Abstract:
Traditionally, there is a tendency to think that administration and marketing are two antagonistic notions. Marketing is the science of designing the supply of a product according to the analysis of consumer expectations and taking into account the capacities of the organization as well as all the constraints of the socio-demographic, competitive environment, legal, cultural in which it evolves. For Butler and Collins (1994) marketing has shifted from transactional marketing, rather product-oriented to relational marketing, more client-oriented, which corresponds more to the expectations of public administrations regarding their relations with the citizen, especially the user. But in Morocco, there is a marketing myopia in the public sector. Indeed, this industry often complains about the lack of citizens’ interest in their services and products. These citizens become more demanding and must be satisfied. This article thus has a twofold objective: first, to show wherein the marketing myopia in Moroccan Public Administrations lies, in order to define the heart of their business, and second, to propose a marketing mix for these administrations to optimize their Citizen Relationship Management (CiRM) and see how e-administration responds to a marketing approach.

Zakonik o odnosima između javnosti i uprave „pridošlica“ je u francuskom pravnom krajobrazu. Potpuno je jasno da označava važnu etapu u novoj konfiguraciji upravnog prava koja je u tijeku. Namjena mu je da postane lex generalis odnosa javnosti s upravom, ovaj zakonik nastoji u potpunosti zadovoljiti cilj dostupnosti i jasnoće pravnog pravila u dijalogu koji se svakodnevno uspostavlja između upravâ i „javnosti“. Nositelj je novog imidža uprave koja je odana, bliska građaninu, dostupna i otvorena svima. Ovaj zakonik je originalan iz više razloga. Ovim izlaganjem će se istaknuti tri posebno značajne karakteristike ove originalnosti. Kao prvo, nečuvena narav u metodi izrade i sastava ovog zakonika. Kao drugo, njegova opća filozofija koja se nalazi na sjecištu dvije velike zabrinutosti: s jedne strane radi se o pravnoj sigurnosti koja se očituje u poboljšanju pristupa građana pravu, dostupnosti i razumljivosti zakona. S druge strane radi se o modernizaciji države u čijem središtu se nalazi promjena odnosa između uprave i njezinih korisnika. I kao treće, njegov sadržaj koji kombinira kodifikaciju s ciljem ujednačavanja prava s pojašnjenjima ili pojednostavljivanjima složenih pravnih režima, kao što je povlačenje nezakonite odluke koja priznaje pravo ili režim odluka koje podliježu poštivanju kontradiktornog postupka. Ovaj zakonik na svoj način svjedoči o dubokim transformacijama koje doživljava upravno pravo i predlaže novu avanturu u odnosima između uprave i svih građana na početku 21. stoljeća.

Abstract:
The EU is in an economic, social and political crisis, and there are vital expectations to enhance and restore trust, openness and transparency. The EU bodies which bring the EU and its citizens closer to each other gain even more importance. This paper will demonstrate that alternative dispute-resolution forums, like the office of the EU Ombudsman, have a multidirectional function. It was established to strengthen the fundamental rights of citizens and to enhance a more citizen- -friendly EU administration. The analysis highlights the forum’s importance in changing horizontal relations between different stakeholders into vertical during its procedure, for instance between EU institutions and EU citizens. The presentation of research explores these relations by analysing complaint cases and the EU Ombudsman-related cases of the CJEU. The paper argues that the right to complain to the EU Ombudsman, who is a direct link between EU institutions and EU citizens, and the potential of changing the above-mentioned functions, can strengthen the trust of Member States’ citizens and help them identify as European citizens. The cornerstone of this argument are the relations between the EU citizens, institutions and the Ombudsman.

"Open" is not just a fancy synonym for transparent and accountable. The "Open" in Open Government, Open Data, Open Information, and Open Innovation stands for the changing relation between citizens and authorities. Many citizens no longer accept the passive stance representative democracy held for them. They take an active approach in setting up better means of collaboration by ICTs. They demand and gain access to their historically grown collective knowledge stored in government data. Not just on a local level, they actively shape the political agenda. Open Government is to be seen in the context of citizens‘ rights: the right to actively participate in the process of agenda-setting and decision-making. Research into open government needs to address the value of the changing relation between citizens, public administration, and political authority. The paper argues finally for the application of the Public Value concept to research into open government.

This study investigates how citizens define their role qua citizen and how the public role they assign themselves matters in their assessment of satisfaction with public service performance. We compared survey respondents who identified their citizen role as customer (n=280), partner (n=353) or owner (n=467) to test this relation. Theoretically, the dominance of New Public Management (NPM) scholarship has resulted in the framing of citizens as simply customers, but our empirical study finds that citizens consider themselves more as partners or owners of government. This mismatch in conception was our research hypothesis for further research. We then ran a number of t-tests and carried out a MANOVA analysis, the results of which indicate that there is a significant difference between the customer and partner groups regarding expectations and satisfaction on the quality of their living area but not regarding performance. There is also evidence that shows that the role citizens assign to themselves is related to their public service expectations but that the connection between their view of their role and their assessment of performance is weak.

Purpose Open data initiatives represent a critical pillar of smart cities’ strategies but remain insufficiently and poorly understood. This paper aims to advance a conceptualization of citizen participation and investigates its effect on open data use at the municipal level. Design/methodology/approach Based on 14 semi-structured interviews with citizens involved in open data projects within the city of Montréal (Canada), the paper develops a research model linking the multidimensional construct of citizen participation with initial use of open data in municipalities. Findings The study shows that citizen participation is a key contributor to the use of open data through four distinct categories of participation, namely, hands-on activities, greater responsibility, better communication and improved relations between citizens and the open data portal development team. While electronic government research often views open data implementation as a top-down project, the current study demonstrates that citizens are central to the success of open data initiatives and shows how their role can be effectively leveraged across various dimensions of participation. Originality/value This paper proposes a conceptualization of citizen participation on open data use at the municipal level. Citizen participation is a found to be a key contributor to the use of open data through four distinct categories of participation, namely, hands-on activities, greater responsibility, better communication and improved relations between citizens and the open data portal development team. This paper demonstrates the critical role of citizen participation in open government.

Recently, there have been several research studies focusing on the ethics of those who are responsible for public services and in different government positions. Ethics delivers greater responsibility between the citizen and the administration and helps to foster confidence such that citizens can be convinced the administration is working in favour of the public interest. Therefore, it is imperative that every action be made in accordance with ethical rules and principles. This article is focused on the importance of the ethical behaviour of public administration employees in relation to citizens; its aim is to demonstrate the ethical values that every administrator should have in order to establish a responsible, efficient, transparent and accountable administration so as to fulfil such duties towards citizens. The drafting of codes of ethics as well as respect for fundamental principles promotes the creation of a professional climate in the public servant-citizen relationship; this article seeks to highlight the importance of respect for such codes and principles extending to the highest level of professional employees.

The widespread of Information and Communication Technologies and the consequently redefinition of roles in the usage and management of the city brought along new systems of relationships and interactions that produce an auto-organisation of territories or communities, showed also through temporary transformation of the environment. In effect, cities are continuously redefined by emergent properties that may, both be originated and then impact on social, political, cultural, and economical people practices. On the other hand, through the arrangement of its patterns the city shapes the social and connective relations occurring among people. So, the city can be regarded as a complex system, that in the last years has been expanded by the widespread of communication devices and sensors connected to the Internet. In this context, the design of new patterns of interactions that focuses on the new relationship opportunities, in part offered by the Information and Communication Technologies, but not limited to them, may significantly affect sustainable processes of urban development. This paper focuses on the civic aspect of the so-called smart cities, and, in details, on the relation between citizens and Public Administration. Some existing interaction patterns are illustrated in order to support the visualisation of the dynamic relationships between citizens and Public Administration, while new possible relations derived by the interaction with the urban space are supposed.

E-government is a form of public administration which promotes efficiency, openness and transparency of public authorities and local governments with the use of information and telecommunications technologies to form a new type of state focused on meeting the needs of citizens. E-government is studied as a way, a form, the concept, system and mechanism of cooperation between the state (public administration) and public sectors (civil society). As a method for legal communication between civil society and public administration, e-government plays the role of a means of public self-government, which involves interactivity and continuity of interaction between citizens and the state, the presence of public control over the activities of public authorities. This article is dedicated to reveal the role of e-government for realizing the goals of legal communication between its participants in public life. However, further in-depth analysis requires understanding the role of e-government as a means of legal communication, changing the focus and direction of its development in the digital age, as well as exploring promising areas of legal regulation of virtual legal relations between public authorities and civil society. The implementation of e-government in Ukraine should be provided on a qualitatively new level to develop efficient legal communication between government and society as a whole, strengthen confidence in the state and its policies, improve cooperation between public authorities and local governments, business, citizens and civil servants. The authors of this article adhered to its purpose, which is to analyze the understanding of the role of e-government as a means of legal communication, changing the focus and direction of its development in the digital age, and exploring promising areas of legal regulation of virtual legal relations between government and civil society.

The improvement of relations between the administration and the citizens remains a subject of study valid at all times because it is in perpetual becoming. It can be approached in many ways, but we have chosen to focus on the issues that we believe are the most important and therefore deserve to be examined and deepened. It is not surprising to note that the level of approach to this matter, its perception by governments and jurisdictions, differs depending on whether one is interested in the French case or the Iraqi situation. Our aim is therefore to identify as much as possible the advantages that the French system generates for the benefit of citizens and then to discern the elements of the latter which could be transposed to the Iraqi administrative system. The aim of this research is to propose a critical estimation of the various objects that constitute the relationship between the citizens and their administration and an appeal to the Iraqi officials to concern themselves with establishing a real reform of the latter

In recent years, an increasing number of people move into cities to search for better opportunities for themselves and their families. This movement is known as urbanisation and makes it difficult for the local government to fully understand citizens’ needs particularly pertaining to public safety matters. During the first phase of the Public Safety Smart City project, it was identified that there is a need for feedback loop to facilitate effective communication of public safety issues between citizens and local government. This means that EL citizens do not have a better channel in place to address their public safety issues to the local government. This could lead to the decisions made by the local government in public safety not fully communicated back to the citizens. The primary objective of the study is to develop a feedback loop model that will assist in more effective reporting of public safety issues between citizens and the local government. The study followed an interpretivism paradigm and the research methodology employed is the qualitative approach. This was influenced by the existing De Fleur model of communication, secondary data and also semi-structured interviews. The interviews were conducted with eleven citizens and four managers from the Department of Public Safety. It was ascertained that the lack of a feedback loop about public safety issues between citizens and local government is likely to increase public safety issues. Findings revealed that this is because citizens are not continuously updated about their reports and also about the state of public safety matters. Furthermore, the methods of communication utilised lead to poor communication of public safety issues. The study concludes that the introduction of an Information and Communication Technology enabled feedback loop between citizens and local government can help in reducing public safety issues and make public safety officials proactive rather than reactive.

While society has begun its evolution from the industrial age to the information age, most teacher unions continue to pattern their behavior after the industrial model of unionism focusing almost exclusively on salary, benefits and working conditions. In some school systems, though, teacher unions and management are questioning the legitimacy of their adversarial relationships. They are beginning to abandon the belief in the separation of traditional labor and management roles, and replacing it with a collective operational model that offers promise for significant educational reform and improved employer-employee relations. This expanded scope of union activity is attempting to include non-traditional issues, such as teacher professional development, teacher quality, instructional delivery, student achievement standards and educational reform, as well as mechanisms that are highly flexible and reactive to immediate need (Koppich, 2005; Urbanski, 1998). The purpose of this case study was to uncover the events that led to formation of collaborative structures at each of the study sites, gain insight in the collaborative activity that is occurring, better understand the impact of collaboration on the collective bargaining process, and attempt to understand the various challenges to collaboration at each study site. Data collection for this case study relied heavily on intensive personal interviews. Study participants were selected from school systems that have strong collaborative relations between the district administration and the teachers' union. Care was given in the selection of diverse school systems and in different regions of the country. Contractual language from the negotiated agreement also provided additional supporting data. The convergence of this data resulted in a greater understanding on the formation and maintenance of collaborative structures. The results of this study exposed that there are, in fact, strong models of collaboration between labor representative groups and management. The work that is occurring in these school districts is significantly transforming labor relations and impacting student educational experience. Leaders for both management and labor have largely abandoned their traditional roles and relinquished power in favor of working more cooperatively for the betterment of all within the organization. At each site, many collaborative byproducts have emerged to address a plethora of identified needs and goals. The collaborative relationship has also impacted the collective bargaining process, as the parties attempt to more creatively address all issues that either party raises as a concern. Greater respect for the role of unions and management has also emerged, as participants began to realize that they shared more in common than previously thought. The participants in school systems with strong collaborative relations have also demonstrated that they are anxious to share their knowledge and experience with others, as evidence by their participation in informal networks like Teacher Union Reform Network (TURN), as well as with researchers interested in collaboration between labor and management.

Background SMEs are the backbone of the economies across the world, and the different markets they function in have been globalized in recent years. This has resulted even greater demands on SMEs different capabilities to give them the competitive edge they need to stay in front of competition. Some identified capabilities that can give them superior advantage to competition are information technology, business process management and customer relationship management. These capabilities have been studied in different context and on different levels. However, in this study the focus is on the different dimensions of IT and CRM in relation to BPM. More specifically the dimension of IT being IT knowledge and IT operations and the dimension of CRM being Customer interaction management. Objectives The goals of this study are to give further understanding into the characteristics of the SMEs IT knowledge, IT operations, Customer interaction management and Business process management. And the interrelationship between these capabilities. Methods Structural equation modelling was used for the analysis of the answers received on a questionnaire sent out to different SMEs performing in different sectors on the Swedish market. Results The study resulted in 195 gathered answers, whereof 169 were used, from SMEs working in 9 different sectors, the predominant sector was the manufacturing sector. The results suggest that the CIM capabilities is the strongest one, followed up by ITK, BPM and the lowest being ITO. The analysis suggested rejected the hypothesis of a positive direct impact between ITK and CIM and ITO and CIM. But it accepted the hypothesis of a positive direct impact of BPM on CIM. Conclusions The findings suggest that SMEs must rethink their BPM and ITK capabilities as negative correlations were found between ITK and BPM. Additionally, it was found that BPM mediated a negative effect between ITK and CIM. Future research should be done to understand where the misfits between BPM and IT lies in SMEs in different sectors.

Abstract:
The aim of this thesis is to explore the relation between the extent of abidance to human rights international law provisions in regard to the detention of immigrants in the countries of EU, and the motivations for doing so, as presented in the international relations theories. The principal research question is: Why are immigrants facing problems in obtaining human rights in the context of immigration related detention? The answers are implicitly found in the answers to the underlying question: Why do states crate and obey international law? Methodologically, the problematic is approached through the theoretical analysis of International Relation theories: Realist, Institutionalism, Liberalism and Constructivism. Each of these theories provides different factors as explanatory for the actions of the states, respectively: power, existence of institutions, interest of individuals and social practices. National law remains the key system in the protection of rights due to its enforceability. Despite the existence of provisions relating to the rights of aliens, national law primarily protects the rights of nationals. From the second half of the 20th century international law has developed rapidly and has influenced the development and advancement of human rights and standards. However, due to the lack of strength in its enforceability, its application is dependent of the political interest and motivation of individual states, both in their inclusion of international law provisions into their national legal systems and its enforcement, and in the use of the constellation of power in international relations in applying pressure on other states to do the same. Entities like European Union bring a new quality to this problematic, given its specific legal structure that has influenced the rethinking of national sovereignty as the uncontested authority in creating and abiding the law. Nonetheless, provision and protection of individual's rights remains tightly knit to and dependent upon citizenship.

The purpose of the present study was to analyze the significance ofcreativity for network behavior. Similar to other network behavioral studiesthe multidimensional approach was utilized where networking was dividedinto sub dimensions with external and internal counterparts. The domainspecific approach to creativity was used in order to attempt to determinewhich creative domain is significant for different networking behaviors.106 individuals participated in the study and the sample is considered anon-random convenience sample. The results showed that certain networkbehaviors interacted with different creative domains. The creative domainof everyday and verbal creativity were both unique predictors of networkbehavior and were the creative domains who were the most relevant.Structural facets in the form of work experience, organizational size andbiological gender were also explored. Work experience was shown to be aweak moderating variable to the relationship of network behavior andcreativity. Organizational size had no significant results and biologicalgender was significant for two of the creative domains: Math / scientificand artistic creativity. Results from the present study provide furtherevidence towards an area which is relatively new. The findings can be usedto create an empirical foundation in recruitment scenarios which mayrequire individuals with particular set of psychological traits.
Syftet med denna studie var att undersöka interaktionen mellannätverksbeteende och kreativitet, samt att analysera om kreativitet är avsignifikant betydelse för nätverksbeteende. I linje med tidigare forskningom nätverksbeteende är denna studie av multidimensionell karaktär, därnätverksbeteende delas upp i interna samt externa komponenter. Dendomänspecifika paradigmen för kreativitet användes för att undersökavilka av de kreativa domänerna som är mest relevanta vidnätverksbeteende. 106 individer deltog i studien och urvalet var ettbekvämlighetsurval. Resultatet visade att några av de kreativa domäneninteragerade med nätverksbeteende, där vardaglig samt verbal kreativitetvar av högst relevans samt även unika prediktorer för nätverksbeteende. Destrukturella faktorerna arbetslivserfarenhet, organisationsstorlek samtbiologiskt kön undersöktes också. Drawing on empirical data from the two Palestinian Arab villages of Abu Ghosh and Umm al Fahem, this dissertation assesses the nature of relationship between the Israeli state and its Palestinian Arab citizens from a Gramscian perspective. In this respect, a particular emphasis is given to the analysis of impact of local socio-economic and political structures on the relationship between the villagers and Israeli state and dominant classes especially following a hegemonic crisis during post-al Aqsa Intifada. Based on Gramscian methodology and empirical data, it is concluded that hamula structures could act as an agent of hegemony in internalization and reproduction of of consent based Israeli hegemony. Conditions, dynamics and consequences of this agent-structure relationship is also assessed in detail.

Abstract:

This study explored relationships between national culture and generalized disposition to trust. Cultural differences were assessed using Hofstede’s (2001) dimensions of national culture: power distance (PDI), individualism (IDV), masculinity (MAS) and uncertainty avoidance (UAI). Trust was operationalized as four disaggregated subconstructs in McKnight, et al.,’s (2002) foundations of trust model: generalized benevolence belief (GBB), generalized integrity belief (GIB), generalized competence belief (GCB) and trusting stance. The research question considered whether generalized disposition to trust is a culture bound construct or a function of individual difference. Surveys were administered to graduate business students in Poland, United States, and Uruguay between May and September 2012. A levels-of-analysis approach utilized qualitative analysis to explore relationships across country borders; quantitative, individual-level analysis to explore relationships within specific countries. Significant differences were found among the three countries on all four dimensions of culture and three trust subconstructs. Comparisons of national culture to disaggregated dimensions of trust revealed a complex pattern of relationships: PDI and MAS showed negative relationships with GIB and positive relationships with GCB. IDV had a negative relationship with GCB. UAI revealed negative relationships with both GBB and GIB. PDI displayed a negative relationship with GBB among Uruguayan students and a positive relationship with TS among Polish students. UAI showed a negative relationship with three dimensions of trust (GBB, GIB and GCB) among Uruguayan students. Findings suggest elements of trust may be differentially bound to national culture and individual difference, with relationships dependent upon the cultural dimension, trust subconstructs and method of analysis.

Abstract:
This dissertation seeks to understand the relations between the Ottoman central administration and the Eastern Patriarchates. Against the current literature submitting these patriarchates to the authority of the Constantinopolitan patriarchs in the period following the Ottoman conquest, we suggest that such exclusive focus on the role of the Constantinopolitan Patriarchate prevents one from seeing the true networks of power in which the Eastern Patriarchates were engaged. To that end, in addition to the major patriarchal and missionary sources a large corpus of unpublished and unused Ottoman archival documentation has been consulted. During the first centuries of the Ottoman rule the Eastern Patriarchs benefited largely from the local Ottoman legal and administrative bodies, semi-autonomous provincial rulers, and foreign courts. In early 18th century, alongside the rise of Catholic missions among the Orthodox flock and hierarchy, and of a wealthy and powerful lay class supported by the central administration, a patriarchal elite class with close affinities to Istanbul began to interact with the Eastern Patriarchates. Getting closer to the offers of the central administration, in both administrative and economic terms, these patriarchates’ relations which were formerly dependent on local and foreign dynamics were largely replaced by the new networks supported by the central administration.

Abstract This chapter reviews key literature and concepts relating to the co-creation of digital public services. For this task, it is firstly important to consider what kind of digital public services may be suitable for co-creation. In order to do so, the first section of this chapter defines what a digital public service is (e.g. with respect to different types of service providers, different types of services and service delivery) and considers what kind of digital public services allow for meaningful citizen participation. To better conceptualise different degrees of participation, the subsequent section reviews Arnstein’s (1969) “ladder of citizen participation” and related work. This allows distinguishing between different degrees of non-participation, (consultative) participation and beyond. Thirdly, the chapter reviews traditional participatory approaches that provide the basis to co-creating of digital public services: (1) co-production of public services, (2) co-design and (3) civic open data use. The chapter summarises and compares the different rationales for participation in these approaches, and reviews how they understand the sharing of control, the sharing of knowledge and the enabling of change.

This study investigates how moral values structure the left/right identification of citizens. Specifically, this chapter reconnoitres how moral attitudes relate to the political fringes on both sides compared to economic attitudes. Using pooled data drawn from the World Value Survey (WVS) and the European Value Survey (EVS), this chapter calculates point-biseral correlation coefficients for 12 European countries at different points in time (1982-2014). The findings indicate that (1) both cultural and economic aspects determine mass political identification, (2) the significance of cultural aspects seems higher in traditional countries, (3) all influences remain largely stable over time. In addition, (4) this chapter identifies an unexpected pattern: while the economic dimension structures the political realm quite evenly, moral orientations seem to be divided into the ‘moral universalists' on the left pole and the ‘moral conservatives', who consider themselves as either moderate or rightist.

Electronic and mobile government services represent a tremendous impetus to move forward in the 21st Century with the potential to bring about a higher quality and more cost effective services to enhance the relationship between citizens and government. In this chapter, the municipalities' electronic services provided to citizens are examined based on the literature review and the assessment of their websites. As a result, a typology of electronic and mobile services is proposed. Furthermore, the users' perspective is inquired in order to depict the awareness, the usage and the attitude of citizens in relation to the electronic and mobile services provided by the municipalities in Northern Greece. Therefore, electronic services are used only by a small percentage of Greek citizens due to lack of awareness and trust in electronic government. Mobile services are regarded to be beneficial, while high cost and lack of network connection seem to be barriers for their usage.

Traditionally, public administration has always preferred to work behind closed doors. However, the concept of participatory democracy, which developed especially after the 1950s, encouraged citizens to participate more in the decision-making mechanisms of the state. Turkey experiences many problems in exercising the right to information, which was enacted in 2003, arising from the administration's attitudes and behaviors and also from the legislation. Foremost among these are the fact that citizens have not been made sufficiently aware of this right and that the administration is reluctant to share information. An analysis of the data and statistics in Turkey shows a rising trend in the exercise of this right by citizens between 2004-2015. However, considering the size of Turkey's population, the rate can still be deemed low. Post-2015 figures show a radical decline in citizens' exercising of the right to information. This situation may be explained by the painful process that Turkey experienced from 2015 onwards and the state of emergency implementations that followed.

Abstract:
The Federal Aviation Administration (FAA), Federal Transit Authority (FTA) and Coast Guard instituted or recently proposed an increase in the average passenger weight used to calculate load and conduct safety analysis and tests in multiple modes of transportation. The increased passenger weight requirements were created in response to the Center for Disease Control’s (CDC) documented rise in weight among the country’s citizens and followed crash or failure incidents in which a cause was overweight equipment. The current certification requirements under CFR 49, Part 567 state that Gross Vehicle Weight Rating (GVWR) of a motor vehicle shall not be less than the sum of the unloaded vehicle weight, rated cargo weight and 150 pounds times the number of designated seating positions. Actual occupant weight distributions versus certified weight per occupant seat causes a potential conflict between a vehicle’s in-use weight versus its certified GVWR. This paper is distinct in its contrasting of the 150 pound occupant standard in relation to documented actual occupant weight, clothing, personal items and baggage. A midsized bus example was used to explore the statistical probability that adult passengers and rated cargo would result in weight distributions that exceeded tire load capability, Gross Axle Weight Rating (GAWR), or GVWR. The unreliability of the 150 pounds per designated seat position in producing loaded weight under gross weight ratings was demonstrated for a midsized bus. Results demonstrated that load conditions and usage restrictions are identifiable and decrease the probability of operating in a condition that exceeds a weight rating. Weight assumptions that take into consideration well documented transportation industries baggage weight were identified as potentially confounding additional weight that may contribute to overload of midsized buses.

The paper presents results of studies among computer users, demonstrating a remarkable relation between history of computer use (computer experience) and readiness to access Internet resources (Internet access). The observed relation, referred to as ‘Internet entry delay syndrome’, may be described as follows: the greater the user’s computer experience, the longer it takes him/her to decide on accessing Internet and using it on a regular basis. The delay is markedly shorter for inexperienced computer users. The results of the study can be invaluable for Internet Service Providers (ISPs), allowing for more precise design of network infrastructure, as well as for local administration authorities striving to implement the policy of information society through development of information structures and services and improving Internet access on local and regional scale.

Intangible goods, acting as a kind of objects of personal non-property rights, are an independent legal entity that belongs to a citizen as a subject of legal relations. Unlike various property rights, the essence of intangible goods, first of all, lies in their special status, being inalienable and non-transferable, they are acquired by citizens from birth or by law, and not in the order of succession or legal capacity. This category of goods individualizes a person, creates all the necessary conditions for a prosperous life in society, inviolability of private life, and ensuring absolute physical and spiritual freedom. Intangible benefits are guarantees of decent and comprehensive development of citizens, satisfaction of their positive needs, as well as compliance with legitimate interests.

The article considers common classifications of measures to reduce environmentaleconomic damage from motor vehicles. Classification from the point of view of control impact is proposed, which allows to take into account relations between the state and citizens in the field of reduction of negative impact of motor vehicles on the environment. This study examines Mozambican popular music to investigate three questions: Are notions of empowerment and accountability present in popular music in Mozambique? If so, what can these existing notions of empowerment and accountability reveal about relations between citizens and state institutions in general and about citizen-led social and political action in particular? In what ways is popular music used to support citizen mobilisation in Mozambique? The discussion is based on an analysis of 46 protest songs, interviews with musicians, music producers and event promoters as well as field interviews and observations among audiences at selected popular music concerts and public workshops in Maputo city. Secondary data were drawn from radio broadcasts, digital media, and social networks. The songs analysed were widely played in the past two decades (1998–2018), a period in which three different presidents led the country. Our focus is on the protest song, conceived as those musical products that are concerned with public affairs, particularly public policy and how it affects citizens’ social, political and economic life, and the relationship between citizens and the state.
