Abstract The independence of Regional Development in regional autonomy is the ability of local governments to self-finance government activities, development, services to the community and manage regional finances, especially Regional Original Income (PAD) and Economic Growth Levels without relying mostly on assistance from the central government. This study aims to determine the effect of local taxes, levies and the level of economic growth on the independence of regional development in CIAYUMAJAKUNING regencies/cities for the period of 2011-2018, either partially or simultaneously. The variables used in this study are Local Taxes, Retribution, Economic Growth Rate and Regional Development Independent Ratio obtained from the website of the Directorate General of Fiscal Balance (DJPK) and the website of the Regency / City Central Statistics Agency (BPS) in West Java. The analytical method used is descriptive analysis method and verification. The sample selection in this study used the saturated sample method, and the samples from this study were 5 districts/cities, namely Cirebon City, Cirebon Regency, Majalengka Regency, Indramayu Regency and Kuningan Regency in the period of 2011-2018 so that 40 sample data were obtained. The analytical tool used in this research is multiple regression analysis. The results of this study indicate that partially Local Taxes have a significant effect on the Independence of Regional Development, Levies have a significant negative effect on the Independence of Regional Development and the Level of Economic Growth has no effect on the Independence of Regional Development. However, simultaneously it shows that local taxes, levies and economic growth rates have a significant effect on the independence of regional development.

Abstract:
The article examines the "Program for the development of local government in the Dnipropetrovsk region for 2012 –2021" prerequisites for development, phases of the life cycle and components’ content. Periodization was carried out with the definition of three Program stages, key events, achievements and challenges of the regional Program implementation. It is established that during the first two operational stages (2008–2011) significant results were obtained, which ensured further "breakthrough" movement of region local self-government in the decentralization processes. It is shown that Dnipropetrovsk region is a leader in decentralization processes: as of the beginning of 2020, 71 amalgamated territorial communities have been formed. The volumes of funding of the "Local self-government development projects and programs regional award" are analysed and it is determined that it is necessary to continue the practice of annual Regional award. It is emphasized that the process of decentralization has caused new challenges to be met by local governments in the implementation of fundamentally new tasks during the implementation of the next stage of the Program in 2016–2021. In particular, it is determined that in 2020–2021 the following additional challenges are relevant: territorial communities voluntary amalgamation processes’ completion & joining affluent communities’ intensification; the critical need to strengthen programs for mono-industry settlements’ economy diversification; regional vital activity’s organization in the conditions of the COVID 19 pandemic. Taking into account the results of modern scientific research, seven adjusted priority goals of the Program current stage are proposed. An updated system of the Regional Local Government Development Program’s key principles and values is presented, which formalizes key principles (openness; active internal dialogue; continuity of experience; design of local development processes at strategic and operational levels; systematic support for local development projects; local communities’ project-targeted financing; reasonable distribution of the budgetary resources and values involved) and values (proactive; productive; promising) that will ensure the success of the local self-government development programming at the regional level in today's challenges.

Abstract:
In the process of adopting the Vidovdan Constitution of the Kingdom of Serbs, Croats and Slovenes (1921), one of the topical issues was the form of supervision that the state government would exercise over the local self-government. In this article, the author first elaborates on the development of this constitutional document, with specific reference to the constitutional drafts proposed by the governments of Milenko Vesnić and Nikola Pašić, the amendments introduced by the Constitutional Committee, and the adoption of the constitution in the Constituent Assembly on 28 June 1921 (St. Vitus Day). The Vodovdan Constitution was the legal ground for adopting two important legislative acts in April 1922: the Law on General Administration and the Law on Regional and District Self-Governmnent. The author analyzes the constitutional and statutory provisions that regulated the legal position of state authorities in the administrative districts, counties and local self-government bodies, as well as their mutual relations. State supervision over the local self-government activities, primarily at the regional (district) level, has been observed in the context of state supervision over the administrative acts/ documents and local administrative bodies. In particular, the author focuses on the supervision over regional finances, considering not only the importance of these funds for the functioning of the regional self-government but also the restrictions which the regional government was exposed to. The aim of the research is to point out to the legal relations between the central (state) administration and local self-government in the Kingdom of Serbs, Croats and Slovenes, which were initially envisaged in the Vidovdan Constitution and subsequently instituted by the the 1922 Law on Regional and District Self-Government.

The article deals with the place and role of the territorial self-government sector in the process of tourism development, the influence of tourism on the social and economic development of a region as well as the role of strategic regional planning in the sphere of tourism development. The article also analyzes the development of tourism on the level of gmina self-government which is the lowest and the most important level of self-government in Poland, the tasks of gminas in the tourism sphere as well as the role of local authorities in the process of tourism promotion. The work highlights an institutional system of tourism development support in Poland on regional level, the role of local self-government bodies in financing infrastructure that is need for tourism development, the role of regional tourist agencies in promoting and creating tourist attractions in a region, as well as the tourism promotion system at the gmina self-government territorial level. The article investigates the conceptual foundations of local self-government in the Russian Federation. The article analyzes the current status of the legislation on local self-government. The author analyzes in retrospective the limits of participation of the Russian Federation’s constituent entities with regard to local government. A peculiar feature of local government is the expansion of the powers of public authorities of the constituent entities of the Russian Federation in regulating the issues of local self-government organization. The article analyzes the legal nature of the redistribution of powers, provides classification of the redistributed powers. The author studies the laws of the Russian Federation governing the redistribution of powers. The author reveals the tendency of the transfer to the regional level of powers, which traditionally deal with local matters. These include the powers to address issues of local importance in organizing funeral services and burial places, disposal and recycling of household and industrial waste, organizing of transport services, forest monitoring, land use planning, and others.

Croatia has, as an independent state, and from the year 2013 as a full member of the European Union; chosen to fully affirm the institutions of local and regional self-government. Croatian administration science has made significant advances in terms of acceptance of basic, for now, European, profiling of these institutions, but it is also aware of its' particularities on that path. As one of the most significant dubieties, the one on the concept of regional self-government appears, i.e. on the organization of that area, especially which territory would be encompassed by the units of regional self-government in the Republic of Croatia, as well as the authorities which would these units possess. In order to critically and wholly analyse the crucial questions of regional self-government in the Republic of Croatia, this paper also analyses perspectives of scientists in other areas: economists, political scientists, geographers and sociologists.

Abstract:
The importance of high quality public sector control is an obvious fact – without efficient and effective control system, the risk of wasting public funds is critical. The goal of this article was to evaluate efficiency of internal control systems on the level of regional self-administration in the Slovakia. The findings clearly document many problems related to the performance of regional control bodies and on this basis purposes and possible actions are proposed. From the point of view of "fiscal rules", the research, for example, pointed to an exceptionally poor situation in compliance with the rules and conditions of budgetary management in the Bystrica region in the period 2006-2009. The research also proves that one of the key problems of nonconceptual and non-transparent asset management of regions is confusing and disadvantageous asset sales. The quantitative analysis suggests that the efficiency (intensity) of the functioning of regional control systems does not have a direct impact on the monitored output indicators. The implemented DEA also indicates the low effectivity of the internal control systems of the regions. Our findings fully prove that there are no truly efficient systems of external and internal control at the level of self-governing regions in Slovakia. The factor of high autonomy of regions in the financial management and disposal of assets in connection with the identified high degree of failure of the regional control system generates a clear need to strengthen the system of internal control of regions, based on systemic and procedural changes.

Syftet med denna uppsats är att analysera fyra statliga offentliga dokument för att se vad problemen är representerade att vara som leder politiken mot en riktning där den kommunala planeringen, i form av den fysiska planeringen och bostadsförsörjningsplaneringen, i större utsträckning ska ordnas i- och ta hänsyn till ett regionalt perspektiv. Syftet med denna uppsats blir således också att analysera villkoren för det kommunala självstyret när en av dess grundbultar, den kommunala planeringen, i ökad utsträckning ska ordnas i- och ta hänsyn till den regionala nivån. Den här uppsatsen teoretiska- och metodologiska ansats bygger på ett vetenskaplig paket av Carol Bacchi. Hennes ansats studerar problemrepresentationer och för att besvara den här uppsatsen övergripande frågeställningar använder jag mig av ett diskursanalysverktyg som är inspirerad utifrån hennes ansats. Den empiriska analysen visar att en av problemrepresentationerna är att det pågår en regionförstoring med växande funktionella regioner. En annan problemrepresenation som framträder i de undersökta dokumenten är att det anses vara betydande av en ökad samordning av den kommunala planeringen. Det kommunala planmonopolet, som är en del av det kommunala självstyret, problematiseras att vara av stor vikt i de undersökta dokumenten, men att det finns brister i tillämpningen m.m. Alla dessa problematiseringar ovan som funnits i de undersökta dokumenten kan spåras till en diskurs där hållbar utveckling, konkurrenskraft och tillväxt är det självklara och eftersträvansvärda. Villkoren för kommunalt självstyre kan förstås på det sättet att en av dess grundbultar, den kommunala planeringen, i större utsträckning ska ordnas i- och ta hänsyn till en nyregional logik som bygger på en viss typ av politik med en konsensustradition.
The purpose of this essay is to analyze four public document published by the Swedish state to see what the problems is represented to be, which makes the politics move to a certain direction where municipal planning, more specifically spatial and social planning and housing planning, should take into account regional perspectives. Also, the purpose of this essay is to analyze the terms of the local self-government in a context where the municipal planning is increasingly to be arranged in a regional perspective. This essays theoretical- and methodological approach contains of a scientific package created by Carol Bacchi. Her theoretical- and methodological approach studies problem representations and to answer this essay overall questions I use a discourse analysis tool inspired of Bacchis approach. The empirical analysis shows that there is a problem representation about an ongoing regional expansion, thus expanding functional regions. Another problem representation is that it is considered necessary to have a greater coordination of the municipal planning. The municipal monopoly, which is a part of the local self-government, is problematized in the examined document to be of great importance, but there are some shortcomings in the application. All of these problem representations and problematisations can be traced to a discourse in which sustainable development, competitiveness and growth is desirable. The terms of the local self-government can be understood in the sense that one of its cornerstones, the municipal planning, greater will be arranged in a new regional logic, which builds upon a certain kind of politics with a consensus tradition

En palabras del Consejo de Europa, el concepto de “democracia regional” es una de las aportaciones clave del pensamiento político del siglo veinte a la idea de democracia, tal y como es entendida en aquellos estados que mantienen como principios elementales de convivencia el Estado de derecho y el principio de legalidad. En este sentido, tanto el principio de subsidiariedad como la democracia regional son instrumentos jurídicos que sirven como canales de profundización de la democracia y coadyuvan a hacer del Estado en su conjunto una administración más eficaz, más participativa, y por tanto, más democrática. Desde esa óptica, siempre resultan de gran importancia todos aquellos estudios que colaboren al mayor conocimiento tanto de la autonomía regional como de su imbricación dentro de la organización territorial del Estado. A esos objetivos pretende servir esta tesis doctoral, y el campo de análisis escogido fue el Tratado de la Unión Europea y el papel que éste reserva a la autonomía regional en su cuerpo normativo. Entre los preceptos de mayor trascendencia política y jurídica del Tratado de la Unión Europea, por múltiples motivos, figura sin duda el artículo 4.2, el cual será la piedra angular del presente trabajo. En dicho artículo, entre invocaciones a la igualdad de los Estados miembros del tratado y el respeto a su soberanía nacional, se alude de forma expresa a la “autonomía regional”. Y se hace nada menos en uno de sus capítulos iniciales, en donde se establecen los principios rectores de la Unión. No sólo la mención expresa a un instrumento político-administrativo tan sensible e importante para la organización territorial del Estado, sino su colocación sistemática en el Tratado y los esfuerzos negociadores para su inclusión, en ese artículo precisamente, plantean la posibilidad de hallarnos, por primera vez, ante el reconocimiento de la autonomía regional en el derecho europeo, con todos los efectos legales inherentes a dicha declaración. La tesis que el autor presenta a concurso responde y desarrolla, a lo largo de cinco capítulos, la siguiente pregunta de investigación: El artículo 4.2 del Tratado de la Unión Europea que introduce la referencia a la autonomía regional ¿es un principio jurídico? y si esto es así, ¿qué efectos conlleva? En este trabajo de investigación se sostiene la hipótesis de que el principio de autonomía regional es un principio jurídico que, a través de su plasmación del artículo 4.2 del Tratado de la Unión Europea (Tratado de Lisboa) ha logrado alcanzar, además del reconocimiento explícito en el derecho originario europeo por vez primera, plenos efectos normativos, con obligaciones dirigidas tanto a las instituciones europeas como a los estados miembros de la Unión. Se trata, por tanto, de un reconocimiento normativo en el terreno del derecho internacional, del principio de autonomía regional por el que las regiones logran trascender su capacidad de autogobierno tradicional, hasta entonces limitado al ámbito nacional interno, para proyectarse con toda nitidez en el ámbito exterior europeo. Resulta desde luego un paso decisivo que marca un hito en el Derecho Internacional Público y en las relaciones internacionales por cuanto supone la irrupción normativa de nuevos actores con capacidad autónoma en la escena internacional, ni que sea a nivel regional europeo.
This thesis analyses the legal effects that come from the formal recognition or the principle of regional self-government in the Treaty on the European Union, especially from the article 4.2. Previously, the work makes an historical review to the concept of regional self-government through its development in the Council of Europe and its different chart projects. In addition to this, the thesis studies the difficulties that regional self-government has known in order to not have a legal definition in a European level, as the local self-government has got. In front of the lack of the concept, this investigation work builds a European concept of regional self-government, and afterwards analyses the recognition in the European primary law. Moreover, all the negotiations that made the result of the regional self-government mention on the Treaty, inside the European Convention, are here explained and every position of all the negotiators as well (European institutions, regional lobbies and State members representatives). In the next step and before to describe the legal effects that the recognition displays, the limits of the concept will be outlined and fixed its juridical nature. From this thesis can be deduced the conclusion that the regional self-government is a fundamental principle in European legal system. All the legal arguments are completely developed and all the European case law referred to the regional self-government are described as well. Finally, the principle of regional self-government will be connected with others related principles as the principle of subsidiarity, the principles of territorial solidarity or territorial cohesion, the principle of self-determination and the right to decide as well.

Розроблено модель системи механізму державного управління розвитком регіону як сукупність пов’язаних між собою механізмів функціонування органів публічної влади та місцевого самоврядування в управлінській діяльності, відповідно до впровадження децентралізації владних повноважень. Диссертация посвящена теоретико-практическом обобщению и новому решению важной научной проблемы совершенствования механизмов государственного управления развитием региона, обоснованию и разработке научнопрактических рекомендаций по совершенствованию механизмов государственного управления развитием регионов в контексте децентрализации. Усовершенствована понятийно-категориальный аппарат исследования путем формулирования дефиниций: «регион», «региональное развитие», «механизмы государственного управления развитием региона». Разработана модель системы механизма государственного управления развитием региона как совокупность связанных между собой механизмов функционирования органов публичной власти и местного самоуправления в управленческой деятельности, согласно внедрения децентрализации властных полномочий. Обоснованы направления совершенствования механизмов внедрения инноваций в деятельность органов публичной власти, сгруппированные по основным признакам, а именно: направления развития, направления защиты, внутренние направления, сдерживающие направления и кризисные направления. Осуществлена систематизация зарубежных и отечественных моделей внедрения процесса децентрализации государственной власти, установленная важная роль децентрализации в демократизации и трансформации общества, перехода к институтам, основанных на инициативе и ответственности отдельного человека и общества
The dissertation is devoted to theoretical and practical generalization and a new solution of an important scientific problem of improving the mechanisms of state governance for the development of the region, the substantiation and development of scientific and practical recommendations on improving the mechanisms of state governance in the development of regions in the context of decentralization. The conceptual-categorical apparatus of the research has been improved by defining the definitions: "region", "regional development", "mechanisms of state governance for the development of the region". The model of the system of the state governance mechanism for the development of the region is developed as a set of interconnected mechanisms of functioning of public authorities and local self-government bodies in the management activity, in accordance with the introduction of decentralization of power. The directions of improvement of mechanisms of introduction of innovations into the activity of bodies of public power, which are grouped according to the main features, namely: directions of development, directions of protection, internal directions, restraining directions and crisis directions, are substantiated. The systematization of foreign and domestic models of the implementation of the process of decentralization of state power has been organized, an important role of decentralization in democratization and transformation of society, the transition to institutions based on the initiative and responsibility of the individual and the community has been established

Об'єкт дослідження  процес формування матеріальної та фінансової основи діяльності органів місцевого самоврядування та об’єднаних територіальних громад. Метою роботи є дослідження шляхів підвищення ефективності використання матеріальних та фінансових важелів у діяльності органів місцевого самоврядування та окремої громади. Предметом дослідження є теоретичні і прикладні засади управління процесом зміцнення матеріальної та фінансової основи діяльності органів місцевого самоврядування. Наукова новизна роботи полягає у поглибленні теоретичних засад управління матеріальною та фінансовою основою діяльності органів місцевого самоврядування. Практичне значення результатів роботи полягає у розробленні проектних пропозицій щодо розвитку соціально-культурної сфери Козлівської ОТГ шляхом залучення фінансових ресурсів Державного фонду реконструкції і розвитку, розроблення проекту активізування підприємницької діяльності у громаді через залучення грантових коштів. Методи дослідження – порівняння, узагальнення, статистичного аналізу, експертного прогнозування. The object of investigation - is the process of the material and financial basis of local self-government bodies and united territorial communities’ activity. The work aims to study the ways to increase the efficiency of material and financial leverage in the activities of local governments and the individual community. The subject of the study is the theoretical and applied principles of managing the process of strengthening the material and financial basis of local government. The scientific novelty of the work lies in the deepening of the theoretical foundations of the management of the material and financial basis of the activities of local governments. The practical significance of the results of the work is to develop project proposals for the development of the socio-cultural sphere by attracting financial resources of the State Fund for Reconstruction and Development, development of a project to intensify business activities in the community through grants. The dissertation is devoted to the development of scientifically substantiated directions of improvement of administrative and legal support of regional development project management. It is established that the task of public administration is to preserve the functioning of existing systems in the state, the implementation of programs aimed at achieving this goal, actually provided by law basis, material and human resources, a reliable feedback channel and objective information. The genesis of the formation and implementation of regional policy is studied.

Дана характеристика региона, как объекта административного права. В процессе исследования была проанализирована нормативная правовая база в сфере стратегического планирования на федеральном и региональном уровнях; были дифференцированы инструменты стратегического развития жилищно-коммунального комплекса; выявлены основные проблемы реализации инструментов стратегического развития в сфере жилищно-коммунального хозяйства; определены пути для преодоления выявленных проблем на примере зарубежного опыта. Результатом работы стала разработка ряда рекомендаций и мероприятий по совершенствованию инструментов стратегии развития жилищно-коммунального хозяйства Свердловской области. Также был разработан проект по развитию жилищного самоуправления, который является инструментом по привлечению граждан в управление жилым фондом. Предложенные рекомендации в дальнейшем могут быть реализованы органами государственной власти Свердловской области.
In the process of analysis of normative legal base in the sphere of strategic planning at Federal and regional levels; were differentiated tools of strategic development of housing and communal complex; the basic problems of the implementation of tools for strategic development in the sphere of housing and communal services; identify ways to overcome the identified problems on the example of foreign experience. The result of the work was the development of a number of recommendations and measures to improve the tools of the strategy for the development of housing and communal services in the Sverdlovsk region. A project for the development of housing self-government was also developed, which is a tool for attracting citizens to manage the housing stock. The proposed recommendations can be implemented by the state authorities of the Sverdlovsk region in the future.

The presented dissertation dealed with the process of forming the goverments on the regional level. On the example of the Czech Republic it analysed forming of the executive coalitions in the regions - the upper regionally autonomous units. The text is focused on four electoral periods: 2000-2004, 2008-2008, 2008-2012 and after the elections in 2012. The endeavour of the dissertation was to answer the question which factors are important for constitution of the governments on the regional level and what particularities belong to this process in comparison with the national level. On the level of the national governance the forming process of the government is compiled relatively extensively, however on the regional level, respectively sub-national level, the application of the theoretical information is difficult and the rules are not the same . The theoretical part is described in details. During the analysis it is necessary to bear in mind the theory of the second order elections. The electors prefer various political parties than in the first order election. The theories of games and racional choice are the second level of the theoretical base. AbstractThis chapter develops the concept of digital imaginaries in order to examine collective visions of the Chinese nation state that are rooted in the promise of digital technologies and to highlight the crucial relationship between national imaginaries and everyday experiences of digital platforms in China. Drawing on thirteen months of fieldwork in Beijing, I explore the interplay between experiences of digital platforms, the narratives presented by technology companies and government discourses on digitization. To explore this interplay, the chapter focuses on the Chinese e-commerce giant Alibaba as an important intermediary between Chinese citizens and the government. Alibaba’s self-proclaimed mission to digitally connect and provide opportunities to all Chinese echoes and gives purchase to the Chinese government’s claim that digital technologies can and have unified the socially, ethnically, economically and regionally fragmented space of the nation state. It also provides Chinese citizens with the experience of participating in Chinese modernity. Because of its double function, Alibaba plays a key role in connecting Chinese citizens’ experiences of digital participation to the digital imaginaries of a unified nation state.

The presented article focuses on the characteristics, origin and development of the establishment of regions in the Czech Republic. The basis discussions concerning decentralization, self-government and regional self-government establishment in the Czech Republic and the basis characteristics of territorial self-government units will be described. The article also introduces selected political concepts from the course of the 1990s, which focused on the formation of higher territorial units. Legislative documents and issues that are in the competence of individual regional self-governments will also be discussed. An important agenda of individual regional councils is also regional policy, which will be presented and described in more detail. The aim of the article is to present the process of the establishment of regions in the Czech Republic and the competences of regions in the field of regional policy. It is a case study, which was carried out on the basis of relevant literature and data from the Czech Statistical Office. The main finding of the article is the analysis of individual processes that led to the emergence of regions in the Czech Republic on the basis of the ideas of individual political parties on the issue of regional establishment and on the establishment of regional policy.

The article presents the results of comparing the socio-economic development of the Koltush rural settlement with some urban settlements of the Leningrad region. Innovations are also an integral part of local self-government. If the self-government wants to keep up with growing claims of the citizens, or with very quick modernization of competition, it has to outlay the necessary effort to modernize itself and its offered services. The aim of the paper is to identify and analyse the innovative activities of the city of Košice and its quarter Košice - Staré Mesto with a focus on evaluating the innovation environment, identifying implemented innovations, evaluating the financing of innovations as well as the institutional context of their creation. Both primary and secondary data were used to identify and evaluate innovation activities. In order to obtain empirical data was used the interviewing method supported by the structured interview. The municipality perceives the need for innovations in order to increase the efficiency of ongoing processes within its organizational structures, which will enable citizens to provide better services. It also considers it necessary to increase the share of funding to support introducing innovations. So far, most resources have been focused on process and organizational innovations, many of which have been created by the Office's employees, which can be considered as original.

Whereas at the end of the 20th century there were still high expectations associated with the use of new media in terms of a democratisation of social discourse and new potential for citizens to participate in political decision-making, disillusionment is now spreading. Even today, the internet is often seen only as a technical tool for the transmission of information and communication, which serves as a structural supplement to "real" discourse and decision-making processes. In fact, however, the use of new media can open up additional, previously non-existent possibilities for well-founded and substantial citizen participation, especially at regional and supra-regional level. According to the results of this study, the informal, mediative procedures for conflict resolution in the context of high-risk planning decisions, which are now also increasingly used at the regional level, have two main problem areas. Firstly, in the conception and design chosen so far, they do not offer citizens direct access to the procedure. Citizens are given almost no opportunities to exert substantial influence on the content and procedure of the process, or on the solutions found in the process. So far, this has not been remedied by the use of new media. On the other hand, it is becoming apparent that the results negotiated in the procedure are not, or only inadequately, reflected in the subsequent sovereign decision. This means that not only valuable resources for identifying the problem situation and for integrative problem-solving remain unused, but it is also not possible to realise the effects anticipated with the participation procedures within the framework of context or reflexive self-management. With the aim of advancing the development of institutionally oriented approaches at the practice level, this study discusses potential solutions at the procedural level. This takes into account legal implications as well as the action logics, motives and intentions of the actors involved and aims to improve e-government structures. It becomes evident that opening up informal participation procedures for citizen participation at the regional level can only be realised through the (targeted) use of new media. However, this requires a fundamentally new approach not only in the participation procedures carried out but also, for example, in the conception of information or communication offerings. Opportunities for improving the use of the results obtained from the informal procedures in the (sovereign) decision-making process as well as the development of potentials in the sense of stronger self-control of social subsystems are identified in a stronger interlinking of informal and sovereign procedures. The prerequisite for this is not only the establishment of suitable structures, but above all the willingness of decision-makers to allow citizens to participate in decision-making, as well as the granting of participation opportunities and rights that go beyond those previously granted in sovereign procedures.

Abstract:
Indigenous Peoples, local communities, and Afro-Descendant Peoples (IP, LC & ADP) — roughly 2.5 billion people — customarily manage over 50% of the global land mass, but governments currently recognize their legal ownership to just 10% (RRI, 2015). Fortunately, there has been progress in addressing this historic injustice in recent years as governments have begun to pass legislation and achieve court decisions to recognize the historic and customary use and ownership of these lands. A recent stock-taking finds that since 2002, at least 14 additional countries have passed legislation that require governments to recognize these rights. Similarly, there have been positive national and regional level court decisions in numerous countries supporting the formal recognition of the collective land and forest rights of Indigenous Peoples, local communities, and Afro-descendant Peoples. RRI research demonstrates that if only 7 countries implemented these new laws, policies, and court decisions, over 176 million hectares would be transferred from government to Indigenous, local community, and Afro-descendant ownership, benefitting over 200 million people (RRI, 2018). The focus of this report, and the Framework itself, is limited to formal recognition of land and forest rights (i.e. delimitation, mapping, registry, etc.). It does not assess the important and subsequent steps of strengthening community or territorial governance, the enforcement of these rights by governments, or the capacities necessary to enable Indigenous, local community, and Afro-descendant organizations to manage or exploit their resources or engage in enterprises or economic development activities – all of which are essential for sustained and self-determined conservation and development. This Framework focuses on the first step in this longer process.

Abstract:
After initiating health sector reforms in 1994, the Bénin government established the Integrated Family Health Project, known as PROSAF. Funded by the U.S. Agency for International Development, PROSAF operates in the Borgou region, which is mostly rural and has the country’s most severe health problems. PROSAF managers wanted to understand why local people were not using health services, despite their poor health. As noted in this brief, managers requested that the African Population and Health Research Centre (APHRC) study the way households and communities make decisions on health care. In a study conducted in 2000 with support from the Population Council, APHRC identified sociocultural factors that might impede access to health care in the region and recommended approaches to overcome these obstacles. Study findings included that adult men make unilateral decisions in household resource allocation and health care; people prefer alternative health care, mainly traditional healers or self-medication, because of their low cost; use of modern medicine tends to occur as a last resort, and only when symptoms are advanced; communication about FP is limited, both between husbands and wives and between parents and children.
