During the COVID-19 pandemic, the delta variant was pretty crazy with high deaths, high transmission and increasing cases, so the government pulled the emergency brake in the form of emergency PPKM. Emergency PPKM up to PPKM level 1-4 where education is still 100% working from home. So that new student registration activities should be carried out using internet media and web-based applications. For prospective students who will enroll in the school, it can make it easier for them to register online, the registration menu is still in the form of uploading files. One of the PHP frameworks often recommended by PHP programming forums is the Laravel framework. So that the process of developing the registration information system of Marsudirini Elementary School uses the Laravel Framework. Considering the development of the web-based programming world with the emergence of the PHP Framework, the system development method also adapts to the concept of the PHP Framework, where the basis of the PHP Framework is Object Oriented Programming (OOP) PHP. Then the application development for SD Marsudirini Gedangan Semarang school registration system uses the Scrum method. The need for a registration information system consists of 2 business processes, namely the registration process and the admission process for new students, where the entire process will be a reporting to stakeholders. With the use of the Laravel framework, there is an improvement in the process of registering and uploading files, as well as verifying files by the registration administration.

Abstract:
The number of outpatient medical records at RSUP dr. Soeradji Tirtonegoro has the highest late provisionthat occurred in June 2019 by 44.66%. The purpose of this report was to analyze the factors causing lateprovision of outpatient medical record files at RSUP dr. Soeradji Tirtonegoro Klaten. This type of researchwas qualitative. Data collection techniques used in this report were interviews and observation. The resultsshowed that the factors causing late provision of outpatient medical record files was man factors, whichare the indiscipline of filing staff in retrieving medical record files and the poly / ward officers' indiscipline inreturning medical records in a timely manner. Material factors were damage to the medical record file onthe map, missfile, emergency patient form without a folder, and the form has not been assembled. Themachine factor were the sudden power failure and the lack of borrowing and returning medical records onSINERGIS. The method factor was the unavailability of regular outpatients in the registration room. Themoney factor is that there is no financial support to give awards to officers. Improvement efforts that can bedone are filing officers not waiting for some tracers to pile up when retrieving files, evaluating the processof returning outpatient or inpatient medical record files to the filing room, always sweeping againstdamaged or non-bound documents. IT added features or menus for borrowing and returning medicalrecord files to SINERGIS. The registration officer installs a regular outpatient registration flow in theregistration room.

Abstract:
This study investigates the reliability of Florida’s voter registration files through a phone survey, asking respondents to verify their records. We find 17.7% of registrants fail to verify at least one identifying piece of information. Applying the total survey error (TSE) framework, we classify these errors as due to coverage error, measurement error, or processing error. These inconsistencies create election administration and campaign inefficiencies, which lead to poorer voter experiences, and challenge the validity of some research based on these data. Furthermore, if registration records do not accurately capture the members of protected groups, the data are less helpful in both government monitoring and enforcement. We suggest voter registration forms should be treated like survey questionnaires so as to improve data quality with better form design, and that some vote overreport bias is attributable to limitations of voter file data, not to respondents’ vote misreporting.

This article discusses the question of adding data in the information processing and decoding ground system. The scheme of registration of messages by the onboard registration device is resulted. Describes the subsequent recording of registered messages in binary files. For processing the received files the information processing and decoding ground system parses messages by their type. The problem of adding a large amount of data to the database management system «Linter-VS» 7.0. The article identifies and describes various methods of adding data, their advantages and disadvantages. To estimate the execution time of the data loading process was chosen the model of the messages registration system. The table of results of adding data by the various methods is presented and the histogram demonstrating comparison of adding data by different methods are given.

Abstract:
Becoming a new student in junior high school requires a registration process from the elementary level. However, information on new student admissions has been documented manually, so there are difficulties and errors in determining grade and files of student document are often lost caused by the files is not archived properly. The purpose of this research is to model a computer-based new admissions information system using the Fuzzy Logic method and this system purposed to assist officers in dealing with the obstacles faced in conducting the selection of new student admissions, however by the information system that has been made, it is expected to solve problems related to the admission of new students. The modeling of this new admissions information system uses the Fuzzy Logic method, which consists of the stages of system design, database design and fuzzy logic design. The results of the system application test can be seen that the system application on the system of implementing the Fuzzy Tsukamoto algorithm on New Student Admissions for Junior High School can carry out the process properly and correctly. Tests are also carried out on the rules of Fuzzy Logic that have been made to find out whether the system can work properly and correctly.

In this article, the subject of research is the sub-process of controlling the assignment of requisites to the electronic document of the process of registration and preparation of completed electronic documents for transfer to archival storage in the electronic document management system. The aim of the research is to develop a method for automatic control of the assignment of details to a completed electronic document. In the course of the study, the requirements of regulatory legal acts of federal executive bodies in the field of office work and archiving were analyzed, in terms of the registration of electronic files and their preparation for transfer to archival storage, scientific publications covering the issues of automation of office work in electronic office systems. A functional model was built for the process of control of registration and preparation for the delivery of electronic files for archival storage using the IDEF 0 methodology in a model for performing the sub-process of assigning details to a completed electronic document of the process of controlling registration and preparation for the delivery of electronic documents using the theory of logic (predicate logic). A method has been developed for automatic control of the assignment of requisites to a completed electronic case, which can be used in the design of advanced electronic document management systems, as well as modernization of existing ones by creating software modules that implement the functions of automatic control of the registration of completed electronic cases. This method makes it possible to increase the efficiency of the process of preparing completed electronic files for transfer to archival storage.

Abstract:
The purpose of this study is to determine and analyze: 1) the effectiveness of the current electronic mortgage registration implementation. 2) Factors that affect the effectiveness of the current implementation of electronic mortgage registration. The approach method used in discussing this research problem is a normative juridical approach.The research specification used is descriptive analytical research. This type of data uses secondary data. The data analysis method used in this research is qualitative data analysis. The results of the study concluded: 1) The implementation of HT registration with the HT-el System at the Land Office has not all been carried out in accordance with the procedures stated in the Technical Guidelines for HT-el. Procedural discrepancies, for example, were found in files that were suspended and closed in 2019 until May 12, 2020. Application files that did not comply with the procedures were discovered based on the results of the Land Office inspection, if not checked, the HT-el certificate would be issued automatically on the seventh day. Issuance without any inspection from the Land Office if there is a procedural error, it is feared that it will become a problem in the future. Obstacles in HT registration with the HT-el System occur in PPAT, Banks as creditors and the Land Office. These obstacles arise during the HT registration process, both technically and non-technically. 2). Barriers related to technical aspects include the lack of facilities such as ranking selection, selecting more than one certificate and providing facilities for checking certificate data in HT-el applications. Meanwhile, in non-technical barriers, there are regulations in Permen ATR/BPN No. 5 of 2020 which is not in accordance with UUHT as the legal basis for the Ministerial Regulation issued, where in UUHT the second sheet of APHT and other warrants are submitted to the Land Office in physical form but in Permen ATR/BPN No. 5 of 2020 only in digital form of scan results.

Dans cette thèse, nous nous proposons d'étudier et de traiter conjointement plusieurs problèmes phares en traitement d'images incluant le recalage d'images qui vise à apparier deux images via une transformation, la segmentation d'images dont le but est de délimiter les contours des objets présents au sein d'une image, et la décomposition d'images intimement liée au débruitage, partitionnant une image en une version plus régulière de celle-ci et sa partie complémentaire oscillante appelée texture, par des approches variationnelles locales et non locales. Les relations étroites existant entre ces différents problèmes motivent l'introduction de modèles conjoints dans lesquels chaque tâche aide les autres, surmontant ainsi certaines difficultés inhérentes au problème isolé. Le premier modèle proposé aborde la problématique de recalage d'images guidé par des résultats intermédiaires de segmentation préservant la topologie, dans un cadre variationnel. Un second modèle de segmentation et de recalage conjoint est introduit, étudié théoriquement et numériquement puis mis à l'épreuve à travers plusieurs simulations numériques. Le dernier modèle présenté tente de répondre à un besoin précis du CEREMA (Centre d'Études et d'Expertise sur les Risques, l'Environnement, la Mobilité et l'Aménagement) à savoir la détection automatique de fissures sur des images d'enrobés bitumineux. De part la complexité des images à traiter, une méthode conjointe de décomposition et de segmentation de structures fines est mise en place, puis justifiée théoriquement et numériquement, et enfin validée sur les images fournies
In this thesis, we study and jointly address several important image processing problems including registration that aims at aligning images through a deformation, image segmentation whose goal consists in finding the edges delineating the objects inside an image, and image decomposition closely related to image denoising, and attempting to partition an image into a smoother version of it named cartoon and its complementary oscillatory part called texture, with both local and nonlocal variational approaches. The first proposed model addresses the topology-preserving segmentation-guided registration problem in a variational framework. A second joint segmentation and registration model is introduced, theoretically and numerically studied, then tested on various numerical simulations. The last model presented in this work tries to answer a more specific need expressed by the CEREMA (Centre of analysis and expertise on risks, environment, mobility and planning), namely automatic crack recovery detection on bituminous surface images. Due to the image complexity, a joint fine structure decomposition and segmentation model is proposed to deal with this problem. It is then theoretically and numerically justified and validated on the provided images

Abstract:
The Archives of the Krakow City Hall, located from 2018 in the new seat at Na Załęczu 2 has a collection of files of approximately 19,800 running meters. Among them are documents that are extremely helpful in conducting genealogical research. These include registration books, residents ‘registers, residents’ personal cards and ID envelopes with the records of issued identity cards. The collection of registration books is about 265 linear meters. The oldest of them come from the 1930s. The books were kept separately for individual buildings. They contain records regarding registration, residents’ personal data, information about the profession and position held, religion, nationality and attitude to military service. The registers of permanent residents, introduced in 1961, replaced the registration books. They were assumed separately for each apartment. They entered the real estate address, personal data of residents, the period of registration, the place of the previous registration and the place where the resident moved. In 1975 they were replaced by the Resident Personal Cards (KOM). The idea behind the Resident’s Personal Card was to assign it to a person, not an address. KOM included personal and registration data and, for the first time, the PESEL number. Successive addresses were entered on the card. The previous address of the resident was also entered. The collection of personal cards of residents has about 350 running meters. The set of evidence envelopes is an extremely valuable collection. By evidence envelopes, we mean all documentation related to the issuance of identity cards. The envelopes contain the name and surname of the owner, date of birth, PESEL number, series and number of the ID card. The envelopes contain old questionnaires, birth certificates, registration certificates, work certificates, photos and military documents. Old identity cards, such as pre-war ID cards and identity cards, have also been preserved. The documentation collected in the archive, consisting of registration books, registers, residents’ personal cards, and envelopes of ID cards, forms a collection of about 980 linear meters and is an excellent source for genealogical research, the more valuable that it is preserved in its entirety. The collected files have never been shredded, they are well preserved, organized and recorded.

Abstract:
Racist attitudes against Indians appeared in New Zealand from the 1890s resulting in the Immigration Restriction Amendment Act of 1920. This Act required potential Indian migrants to provide photographs and other details for certificates of registration, enabling them to re-enter the Dominion within a three-year period. Drawing on a selection of immigration files, this chapter offers a preliminary exploration of mobility patterns of early Indian migrants to New Zealand as well as an interpretation of how they represented themselves based on the portrait photographs they provided for their registration certificates. The chapter argues that this piece of legislation intending to restrict Indian immigration can now be interrogated to reveal more about the first generation of post–World War I Indian migrants to New Zealand.

Abstract:
Chapter 8 reviews the main findings of the book and identifies areas for future research. The general findings indicate that each of the state convenience voting laws (in-person early voting, no-excuse absentee/mail voting, and same day registration) as well solid state election administration can improve voter turnout and promote greater voting equality between the socio-economic classes and among non-Hispanic whites and racial/ethnic minorities. The study demonstrates the value of an advanced causal inference design applied to a rich dataset on American adults (national voter files). It highlights the importance of measuring the effects of multiple convenience voting laws and election administration simultaneously. Future applications of the accessible voting framework can be used to understand the impacts of new election reform laws such as automatic voter registration, and to evaluate whether these factors also promote higher turnout among other historically marginalized voting groups such as the young and low-educated.

Early studies of the effects of voter laws on turnout often showed that early voting, absentee, and mail voting had limited impacts on voter turnout, with only same day registration consistently linked to higher turnout. Much of the previous research measured these laws in isolation (although most states have combinations of the laws), omitted measurement of election administration, did not account for possible selection bias in state adoption of the laws, focused on overall voter turnout rather than that for disadvantaged groups, and did not measure the effects of the laws on campaign mobilization strategies. Census data used in previous studies omitted variables (e.g., political interest and partisanship) known to influence voting decisions. Building on research from 2000s and 2010s, Chapter 3 emphasizes how causal inference research design and national voter files can lead to more precise estimations of the effects of convenience voting laws and election administration on voter turnout.

Chapter 1 introduces the argument that wide variation from state to state in convenience voting laws—in-person early voting, no-excuse absentee/mail in voting, same day registration—as well as election administration performance can be used to explain variation in individual-level voter turnout in the U.S. It re-frames the study of convenience voting methods by also accounting for the administration of elections by local and state governments (based on measures from Pew Charitable Trusts/MIT Election Data and Science Lab). It introduces an innovative dataset (national commercial voter files) and methodology (panel models using vote histories) to provide more leverage in the evaluation of the effect of the state laws on voting. The chapter closes by previewing how the study sheds light on how American states with more accessible elections increase voter turnout and improve turnout equality between historically advantaged (higher socioeconomic status, non-Hispanic white) and disadvantaged (lower socioeconomic status, racial/ethnic minority) groups.

The sensitivity of global navigation satellite systems to disruptions precludes their use in conditions of armed conflict with an opponent possessing comparable technical capabilities. In military unmanned aerial vehicles (UAVs) the aim is to obtain navigational data to determine the location and correction of flight routes by means of other types of navigational systems. To correct the position of an UAV relative to a given trajectory, the systems that associate reference terrain maps with image information can be used. Over the last dozen or so years, new, effective algorithms for matching digital images have been developed. The results of their performance effectiveness are based on images that are fragments taken from source files, and therefore their qualitatively identical counterparts exist in the reference images. However, the differences between the reference image stored in the memory of navigation system and the image recorded by the sensor can be significant. In this paper modern methods of image registration and matching to UAV position refinement are compared, and adaptation of available methods to the operating conditions of the UAV navigation system is discussed.

ABSTRACT Background: Indonesia is one of the countries affected by COVID-19 pandemic. In overcoming this pandemic, the government waives the service fees for COVID-19 patients. It provides an opportunity for hospitals serving COVID-19 patients to submit claims for treatment financing to the Ministry of Health. There are technical guidelines for payment; there are still frequent problems, leading to a dispute. This is also experienced by the University of Indonesia Hospital (RSUI) as one of the COVID-19 referral hospitals. This study aimed to provide an overview of the claim problem encountered and their solution. Subjects and Method: This was a descriptive study conducted at University of Indonesia Hospital from July, 2020. The theme of this study was problem in claiming payments for COVID-19 patients. Several informants were selected for this study included: hospital claim officers, medical record units, inpatient units and registration units. The data were collected by observation, in-depth interview, disputed claim data. Results: The results of the investigation found that the problem of dispute claims for COVID-19 in RSUI was dominated by the incompleteness of filling in administrative files as evidence of service practice for patients in the field, such as incomplete ventilator usage curves (7.8%), swab results (3.9%), and rapid test (6.8%) which was not listed. Conclusion: Discipline needs to be applied in the completeness of documents, and a clear flow of patient care is required to avoid incomplete records. Abstract This paper presents a method of verifying Additive Manufacturing (AM) products using computer vision, specifically model based registration. The use of AM increasingly widespread, with systems being used by private households, educational institutions, commercial enterprises, and government agencies. With this increased adoption of AM comes cyber-physical risks and an ever-increasing potential for part defects. To address this growing issue, this method seeks to verify product quality using model-based registration and image comparison techniques. Using the “.gcode” file for a given part, and an estimate of the extruder’s pose relative to the product, we create a simulated image of the desired product. This simulated image can be compared to images of the physical part collected during the printing process to verify overall part quality. This paper presents two methods of image comparison to identify discrepancies. Preliminary results yield successful image segmentation and detection of structural defects.

Advances in micromachining (MEMS) applications such as optical components, inertial and pressure sensors, fluidic pumps and radio frequency (RF) devices are driving lithographic requirements for tighter registration, improved pattern resolution and improved process control on both sides of the substrate. Consequently, there is a similar increase in demand for advanced metrology tools capable of measuring the Dual Side Alignment (DSA) performance of the lithography systems. There are a number of requirements for an advanced DSA metrology tool. First, the system should be capable of measuring points over the entire area of the wafer rather than a narrow area near the lithography alignment targets. Secondly, the system should be capable of measuring a variety of different substrate types and thicknesses. Finally, it should be able to measure substrates containing opaque deposited films such as metals. In this paper, the operation and performance of a new DSA metrology tool is discussed. The UltraMet 100 offers DSA registration measurement at greater than 90% of a wafer’s surface area, providing a true picture of a lithography tool’s alignment performance and registration yield across the wafer. The system architecture is discussed including the use of top and bottom cameras and the pattern recognition system. Experimental data is shown for tool performance in terms of repeatability and reproducibility over time. The requirements for tool accuracy and methods to establish accuracy to a NIST traceable standard are also discussed.

Abstract Transmission electron microscopy (TEM) sample can be routinely made at a sub 30nm thickness and specific features in semiconductor device design are on the order of 30nm and smaller. As a result, small changes in pattern match registration can significantly influence the success or failure of proper TEM sample placement as an approximately 15nm shift in lamella placement can easily cause the sample to be off the feature of interest. To address this issue, design based recipe writing is being developed on a dual beam focused ion beam platform. The intent is to have the tool read a GDS file and pattern match the design information to physical wafer images in a similar fashion to state-of-the-art critical dimension scanning electron microscopy operation. While the results are very encouraging, more work needs to be done to ensure a TEM sample of approximately 30nm thickness is placed at the desired location.

Roll-to-roll (R2R) manufacturing is a type of continuous manufacturing process extensively used to produce a wide variety of consumer products, such as plastics, paper, films, non-wovens, textile, etc. Recent advances in nanotechnology and material science have enabled the possibility of manufacturing electronics on a flexible substrate using R2R printing techniques. Even though the feasibility of printing electronics on flexible substrates has been extensively studied, continuous printing on a moving substrate using R2R techniques has not been adequately investigated. To facilitate progress towards high precision R2R printing, a systematic investigation of the various aspects that affect print quality and ways in which those can be influenced by different control configurations facilitated by choice and location of various components of the print section is necessary. In this paper we investigate two common control configurations for R2R printing based on the structure of the R2R print section and various components available for control. For these two configurations we develop a state-space model that contains both state and input delays. We propose a decentralized, memoryless, state feedback control law for both control configurations and show the stability of the closed loop systems using frequency domain delay-dependent stability conditions. These control configurations are evaluated and compared using model simulations and discussions on the effectiveness of each strategy are provided.

This volume sets out an updated Small and Medium-Sized Enterprise Development Index (SME-DI) that aims to help policy makers in developing Asia overcome the limited availability of data on small businesses. The volume presents a new pilot of the SME-DI that fills in missing data by using a probabilistic principal component analysis model. The researchers used pilot testing to generate a regional SME-DI for 15 countries in Southeast Asia and South Asia, based on the 2021 Asia Small and Medium-Sized Enterprise Monitor database. The study also constructed a national index for Viet Nam using business registration data.
