiatives in the rational use of natural resources and the preservation of the environment. To achieve this result, short-term goals, long term objectives and strategies seeking to consolidate productive clusters in economic sectors with the greatest potential in the region have been proposed: agro-industry, fishing, aquaculture, non-metallic mining, and tourism; supporting on the new centers of innovation in technology (CITE), which will share knowledge and best practices to raise productivity of these industries. On the other hand, the increase of the energy capacity in Piura is a regional interest, for that reason new alternative energy sources have been developed such as: wind and hydro energy. Also in the road infrastructure, it has emphasized in the construction of departmental and local roads, which will allow the optimization of production factors and the reduction of logistics costs in the region. It should be noted that the Piura region has a comparative advantage in logistics infrastructure (ports, roads and airports), which allow the increase of commercial transactions, not only with the regions of the north of Perú, but also with neighboring countries. The economic development that will reached by the region Piura, through its activities as: agro-industry, fishing, aquaculture, mining not metallic, and tourism, will generated new jobs. However, it is necessary to manage the human talent, which will help improve the indices of education, health and access to basic services. In this way, it will be included the entire population of Piura on growth and economic development of the region, resulting in a thriving and competitive society.

Full textThis plan for Ayacucho gives the strategies that will allow the regional government to maintain sustainable economic growth over time and allows consistently improving to the quality of life for residents, taking advantage of their current strengths and mitigating the weaknesses. The document presents the current state for Ayacucho and gives comparisons between Ayacucho and other region in Perú and the world in order to identify the strengths and weaknesses of the region and the opportunities and threats in their environment. Ayacucho despite of being the center of terrorist activity in the eighties and nineties, and now face the problem of drug trafficking in VRAEM been able to maintain steady economic growth in the last years thanks to the development of the agroindustry and livestock industry. The Assessment of the competitive and comparative advantages of the region made evident the enormous growth potential of the agricultural and livestock sectors that are the main pillars of economic growth and the potential for tourism and mining capacity in the South sector. However, these advantages contrast with the deficient communications infrastructure, poor basic services, low levels of education and limited access to health. The presented strategic process raises the 2025 vision and mission for Ayacucho. Through internal and external analyzes we identify the need for cluster generation in the region previously considering improvements in communications infrastructure to ensure integration with other markets. The challenge is to deliver to the Ayacucho a plan to follow that allows its growth by leveraging their existing advantages with a view to a successful future.

Full textThe strategic plan for the Apurimac region aims to set a way precise and agile, essential actions to allow the action of the Regional Government for the coming years. This plan is based in analytical review of the current situation in the region in front of the country, which will detail their strengths, weaknesses, opportunities and threats. With this knowledge of the Apurimac region will be able to establish strategies that will achieve long-term objectives and therefore the vision to 2025. The strategic plan is based on five interests in the region, obtained from their biggest problems, such as the high rate of poverty in urban and rural areas, the low level of access to basic water and drainage, as well as the access to health services, poor school performance in mathematical and verbal reasoning and finally the high rate of underemployment.. The Apurimac region has a variety of resources that allow them to develop agricultural activities, livestock and especially mining. Currently has a wide range of mining projects which allow them to earn income by canon, as long as this projects start operating, this income will be used to finance many projects that benefit the population. In this way make the region 2025 to show substantial improvements in the quality of life of the population, resulting in a further development.

Full textEl presente trabajo se ha centrado en la elaboración del plan estratégico para el distrito de Cieneguilla que tiene como objetivo preparar al distrito para lograr su visión al año 2025. Cieneguilla, distrito ubicado a la entrada de la cuenca del río Lurín y que pertenece a la provincia de Lima, es un distrito joven cuya población en su mayoría tiene menos de 25 años por lo cual su fuerza de trabajo joven es importante y se convierte en palanca de su desarrollo socio económico, destaca por sus recursos naturales y patrimonios culturales que forman parte de su atractivo turístico, siendo precisamente el turismo una de sus principales fuentes de ingreso junto con la agricultura y actividades industriales como la construcción. En los últimos años, Cieneguilla presenta mejoras en aspectos de seguridad ciudadana y organización del gobierno distrital pero éstos aun necesitan se potenciados, así como reforzar aspectos que representan debilidad en el distrito como gestión de la salud, tecnología, educación y gestión ambiental. Cieneguilla, si bien cuenta con distintos factores de desarrollo en crecimiento aún no logra destacarse sobre otros distritos que poseen características y actividades económicas similares como son sus vecinos de la cuenca del río Lurín distritos de Pachacámac y Lurín siendo éstos sus competidores directos. El proceso estratégico obtuvo como resultado las estrategias que aseguren el logro de todos los objetivos a largo plazo definidos para el distrito de Cieneguilla, a fin de potenciar sus fortalezas buscando su máximo provecho, así como estrategias para reforzar sus debilidades, con la finalidad que Cieneguilla, distrito joven y con mucho potencial, destaque sobre sus competidores
The present work has focused on the development of the strategic plan for the district of Cieneguilla that aims to prepare the district to achieve its vision by 2025. Cieneguilla, district located at the entrance of the Lurin River basin and which belongs to the province of Lima, is a young district whose population is mostly under 25 and so its young workforce is important and becomes a socioeconomic development lever, it is noted for its natural resources and cultural heritage, which are part of its tourist attraction; tourism is precisely one of its main sources of income along with agriculture and industrial activities such as construction. In recent years, even though Cieneguilla presents improvements in areas such as public security and district government organization, they still need to be enhanced and also reinforce areas that represent weakness such as health management, technology, education and environmental management. Although Cieneguilla has different factors of growth, can not yet stand above other districts that have similar characteristics and economic activities like its neighbors at the Lurin River basin districts of Pachacamac and Lurin, which are its direct competitors. The strategic process obtained as a result the strategies that ensure the achievement of all long-term goals defined for Cieneguilla district, in order to enhance their strengths to maximize the strengths of Cieneguilla, as well as strategies to strengthen its weaknesses, in order to allow Cieneguilla, young district and with many potential factors, stand out from its competitors

Se ha seguido la metodología del Modelo Secuencial, creada por D’Alessio (2015), que se inició con una auditoría interna y una evaluación externa, lo cual permitió definir la visión que se tiene de la provincia para 2026. Es así que se busca posicionarla como la quinta provincia del Perú en cuanto a su nivel de desarrollo humano, soportada en un desarrollo económico sostenible, diversificado, competitivo, y descentralizado, a través del uso de tecnologías de información y comunicaciones, con un Gobierno local innovador y propulsor que contribuya a mejorar la calidad de vida de sus ciudadanos y erradique la pobreza. Dentro de las oportunidades que se tienen, está la recuperación del sector minero y el crecimiento del turismo cultural, de aventura, ecológico, y gastronómico. Además, el Perú cuenta con estabilidad macroeconómica y ha establecido distintos acuerdos económicos que facilitan el acceso a mercados de importante tamaño. Con las estrategias que se han propuesto, se aprovecharán estas oportunidades y al mismo tiempo, la provincia se protegerá ante las amenazas, como la ausencia de políticas de Estado que promuevan el manejo sostenible de recursos naturales, por lo que se han dado improvisaciones, explotación indiscriminada, y baja gobernabilidad; lo que combina con un ambiente que no facilita el hacer negocios. Corresponde a la provincia de Huancayo implementar estrategias intensivas de penetración en el mercado, desarrollo de mercados, y desarrollo de productos, para impulsar su crecimiento y mejorar las condiciones de vida de sus habitantes. Ello a través del uso de las fortalezas que se poseen, que son sus atractivos recursos naturales, las reservas mineras, en conjunto con la importante producción de papa, maíz, y quinua; y la cercanía de la provincia con Lima, que le brinda acceso al principal mercado y al puerto más grande del país
This strategic plan has been developed for the province of Huancayo, capital of Junín region, located in the center of Peru. The methodology of Sequential Model, created by D'Alessio (2015), has been followed and it started with an internal audit and external evaluation, which allowed defining the province's vision to 2026. It is intended to position this province as the fifth province of Peru in terms of human development index, supported by a sustainable, diversified, competitive and decentralized economic development through the use of information and communication technologies, with an innovative local government driving it to improve the quality of life of its citizens and to eradicate poverty. Among the opportunities it has, we can find the recovery of mining sector and the growth of cultural, adventure, ecological, and gastronomic tourism. In addition, Peru has macroeconomic stability and has established various economic agreements facilitating the access to large markets. With the strategies proposed, these opportunities will be taken and, at the same time, the province will be protected against threats, such as the absence of State policies that promote sustainable management of natural resources, resulting in improvisations, indiscriminate exploitation, and poor governance; which combines with an unfriendly environment for doing business. The province of Huancayo needs to implement intensive strategies of market penetration, market development and product development, to boost its growth and improve the living conditions of its inhabitants. This through the use of its strengths, which are its attractive natural resources, mining reserves, together with the important production of potatoes, corn and quinoa; and the proximity with Lima, which gives it access to the main market and the country's largest port

Full textThis document is the strategic planning of Bolivar, structured from a detailed analysis of the factors that directly impact the social, economic and political dynamic of the region, facilitating the identification of its strengths, weaknesses, opportunities and threats. Based on the theoric model proposed by D'Alessio (2012), the different matrixes were built to obtain the main strategies needed to achieve the long-term objectives, their correspondent short term objectives and therefore the final vision outlined for the region in 2030. Bolivar is an important region in the Colombian economic context that has been growing steadily (just like the entire country) during the last ten years, but this growth has traditionally been concentrated in the city of Cartagena that attracts tourism and industrial investment. This situation has created an economic gap with the rest of the region that is reflected in the different welfare indicators such as education, health, sanitation and poverty. The strategies proposed in this plan are focused on meeting the basic needs of the population of the region as a fundamental pillar for the development of greater competitiveness.

Full textThe purpose of this dissertation is to execute a Strategic Plan for the department of Tolima, Colombia. This study seeks to implement a strategic plan that will lead Tolima to be a nationally and internationally leader department and it will make its people an example to be followed by entrepreneurs and business men worldwide. Currently, the department of Tolima has the adequate conditions to be economically, politically, socially and environmentally developed. The tourism, infrastructure and agro industrial sector have been identified as the engine for this development. Nevertheless, Tolima has not taken advantage of its strength and opportunities and there are high risks, weaknesses and threats that have not been mitigated adequately. The strategic plan of this document implements the methodology defined by Mr. Fernando D´Alessio in order to establish the principles and guideline for the period 2015- 2025. The department will be able to transform its current situation with this study and it will become leader in the tourism, infrastructure and agro industrial sector. In addition, the education and health sector will be working horizontally in order to obtain the desire development and sustainability for the near future. After analyzing the current situation of the region, we expect to be in 2025 leader in the agro industrial, tourism and logistics sector nation and worldwide, being recognized by the transparency of the public management and development of sustainable policies. The desired vision will be developed through seven long term objectives, which will be developed by 13 retain strategies and eight contingent strategies. In order to make a reality of the desire vision, for each objective it was assigned an annual budget and short term objectives. The tool suggested by Mr. D´Alessio to follow up an effective management was the Balanced Scorecard. Through this tool, short term objectives will be developed by tactics and actions that will be monitored by Key performance Indicators (KPI) to reach in a 10 year period the desired vision.

In order to achieve this objective, it’s crucial to strengthen the production and sale of certified organic coffee taking into account that this product has the greatest potential of development and that Peru is the second largest producer of this type of coffee in the world, that is sustainable over time, and that privileges social and environmental responsibility. The higher revenues resulting from the increase in sales of this type of coffee will allow to reduce the economic, social and educational gaps of the province. In this work paper, we also aim to improve the educational level, reduce extreme poverty; and improve the life quality of the population, by a more efficient and extended provision of public services. This paper discusses strategies for medium-term projection of the province by analyzing their strengths, weaknesses and environment that will overcome the difficulties experienced by the population of Castrovirreyna, in past decades throughout its history also improve roads access and overcome technological limitations are the tools together with strategic planning impelled the sustainable development of the province, without neglecting the necessary balance to social responsibility at the time of implementation. The competitiveness of the province has its pillars in the development of fishing and tourism industry, both sectors are labor intensive and not radically change the habits of the people.

Full textThis strategic plan has been prepared for the Province of Rioja with the purpose exploit and take advantage its full potential to achieve economic, environmental and social development. It is expected that, by the year 2030 the Province of Rioja will have a diverse economy, and will be recognized as one of the main tourist centers of the country and the world, putting in value the Forest of Protection of Alto Mayo. Likewise, it is also expected to provide job opportunities in the agro-industry and tourism sectors, promoting research and capacity building to improve the quality of life of its population. To achieve the vision of the Province of Rioja, seven long-term objectives have been proposed to 2030: (a) the tourist influx will be 350,000 people, (b) 1’000,000 kg of chocolate will be exported with more than 45% of cocoa per year (c) coffee production will be 50,000 tons per year, (d) the districts of the Province of Rioja will be interconnected with the communities and hamlets with a total of 221.1 km of asphalted roads, (e) the coverage of basic housing services will be 70%, (f) the practice of research and innovation will be implemented in 90% of educational institutions at all levels, and (g) seventy percent of the economically active population will have a formal and decent job. In that sense, the objectives will be achieved through the implementation of 16 strategies. These include, first, the penetration and market development of chocolate and coffee, which will be exported to Europe and North America. To this end, to extend of the Juan Simons Vela airport is proposed. There is also the diversification of tourist circuits, enhancement of the Alto Mayo Protected Forest, which houses varied flora and fauna. To facilitate the processes of economic diversification, roads will be paved. Finally, the measurement of the progress of the long-term objectives will be made through the fulfillment of the short-term objectives and the proposed Balanced Scorecard

Full textThe present title consists in the Strategic Planning of the San Martin Region towards year 2025, for which a solid and clear vision & mission were developed, aiming to improve the Index of Human Development and Competitiveness; seeking to increase agricultural exports and tourism, to improve sustainably basic services and promote decent employment. Also stop and eradicate indiscriminate deforestation, preserving and taking care of the environment, improving inhabitants’ life quality and boost local business in order to recognized San Martin Region, among the top five regions, with the best business environment and Peru’s major tourist inflow. The present work was developed according to the Sequential Model of Strategic Process, by Fernando D'Alessio, which includes: (a) formulation, (b) implementation, and (c) evaluation and control, whose activities are carried out on an ongoing basis throughout the process for monitoring the sequential steps. Along the strategic planning process, strengths were identified, like the inherent potential of the region’s natural resources, or the large tracts of land for agricultural use. It’s strategic location with access to the Pacific Ocean and Brazil, through the “IIRSA Norte” highway, besides high levels of citizen security, are potential facts to strength region’s tourism development, as experiential, landscape and ecotourism. Among the San Martin Region’s weaknesses, highlighted are the lack of basic infrastructure (schools, hospitals, roads, electricity, water, etc.), lack of tourism promotion to attract new private investment, regional centralism that generates a misallocation and coverage of public services, bureaucratic barriers to create new enterprises, lack of innovation and technology development, lack of skilled labor, high rates of informality in all productive sectors, indiscriminate use of natural resources and lack of coordination between civil society organizations. Due the existence of these weaknesses, sustainable development of the San Martin Region is not possible.

Full textSachaca´s District Strategic plan has as its principal purpose to Sachaca, identify and take advantage of its opportunities, work in its weaknesses and minimize the treats making use of its principal strengths, standing out the competitive advantages of the district such as the excellent geographic location, weather and many attributes potentialities to become the residential district of preference to live in Arequipa City. The strategies that give support to the Sachaca´s District Strategic Plan are basically focused in impulsing the responsible urban development and the residential excellence through the following strategic guidelines: (a) Cleanliness and order, (b) public safety, (c) ecology and environment, (d) self-economic sustainability, and (e) residential preference, which would push on Sachaca to reach the proposed vision in the present strategic plan for 2022. The conditions that Sachaca´s district presents are ideal to develop an ecological residential area that will allow the re-urbanization of the poverty areas and urbanize the abandoned properties given the characteristics that the district presents. The marketing of the district towards its residential positioning results as its principal strategy to create value and development to Sachaca.

Full textEnseña Chile, fundación sin fines de lucro, busca que un día todos los niños en Chile reciban educación de calidad. Para lograr esto, construye una red de agentes de cambio, que impactan el sistema educacional, primero desde la sala de clases, como profesores en establecimientos vulnerables, y luego desde sus distintas áreas de desarrollo profesional. La organización existe desde el año 2008, cuando se funda una oficina nacional en Santiago y la primera oficina regional en Temuco. En el año 2013 se busca la expansión a una nueva región. Esta tesis cubre las etapas de investigación, análisis y desarrollo del plan de negocio que permitan a la Fundación lograr una operación regional apropiada y un crecimiento prometedor al año 2020. Tanto la etapa de análisis como de desarrollo, entregan la componente de globalización de este trabajo con foco en el modelo y marco utilizado por Teach for America. Para la adaptación del modelo, se analiza el contexto de la región de Valparaíso, escogida para la expansión de la operación. Se requiere contar con un financiamiento inicial de $97 millones de pesos para llevar a cabo el plan de negocio descrito en este trabajo. La proyección del trabajo durante ocho años (2013- 2020) en la región de Valparaíso se visualiza en cincuenta y ocho establecimientos de la región, con un grupo de ciento cuarenta y cuatro profesores de Enseña Chile trabajando en la región, y un equipo de dieciséis personas en la oficina regional. Se genera un VAN (Valor Actual Neto) de $7 millones y una TIR (Tasa Interna de Retorno) de un 5.73%, haciendo rentable el proyecto, pero al analizar su sensibilidad de este, se detecta la crítica importancia de mantener el crecimiento proyectado ya que de no ser así el proyecto podría salir a pérdida. Si bien la Región de Valparaíso se perfila como el lugar ideal para la expansión y las condiciones de mercado son bastante favorables, por lo cual se recomienda la apertura de la oficina regional, existen factores nacionales que se deben mantener bajo supervisión, pues podrían hacer cambiar rápidamente la eficacia y eficiencia de este plan de negocios.

Green infrastructure is a new term with old principles that address the protection of valuable open space through the use of connected natural areas. Through implementation of green infrastructure, communities can experience environmental, social, and economical benefits such as increased biodiversity, improved human health, and increased property values. In order to determine the specific opportunities and constraints municipalities face when implementing green infrastructure, MetroGreen was examined. MetroGreen is a greenways plan for the Kansas City Metropolitan area. The plan was studied as a whole, as well as in more detail in two different municipalities: Platte County, MO and Lenexa, KS. Eight planners, landscape architects, Park and Recreation employees, and public administrators involved with MetroGreen were interviewed to document their experiences. From these interviews three categories were identified as being closely related to successful implementation of regional green infrastructure: management, education, and funding. It was found that in order to implement green infrastructure successfully, leadership of a civic-advisory group, private entity, or non-profit organization is needed; regional dedicated funding is crucial; principles should relate to broader societal issues such as storm water and health; partnerships should be created at all levels through city, county, and citizen organizations to aid in connectivity; and public support can contribute a significant amount to the progress made. These findings serve as an analysis of regional implementation of green infrastructure, in order for professionals and community members to learn from the experiences of MetroGreen.

Full textIn this document it has been sought to diagnose and raise the importance of strategic development of Valle del Cauca. Public and government information, for the study of the different variables that can influence the growth and Departmental involve improving the quality of life of its inhabitants was used. Starting with an extensive environmental analysis to determine the stage and the internal study defining the position of the department interests, and priorities set. Using qualitative and quantitative analysis tools, matrices for strategic planning and validation of the strategy were made, guiding the strategic objectives for the department, raised develop an internal and external analysis, focusing primarily on the competitive aspects of the department as well as those key factors for success. Subsequently, an approach to implementing the strategies was conducted in its different variants, both short and long term, based on the results of the matrices and aligned with the objectives. Once diagrammed, implementing a process of evaluation and analysis of the strategies proposed to monitor their development is necessary, as well as detection of new opportunities for improving the department, in order to consolidate its development. According to this scenario , it was established the competitiveness of Valle del Cauca as one of the key figures of Colombia in terms of trade, services, quality of its people, infrastructure and long-term prospects in practices and sustainable development. The emphasis in underpinning assumptions as transparency, uprightness, fairness, with key investments in infrastructure growth in all variables, the eradication of insecurity, export expansion and consolidation of the department as connecting door to the world, boost the department as a recipient of local and foreign direct investment.

A diagnosis of the current situation has been performed as well as an external and internal evaluation that shows its strengths and weaknesses as well as opportunities and threats that arise in the environment. Madre de Dios region is the capital of biodiversity in Peru. It has areas for potential development of eco-tourism, agriculture, fisheries and wood industry. In addition, it has great potential in natural resources such as gas reserves, oil and minerals. However, this potential contrasts with its weaknesses such as poor coverage of basic services, poor education, lack of local talent, low productivity and competitiveness, economy dependence on mining and lack of internal security. The Madre de Dios region strategic plan establishes a strong and clear vision and mission that could, due to the development of its main strengths (tourism, agriculture, fisheries and wood industry), place the region as one of the eight most competitive in Peru by 2025.The diagnosis of the current situation determined that the degree of industrialization is low; however, the external and internal evaluation showed that the region has the strengths needed to develop a manufacturing industry, boosting production of value added products (non-traditional) with export quality that allow a sustainable economic development. The long-term objectives and the strategies formulated focus on increasing the competitiveness of the region and transforming it into a modern region with an efficient education, health and basic services system, a region of ecological tourism, with development industrial sectors and diversified economy.

The goal is to make it a model province in the country by strengthening three main economic areas: tourism, production of quinoa and camelids; focused on the social and economic development of its people. To this end, the study methodology has taken the strategic model of Dr. Fernando D'Alessio. As for references, these included reports of the main entities of Peru as well as views of the authorities and visits to the study area. As a result of the strategic process planning important challenges have been raised which include among others, increasing levels of production of organic quinoa and camelids, along with activities to increase the number of tourists in the area. In addition, in order to achieve production increases, improvements in infrastructure and education and health conditions for the population are required.

Full textThe main advantage of the Cercado de Lima District is its strategic location that makes it the central axis of Lima, being a must to those traveling to or from the central region of the country; it owns, on the other hand, a huge cultural richness due to customs crucible provided by the diversity of the immigrants that live there; it also has important archeological centers. Peru is currently in a sustained increase in productivity, which had lead to an improvement of the purchasing power of the citizens, this is an element that can be used by the district due to its recognition by its industrial and commercial character. All those factors make Cercado de Lima a district with a potential to gain a high competitive level; however, the administrations haven’t been capable to take advantage of them and the local government doesn’t have a clear vision of where the city must be in the long term. However, it should be emphasized that there is between leaders the intention to take actions that benefit de district, which has been perceived by the citizen, as can be seen in the surveys. The strategies that are proposed in this strategic plan are supported in four pillars, being the most important the formalization of the trade and its inhabitants’ welfare; and also the respect for the environment, economic growth, and cultural and touristic development. By the other hand, the organization of the various economic agents can generate the development of some of the identified clusters, wich would lead to the improvement of the district’s competitive level.

Full textThis strategic plan aims to propose strategies for Piura become in 2030 the model region to implement circular economy in its five most important sectors: agriculture, energy and water, forestry, tourism and fishing, so that in this way reach population welfare with new jobs, with sustainable economic growth respecting the environment and natural resources for the benefit of the region. To achieve the above objectives it have been raised long and short term focused on the handling and management of organic solid waste, maximizing the capacity of wastewater treatment, as well as provide science, technology and innovation in Bioeconomy to other regions nationwide. Also, these objectives are designed to attract private investment through concessions in major projects needed to start the process of transformation towards a circular economy. Piura region leads the country's exports of traditional products in oil, agriculture and fisheries, the global economic situation requires more competitive cities that generate value products where prime R & D in bio-economy, a fact not done the region, where it does not taking advantage of opportunities that arise in their environment management issues and waste management. The implementation of this strategic plan for the circular economy will take Piura region to achieve a unique competitive position and value compared to other regions of Peru, also it will allow to develop a strong economy, self-sustainable and independent of the central government. This will make possible to finance new projects where innovation, technology and environment combines itself to reach benefits for the population, such as Smart Cities projects in developed countries.

Full textClimate change is now widely seen as a major challenge of this time and the future of cities. However, the most vulnerable will be the urban poor particularly those located on the urban fringes in high risk areas with limited access to basic services and economic opportunities. In South Africa, although progress has been made to reduce socio-economic and environmental challenges created by apartheid legislations, inequalities still exist where the privileged live in safer and well located and serviced parts of the city while he poor are still located in settlements created by apartheid in urban fringes. Spatial Planning presents an opportunity to increase resilience to climate change in vulnerable areas of cities. Through integrating planning and climate adaptation actions, future spatial decisions will add to resilience to climate change and enhance wellbeing of people. The dissertation includes a case study that was conducted to learn about the status quo of the study area to effectively recommend relevant interventions that seek to create resilience to climate change in the area. A local area adaptation plan was then formulated including the framework for implementing proposed interventions in a 20 year timeframe.
