Abstract:
Regional Sediment Management (RSM) is a planning approach that seeks to address coastal sediment processes on a broader geographic scale. It recognizes that sand, cobble, and fine sediment are important natural resources that are critical to the environmental health and economic vitality of the coastal zone. The relevant sediment processes overlap multiple geopolitical boundaries which explains why a regional planning perspective is needed. To be effective a comprehensive road map is needed to addresses how to conserve and restore the valuable sediment resources, reduce shoreline erosion and coastal storm damages, protect sensitive environmental resources, increase natural sediment supply to the coast, preserve and enhance beaches, improve water quality along the shoreline, and optimize the beneficial use of material dredged from ports, harbors, and other opportunistic sediment sources. The plan that was prepared for the diverse 144-mile long Santa Barbara and Ventura Counties coastline was developed systematically using traditional planning processes to understand the baseline science and relevant physical processes; identify the challenges that currently exist and the corresponding opportunities that can be seized to positively move forward; and formulate appropriate action plans and solutions that have unanimity of purpose. It is demonstrated that in order to be technically, environmentally, economically, and politically effective regional sediment management plans should consist of a suite of diverse study, management, policy, and capital project activities.

Abstract:
Belt and Road Initiative (BRI) by China has emerged as one of the most important factors in the upcoming global politics. This plan can impact both regional and global politics. There are multidimensional and multifaceted repercussions of BRI for the international global politics. This paper describes the details of BRI, the micro-plans which are being planned under this program. Then, it enlists the economic and international politics benefits which China would gain from this plan. After that, this paper enumerates the possible benefits of BRI for the regional countries like Pakistan. In addition to that, this paper also highlights the possible global and regional challenges which China might face while completing and getting benefits out of this plan. After conducting a critical analysis of BRI’s trajectory, its possible global and regional repercussions for the emerging international politics, its benefits for China and the possible challenges this paper concludes that no matter how beneficial this plan can be for Chinese global economic position there are multiple challenges which China will have to tackle with. Otherwise, BRI can lose its potential economic and global benefits both in the region and in the larger world politics.

De tipo descriptivo con diseño de campo no experimental, un total de 104 personas objeto de estudio. La estrategia definida para el desarrollo turístico de los cantones de Gualaceo, Chordeleg y Sigsig parte de la creación de una red empresarial o clúster geográfico y de una ruta turística con la finalidad de su comercialización. La percepción de los turistas fue de satisfacción planteando además la preferencia por la posibilidad de visitar los distintos cantones de la localidad. También el estudio realizado permitió identificar los problemas para un posicionamiento superior en el mercado turístico, los cuales están dados básicamente por la falta de profesionalización de la gestión en las pequeñas empresas de la localidad que actúan en el sector turístico.

This study intends to examine the authority of local governments to regulate regional policies on tourism development master plan. This paper examines the legal issues related to the basis of the authority from philosophical, sociological, and juridical aspects of the formation of policies regarding tourism development plans. This paper focuses on the target, scope, content, and direction of Regional Regulations concerning tourism development plans to establish legislation and prioritizing aspects of the tourism industry, marketing destinations, and culture of Bali Tourism. It is a legal research that uses statutory, philosophical, theoretical, and conceptual approaches. The research resulted that the basis of authority for delegation of formation arrangements is regulated in the Law concerning Tourism, Government Regulation, and Regional Government Law related to the Master Plan of National Tourism Development. The basis of regional government authority in setting these policies is the enactment of local regulations of Bali Province, Badung Regency, Jembrana Regency, and Denpasar City concerning regional tourism development master plan. However, the mandatory obligations for regional government in determining tourism development master plan have not immediately been taken effect by the other regency governments in Bali Province.

Abstract:
This article deals with the dynamics of territory development in the regional and municipal economy. The development of the territory is and has always been limited or restricted by the available sources of capital, the dynamics of its use, and the localization of its distribution in the chosen territory. Today’s limits are, under Czech conditions, laid down by the Building Act; namely, the land-use plan, the strategic plans for development, and the political mechanisms of the elected leaders. The verbalization of the democratization of the economy is swayed by the concepts of meritocratic holding and the attempts to create values, but also by already existing values. We interpret the term values as infrastructure developed in the past, but also as resources given by the natural, geographic, and other environments.

This article traces the origins of regional planning in Chicago through the work of landscape designer Jens Jensen. It argues that the city’s first regional planning efforts, led by Jensen, developed in conversation with ideas of the vernacular landscape and plant behavior at the turn of the twentieth century. Jensen’s embrace of Chicago’s “native” landscape encouraged him to adopt a regional scale of planning that celebrated urban diversity and addressed the needs of workers. His efforts, backed by the city’s social reform community, spanned the successful 1904 Forest Preserve plan and the failed 1918 Greater West Park System project. Marked by contradictions, Jensen’s work reveals a reform tradition distinct from the 1909 Plan of Chicago, which promoted the Forest Preserves as part of its comprehensive redevelopment program. It fused ecological metaphors with social concerns, inspiring some of the first public projects envisioned for a regional community, not an urban one.

ABSTRACT Offshore oil and gas developing projects have been started on the Sakhalin shelf and the sea of Okhotsk. These large scale developing projects require multi-national cooperative spill response, then agreements for emergency occasions have to be ratified between neighbor countries under international schemes such as Northwest Pacific Action Plan (NOWPAP) initiated by United Nations Environmental Progamme. As of the moment, there are no diplomatic agreements concerning with oil spill response between stakeholder counties, then custom clearance and other international migration procedure will be an obstacle for exchanging both materials and professionals. A comparative analysis of oil spill contingency plans of Russia, Korea and Japan resulted in some clear differences in these countries approaches. The Korean National Contingency Plan explicitly determines the roles of an ‘on-scene coordinator’ who is a unique organizer for oil spill response. On the other hands, the same kind of Japanese plan does not even contain a word of such ‘on-scene coordinator’. For the Russian case, they have U. S. like Federal Emergency Management Agency, but allocation of roles between this agency and Ministry of Transport are still ambiguous.

What is lacking, however, is a national law on the «fundamental principles of regional and urban planning», which would not only legally consolidate new regional laws and guard against the legal dangers of a transition period which is too long, but would also represent the necessary reference framework for the policies, plans and programmes of all the institutions with responsibility for planning in a given geographical area. The Lombard Law No. 12/2005 forms no real part of this reform process because of two critical weaknesses: the absence of a structural plan replaced by a strategic plan, the ‘DP' (plan document), which is too short time wise to fulfil the function; the absence of an operational plan, replaced by the ‘action plans', which, however, do not guarantee the implementation of fundamental functions. Moreover the law does not address the main current malaise, which is the ‘metropolitanisation' of the country.

Abstract The Regional Municipality of Hamilton-Wentworth operates a large combined sewer system which diverts excess combined sewage to local receiving waters at over 20 locations. On average, there are approximately 23 combined sewer overflows per year, per outfall. The region’s Pollution Control Plan, adopted by Regional Council in 1992, concluded that the only reasonable means of dealing with large volumes of combined sewer overflow in Hamilton was to intercept it at the outlets, detain it and convey it to the wastewater treatment plant after the storm events. The recommended control strategy relies heavily on off-line storage, with an associated expansion of the Woodward Avenue wastewater treatment plant to achieve target reductions of combined sewer overflows to 1–4 per year on average. The region has begun to implement this Pollution Control Plan in earnest. Three off-line detention storage tanks are already in operation, construction of a fourth facility is well underway, and conceptual design of a number of other proposed facilities has commenced. To make the best possible use of these facilities and existing in-line storage, the region is implementing a microcomputer-based real-time control system. A number of proposed Woodward Avenue wastewater treatment plant process upgrades and expansions have also been undertaken. This paper reviews the region's progress in implementing these control measures.

This study suggests the spatial scope of the regional hazard mitigation plan, reflecting the feature of natural hazards occurring beyond the administrative zone boundary. The damage caused by natural hazards is not randomly distributed across a space but has interdependent characteristics with the nearby area; therefore, the spatial influence of an adjacent area should be considered. In particular, as damage due to natural disasters is increasing in Korea, it is necessary to establish a regional hazard mitigation plan considering the spatial characteristics of hazards. However, the current hazard mitigation plan sets the scope of the plan based on administrative boundaries. In this study, we measured the vulnerability index of each area using data spanning 10 years from 2008 to 2017 and verified spatial correlations through LISA (Local Indicator of Spatial Autocorrelation). According to LISA analysis, we found that a link exists between si/gun/gu and we identified the spatial characteristics of natural disaster damage. The results confirmed that natural hazard characteristics occur beyond the boundaries of administrative areas.

ABSTRACT The increasing incidence of oil spills in the Strait of Malacca and the South China Sea has resulted in growing concern about Malaysia's capability to respond to oil spills in its waters. This concern is compounded by the ever-growing number of oil tankers plying the Strait of Malacca and the South China Sea, as well as the intensifying exploration and development of offshore petroleum resources. Various measures were taken by the government to deal with the problem, including a review of its National Oil Spill Contingency Plan (NOSCP) and incorporating a coordinated and a cost-effective response mechanism among the various government agencies. The incorporation of the Petroleum Industry of Malaysia Mutual Aid Group (PIMMAG), which enables the oil industry to pool its oil spill response resources, reflects the industry's commitment to strengthen the NOSCP. Since the mid 1970s, a number of regional plans have been instituted including the Traffic Separation Scheme for the Strait of Malacca, the Strait of Malacca and Singapore Revolving Fund, the Lombok-Macassar Oil Spill Contingency Plan, the Brunei Bay Oil Spill Contingency Plan, the ASEAN Oil Spill Response Plan, and the proposed ASCOPE Oil Spill Contingency Plan.

In 1992 the Yosemite Area Regional Transportation Strategy (YARTS) group began meeting to discuss access and transportation needs of visitors to the Yosemite region. The group included representatives of the five rural counties surrounding Yosemite National Park, the National Park Service, the state department of transportation, and eventually the U.S. Forest Service and other state and federal agencies. Urgency increased after the park instituted a program of gate closures to address congestion and parking problems within Yosemite Valley. Although the closures lasted only a matter of hours, the impact was felt for months to come as visitors changed their plans in the face of potential closures. Two years later, a flood permanently removed infrastructure within the park, including parking spaces and camping sites, making access from the surrounding communities even more critical. After 8 years of planning, YARTS has implemented the first regional transit service ever focused on the 4 million annual visitors to Yosemite. The 2-year demonstration service plan is not intended to replace automobile access to the park but rather to provide an alternative mode of access. The plan is creating a unique partnership between YARTS and private vendors who will provide the service and assume much of the start-up risk. The plan provides a working outline of the service, including anticipated service levels and fares. All of these plan highlights are discussed, along with a history of the YARTS organization, which describes the technical and political challenges to implementation.

The Chicago Wilderness Biodiversity Recovery Plan has won state and national awards for its farsighted approach to regional biodiversity protection. Inspired by Daniel Burnham's Plan of Chicago, the Green Infrastructure Vision takes a step beyond the Recovery Plan by mapping an on-the-ground vision of what could and should be protected in the regional landscape. This Green Infrastructure Vision (GIV) identifies 1.8 million acres of macro-scale resource protection areas that span a region that includes southeastern Wisconsin, northeastern Illinois, and northwestern Indiana. This ambitious vision will require an integrated array of land protection techniques, including acquisition, conservation easements, greenway connections, restoration, and conservation development. Its implementation is being pursued at a range of spatial scales, including regional comprehensive plans, county and municipal plans and ordinances, and at the neighborhood and individual development level. The Vision presents unique opportunities and challenges for both the development community and local governments as progressive new approaches to sustainable land use and conservation development are considered and implemented.

ABSTRACT After more than 20 years of work, the Southeast Asian region is poised to finalize a landmark Regional Oil Spill Contingency Plan (ROSCP), which will form a solid foundation for a new regional response regime. The development of a Regional Plan is a commitment made by the ten member states of ASEAN (Association of Southeast Asian Nations) and is currently undergoing internal approval by the ASEAN Maritime Transport Working Group (MTWG) prior to implementation. The ASEAN member states committed to supporting the Regional Plan when the Transport Ministers of each member country signed the Memorandum of Understanding (MoU) on the ASEAN Cooperation Mechanism for Joint Oil Spill Preparedness and Response on November 28, 2014. This MoU is the renewed and revitalized ASEAN Oil Spill Response Action Plan (OSRAP) that was signed in 1994 but was never implemented. The MoU is based on the principles of the International Convention on Oil Pollution Preparedness, Response and Cooperation (OPRC 1990), specifically Articles 5, 6, 7 and 10. The aim of this paper is to document the historical evolution of the Regional Plan, starting from the early days of ASEAN until 2015 where it was developed by the ten member states. More importantly, this paper will highlight the current status of oil spill preparedness and response regimes in the region and how these will likely integrate into the Regional Plan when it is finally adopted. This will offer a unique perspective on the dynamics of intergovernmental agreements and on the important role of the oil and gas industry in helping governments achieve their goals of preparedness and response through capacity building and other activities, including through the partnership between the International Maritime Organization (IMO) and the Global Oil and Gas Industry Association for Environmental and Social Issues (IPIECA) which manages the Global Initiative for Southeast Asia (GISEA) Programme.

Abstract:
This paper concerns transportation planning with a specific focus on the regional level. In the context of spatial and transport integrated planning, the paper proposes a structured and systematic identification of the plans. At the European level, specific indications, prescriptive communications, and finalized funds are given to the national infrastructures by means of the TEN-T plan and program, while a Communication and specific guidelines for the Sustainable Urban Mobility Plan have been published as a useful tool to uniform and compare urban transport planning. However, there are no indications for the planning of transport at the regional scale. This paper focuses on regional transport plans, analyzing the general contents and deepening and comparing the contents related to public transport. A case study of Italy is presented. Reference is made to the national guidelines and therefore to the transport plans approved in Italy by the regions. The Italian experience, and the results evidenced, could be a valid reference for all European or extra-European regions or, in any case, for intermediate territorial planning between the national and local ones.

The Texas Coastal Oil Spill Planning and Response Toolkit (the Toolkit) was first introduced to the spill response community in 1999 on CDROM. Updated annually since that time, the Toolkit is now in its 12th edition and its contents now span Texas, Louisiana, Mississippi and Alabama. With 2,000 DVDs distributed annually, the Toolkit has become the most widely used vehicle for disseminating Area Contingency Plans (ACPs), Environmental Sensitivity Index (ESI) maps and almost 1,500 other spill planning and response documents in the USCG District 8 region. Navigating this extensive collection of PDF documents is managed by hyperlinks from a Master Page document which subdivides the contents into seven major categories: ACPs; ESI maps; Regional Response Team VI documents; Incident Command System (ICS) documents; software applications; internet links and additional documents. The “Additional Documents” category contains national and international response plans, oiled wildlife guidelines, as well as a wide variety of NOAA job aids, manuals and other useful reference materials. The Toolkit can be used for both planning and response activities. As a contingency plan or drill development resource, the Toolkit provides a convenient source of maps and detailed geographic response plans for use as the basis for scenario and plan development. Scenarios and plans developed from the Toolkit materials can be checked against the ACPs for compliance. During a spill event, the Toolkit also provides resources for: ICS spill management, setting protection priorities, reviewing Incident Action Plans for ACP compliance, guidance in executing pre-approval plans, and reviewing procedures for aerial reconnaissance (to name a few). Besides the obvious benefit of having these planning and response support resources in one convenient package, the Toolkit provides an additional benefit to the regional response community: a rallying point. The annual production of the Toolkit has created a schedule and framework around which state, Federal and private entities organize the annual updates to their ACPs through their Area Committees. This poster describes the Toolkit's growth over time, the manner in which it is used, the production workflow, the content selection philosophy and its impact on the spill response community.
